District looks to raise teacher pay to highest in area, slash local property tax rate for homeowners in LISD

ongview ISD is set to roll out its 2019-2020 proposed budget at the August 12 monthly meeting. The expectation is for the district to increase their payroll by $5,000,000.

The pay raise, as well as a decrease in property tax rates comes thanks to the passage of House Bill 3. The new legislation tackled school and property tax reform. “ House Bill 3 will increase our M&O revenue and we will use it to increase student achievement,” said Chief Financial Officer Joey Jones.

“Also the staff will receive salary adjustments.”

Teachers: Do not just ‘shut up and teach’

There’s a saying I read in an education manual that has stuck with me: The other side of the coin has another side.

Last November, I was elected to the Oklahoma state legislature as one of those angry teachers demanding better school funding. I was one of 24 Democrats working alongside 77 Republicans in my deep-red state’s House of Representatives. Some things didn’t go so well for me in this first session, as you may have read in the essays I’ve been writing for Education Week. I authored several bills. They all died. I debated against some pretty awful examples of cut-and-paste legislation from the American Legislative Exchange Council (ALEC), a national organization that promotes conservative legislation at the state level. One such bill, for example, required doctors to notify patients of a scientifically unproven method of reversing the effects of “day after” drugs used in abortions. They all passed. We ended the session with an improved budget for next year, but the legislative leadership chose to deposit $200 million dollars of unallocated revenue into a state

Education should be a legislative priority

The 86th Legislature addressed the much needed and long-awaited issue with the passage and signing of House Bill 3. HB 3 pumps roughly $6.5 billion (of the $11.6 billion in school finance) of new money into public ed.

According to Texas media, the $6.5 billion significantly raises the per-student base funding for schools, pays for full day pre-kindergarten, and reduces amounts of recapture payments known as “Robin Hood.” Those are tremendous gains for education, but the heart of HB 3 is twofold.

One is the issue of merit pay.

The idea behind this is to pay effective teachers more than ineffective teachers. The truth, however, is that merit pay is a scheme often disguised as “outcome based” funding. It puts teachers in a bloodsport and

Longview Police train on Foster campus The Longview Police Department had a presence in Foster Middle School on Thursday, July 11, as they performed training exercises. In order to be better prepared for the possibility of an active shooter, the Longview Police Department SWAT team ran through drills that helped them keep their skills sharp and familiarize themselves with the school’s layout.

Throughout the year, LPD has similar exercises, not just for their SWAT members but everyone in their department. There are also instances where they work with paramedics so that in the case of an incident, they will work together more smoothly.

“Our goal for our active shooter training is try and get everybody in our department to have done it, then have an annual recurrent training,” said LPD Sergeant Drew Allison who also serves as SWAT team leader.

The LPD practices what they have learned at The Advanced Law Enforcement Rapid Response Training (ALERRT) Center at Texas State University.

Created in 2002, the program has sought to address the need for active shooter response training for first responders.

Foster Principal Ryan Carroll has welcomed the police departments desire to train on his school’s campus.

In this day and age, unfortunately, it’s quite common to hear about a situation on a campus, whether it’s an assault or shooting or anything of that nature,” Carroll said. “So having them here doing the procedures while there are not students here and knowing what I need to do as an administrator is definitely advantageous for protecting the kids.”

This recent training exercise has not been the only time that LISD and LPD have teamed up.

“We have been working with LISD tightly and have taught over 12 classes this spring. LISD Has been phenomenal with working with us in partnership for the safety of their children and their staff. We couldn’t make this happen without them,” Allison said.

House Bill 3, which was passed by the 8th Texas Legislature earlier this year, is a school finance bill which helped with the decrease in property tax rate.

More money is intended to provide money for state classrooms, cut local property taxes and increase teacher compensation.

“Lower taxes for the LISD community and higher pay for LISD staff, that’s what you call a win-win,” said Superintendent Dr. James Wilcox. “Jay Dean, our state rep, was extremely helpful and worked on getting [House Bill 3] passed. Mr. Ryan Carlisle (1981-2019)

Judson teacher passes, honored by community A former science teacher at Judson, Ryan Carlisle, passed away on June 27.

Carlisle was the youth pastor of the Longview Missionary Baptist Church in Longview, serving the youth of Longview in both education in his time at Judson and spirituality at LMBC. He was a Longview High School Graduate, obtaining his degrees from UT Tyler and Texas Baptist Institute and Seminary.

The Facebook page for the church requested prayers for Carlisle’s family.

“With an extremely heavy heart and no words to express our grief, Ryan Carlisle, our Youth Pastor, passed away this afternoon while working out at the gym,” the church’s administrative secretary, Jalena Branch wrote. “Please pray for Bridgit, Ava and Max and the entire Carlisle Family.”

Carlisle started serving at LMBC in April of 2018.

Carlisle’s funeral was held Monday, July 1, at the Moberly Baptist Church in Longview.

“We could talk all-day about how great of a youth minister Ryan is and how much those kids mean to him, but he made masculinity come off as gentle and tender and that’s the biggest thing about his character that shone through especially with the younger men. They need that type of influence and he was that for them,” Rogers explained to KETK.

BACKPACKS ETAA Charter Campuses (ETMPA, Ware Montessori, JL Everhart, Bramlette STEAM Academy, JMQ, and Forest Park Middle School): These campuses are adopting a clear backpack policy and ETAA will be able to supply those for all families. The only exception will be Pre-K and Head Start, will not be required to have clear backpacks and these must be provided by families.

Non-ETAA Campuses: These campuses do not have a clear backpack policy in place and it will be up to the families’ discretion if they would like to purchase a clear backpack.

Online poll finds high ratings for Longview ISD education Respondents to a district survey gave high marks for the quality of education students receive at Longview Independent School District.

LISD Community Relations held an online survey from June 17th through July 12, asking local residents and stakeholders to rate the district in a variety of categories on a “star scale,” from one to five stars.

Of the 389 respondents: 43 percent gave LISD five stars, with 22 percent giving four stars, and 25 percent giving three stars. Seven percent gave LISD two stars, with three percent giving just one star.

Respondents were also given the opportunity to rate other aspects of the district, from the administration and board of trustees, to departments like Transportation, Finance, Human Resources, as well as how area residents rate local sources of LISD

information and even the Community Relations Department itself.

The poll was created by LISD Communication Specialist Matthew Prosser using the SurveyMonkey website, and presented to board members during the July 15 regular meeting.

“Our goal for this survey was to give our board members a snapshot of public sentiment as we continue to prepare for the coming school year,” he said.

Prosser said the LISD Community Relations Department is currently planning more surveys and polls for the future.

“We are always looking for better and more efficient ways to communicate with our community, and better serve the excellent students and staff of our district,” he said.

Haynes King chooses A&M

rom green and gold to maroon and white.

Out of a total 28 suitors Longview quarterback Haynes King chooses Texas A&M to continue his education and his football career.

While he says he’s relieved about putting the recruiting process behind him, the 4-star prospect explains why Jimbo Fisher and company won his services over Tennessee, Auburn, and Duke, He also describes what type of influence his dad, Longview coach John King, has had on his journey.

“Coach Fisher he’s proven to do great things with quarterbacks, develop them, and win some, win a bunch of games, and win championships, and then you know, Coach Dickey he has a lot of experience under his belt as well. And they’re just building a great program right now,” said the soon to be Lobo senior.

“He went about it the right way, and he had to make some grown up decisions, and he made them. Some of them were tough.

It wasn’t an irrational decision.

It’s something he’s thought about in depth for a long time. And you know he had some great options.

And the best option, and the best school for him was Texas A&M,” said coach John King.

The older King believes his son possesses attributes that allow him to fit into any system.

But the Aggies run a pro-style offense, just like they do at Longview.

“Doing that, I have a lot of experience, different types of offense, and you know it’ll help me in the long run,” said Haynes King.

And now that he has committed to the 12th Man, King says there won’t be any wavering, change of heart, decommitting, recommitting or any of that sort.

Haynes said he’s 100 percent committed to Gig’Em, and will remain that way simply in part because he gave those people his word.

“The way my dad and my mom raised me, you know, you are always gonna stay true to your word. Once I say I’m gonna do something, I’m gonna do it with the best of my ability. It means a lot just to know that you can give your trust to people as well as they can trust you. That’s

a big part in this world right now,” said Haynes King.

Coach John King stressed that his son made “a selfish decision,” meaning that he did what he felt was best for him.

He said that for the most part he just tried to answer the questions Haynes’ had throughout the process.

“As a parent, you’re not sure this day will ever come, you know I’ve had a lot of great players come through here. You didn’t think you’d be standing here ten years ago. You just wonder if your child would have a chance to play here, much less at the next level,” said John King Haynes King emphasized he’s learned a lot of life lessons by playing for his father, and win-

ning Longview’s first state championship in 81 years.

“Overcome adversity, to handle failure, to handle somebody getting on to you. I believe that I’ve learned really well from him.

Learn a lot about yourself. How well you can compose yourself when things are going bad, even when things are going good,” said King.

Both Kings now turn their attention to defending their state crown.

They say they started talking about a potential back-to-back run on Christmas day, just three days after winning the 6A Division 2 crown in an epic 35-34 victory over Beaumont West Brook.

The Lobos open their 2019 fall camp on August 12th.

Lobo super fan Duellis Davis passes away Hearts are heavy as we said goodbye to a Lobo super fan in July. We will miss you Duellis Davis.

Lobo Nation, the Big Green Marching Machine, and his Lobo loving family embodied his heart. All three of Mr. Davis’ grandchildren were in the Big Green Marching Machine. Davis and his wife, Sue, never missed a home football game since they became season ticket holders since 1956.

He got to see his Lobos win a state championship, spend his 65th year in his same season ticket seats, witnessed the Lobo band make history, and be honored with a beautiful raffle prize from Longview ISD Foundation, Inc.Inc. A Longview High School graduate of 1952, Davis served in the United States Army during the Korean war. After leaving the military, he worked for Texas Eastman for more than 40 years.

KING FOR PRESIDENT Coach King named president of THSFCA

On the final day of the 2019 Texas High School Football Coaches Association Convention in Houston, Longview head football coach John King was voted as the next president elect of the organization.

For the next year, King will serve in that position under the current president Rodney Webb from Rockwall High School.

At next year’s convention in San Antonio, King will take over as president of the organization until the 2021 meeting.

This years convention was attended by over 13,300 members which ended up being the largest crowd they have had at the event.

ABOUT THE THSCA The Texas High School Coaches Association was formally organized on November 28, 1930 with 28 members and was called the Texas High School Foot-

ball Coaches Association. The first big step for THSCA was in 1933, when the organization sponsored the first coaching school held in San Antonio and had 65 coaches in attendance. In 1935, the association inaugurated the North and South All-Star Football Game. In 1941, the association dropped the word “football” from its title and opened its doors

to all secondary school coaches. This move paved the way for the addition of the All-Star basketball game in 1946.

The THSCA has grown from 28 members to over 22,000 making it the largest organization of its kind in the world.

New turf, track at Lobo Stadium

By Jamey Boyum, KLTV looking nearly complete, except A lot goes into making sure the field at Lobos Stadium is ready for a new season; just ask the groundskeeping crew laying down new turf and making sure details are just right in time for preseason exhibition games.

Ysmael Sosa supervises the team who is laying new turf, leveling the field, and making sure each hashmark and yardline number is in place. Sosa said it takes a little more than 2 weeks to make sure the field is ready for the 2018 6A Div. II state champions to defend their title.

“Before we drop any turf down, we have to make sure everything is level, so we check it before anything,” Sosa explained. “It’s gravel first... and then, at the end, the turf.”

Sosa’s team started Saturday, June 29; by Friday, the field was

for cinder blocks covering yardline numbers down a 40-yard stretch of the fresh green turn. Sosa explained that the numbers on a field this nice aren’t simply painted on, they’re glued on.

From the top of Lobos Stadium, it almost looks complete, but Sosa said there’s about a week of work left.

“We set it, then we cut it around, and we glue it down. In order to [add pressure for the glue] we put blocks on the top,” Sosa explained.

“Once the glue is right, we take off the blocks.”

They basically had to cut a football field-sized hole and refill it.

“Here on this field it’s not like regular gravel. There’s layers under the turf, so that’s a lot better you know,” Sosa explained.

Athletes hone skills to meet expectations set by tradition When you wear the green and white of the Longview Lobos, there’s a certain unspoken expectation that comes with representing the jersey. Part of the school’s winning tradition was on display Tuesday, as young student-athletes took time out of their summer to better prepare for the upcoming school year.

Students practiced agility and conditioning drills and lifted weights during voluntary workouts at the Longview High School’s football complex. The idea behind summer workouts is to lay a foundation and give students skill-set that gives them a chance to succeed in their field.

Tuesday’s workout included several middle school athletes already preparing themselves for the high school level.

“Hopefully, as a middle school student, they’ll embrace the training aspect of it,” said Casey Pearce, coach with Longview ISD. “Just work as hard as they can to improve their body, coordination, and those types of things.”

Pearce has been with Longview ISD for 14 years, serving as defensive coordinator, defensive line coach, as well as

track coach. He said he encourages younger students to attend voluntary workout days, considering the expectations that are set not only by the Lobos football team, but every athlete who excels in their sport. “[They] just kind of learn what being a Lobo is all about,” Pearce explained. “I think the carryover has been tremendous; we’ve been very successful. This year, we were able to put it all together and make it happen.”

Elijah Johnson is one such athlete who sacrificed time from his summer break to work out with his older peers.

The 8th grader is fairly new to Texas football, and he was not disappointed when he realized how much the Longview community embraced their student-athletes.

“It’s my first time being out here in Texas, so to see... everybody in the community so into that football [team], it’s just amazing to see,” Johnson said.

Johnson is training for a spot on the 8th grade Lobos team as a fullback and kicker.

“I’ll be really ready for next year, when my school is number one,” Johnson said.

The turf is even specially made to avoid becoming a soggy mess on rainy nights.

“When it rains, the water goes through, then straight through the drainage to the sidelines,” Sosa said. “The drain goes around the sideline, like 10 feet inside the track.”

players aren’t the only ones putting in the extra work to defend their 2018-19 state championship title; the biggest thing he’s noticed this summer was a turnout of female athletes.

“This is the largest female

turnout we’ve ever had,” Pearce noted. “It’s exciting to see because they’ve embraced the excitement around what’s happened, and I think they’re trying to create that tradition on their side.”

Longview city bus dedicated to state champion Lobos

East Texans won’t soon forget the Longview Lobos football state win in 2018, but just in case it starts to fade from memory Longview Transit has provided us with a big, mobile reminder: the Lobo Bus. It’s causing quite a stir while cruising around town, or even sitting still according to Assistant General Manager of Longview Transit Tequita Dudley.

“Absolutely! People are excited about the bus.

They want to ride the bus; take pictures of the bus.

We will give picture and photo opportunities in the near future, but yeah, people are very excited. Especially the Lobo Fans,” Dudley said.

Off-duty driver Daniel Armstrong thinks ridership has increased on the Lobo bus.

“That attracts people in the town and everywhere in the community,” Armstrong said.

It’s a selfie generating thing, even though it’s only been around a short time.

“We wrapped it last week. It’s a project that’s been in play ever since they won the championship,” Dudley stated.

Looking at the bus, it’s pretty much an entire football game with cheerleaders and a half time show. It was a group project.

“We partnered with three different people; with Longview Independent School District, Longview Transit and Fast Signs. We partnered together in order to make this happen for the fans, and I think they love it,” Dudley explained.

They even included pictures of player’s reactions right after the game in the bus-sized collage.

And although at least one person on the bus was definitely a Lobo, it seemed every single rider became a Lobo fan as soon as they stepped on the bus.

“Go Lobos,” they shouted in unison.

And, as if that’s the way you start the Lobo bus, it did go.

No word about a second Lobo Bus as yet, but Longview Transit is always open to suggestions for wrapping their busses. If you have an idea, contact Longview Transit.

Would it be harder for you to understand it if you weren’t familiar with the use of Early Modern English language?

You might be able to deduce what was going on thanks to character interaction and contextual clues in the play. But imagine having a Shakespearean work set down in front of you and being told to explain what was happening inside its pages. Without watching the characters interact or having prior knowledge of the language, you would probably experience some confusion.

When an English language learner (ELL) enters a classroom where English is the native language, he or she is usually instructed to learn the language through the use of literary works. But how can a student whose first language is not English learn and read without the context or tools to

assist understanding?

READING COMPREHENSION AND TECHNOLOGY To ensure ELLs can learn to the best of their abilities, their learning facility must provide them with the tools and resources to do so. Recall the situation with the Shakespearean writing above. English language learners cannot be expected to pick up a book and learn a foreign or unfamiliar language by reading said book in said language.

The issue of providing effective learning resources to ELL students is front and center at Longview Texas Independent School District (LISD) in Longview, Texas, where the student population contains a high concentration of students whose native language is not English. According to a report from the California Dropout Research Project at the University of California–Santa Barbara, EL students are about two times more likely to dropout of school than native and fluent English speakers.

In light of these factors, LISD categorizes ELL students as at risk. LISD’s educational philosophy (w3.lisd.org/bilingual-esl/ research-resources-trainings/index.html) is that ethnic diversity has nothing to do with learning, as ethnicity has no effect on how people think. However, when students or individuals are culturally and linguistically diverse and are taught in languages that are not their native speech, the learning outcomes can be a challenge. When this occurs, the language barrier can impact the effectiveness of educators’ communication with the students.

In addition to the high dropout rate and communication barriers, a major problem ELL students face is that so much of learning is related to reading comprehension skills. According to the Association for Supervision and Curriculum Development (ASCD), comprehension is the goal of reading, but it can be the most difficult skill to master, especially for ELLs. When a student whose native language is English doesn’t comprehend what she is reading, she can come back to the same information and read it again later, further trying to understand context and meaning. A non-native speaker of English is at a disadvantage. Even if an ELL student returns to a passage later, she still may not know what the passage means unless she has resources to help put the reading into context, such as visual cues or interpretation. This is where technology can help, and Longview ISD created an ELL student program to do just that.

UNDERSTANDING ELL TECHNOLOGY NEEDS For LISD, adding a technology program helped level the playing field between ELL students and English-speaking students.

As the ELL population began to grow, the district leaders realized they needed to come up with a solution for students and their families that integrated technology for ELL education. They also knew that technology itself would not even the playing field. Instead, they needed a solution that would put the right tools together to create a full plan of action to help their many ELL students.

The plan—later named the Newcomer Program—took an innovative approach to creating resources that allow ELL students to thrive. In order to figure out the best way to provide excellent education for all kids, district leaders had to sit down and start thinking on a personal level. They had to relate it to themselves and how they would handle a situation in which someone sent them to a foreign country where they don’t know the language and then told them to go to school. school, they said, “We’ll give you a tech device. Now, put whatever you need (to help you learn) on it.”

This brainstorm concluded with the LISD team determining that giving all ELL students 1:1 devices loaded with resources could help break down the barrier between reading comprehension and understanding.

Human fission and the worst thing a teacher can do

What can we learn from physics and how energy works to inform teaching and learning? Apparently, a lot.

For example, did you know that the production of energy requires a base between the two poles in order to create an electrical flow? This is frequently left out of scientific thinking, but it’s the truth.

You can’t just have two opposing magnetic poles sitting out in space with no grounding element that provides the interjection of space. Let’s pretend the base is the institution. You know, a place to go to everyday, register, and a path to follow of courses. Then we have one pole, the “negative” charged element and the other pole, the “positive” charge.

That’s probably the teacher who knows things. The student is the one who is supposed to know nothing.

The nothing side of the energy dynamic must know nothing or there is no flow of energy, because two identical poles, like permanent magnets, would not generate energy but push apart.

However, any motor based on permanent magnets is static and will never work.

The problem lies in the nature of permanency.

Magnetism needs to change at a dynamic rate to get a flow in both directions and drive an engine rotor.

The current flow, and the magnetic polarization is controlled so the rotor or stator can attract and then repel at the right moment to achieve rotation.

By deduction, then, the worst thing a teacher can do is pretend to know everything all the time.

The best teachers know nothing some of the time and discover from students new things while portraying astonished merriment at their brilliance.

This creates the dynamic interchange that runs the engine of achievement. Perhaps you think this is an odd interplay of physics with human behavior, but humans themselves are electrical entities. THE LONGVIEW VOICE — August 2019 BARRIER |Continued from page 17 access those context clues illustrated in the opening TECH CLASSROOM MANAGEMENT LISD’s administrators knew that in order to manage a new program consisting of hundreds of preloaded 1:1 laptops (in addition to other classroom tools), they would have to solve efficiency, time, networking, and classroom-management challenges.

With more than 6,000 computers and devices in the district, it was important to ensure enough time to manage all of them—plus the 1:1 ELL program devices. Loading all of the necessary applications onto new machines would be a task that would need a streamlined approach. Keeping track of the program’s laptops without impinging on a teacher’s organization time throughout the school year would also be a task in organization. Technical trouble tickets for ELL student devices would need to be answered in a matter of minutes, as a lapse in classroom learning time could mean less time for comprehension.

As for classroom management of student technological resources, the LISD team recognized that instructors would need as many ways as possible to communicate with the students via their devices. This communication would have to be done without drawing attention to the ELL students needing assistance. Students would need to feel comfortable asking for help without the entire class scrutinizing them.

To address the anticipated challenges presented by the Newcomer Program, LISD chose Impero Education Pro, a software suite combining network, classroom, and internet safety management for all devices and platforms in a school.

LISD wanted this as their

solution because it allowed for the remote management of all technology, which would make rollout and troubleshooting swift and efficient. Energy and device usage reporting would allow for asset management and recovery. The classroom management features would also provide teachers with the ability to send messages and share files with individual students remotely. Through this software, students are able to record themselves reading with a feature called “talk and listen.” The software programs have helped all the moving parts of the Newcomer Program work together seamlessly so the district can keep tabs on the laptops without any extra burden on their teachers. They can easily manage the devices and make them simple for everyone involved, which is one measure of success for the district.

The Newcomer Program’s effectiveness is not measured in hard data. While they have done a good deal of informal research over the program’s three years in existence, the main goal has been to simply see the students succeeding.

In the school years to come, LISD will see how the Newcomer Program pays off for their ELL students. What is clear now is that technology offers an answer to the question, “How can we, as educational professionals and administrators, help ELL students learn to the best of their abilities in the best way possible?” As the number of ELL students studying in the U.S. grows, thoughtful solutions like the Newcomer Program will help these students succeed.

It would also be the worst thing for a school to pretend to set all the rules, to enforce them, to quartile time for students down to the minute, to enforce their bodily position in a seat, to indicate when to move along with schedules and ringing bells, and to be immutable on what subjects and what culture envelopes the body of students and administration. The reasons is knowing everything and setting all the rules leaves the student with these choices: To know nothing as the rightful position opposing the teacher so the teacher can remain as the one

who knows everything. This is role adoption. It’s also a mainstay of why students can memorize and instantly after usefulness, forget it all. The knowledge is not “theirs,” it is merely a temporary and statically floating copy like the energy buildup in your body while scuffing your feet across the floor before touching a grounding element. Once used on a test (or touching the TV), the spark is spent and disappears. No permanent storage in a fat cell or neuron seems to occur. The knowledge is someone else’s and so also remains with them, there, in that classroom and in that building.

This is why testing in the same room with the teacher hovering close by is a literal no-brainer. As-

sociative memory is a thing.

The choice , as a student, to also set no self-rules or enforce any since that is the rightful position opposing the administration who is doing it all for them. This is a mainstay of why students graduate incapable of self-governance and many express little agency even while in school.

It’s a giant built-in down-side to the current manufacturing style of learning institutions.

Another Physics Deeper Why Physics has a lot more to say about human nature that can be extrapolated to teaching and learning and more.

Humans, incredibly, react out of a sense of personal survival in all environments. This invariable

is akin to the scientific constants concerning the reaction of the elements. As actual independent beings, when humans are grouped into conglomerates in a sort of attempted nuclear fusion, and managers of those groups generalize them into vague clumps with labels, they will especially work to portray an independent identity. They heat-up like elements put under pressure, pinging around seeking doors or windows out. Fusion takes a lot of energy, in other words, and is known as an inefficient process to attempt to generate more energy than is put in – unless you’re on the scale of the Sun. Then fusion works, but pretty much only then in nature.
