BELLINGHAM WAYSTATION ROAD LINK

The former estate road through Aylesford Newsprint, now Panattoni, is planned to open to the public for the first time at the end of September - early October.

The route will link Leybourne Way and New Hythe Lane with Station Road, Aylesford. The junction with Hall Road will be controlled by traffic lights. Only cars, vans, buses and cycles will be allowed to use this Site access.

A meeting is being arranged to discuss plans for new local bus routes funded by Panattoni. Traffic engineers believe the new route will cut congestion on the A20 significantly.

LARKFIELD FAMILY CENTRE SOLD

The KCC Family Centre which stands just off Martin Square has been sold. The developer has contacted the Parish Council to discuss plans for the site.

TRAFFIC CALMING NEW HYTHE LANE

A new dropped kerb crossing near the Bricklayers Pub, together with a mobile flashing Speed Indicator Device have begun to be installed in New Hythe Lane north of Leybourne Way. Traditional speed platforms and humps are not suitable in this road as HGVs are very noisy passing over them. However, Panattoni have developed a new kind of ‘bolt on’ speed cushion which they hope will solve this problem. It is being trialled within the industrial site, and, if successful could be used between the river and the Bellingham Way Roundabout.

REPAIRS TO KENT SCHOOLS

The upset caused by the discovery of ‘Aero Concrete’ roofs has turned the spotlight on school building safety generally. Thankfully Lunsford School roof was replaced last year, and East Malling Community Centre has been given a clean bill of health. However, the money spent on school building repairs has fallen by about one third in the last ten years. At the same time, the number of school children, and the cost of repairs, has been increasing.

County Councillor Trudy Dean has asked KCC to publish a report on the condition of school buildings to see whether the most critical of repairs are being dealt with in good time.

A permanent light controlled pedestrian crossing has also been completed close to the Bellingham Way entrance to the Leybourne Park development. Cutting back of vegetation in Bellingham Way, and repainting yellow lines between Papyrus Way Roundabout, were requested.

SHOP OWNERS ANGRY AT PLANS TO REMOVE FREE SHOPPERS PARKING

The Borough Council is about to consult on putting charges onto the Martin Square and Aylesford Bridge car parks which are currently free. They will also consult on the imposition of charges on the on-street parking spaces in High Street and Swan Street, West Malling, which currently offer one hour free parking and unlimited parking for residents holding permits. The on-street charges will be the same as in car parks.

CCTV is being considered for Martin Square. The charging period in all car parks is to be extended to Sundays, evenings up to 8pm (except in West Malling) and Bank Holidays.

Two extra enforcement officers will be appointed to cover the extra hours. David Thornewell Chairman of East Malling and Larkfield Parish Council said ”The Martin Square carpark was built as part and parcel of the provision of the shops under, I believe, the Housing Act powers, and some spaces are allocated to the units.“

The report does not include any proposals for Snodland, the remaining free Malling car park. Charges in Martin Square would raise £32,000. On street parking charges in West Malling would raise nearly £51,000.

NEW PARKING RESTRICTIONS

On September 18th the Borough Council considered requests at 40 sites where residents and councillors had asked for changes in parking arrangements. Most requests were for double yellow lines banning parking on bends and junctions to improve site lines and ease traffic movements.

Locally residents will be consulted formally about changes in Cottenham Close and Edward Walk in East Malling, and Springfield Road in Larkfield.

In the Lakes estate a request for a residents’ parking permit scheme was abandoned in the face of heavy local opposition.

Proposals for parking restrictions in Little Oxley, Leybourne were also dropped.

WEST MALLING PUBLIC TOILETS

West Malling Parish Council has agreed to buy the public toilets in King Street, West Malling from Tonbridge and Malling Borough Council. TMBC will sell the toilets for £1, and give a grant of £9,000 to cover the first year’s operation.

TMBC have accepted that the site is far from ideal. The Borough and Parish are working together to identify finance for modern toilets in a location which the Parish Council identified in the High Street car park.

The Parish Council is instructing a stone mason to renew the names on the War Memorial and also to refresh the Cross on the wall in Mill Street which commemorates the death of a child.
