Archbishop McKnight calls for further consultation on charter

The bishops of the United States voted in favor of a revised version of the Charter for the Protection of Children and Young People.

The document, also known as “the Dallas Charter,” is a set of procedures originally established in 2002 to address allegations of sexual abuse of minors by Catholic clergy.

The bishops voted on the revised document at the United States Conference of Catholic Bishops’ (USCCB) spring plenary session in Orlando, Florida, on June 11.

The revised charter offers changes and additions but maintains the focus of the original document “to address with transparency and accountability accusations of abuse committed by clergy,” said Bishop Barry Knestout of Richmond, Virginia, chair of the Committee on the Protection of Children and Young People, at the meeting.

The revision process began in 2021 and was done in collaboration with USCCB Committees on the Protection of Children and Young People; Canonical Affairs and Church Governance; Clergy, Consecrated Life, and Vocations; the Office of the General Counsel; and the National Review Board.

The new document offers a glossary “in response to repeated requests from dioceses on having more consistent definitions of various terms,” Bishop

Knestout said.

Prior to voting, the bishops discussed and debated the topic. Some of the bishops inquired about the language within the document and offered proposed changes.

During the discussion, Archbishop Shawn McKnight of Kansas City, Kansas, proposed the bishops “postpone [the] vote until the next meeting,” which will be held in November. Bishop Earl Fernandes of Columbus, Ohio, seconded the motion as the bishops will not “lose very much by delaying” and to ensure his presbyteral council is “sufficiently consulted.”

In response to the bishops in favor of the postponement, Bishop Knestout said that “there has been quite a bit of consultation already.” He added: “I am not sure whatʼs gained through the additional time, other than . . . an opportunity for some dioceses and presbyterates to look at this again.”

Ultimately the majority voted not to postpone the vote. The bishops then approved the revised charter, with 176 voting yes, 22 voting no, and six abstaining.

Archbishop McKnight told “EWTN News In Depth” it is “a missed opportunity” that the revised charter does

not address the abuse of adults, abuses of power, and episcopal misconduct or cover-ups.

Archbishop McKnight explained that he has previously “made a full proposal” that the bishops “consider not revising the charter but to honor it as an historical document written for its time period.”

“My proposal is that we have an integrated statement of moral commitment, like the charter, that would honor it but be organically related to it” and “encompass these other things that are just as pressing of an issue for our ecclesial life,” he said.

The bishops voting to not postpone the vote was also “a missed opportunity for us to exercise a bit more the approach that our Holy Father, Pope Leo, is asking us to do as bishops,” he said.

While “there has been extensive consultation over several years by conference leadership, the bishops as a body have not been involved in that other than four years ago was the last time we were consulted,” Archbishop McKnight said.

“So my feeling was that . . . we should have the opportunity to take and solicit feedback from our own clergy and our own laypeople, and to work more collaboratively and in a spirit of coresponsibility,” he said.

Conflicts are ‘fed’ more readily than people, pope says

World hunger has only worsened as conflicts in the world take priority over human lives and weaponry is allowed more distribution than basic humanitarian needs, Pope Leo XIV said.

Addressing members of the United Nations’ World Food Program, or WFP, June 22, the pope said that while alleviating human suffering “is widely recognized as essential in principle,” humanitarian needs have taken a back seat to “international priorities.”

“In effect, conflicts are ‘fed’ more readily than people are nourished. This reality reflects not only operational shortcomings but also a fundamental imbalance in political and moral priorities,” the pope said.

Headquartered in Rome, the WFP is the

“Iworld’s largest humanitarian organization addressing hunger and promoting food security. Present in over 120 countries and territories, the WFP provides food and humanitarian assistance.

In his address, Pope Leo said the WFP’s commitment to those in need “resonates profoundly with the Catholic Church’s mission to uphold human dignity and to foster fraternity, rooted in the Gospel’s call to love our neighbor.”

Reflecting on crises

that have evolved from “isolated events into persistent realities,” the pope said that due to a lack of a “shared ethical horizon,” the world has instead shifted from “multilateralism toward a disorderly and conflict-ridden multipolarism with a prevailing sense of mistrust.”

“This trend reveals a striking paradox: Unprecedented global productive capacity exists alongside expanding zones of extreme vulnerability,” he said.

“The same forces that drive economic

growth often exacerbate exclusion and marginalization. Although alleviating human suffering is widely recognized as essential in principle, humanitarian concerns increasingly risk being relegated to a secondary place among international priorities,” Pope Leo said.

The pontiff also lamented the “progressive bureaucratization of solidarity” coupled with “the quiet commodification of human life,” which results in delayed assistance to those in need due to bureaucratic red tape and the access to essential aid, especially food, being influenced “by economic or strategic considerations.”

Calling for a “renewed commitment to multilateral cooperation,” the pope appealed to governments worldwide to increase resources for fighting hunger and “to remove the obstacles that prevent aid from reaching those in need.”

“Access to adequate food is a fundamental human right grounded in the dignity of every person,” he said. “Meeting this need not only alleviates suffering but also addresses the underlying causes of geopolitical instability. Indeed, food security is an essential component of global and integral security.”

After his address, the pope was escorted to a room where he held a video call with six WFP front-line workers stationed in various parts of the world, including Venezuela, Senegal, South Sudan and Lebanon.

Expressing his gratitude to the workers who have “risked your lives to be in the places where you’re working,” Pope Leo assured them of the “prayers and support for the worldwide community and especially the Catholic Church, which is oftentimes a partner in collaboration with the programs that you oversee.”

Christ is with us in our daily struggles — if we let him

drew nearer to God, fully realizing that I had found what I was looking for,” wrote St. Thérèse of Lisieux in her “Story of a Soul.” She was talking about the “little way,” her vocation, the way of love.

She had searched so long, you see, for what God had wanted her to do, and the “little way” of love is what she found. “At last, I have found my vocation. My vocation is love! I have found my place in the bosom of the church,” she wrote.

Being little, loving in all things: That’s what St. Thérèse discovered, that’s what God wanted her to do. And ultimately, that’s what made her a saint, becoming a “little flower.”

Now perhaps like me, reading this Sunday’s Gospel, maybe you will think of St.

FATHER

Thérèse of Lisieux, too. I mean, she almost perfectly embodied what Jesus is talking about in this reading from Matthew. She exemplified, again almost perfectly, the apostolic virtue of littleness that Jesus is recommending not only to his apostles

but to us.

That is, will the apostles dare to be little?

The littleness Jesus is talking about is the sort of littleness one sees in the life of saints like St. Thérèse of Lisieux. It’s littleness that should characterize each Christian. It’s the littleness that comes from completely trusting in God, the littleness of refusing to rely on one’s own power and will.

To understand this, it’s good to go back and read the whole of Matthew 10. In this chapter Jesus calls the 12 disciples and then sends them out on mission. After giving them a few instructions, Jesus says, “Behold, I send you out as sheep in the midst of wolves” (Mt 10:16). Then he goes on to tell them they’ll likely be arrested, “dragged before governors and kings.” He says to them, “you

will be hated by all” (Mt 10:16-22). Sounds like fun, doesn’t it?

But notice what follows. Jesus doesn’t explain why necessarily the apostles will face all this adversity. Instead, he begins to talk about imitation. He says, “It is enough for the disciple to be like his teacher” (Mt 10:25). That is, as he sends the apostles out on mission, Jesus tells them that the troubles they will face are the same ones he faces. The invitation to join in the mission of the church, you see, is fundamentally an invitation to imitate Christ.

That’s why Jesus tells the disciples to fear only God; “rather fear him who can destroy both soul and body,” he says (Mt 10:28). That exhortation has a very Garden of Gethsemane ring to it, if you ask me. That is, just as he did, Jesus

is strengthening the disciples to offer their wills to the will of the Father. He’s telling them to buckle up. And then comes talk of the cross; “He who does not take his cross and follow me is not worthy of me,” Jesus says (Mt 10:38). Now if you’re currently mired in stress and struggle in your ministry or vocation, this will not necessarily make you feel better, for it doesn’t at all relieve you of any stress or struggle. But I can tell you that you’re not alone in your stress and struggles; Christ is with you. And he whispers to you not to fear and that there is such a thing as a righteous reward.

But only if, like St. Thérèse of Lisieux, you see the wisdom of wanting to be a little one.

There he was ordained a priest and ultimately served as abbot for four decades. When Demetrian was chosen bishop of Khytri, he fled to a cave. But a friend persuaded him to accept the appointment. In Demetrian’s twenty-fifth year as bishop, Saracens invaded Cyprus and took many Christians captive. He interceded with the invaders for their freedom. Moved by the example of his courage and selflessness, the Saracens released the prisoners. St. Demetrian is the patron of prisoners. He is sometimes invoked with this prayer: “Loving Father, through the intercession of St. Demetrian, rescue me from the anxieties that hold me captive.”
