Shaping the
LETTER FROM THE EVP
NEXT GENERATION OF MOBILITY It is exciting to see the continued momentum of KEITH’s FDOT Sector Team as we expand our statewide presence and support meaningful transportation improvements across Florida. KEITH’s FDOT Sector Team continues to deliver high-quality, timely submittals across roadway design, geospatial, utility coordination, and landscape architecture projects for clients in every FDOT District, as well as Florida’s Turnpike Enterprise. From SR 589/Suncoast Parkway and I-75 to SR 50 and many others, our team’s continued commitment and coordination are helping advance critical transportation improvements throughout the state. Our work spans Florida, from the Panhandle in District 3, across the northern part of the state near the Georgia border, and all the way south. As Florida continues to experience rapid population growth, KEITH is supporting innovative approaches that help FDOT stay ahead of evolving mobility demands and deliver infrastructure that keeps communities connected. Florida is one of the most dynamic places in the country to live and work. The state leads the world in space launches, is home to the three largest cruise ports in the world and is advancing some of the nation’s most forwardthinking transportation initiatives. FDOT is even developing the country’s first aerial highway network along the I-4 corridor in Central Florida. Through major programs such as Moving I-4 Forward, FDOT is shaping the future of mobility—and KEITH is proud to support the infrastructure that helps make these opportunities possible. As our statewide presence continues to grow, KEITH remains focused on strengthening the quality of our delivery. Our teams are enhancing quality control processes, applying lessons learned, holding leadership coordination meetings, and conducting Quality Assurance Reviews with FDOT project managers. Delivering exceptional service to our current clients remains one of our strongest business development strategies, and our continued emphasis on quality positions us well for future opportunities. Recent wins include subconsultant opportunities on General Engineering Consultant contracts in Districts 1, 4, and 7, as well as support on multiple Modified Phased Design-Build projects across the state. These complex, schedule-critical projects represent an important evolution in project delivery, and KEITH is excited to support some of the first efforts of their kind alongside our clients and partners. In April 2026, FDOT released a memorandum introducing the new DRIVE-D/C Program—Department’s Review for Innovation and Value Enhancement for Design/Construction. This program is focused on improving how projects are scoped and designed before construction, with an emphasis on cost control, innovation, and interdisciplinary collaboration. As FDOT continues to advance new delivery methods and statewide mobility priorities, KEITH is well positioned to remain a trusted partner by bringing responsive service, technical expertise, and a continued commitment to quality to the opportunities ahead.

PINETREE ESTATES ROADWAY RESURFACING Parkland, Florida KEITH provided comprehensive Construction Engineering and Inspection (CEI) services for a roadway rehabilitation project utilizing Full Depth Reclamation (FDR), an advanced asphalt technology increasingly used in South Florida to improve efficiency and sustainability. This project involved reclaiming the existing pavement structure—including subgrade and limerock base—by processing materials on-site rather than excavating and exporting them. Using specialized equipment, the existing roadway materials were milled, blended with a stabilizing emulsifier, and reintegrated to form a durable, compacted base, followed by the placement of new asphalt. KEITH supported the project from planning through construction. Our team collaborated with the client to develop design plans, assisted with the bidding process to identify contractors qualified in FDR technology, and served as the CEI provider throughout construction. This included surveying pre‑construction and post‑construction conditions and delivering continuous inspection services to ensure quality, constructability, and compliance. Through proactive field involvement and constructability reviews, KEITH identified and implemented cost‑saving measures that resulted in several hundred thousand dollars in savings for the City and contractor. The streamlined construction approach and coordinated oversight also enabled the project to be completed significantly ahead of schedule.
CREATING COMMUNITY
KEITH’S MISSION IS TO CREATE, EXPAND UPON, PRESERVE, AND ENHANCE OUR COMMUNITIES. KEITH’s Community Champions program continues to make a meaningful impact across South Florida through hands-on volunteer efforts that support environmental resilience and community well-being. In Pompano Beach, our team partnered with Adopt A Dune to plant a pop-up dune using native vegetation— contributing to the organization’s mission of creating a continuous, resilient dune system along Florida’s coastline. This effort not only strengthens natural defenses against erosion and storm surge, but also reinforces our commitment to sustainable, forward-thinking solutions that protect the communities we serve. Our team also proudly participated in the 44th Annual Miami-Dade County Baynanza Cleanup at Pelican Harbor Marina, joining thousands of volunteers across the region to remove debris and preserve the health of Biscayne Bay’s vital ecosystems. In West Palm Beach, KEITH teamed up with Community Greening to plant trees at Dyer Park, enhancing the park’s trails and creating a greener, more inviting space for residents and visitors. These initiatives reflect KEITH’s dedication to environmental stewardship and community engagement—values that extend beyond our projects and into the places we call home.
