Trustees approve incentive pay and staff stipends Longview Independent School District trustees approved two measures concerning staff pay during a special-called meeting Wednesday, Feb. 26th.

Board members unanimously approved an amendment to attendance guidelines for the Longview Incentive For Teachers (LIFT) program and finalized the stipend schedule for the 2020-21 school year.

OPINION

Is Texas political sentiment changing?

By Ross Ramsey The Texas Tribune The number of registered voters in the state today — 16,211,198 — is about the size of the state’s entire population in 1990.

This is not the same place it was, in lots of ways.

That Texas was making a turn from midcentury to modern, a transition captured in some ways by the race for governor between Ann Richards, who was talking about “a New Texas,” where people who weren’t white and male could participate in politics and business and culture on an equal basis, and Clayton Williams, the Midland oilman who died last week, whose appeal was to return Texas to a nostalgic idea about the good old days.

The Texas we’re living in now has almost twice the population of the Texas those two sought to govern. Still, Texas politics then and Texas politics now have something in common: uncertainty.

In 1990, Texas was in transition. Democrats had the majority of the seats in state govern-

Not everything was uncertain in the UT/TT Poll. Texans think property taxes are too high. Large majorities of every subgroup — Democrats, Republicans, women, men, educated and not, and so on — said criminal and mental health background checks should be required for all gun sales, including at gun shows and between private parties.

And if you accept the idea that the electorate isn’t unanimous, the viewpoints of Democrats and Republicans remain fairly certain as well. A majority of Republicans, for instance, list either border security or immigration as the most important problem facing the state. Democrats put political corruption/ leadership at the top of the problem list, followed by health care.

Likewise, Democratic voters in Texas remain unhappy with the health care system, while 55% of Republicans say they’re satisfied with it. That, too, is a familiar pattern.

What’s so hard about choosing digital curriculum?

The Learning Counsel What’s so hard about choosing digital curriculum, you say?

Time.

1. Time it takes to choose.

2. Time it takes to trial.

3. Time it takes to see if it works.

Time is money, folks. So all the time spent choosing, vetting, and then seeing-if-it-works is money. Big money when extrapolated across every teacher, every school.

CHOOSE

The big three Publisher’s are trying to make it easier to make a choice, although wading through all the options is arduous. However, many of them don’t show price or provide live demos and trials. This means you have to go interact with their sales staff and spend unknown hours learning about all the potential pieces of curriculum.

McGraw Hill is doing a fine job of showing options, and with at least one of them that gives adaptive digital curriculum for

a personalized reading practice program, entitled SRA Reading Laboratory 2.0, is gratefully for all grades 1-12. This cuts down on the pasting-together of different programs for that objective for each and every grade. The cost of a 1-year license is just $2,829.00 for up to 25 teachers and 500 students, and goes up from there.

Pearson, the largest publisher in the K12 space, is equally complex. It took 6 clicks to get down to “mobile teaching and learning” in a search for curriculum, and then this page below. We still hadn’t gotten down to the particulars of learning elements, trial offers, descriptions, screen shots and pricing. It is a clean and welcoming site, however, and organized along the way that many teacher and schools think.

Then there is Houghton, Mifflin, Harcourt. Bless them, they are trying to be simple on their web page.

Since there are thousands of sites with free stuff, and there is a shopping cost already inherent in the acquisition of content,

sometimes it’s just easier to go get free digital content.

In the future, publishers are going to have to deal with the fact that there are many more competitors out there, both for-profit and not-for-profit.

TRIAL

All of the top publishers offer good content, but good is also a matter of opinion. Now let’s talk about Time-it-takes-to-trial.

The time it takes to trial something is a lot of work on the school side. An unsuspecting teacher has to be yanked aside and either demandingly told they’ll be doing a trial by some autocratic curriculum person, principal or superintendent, or enticed in some way. Then there is much discussion. Then there is some level of fast-turn professional development. Not too much, the item is till on trial.

Then there is the how and the when in the lesson planning.

WORKS

The time it takes to see if it works is almost universally over-

looked when it comes to digital curriculum. There is so much excitement about the fact that it’s not paper anymore, and perhaps has some interaction to it, than any digital curriculum is “cool” right now. Yet what happens if “cool” and actual learning dissect and go off on different paths.

The “works” discussion is also of way more importance than anything else because it determines the entire futures of students, those little human beings who may or may not learn and so may or may not be successful in life.

The time-it-takes-to-see-if-itworks is the most critical time and function of all in choosing digital curriculum.

Parker has a passion for learning, mathematics Ryley Parker is an eighth grade math teacher at Judson Steam Academy. Parker has lived in Longview for the past 7 years with her fiancé Dylan and her 5 year old son Mason.

She attended Honey Grove High School where she participated in numerous sports, clubs, activities and graduated in 2013. She attended and graduated from LeTourneau University in May 2019. She

has always had a passion for learning and mathematics.

It was during her time working at the Crisman School where she discovered her PARKER teaching style of differentiated and engaged learning with

hands on kinesthetic activities.

She strives to bring a smile and positive energy to class that she feels is very impactful to students’ success.

“Life is a math equation. In order to gainw the most, you have to know how to convert negatives into positives.”

Parker is very proud of her students and all their accomplishments this year in and out of the classroom.

Longview High advances to State Conference The Lobo TSA team saw great success at the Regionals Conference on Monday, Feb. 24, at the First Baptist Church The ROC. Ned, Bramlette students create digital 3D Lego Fourth grade students from Ned E. Williams and Bramlette STEAM Academy have been working very hard on their 3D Lego figures for their 3D Modeling Class. We want to wish Adrian and Liliana from Mesha London’s (Bramlette) class a big congratulations for being the two students that have advanced the most since the beginning of class.

“At the beginning of the class, students were required to color/ design their own Lego character on paper,” said Jo Manns, owner of Thirsty Minds Media.

“Part two was learning blender through a series of projects.”

HELP HAS ARRIVED! District adds specialists for parents, family engagement Longview ISD is striving to equip and help all parents! As a parent, you have questions, concerns, and in most cases direction is needed. Beginning with this school year, LISD has brought on board a Family Engagement Coordinator and a Parent Liaison to help in this subject.

They will be a strong available resource for our parents, families, and students. Their goal is to build a relationship of trust and support between families and our schools, while keeping our families informed and trained on how they can be the biggest partners for our teachers in our students’ education.

Rev. Lamar Jones is a Longview native that has been with LISD for 22 years. Besides being a minister, Rev. Jones,

has been actively serving in many areas of our school district and our community. His experience and abilities to build relationships with parents and students make him a great asset to our team.

Ecuadorian Pastor Francisco Rojas has also joined our team as our Family Engagement Coordinator. He has been serving our community since 2017 in the nonprofit field and currently as a minister. His marketing background and his desire to connect families with resources will strengthen our program. Within the list of upcoming strategies that will be developed for our families, our program has: short videos that will train our families on how to support their kids, focus groups, life skills trainings for parents, fun events/activities,

and individual meetings.

There are high expectations for our Family Engagement program, and we need your valuable participation.

Middle school TSA teams advance to State!

During the last week of February, middle school students traveled to the First Baptist Church The ROC to compete in the TSA Regionals Conference.

We are proud of all our students that competed and wish the best to everyone who will be competing at state. Great work Foster and Judson!

This marks the first regional event for the newly created Judson team. All members will be moving on to the state level.

Amazing job everyone!

There will also be an additional 20 students heading to the next event as they have qualified for state. The students are: Tayseer Ali, William Blair, Karla Bobadilla, Elijah Clayton, Iniabasi Ekpenyong, Kaylee Evans, Adrian Henderson, Anthony Holyfield, Ayaan Khan, Daivik Lakkadi, Mason LaMaster, Mary Leak, Sam Lorenz, Janette Plata, Daniel Rodriguez, Shueilla Soto, Juke Spence, Juan Tovar and Nam Vu. “It looks promising heading into state. I think we have some students that have prepared their events in such a way that we can be very competitive,” said LHS teacher and TSA sponsor Charles Mosley.

He especially looks forward to seeing how they do in Prepared Presentation and Extemporaneous Presentation. Senior Hyndavi Jata won second place at Nationals last year and second at Regionals this year.

“It seems like I always have some exceptional speakers,” Mosley said. “I’m hopeful that we’ll again be able to take some speakers to Nationals this year.

This year’s Regionals saw the introduction of two new events: Cyber Security and IT Fundamentals.

The State Conference is set for April 16-18 at the Fort Worth Convention Center.

Questions and answers about public ‘charter’ systems at Longview ISD Last year the LISD received the green light from the TEA to turn six campuses into “in-district” charter schools. The approval came after the passage of Senate Bill 1882.

Since then, there’s been a lot of discussion about potential charter partnerships at the campuses of Longview Independent School District. There’s also been a lot of faulty and inaccurate information being passed around.

Here’s the story about why we’re pursuing these opportunities for our students and how it will work here in Longview.

Why is Longview ISD doing this?

Families are making choices for other options — private schools and charter schools — and of course we want them to choose our district schools. We are committed to building a system in which every experience that families want to choose is part of what we offer within LISD. “Change is inevitable and the gradual move toward charter schools nationwide is only going to increase,” said Superintendent Dr. James Wilcox. “Longview is going to get ahead of the changes in order to ensure public school accountability, and also to prevent tax funds being taken from public schools.”

A Senate Bill 1882 partnership provides the district with the ability to protect, sustain, build and replicate a successful model while providing additional options for families within the district.

Here are the primary goals for this kind of partnership: Protect: Longview ISD’s high-performing school leaders and educators have refined and implemented innovative programs that provide Longview students with access to exceptional programs, including Montessori, IB, STEAM, and career and college experiences. A Senate Bill 1882 partnership with a contract codifies and protects those innovative models from any future changes in district leadership or policy, ensuring they will last and serve students long after personnel retire or leave.

Sustain: A Senate Bill 1882 partnership provides additional per-pupil funding that contributes to the long-term financial sustainability of successful programs.

Build: Knowing what works for students within a current structure doesn’t mean there are not additional ideas for how to improve.

Additional autonomies available in a partnership will open new options to build upon the success of the model.

Replicate: Replicating a model in a Senate Bill 1882 partnership will allow the ability to reach more students. The replication will ensure that more students in the district are able to attend high-quality best-fit schools and that parents

have more access to high-quality options. What’s already working for some students, such as a rigorous International Baccalaureate education, can be accessed by every child across every neighborhood and not limited to just some.

What does this mean for teachers?

Teachers will still be employees of the district. Charter partners are able to utilize the additional resources that come with a Senate Bill 1882 partnership to increase teacher salaries, in addition to providing more educational resources, professional development opportunities, and classroom autonomy.

The teachers will remain LISD teachers, and as such will retain all of the same benefits and protections of other district employees.

Will teachers be fired/replaced?

We have an excellent school system because of our high-quality teachers, and we are committed to retaining our teachers in Longview ISD. All of our teachers will maintain their chapter 21 protections. The partners under these Senate Bill 1882 partnerships seek to collaborate with and build from the expertise of our talented educators.

What does this mean for students?

Students will obtain access to resources and programs that are not dependent on where they live, their family’s income or their demographics. LISD will be expanding the digital and technology footprint which will enable us to create opportunities for teachers and students that the district has not been able to in the past.

How will this change my student’s day-to-day?

From the student perspective, there will be very little change in their basic schedule and academic expectations. Many of the shifts that may occur will involve details behind the scenes, mostly on an administrative level. What students will notice is increased access to resources and programs that are not dependent on where they live, their family’s income or their demographics.

How will this affect my Special Education student?

Special Education services and 504 accommodations will not change. Longview ISD will continue to give our SpEd students the best possible education and services that are available.

Will students no longer be LISD students?

Yes. Just as all campuses and teachers remain a part of the district, students also remain part of the district.

Is LISD “surrendering control” to an appointed board?

No, the district is not losing control over the campuses. The publicly elected LISD Board of Trustees are the final deciding

authorities, delegating day-to-day operations to the charter boards with high accountability for results.

The non-profit charter boards have authority over their organizations, but they are subordinate to the LISD board’s authority. The LISD board can sever the contract if the terms are not met.

Legally, Senate Bill 1882 partnerships are in-district charters, which means the students are still district students and the school board continues to maintain responsibility for the schools.

By having LISD be the authorizer of charter schools, the district maintains the authority to set the ground rules the partners have to follow. This way, LISD board can ensure a level playing field for all LISD campuses, as well as allowing the district a mechanism to intervene if partners breach the contract.

What does it mean for a partner to “run” a district campus? Who manages the principal, teachers?

The partner has sole responsibility for personnel as well as authority over decisions related to curriculum and assessment, schedule and calendar, and allocation of the budget. The district and its board of trustees holds the partner accountable through a performance contract outlining academic, financial, and operational goals for the school as well as the division of roles and responsibilities. For a partnership school to be eligible for Senate Bill 1882 benefits, the partner must manage the principal and faculty.

How will these changes affect our high school’s identity and role as a central institution in our community?

The new administrative structure will not affect the core values or identity that our high school represents. The community will continue to see school faculty at district-wide gatherings and the community will continue to join the school’s athletic and other extracurricular events. Further, the nonprofit board members will be selected on the basis of their commitment to this community, and maintaining the high school’s role in the community, as well as their expertise.

Will campuses be run by someone who doesn’t know the community?

No, the goal of the application process is to make sure there is a good match between the community and the partner. Longview ISD has conducted a rigorous authorizing process to evaluate each nonprofit organization’s capacity, expertise, and commitment to our community.

Many of the partner staff and board members are local leaders with strong ties to Longview schools, and we are confident that they will be responsive to our unique context and leverage the amazing assets we

have here in Longview.

Will the partner be making money off of the students?

No, all partners are nonprofit organizations and the performance contract will require that they spend all of the money for the benefit of our students. Partner board members serve as volunteers and all partner board members and leaders are subject to the same ethics and conflict of interest requirements as other public employees.

Will the school board play any further role?

Yes, the school board is crucial in executing the performance contract, making sure the district is operational and monitoring school performance. They are the ones who will need to take action to either con nue or end the partnerships. They will monitor and hold the partner accountable for their progress in meeting the performance goals outlined in the contract. The elected school board does not and cannot under state law give up its ultimate responsibility for a district school.

The difference is that rather than contracting with a principal to oversee educational services at the school, the elected board contracts with an organization to provide services that the school board specifies in the contract. The school board is therefore delegating day-to-day decision-making to the nonprofit organization without losing the obligation to hold the school accountable for its outcomes.

This will allow more decisions to be made at the campus level, where those discussions are closest to the students and teachers.

Hoow does the LISD school board carry out its oversight responsibilities when it contracts with a nonprofit under a performance contract?

Contract terms: The school board carries out its governance responsibilities by se ng clear performance expectations in the contract it enters into with the nonprofit and monitoring whether the nonprofit is meeting those expectations.

engaged in hands-on learning to develop knowledge and skills. Students are presented with driving questions to investigate and solve, but to formulate these questions, they need access to authentic learning experiences. To give students an authentic learning experience, Christina Eagan, teacher, wrote a John W. Harrison, Jr. Academic Field Trip Grant offered by the Longview ISD Foundation, Inc. so that students could learn about the past, present, and future of America’s space flight program. The Longview ISDs Foundation provided $2,163.00 and partnered with Longview ISD and its Magnet School Assistance Program Grant to fund the students’ trip to NASA on Friday, February 14.

This educational trip offered students a chance to travel farther than they may have gone before while showing them real world applications of engineering and STEM. “I think the trip was really good for our students because of the fact that a lot of them haven’t been out of Longview or too far away,” said Ned E. Williams Magnet Coordinator and Robotic Specialist Christina Eagan. “We are also really preaching about engineering and STEM and why those programs make our campus different. Going to a NASA facility and seeing the different types of engineering that take place give the students a way to see real world use of what they’re learning.”

Students Aaron Ashley, Kennadi Curry, Quincy Davis, Khian Hayes, Pablo Landaverde, Ty’Reanna Lynn, and Amaria Manning were eager to explain what they had learned.

Excited students ate breakfast in the school’s cafeteria and then boarded three charter buses at 5:30 AM. Arriving at NASA at 9:30 AM, students divided into groups with teachers

and chaperones to tour NASA. Traveling by tram throughout the NASA complex, students saw rockets five stories taller than the Statue of Liberty and watched from the Mission Control Center as flight controllers performed space simulations. At one exhibit, the students were asked to lie on a platform and experience what astronauts experience in space. One student said it was a shaky feeling. They viewed the inside of a space capsule and learned that the astronauts sleep in a zippered sleeping bag attached to the wall. Astronauts can work out in space and floss their teeth, but one student explained that brushing one’s teeth is quite different from what she does on earth.

The astronauts can’t use water and must swallow the toothpaste. All their food is packaged, but one student said she ate an ice cream sandwich at NASA like the ones the astronauts eat and reported that it was tasty.

While they were impressed with what they had learned during those parts of the tour, they were most excited about NASA’s planned trip to Mars. The students explained that the Artemis program will land the first woman and the next man on the moon by 2024 to explore more of the lunar service than has ever been explored before. After they travel 250,000 miles to the moon, astronauts will have living quarters and laboratories for research

inside the Lunar Gateway, a small spaceship that will orbit the moon. The moon will serve as a way station for expeditions to Mars aboard the Orion spacecraft. Students viewed mock-ups of the International Space Station and saw the scientists using robots like the ones they have built at school. They also saw scientists brainstorming and problem-solving to determine what types of fabrics could be used for the astronauts’ spacesuits for the mission. The students built their own rockets from paper and participated in challenges to see who could launch their rocket the farthest into space. One student said she applied enough pressure to launch her rocket to the moon.

The students, however, were most intrigued with the news that their generation, children ages six to seventeen, might colonize Mars. With that revelation, the students were eager to explain what they had learned about Mars: temperatures that can reach 200 degrees below zero, the lack of oxygen, the lack of protection from the sun’s radiation, the lack of water, and dust storms. They reported that if they lived on Mars, they would live mostly indoors. Going outside would require a spacesuit and oxygen. Once outside they would be vulnerable to asteroid strikes because about two hundred asteroids a year hit Mars.

Students then engaged

in a lively discussion of their desire to go to Mars.

While some, especially two girls who were eager to go, the rest of the group was hesitant. One student said he learned that Mars had dangerous black holes on its surface, and he might fall into one. Others worried about what they would eat since plants cannot grow on Mars due to the lack of oxygen and water. They discussed whether they could have pets on Mars and decided that even the pets would need a pet spacesuit. They discussed what type of sports they could have on Mars since recreation would most likely need to be indoors. At NASA they learned that they might have to wear diapers on Mars and that those diapers would need to be recyclable as would human waste. They also learned that all trash will be shot back to earth. The conversation turned to recycling as the students learned at NASA that there would be no landfills on Mars, so the scientists know that everything must be recyclable.

As they learned, scientists must address the details about human living before people can live on Mars.

Now back at school, the students are thinking about what it would be like to live on the moon or another planet and are designing their visions of future colonies. Students must be able to explain the factors that influence their designs.

On the trip home, the students enjoyed dinner at Golden Corral in Lufkin, another highlight of the trip according to the students.

By 9:30 PM, tired but much smarter students returned safely to the school.

The Longview ISD Foundation is convinced some of these students are adventurous and curious enough to go to Mars someday. In fact, one girl said she was going.

AMERICA’S FAVORITE PASTIME Lobo baseball, softball regular season starts March 17

T

he Lobo baseball teams have been competing in scrimmages and non-district games but the real season for them and softball starts March 17.

Varsity lost against Kilgore, 6-3, but won against Dennison, 6-3, followed by a loss to Bullard, 2-6, during the Whitehouse Tournament on Feb. 27-29.

JV Green beat out Spring Hill, 11-2, and Texas High, 14-3 while JV White lost to Hallsville, 13-4, and against Kilgore, 12-9.

Softball has played against numerous non-district games so far, winning 5 out of 5. Mount Pleasant, 5-1; Spring Hill, 8-2; New Boston, 15-0; Liberty Eylau, 8-3; Union Grove, 11-2; Hughes Springs, 5-0.

Varsity attended the Allen Varsity Invitational on Feb. 2729, while JV attended the Arp Invitational. They both played against Rockwall at home. Varsity followed this up with the McKinney ISD Tournament and JV went to the Texas Two-Step at Lear Park.

Spring sports are in full-swing at LHS Various spring sports are off to a great start this year!

GOLF

Boys Varsity Golf Team has competed in two tournaments this spring so far. They finished in second place in the Lindale Garden Valley Invitational on Tuesday, Feb. 18. Senior Cade Bruce (who has signed a golf scholarship with SFA) led the team with a score of 74 (2nd place medalist). They had an 8th place finish in the Hallsville Spring Invitational held at Pinecrest Country Club in Longview on Monday, Feb. 24. Cade Bruce shot another round of 74.

Their coming up events consist of the Pine Tree “Twisted 54” Tournament on March 6-7, Lindale Hide-AWay Lake Tournament on March 16, District Preview on March 23, and

District Tournament on April 2-3.

TRACK & FIELD

Track & Field JV and Varsity showed other districts what Lobo can do. At the JV Mav Relays on Monday, Feb. 17, Longview came in 1st with 120 points. On Thursday, Feb. 20, at the Mav Relays, Varsity also came in first place with 96 points.

TENNIS

JV Tennis held the Lobo Invitational JV Tourney on Thursday, Feb. 27. Varsity traveled to Corsicana on the same day. On Thursday, March 5, Varsity Invitational Tournament is set to have 23 teams with games played all over Longview as well as work as a fundraiser.

Students, guests take part in Black History Month events

Two teams are created every year with 4 to 5 members. One of the members is an astronomer that will help guide the team throughout the year.

“I’ve always been interested in astronomy. The things that I’m doing here will impact the classes that I teach,” Temple said. “The reason they are focusing on teachers is if they affect 5 teachers, they then affect students year-after-year.”

The program is called the NASA/IPAC Teacher Archive Research Program (NITARP), and it allows the vast amounts of astronomy data that has been collected to be seen by teachers who have volunteered to help chip away at the data.

With all of the various instruments at the disposal of astronomers, there is so much data that astronomers will likely never be able to research it all.

By getting some outside help, this allows a small dent to be made in learning more about space. But aside from helping look through the data, this program also affords educators a professional development experience that enables them to experience the real research process, through which NITARP deepens their understanding of the nature of research and ultimately affect their current and

future students via changes in their teaching styles, according to the NITARP website.

“There are types of galaxies that are ‘active.’ We are going to be investigating those,” Temple said. “In astronomy, the amount of data is massive.

There’s more there than all the astronomers on the planet could use.”

All of the astronomy data that the teams will be looking at are available to the public, but according to Temple, “if you

don’t know what you’re looking at, it can be difficult to understand what is there.”

During their time as a part of their NITARP team, the members will take part in a variety of exercises and events.

Every week, a scientist who is in charge of one of the groups will send out some scientific articles to the team members and they have to read over it and come up with a proposal to receive grant money as an exercise. The team also takes part

in weekly teleconferences.

In July, Temple will be heading to Pasadena, Cali., before meeting up once again in January. Once his time is up with NITARP, Temple believes that he will likely continue to take part in the coming years.

The program primarily accepts high school teachers but they do at times take 8th grade teachers as well. The process to apply begins in the fall. For more information, go to nitarp.ipac.caltech.edu .

Deadline set for Mayor’s scholarship The City of Longview is accepting applications for Mayor Andy Mack’s scholarship. Graduating seniors from Longview, Pine Tree, Spring Hill, and Hallsville High Schools who are residents of Longview are eligible to apply for this one-time, $2,000 scholarship to college.

Each year, Mayor Mack provides a scholarship to local students who have

shown an attitude of service to the Longview community. One scholarship is awarded per high school to students for furthering their education. These funds, which total $8,000, are provided

“Many educators are hired after the snapshot date, and yet are still great contributors to the annual success of students.

Recognizing their daily work by including them in the yearly LIFT program is a valuable tool to help retain staff,” he said.

Dr. Hockenberry explained that the amendment offers a way for LIFT pay to be prorated for staff who exceed the attendance threshold.

“The basic premise of this amendment is to recognize each educator’s daily value to the district students, most of which are economically disadvantaged, at-risk, or both,” he said. “A single, great day and experience can have a considerable impact on their learning and life.”

Back in December the district awarded more than $2.4 million in incentive pay for achieving teachers, with a few of the very highest-performing teachers receiving nearly $20,000 in their December paychecks.

STIPEND SCHEDULE

Adjustments were also made to the LISD stipend schedule for 2020-21, with trustees approving Dr. Hockenberry’s recommendation to increase stipends for several positions, creating four new stipends, and clarifying others.

“This is something we will continue to look at each year,” he said. “Many of these changes are for positions designated by the state, and locally, as ‘high need’ or ‘hard to fill’ positions.”

New stipends include $5,000 for fully-certified dyslexia therapists (Scottish Rite or equivalent), $4,000 for secondary (grades 6-12) English Language Arts, and $2,500 for dyslexia teachers. LISD is also adding a $3,000 annual signing bonus for Spanish teachers, with a threeyear commitment.

Increased stipends include $4,000 for secondary (grades

6-12) math and science teachers, $4,000 for all foreign language teachers (up from $1,500 previously), $2,000 for speech therapists, $1,700 for life skills, and $1,700 for behavior unit teachers.

Dr. Hockenberry also recommended clarifying the $1,000 stipend for teachers who hold an English as a Second Language (ESL) certification.

“We’ve broadened the terms of the ESL stipend,” he said, adding that the purpose of these changes is to bolster the district’s ability to “recruit and retain excellent professionals.”

“I want Longview ISD to keep the great teachers we have, at the same time competing for excellent teachers throughout East Texas who are looking for a place to call home,” he said. “Longview should be THE destination district for our area.”

BOARD ELECTION

Later, trustees adopted the Hart InterCivic Verity Voting System as the official voting system for the board elections coming up in May. Terms for Place 2 trustee Ava Welge and Place 4 trustee Ginia Northcutt are expiring, with both members planning to run for re-election.

Northcutt drew no opponent, but local attorney Brett Miller has filed to run against Welge in Place 4.

Longview ISD trustees are elected to serve three-year terms.

IN OTHER BUSINESS

Board members also approved a request for contracted service payments from the 2019-20 school year.

Those contractors and amounts include: • Betty Bates, professional development, mentoring, and coaching for science, totaling approximately $33,000.

• Faye Whitlow, professional development, mentoring, and coaching for science, totaling approximately $28,000.

• Tunnell Leadership Consultants, professional development and leadership development, totaling approximately $28,000.

Trustees also approved adopting new secondary English and debate textbooks for the 2020-21 school year.

Assistant Superintendent Mr. Dennis Williams told board members that students in “Newcomers” programs as well as 9-12 ELA students on

the high school level “will have write-in texts that will equip students with strategies they need to strengthen reading, writing and communication skills.”

Board members also approved a bid of $40,000 from K.K. Mobbs of Longview for site work involved in the removal of underground storage tanks and the installation of new above-ground storage tanks at the district transportation facility that was approved last month during the regular board meeting.

FOUNDATION Date set for 2020 Lamplighter Awards The Longview ISD Foundation, Inc. believes that the Longview Independent School District delivers excellence to its students, and excellence is achieved because of the dedicated, nurturing people who touch the lives of students every day. To honor the profession, the Longview ISD Foundation is hosting the 2020 Lamplighter Awards, the twentieth annual fundraising educator tribute dinner event, to be held at 6:30 p.m. on Thursday, April 2, at Pinecrest Country Club, 201 Club Drive, Longview, Texas.

At the banquet, Amy Hull and Brian Shobert, Foundation members and this year’s emcees, will read portions of the students’ essays about the honorees while both student and educator are presented.

Each student and honoree will receive a Lamplighter Award. In honor of the twentieth anniversary of the Lamplighter Awards, Mayor Andy Mack will proclaim April 2 as Longview Foundation Day and present the proclamation at the banquet.

The Longview ISD Foundation, Inc. will also honor the Longview High School Interact Club and Wesley Dorsett, the club’s faculty sponsor, with the annual Cornerstone Award for the club’s volunteerism to the Longview ISD Foundation.

These young men have served at the Foundation’s annual Bash Before the Clash tailgate and have sold Green Out t-shirts during the sales month of August. The Interact Club saw a need for their services and offered to help, and with that help, the club helped the Foundation grow and prosper.

With the Lamplighter Awards, the Longview ISD Foundation pays tribute to students and those who are special to them in their school lives and invites the community to celebrate Longview ISD and the people who make it a success. OBITUARIES STEVE PAINE

Longview ISD offers our most sincere condolences to the family and friends of this former Lobo.

Stephen Henry Paine passed from this life to his eternal home on Wednesday, January 29 at the age of 72.

The Celebration of Life service was held on Tuesday, PAINE Feb. 4, at 11:00 a.m. at First Presbyterian Church. Reverend Kendal Land officiated. A reception followed in the Parlor. A private internment was held prior to the service.

Steve was born on August 26, 1947 in Dallas, Texas. He attended schools in Longview, Texas graduating from Longview High School in 1965. Lasting high school friendships have continued through the years. Most recently the “gang” would gather on Thursday afternoons at the Butcher Shop to “chew the fat” and tell tall tales from years gone by.

Following graduation from high school Steve attended the University of Arkansas for his freshman year transferring to the University of Texas at Austin the next year where he was proud to be a Longhorn and a member of Pi Kappa Alpha Fraternity.

Steve served his country during the Vietnam War in the United States Navy. Following his discharge he returned to Longview and began his career in the Logistics Division at Eastman Chemical for the next 30 years.

In the fall of 1982 Steve met the love of his life, Jan Johnson, having their first date to a Singles luncheon at First Baptist Church. They were married on June 4, 1983.

They attended First Presbyterian Church (FPC) where Steve was an Elder and an avid volunteer. He served in numerous capacities teaching Sunday school, administrating ushers, and serving in many of the governing roles in the church.

But Steve’s passion and gift was working with the youth group at FPC. He coached church league basketball and mentored many young people along the way. He especially loved the teenagers…. Often offering a “get out of jail card” for difficult times in their lives. The

teenagers in turn LOVED Steve Paine. He had such a heart for guiding their way and nurturing them when they needed him most.

Steve also enjoyed community service and volunteering his time to organizations. He was President of the Presbyterian Children’s Center Board for many years. He was active in the Gregg County Historical Museum, Greenwood Cemetery Board, Crisman School, Longview Museum of Fine Arts, and the Highway 80 Rescue Mission.

Steve and Jan raised two sons, Randy and Patrick Paine and they attended Trinity School of Texas. Steve chaperoned many of the educational trips at Trinity. He loved accompanying the fourth graders on their annual trip to Vicksburg, Mississippi. He loved to share the story of the Vicksburg National Cemetery and the tradition of “rolling the hill.” Another favorite Trinity trip was the fifth grade annual trip to Washington, DC. Legend has it that on one of these trips a student gave Steve the nickname of “Major Paine” primarily due to his attention to detail and following the rules. To this day his grandchildren affectionately call him “Major Paine.”

Steve was preceded in death by his parents, Garland and Ken Baldwin and stepbrother, Ken Baldwin Jr. He is survived by his wife of 36 years, Jan Johnson Paine, his sons, Randy Paine (Lindsay) of Arlington, Texas and Patrick Paine (Robin) of Tyler, Texas and the precious loves of his life, granddaughters, Ryann Ray and Pacey May Paine, and a host of friends and family.

People are encouraged to bring or send cards to the family sharing stories and memories of Steve.

ALICE ANN CHENEY WINGO

LISD accepting competitive requests for proposals for Contracted Educational Services

Alice Ann Cheney Wingo was born April 27, 1936 to the late John Monroe Cheney and Mary Lucille Wright Cheney in WINGO Longview, Texas. Alice attended Longview schools and later married Floyd E. Wingo, Sr. on December 27, 1962. Together they raised nine children and two grandchildren while living in White Oak, Texas.

In addition to taking care of her family, Alice worked for and retired from White Oak ISD in 1998. Through the years, she enjoyed spending time with family, sewing and cooking, playing cards with friends, attending school functions and sporting events, reading Harlequin Romance novels, and watching classic movies.

Wingo is survived by her husband of 58 years Floyd Wingo, Sr. who lovingly cared for her unceasingly until her passing; children, Davis Wingo and wife Karen, Shannon Wingo and wife Brenda, Teresa Wingo Baker, Sharon Wingo Schafer, Johnny Wingo and wife Renee, Floyd Wingo, Jr. and wife Karon, Alvin Wingo and wife Amy; grandchildren that they raised, Chris Garrett and wife Amanda, Rusti Wingo Morgan and husband Michael; and numerous other grandchildren and great-grandchildren.

Alice is preceded in death by her parents; brothers, Reverend John Cheney, Jr., “Buddy” Cheney and Russell Cheney; and daughters, Teresa May and Marina Kisner.

Visitation was held on Saturday, Feb. 1, at Rader Funeral Home of Longview with a graveside service to at New White Oak Cemetery.

Governor details state preparedness for coronavirus Agencies will ensure high-risk populations, such as day cares, are prepared

By Kayln Norwood KVUE/ABC AUSTIN — On Thursday, Gov. Greg Abbott detailed what state and local agencies have done to prepare for any possible outbreak of novel coronavirus in Texas.

Abbott met with top state and federal health officials on Thursday at the State Operations Center in Austin. Abbott said his office has been working with the CDC for weeks.

At a press conference held after the meeting with health officials, Abbott said he had just gotten off of the phone with Vice President Mike Pence, with whom he discussed how the federal government will be working with states to assist against the coronavirus.

Abbott said state agencies have been working on contingency plans for every possible situation for more than a month. The Texas Department of State Health Services

(DSHS) is the lead agency in the state’s response, and is working with the Texas Division of Emergency Management and other state agencies.

Abbott said the DSHS opened the State Medical Operations Center on Jan. 31 to serve as a touchpoint from local entities and to ensure consistent collecting and tracking of data. The DSHS is preparing state laboratories as locations to administer the coronavirus test, according to Abbott. Abbott recommended people and local providers look at DSHS’s

website for more information on mitigating the disease.

Additionally, Abbott said the DSHS is coordinating with several agencies, including the Texas Education Agency and the Texas Commission on Jail Standards, to inform local partners and institutions on how they can take steps to reduce the impact of the virus.

Abbott said the DSHS leads several calls daily, weekly and bi-weekly with several groups to talk about topics ranging from emergency planning to coordinating state and local efforts.

The DSHS is updating its public health response plan to prepare for the possibility of community transmission of the virus in Texas, but Abbott made it clear this has not yet happened in the state.

Abbott said many state agencies are communicating with the White House and CDC. According to Gov. Abbott, the DSHS established capacity at the Texas Center for Infectious Disease in San Antonio in order to reduce pressure on local hospitals. He said the kind of patients that will be treated at that center include those with minor symptoms that are being tested, as well as patients recovering from the virus but not ill enough to be hospitalized.
