Q: What further actions, if any, should be taken regarding gun control in New York State? It is past time to enact more commonsense gun reforms in New York State. We need to do more to protect our communities from any senseless gun violence. In the Assembly, I voted to keep guns out of the hands of domestic violence abusers, ban ‘bump stocks’ that allow semiautomatic firearms to act like military-grade weapons and allow for more thorough background checks for a gun purchase.

We also need to create more opportunities for voters to have their voices heard loud and clear and in this effort I supported Assembly measures that modernize the voter registration process. I also helped pass legislation that would restrict LLCs to the same contributions limits that currently exist for corporations under NYS campaign finance laws to build accountability and transparency in our government.

Q: What reforms would you propose to strengthen New York State’s ethics and campaign finance laws and enforcement? Please explain your answer. A: Public service should be about helping the hardworking people in our communities and giving them a voice, not for public officials to abuse their power for personal gain. I have voted to strip taxpayer-funded pensions from public officials convicted of corruption and support a limit on outside income for legislators as well as increased disclosure. It is my duty as the 16th Assembly District representative to work for our communities best interest, not special interests. I plan on sponsoring more commonsense ethics and campaign reform measures to bring integrity back to our government.

Q: What would be your top three priorities if elected? A: While I consider all areas a priority, for the upcoming legislative session, my top three priorities about government reform, Healthcare for all New Yorkers, and protecting our environment. 1. Government Reform: I stripped convicted public officials of taxpayer-funded pensions. I fought against special interests by voting to close the LLC loophole and I support a limit on outside income for legislators as well as increased disclosure. I will continue to fight for increased transparency to rid the government of corruption. 2. Healthcare for all: Everyone deserves access to healthcare and to decide what is best for their health. I support comprehensive health coverage for all New Yorkers and have cosponsored the New York Health plan which would include a single payer health system to provide affordable healthcare to all New York State residents. Additionally, I have fought and will continue to fight for women’s reproductive health rights. I cosponsored the New York Reproductive Health Act and will continue to support measures that give women

I serve on the Environmental Conservation committee to ensure bills that protect our environment are brought to the floor. New Yorkers can count on me to always protect and preserve our natural resources.

ELAINE PHILLIPS (REP) elaine@elainephillips.org

Q: What would be your top three priorities if elected? A: Affordability—Long Island’s high cost of living hurts families, young people and seniors. I was proud to help stop $3 billion in new taxes this year, and champion middle class tax relief. I want to make the property tax cap permanent, and cut state mandates to lower taxes. Protecting our environment— I was proud to support the historic investment to ensure clean drinking water for Long Island’s future, and deliver $12 million to modernize Nassau’s oldest sewage plant to protect our aquifer and the Long Island Sound. I will continue to safeguard our drinking water by standing up to NYC’s efforts to tap unused wells in Queens, which can cause chemical and saltwater contamination. LIRR Accountability—I’ve championed increased investment in local highway repair and improvements, and am working to hold the MTA accountable for service lapses, delays and commuter safety. I advocated for $8 million in discounts during Penn Station’s “summer of hell” and demanded a fare freeze until service measurably improves. Q: What reforms would you propose to strengthen New York

State’s ethics and campaign finance laws and enforcement? Please explain your answer. A: Restoring confidence in government requires a firm commitment to ending corruption. I proudly voted to strip corrupt public officials of their taxpayer-paid pensions, and to put an end to secret taxpayer-funded settlements in sexual harassment cases involving public officials. I am a strong advocate for term limits for state elected officials in order to bring new ideas and fresh leadership to state government at every level. I voted to support a series of ethics reforms that would increase transparency in government contracting and end pay-to-play, including measures that would require certain appointed public officials to be subject to financial disclosure, restoring comptroller oversight of state contracts, prohibiting certain political appointees from making campaign contributions, and creating a database of all state contracts so taxpayers can see where their tax dollars are being spent. These efforts will help to restore accountability to our government. Q: New York State has one of the lowest voter participation rates in the country. What election reforms would you support to improve voter participation? Please explain your answer. A: I support no-excuse absentee ballots to increase voter participation, and providing adequate funding to local Boards of Elections to smooth voting day operations. Q: What is your position on women’s reproductive rights? A: I am pro-choice and believe that decisions about women’s reproductive health should be between a woman and her doctor. I am opposed to a radical proposal that

Q: What would be your top three priorities if elected? A: Gun violence prevention. Reproductive Health Act. Education. Q: What reforms would you propose to strengthen New York State’s ethics and campaign finance laws and enforcement? Please explain your answer. A: We need to close the LLC loophole, limit outside income and eliminate the use of campaign funds for criminal defense costs. Corruption is rampant in New York

threatens women ‘s health by allowing late term abortions and permitting abortions to be performed by non-doctors. Q: What further actions, if any, should be taken regarding gun control in New York State? A: Gun violence is one of the most serious problems of our time, and I support common sense and reasonable restrictions on gun ownership that serve to protect public safety. I sponsored the landmark new law that protects victims of domestic violence by ensuring that abusers do not have access to guns. I voted in favor of “red flag” protections to keep guns away from those who represent extreme risk of violence, and co-sponsor legislation to ban the manufacture, sale and possession on bump stock devices. I support stronger

background checks for the purchase of guns, and believe that the state must invest in improved mental health services at schools and in the community to identify and prevent potentially violent actions. We also need to provide additional resources for security and safety at schools. Q: Long Island’s drinking water comes from sole-source aquifers, which are threatened by saltwater intrusion, antiquated septic systems, nitrogen runoff and toxic plumes. What should New York State do to address our right to clean and safe drinking water? A: I was proud to support historic investment in protecting Long Island’s groundwater through the Clean Water Infrastructure Act. In addition, I was pleased to provide additional funding to modernize

a major wastewater plant in my district to protect the Long Island, other surface water and drinking water supplies from sewage and other contaminant. I led an effort to provide resources to allow a major investigation into groundwater contamination by saltwater intrusion. I was responsible for both Senate recommendations to a new state panel that is studying ways to regulate chemical contamination in our drinking water. I proposed and passed legislation that would prevent NYC from reopening longshuttered wells that rely on Long Island’s groundwater supply, and increase the risk of chemical and other contaminants entering the water supply for Nassau County residents.

and unfortunately, the Ethics Committee, which my opponent chairs, met only once over the past 2 years and not a single reform has been passed by the Senate. Q: New York State has one of the lowest voter participation rates in the country. What election reforms would you support to improve voter participation? Please explain your answer. A: The voting laws in New York are abysmal and significant changes need to be made. Noexcuse absentee voting, same day registration and early registration are just part of the way we can improve voter accessibility and efficiency.

Q: What is your position on women’s reproductive rights? A: I am in support of the Reproductive Health Act and CCCA. Given the threat of a Supreme Court nominee who could overturn or scale back Roe v. Wade, we need to ensure our state laws codify Roe v. Wade and protect New York women’s access to reproductive healthcare. Q: What further actions, if any, should be taken regarding gun control in New York State? A: We need to pass the Red Flag bill, ban bump stocks and extend the wait period to seven days. Aside from that, we really need dedicate funds for a robust study

into gun violence, it’s causes and the best ways to prevent it. Gun violence is a public health issue and needs to be treated as such. Q: Long Island’s drinking water comes from sole-source aquifers, which are threatened by salt-water intrusion, antiquated septic systems, nitrogen runoff and toxic plumes. What should New York State do to address our right to clean and safe drinking water? A: We need to protect our drinking water from toxins such as Chromium-6, Perfluorooctanoic acid and Perfluorooctanesulfonic acid. We also need to ensure our aquifers are protected.
