Music@Malling is an annual music festival presenting a wide range of music events in historic buildings in and around West Malling.

Spending a Penny.... is relief on the way?

Despite the obvious need for public toilets, no council or body has the duty to provide them.

As a result, sixty out of every hundred public toilets in the UK have been closed in the last ten years by councils struggling with government cutbacks.

Tonbridge and Malling tackled the issue in 2021 by offering all ‘non strategic’ toilets to Parish Councils to run. Larkfield and Borough Green toilets were transferred in this way, but Hadlow and Aylesford toilets closed. Toilets remained open in Larkfield Leisure Centre and Leybourne Lakes Country Park where the number of toilets and hours of opening were reduced. West Malling Parish Council has run the toilets under licence whilst discussions about finding a more suitable site for new toilets went on.

Although there was no public consultation on this issue, there was nevertheless a public outcry particularly from people with medical conditions, young children, the elderly, women

and outdoor workers. Surveys have shown that the lack of public toilets means many people increasingly stay at home rather than getting out and about to enjoy life to the full.

Research has also show that loneliness is as big a killer as smoking 15 cigarettes a day, and leads to obesity and higher rates of dementia.

However, there are signs of a change.

The government’s proposed ‘levelling up’ legislation includes a duty on all councils to produce local plans for toilet provision and a National Toilet Plan is on the cards. Locally TMBC has agreed to reopen toilets it closed in Leybourne Lakes Country Park car park. In West Malling the Borough Council has finally agreed to discuss the Parish Council’s proposal for a new toilet location in the High Street car park which the Borough own.

Funding will need to be found from grants or developers, but that’s a very welcome step forward.

Happily the penny seems to have dropped.
