To the Editor: Every farm woman knows operating a family farm is complex, but tremendously rewarding. It is no secret that women play a huge role on farms. There are so many challenges facing families in agriculture, from financial decision making on the farm to estate planning. Annie’s Project is a nationwide program that strives to empower women to become improved business partners through networks by managing and organizing critical information. This six-week course aims to educate women in the areas of risk of production, financial, marketing, legal and human resources; every rural woman should consider attending. As a past participant, I can say Annie’s Project gave me the tools to start conversations with my family about what we do on our farm. I was able to learn about several topics in short periods of time, which allowed me have a further under-

standing of what we do. I am very proud of all the participants in Annie’s Project for taking the time out of their very busy lives to collaborate and share what life is really like when you farm. There has not been a day that has gone by that I regret the time I put into Annie’s Project. It has given me the baseline understanding of general farm production topics, something I feel is important to continue farming the land just as my family has done for many, many generations. If you’re a woman in agriculture and want a comfortable setting to expand your knowledge base of the farm, please consider attending an Annie’s Project workshop. Course will take place Tuesdays from July 28 through September, from 12-3 p.m. in Mankato, Minn. Registration is available at agstar.com/anniesproject. Angela Guentzel Mankato, Minn.

When are you running for President?” Probably when I become an expert in something, Karen. Thanks for the vote of confidence though. Another e-mail, this one sent by Bob from Ohio, wasn’t as effusive but contained more insight. “You seem to be sensible. Trouble is the populous, on or off the farm, doesn’t have much interest in sensible.” Richard, an e-mailer from either on or off the farm in central Illinois, is the sensible exception to the above rule. “Just a follow-up to your most recent article: I use up many of my free articles a month online just reading your column. How do you find such interesting material?” No real secret, Richard. I use many of my free, online articles each month to read this and that. Nothing, mind you, that might require any real expertise though. Another recent e-mailer, Ken, who identifies himself as someone with “over 40 years of federal service as a research scientist,” is equally levelheaded. “You must be correct in your assessments,” he writes, “because I am usually in full agreement with you.” Finally, an expert! Vintage aircraft soar at World War II airshow Visitors to the Ray Fagen Memorial Airshow crowd around a B-17 Flying Fortress called Aluminum Overcast. An estimated 12,000 people flocked to Granite Falls, Minn., on June 20 to view spectacular WWII-era aircraft.

By DICK HAGEN The Land Staff Writer GRANITE FALLS, Minn. — The population of Minnesota’s western prairie community of Granite Falls swelled from 2,760 to nearly 15,000 on June 20. The extra visitors came for the Ray Fagen Memorial Airshow and witnessed “History in the Sky” as World War II-era planes took to the skies. Hosted by the Fagen Fighters WWII Museum and Ron Fagen and associates at the Lenzen-Roe Memorial Airport, the air show was a tribute to all military veterans and a special tribute to Ray Fagen, a WWII infantry man who stormed the beaches of Normandy on D-Day, June 6, 1944.

At that time, the plane had just been restored but Buechler recently did another complete restoration. He said he’ll keep his bird around as long as he can still climb up the wing and hoist his legs into the cockpit. Buechler’s career as an anesthesiologist at a Milwaukee hospital helps finance his hobby. “I couldn’t afford one of these birds today,” he said. “Thirty years ago they were much less expensive. The P-51 had not yet become a prized possession.” Buechler did some formation flying with the other two P-51s at the air show.

Women’s workshop teaches value of soil health By MARIE WOOD The Land Associate Editor MELROSE, Minn. – Rosie Spanier owns about 100 acres in Belgrade, Minn. She has 60 acres of woods, fruit trees and thousands of flowers. With her late husband, Urban, a long-time board member of the Stearns County Conservation Board, she raised six children on their roughly 600-acre farm. “I ended up doing all the farming in my coveralls,” said Spanier. “I was a born farmer and will always be a farmer.” Spanier was one of eight women who attended the Women Caring for the Land workshop in Melrose on

May 21. The workshop, sponsored by the Women, Food and Agriculture Network and Renewing the Countryside, was hosted by Stearns County Soil and Water Conservation District and other agencies. Spanier, who rents 40 acres of cropland to a farmer who gets chemicals on her fruit trees, came to learn how to convince her renter to stop spraying. In the workshop, women landowners learned about soil health and conservation practices. They also connected with local resources and each other. last 30 to 40 years is the absolute vitalness of the structure of the soil and the biology of the soil,” said Schutte. Improved soil structure helps increase yields while also preventing soil and nutrient runoff. One way to do this is cover crops. “Living roots, they glue that soil back together,” said Eells. “You can build the soil back up.” Participant Barb Niehaus, who has a 30-acre farm east of Sauk Centre, Minn., raises calves. She noticed the farmland is disced and has little past crop residue. “I wonder if there are any worms in that ground,” said Niehaus. The answer is not likely. Here’s why. “When we till we break up the fungi and worms. We have compacted the soil so much that there’s no room for them,” Schutte said. By reducing tillage and planting cover crops, dead residue and plants also wick water into the soil. “It drains better, but also holds on to water that is plant available in the most critical time of the year when your yield is being set. It holds onto water and gives it up to your crops in August when your plants are filling out,” Eells said. “That’s when you are going to make money or not.” Nutrient loss One pound of phosphorous equals 500 pounds of algae in our waters.

“I love the land,” said Linda Wenker. “I see water quality going down. The grasslands are so important.” Linda and daughter Melissa Wenker came to learn how to care for the family’s 80 acres in Melrose and waterfront property on Morrison Lake. So Jill Sackett, University of Minnesota Extension educator, talked cover crops. For farmers new to cover crops, Sackett recommends oats because they die in winter so come spring farmers do not need to spray and kill it before they plant their cash Marie Wood crops. “The use of cover crops affect everything,” said Sackett. “Start small on your own farm.” Field trip In the afternoon, the group took a bus to nearby Conservation Reserve Prgram land. A large pit was dug in order to view the soil profile. University of Minnesota Extension soil specialist Jodi DeJong-Hughes jumped in. “You can’t change the sand, silt and clay, but you can change the organic matter in your soil. This is the IQ of your soil,” said DeJong-Hughes. When we plant corn or soybeans, we are opening a big wound in the land and deep tillage creates a bigger wound, said DeJong-Hughes. The group also held soil from a corn field. The soil fell apart in their hands. Women landowners can make a difference in changing the landscape, especially if they have tenant farmers. Schutte suggested a long-term lease with the condition to try cover crops along with cost sharing of cover crop seeds in the first two years. “There are many renters out there who will rent the way you want them to,” said DeJong-Hughes. “You have choices.” For an extended version of this story, more photos and resources from this Women Caring for the Land session, please visit www.TheLandOnline.com. Haarstad said he is pleased with the crops — “We’ve caught up after being behind.”

The Lees McIntosh, Minn. Things are starting to heat up on the Lee farm, and that bump in temperature is helping the crops come around. The Land spoke with Joan Lee on July 2 as she reported that the while the corn wasn’t going to be knee-high by the Fourth of July, she believed that in some spots “it could be fairly close to that.” Meanwhile, “The soybeans are looking really nice; the stand looks really good,” Lee said. Lee and her husband Mark are getting away from the farm and heading west to Wyoming on a four-wheel adventure in mid-July. Time spent enjoying nature’s scenery is all the sweeter when you can report that for the most part your crops are in good shape.

The Froemmings Garfield, Minn. “We got a little over three inches of rain” in the last two weeks, Rodney Froemming told The Land on July 2, but he wasn’t going to let the rain slow him down. “We’re still working on hay; got a lot of custom stuff.” Meanwhile, “the corn is about chest high,” he said, and “our rye is really starting to turn now.” Froemming believes

Wheat harvest is just around the corner; he’s getting equipment ready to go. He’s also getting ready for a vacation to Michigan for the Fourth of July as well as eagerly awaiting the birth of his first grandchild, due any day now.

The Marbles Mapleton, Minn. On June 22, Harlan Marble’s crops took a beating in a havoc-wreaking storm. “We had winds up to 70 miles per hour,” he said. Annual corn crop is every farm family’s field of dreams Let’s be honest. Corn is big business. It’s the miracle of new life hapI remember playing in the corn when we were pening in plant fashion — and when those plants growing up. Back then we didn’t know or understand begin to emerge from the black gold that is rich the dangers of playing in grain bins or wagons, and Iowa soil, there is great pride in seeing those justwe did it all the time. Thank God for today’s knowlvisible rows of green that hold the future of the edge of the safety issues related to playing in grain — especially flowing grain. We used to head out to the corn crib on a hot summer afternoon, climb that very tall, straight-up-and-

down ladder that took us to the overhead bins, and jump into that waiting pool of wonderfully cool corn that was up there. You could burrow in up to your neck if you wanted. Only a farm kid can know how much fun that could be. It was a great way to cool off in a dry way when you lived out in no-man’s land, many miles from a municipal swimming pool. It’s a wonder we survived growing up in the 1960s and ’70s with little adult supervision. Parents just knew we were out playing somewhere on the farm. I guess we were the original “Children of the Corn.” In 1989, Hollywood created the story of an Iowa farmer who kept hearing a whispered voice saying, “If you build it, he will come.” He not only heard the voice distinctly, but pursued it against the wishes of his bankers — and with judgmental looks from his peers, family members and people in his community. Most all farmers follow the very same logic — if he builds it (the farm and the dream), there’s a chance that his children will follow him. His quiet whispering is there for the hearing — if only his children will pursue it. By the end of the movie we understood the majesty that an Iowa corn field is, when one of the movie characters asked, “Is this heaven?” And the farmer replied, “No. It’s Iowa.” How does Hollywood get off comparing being in an Iowa corn field to being in heaven? Just ask any corn farmer. They’ll tell you it’s real. Now that’s big. Karen Schwaller brings “Table Talk” to The Land from her home near Milford, Iowa. Grain Outlook Huge sales of old, new corn The following market analysis is for the week ending July 3. CORN — Don’t you just love a holiday-shortened, big U.S. Department of Agriculture report week? You should if you still had old crop bushels left to sell or needed to play catch up on new crop sales. Price action in response to weather concerns and the Planted Acreage and Grain Stocks reports was unexpected and almost shocking. Beginning with weather, corn conditions fell once again in the week that ended June 28 due to wet, cool conditions experienced over much of the Corn Belt. Corn PHYLLIS NYSTROM CHS Hedging Inc. ratings fell three percent to 68 St. Paul percent good-to-excellent compared to 75 percent good-to-excellent last year. The largest declines were in the East with Ohio down 19 percent, Indiana off 10 percent and Illinois eight percent lower. Turning to the USDA Grain Stocks as of June 1 report, corn stock of 4.447 billion bushels were below the trade estimate of 4.555 billion bushels. On-farm stocks make up the majority of the stocks at 51 percent of the total stocks. Minnesota on June 1 had 471 million bushels in inventory, of which 69 percent were being held on-farm. In post-report trading, growers were huge sellers of both old and new crop bushels. The corn Planted Acreage report was also below trade expectations at 88.9 million acres compared to the 89.29 million acre forecast and less than the 89.20 million acres the USDA has been using on the recent balance sheets. The refreshed number is 1.7 million acres less than last year’s 90.60 million See NYSTROM, pg. 15

Livestock Angles Grain Angles Beef prices Assessing your lower demand team’s advantage The month of June has not produced a very positive atmosphere for livestock prices. The month has seen both cattle and hog prices slump, in futures and in cash. The cattle market has seen another rejection at the highs of the trading range that this market has been entrapped in for months. Both cash and futures markets are now testing the lows of this range once again. There has been a battle going all spring between the short supply of cattle and the demand for beef. So far it has been nothing more than a standoff in the marketplace. This standoff between supJOE TEALE ply and demand may be coming to Broker a conclusion in the weeks ahead. Great Plains Commodity The economic conditions will Afton, Minn. likely be the catalyst to break this trading range that has been in place so long. The disparity in price between beef and all other competitive meats is way too wide for contracting disposable incomes to bear. As a result the demand for beef will continue to suffer. This has been an ongoing struggle for months as beef cutouts have increased the boxed beef movement contracts indicating a continued reluctance by the consumer because of price. With ample supplies of these competitive meats which have a lower cost per pound, the value is now pointing away from beef. So despite the fact that numbers are likely to remain tight in the months ahead, prices are not likely to follow the supply as much as they follow the demand. Producers would be wise to follow these market conditions and protect inventories as needed. The hog market has continued to slide throughout the month of June. Current numbers have been more See TEALE, pg. 15

I was a volunteer youth basketball coach for nearly two decades while my children and their friends were growing up. I enjoyed this because of my passion for the sport and I had great kids to coach. Each year, after a few practices, I would assess my team’s competitive advantages. If I had some long and fairly fast athletes, I tried to speed the game up by pressing and trapping. With teams that did not have as many athletes (not-soquick and small), I emphasized slowing the game down with a patient half-court offense — keeping the amount of turnovers to a minimum so that we could JOEL LARSON “stay in the game,” giving us the AgStar Financial Services Credit Director best possible chance for success. Blue Earth, Minn. I think there are some similarities when we assess our competitive advantages as grain producers, especially as we try to “stay in the game” with very tight profit margins. When I assess a grain producer for their competitive advantages, these are the management areas I consider: • Are they a low-cost producer? What does it cost you to produce a bushel of corn or soybeans compared to your peers? In order for a producer to know this they have to have a good set of records. Good financial management is also a competitive advantage. • Production ability as measured by actual production history — If you can’t produce good yields profitably, there is a need to investigate this further. • Overall land costs per crop acre — Depending on your APH, how competitive is this? If your corn APH is greater than 185 bushels per acre, is your overall land cost less than $250 per acre? At what land cost level are you no longer profitable? See LARSON, pg. 15

Information in the above columns is the writer’s opinion. It is no way guaranteed and should not be interpreted as buy/sell advice. Futures trading always involves a certain degree of risk.

Reports trigger soybean trading volume record

Hog market slid in June

ing number was 109 percent in line with the pre-report estimates. Overall the report was seen as neutral to slightly negative in the short term and neutral in the long term. Therefore the short term outlook appears to be determined more by the supply of hogs and longer term by the demand for pork. Producers should monitor market conditions closely and protect inventories when the opportunities present themselves. ❖

Weekly export sales for old crop soybeans were negative 400,000 bushels, below trade expectations. New crop sales were 4.7 million bushels, also below trade estimates. Total old crop commitments are still above the USDA outlook for 1.81 billion bushels; however, new crop sales continue to fall behind last year. Soybean export commitments for 2015 are 225.7 million bushels compared to the 411.4 million bushels we had on the books last year at this time or down 45 percent. South America continues to cut into our fall business. Focus is on our production, but at some point demand may command additional attention. OUTLOOK: Basis levels moved sharply lower on heavy farmer selling. On report day, funds were estimated to have bought 25,000 contracts, adding to their net long position established just last week. The November soybean contract traded through last December’s high of $10.39 3⁄4 per bushel when it traded as high as $10.40 per bushel. The next resistance level is the midNovember high of $10.56 3⁄4 per bushel with first support near the nine-day moving average at $9.91 1⁄2, then this week’s low at $9.71 1⁄4 per bushel. August soybeans were 40 1⁄2 cents higher for the week at $10.38 1⁄4 while the November soybeans were up 44 1⁄4 cents at $10.30 1⁄4 per bushel. ❖

Know your dollars per acre LARSON, from pg. 14 • Land debt per crop acre — Depending on the quality of the land, less than $2,000 land debt per crop acre could be considered a competitive advantage, giving you the potential to grow your business should more land come available at a competitive price. • Machinery and vehicle investment per crop acre — Less than $575 per acre. The thriftier you are here, the better return on your investment. Can you out-farm someone who is at greater than $1,000 machinery and vehicle investment per crop acre? • Working capital position — Grain producers who have working capital per adjusted gross income greater than 30 percent or greater than $500 of actual working capital per crop acre have a competitive advantage over producers with limited liquidity who cannot weather multiple years of crop losses.

• Marketing — It doesn’t have to be a complicated plan to get good results, but in order to be competitive you do need a written thought-out plan. • Risk management — Not only can you sleep better at night knowing your crop and business are protected, it also allows you to potentially market at higher levels. Establishing what your competitive advantage is and emphasizing that management strength in your business can give you the best chance of having future success. TEALE, from pg. 14 than adequate to offset the fairly decent demand for pork. This has given the packer the luxury of being selective in the pricing of live inventory. On June 26, the USDA released a Quarterly Hogs and Pigs Report which stated that all hogs and pigs as of June 1 was 109 percent. This was on the high side or estimates prior to the report. The kept for breeding number was 101 percent which was lower than anticipated, while the kept for market-

The kicker this week was the bullish USDA reports released on June 30. Soybean acres at a record 85.14 million acres were in line with the 85.17 million estimate and 500,000 acres above the March USDA projection of 84.635 million acres. Last year’s planted soybean acreage was 83.7 million acres. Minnesota acreage was pegged at 7.7 million acres, up 200,000 acres from the March report and 350,000 higher than last year’s bean acres. As of June 1, there were 625 million bushels of soybean stocks, with 39 percent of the stocks on-farm. This percentage is a significant jump from last year’s 27 percent June 1 stocks onfarm. Minnesota had 55 million bushels in inventory on June 1 with 53 percent on the farm. The implication is that the USDA may have overestimated the 2014 soybean crop by 50 million bushels. November soybeans staged a 57 1⁄4 cent gain the day of the reports. We’ll see how everything works through the USDA balance sheets on the July 10 monthly crop report. An updated production outlook from Informa Economics used harvested acres of 84.449 million acres compared to USDA’s June 83.7 million acres and their yield of 45.1 bu./acre is down from the USDA’s 46.0 bu./acre. Their 2015 production forecast is 3.808 billion bushels, down 42 million bushels from the USDA’s 3.85 billion bushel projection.

is erased, the $4.65 area will be the next resistance. The high this week was $4.39 3⁄4 per bushel. First support is this week’s low at $4.00 1⁄4 per bushel. For the week, September corn was 36 cents higher at $4.28 1⁄2 and the December corn rallied 35 1⁄4 cents to settle at $4.37 1⁄4 per bushel. Setbacks will likely be viewed in the coming week as buying opportunities. A possible area of growing concern to watch is western Europe where hot, dry conditions are hurting crops. SOYBEANS — Soybeans fell just slightly to begin the week, but the USDA reports on Tuesday sent prices to their highest levels since December and set a new record for volume in the process. Weather issues remain with soybean ratings falling two percent to 63 percent good-to-excellent as of June 28. As in corn, the largest drops were in the eastern Corn Belt with Ohio down 11 percent, Indiana nine percent lower and Illinois eight percent lower. Missouri’s soybeans were only 33 percent good-to-excellent after falling another one percent. There was still six percent of the U.S. soybean crop to be planted with Missouri only 62 percent completed and Illinois with seven percent to be planted. In terms of acreage, Missouri was estimated to have 2.1 million acres left to plant, Illinois with 700,000 acres and Kansas with 530,000 acres. In an interesting sidebar, 2010 was the second wettest May-June-July period in Illinois; 2010 Illinois bean yield was a record that year (now the second-best behind last year). In Iowa, 2010 was also the second wettest MayJune-July on record and soybean yields in Iowa that year were in line with both 2009 and 2011. August weather will determine what the final yield is, just like always.

NYSTROM, from pg. 14 planted acres. The total of all crop acres is 315.4 million acres, 700,000 acres higher than the forecast in March. These reports were enough to kick start a rally that pushed corn up the 30-cent daily trading limit in September corn and set an all-time record volume corn day on the Chicago Board of Trade. Funds were buyers of an estimated 40,000 corn contracts on report day, but they still held a net short position as we moved into July. Informa Economics updated their crop outlook as we headed into the weekend. They are using harvested corn acres of 81.1 million versus USDA’s June number of 81.7 million and a yield of 165.4 bushels per acre versus USDA’s 166.8 bu./acre. Their production figure comes in at 13.412 billion bushels, which is 218 million bushels less than USDA’s 13.63 billion bushel June forecast. Weekly export sales were better than anticipated this week at 23.4 million bushels, cutting the amount we’re down from last year from four percent to three percent. The USDA is predicting a 4.8 percent year-to-year export decline. New crop sales were 9.4 million bushels, where with 120.8 million bushels committed we’re still behind last year’s 152.5 million bushels committed. Weekly ethanol production dropped 26,000 barrels per day to 968 million barrels per day, the second largest weekly decline since January. Ethanol stocks were 300,000 barrels lower at 19.5 million barrels. OUTLOOK: As expected, basis levels moved lower as bushels were attracted into the pipeline. Weather will continue to drive direction. Record volumes were seen on June 30 in corn and soybeans on the Chicago Board of Trade. The next target for the December contract is the high set in back in December at $4.40 per bushel. If that

ARC-IC program. Some felt that using farm-level yields with ARC-IC would be attractive, compared to the countylevel yields used to calculate ARC-CO payments. However, the fact that ARCCO payments are made on 85 percent of crop base acres, and ARC-IC payments are made on only 65 percent of

crop base acres, was probably a big factor in the low enrollment in ARCIC. The ARC-IC program also required farm-level yield documentation, and calculated payments based on production and price levels for all program See THIESSE, pg. 20

base acre, with about two-thirds of the counties getting either a partial or maximum payment, depending on the 2014 average county soybean yield compared to the five-year average yield. USDA has a preliminary MYA estimate of $8.25$9.75 per bushel for the 2015 crop year, or an average of $9.00 per bushel. At that MYA price level, the potential for receiving a partial or maximum ARC-CO payment for 2015 would again be quite high; however, the MYA price would need to drop below $8.40 per bushel before any 2015 PLC payments would be earned for soybeans. It appears that most farm operators in major corn and soybean producing states opted for the “most sure thing” with the new farm program choices — that for many included fairly substantial 2014 ARC-CO payments for corn, as well as 2014 ARC-CO soybean payments for some producers, together with a high likelihood of substantial ARC-CO corn and soybean payments again for the 2015 crop year. It does not appear that producers widely bought-in to the concept of taking the PLC program on some of their corn and soybean acres as a risk protection tool against the really low commodity prices, or to sign-up for PLC in order to access the Supplemental Crop Option insurance coverage. For farm operators already utilizing 80 percent or 85 percent crop revenue insurance policies, as many corn and soybean producers do, the SCO option was not that attractive. It appears that the PLC program choice was a bit more popular with crops other than corn and soybeans, and in other areas of the United States, outside of the Corn Belt. Total PLC enrollment in the United States was at 42 percent for wheat, 75 percent for barley, 32 percent for oats, 33 percent for grain sorghum, 97 percent for canola, and nearly 100 percent for peanuts. The likelihood of PLC payments in the next few years for some of these crops was higher with the PLC program than with ARC-CO. For wheat, it kind of depended on location, average yields and price expectations, when making the choice between PLC and ARC-CO. The ARC-IC program did not attract much interest as a farm program option, with most major crops having one percent or less enrolled in the

• PLC is the Price Loss Coverage Program, based on the Market Year Average price only. • ARC-CO is the Ag Risk Coverage Program, based on average county yields and the MYA price. • ARC-IC is the Ag Risk Coverage Program, based on individual farm yields and the MYA price. • Farm Program payments are paid on 85 percent of crop base acres for PLC and ARC-CO, but on only 65 percent of base acres for ARCIC. • Farm Program enrollment data in these tables is from the USDA ARC/PLC website.

THIESSE, from pg. 18 yields. The result was a very high enrollment rate in the ARC-CO program for corn, especially in the Midwestern states. If lower price levels continue, the ARC-CO benchmark prices for corn will likely decline significantly for the 2016, 2017 and 2018 crop years, lowering the ARC-CO guarantees, and the likelihood of ARC-CO payments. Benchmark price for the ARC-CO program for 2014 is $12.27 per bushel for soybeans, which will also likely be the ARC-CO benchmark price for the 2015 crop year. ARC-CO payments for soybeans for the 2014 crop year will be much more variable than with corn, and will occur primarily in areas of the Upper Midwest that experienced below average soybean yields in 2014. Soybean ARC-CO payments for the 2015 crop year could be much more prevalent, if soybean prices stay at current levels or drop even lower. Similar to corn, the enrollment rate in the ARC-CO program for soybeans was extremely high. Just as with corn, it should be noted that the ARC-CO benchmark prices and guarantees could decline in future years, if soybean prices remain low. The market year average price that is used to calculate potential PLC, ARCCO and ARC-IC for corn and soybeans is calculated from Sept. 1 in the year of crop harvest until Aug. 31 the following year. Actual farm program payments are made in the year following the year that the crop was produced. (Example: Any ARC-CO or PLC payments for the 2014 crop year for corn and soybeans will be made in October 2015.) The current USDA estimate for the 2014 MYA price for corn is $3.65 per bushel. Based on that estimate, there would be a small 2014 PLC payment ($0.05 per bushel, or approx. $5.00$8.00 per corn base acre in Minnesota). The estimated 2014 ARC-CO payment for corn in Minnesota ranges from $55.00-$80.00 per corn base acre, with the higher payment levels in the southern portion of the state. USDA has a preliminary MYA estimate of $3.20$3.80 per bushel for the 2015 crop year, or an average of $3.50 per bushel. At that MYA price level, the potential for receiving a partial or maximum ARCCO payment for 2015 would again be quite high, as well as potential for an increased 2015 PLC payment. The current USDA estimate for the 2014 MYA price for soybeans is $10.05 per bushel. Based on that estimate, there will not be a 2014 PLC payment for soybeans. The estimated 2014 ARCCO payment for soybeans in Minnesota ranges from zero to $50.00 per soybean

Producers did their homework, made best choice THIESSE, from pg. 19 crops together, rather than for individual crops. It appears that many farm operators maximized their corn base acres, based on their planted corn acres from 2009-12, rather than gearing their crop base acres to more closely match

their likely crop production acres for the coming years. Nationally, the corn base acres increased by over 12.8 million acres from 2013 to 2014, which is an increase of approximately 15 percent. Soybean base acres increased by nearly 4.7 million acres from 2013 to 2014, for an increase of about 9 per-

cent. Wheat base acres dropped by nearly 9.9 million acres 2013 to 2014, barley base acres dropped by over 3.5 million acres, grain sorghum base dropped by over 2.6 million acres, and oats base dropped by almost 1 million acres. The reason that producers opted to maximize their corn base acres, at the expense other crop base acres, was that corn base had a higher farm program payment potential, especially for the 2014 and 2015 crop years. Another interesting point from the USDA farm program enrollment summary was the number of producers who chose to update their farm program payment yields, when there was an advantage to do so. The farm program payment yields are used to calculate PLC payments, but are not used to calculate ARC-CO payments; however, farm program yields were updated on two-thirds of the corn base acres that were entered into the ARC-CO program. The average increase in the farm program corn yield from 2013 to 2014 was just over 27 percent. Most producers enrolled in the ARC-CO program updated the farm program yields for later use, in case future farm program payments are based on the farm program yields.

Bottom line The high level of national and statewide enrollment in the ARC-CO program for corn and soybeans in the new farm program (2014-18) exceeded even the highest estimates projected by the farm program analysts. This high level of ARC-CO enrollment, especially in the Midwest, suggests that many producers did their “homework,” studied the options, and made the best choice for their farms. It also suggests that cash flow levels in corn and soybean production are very tight in many areas, and that having the likelihood of fairly substantial ARC-CO payments in 2015 (2014 crop year) and 2016 (2015 year) looked very attractive to reduce the financial risk. The much higher than expected enrollment in the ARCCO program for corn, together with the substantial increase in corn base acres, could increase farm program spending beyond the current Federal budget targets, which could create some issues in the future. Festival of kites

This week’s Back Roads is the work of The Land Correspondent Richard Siemers

32

T

his summer was the 25th Independence Day that kites speckled the sky above Independence Park in Marshall, Minn. For a quarter of a century a large intergenerational crowd has gathered in the 51-acre park for the Festival of Kites. While other activities come and go, two staple activities have anchored the community’s Fourth of July celebration — fireworks filling the sky after dark, and kites filling the sky in the afternoon. Why kites? “Because the wind always blows,” said Doug Goodmund, Assistant Director for Community Services in Marshall. Goodmund said that the Marshall Hy-Vee had already been sponsoring a fireworks display when the city joined with them to create a community celebration in the then newly-developed Independence Park. For many years, Goodmund and fellow staffers and their families put on the celebration. In recent years the Marshall Kiwanis Club has provided the workforce. Hy-Vee is still a major sponsor. The goal was a family-friendly celebration with free activities, so they decided to have a community kite fly. They purchased 500 kites and handed them out. People are encouraged to bring their own kites, but the nucleus of the Festival of Kites is still the 500 free kites that are distributed. They begin handing them out at a specified time. Folks assemble the kites and let the wind carry them aloft. Goodmund said the record time for handing out 500 kites is eleven minutes. The trees in the park were young and small for the first Festival of Kites. They have grown to full-sized trees over 25 years, but the park is still utilized for the festival. For the first 10 years they brought kite expert Bob Klein to demonstrate his “phenomenal kites,” as Goodmund described them. There are other activities each year, too, along with food vendors and a community band concert. “F” is a failing grade in school, but this is summertime. On the Fourth of July in Marshall, “F” is a superior mark standing for Family Fun, Food, a Festival of Kites, and Fireworks. ❖
