Latitia Wilson retires after years of helping students

After a career of helping students, teachers, and parents across three different school districts, Latitia Wilson has retired.

“I have always enjoyed learning and helping people. Education afforded me the opportunity to do both,” Mrs. Wilson said.

During her time at Longview ISD, Mrs. Wilson served numerous positions including Teacher and Department Head at LHS, District Assessment Coordinator (Local Assessments), and retiring as the Director of Planning and Analysis.

Superintendent Dr. James Wilcox praised Mrs. Wilson’s technical expertise, passion for education and consummate professionalism that guided her as an administrator.

“In everything she did on the district level, she never lost touch with what it meant to be a classroom teacher,” he said. “All the facts and figures she dealt with in the course of her duties were never just numbers, they were students. Her love for the students of Longview ISD abided in everything she did as an education professional”

After graduating from Marshall High School, Mrs. Wilson went to East Texas State University (Now known as Texas A&M Commerce), and UT Tyler for additional coursework. She gradWilson|Continued to page 17

Looking back on another successful year

With the start of another New Year, I cannot help but look back on the previous year and everything that’s occurred.

There were so many amazing accomplishments by our students, staff, and the entire district in 2022, that I could fill up an entire edition of The Longview Voice just listing them one by one! But in the interest of time, I’ll just hit a few of the highlights...

Board approves pay raises for teachers, staff, and custodians

The Longview ISD Board of Trustees unanimously approved salary increases for district teachers and staff during their May 9 regular meeting. Included in the pay bump is a signing bonus of $1,550 to returning employees on the teacher scale,

• First thing I’ve got to mention is the lovely tribute to Mrs. Latitia Wilson that starts on the front page and continues on Page 17.

I got to know Mrs. Wilson not long after I started here, when the district issued a press release about STAAR test scores and TEA distinctions. I have to admit, I was completely lost in all the technicalities surrounding state reporting and all the variables that went into different data points. But Mrs. Wilson (ever the classroom teacher) took her time to break it all down in clear terms and answer my questions. It was a pattern that would continue throughout my time here. Some new data would need to be publicized to the community, and I would invariably

which will be paid out in the September and December pay periods.

Later, during their July 11 regular meeting, the board approved setting the minimum wage for hourly employees at $15 per hour. As a result of this new minimum, hourly wages for Longview ISD staff will be adjusted district-wide for all hourly workers.

The district raised the minimum wage for all hourly employees, with the provision that the administration would begin negotiating a pay increase for Service Solution Corporation (SSC) employees. The Dallas-based company has handled janitorial services throughout the district since 2014.

With an increase of $457,494 to the total $3.1 million annual contract, legacy employees will

be calling Mrs. Wilson to help me understand the good, bad, and ugly of it all.

• Students focusing on timelines (Page 5): Ned E. Williams First Grade lead bilingual teacher Ms. Mayra Castro and her colleagues designed a project in which their students created their own personal timelines.

In this project the students came to understand the progression of time from past to present to future, and even thought about what they might like to be when they grew up. It’s yet another excellent way that the International Baccalaureate program in our district are taking so many abstract, global concepts and understanding them on a pragmatic level, while also developing a strong investigative approach to self-directed education.

• 2022-23 First Semester Honor Rolls (starts on Page 6): Longview ISD is pleased to recognize Honor Roll students

Every single person who works for Longview ISD is vital to the educational success of the students in our care.

Community Relations earns statewide honors

The Longview Independent School District’s Community Relations Department has been recognized with 13 Gold, Silver, and Bronze Star Awards presented by the Texas School Public Relations Association (TSPRA).

Recognizing work produced during the 2020-21 school year, this year’s Star Awards were announced at TSPRA’s 60th annual conference Feb. 23rd in Round Rock.

Longview ISD Community Relations earned eight Gold Star Awards, four Silver Star Awards, and one Bronze Award. The department earned top honors in the Live Video Event, Live Video Event (Spanish), Original Art, Published News, Video Promotion, and Writing categories.

In addition to these honors, Community Relations staffers presented six different professional sessions during the conference, the most of any single school district.

Community Relations presentations competed with all districts across the state of Texas with 15,000 or fewer students. That means we are competing with many schools that are almost twice as big as Longview ISD.

During the school year our campuses report Honor Rolls for each six-week period, with the district recognizing those students who earn Honor Roll for the semester in the January and June editions of The Longview Voice

I consider this one of the “throwback” features of this newspaper. See, when I was growing up, all local newspapers posted the honor rolls of their various schools. It was a big deal to have your name in the paper back then. In fact, I think it still is. Based on the number of parents who reach out to us for extra copies of the Voice once these are published, I think our parents agree.

• Lobo basketball off to a hot start in 2023 ( Page 13 ): New coaches Sam Weaver and Meagan Leggett have reversed a recent trend that saw both programs with diminished returns. While the district race remains ongoing, Longview Lo-

bos basketball is back to being a force on the hard court.

Both boys and girls teams are playing well and it’s exciting to see! If you haven’t caught a game yet, you must do so! These kids have shown such incredible improvement week to week, and the hoops program is headed in an exciting direction. Keep up the great work Coach Weaver and Coach Leggett!

Of course, you’ve probably already read the front-page article on our wonderful Board of Trustees, but these were a few of the excellent stories we’ve got in the rest of this edition of The Longview Voice. I hope you’ll give it a close reading, and let us know what you think!

UIL Judges Needed

Longview ISD UIL Academics is seeking judges for their elementary and middle school academic contests. The elementary meet will be held on Saturday, January 28, at The Clarence Bailey School from 8 a.m. — noon. Events include; Storytelling and Oral Reading.

The middle school meet will be held on Friday, February 24, at Foster Middle School from 8 a.m. — noon for speaking events. Events include Oral Reading, Impromptu Speaking, and Modern Oratory. Campuses closed on MLK, Jr. Day

Longview ISD campuses and district offices will be closed on Monday, January 16 in observance of Martin Luther King, Jr. Classes will resume Tuesday, January 17 and buses will run their regular routes.

United Way holding fundraiser

Longview ISD is participating in the Greater Longview United Way. We are working with our staff for donations but we wanted to share the donation information with our families to pay it forward this holiday season.

The annual fund-raising campaign fuels the activities of the Greater Longview United Way, its initiatives, and its programs throughout the coming year. The campaign is about much more than dollars; it is about people caring for each other and about each other. Similarly, the United Way is about much more than just raising money; it is about improving and advancing the common good. The dollars raised during the campaign make it possible for the Greater Longview United Way to achieve its ambitious goal of creating sustained improvement in the quality of life for all who live in the Greater Longview area.

Board OKs purchase of new SmartBoards

The Longview ISD Board of Trustees approved the purchase of interactive display boards, during their regular meeting Monday, Dec. 12th.

Board members unanimously approved the purchase of 200 interactive display boards for district campuses.

Dr. Wayne Guidry, Assistant Superintendent of Finance, said the district has invested heavily with multiple funding sources including grant and local funds updating and upgrading classroom display technology from older interactive projectors to newer interactive flat panel boards (or SmartBoards).

The district will purchase around 200 boards, at a total cost of approximately $1.6 million

LISD Director of Technology Mr. Brian Pitts explained that SmartBoards are interactive whiteboards with a touch screen, and there are currently 422 boards in classrooms across the district.

“Most campuses have new technology in each instructional classroom and the district would like to substantially complete that district-wide initiative by adding interactive boards to rooms at Foster Middle School, Longview High School, and Bramlette Elementary,” he said.

Each year, the Course Selection Guides are updated by campus staff and presented for approval. In preparation for scheduling for the upcoming year, courses are added or deleted as student needs are considered.

“Course selection guides need approval in a timely manner in order to plan for the upcoming school year; staffing, schedule

planning, purchasing, and so forth,” said TCIS Chief of Schools Mr. John Wink. “Change is constant, and various programs are added in an attempt to benefit students, in addition to regular changes reflected in the course selection guides.”

Castro’s class has been focusing on timelines

and wild animals. Focusing on the IB Learner Profile traits of “caring” and “reflective,” students considered how they care for their pets and reflected on their responsibilities as pet owners.

Meet Mayra Castro, 1st grade bilingual, lead teacher at Ned E. Williams Elementary School. She and her fellow 1st grade teachers have recently concluded their study of the IB transdisciplinary theme “Where We Are in Place and Time.” These teachers collaborated to design a project in which their first graders became familiar with timelines by creating their own personal timelines, depicting where they were in time from their births to the present. In this project, her students came to understand the progression of time from past to present to future, and even thought about what they might like to be when they grew

up. As they worked on their personal timeline at home, in class they explored inventors and how through time, inventions changed. For example, they looked at the changes in telephones through time, from the original phone of Alexander Graham Bell in 1876 to the present-day smartphones. To begin, each student in the class had an egg which he or she placed in an incubator. These were checked frequently through the use of an egg candler, a device somewhat like a flashlight, by which students could see inside the eggshell to watch the development from embryo to hatchling chick in twenty-one days. They were allowed to take their baby chicken home, provided that their parents

By emphasizing close involvement between parents, teachers, and community leaders, she strives to create a positive learning experience to insure all students achieve their full and total potential. She fashioned her beliefs through complete immersion in the Longview Independent School District, attending McClure Magnet School of Inter-

national Studies, Judson Middle School, and Longview High School. Mumphrey was heavily involved in the Anchor Club, Z Club and was a Longview Viewette. Her watchword remains, “GO LOBOS!” Her Longview connections go even

deeper — she is an alumnus of LeTourneau University, where she took a bachelor’s degree in business administration and master’s degree in business administration with a concentration on management and finance.

“In 2007, I returned to LeTourneau University and pursued my life-long passion for education, and obtained my teacher’s certification,” she says. “I received the honor of Magna Cum Laude, and I am a member of the National Honor Society.”

Her next stop was Texas A&M in 2012 to pull down her masters’ in education, graduating with a 4.0 GPA, Summa Cum Laude. She sharpened her considerable teaching talent by working at McClure Magnet School of International Studies, earning Interim Teacher of the Year for the State of Texas for the 20112012 school year, and that

Basketball off to a hot start in 2023 LOBO HOOPS SPORTS

Basketball season has entered district play and both boys and girls squads are off to a strong start in the 2023 season.

New coaches Sam Weaver and Meagan Leggett have reversed a recent trend that saw both programs with diminished returns.

While the district race remains ongoing, Longview Lobos basketball is back to being a force on the hardcourt.

As of this writing (Jan. 10th), the Lady Lobos are 19-6 on the season, and 5-1 in district play following an impressive comeback win over Texas High. Longview’s win over the Lady Tigers was their first since 2016. In their last four games against THS, the Lady Lobos had lost 3 of last 4 by at least 16 points.

More than this, Longview improved to 5-1 in district play. Keep in mind that the Lady Lobos had 5 district wins total over the previous two seasons.

Key wins thus far include a 49-38 trouncing of the Lady Bobcats in Hallsville, followed by a dominant 48-26 victory over crosstown rival Pine Tree at home, and a shocking 47-30 win over heavily-favored Whitehouse.

Coach Meagan Leggett has her girls playing with intensity and focus, the results of which are already evident in the win-loss column.

The boys varsity is back in the thick of the district race as well, following their own win over Texas High. The 65-49 rout was the largest margin of victory for the Lobos since 2019, and improved the Lobos to 71-68 all-time against Texas High.

With an 18-3 overall record (2-2 in district), the Lobos are on pace to break the 20-win mark for the first time since 2019.

The final of the 2022 Camden Fairview Holiday Classic Tournament would determine the champions in the boys and girls brackets. The tournament was full of chaos, both positive and negative. This was the day when the best and closest games would be played.

Game 15: Longview (TX) defeat El Dorado 56-54 in a championship game thriller

The final game of the tournament came down to a final thriller between the Longview Lobos and the El Dorado Wildcats, who had a home-court presence despite being in a rival stadium. At the beginning of the first quarter, the Lobos came out dominating on both ends of the courts. Longview jumped to a 16-8 through the end of the first quarter.

Teachers earn $5.1 million incentive pay

Longview ISD is awarding more than $5.1 million in incentive pay for achieving teachers, with a few of the very highest-performing teachers receiving more than $30,000 extra in their December paychecks!

The goal of the district in starting the program was to maintain our most successful and effective teachers in the regular classroom. We could not be more excited to see our teachers receive these dollar amounts, but our students are the real winners.

Longview ISD schools earned 53 total distinctions on accountability ratings, according to the Texas Education Agency. An increase from the 51 distinctions earned a year ago, and yet again one of the highest numbers of distinctions for any school system in East Texas.

Campuses are awarded distinctions for achievement in several areas based on performance relative to a group of 40 other campuses in Texas (campus comparison group) that are of similar type, size, grade span, and student demographics. Districts and campuses that receive an accountability rating of A, B, C, or D are eligible to earn distinction designations. However, the only distinction a district may earn is postsecondary readiness, which Longview

Wildcats back in the game by outscoring Longview 16-14. The Wildcats took the lead in the third quarter as they outscored Longview 18-11, but the Lobos regained the 43-42 lead at the end of the third quarter.

In the final quarter, the Wildcats were spreading the ball efficiently as five players found their way to the basket. The Wildcats hit some clutch shots in the final quarter, but the Lobos were able to match the intensity and drive the ball in transition. Lobos guard Chris Head scored five points in the final quarter, with three

Longview ISD campuses earned 52 out of 70 possible distinctions, as well as the district-wide distinction in postsecondary readiness, bringing the total number of distinctions to 53.

Longview High ranked among highest in East Texas

According to a national ranking, Longview High School ranks as one of the best high schools in the East Texas region... for the fifth year in a row.

The U.S. News & World Report’s 2022 Best High Schools list ranks LHS as the top campus in the Longview and Mar shall metropolitan areas, and among the top five campuses in the entire East Texas region.

A global authority in education rankings, U.S. News & World Report ranks more than 17,800 public high schools throughout the country, measuring how well schools serve students from various social and economic backgrounds.

The demographic data is a vital component to these rankings.

It’s no great accomplishment for a highly-selective school to attain high honors, but when you help every student succeed regardless of their socio-economic challenges, that’s saying something. It just goes to show the quality of the educators we have in Longview ISD, and what a tremendous community of fam -

District adopts balanced budget, lower tax rate

The Longview Independent School District Board of Trustees unanimously adopted a lower property tax rate and new district budget for the 2022-23 year during a special meeting Wednesday, Aug. 31.

It marks the fourth-straight year of the property tax rate being reduced for Longview ISD property owners.

The district has been cutting the tax rate in recent years, after keeping the same rate stable for nearly a decade. The board maintained the same tax rate of $1.5130 from 2010 until 2019 — when the district reduced the rate to $1.4430 — and we’ve continued to reduce it each year since. This illustrates how Longview ISD has worked to offset the sharp increase in property tax valuations that are well beyond our control.

Trustees expand bus access for student safety

According to state guidelines, students are only eligible to use the bus if they live beyond a two-mile radius of their school. However, Longview ISD is taking a more com-

mon-sense approach to safety, granting an exception for students forced to cross dangerous roadways in order to walk to their campus.

The resolution approved by LISD trustees during their March 21 regular meeting includes Bailey (formerly South Ward), Bramlette, Everhart, Johnston-McQueen, Ware, and Williams elementary campuses, as well as Forest Park, Foster, and Judson middle schools. Longview High School, with its campus surrounded on three sides by major roadways (Loop 281, Hawkins Parkway, and Judson) and the main entrance on high-traffic Airline Road is also included in the resolution.

Whew! That might seem like a lot, but it’s actually just a sampling of the many great things happening at Longview ISD. Our district continues to be the best school district east of Interstate 45, and it’s all because of our people: our students, our staff, our parents, and our many community partners.

OBITUARIES

John William Chism

John William “Coach” Chism, 92, died the evening of Thursday, December 8, 2022 in his daughter’s home in Dallas, Texas. He was born on May 14, 1930 in Danville, Arkansas.

John was a long time resident of Hallsville, Texas where he coached football and was a teacher for both the Hallsville and Longview School Districts. He coached sports for over 39 years and retired from coaching football in 1994.

Growing up in Danville, Arkansas, John attended college at Arkansas Tech University in Russellville, Arkansas on a football scholarship where he was a starting offensive lineman. After receiving a Bachelor’s Degree, John joined the United States Marine Corps in 1952 and proudly served as Sergeant and Aviation Electrician during the Korean War. While serving for the Marine Corps, John played football for the U.S. Marine Corps Football team in Barstow, California from 1952 - 1953.

John went on to earn a Master’s degree from Stephen F. Austin University. While attending, met his wife, Nola Ann (Horn) Chism in 1967. The two fell in love immediately, married that same year, and lived happily together for over 33 years before her passing in 2000 due to a lengthy illness. Nola Ann was the love of John’s life and they are now reunited together again in heaven with the presence of the Lord.

John was a member of the Marine Corps League of Longview and

LaGrone Chapel United Methodist Church in Longview, Texas. He will be remembered by his family as a devoted husband and father who loved the Lord, friends, colleagues, students, athletes, and country.

He is survived by his daughter, Julieann Chism of Dallas, Texas; two sons, Jesse Chism of Grand Prairie, Texas; Robert McCoy of Shreveport, Louisiana; and sister, Rose Stevenson of Beloit, Wisconson; four grandchildren, Kelly Hargrove of Shreveport, Louisiana; Holly McCoy of Durango, Colorado; Casey Tucker of Spring, Texas; and Taylor Tucker of Spring, Texas; and three great grandchildren, Nola; Holly; and Ruby Hargrove.

He was preceded in death by his wife, Nola Ann Chism; daughter, Sherry Dawn Tucker; mother and father, Jessie and Laura Chism; and many siblings to include, William Lee Chism; Lallie Mae Francis; Annie Lee Holt; Jessie Richard Chism; Grace Ezell Rollins; Odell Lewis Chism; Tommie Lee Chism; Ray Dean Chism; Bobbie Jean Chism.

A Life Celebration funeral service will be held on Saturday, December 17, 2022 at 12 Noon at LaGrone’s Chapel United Methodist Church with Pastor Reginald Long officiating. LaGrone Chapel is located on the corner of FM 2208 and Noonday Road West, Longview, Texas. Burial will follow in the LaGrone’s Chapel Cemetery with military honors provided by the United States Marine Corps and the Longview Marine Corps League.

Codie Polk

Codie Polk was born to Stephen Porter and Chimiya Polk on September 10, 2003 in Longview.

He attended Longview Independent School District where he graduated from Longview High School, Class of 2022, where he was on the distinguish program. He played football and basketball, which he loved. After high school, he stayed home to take care of his mom and nephew.

He truly loved his family and friends. Spending time with his dad and Jkadyn playing on the play station. Being spoiled by granny, following and bugging his big sister Chaniya. Fighting and rough housing his twin sisters, hanging out with his big brothers and talking on the phone with his sister, Dominique.

Codie was preceded in death by his great-grandparents Edna Polk and George Polk of Longview, TX; Sidney Sebron and Ruth Hazel Sebron of Longview, TX; his grandparents Bobby Ray Taylor and Sharon Porter of Longview, TX; his uncles and aunts Carter Polk, Troy Polk, Johnny Wright, Willie Polk, Merle McGee, Sylvia Wells, Ricki Miles, Kelvin Cook (Cookbook), Ralph Orange and Brantravious Williams.

Special board meeting set for January 25

Trustees usually meet in the boardroom of the LISD Education Support Center, (1301 E. Young St.) but often set special-called meetings at various locations around the district.

The next meeting is tentatively sched -

uled for noon on Wednesday, January 25. This is the first special board meeting of the year for Longview ISD. The next regular board meeting is tentatively set for Monday, February 13, at the ESC building.

District seeking architectural firm for various projects

The Longview Independent School District is seeking to retain an architectural firm with the qualifications and staff resources necessary to perform planning, designing, bidding and construction oversight phases of various projects deemed to be in the best interest of the District. In addition the District is looking for a firm with the capability to provide value added services including, but not limited to structural engineering, security consultation, technology consultation, interior design, etc. Therefore, it is the intent

of the Board to obtain information in the request for qualifications that addresses these options.

Firms are requested to submit their qualifications outlining their background and experience in campus planning and building design.

Selected firms may be invited to participate in interviews. Once the most qualified firm is determined, the District will attempt to negotiate a fee. If a fee cannot be agreed upon, negotiations will begin with the next most qualified firm. Once an

agreement is reached, the selected firm’s name will be submitted for the final approval by the Longview ISD Board of Trustees.

PUBLIC HEARING

Later, the board held a public hearing to discuss the state’s financial accountability rating.

With a perfect score of 100, Longview ISD has received an “A” on its financial rating, among the highest in the state of Texas.

The Financial Integrity Rating System of Texas (FIRST) was created by the Legislature in 2001 and was designed to encourage public schools to better manage their financial resources to provide the maximum allocation possible for direct instructional purposes.

FIRST scores school districts on 15 financial indicators, such as administrative cost expenditures, the accuracy of a district’s financial information submitted to the Texas Education Agency, and any financial vulnerabilities or material weaknesses in internal controls as determined by an external auditor.

School districts are given a numeric grade for the indicators. The numeric grades, when totaled, correspond to a letter grade of A, B, C, or F. The letter grades correspond to the ratings “superior,” “above standard achievement,” “meets standard” or “substandard achievement.”

“Year after year, our board goes above and beyond to bring the most innovative initiatives to our various campuses, allowing our students and staff to elevate to greater heights than they ever believed possible,” he said. “We are so appreciative of them every month, so celebrating School Board Recognition Month is just one small way to say thanks for all they do,” he said.

SUPERINTENDENT’S REPORT

During the Superintendent’s Report portion of the meeting, Dr. James Wilcox received an update on the Teacher Incentive Allotment (TIA) program.

Longview ISD increased the total number of TIA-designated teachers across the district from 81 in the 2020-21 school year to 156 in 2021-22. With the October 2022 TIA data submission, 24 additional teachers are recommended for new designations along with 5 current designees moving up for the 2022-23 school year.

Dr. Wilcox also received various departmental reports from LISD Transportation and Community Relations, as well as updates on Campus Safety, the LISD Backpack Program, District Garden and Composting Project.

Other items in his report included the latest RAPTOR (Rapid Algorithmic Prototyping Tool for Ordered Reasoning) data from the Office of Innovation, as well as presentations on the Quality Seats Analysis (QSA).

In addition, Dr. Wilcox received updates from public school charter partners: East Texas Advanced Academies

Although showing recognition should be a yearround process, Dr. Wilcox said taking advantage of the designated month “ensures that these important people receive some of the thanks they deserve.”

(ETAA), Longview Educates And Prospers (LEAP), and the Texas Council for International Studies (TCIS).
