Congress playing ‘kick the can’ with CFTC reauthorization OPINION

THE LAND, MAY 1, 2015 << www.TheLandOnline.com >>

Confession time: Over the authority to regulate the U.S. The global derivatives market, however, couldn’t last three years I often have futures market, estimated at be more alive. And why not; doing nothing has been a winning strategy for House and Senate Republicans. They’ve beaten, or at least fought to a standstill, their hated foe, big government, by going small. Really small — as in nothing. Even when Congress does something it manages to do next to nothing. For example, from 2011 through 2013, the House Ag Committee held 10 hearings on how the Commodity Futures Trading Commission would implement the futures market reforms included in the sweeping, 2010 Dodd-Frank financial reform law. At the same time, the committee began to stitch together a comprehensive reauthorization bill that both gave the agency five more years of life while folding in the hotly debated Dodd-Frank reforms. That bill finally cleared the full House on June 24, 2014, which was a not-surprising nine months after the CFTC’s statutory authority expired Sept. 30, 2013. Once the Republican-dominated CFTC bill hit the Democratically-controlled Senate, however, the glacial pace of reauthorization froze. Senate Ag Committee boss Debbie Stabenow of Michigan said the House bill lacked a more permanent “funding mechanism” and added “new layers of administrative burdens” intended to hamstring Dodd-Frank reforms necessary to “effectively regulate these markets.” Unhappy with the House bill but unable to muster Senate votes to pass its own version, Stabenow found a classic Capitol Hill way out: she did nothing. The bill died when the 113th Congress adjourned early last winter. And it remains dead, 19 months after the CFTC’s

The government’s view of the economy can be summed up in a few short phrases. If it moves, tax it. If it keeps moving, regulate it. If it stops moving, subsidize it.” And perhaps Reagan’s strongest comment: “My optimism comes not just from my strong faith in God, but from my strong and enduring faith in man.” So despite the squeezing economy, have a great year, farmers. Guebert: Next financial scandal gets closer every day GUEBERT, from pg. 3 traded in 2013 was $223 trillion, double the amount traded in 2010. Worse, as a rolling series of market scandals — 2008’s global financial crisis, 2012 London interbank rate price fixing, the foreign currency market fraud of the same year — show, these volatile, mostly unregulated markets impact everything from home mortgage rates in Des Moines to bond prices in Athens. Closer to farm and ranch country, the ebb and flow of massive amounts of unmonitored, unregulated money into U.S. futures markets has affected farm and food prices, also. A February 2015 research paper published by Growmark, a $10-billion, Illinois-based regional farm cooperative, explained the effect this way: “ …the driver of ever higher prices is large sums of

money entering commodity markets from outside institutions and other financial markets. Though money flows are not part of commodity basics, they are most definitely part of the fundamentals — probably the most important part.” These new “flows” are “the embodiment of additional demand” but this new demand “is monetary, not physical.” And since these flows are purely financial — completely unrelated to either supply or demand hedging or hedgers — they “move prices regardless of what the news is or whether there is any news at all.” What and who are behind all this? In an April 7 “Thinking Forward” blog post, our good friend Steve Suppan at the Institute for Agriculture and Trade Policy lays the blame on “financial speculators” who “chronically exceed position limits”

which then “distort prices for commercial hedgers, often to a degree where they fail to manage their price risks.” That failure, writes Suppan, “if prolonged, can be devastating at every point of a commodity supply chain from producer to consumer.” How long is prolonged? Don’t ask Congress. It has had four years to incorporate Dodd-Frank into derivative regulations and nearly two years to reauthorize the CFTC and it’s still no closer to finding an answer. Meanwhile, the next financial scandal gets closer every day. The Farm and Food File is published weekly through the United States and Canada. The Froemmings — Garfield, Minn. Even though Rodney Froemming grew up on a farm, that didn’t mean farming was going to be his only occupation. “I tried a bunch of other things too,” he said. From working as a mortician for 10 years to a John Deere mechanic for 19, Froemming has enjoyed working both on and off the farm. He has now been farming five miles north of Garfield, Minn., since 1975, growing corn, soybeans, wheat, alfalfa and rye. Froemming and wife, Mary, have two children — Patty, who lives in Sioux Falls, S.D., and Janelle, who lives in Alexandria, Minn. Besides farming his own land, he also does “a fair amount of custom work.” That includes custom

combining and haying. This spring has been a dry one on the Froemming farm. As of mid-April, “We haven’t had any rain this spring,” he said. The lack of rain allowed Froemming to finish planting corn on April 17; he also had all his wheat planted by April 10. He was hoping to plant less corn this spring, but instead he “had to go with more corn this year to keep our rotation up.” He will wait until ground temperatures warm up to plant soybeans. So far, compared to last year, he’s ahead of schedule. Froemming said he looks “forward to spring; always optimistic.” He’ll need that optimism, as the moisture situation has become critical. Rain or no rain, he said, “Field conditions are pretty good, and work conditions are excellent.”

Kaden is 10 and “really interested” in farming, said Haarstad. Unfortunately in this age of big, expensive machinery, he said there’s “no small jobs that I would trust a 10year-old with.” Still, Kaden helps out when he can. Already in the field as of April 13, Haarstad is choosing to be optimistic about this growing season. “It’s a new year and you never know what can happen,” he said. Unfortunately with this new year comes the fact that soil moisture is very low, partly due to a lack of snow this past winter. “We are really dry here,” he said. “I don’t know if we had six inches of snow this year.” Haarstad is holding off planting until the wind settles some, as he doesn’t want to lose precious topsoil. Once conditions are right, he’ll be planting with a 60-foot planter this year, with the goal to have all the corn planted in five or six days. While wind, rain, or the lack thereof, can all be cause for a chaotic spring, Haarstad said, “I enjoy the stress of spring work.” Nothing beats the smell of freshly turned dirt, he said. Simple things for a not-so-lazy farmer.

The Haarstads — Rothsay, Minn. John Haarstad jokingly describes himself as a “lazy farmer,” growing corn and soybeans on a farm six miles southeast of Rothsay, Minn. While growing “just” corn and beans probably doesn’t qualify a producer as “lazy,” livestock was once an integral part of his family farm. “Grandpa quit cows in the early ’50s,” he said. From then on the farm was strictly a cash crop operation. Growing up on the farm Haarstad said he was pretty sure he wanted to farm. In high school he already had a few of his own acres. After high school, Haarstad got the opportunity to go to Australia for nine weeks and take part in farming “Down Under.” After that there was no turning back “I’ve been farming since ’94,” he said. Haarstad and his father, Michael, are in their fourth year of farming together. His brother, Paul, works off the farm but is becoming a larger part of the operation. The brothers do the planting each spring. Haarstad and his wife, Angela, have two sons, Kaden and Isaac, and a daughter, Hailey.

The Filzens — Renville, Minn. Dale Filzen has been farming on his own since 1991, six miles south of Renville, Minn. He grew up on a farm just two miles down the road. He knew that farming was in his future. “None of the older brothers did it, so I thought I better,” he said. Filzen’s farming operation consists of corn, soybeans, sugar beets and navy beans. He’s been growing those same crops for at least 10 years. Besides farming his own ground, Filzen also does custom planting and harvesting. “I’ve done some custom work for 10 years,” he said. Filzen is also a Mycogen Seed dealer, something he’s been doing for 18 years. Despite the consistency of his operation, each year is a little different on the farm, and this spring is no exception.

As of April 14, Filzen reported “There’s a fair amount of sugar beets and corn going in.” Conditions have been favorable for planting. “It’s probably the earliest I’ve started,” he said. He likes to get corn planted by April 20. A seasoned producer like Filzen knows that “We could see quite a bit of snow yet.” So for now, he said he has put a couple fields in and will see how that goes. His forecast for this year’s growing season? “I would have to say today there’s potential for a good crop.” Filzen expects to get the crops planted within a two-week span. During that time he will be taking in the wonderment that is spring planting. “I like getting out there and smelling the freshly worked dirt,” he said. Filzen and wife, Tina, have three daughters — Emily, Katie and Melody.

September 1985 and I wrote back,” she said. Mark proposed the following April and they got married in October 1986. They live on Mark’s parents’ farm. Lee and Mark have three children: Rebecca, who works in Minneapolis at Gander Mountain corporate office; Joseph, who works at Polaris in Wyoming, Minn.; and Samantha, a junior at the University of Minnesota. Spring work was in full swing on the Lee farm as of April 14. “Mark has been working up some land,” Lee said. They are getting fertilizer from one of their neighbors who has pigs. Mark is also plowing up some hay ground. As planting is about to begin, “Moisture is definitely going to be a concern,” she said. Though this spring may not be so hectic with the absence of the dairy herd, Lee is hoping she will not feel like she is being pulled in so many directions. She and Mark “still haven’t figured our new normal yet.” Lee relishes spring on the farm. “I love that smell when the dirt first gets turned over,” she said. If the weather cooperates it shouldn’t be long until that fragrant smell will be in the air. Lee knows, though, that planting is “definitely at the mercy of Mother Nature.”

The Lees — McIntosh, Minn. Last September ushered in change on the Lee farm in rural McIntosh, Minn. Joan Lee and her husband, Mark, sold their organic dairy operation. Their youngest child, Samantha, graduated from high school in 2012 and after that it was hard to find help — plus Lee said there are “other things we want to do.” The Lees wanted to keep the herd together and remain organic. She had a friend who knew someone who wanted an organic herd. All of the buyer’s guidelines fit Lee’s and it ended up being the perfect fit for all involved. She isn’t sitting on a porch swing taking in the scenery all day. Besides being a Polk County Commissioner, Lee grows organic hay, corn, oats and possibly soybeans this year, as well as conventional wheat and beans. Lee was born and raised on a dairy farm near Princeton, Minn. It was through an agricultural magazine that Lee met Mark, even though “I was one of those that said I was never going to marry a farmer.” The publication put out a farm dating book and some of Lee’s coworkers encouraged her to put her information in the book. “I started receiving letters from different guys. The Pulks — Wannaska, Minn. A southern Minnesota guy and his family take a chance and move to far northern Minnesota to live his dream of farming. Doesn’t sound like the typical Minnesota farm producer story but it is Andy Pulk’s story. Raised in New Prague, Pulk was always helping his grandfather on his farm. It wasn’t until after college that he started doing Conservation Reserve Program management that led to custom farming in the New Prague area. An opportunity to farm near Wannaska, Minn., arose, so Pulk, his wife Heidi and young family headed north. Getting used to a new area, different ground, even different crops was all part of the learning experience for him. With five years of farming in northern Minnesota under his belt, he’s ready to take spring planting head on. Pulk grows corn, soybeans, spring wheat with grass seed under seeded and sunflowers. “Last year was my first year of grass seeding,” he said. He has found that “grass seeds are proving very good for us up here.” Currently the grass seed is dormant in the ground, Pulk said he is hoping for “for no winter kill on the seed.” Only time will tell. The couple has five little future farmers: Sarah, 6; Madi, 3; Emily, 2; and twin boys Henry and John who will turn 1 in July. While the kids may not be able to help farm yet, Pulk’s brother-inlaw comes from the Twin Cities every spring to help with planting, as well as two high school kids and one full-time employee. Pulk has found that the temperature in Wannaska is usually 10 degrees cooler than his old stomping grounds down south. Even with cooler temperatures Wannaska is now home. “The community up here is similar to New Prague when I grew up,” he said. “There’s lots of young families here.” Pulk is involved in the local community and served on the Northwest Grain board of directors for the last two years, which has been a learning experience. “I’m one of the younger board members. We have a nice mix of ages on our boards,” he said. On April 13, Pulk said he was still two weeks out from “really getting rolling” in the field. Until then, he said he will be feeling “the anxiety of scheduling and planning.” Pulk knows that there’s just nothing better than “when the seeds are popping out of the ground.”

Cover story: Lily breeder mixing fancy, hardiness By RICHARD SIEMERS The Land Correspondent Springwood Gardens is a daylily paradise that sits atop a bluff overlooking the Minnesota River valley. These are not public gardens that you can just drive into and look around, although there are tours by appointment. It is the home of Karol and Dick Emmerich. It is also where Karol Emmerich is carrying out her passion to bring beauty to our northern world, developing northern-hardy daylilies. But, you may think, we already have daylilies that grow profusely in our climate, and you’re right, especially if you like yellow and Karol Emmerich orange blooms. Emmerich, however, had bigger ideas. “I wanted to do something that no one has seen before,” she said. “I wanted to have really, really fancy things like you saw in the South, so I mixed the things I like from the North with the things from the South. I had a lot of misses, but I was able to bring a couple things to the North, which is the very frilly edges and instant rebloom.” The frilly edges are technically called teeth. Rebloom means the plant grows a second stalk or scape. Emmerich’s are what she calls “instant rebloom,” meaning the second scape is emerging while the first one is blooming. One that reblooms later in the season is not as workable in Minnesota’s short growing season. “All of my hybrids do instant rebloom in other (warmer) parts of the country; probably 60 percent do it here in Minnesota,” she said. Along with a fancier bloom, Emmerich has bred a whole palette of colors into her daylilies, and most of her blooms are color combinations. She currently has 25,000 plants growing in the garden. She starts her new hybrids in the greenhouse and in the spring they are moved outdoors. “I have seven or eight kids who strip the greenhouse in a couple of days and plant as fast as we can,” she said. “I used to do 5,500 new seedlings a year, now I’m just doing 3,000. I’m getting tired; running out of room.” Record keeper Emmerich has been at this for about 20 years, and at her present location near Jordan, Minn., for 15 years. She was in her mid-40s and at the pinnacle of her profession as a vice president and treasurer of the then Dayton-Hudson Corporation, when she retired because she “needed more color in my life instead of just black and white.” Instead of studying spreadsheets, she offered free coaching for executive directors of faith-based nonprofits. She did part of the coaching at her Edina, Minn., home, where her garden had grown to two acres. Many folks stopped by to see it, and many visitors would ask about the names of the flowers, not all of which seemed that inspired to her. She had friends who suggested she breed flowers, because then she could name then. Emmerich

thought, “Oh, yeah, and name them after my girlfriends. I wanted to have serious names.” She decided to take up the challenge, although she had no background in horticulture. In fact, she didn’t like biology, which is why she majored in math and finance. “I have no interest at all in the science of this (breeding),” she said. “I apprenticed back in 1998-99 a few months a year with someone who knew what they were doing. It’s not that hard. It’s a lot of record keeping, and I’m a master record keeper.” Her studies and career had given her training in keeping good records and in logic, and one reason buyers turn to Springwood hybrids is because the genetics can be precisely traced. “More than half of my plants go to other breeders, because of my record keeping,” she said. “I know what plants do and can do. I have one with good teeth called Gnashing of Teeth, so people who are looking to do teeth with good color, they know I’ve already run it through its paces. Or one looking for blue eyes will get my Desire of Nations. Ones who want really deep saturated purple will get one I call Sola Deo Gloria. One of my earliest ones was called Heartbeat of Heaven, and that would put ruffles on anything in the north, give it instant rebloom and good branching.” Blooming market The breeders who buy her plants are often hobbyists, backyard breeders who want to create something unique in their garden. But they are serious hobbyists, because her plants average $100 a piece. The buyers often recoup that expense by selling the extra plants they breed, often through an online auc-

tion sponsored by the American Hemerocallis Society, also called the American Daylily Society. She doesn’t sell directly from her website because she wants to make certain her buyers have a good experience. They can send an e-mail and tell her what they want, and she will work with them to determine the best selection. Emmerich feels she and her husband were blessed in that they both selected careers in finance, which at the time was as good a career as any, but over time became one of the highest paying. They were able to save their money and retire early. She seems to be having too much fun to retire from daylily breeding any time soon. “I push the envelope a lot,” she said. Mixing tender Southern genetics to get the fanciness and Minnesota genetics to get hardiness, there are more varieties yet to blossom. You may have noticed that many of the names Emmerich has given to her blooms have a biblical connotation. “Yes, the names are the reason I started hybridizing,” she said with a smile. “I wanted people to think about them when they looked at the name tags in their garden, and be inspired.” More of Karol Emmerich’s philosophy and goals, as well as history and photos of Springwood Gardens, are at www.springwoodgardens.com. She talks about how to breed flowers on a segment of Prairie Yard and Garden, a Pioneer Public Television production, which can be viewed on YouTube by searching for “Prairie Yard & Garden: Daylilies,” or simply typing “Karol Emmerich.” The American Hemerocallis Society website is www.daylilies.org. ❖

By TIM KING The Land Correspondent AMES, Iowa — Ajay Nair, assistant professor of sustainable vegetable production at Iowa State University, is convinced that sweet potatoes can be grown in Iowa and parts of Minnesota — and he has the data to prove it. Sweet potatoes are a tropical plant and in the United States they are associated with warm locales that have long growing seasons, like Georgia, Mississippi and Louisiana, but not Iowa or Minnesota. Fortunately for gardeners and adventurous farmers, Nair’s research and variety trials in recent years have put the conventional wisdom about sweet potato production in the North Country to rest. In 2012 Nair and his research staff harvested just over 18,000 pounds per acre of Grade 1 Evangeline sweet potato tubers. Grade 1 sweet potatoes are three to nine inches long and 2.25 to 3.5 inches in diameter. Evangeline, which Nair describes as having light rose skin and intense deep orange colored flesh, also yielded a remarkable 3,929 pounds of Jumbo tubers. The Beauregard variety, which looks quite similar to Evangeline, yielded 14,661 pounds of Grade 1 tubers and 3,428 pounds of Jumbo tubers. Nair and his team also trialed Covington, Diane and Hernandez, of which Diane and Hernandez did not perform well. Interestingly, Beauregard significantly outperformed Evangeline in Grade 1 and Jumbo tubers in 2014 trials. However, Beauregard had the least

Short of selling or eating your sweet potatoes, cur-

ing is the final step in growing them. “It is important to cure sweet potatoes for longer storage,” Nair said. “Ideal curing needs 10 to 14 days at 85 F and about 90 percent relative humidity and then stored at about 55 F. This will provide five to six months of storage.” Most gardeners and small farmers will find it difficult to provide ideal storage conditions in mid-September. The primary purpose of curing is to heal harvest injuries so that the sweet potatoes remain in good condition for winter storage, according to the University of Georgia. Harvest nicks and scratches will heal somewhat below 85 F but not at all below 55 F, according to the university. Glenn Drownes, who has been growing sweet potatoes near Calamus, Iowa, for 30 years, has some interesting tips about curing at his Sandhill Preservation Center website. “The best way to cure them is to dig and do not wash,” he writes. “Then carefully lay them out in a warm area for a week or so to cure. Next, place them in the storage container. Do not just toss them in as that will cause bruising and they won’t keep as well. We use plastic tubs and place them in a location that is above 60 F. If you store them in a place cooler than 55 F the fungi go wild and thrive on the sugary roots.” Drownes, who recommends late planting, has a large variety of unusual and early season sweet potato varieties available for purchase at sandhillpreservation.com. Beauregard and Evangeline are available in a number of seed catalogues. Gardensized drip irrigation and plastic mulch tools are available from Johnny’s Select Seeds and other garden supply companies. ❖

bothering to give me a call,” said Fiedler. In a conversation with Stearns County Environmental Services, Fiedler was told that the county is required to convert grass buffers that have not been farmed in over 10 years into wetlands and add them to the National Wetland inventory. Fiedler offered to send his permits and maps to county staff. “They told me my federal determinations and permits do not mean anything to them,” he said. “I then asked that they send me a copy of the new maps they have created and mark the location of my violation. Staff sent the map but refused to mark where the violations were.” Upon seeing the maps, Fiedler said he realized Stearns County had no idea what they were doing; that it appeared that both the county and DNR chose to ignore the documents; and the county did not get along with NRCS. The end result was a criminal citation for violating a wetland. “I was completely shocked,” said Fiedler. “I did not realize Stearns County could create their own set of rules and ignore federal and state law. I am very disappointed to now realize county staff is not there to help Stearns County residents with fair treatment. Their goal is to side with the DNR.” Legal battle Fiedler hired St. Cloud, Minn., attorney Kurt Deter, an expert in land and water cases. Deter advised Fiedler to plead not guilty and requested a Demand of Disclosure which requires all communications to be made available to the defendant. Stearns County Environmental Services wrote to Fiedler informing him that its office had no control over ticketing. However, the DNR cannot write a citation without county recommendation, explained Fiedler. On Dec. 12, Fiedler reported that the DNR began making harassing phone calls and making visits to neighbors. Later that month, Fiedler met with legislators at the state Capitol. He talked to Rep. Paul Anderson, chairman of the House Ag Committee; Rep. Denny See DISMISSED, pg. 13

clean unmarked maps and asked them to mark on the maps what they had been charging me with,” he said. “They refused to identify anything on the larger maps. Seemed to me that as the cover up got worse they had no place to turn and hide.” The county responded with a letter from its attorney. “Their attorney called me a criminal a number of times in his letter to me,” said Fiedler, “and said the county did not need to provide me with any information.” On March 18, in Stearns County Judge Vicki Landwehr’s courtroom, Stearns County Environmental Services and DNR requested a continuance. Landwehr denied the request and dismissed the case. “These people have been trusted with great power and chose to overstep their bounds,” Fiedler said. “Fairness within our legal system has been tilted so far away from the individual that most people have no chance. ... I felt it was finally necessary for the good of all Minnesota farmers for someone to step up and stop the DNR’s abuse of power.” Buffer Initiative Fiedler voiced concerns regarding Gov. Dayton’s Buffer Initiative, especially if the DNR is the law enforcer. He said that given his recent experience with the department, it will be a sad day for Minnesota citizens if the initiative becomes law. Fiedler said his goal is to get government back inside the lines. Ironically, in 1988 the Fiedlers received the Outstanding Conservation Farmers Award from the Stearns County Soil and Water Conservation District. In 1989, this farm couple was the Minnesota state winner of the National Endowment Soil & Water Conservation program. They noted soil moisture and erosion problems on their 1,600-acre farm about 10 years earlier, and switched from standard moldboard plowing to a

deep tillage system providing better absorption of rainfall, virtually zero run-off of soil and nutrients, with resulting higher corn yields and greater net profits. Today Fiedler Farms is a 3,500-acre business. Daughter Pam and husband Bob Gierke along with son Paul and

In January, Fiedler requested copies of the rules between BWSR and NRCS from Stearns County staff, who wrote back stating they were not aware of any rules. So Fiedler sent the rules to Stearns staff and then met with Environmental Services staff to point out mistakes. On Jan. 20, Fiedler said county staff acknowledged the work he was doing on 66 feet of tile in a buffer did meet a Wetland Conservation Act exemption. “I asked ‘Where were these rules when this first started? And why was the DNR officer not informed of this exemption on day one?’” said Fiedler. “But another big surprise, after sending me the exemption in writing, the DNR decided to continue pursuing criminal charges.” A pretrial was set for Jan. 26, but that morning the county attempted a plea bargain and a reduction from $280 to $50 fine, and criminal charges to a petty misdemeanor. “That would have required me to plead guilty,” said Fiedler. “I refused to plead guilty and wanted a trial. I hadn’t broken any laws. The wrong people were being put on trial. The county staff were the ones not following the law.” A new trial date was set for March 18. Fiedler reviewed the evidence the county provided the court. “The field map they were using to charge me was black and white, and totally unreadable and encompasses 320 acres,” said Fiedler. He requested a map with a zoom on the 10-acre area involved and said he was shocked at the staff response that the data was not “in our field, and we aren’t the ‘responsible authority’ for that data.” “How absurd,” Fiedler said, “after over four months they now said they did not even know where I was digging and did not have any information in their file. In my mind there was no question they had the information, knew it is wrong, so refused to help.” Next, Fiedler copied from the internet larger-scale maps showing the location and marked their mistakes. “Knowing staff would not agree with my interpretation, I also sent larger

The following market analysis is for the week ending April 24. CORN – Corn had a rough week as it slid lower everyday on favorable forecasts for planting and additional reports of bird flu in the United States. Corn planting was reported at nine percent complete as of April 19 compared to 13 percent on average and expectations for 11 percent complete. Minnesota corn planting was 12 percent complete versus six percent on average, Illinois 15 percent complete versus 21 percent on average, Indiana at one percent is well behind the 13 percent aver- PHYLLIS NYSTROM CHS Hedging Inc. age and Iowa was right on the St. Paul average at 7 percent complete. The average corn planting pace for April 26 is 25 percent complete, but estimates are running 17-19 percent due to wet conditions in the mid-South and cool temperatures around the Corn Belt. We need to see continued planting progress to avoid sharpening of pencils to cut acreage. The next six to 10 day forecasts look warmer and drier which should push planting along. Traders expect corn planting to catch up to average by the first week of May. Corn production estimates for South America continue to climb which casts a shadow on demand for U.S. supplies. Argentina added another 3.5 million metric tons of corn export licenses to a surplus world market. The Ag Ministry in Argentina is forecasting their corn crop at 30 mmt, unchanged from their previous projection. The U.S. Department of Agriculture is carrying them at 24 mmt. See NYSTROM, pg. 15

There comes a time when the division between hogs and cattle as separate markets must be dropped and looked at as the entire meat complex. This would also include the poultry side of the meat production to make a full assessment of the condition of the entire industry. After months of tight cattle supplies, as well as diseasereduced hog supplies and contractions in poultry production due to high input costs, the entire meat production is now in the process of rebuilding its inventories in all areas. With feeding costs slowly JOE TEALE improving, the expansion in all Broker facets is beginning to accelerate. Great Plains Commodity This will likely increase the total Afton, Minn. production of meat, whether it be red meat or poultry, in the months ahead. This will give the consumer more choices at more than likely different price levels. Therefore the reduction in meat supplies looks to be on the decline during the upcoming months. Looking at the demand side of the meat complex, there is an interesting scenario building that could dominate the consumers’ preferences in the months ahead. This not only will affect the domestic market but also the export market. On the domestic side, the disposable income available in this country has been shrinking over the past few years. This will greatly affect what the average family can spend on any given item, including what is purchased at the grocery store. There is a very large disparity in the wholesale price as well as the

last year. The IGC upped their world 2015-16 world soybean production by 3 mmt to 317 mmt and ending stocks up 3 mmt to 47 mmt. China only has 6.8 million bushels left to take from the United States and these are expected to be rolled into next year or canceled. This does not include any sales in the unknown category. Weekly export sales were 3.8 million bushels. We need 2.7 million bushels per week of sales to reach the USDA forecast of 1.79 billion bushels of exports. First official soybean planting will be reported this coming week. Last year 3 percent of the soybean was planted by April 28 and this year they are expecting 1 to 2 percent complete. OUTLOOK: Support in the May contract is unchanged at $9.45 to $9.50 with resistance at $9.90 per bushel. Support in July soybeans is $9.49 with resistance at $9.97 1⁄2 per bushel. Support in November soybeans is the contract low at $9.27 1⁄2 per bushel with resistance at $9.78 per bushel. Basis was slightly lower despite minimal sales from the farmer. Fund short covering was noted this week which helped support the market. They were holding a record short position according to the April 17 Commitment of Traders report. The daily trading limit for soybeans effective May 1 was left unchanged at 70 cents per bushel. ❖

OLSON, from pg. 14 asking as you begin designing a transition plan. • What is the true profitability of the business? (Not based upon tax returns.) • What are the current owners drawing out of the business in cash and benefits? • What will new owners need to draw out of the business in cash and benefits? • What is the expected capital needs for the next five to 10 years? • What is the targeted growth plan? • How do the current owners get their cash today? • How will current owners get their cash in the future? • What is the current owner’s equity position and how is it impacted by a transition plan?

• What will happen to the working capital of the business during the transition plan? • What is the current debt structure and how might the transition plan impact it? • How will business and personal income taxes be impacted during and after transition planning? consumer price in the meat counter. The gap between beef prices and the rest of the meat complex is at the widest level in many years. This has already hurt beef sales in recent months and will likely continue until this wide gap narrows.

In the export picture the strong U.S. dollar has reduced demand by foreign buyers in all meats over the past months, and will likely only return if and when the U.S. dollar contracts from current levels. As a result, the months ahead should bring about many changes in the prices in all meats including beef, pork and poultry. Producers in all sectors of meat production should keep attune to any change in developments in the marketplace and protect inventories as needed. ❖

state of emergency due to reported bird flu cases. Poultry accounts for 35 percent of corn used for feed. Argentine growers were holding soybeans off the market in hopes that the October presidential elections will lead to a devaluation of the peso. This would make their exportable crop more valuable. This week, however, saw soybean sales increase with harvest approaching half done. The Buenos Aires Grain Exchange has Argentina’s bean production at 58.5 mmt with harvest 46 percent complete, which compares to 48 percent complete on average. The Argentine Ag Ministry has production at 59 mmt and the USDA is at 57 mmt. Brazilian truckers went on strike April 24 with 17 blockades reported. The strike in March saw 100-plus roadblocks. This strike is a result of the failure of the government and truckers to strike an accord for freight rates and diesel prices. The trucker strike needs to last at least a week to be of any significance, but ports reportedly have four weeks of supply. China last weekend lowered the amount of cash reserve banks must hold with the intention to spark more lending and support their economy. Soybean acreage in China this year is anticipated to fall by the highest percentage in decades with estimates running at 10 percent to 15 percent. China produced just 12.4 mmt of soybeans

OUTLOOK: Corn fell into prices not seen since last fall. Weather will be the key to short-term direction. In May corn, the next support level isn’t until closer to $3.55 3⁄4 per bushel. For July corn, first support comes in at $3.63 3⁄4 per bushel, then $3.47 per bushel. Resistance in the July contract is this week’s high at $3.88 1⁄2 per bushel. December corn support is $3.81, then $3.64 per bushel; resistance is this week’s high at $4.04 3⁄4 per bushel. Basis was firm this week on extremely slow grower selling. Late in the week, there did seem to be interest in the summer months from end users. The new daily trading limit for corn, effective May 1, will rise from 25 cents to 30 cents per bushel. The new limit will be in effect until Nov. 1, when it will be reevaluated. SOYBEANS — Soybeans began the week by extending last week’s rally, but were unable to extend those gains until the latter half of the week. The report from Iowa where 5.3 million chickens were infected with bird flu, the largest outbreak so far, helped limit upside potential. This brings the total number of broilers and turkeys infected to 7.3 million nationwide. Last year, the United States produced 9.2 billion chickens and 235 million turkeys. Based on last year’s production and the number affected so far, less than one tenth of 1 percent has been impacted. Iowa is the biggest egg producing state in the United States with 58.5 million layers. The United States has 205 million layers as of March 1, 2015. Laying chickens consume 1.5 pounds of feed per week, turkeys four to five pounds of feed per week per bird. All in, it has been estimated that less than 2.5 million bushels of soybean use and under 7 million bushels of corn use have been lost due to the bird flu outbreak. Minnesota and Wisconsin each declared a

NYSTROM, from pg. 14 The Buenos Aires Grain Exchange projects Argentine corn harvest at 26 percent complete versus 23 percent last year and 41 percent on average. They are carrying production at 23 mmt, unchanged from their previous forecast. The International Grain Council increased their 2015-16 world corn production number from 941 mmt to 951 mmt. Last year’s world production was 994 mmt. The IGC’s ending stocks number of 181 mmt is 10 mmt higher than the previous estimate. China is expecting its corn acreage to climb 3 percent this year. China’s domestic corn prices are running 30 percent higher than world prices due to their program to support farmers. Their state reserves are estimated at 150 mmt, which equates to over eight months of usage. Weekly export sales at 34.2 million bushels (a nine-week high) were above the 16 million bushels per week needed to accomplish the USDA’s 1.8 billion bushel export forecast. Total sales are down 8 percent compared to a year ago, but the export forecast from the USDA indicates a 6 percent decline. Weekly ethanol production was up slightly to 273 million gallons. This implies 98 million bushels of corn used which is below what is needed on a per week basis to satisfy the 5.2 billion bushel corn for ethanol category on the corn balance sheet. Ethanol stocks were up 29 million gallons at 896 million gallons. Corn in general took a hit this week, closing at levels not seen since last October. For the week, May corn was down 15 1⁄4 cents at $3.64 1⁄2, July fell 17 cents to $3.69 3⁄4 and December corn dropped 15 cents to close at $3.88 1⁄4 per bushel.

Spot milk is available at $2.00 under class, says Dairy Market News, and milk components are seasonally good, providing solid yields. Cash butter had a good week, finishing at $1.83 per pound, up 2.25 cents on the week and the highest level since Feb. 5, but still 8 cents below a year ago. Nothing sold all week. NDPSR butter averaged $1.7351, down 0.7 cent. There’s reason for strong butter prices. While butter demand is mixed, according to Dairy Market News, “most contacts report strong demand.” Some manufacturers are saying sales are down as retail advertisements are down. Inventories are mixed. Some manufacturers are building inventories for future obligations and others are unable to as all production is meeting current commitments. Cream supplies are also mixed, with some manufacturers reporting that instead of selling extra cream, they are churning butter. Cream demand remains strong from Western butter plants. Increasing milk flow in many areas has not generated enough cream to satisfy demand at some butter plants. Competing interest from ice cream manufacturers is also a factor, according to Dairy Market News. Cash Grade A nonfat dry milk even saw a little strength this week, closing at 93 cents per pound, up a half-cent on the week but a whopping 92.75 cents below a year ago and the lowest spot level since August 2009. Seven cars traded hands this week at the CME. NDPSR powder averaged 96.65 cents per pound, down 0.9 cent, and dry whey averaged 45.62 cents per pound, down 0.8 cents. Storage report issued April 22 shows butter stocks at 184.3 million pounds, up 6.9 million pounds or 4 percent from February but 7.5 million pounds or four percent below March 2014. American-type cheese, at 629.5 million pounds, was down 12.8 million pounds or two percent from February and 9.6 million pounds or two percent below a year ago. The total cheese inventory on March 31 stood at 1.06 billion pounds, virtually unchanged from February but 44.4 million pounds or four percent above a year ago. Dairy traders had to weigh this week’s Milk Production and Cold Storage reports in view of current demand. The cash Cheddar blocks ended the week at $1.61 per pound, highest level since Dec. 22, up 3.5 cents on the week, ending two weeks of small declines, but still 60 cents below a year ago when they dropped seven cents to $2.21. The barrels closed Friday at $1.62, down a half centson the week after reaching the highest level seen since Dec. 1, ending four weeks of gain, and are 56 cents below a year ago and a penny above the blocks, a spread that normally averages 3-5 cents below the blocks. Seven cars of block and only one of barrel traded hands this week at the Chicago Mercantile Exchange. The lagging National Dairy Products Sales Report-surveyed U.S. average block price hit $1.5798, up 0.4 cent. The barrels averaged $1.6396, up 2.7 cents. ■ Barrel cheese has been “surprisingly tight in the Midwest,” reports Dairy Market News, and has led to some manufacturers scheduling additional barrel production to take advantage of the inverted prices. Some Midwest cheese plants are receiving sufficiently increased milk volumes to reduce the need for surplus milk purchases for maintaining desired production levels.

The sexiest hardy perennial in existence, would likely be an Oriental poppy. No other flower exhibits such pure gorgeousness. Immense, silky flowers with coal-black centers come into bloom in early summer and steal the garden scene for a few weeks. The huge buds about the size IN THE GARDEN of golf balls open so energetically it is like watching a slow By Sharon Quale motion scene. Last summer we watched as the bloom emerged and saw the new crinkled tissue paper like blossom unfold and the bud cups drop off. It was magical. Oriental poppies come in the familiar scarlet color as well as orange, pink, plum, salmon and white. We have a pink cultivar named Watermelon that has been thriving in our garden for 20 years. They don’t like to have their roots disturbed so select a planting site with care. Care and Culture: • Family: Papaveracea (poppy) • Origin: northeastern Turkey to northwestern Iran • Height: 24 to 48 inches • Soil and water: well-drained soil – drought tolerant • Propagation: by root cuttings or seed • Bloom period: late May through June • Hardiness: USDA Zones 3-9

Poppies inspired many paintings by Georgia O’Keeffe QUALE, from pg. 17 Many artists were attracted to poppies as a subject for painting. Famous artist Georgia O’Keeffe used poppies as one of her favorite images. Her painting Oriental Poppies is part of a collection at the University of Minnesota Art Museum in Minneapolis. She believed that due to the fast-paced lives people live, they just glance at flowers and never take the time to examine

their exquisiteness. She wished to give rushing people an experience of seeing the true beauty of flowers through her paintings. Using the huge blossoms in flower arrangements is possible, but the stems need to be cauterized by singeing with a match or lighter to seal in the milky sap. Pick them early in the morning, singe the stem and harden them off in a bucket of water for several

The seed pods are also beautiful left on the plant or picked to use as dried material. Oriental poppies do have a flaw because after their blooming they go into a dormancy and lose their foliage. It is good to plant late emerging perennials like gypsophilia or grasses near by so the bareness left by the poppies will be covered. Tall annuals are also effective in covering the empty spot near the poppies. Planting them in the back of the border is also a good idea so that the temporary gap of no foliage is less noticeable. Patty’s Plum is a newer cultivar high on my list of perennials to have. It sports plum-purple blooms up to 6 inches across with central blotches in shades of blackberry jelly to lavender-grey. That description alone makes me recognize the reason Oriental poppies are considered by many to be the sexiest of all hardy perennials. Sharon Quale is a master gardener from central Minnesota. 1⁄4 cup vegetable oil 1 1⁄2 teaspoon white wine vinegar 1/8 teaspoon salt Puree all ingredients in a food processor or blender until smooth. Taste and adjust seasonings if needed. Add honey and/or cumin to dressing, if desired. ■ Barley is a sadly underutilized grain that’s nutty and delicious but also fabulously healthy as well. While boneless, skinless chicken breasts can cook up a little dry sometimes, baking them with this fragrant barley pilaf guarantees they’ll be moist and fork-tender. This recipe takes a little extra time to cook, but your efforts will not go unappreciated. Four out of four “yums” from the Johnson clan! Baked Chicken with Apples and Barley 1 tablespoon olive oil 1⁄2 cup chopped onion 1⁄2 cup chopped red bell pepper 1⁄2 cup chopped green bell pepper 1 clove garlic, finely minced 1 medium tart green apple, chopped 1-2 tablespoons curry powder 1 cup whole grain barley kernels 2 1⁄2 cups chicken broth 4 boneless, skinless chicken breasts 1⁄2 teaspoon garlic salt 3 tablespoons orange marmalade or apricot jam Heat oil in a large skillet. Saute onion, peppers and garlic for five minutes, stirring occasionally. Add in apple and curry powder; sauté four minutes longer. Stir in barley and chicken broth; bring to a boil. Reduce heat and simmer 20-25 minutes. Pour barley mixture into a large baking dish. Arrange chicken breasts over barley and season with garlic salt. Cover and bake at 375 F for 45 minutes. Remove, uncover, and brush

chicken with marmalade or jam. Continue to bake, uncovered, for 15 minutes longer. Remove from oven and let stand for 5 minutes before serving. By SARAH JOHNSON The Land Correspondent Farm Rescue’s mission is to “help family farmers bridge crises so they have an opportunity to continue viable operations, at no cost to the farm family in need.” Now this helpful organization is offering a scrumptious new cookbook to help them help farmers in Minnesota, Iowa, North Dakota, South Dakota and eastern Montana. Here are just a few highlights from “Family Favorites Farm Rescue Cookbook.” ■ If you want to try cooking with Sriracha, the bright-red “rooster” sauce that’s, ahem, “hot” right now, but are a little afraid of the heat, here’s a great recipe that’s sweet and not too spicy — you can add more tableside if you want. Sweet and Spicy Sriracha Baked Salmon 2 pounds salmon, skin removed and cut into 4-6 fillets 2 limes, zested and juiced 3 teaspoons Sriracha 2 tablespoons brown sugar 1 teaspoon sea salt Chopped scallions, for garnish Place fillets of fish on parchmentpaper-lined pan. Grate a little lime zest over each piece of salmon. In a small bowl, whisk together lime juice, sriracha, brown sugar and salt. Pour sauce over salmon fillets. Bake at 425 F for 16 minutes. Sprinkle with scallions and serve. ■ Salads are refreshing, delicious and healthy, but they can also be a bit runof-the-mill. Spice things up a couple of notches with this hearty chopped salad with a bright-green fresh-cilantro dressing that’ll really wake up your tastebuds. Southwestern Chopped Salad with Cilantro Dressing 1 large head romaine lettuce 1 large orange bell pepper 1 pint cherry tomatoes 5 green onions 1 (15-ounce) can black beans, rinsed and drained 2 cups corn 1⁄2 diced avocado (optional) Finely chop romaine, bell pepper, tomatoes and green onions. Place all ingredients in a large bowl and stir to combine. Toss with dressing. Dressing: 1 cup loosely packed cilantro, stems removed and roughly chopped 1⁄2 avocado 2 tablespoons fresh lime juice 1 or 2 cloves garlic

Deluxe treehouse in the sky

This week’s Back Roads is the work of The Land Correspondents Tim King (story) and Jan King (photo)

I

n the spring you can stand on the deck of Joyce LaVoie’s treehouse, some 15 to 20 feet above ground, and look up through the three strong oaks that support the little six-sided structure and see the returning wood ducks thread their way at high speed through the tips of the branches. In the summer you can bask in the green glow of the oaks, maples and ash and listen to the screechy call of the tanager above and the sweet song of the wood thrush below you. In the fall you will be bathed in the light from the now golden leaves and may see a turkey troop parade through the forest below. And in the winter you can go inside this bed & breakfast in the trees, light a fire in the silver and black potbelly stove, curl up in the cozy bed with the Amish quilt, and read bear stories. Or you can lay on your back, listen to the stove clicking as it warms, and study the patterns of the knotty pine paneling as you gently slip in and out of sleep and the snow falls silently past your window. In spring, summer, fall or winter you will likely be woken by the sound of LaVoie’s footsteps on the stairs as she brings you steaming tea, chocolate or coffee and a tasty breakfast of fruit, muffins and cereal. Guests from near and as far away as France have discovered the LaVoie’s treehouse above the Long Prairie River valley west of the town named after the river. “People like to come to our drive-in theater in town and then stay the night here,” she said. If guests do come in after the usual double feature at the Long Drive-in they will find the wide winding trail to the tree house lit by flickering candles, solar lights and perhaps a few fireflies. During the night forest creatures may visit. One couple was watched over by a protective owl outside a window. “One boy came with his grandparents. They had left their food on the deck,” LaVoie said. “He told me that he heard a noise and he got up to look out a window. It was a raccoon and he had a rice crispy bar! The child was delighted!” To learn more about the Long Prairie Treehouse visit their Facebook page or contact Joyce LaVoie directly at (320) 732-0959. ❖
