New Rochelle to host affordable housing open house

The city of New Rochelle is excited to host an Affordable Housing Open House to present new local housing opportunities on Thursday, March 7 in the Rotunda in City Hall, located at 515 North Ave., from 4 to 8 p.m. Open to both existing and prospective residents, the Open House will showcase upcoming housing lotteries for newly-developed affordable rental housing in New Rochelle, the city’s First Time Home Buyer Down Payment Assistance Program, and the latest sustainability initiatives available to homeowners. Important new information about New Rochelle’s Section 8 housing assistance program in 2024 will also be available at the event.

“The City of New Rochelle’s Affordable Housing Open House highlights our dedication to providing the community with tangible channels to affordable housing and expanded access to home-

ownership,” said City Manager Kathleen Gill. “Together, with the support of our community members, nonprofit partners, and local developers, we will continue to prioritize affordable housing as a fundamental cornerstone of our city’s future.”

At the Affordable Housing Open House, current and potential residents can learn about more than 500 new affordable housing units coming to Downtown New Rochelle in 2024 including:

• Highgarden Tower (Lottery open now): a mixed-use rental building located at 11 Garden St., New Rochelle providing affordable housing options for residents whose earnings fall at 60% to 80% of AMI. Applications for this lottery are available from Feb. 9 through April 10, at 4 p.m. at www.affordablewestchester.org, by mail or in-person.

• West View Apartments (Coming soon): located at 25 Garden St., New Rochelle, will create 185 affordable housing units and is committed to providing affordable housing to residents with earnings at 50% to 60% of AMI.

• 500 Main St., (also opening in 2024) brings 111 affordable units at 50% and 60% of AMI to the core of Downtown New Rochelle.

discuss new credit car surcharge law

Westchester County Executive George Latimer, New York State Assemblywoman Amy Paulin and County Director of Consumer Protection Jim Maisano are working together to ensure that residents are well-informed about a new law aimed at promoting transparency in credit card transactions. Effective Feb. 11, this new state law mandates that merchants in New York State must provide clear and conspicuous disclosure of credit card surcharges to consumers.

Latimer said “Transparent pricing is essential for consumers to make informed decisions.”

Paulin added: “This new law protects New Yorkers from hidden surcharges by requiring sellers to clearly post the price of a credit card surcharge. Credit card surcharges now have to be disclosed clearly so that customers are fully aware of them upfront and not just when they go to pay. The new law also prevents businesses from charging a

higher fee than what they are charged by the credit card companies.

The new law limits credit card surcharges to the amount charged to the business by the credit card company and requires businesses to clearly display the total price inclusive of any surcharges before checkout. It aims to prevent consumers from being surprised by hidden fees and ensures that they have a clear understanding of the costs associated with credit card transactions.

Maisano said: “This law reinforces the principles of fairness and transparency in commercial transactions. We are committed to ensuring that consumers are protected from deceptive practices, and this legislation is a significant step forward in achieving that goal.”

The Arc Westchester Foundation’s holds 18th annual fundraiser

The Arc Westchester Foundation, dedicated to enriching the lives of individuals with developmental disabilities and their families, will host their annual gala, “A Matter of Taste,” on April 10 at the beautiful Glen Island Harbour Club in New Rochelle. This is the 18th year for this popular event, which brings together more than 20 area restaurants for a spectacular culinary evening for more than 350 attendees. 2024 also marks the 75th Anniversary of The Arc Westchester.

This year The Arc Westchester Foundation will honor three exceptional allies who have significantly contributed to The Arc Westchester’s mission. The Corporate Partner Award will be presented to NewYork-Presbyterian Westchester Behavioral Health. Through their partnership with The Arc Westchester and Project SEARCH, their program serves young adults with intellectual and developmental disabilities in the OPWDD system, as

well as students who are in their last year of high school who could benefit from personalized support through an intensive year of career development and internship experience.

The Family Partner Award will be bestowed upon The Glucksman Lieber Family, celebrating their long-standing dedication and generosity towards The Arc Westchester’s initiatives. Mark Glucksman and his wife Roberta Lieber have three children: Samuel, Charles, and Benjamin. Their son Samuel, a 31-year-old with Down syndrome, has participated in The Arc Westchester’s Choices and Recreation program for over a decade and lives in an Arc Westchester residence.

The Lifetime Advocate Award will be presented to Ann Nehrbauer, who is 95 years old, and was instrumental in the landmark lawsuit that ultimately led to the shuttering of Willowbrook State School, a facility in which people with developmental disabilities

were subjected to poor treatment and inhumane living conditions for decades. Because of his increasing medical needs and their inability to care for him at home, and the fact that there were no other options and the doctors insisted, Ann’s disabled son spent 16 years as a resident at Willowbrook. Upon seeing the horrid situation there, she and her husband began a lifelong advocacy effort that ultimately helped bring about a historic civil rights lawsuit to close down Willowbrook and bring about positive change.

After leaving Willowbrook, Ann’s son moved into an Arc Westchester residence and lived there for 44 years until his passing last December.

Developments at the new Iona campus in Bronxville

Last week Trustee Behrens and I met with Iona University President Seamus Carey to be updated on the programs, current projects and aspirations at the Iona Bronxville campus.

We were so energized and inspired by the activities undertaken at Iona – our new anchor and partner for the Village.

Our relationship continues to be seamless and symbiotic as we embrace our hometown University.

Sharing what we as Trustees have learned about Iona with you, its neighbors, seemed particularly instructive.

We hope you will be as inspired and reassured as village government as we embark on a new chapter with Iona University.

As background, Iona acquired the 28-acre Bronxville campus in May 2021 from Concordia College due to quite simply the need for more space to carry out the Iona mission as the New Rochelle campus is essentially land locked with no room for growth.

Bronxville’s acreage provided the perfect opportunity, but as we all know, the infrastructure was in great need of repair so the projects are ongoing.

As a result of great collaboration, shortly after acquiring the Bronxville campus, Iona secured a partnership with the New York-Presbyterian Hospital and in 2021 established the New York-Presbyterian-Iona School of Health Sciences, providing a model for the future of healthcare education.

Not only is the school developing innovative new programs that are in high demand in the medical field, students also gain hands-on experience alongside some of the nation’s top doctors and nurses during clinicals.

Offering degrees at both the Bachelor’s and Master’s levels, the standards are rigorous, the curriculum challenging and state of the art. Most importantly, the school takes a holistic approach focusing on high quality, compassionate care.

Thanks to the generosity of alumni Al and Peggy Kelly, the flagship building – the Kelly Center for Health Sciences – was opened in January 2023. The attractive

new building houses the latest training equipment, modern classrooms and simulations labs.

Recognizing the need for facility upgrades, numerous spaces were renovated during the summer of 2023 transforming both indoor and outdoor spaces transforming Iona Bronxville into much more than the School of Health Sciences. It is also home to an expanding arts program as well as growing club sports and even Division I athletic teams.

The campus now houses a modernized dance studio, a brand new weight room, two renovated gymnasiums, a health conscious new cafe, renovated field, new welcome center and Dean’s suites.

Because of the bonus of extra space, non-classroom programs have been added including Division I women’s acrobatic and tumbling teams.

The baseball team has a new Bronxville field and the venerable Sommer Center is home to spaces to grow ensembles, dance teams, host performances and offer performing arts practice spaces.

If you take a walk by, you can see that the campus has truly come to life again.

Questions posed by Bronxville residents and answered by Iona President Carey

• How would Iona like to further engage with the residents of Bronxville to enhance both institutions?

We’ve had a great relationship with Bronxville so far and as we develop more programs there, many will be accessible to the Bronxville community including a Speakers’ Series. As more organizations continue to use Iona spaces, we look forward to building out those relationships even more. Local groups that currently utilize various fields or spaces on campus include Bronxville Youth Lacrosse, the Chapel School, Tuckahoe High School Athletics, Eastchester Youth Soccer, Crush Baseball, Siwanoy Country Club, and the Conservatory.

• Are there any plans on the docket for construction/expansion?

As I’ve stated since inception, there are no plans to expand the buildings with any renovations at this time. The major building renovations completed are to the Kelly

Center for Health Sciences and Feth Hall, which included making the entrance ADA accessible. We’ve also completed renovations to the cafe, which is open to the public, as well as some office spaces and two gyms – one that’s used for basketball and volleyball and the other that’s used for acrobatics and tumbling. We’ve also completed renovations on the all-purpose turf field.

• What about the baseball field?

We have exciting plans to fix the baseball field but the expense of the project is significant. The right field area currently has slope on it, and that would need to be eliminated before Iona’s Division I team would be able to play there. We are in a fundraising process to make sure we have the funds to do it properly. Once the field is renovated, that would present an opportunity to partner with the Bronxville community to provide baseball facilities for their teams. But we need to get the funds in place before we can do that project.

• What’s going to happen to the dormitories – are they being used? The dormitory buildings are not being used as student residences and there are no plans to use them as student residences in the near future. They are only currently being used as they were with Concordia – as office spaces on the ground floor.

• How about the houses on Concordia Place?

Two houses are occupied with tenants and a couple more were configured by Concordia as office spaces. Others would need to be renovated before they could be used.

• What is the relationship of the Music Conservatory to Iona?

The Conservatory continues to be a tenant of the university and they continue to use the space as they traditionally have. They are in the first year of a five-year lease.

• Can recreational space be used by local groups when Iona is not in session? We are open to talking to organizations about using our spaces when we are not using them.

• Is Sommer Center open for rental?

Yes, so long as if fits the school’s schedule.

Making the most of the moment

There’s just no beating high school basketball at the Westchester County Center, is there?

I’ve been around the block. I’ve covered my fair share of Section 1 title games across every conceivable sport. But nothing quite compares to championship week in White Plains.

Over the last several days, the top high school basketball teams in the area have been duking it out on the most famous court in Westchester, vying for that rare opportunity to hoist the Gold Ball at center court while the ‘One Shining Moment’ blares over the loudspeakers.

And honestly, there’s nothing like it.

Sure, the games have been a mixed bag thus far; for every thriller like the Tuesday night’s showdown between Peekskill and Eastchester, there’s been a one-sided affair that’s been all but determined by the time halftime rolls around. But that’s to be expected in high school athletics and it certainly doesn’t take away from the magic that happens when an arena full of people are absolutely invested in the outcome of a sporting event.

In that Tuesday afternoon game between the Red Devils and the Eagles, a fourth-quarter Eastchester comeback had the place in hysterics. By the time Jake Warnock tied things up with a put-back at the buzzer? The County Center was straight up rocking.

And that’s what makes the place such a special place to see

a game during Championship Week; the feeling is indescribable and always hits you, no matter how many games you’ve seen there as a fan, a coach or a player.

And if this week was nuts, just wait for this weekend, beginning on Friday when the championships are on the line. Kids filling the second-level, belting out fight songs and trying to outchant rival student sections. Players diving into the second row for loose balls. The triumph and heartbreak on display for all to see; it’s going to be something else.

But the great thing about Championship Week is it doesn’t matter if you win. Sure, that Gold Ball moment is an indelible memory that will stick with the winners for the rest of their lives. But just taking the court means something too.

There aren’t many basketball players who have gotten the chance to play on the big stage at Westchester’s Most Famous Arena.

But those who have, know just how special it is.

New Ro teams sweep Tigers in semis

Many times, sectional semifinal rounds will pit teams from disparate corners of Section 1 against each other with visions of a championship looming in the background. That was not the case on Wednesday, when the Westchester County Center hosted a pair of games between two league foes intimately familiar with one another.

On Feb. 28, New Rochelle’s boys and girls basketball teams both took on their counterparts from nearby Mamaroneck in a double-header of semifinal final showdowns. In the end, the Huguenots would carry the day, topping the Tigers to reach the championships.

In the day’s first game at 3 p.m., the Huguenot girls fended off a strong challenge from an Addison Dorfman-led Tiger team, seeing Mamaroneck cut into New Ro’s big first quarter lead before righting the ship in the third quarter and coming away a with a 51-35 win.

New Rochelle’s Stella Ziogas and Mamaroneck’s Dorfman paced all scorers with 19 points, while the Huguenots’ Brianne Foley chipped in 16 points of her own.

The Huguenots—now 11-11—may have gotten off to a slow start this year, but Foley said the team began to find itself in January and is now playing the type of basketball the players knew they were capable of playing.

“I don’t think we clicked until we really started playing the teams in our league,” she said. “We knew Mamaroneck well, we knew we had to stop [Dorfman] and even though she still had a really good game today, I think we were prepared for what they do.”

In the night cap, New Rochelle’s boys were able to shake off two regular season losses to the Tigers—who won the league title—with a 52-50 overtime win.

Things looked dire at times in the fourth quarter for the Huguenots, as the Tigers’ high pressure defense forced them to commit seven turnovers and cough up what had been—at one time—a comfortable lead.

But Kas Mirza was able to put back a rebound to tie the game with 29 seconds left, and the Huguenots were able to hang on in overtime— although that overtime period came with some last second drama after a technical foul gave Mamaroneck one last chance to tie the game with 2.6 seconds left. Malik

Gasper was able to block a Will Plunkett three-pointer to send Huguenot fans home happy.

Gasper had 15 points and 17 rebounds, while Mama-

roneck’s Cosmo Hardinson led all scorers with 16 points.

“We weren’t expected to win this game, we lost to this team twice in the regular season, so we knew

that getting a win would be shocking,” said Gasper. “This was my first time playing here but it won’t be the last; we’re looking forward to the next one.”
