Yes, the money is public. The U.S. Supreme Court ruled long ago that federally-chartered, non-refundable commodity checkoffs are “government speech.”

That should mean that “government” dollars collected and spent by federal checkoffs on public research, public promotion, public communications, and public market-building programs is, in fact, open to public oversight.

But no, NCBA will likely argue, we can’t tell you — the public — how we spend your money as the checkoff’s decades-long, hired hand because telling you might hurt us, it, or both.

That, of course, is the best argument for full disclosure and the worst argument for a continued cover-up that anyone could make. Organic producers and handlers will have improved access to organic certification cost share assistance starting in spring of 2017. By moving the program from the Agricultural Marketing Service to the Farm Service Agency, the U.S. Department of Agriculture has expanded the means by which interested producers can apply. FSA has over 2,100 offices nationwide where applicants can apply, ask questions, or get more information.

Access to the National Organic Certification Cost Share Program and the Agricultural Management Assistance Organic Certification Cost Share Program will be available in nearly every rural county nationwide. Applicants will also have the option to apply via mail.

According to USDA, currently only half of the nation’s organic operations participate in the certification cost share program. By expanding their access and outreach in this manner, USDA will be able to reach many growers and producers who may have never connected with the Agency in the past.

FSA will accept applications from states for funds for cost-share assistance between Jan. 3 and Feb. 17.

Beginning on March 20, producers and handlers can apply for reimbursement for their certification costs at all FSA county offices, and through all state agencies that choose to continue to participate.

What’s fun about this book is that the authors dissect the programs as only fans can. There are quotes flung about in each chapter, along with serious examinations of why we can put “The Simpsons” in front of “The Sopranos” (or not); why we so loved a show with a “black comic heart” and “shallow” characters; how “M*A*S*H” lasted longer

than the war it was ostensibly about; and why “South Park” got more points than “Taxi.” And if your favorite show isn’t in this book, there’s a reason for that. Read on …

In fact, while it might seem counterintuitive to read about something you’re supposed to be watching, you can do two things at once, you know.

Look for “Television: The Biography” and “TV (The Book)” and settle in.

By assessing the needs of beginning and retiring farmers, the center is able to develop, coordinate and deliver targeted education to beginning and retiring families. These programs encompass a broad spectrum of topics, from financial management and planning to human health and the environment.

Ag Link Iowa Extension has also developed the Ag Link service to help preserve the family farm business by matching beginning farmers, who do not own land, with retiring farmers who do not have heirs to continue the family farm business. Ag Link maintains a database of potential beginning farmers and landowners.

Ag Link is for a beginning farmer who wants to find a way to pursue or continue a farming career. The individual has a desire to farm, but lacks the financial means. Ag Link matches up fledgling farmers with a retiring farmer who plans to retire within the next five to 10 years, but does not have anyone to continue the farm business. In addition to allowing for the farm business to continue, the retiring farmer can benefit from tax savings, such as reduced capital gains and income tax.

To start the Ag Link process, beginning farmers complete an online application. Complete a financial analysis of assets and resources so you are prepared to discuss what you can contribute to the farm business. Your assets may be mainly in labor and educational skills. Or you may have some of your own machinery. You need to be able to show what you can contribute toward the farm business.

Ag Link will help complete a financial analysis in order to determine whether there is enough income for

everyone involved to feel secure, and that the finances are sufficient to meet expectations. If the applicant is not an Iowa resident, there is a $50 registration fee to be entered into the Ag Link database.

Retiring farmers who wish to be entered into Ag Link will also complete an online application. If you are not an Iowa resident, there is a $100 registration fee.

Children growing up on the farm were accustomed to helping tend to the animals and growing or harvesting field crops, so the transfer was relatively simple. Because of the complexity of the 21st-century farming industry, a number of young adults earn a college degree in a specific area of agriculture before embarking on a farming career.

A young person interested in farming may not have the training needed to establish their own farm; nor an older family member to provide financial assistance. After discussions concerning this issue, the 1994 Iowa legislators put a law into effect which brought together older farmers with young people interested in farming.

The law created the Beginning Farmer Center to facilitate the transition of farming operations from established farmers to beginning farmers.

Another goal of the legislation was to develop models to increase the number of family farms in Iowa.

The Beginning Farmer Center, a part of Iowa State University Extension, brings young and older generations together.

Aaron and Laura Cunningham, of Nora Springs, Iowa, exemplify the benefits of the program.

The Cunninghams own SkyView Farms, a pasture-to-plate beef operation in Floyd County. They market their beef directly to consumers under their own label. They hope Aaron’s father will be able to transition the management of the family corn and soybean farm to them.

“Our family attended a series of Farm Bureau workshops a few years back, and it helped get our transition planning process started with tools to discuss individual and family goals, business structure, skills evaluation, financial and estate planning,” Laura recalled.

“While it sounds simple and easy to go from father to son/daughter-in-law, for us and many young farm families we’ve met, it’s no simple or quick task.

Both Farm Bureau and the Beginning Farm Center offer resources to help engage in the tough conversations needed to work on these types of plans.”

Beef’s future hinges on finding new global markets

Woodall said many animal activists find roles on the boards of major agricultural companies.

“We need to expose these organizations for what they are,” he said. “The Humane Society of the United States, for example, claims to be out there helping dogs, cats, and other pets. Yet less than 1 percent of the millions they raise goes towards helping animals.

The rest gets directed toward their political activism nationwide.”

To counter the narrowing margins in cattle feeding, Woodall indicated a committee of producers and marketing specialists are promoting price discovery and mandatory price reporting to provide useful information to cattle producers. At the same time, the committee is constantly exploring additional market opportunities.

“The reality is, we are deeply into a supply and demand environment,” said Woodall. “We need to continually up that demand. One of the best ways is to get more international customers eating U.S. beef. We know from feedback that once these overseas people get a taste of U.S. beef, they invariably want more.”

Woodall said government regulations on the environment, production technologies, even the use of veterinary drugs (especially antibiotics) continue to irritate and add cost to U.S. cattle producers.

On a positive note, he is encouraged with the increasing number of younger producers he sees at livestock meetings everywhere. “They’re getting involved,” he said. “They want to share their opinions. These young folk certainly aren’t bashful.” v

Kuhn brings variable rate equipment to United States

Keep cattle comfy in the cold metabolic rate to create more body heat. Simply put, they need to use more energy for warmth, taking energy away from other functions, like lactation. The major effect of cold stress is increased dietary requirements.

The elements, especially wind and rain or snow, are what make cattle uncomfortable. Providing them with shelter from the elements is one way to help combat cold stress. A wind break is one simple solution. Providing a roof overhead is ideal.

The other major management tip for cold stress is focusing on nutrition. Cold stress increases maintenance energy requirements but does not impact protein, mineral or vitamin requirements. The general rule of thumb is to increase the energy density of the ration by 1 percent for each degree below the lower critical temperature. One of the ways that cattle respond to cold stress is by increasing voluntary feed intake. To support this, make sure water is available, make sure enough feed is available, and make any diet changes incrementally. Managing cold stress effectively will keep your cattle warm and comfortable all winter long.

ST. CLOUD, Minn. — The recent weather has proven it — winter is upon us. You hear quite often, “cattle do better in colder temperatures.” But have you ever wondered what that actually means?

Research has shown time and again that the range at which a cow feels most comfortable is broad.

Anywhere between 25 and 65 degrees Fahrenheit is comfortable. At 25 F, we are usually wearing winter coats along with gloves and hats. A thick winter hair coat, rumen, and average body temperature around 101 F makes cattle more comfortable in cooler weather.

When is it “too cold” for cattle? The answer should be 25 F. However, that’s not the full story. Cattle can remain comfortable at lower temperatures with thicker hair coats. For example, in wet conditions with a summer coat, the lower critical temperature is 59 F. So this is when the cattle would start to feel cold stress. With a dry fall coat, the lower critical temperature is 45 F. With a dry winter coat, cold stress starts at around 32 F. Lastly, with a dry, heavy winter coat, cattle’s lower critical temperature is 18 F. With good body condition, a good coat, and dry conditions, cattle can stay comfortable to fairly low temperatures.

Fluegge makes no bones about the fact that shrinking livestock, milk and commodity prices are shrinking his equipment sales also. “Farmers are carefully watching their spending these days. They’ll spend for repairs. If new doesn’t pencil out, they’ll do the repairs,” he said.

— It seems like just a few years back, writing about variable application rates of fertilizer, seed, even pesticides was a phenomenon with just a few early adaptors. Fast forward to 2017 and it’s now the thinking — and the reality — of virtually every farmer.

At the recent Minnesota Cattle Industry Conference in Bloomington, Rod Fluegge’s display booth fea- Rod Fluegge tured a variety of Kuhn Equipment banners and handouts. But the attention centered on a video showing a new 3-point hitch fertilizer applicator which featured on-the-go variable application. Fluegge’s Ag, Inc., in Mora, Minn., deals in farm material handling equipment.

“We’ve sold three different systems to three different farms this season,” said Fluegge. “And the payoff is real … three to five bushels per acre increase in corn yields where fertilizer rates were matched to field grids reflecting both soil type and soil fertility.”

New equipment comes with a price tag, like $40,000 for these 3-point fertilizer units; more for trailer-mounted units with bigger capacity. But famers getting into variable rates aren’t bashful. They

Foundation boosts education opportunities for children

— At the Dec. 15 Grow Your Own Summit, nearly 600 people crowded into the Southwest Minnesota State University Robert Conference Center to Thurston address closing the achievement gap for youth in southwest Minnesota.

Sponsored by the Southwest Initiative Foundation, the Summit focused on supporting all southwest Minnesota children and the communities they call home. Attendees learned the United States is becoming more economically segregated, with the chaos of poverty feeding on itself. One in six children residing in southwest Minnesota lives in poverty. According to the foundation, these youth are our

future employees, community leaders, homeowners, volunteers and taxpayers and our region’s economy depends on their success.

Robert Thurston chairs the Southwest Initiative Foundation. “We are not immune to poverty here in southwest Minnesota. It is sometimes simply harder to recognize. Too often we think, ‘out of sight, out of mind,’ and also, ‘it’s their problem, not mine’. But we’re now realizing this growing achievement gap is the new horizon for many of us,” he said.

Discovering poverty in our own backyards is painful, admitted Thurston. He noted that in the 17 counties of southwest Minnesota, there are 156 communities; but only four with populations of 10,000 or more. Most are communities of less than 2,000 people; yet 30 percent poverty levels are common today.

“The trend is worsening,” Thurston said. “We’re trying to stop the worsen-

ing gap. Immigration is here to stay. So our towns, our churches, especially our schools, need to adjust accordingly.”

Thurston said he was surprised by the comment of the Summit’s key speaker Robert Putnam, professor of public policy at Harvard University.

Putnam said America’s biggest educational deficiencies these days are children age zero to age 4. Putnam indicated the greatest learning gap in America today is with these infants; many living in single-parent homes.

“We’re rapidly learning the tremendous impact of Pre-K programs in our schools. And also the tremendous shortage of quality day-care centers for children of working moms, working parents. Day care at this infant stage is a new era for most of us,” said Thurston.

“Developing awareness of this crisis is where it starts,” Thurston added.

“Communication and education are the tools. We can’t do it alone. This challenge needs a coalition of thinkers, talkers, and most importantly, doers.

This is a total community challenge … churches, civic and commerce groups, schools and parents. We need them all together, community by community.”

Thurston said the Southwest Initiative Foundation is calling everyone to action as the foundation cannot do it alone.

“We can be a facilitator to help drive these new ambitions,” he said. “We’re doing special funding in several communities. Early child Initiatives are exciting for Southwest Initiative Foundation. We’re doing some grants, we do loans for special community projects. So we’re into it and we will do even more as we move forward.”

Thurston sees the need for more hands-on curriculum to provide high school graduates with ready-to-work capabilities without additional college programs.

“Stronger, more diversified technical training programs at the high school level are needed,” he stressed. “It’s amazing the number of jobs available throughout southwest Minnesota. But

we don’t have skilled workers – including high school graduates with some technical training that makes them ready to go to work.”

Thurston questions if immigration is a critical issue because immigrants have been part of the Minnesota work force for several years already. Generally, these immigrants are a skilled work force often ready and willing to tackle jobs that Americans don’t want.

“It’s a culture issue too … we need to start learning each other’s cultures and learning where the need fits for all groups. But particularly we need to step up the teaching to our less fortunate students, regardless their racial identity,” he said. “Learning how we can all fit together is the roadway to a better future.”

Southwest Initiative Foundation is a single connection offering possibilities to grow and promote people, businesses, entrepreneurs and communities in rural southwest Minnesota. In response to the economic crisis of the 1980s, the foundation was established in 1986 by The McKnight Foundation.

Since then, SWIF has awarded $38 million in loans, assisting 630 businesses and creating or retaining 8,000 jobs. The foundation has delivered $26 million in grants to nonprofits to support important services and projects.

SWIF has also established 24 local community foundations, more than 80 designated funds, 16 Early Childhood Initiative coalitions, and more than 50 Youth Energy Summit teams.

“It’s nice to know that we are all in this together and we need to work together,” said Gillie. “Farming is still a great occupation. We love what we do on our family farms and most of them have been in our families for many generations.” ❖

In addition, the Jan. 25 keynote panel on the economic impact of mergers in agriculture is an important topic. In 2016, DuPont proposed merging with Dow Chemical; Bayer AG with Monsanto; and ChemChina with Syngenta. These mergers are expected to close this year.

“Mergers – how’s that going to affect our bottom line? Are we going to have choices taken away or with the mergers will there be more opportunity?” asked Gillie.

The following marketing analysis is for the week ending Jan. 13.

CORN — Corn tumbled in the first half of the week, but recovered ahead of the long anticipated World Agricultural Supply and Demand Estimates report released on Jan. 12. In the end, corn traded within the previous week’s range in consolidation fashion from $3.52 to $3.60.75 per bushel. The larger recent trading range of $3.45.25 and $3.62.75 per bushel remains intact after the neutral to bearish corn reports. The index rebalancing buying did not appear to have much of an PHYLLIS NYSTROM effect on direction, suggesting CHS Hedging Inc. St. Paul that optimism was captured in the previous week’s rally. For the week, March corn was just 0.5 cents higher at $3.58.5, July was a penny higher at $3.72.5 and December was .75 cents higher at $3.86.25 per bushel.

The January WASDE report was a non-event for the corn. Looking at the updated 2016-17 balance sheets, planted acres were cut 500,000 to 94 million acres, harvested acres were down 100,000 to 86.7 million and yield was dropped 0.7 bushels per acre to 174.6 bu./acre. The yield remained a record. Production slid 78 million bushels to 15.148 billion bushels and imports rose 5 million to 55 million bushels. On the usage side, feed/residual was cut 50 million to 5.6 billion bushels and ethanol rose 25 million to 5.325 billion bushels. The feed use number may still be too high with more competition from distillers dried grains and when implied feed usage

It would appear that the livestock markets are starting the year on a defensive note. Both the cattle and the hog markets seem to be exhausting their recent rallies as both are running into resistance at these higher prices.

As far as cattle are concerned, the demand for beef at higher prices still appears to be the culprit that halts the rally in prices.

No doubt that live inventories are on the tight side, but the fact that competitive meats are still a better value to the consumer at the retail level. That would lead one to the conclusion that until there is parity between beef and JOE TEALE the other meats, the rallies in Broker live prices may be limited. There Great Plains Commodity may be a question on why the Afton, Minn. packers step up at times to push their bids higher. There are two reasons that are possible at any point in time. The first is a need for immediate inventory and the other is the profitability of keeping the kill up and hedging that inventory as it's accumulated.

The futures market has technically shown downward reversals in the daily, weekly and monthly charts, and the fact that the funds are currently long, leaves the futures market vulnerable to the liquidation of their positions if further weakness develops.

Because of the current market conditions, producers should be very aware of those conditions and protect inventories if needed.

With the 2016 fiscal year behind us, many are busy trying to figure out how to fulfill our New Year’s resolutions. Before covering 2017 grain marketing plans/resolutions, I’d like to take a look at 2016 in regards to the price ranges we’ve seen in corn and soybeans over the past year.

Corn prices (before basis) ranged from $3.11 to $4.36, which equates to cash prices about $2.60 to $4.00. Soybean prices (before basis) ranged from $8.62 to $11.82, which equates to cash prices about $7.90 to $11.10.

Hog exports rocky TEALE, from pg. 14 packer aggressiveness in acquiring live inventory as we moved into the new year. The pork cutout has found some resistance above the $80.00 level in recent days which has resulted in slower movement of pork products. With the futures market carrying a fairly decent premium to cash, the futures have also seen some weakness develop especially in the nearby contracts.

There seems to be some optimism developing toward the hog market as the addition of more slaughter capacity is being developed. However, the demand for pork will have to also increase to provide a strong bullish condition. With the current strong U.S. dollar, the export market is questionable regarding expansion. The latest USDA Hogs and Pigs Report suggest that the hog herd is continuing to expand. Therefore, until demand grows from current levels, the possibility of any significant price appreciation for the live inventories seems remote at the current time. Producers are urged to consider the overall situation in the hog market and protect inventories if warranted. ❖

An example of a different approach would be thinking about selling crops at a profit, which isn’t always the highest price. This means, producers know their margins and don’t just try to guess the high of the marketing year. Here are a few examples of resources we can use to develop a grain marketing plan. Remember, it doesn’t have to be complicated.

Write it down — Determine your end goals. Consider both time and price, and then document them.

For example, if 2017 soybean cash prices hit $9.00, I’ll sell 20 percent of my expected production. If prices reach $9.25, get another 10 percent sold for a total of 30 percent.

Start marketing your crop before harvest — Take advantage of pricing opportunities over a longer period of time. Have a marketing plan for your crop 12 months before its harvested. Look at the seasonality of markets; Nobody can predict mar-

the crop. The trade estimate for Argentina was 56.2 mmt. As of Jan. 13, bean harvest in the Mato Grosso state in Brazil is reported at 5.3 percent complete, the fastest pace in five years. Coincidentally, Brazilian truckers began a strike which is blocking the road to the ports of Santos and Paranagua.

Weekly soybean export sales were terrible at just 12.8 million bushels and the second lowest of the marketing year. The pace of sales vs. last year fell from 26 percent ahead to 24 percent ahead. Total commitments of 1.775 billion bushels are 86.5 percent of the USDA’s 2.05 billion bushel export forecast.

Outlook: The market reacted bullishly to the smaller U.S. ending stocks number. For the week, March soybeans rallied 51.5 cents to $10.46.25, July jumped 50.75 cents higher to $10.61.5 and November beans closed 36 cents higher at $10.18.5 per bushel. March soymeal surged $22.60 higher to $333.90 and soyoil was up 0.62 at 35.60 cents per pound. The $10.00 level in soybeans will act as first support until the market is assured of South American production, particularly in Argentina. Resistance in the March soybean contract lies close to $10.75 per bushel. Moving toward the spring, forecasts for soybean acreage will also provide direction. Early trade chatter suggests a 5-6 million increase in soybean acreage this year. Keep in mind we are planting the lowest wheat acreage since 1909 this year and the corn/soybean ratio favors planting soybeans. The other main feature to monitor is the pace of Chinese buying and whether they continue to take what they have already bought.

Our exports are well ahead of what we need to hit the 2.05 billion bushel export forecast, it may be a stretch to hit, depending on China’s pace of offtake and if they actually take everything they have purchased from the United States. ❖

American production comes to fruition, it will be difficult to make a case for prices to stay at current levels. If soybeans had not rallied significantly in postreport trading, many doubt corn would have maintained a weekly gain. Countering negativity could be fund short covering and slow producer selling in the face of decent nearby demand. Bottom line, more range bound, sideways prices will be expected as we monitor South America’s crop and we evaluate producers’ spring planting intentions. If the market perceives the need to attract corn acres, we could see a push toward $3.75 per bushel.

SOYBEANS — In contrast to corn, soybeans bounced off support to begin the week and pushed higher into the reports. And if you were looking for a surprise in the Jan. 12 report, look no further than to soybeans. Both planted and harvested acres in 201617 were reduced 300,000 acres to 83.4 and 82.7 million acres respectively. Yield was cut 0.4 bushels per acre to 52.1 bu./acre, which still remains a record.

Minnesota farmers averaged a record 52.5 bu./acre!

Production was 54 million bushels lower than last month at 4.307 billion bushels, but remained a record. Imports were lowered 5 million bushels and residual use was increased 1 million bushels. This slashed the ending stocks number to 420 million bushels from 480 million last month and the trade estimate for 468 million bushels. Ending stocks at 420 million is more than double last year’s 197 million bushel carryout. Dec. 1 soybean stocks were near trade expectations at a record 2.895 mmt vs.

2.935 mmt estimated.

World ending stocks were above projections at a record 82.3 mmt compared to 80.90 mmt predicted.

Brazil’s soybean crop increased by 2 mmt (73 million bushels) to 104 mmt, well above the 102.7 mmt trade forecast. With current weather conditions and forecasts, this crop may increase even further.

The final result was a drop in ending stocks of 48 million from 2.403 billion to 2.355 billion bushels. For Dec. 1 stocks, corn was a record at 2.073 billion bushels, but was close to the 2.056 billion bushel estimate.

On the world scene, world ending stocks were pegged at 221 million metric tons compared to the pre-report trade estimate of 221.94 mmt. Argentina’s corn crop was unchanged at 36.5 mmt vs. 36.0 mmt estimated. Brazil’s corn crop held steady at 86.5 mmt vs. 87.4 mmt forecasted.

China released its final ruling on U.S. DDGS, upping their anti-dumping duty to a range of 42.2 percent to 53.7 percent and its anti-subsidy duty to a range of 11.2 percent to 12 percent. The duties will be in effect from Jan. 12 to January 2022. The final duties were higher than the preliminary rates announced in September. U.S. DDGS are uncompetitive into China, but other destinations may make up for at least a portion of the loss. If the export side can’t absorb what would have gone to China, DDGS will work their way into the domestic feed side and replace corn and feed wheat.

U.S. ethanol production was a record at 1.049 million barrels per day for the week ending Jan. 6.

Ethanol stocks were up 1.3 million barrels to 20 million and are the biggest since September. The crush margin for ethanol was 10 cents per gallon, up 2 cents on the week. With the big build in stocks, will production begin to slow? Weekly corn export sales were weak at 23.8 million bushels, dropping the pace ahead of last year from 75 percent ahead to 72 percent ahead. Total commitments of 1.43 billion bushels represents 64 percent of the USDA’s 2.225 billion bushel outlook.

The relationship between the final 2016 county yield and the 2016 county benchmark yields is extremely important in calculating potential 2016 ARC-CO payments. Expressing the 2016 county yield as a percentage of benchmark yield is more important than the final county yield in determining estimated ARC-CO payments. Once the county benchmark yield is determined for 2016, we can make some 2016 ARCCO payment estimates at various final 2016 MYA price levels. Tables A and B show the final 2016 county yields at selected benchmark yields, and at various percentage of benchmark yield levels. Tables C and D show estimated ARC-CO payment levels at various 2016 market year average prices and variable final percentage of benchmark yields for counties.

Trans-Pacific Partnership is vital for market growth

By DICK HAGEN The Land Staff Writer Despite President-elect Donald Trump’s lack of support for the Trans-Pacific Partnership, TPP has rapidly emerged as a number-one concern of the National Cattlemen’s Beef Association.

In a Dec. 3 interview with NCBA Tracy Brunner President Tracy Brunner at the Minnesota Cattle Industry Convention, Brunner said, “Trade is very important to us. We’ve been the strongest proponent of the Trans-Pacific Partnership as a way to level the playing field for beef producers in all countries and also to expand our competitiveness and market access.”

Brunner cited Japan as the most lucrative market for U.S. beef. “But we’re currently at a trade rate disadvantage with our Australian competitors. The American cattle industry is losing $400,000 a day to Australia because of the trade rate advantage they enjoy,” he said.

He said rhetoric between Congress and the Trump team is discouraging at this point. “If not TPP, then what? We have grown supplies of beef and competitive meats here in the United States. We need expanded market access.”

In addition, Brunner said U.S. cattlemen are working to do business in an environmentally friendly manner.

“Cattlemen are the original environmentalists. We care about our resources. We care about our water

supply. The Waters of the United States (WOTUS) is very intrusive and an overuse of the powers of the federal government. We think the incoming administration should become our ally on that issue,” Brunner said.

Brunner pointed out that WOTUS is an administrative rule. “The Trump administration is saying they are going to be business friendly. He called out that the WOTUS proposed regulations would die in his administration. So we believe we’re going to see a stake through the heart of this vicious animal,” said Brunner.

Brunner also noted the new Trump administration has said they will make a priority of health care reform. More affordable health care for America’s ranchers and cattlemen is also high on the agenda of NCBA, which has a growing membership. “ As fewer and fewer of us remain on the farms and ranches around the country — due to technology which enables us to do more with less — we have a diminishing voice in America within our governmental process, both state and national. This is why more voices, more participation by our membership is very vital, and very real right now. Speaking with one voice is more important than ever.”

Brazil is a major competitor in the beef market.

According to Brunner, Brazil has more cattle, but the United States produces more pounds per head due to increased efficiency.

“We get cattle to market at a much faster rate than they do on the grass-fed programs of Brazil,” said Brunner. “The U.S. is not only a leader in production efficiency, but also in quality. Choice American beef is the standard of excellence around the world,” said Brunner.

However, Brunner identified some challenges.

Brunner looks to the industry long-range plan to increase beef demand 2 percent a year to maintain today’s price environment.

“That will mostly happen through expanded trade.

The vast majority, 95 percent of our potential future market, lies outside our borders. There’s a growing world population that wants our high-quality beef and is going to be more willing and able to pay the cost of that beef as time goes on. So we need freer and more open markets to let us access that growing global demand for beef,” he said.

“Our nation’s beef supply is increasingly important in the food security of our country and the rest of the world,” Brunner said.

That’s likely to increase pressure on the United States to develop a more robust traceability system.

“An infectious animal disease could wreak havoc on our current marketing and distributing systems, and cause severe economic harm to everyone in the beef chain — from producers to consumers. A simple baseline traceability system that will allow containment and eradication of a disease while maintaining consumer confidence in our industry and its product is both needed and necessary,” concluded Brunner.

Above all, Brunner said cattle industry leadership must focus on working together to help members achieve prosperity and maintain their lifestyle through profitable and sustanable farm and ranch businesses.

“We’ve got to stay active in our government.

Government overreach has got to be countered and pushed back at every opportunity. We need the freedom to operate. We need the ability to make individual investments on our farms and ranches that are best for our individual operations,” he said.

Brunner is the fourth generation on his family operation at Ramona, Kan. He has served as president of his family corporation since 1988. Brunner manages the feed yard and the yearling grazing operation. He also oversees the cattle and grain marketing decisions, commodity risk management, customer relations and financial reports. The family also operates a seed stock enterprise. Brunner is a Kansas State University graduate in animal science with a master’s in agribusiness. He served on the NCBA Board from 1998 to 2011 before being elected president. v

Inventories of aged barrels and blocks remain readily available, while fresh blocks continue to tighten.

Western contacts report that although milk intakes are getting used more heavily in bottling, there is still plenty of milk available. Cheese output is active and stocks are slowly rebuilding following the peak holiday demand. Contacts report block inventories, especially current blocks, are a little tight. But supplies of blocks with more age, and barrels are more readily available. Domestic cheese draws, although slower than the holiday blitz, are solid. Demand for mozzarella is building through the football playoffs and Super Bowl peak pizza event.

Spot butter started the week with an 8-cent jump on Jan. 9, hitting $2.30 per pound; but lost ground from there, and closed Jan. 13 at $2.2250. This is a half-cent above the previous week, but 2.5 cents below a year ago when it shot up 21.5 cents. On the week, 11 cars exchanged hands at the CME. Dairy Market News reports that the reopening of educational institutions resulted in plentiful cream from bottlers across the Central region. But, contacts also reported a slight uptick in cream demand from Class II producers aiming to ramp up ice cream production. Butter output remains active and inventories continue to build. Butter demand varies somewhat as some butter producers report that sales remain relatively strong, while others report a slowdown typical for this time of year.

Western butter manufacturers are working hard to find the balance between supply and demand. Although down from peak demand near the fall and winter holidays, domestic butter draws are steady and following seasonal trends. A few contacts say sales are exceeding expectations. With ample supplies of cream, butter production is active and some manufacturers are rebuilding inventories.

Cash Grade A nonfat dry milk finished the week at $1.0325 per pound, down 2 cents but 29 cents above a year ago. Nine cars found new homes on the week.

“I don’t know the future of these dairies because it takes such a large land base to support a dairy that size, both for feed and manure applications. Yes, we already have some excellent mega dairies that are

Dickrell thinks older dairy farmers are staying with cows because technologies are making dairy farming an easier enterprise. This is one of the drivers to robotic systems, especially for smaller (200 cows or less) operations. v

By DICK HAGEN The Land Staff Writer ST. CLOUD, Minn. — Jim Dickrell, currently editor of Dairy Herd Management, has seen many ups and downs in the U.S. dairy industry. Dickrell, of Monticello, has spent 40 years observing dairying and he’s much aware of the current profit squeeze.

But he’s also encouraged.

“I’m fairly optimistic for 2017,” Dickrell said.

“Prices won’t get to those 2014 levels when we saw $22-$25 mail box prices. But I see $18 prices by summer, 2017. Feed prices are lower, which also helps margins.”

Dickrell notes consumer demand is still very strong, which helps keep a floor on U.S. consumption.

And the European Union has slowed production considerably. So too, has New Zealand. And China has started importing product again, so indications are the global market is starting to recover.

Interviewed at the Minnesota Milk Dairy Conference in St. Cloud, Dickrell explained EU slowdown is because of elimination of production quotas on European dairy farmers. That produced a huge surge in production and milk prices collapsed.

“So they’ve instituted their own diversion program for the first quarter of 2017 to slow things down,” said Dickrell.

But the spoiler is Russia, which is out of the market. U.S. embargoes were imposed because of Russia’s actions in the Ukraine. “If Russia were back into buying our dairy products, that could be a substantial boost. But I don’t hold much hope of that changing next year,” said Dickrell.

Dickrell added robotics are moving into the U.S. dairy industry. “We’re seeing more robotic systems,” he said, “but it hasn’t been a rapid expansion because of their high cost. But growth is continuing, especially if labor issues persist.”

Cow numbers are static in Minnesota despite increases in surrounding states. A big reason is that Minnesota does not have the processing capacity to expand, explained Dickrell.

“There are a number of Minnesota dairies that would like to grow, especially in that I-29 corridor of western Minnesota and eastern South Dakota. I’m told there are 20,000 cows ready to come into Minnesota. But without processing capacity to absorb this additional production, it’s a moot point at this time,” he said.

Dickrell said localized financial assistance, such as tax incremental financing packages, would most likely fund these projects, rather than any federal programs. “But the fundamental economics have to work before this happens,” he said.

Robotic milking was ‘super move’ for Upsala dairy

Roerick discussed why they upgraded to a robotic milking system and how well it’s working out.

Q: You’re now about one year into robotics.

What tripped your trigger?

Roerick: It boiled down to the basic fact that our family farm needed some improvements. We weren’t sure about how to go about this process. So we took about three years to work out a planning process. We could see the big push for us was labor. We didn’t feel we were strong enough to be people managers.

Robotics let us sidestep that issue and it’s been a really good fit for us.

Q: You indicate that at any given time about 180 cows are in the milking lineup?

Roerick: That number told us three robotics units would be sufficient. We did some shopping. We knew of two systems in our area that were well supported.

Being newcomers, we felt the Lely system had some advantage, so that’s the route we went.

Q: Who adjusted most quickly to this new system, your cows or you?

Roerick: No question on that one. The cows adjusted very quickly. Just a few days and they were OK. But we had to learn lots of computer technology.

tify issues more quickly. But for certain we had a three to four-week learning curve.

Q: Does that include the milking sequence and the milking frequency of each cow?

Roerick: Cows do some of that frequency scheduling on their own. If a cow is aggressive in getting into the unit, she’s telling us she’s may be a 3x or even 4x cow. We have learned that there is a balancing act between the number of milkings per day and the pounds of milk produced per milking. We like to see 2.8 to 2.9 milkings per day with an average of greater than 32 pounds of milk produced per milking.

Q: How did you long-term plan your system?

Roerick: Based on evidence within the industry and visits with area dairy farmers, some major upgrades might be necessary 10 to 12 years down the road. We look at the Robotic system about like our milking parlor, which after 10 to 12 years also needed some major upgrades. When things are constantly being used, constant wear is inevitable.

Q: Labor savings was high on your criteria.

How about milk production?

Roerick: Because of improved overall health of our cows, reproduction issues lessened and milk production jumped significantly. We went to 3x milking and production jumped 10 to 12 pounds per cow average. We were expecting a 6 to 8-pound increase, so we picked up some bonus pounds. That made the transition easier because we quickly could see the results. We just cracked 30,000-pound herd average last month and we’re hoping to see even more increase. A large percentage of our cows are now doing over 100 pounds per day.

Q: With significantly higher production, might this impact the longevity of your cows?

Roerick: We are seeing cows stick around longer.

Granted we’ve only been into this about a year. But we’ve noticed that cows with reproductive issues seem to clean up sooner and come back into heat much sooner. So we’re making an assumption one or two more gestations per animal could result.

Q: You’ve even planned for future expansion?

Roerick: We designed this barn with the idea that we could build an identical barn to the south and utilize the same milk house and manure pit. We anticipate this could be happening seven to 10 years ahead. My father, who is in his mid-50s, said he probably wouldn’t be part of that next expansion. But now that he’s seeing the efficiencies and lesser issues with our robotic units, he’s actually saying, ‘Yes, I’ll probably be part of that next generation of expansion too.’

Q: Biosecurity is such an issue in livestock production these days. Do you permit visitors?

Roerick: We do, but we much appreciate a headsup so we know you are coming and can work our schedules with your visit. It’s just my brother and father; plus we do a broiler barn so amongst the three of us, sometimes we get stretched a bit.

Exports are vital to expand agricultural revenue

By DICK HAGEN The Land Staff Writer BLOOMINGTON, Minn. — “Certainly there will be change; not only at the national level, but here in Minnesota too. Besides a new president, we’ll be seeing lots of new faces in Congress and the same right here in our state Legislature with over 40 new folks filling chairs in St. Paul Kevin Paap starting in January.”

That’s what Kevin Paap, Minnesota Farm Bureau president, shared with members at the Minnesota Farm Bureau Federation’s annual meeting, held Nov. 17-19.

Q: So how do you go about making inroads with these new faces?

Paap: It simply boils down to building relationships. Meet and talk and listen perhaps best describe how this political process really works. At the front end is basically an information sharing stage where they learn to understand who we are, what we do, how things affect us — such as the buffer law, property taxes on school referendum issues … it’s a variety of things but they’ve got to hear our story. I remember a comment by Dennis Osman, a former state representative. He said, ‘Why do people think we wake up smarter the day after the election? In politics, education is a day-after-day continuum.’

Q: As you already know, President-elect Donald Trump is not a supporter of the TransPacific Partnership and the North American Free Trade Agreement. How can American Farm Bureau impact the thinking of this Ag Advisory Committee?

Paap: We’ll just have to start with some basics. We have to remind them that here in Minnesota and much of the U.S. agricultural world, we are growing more than we can use. Exports have been the bulwark of U.S. agriculture for many years. One out of every three rows we plant is planted for the export market.

We export about half of our Minnesota soybean crop each year. We’ve got to educate Mr. Trump and his advisory board that 90 percent of the people in this world don’t live in the United States. These people are our customers. We’ve got low prices now. If we want to raise prices, we have to raise demand. It needs to be fair. We have to look at other things besides agriculture. We continue to be the envy of the free world when it comes to agriculture. NAFTA has quadrupled since its start about a dozen years back. Hopefully, this new president and our new Congress understand that the economic well-being of American agriculture directly impacts the economic health of our country.

Q: Trans Pacific Partnership involves 11 countries plus the United States. If the United States rejects the proposal, is TPP dead?

Paap: The problem is that China is not in. If we chose not to join, China will want to take over if the United States doesn’t wish to become a major supplier. It’s difficult for people to compare where we are today without TPP and where we would be with TPP. The reality is these other 11 countries are going to go ahead and work on trade with or without us.

Q: Is the strength of the U.S. dollar a positive or a negative when it comes to world trade, particularly expanded trade if TPP were to happen?

Paap: As a corn and soybean farmer, I’m most concerned what the cash price is when I deliver to my local elevator. That’s so very basic in this business of farming. But in today’s agriculture, with exports so vital, we need to also consider what is the cost of getting that corn and soybean bushel delivered to where they (the buyer) want it. A high dollar makes that part of the process more expansive. Also, transportation costs impact and that is why rebuilding the infrastructure that moves U.S. farm products from farm to consumer, regardless of a domestic consumer or a foreigner, is also part of this total agreement.

The locks and dam structures on our rivers even impact a potential membership with TPP. Q: So did you generate some positive breakevens on the 2016 Paap farming operation?

Paap: My story is the same as everyone else’s.

Without such great yields, negative break-evens would have been likely. The best way to get better break-evens is to raise more bushels. If I could take my break-evens and divide it amongst those fields where we had top yields, I guess we’d be OK. But I’ve got to divide over our whole farm including those fields, those areas where — thanks to generous rains

— yields weren’t so good. Where we drowned out, that break-even is a zero.

Q: Is agricultural productivity ramping up too fast? Is yearly production getting ahead of yearly demand?

Paap: We’ve been very blessed with demand from overseas. By far, our biggest safety net is probably China. Yet China is now a major exporter of corn, and soon pork exports too. It tells us that we need to keep looking at new markets. Right now we are growing more than we can use. Right or wrong, the safety net in our Farm Bill has been the provider.

Q: As a Washington ‘Insider,’ can you tell us who will be the next Secretary of Agriculture?

Paap: A confidante who knows the D.C. beltline very well once told me: ‘Many times the people that are talking don’t know and the people that know aren’t talking.’ Lots of names being floated out there. From a Farm Bureau perspective we want to make certain that whoever that person is they know agriculture and the importance of rural. Not knowing rural certainly made a difference in this election apparently. Agriculture is food and food is common with everyone. So the American Farm Bureau will make a big statement, not just to this new ag secretary, but to EPA, the Department of Interior, even land acquisition agencies.

Q: How many years have you been state president?

Paap: I was re-elected into my sixth term as president of Minnesota Farm Bureau at this November annual meeting. Each term is a two-year period alternately with the state vice president. I loved being president that first term. I’m enjoying it even more this time. It’s easier now, especially with my two sons (now 25 and 28) pretty well handling what needs to be done at the farm. Now we can be at various Farm Bureau meetings and things are getting done back home too.

I love the interaction of policy discussions, policy implementation but also the consumer interaction that is so important in getting our story told to the right audiences. Being able to tell people what we do to produce our food is both satisfying and at times humbling.

Q: So how do you see the future for young people wanting to get established in agriculture?

Paap: There is always opportunity in agriculture because the dimensions of agriculture keep expanding. Certainly there won’t be farming opportunities for all who wish to farm. But for every farmer today, there are a legion of others providing support, products, marketing assistance, new technologies in production and such. I’ve heard there are now at least two dozen off-farm jobs for every farmer. Look at the ag colleges today. There are more jobs than there are graduates. Certainly with the science, the technologies and all the inter-related elements and agencies, the scope of agriculture keeps expanding. It’s not just growing the food. It’s all those other jobs of processing, packaging, and marketing the products of agriculture. v

T

he steam locomotive at Locomotive Park in Mountain Iron, Minn., is an example of both American business and engineering brilliance and folly. O.I.M. Company No. 806 was built by Baldwin Locomotive Works of Eddystone, Pa., in 1910 and put to work on the Mesabi Iron Range. At that time Baldwin was the world’s largest and most influential manufacturer of steam railroad locomotive engines.

During its 45 years of service, No. 806, a relatively small engine known as a Class S-4 Switcher, served in the Proctor train yards, was employed on the ore docks at Lake Superior and worked in various open pit mines across the Range. It was a little work horse and, for its time, an engineering marvel. With a tender full of coal and water attached, it weighed 254,000 pounds and was 63 feet and 2 inches long. It had a cylinder bore of nearly 2 feet in diameter and a stroke of over 2 feet.

In 1955, No. 806 was retired from service.

At the time it was hauling iron ore out of the Mountain Iron open pit near the town.

Mountain Iron, now known as the Taconite Capitol of the World, wasn’t standing still.

Within a few years, as high grade iron ore was depleted, the new taconite processing technology was adapted there and across the Mesabi Iron Range.

Meanwhile, the locomotive giant Baldwin was standing still. Company executives refused to accept that diesel locomotives would replace steam. As a result, business declined and the company closed its doors in 1972 after having produced more than 70,000 steam locomotives.

Engine No. 806 could pull around 20 tons; less than 20 percent of its weight. That wasn’t good enough in the new age of taconite! Nowadays, at Mountain Iron’s gigantic Minntac mine, electric shovels pick up 85 tons of taconite ore in one scoop and load it onto trucks that haul 240 tons of ore.

lifting at the bottom of today’s mines. But if you visit No. 806 at Locomotive Park you can stand in the sheltered overlook of an abandoned granite quarry and listen to the clang and toot of modern diesel electric locomotives as they haul taconite from the processing plant. And, if you wish, you can climb aboard the cab of No. 806 and imagine you are the train engineer you wanted to be when you were a kid. v
