hen I first heard that Spokane’s annual PRIDE parade and festival was celebrating its 30th anniversary this year, my first reaction was, “Hey, that’s great, what a milestone!”

And that’s certainly true. But my next thought was, “Wait, Spokane had its first Pride parade in 1992?! That seems so late to finally be celebrating the rights of our LGBTQIA+ friends!” Better late than never, and in our Pride cover package (page 16) reporter Nate Sanford digs into what went into creating that initial Pride event, and the bigoted challenges that remain now that Spokane’s Pride celebration is established as one of the most joyous civic events of the year. You’ll also find the wonderful writing of local author Kate Lebo as she explores what makes Boots Bakery one of the most welcoming businesses in Spokane, and site of arguably the best carrot cake anywhere.

So being able to marry who you love, and having a month dedicated toward that, I think is really cool. e have both had the privilege to live and work in the Spokane community for much of our professional careers, including many years at City Hall. When Inlander Publisher Ted McGregor asked if we would be interested in teaming up for a few columns, we immediately said yes. As anyone who knows us will attest, we have never been shy about sharing our opinions. We have also never been shy about our passion for Spokane.

One of the things we have learned through our long careers in public service is that building public partnerships is incredibly hard.

Government by nature is a siloed world, and the headwinds of culture, law, finance and politics are constantly blowing against you.

However, the more important lesson we have learned in our years of public service is that collaboration and partnerships are the only way that really big things get accomplished in our community.

In fact, many of this community’s greatest assets are here because of very innovative and lasting public partnerships and collaborations.

As we approach the 50th anniversary of Expo ’74 (the granddaddy of all our partnerships), it’s appropriate to reflect a bit on some of these big achievements:

The Spokane public parks system; Spokane International Airport; Expo ’74 and Riverfront Park; the Centennial Trail; the Waste to Energy Plant; the University District and medical schools; River Park Square; Kendall Yards; the Spokane River Integrated Clean Water Plan; the Convention Center Expansion; the downtown Podium and stadium projects; the West Plains Public Development Authority that drew Amazon; and various community partnerships for new public schools, libraries and Cooley (top) and Romero parks.

A

separate column could be written on the challenges, inside stories and lessons learned for each of these projects. But suffice it to say, there wasn’t a single project on this list that didn’t have to overcome controversy, legal obstacles, do-overs and political posturing.

Let’s examine some of those obstacles.

It starts with CULTURE. Government culture is generally built around a zero-risk and status-quo philosophy. For the employees (and even leaders), there is little reward for coming up with innovative initiatives and/or cutting costs. Conversely, there is great public consequence to deviating from the status quo and getting it wrong. When there is little reward for taking a risk and succeeding, but great consequences for taking a risk and failing, the zero-risk philosophy of status quo becomes culturally ingrained. In baseball terms, it reinforces a behavior where it’s better to be zero-for-zero than three-for-four.

The next obstacle is THE LAW AND MONEY. Given the zero-risk mentality described above, over time the laws and finances in local government have evolved around preventing abuse of public funds. The outcome has been the creation of what is termed “fund accounting” and of numerous laws preventing merging of funds. Every dollar must be earmarked and pigeonholed for only one specific purpose to protect the citizens from government abuse. Unfortunately, while perhaps well intentioned, what this is really preventing is innovation and cross-collaboration in local government. Not only does this stifle partnerships and collaboration across government entities, it creates impenetrable silos within each government entity, where the allegiance is to the silo and not to the public good.

The third obstacle is simply POLITICS. The word politics is derived from the act of making policy. Policymaking is the lifeblood of all local governments. But this is where the distinction between developing policy and developing strategy is so critical.

Policy development is generally a left-to-right process, where you start with a concern or problem and work through a public process to a solution (Process Drives Outcome). Quite often this involves citizen groups, committees and stakeholders who work through a process of compromise and consensus to recommend an outcome.

Strategy development on the other hand is a right-to-left process, where you start with the desired outcome/strategy and then develop a process to achieve that end result (Outcome Drives Process). This does not eliminate the necessity for good public engagement, but the engagement comes after the proposed solution, not before.

The two processes are truly mirror opposites, but in local governance they are too often perceived as being the same. The problem here is that good strategies are almost never developed through a policy approach. Good strategy is built on analysis, innovative thinking and assessment of risk/reward, which rarely comes from a group-think process. And good strategies are the lifeblood of successful partnerships.

he final obstacles are simply GREED AND POWER. Partnerships work until someone gets greedy. In the public sector, greed is usually not about money but about who gets credit. The same goes for power. True partnerships are not about consolidating power but about multiplying power: 2 x 2 = 6.

We have defined what we see as the primary obstacles to collaboration and innovation in local government. The last couple years of isolation, remote interactions and divisive discourse have only added to the degree of difficulty. Yet time and time again, Spokane has demonstrated the will and persistence to push through all these obstacles to get to the finish line.

In our next column we will offer some insights into the secret sauce that Spokane has discovered to overcome these obstacles in the past, and we’ll touch on some opportunities to apply it going forward. Please join us! n

HOMICIDE Spokane’s new medical examiner is reviewing multiple cases that families and police say should be designated as homicides

ive years ago, several families whose loved ones had apparently died in traumatic ways asked the Spokane County medical examiners to change their rulings as to how their relatives died.

In one case, 20-year-old Kala Williams’ body had been found cut in half and loosely buried in plastic bags and a sleeping bag, but then-Spokane County Medical Examiner Dr. John Howard ruled the cause and manner of her death as “undetermined.”

Multiple times over the years since her body was found in 2012, police detectives and family members requested that Howard rule her death a homicide due to the state of her body, which had signs of multiple defensive wounds and evidence of a sexual assault that provided DNA of a possible suspect. Her neck had a towel knotted around it, and her remains had been covered in bleach.

But even after the man whose DNA was found on Williams’ body, Robert G. Davis, was sentenced to prison for breaking into a Coeur d’Alene woman’s house and choking her until she passed out as he sexually assaulted her, Howard did not change the ruling as to the likely cause of her death.

In another case, Brenda Thurman was shot by her

husband, a veteran who had been a reserve deputy in a neighboring county and who claimed he accidentally shot her while cleaning her gun. Thurman’s death was ruled an accident by then-Medical Examiner Dr. Sally Aiken, who worked in the top forensic role in the county at the same time as Howard.

Previously, law enforcement and prosecutors said that several death rulings had hindered or prevented them from looking to charge suspects. In 2017, the Inlander wrote a lengthy story looking at several of the cases that family members had called into question. Now, with Dr. Veena Singh in the top role as the county’s medical examiner, at least six cases have come under review at the request of family and law enforcement, and at least two families now have new rulings in their cases.

In the Williams and Thurman cases, Singh has now changed the manner of death to “homicide.”

Singh is also reviewing four other cases that won’t be discussed until a decision is made, says Spokane County spokesman Jared Webley.

The new determinations may lead to new charges in some cases, while in others, they may just offer verification of what family members felt they already knew had happened.

BRENDA THURMAN

In the case of Brenda Thurman’s death, the new ruling of “homicide,” issued on May 19, won’t lead to new charges against her husband, Dwayne Thurman, who was already found guilty of manslaughter by a jury.

The Thurmans were at their home in 2016 when Dwayne Thurman said he was cleaning his wife’s Glock handgun and it accidentally went off, striking her in the chest. She was taken to the hospital but died as a result of the gunshot.

Dwayne Thurman was sentenced to five years in prison in 2018 and is currently no longer behind bars as he’s going through the Washington State Department of Corrections’ graduated reentry program. According to DOC, his “earned release date” from supervision is Sept.

1 of this year.

Brenda Thurman’s daughter, Gabrielle Corriette, tells the Inlander that she asked for a case review once she learned the county had a new medical examiner. When the incident happened, she told police to arrest Dwayne Thurman right away, and she tells the Inlander that she felt that police and then-Medical Examiner Aiken both pointed to each other’s information as the reason the death was investigated as an accident.

“The last [medical examiner] said the reason we put accident on the death certificate is because the police said it was an accident. The police then told me that the reason they were investigating it as an accident is because the medical examiner put it on there,” Corriette says.

“Now Dwayne is out of jail. Both agencies are blaming each other. They both failed to do their jobs.” ...continued on page 10

Testing done on the gun before Dwayne Thurman’s trial found that the weapon was operating properly.

That information, which hadn’t been available at the time of the autopsy, is part of what Singh points to in her letter issuing the new determination of homicide. She specifically notes that homicide is the term used whenever someone’s “death is the result of a harmful volitional act committed by another person … even if there was no intent to kill.”

Spokane County Prosecutor Larry Haskell tells the Inlander by email that “a jury has already found that Mr. Thurman caused the death of Brenda Thurman with criminal negligence. Therefore, double jeopardy, as contained within the federal and state constitutions, bar further prosecution in that matter.”

Corriette says the new determination gives her little solace as she feels her mother’s death was improperly investigated and tried as an accident, and she would like to see the incident reinvestigated and tried in a different court.

KALA WILLIAMS

In the Williams case, the Spokane Police Department asked Singh to review the findings in her 2012 death, prompting Singh’s new determination on May 18 that Williams’ cause of death was “homicide by unspecified means.”

When emailed on June 3, Haskell writes to the Inlander that he has “not yet received any further charging requests from SPD nor information from the ME’s office as of this time.”

If that were to happen, his office would do an analysis to “guide any future charging decision.”

An SPD spokeswoman did not return a call seeking comment about possible charges.

One of the things guiding Singh’s review in Williams’ case was an academic article published in the American Journal of Forensic Medicine and Pathology in 2021 regarding “homicide by unspecified means.” In that article, the authors suggest the designation is appropriate even in cases where drugs may have been found in someone’s system, but other context in the case strongly suggests homicide or homicidal violence.

Other examples listed included two victims who had cocaine in their systems but were found with the remains of several other victims of a multiple murderer.

Back when Williams’ death was first determined, Howard told the SpokesmanReview that because methamphetamine was present in her toxicology report, he couldn’t rule out an overdose. But the other evidence in her case left detectives and relatives reeling for years over the lack of charges.

OTHER CASES

Washington state determined in 2018 that Howard and Aiken had followed the standards of care in 14 autopsies that families issued formal complaints about. The state agency tasked with overseeing medical care in the state didn’t have the power to alter any findings as to cause and manner of death and found the doctors did their jobs properly.

In at least one of the cases the Inlander highlighted in 2017, the Spokane medical examiner’s office had conducted the autopsy, but because Cindy Lou Zeppen-

feld Bergan’s remains were found in Idaho, the ultimate call for her cause and manner of death fell to Kootenai County Coroner Dr. Warren Keene. Spokane’s medical examiner conducts autopsies for about a dozen other counties that don’t have a forensic pathologist on staff to do that work, but coroners make the legal call in the end.

Bergan’s remains were found wrapped in plastic and duct tape and dumped where hunters later found her.

She had filed a protective order against a former partner shortly before she went missing.

Because of details in the autopsy, Keene initially ruled her death due to “natural causes.”

In 2017, Bergan’s daughter Heather Ostby told the Inlander that finding that Bergan died of natural causes was absurd when the other evidence was taken into Dr. Veena Singh account.

Keene later submitted another coroner’s report requesting Bergan’s death be updated, maintaining that the cause was due to medical issues, but changing the manner of death to “undetermined.”

In Idaho, death records may only be updated once, so even if Bergan’s relatives were to request another review

by Keene now, he says he would not be able to update the cause or manner of death again without further action from a court.

“That’s where we’re very careful to move forward with the investigation so the death certificate can be as accurate as possible,” Keene says.

Dr. Suzan Marshall, who helped gather the group of 14 complaints after questioning the determination in her own husband’s death, says it’s frustrating that families who are victimized have to spend their own money and resources to get proper rulings.

“It’s just so disheartening when you have to do the job your taxes are paying someone to do, and you’re a victim. It’s cruel,” Marshall says. “I don’t think people understand families get destroyed over it. … It’s one thing to have a murder, and it’s another to not have accountability. That is secondary trauma.”

Marshall still wants a different determination in her husband John Marshall’s death in 2016. He went missing while running, and his death was ruled an accident caused by drowning after his body was found next to the Spokane River. She’s questioned that determination from both a legal and scientific standpoint and has spent years gathering documents in his and others’ cases.

Marshall now works as a private certified medicolegal death investigator, and she says she helped some people ask for the new reviews. She says she understands how rulings are sometimes made with very little time to dedicate to each case, but she emphasizes the importance of looking at all of the details.

“It’s interesting how complicated some of these cases are,” Marshall says. “But [medical examiners] have to do one or two autopsies a day and keep going. That’s why they need to be reviewed.” n samanthaw@inlander.com

F

rom the very beginning, Kathryn Teske says, the whole thing was strange.

Two separate SUVs, she says, arrived at her house about 11 in the morning last Saturday — and parked in her driveway. Two women, one from each car, got out and rang the doorbell repeatedly.

Teske says the women introduced themselves as something like the “Spokane County Voter Integrity Board” and pointed to a printedout sheet on their clipboard, with what she says looked like a photocopied Spokane County logo in black and white. At first, Teske says, she thought they were just there to encourage everyone to register to vote.

“I said, ‘Oh, no worries, everybody who lives here is registered,’” Teske says. “And they said, ‘That’s not why we’re here....We’re looking for voter fraud. And we need you to confirm that all of the people on this list actually live here.’”

It was only later that she learned that, exactly a week before, volunteers from the same group had come to her house and spoken with her father, pressing him politely on similar questions.

They appear to have been volunteers with the Washington Voter Research Project, a “voter integrity” effort led by Thurston County conservative activist Glen Morgan, who characterizes it as an effort to “clean up the voter rolls.” (Morgan says it’s possible the team in Spokane may have been referring to themselves the “Spokane Voter Research Project.”)

Yet the Teskes found the inquiries disconcerting and disingenuous.

“I don’t know if it falls under voter suppression or voter intimidation,” says Kathryn’s husband, Ted Teske. “But [these] guys have no authority to be coming around, asking these questions of people, and insinuating that [they] have some authority from the county.”

“This door-knocking process is not being conducted under the authority of the secretary of state’s office or a county auditor,” Spokane County Auditor Vicky Dalton says. “We would never go knock on people’s doors and ask them about their voter registration.”

She says she’s received direct phone calls from two other voters disturbed by the door knocking by the same group or a similar group.

One caller, Dalton says, claims one of the door knockers flashed a “fake-y metal badge.” Both callers, she says, indicated that the door knockers had tried very hard to suggest they were there on behalf of the county or the state.

She says that Mark McClain, the civil attorney for the county, spoke with one of Morgan’s volunteers at an unrelated meeting and emphasized that it was illegal for them to falsely claim they were county officials.

Morgan, however, says his volunteers are explicitly trained to make sure they don’t misrepresent themselves — only the WVRP logo should be on their paperwork, he says — and throws his own salvo of accusations at Dalton.

“She’s come out with things without checking at all, without actually talking to the people who were there,” Morgan says. “She’s come out and attempted to libel volunteers… there’s something wrong with her.”

Dalton says most of the voters in other counties who have come under scrutiny by Morgan’s group for not residing at the address for which they are registered are voters who are military and overseas civilians.

“We have voters who are missionaries in places like Indonesia, who have been ex-pats for over 30 years,” Dalton says. “They’re American citizens. They absolutely have the right to vote!”

Asked how common he thinks voter fraud actually is, Morgan says he’s not sure.

“It’s hard to quantify,” Morgan says. “I mean, how would you know, right?”

Actual examples of the kind of widespread voter fraud that could swing elections are rare to nonexistent. Morgan argues that his efforts ultimately build trust in the system. But even after the 2020 election had numerous conspiracy theories exhaustively examined and exhaustively debunked after former President Donald Trump’s wild and false accusations of a stolen election, two-thirds of Republicans have consistently told pollsters they don’t trust it was fair. n danielw@inlander.com

Moving On The Spokane Health District administrative officer is leaving her job before her state hearing starts

pokane Regional Health District Administrative Officer Amelia Clark announced to staff in an email Wednesday, June 1, that she will be leaving her position for another job out of state when her contract ends on Sept. 16.

Clark has been under investigation by the Washington State Board of Health since November 2020 over the firing of then-Health Officer Dr. Bob Lutz. Clark maintains she told Lutz to resign and placed him on administrative leave when they had a discussion on Oct. 30, 2020. Lutz, who has since filed a wrongful Amelia Clark termination lawsuit against the district, maintains that she told him he was fired and that he was not placed on paid leave until Nov. 2.

The local health board’s attorney emailed board members on Oct. 30 to tell them Lutz had been terminated.

State law requires that the local health board hold a hearing before firing a health officer; however, Lutz’s hearing was not held until Nov. 5, when the local health board did vote to fire Lutz.

A preliminary investigative report prepared for the state health board last year pointed out that one option would be to remove Clark from her position should they

find she broke the law by firing Lutz.

“Ms. Clark states she put him on paid leave Oct. 30.

The thing is though, there isn’t any evidence other than her saying so to support that,” investigative report author Karen Sutherland told the state board at a meeting last June. “Making [his paid leave] retroactive didn’t somehow un-fire him.”

go before an administrative law judge in January, but the hearing has been postponed multiple times and most recently set to start on Sept. 19.

As of June 1, the Office of Administrative Hearings had not heard any plans to cancel the September hearing, but that could change if the state health board chooses.

In her email last week, Clark told health district staff, “I have accepted a new position out of state. While we are just beginning to plan the transitional phase as my time winds down over the next few months, I wanted you to hear this announcement from me.”

Clark wrote that she has “very much enjoyed” her time at the health district and serving Spokane County. Clark started shortly before the pandemic hit and has worked closely with current Health Officer Dr. Francisco Velázquez.

“I am immensely proud and grateful of all your hard work, dedication, and perseverance in promoting, protecting, and improving public health in the community,” Clark wrote in her email to staff. “Thank you.”

Under Clark’s leadership, dozens of staffers left the health district, with some citing issues with her management style. While some said there was already a “culture of fear” at the district before Clark started in September 2019, many told the Inlander that the culture had worsened after she took the helm.

Clark asked the cops to come do an in-person investigation to find out who recorded her in a staff meeting after the Inlander reported on two district leaders being terminated and escorted from the building in December.

Organizers reflect on 30 years of Pride in Spokane and the Inland Northwest — and the challenges ahead

I

n 1991, Michael Jepson was at one of Spokane’s few gay bars when a lesbian friend came to him with shocking news.

“Oh my God, you’re not going to believe this,” Jepson recalls the friend saying. “There’s going to be a Pride parade in Spokane.”

“Really?” he replied. “In Spokane?”

Jepson was stunned. Spokane wasn’t a very friendly place for LGBTQ+ people back then, he says, and being publicly out could lead to unwanted attention or even losing your job. Larger cities like New York had been holding Pride celebrations since the early ’70s, but the idea of something like that happening in a city like Spokane was fairly unheard of.

Jepson remembers being nervous but also incredibly excited. On a sunny Sunday on June 3, 1992, he joined a crowd of LGBTQ+ people and their allies to march through downtown. Estimates vary, but most say there were at least a couple hundred attendees. Jepson remembers more than 1,000, though he admits that his memory of the event is rose-tinted.

“We’re here, we’re queer, we’re fabulous, get used to it,” the marchers chanted as they held signs and walked through Riverfront Park.

Jepson, 26 at the time, is bisexual. He wasn’t out to most people in his life back then, which made marching in the first parade feel all the more empowering.

“Oh my gosh,” Jepson says, “It was liberating and freeing and just glorious.”

Pride is huge today. It’s easy to forget the urgency — and danger — that early marchers faced. In the weeks leading up to the 1992 Pride, organizers received hate mail and threats. One person even called the police and warned that if the march was allowed to go on, they would shoot at it from the buildings above.

A number of marchers, including a friend of Jepson’s

who worked as a teacher, wore paper bags over their heads so they wouldn’t be identified and lose their jobs.

None of the violence came to pass, but people did show up to protest and hand out homophobic pamphlets.

In archival footage from KREM 2, one bystander said he was against “gayism” and that the marchers should take it somewhere else.

“The people who organized the first few Prides were really swimming an uphill battle,” Jepson says.

P

ride in Spokane looks very different today. The high-profile event has the institutional support of the city and dozens of corporate sponsors. There are numerous Pride events scattered throughout the entire month, and in non-COVID years, the festival draws upwards of 25,000 people — many of them from across the state.

This year will mark the 30th anniversary of Pride in Spokane. On Saturday, June 11, thousands will flock to downtown Spokane to celebrate. There will be a parade, with elaborate costumes, floats, dancing and music. In Riverfront Park, there will be festival booths, food, fireworks, local bands, drag queens, karaoke and an all ages dance party. There will be rainbow flags everywhere.

“It’s really a magical thing,” says Matthew Danielson, vice president of Spokane Pride.

Spokane’s first Pride parade was organized by Marion Hammer and Helen Bonser. They were both heavily involved in Parents and Friends of Lesbians and Gays, or PFLAG. Hammer’s son is gay, and she joined PFLAG after he started facing severe bullying in high school.

The group was inspired by Stonewall and other Pride parades in larger cities. They had talked for years about the possibility of organizing a Pride event in Spokane, but it wasn’t until a picnic in the summer of 1990 that the idea really started to take shape.

“It was time; it had to happen,” Hammer tells the Inlander.

Bonser died last year, but in 2015, she and Hammer recorded a conversation for StoryCorps in which they discussed what it was like to plan the city’s first Pride Parade. In the recording, the pair remember struggling to rally community support in a town where many refused to acknowledge the existence of the LGBTQ+ community.

The first step was getting the business community on board. Most thought it was a crazy idea and weren’t very supportive, Hammer says. The pair were eventually able to secure approval for the march, but only on the condition that they keep the march on the sidewalk so it wouldn’t affect commerce.

After talking to businesses, Bosner and Hammer went to the police. They were also skeptical at first but agreed to help after Hammer explained that she was organizing the parade out of love for her son.

“It was kind of standoffish at first, but I think everybody loves their kids, and I think that really made a difference,” Hammer says.

In the months leading up to the march, threats started to pour in, and people became increasingly anxious.

Bosner got calls from various groups and individuals around town who said they were scared and didn’t know if they would be able to attend. Bosner understood their concerns and told people they didn’t have to come if they felt unsafe. But even if only three people showed up, the pair were determined that the march would go on.

Miraculously, the march went off without a hitch.

“It was a jolly good time,” Hammer says. “I think we put on a pretty good show for Spokane.”

he success of the first Pride event “ripped the band-aid off,” Jepson says. He started volunteering with the parade in the 2000s, and later served as a board member for OutSpokane, which later changed its name to Spokane Pride and continues to run the parade. Jepson has watched the parade grow rapidly over the years, alongside broader acceptance for the LGBTQ+ community.

Hammer moved away from Spokane a few years after the first Pride Parade, but says she’s been heartened to watch it grow from afar. The idea that it would one day get this big barely occurred to her and Bosner in 1991. Back then, the main issues driving her activism were employment discrimination and the bullying LGBTQ+ kids faced in schools. Marriage equality seemed like a distant fantasy.

The tone of Spokane’s Pride events has also shifted. The first one was less of a parade and more of a march, Jepson says. While there’s still activism and advocacy, modern Pride events tend to be less political and more of a joyful celebration. While he doesn’t miss the marginalization the event faced in the early days, Jepson does think there was something special about the way they faced the world with defiance in the early ’90s.

Spokane Pride now is a 501 nonprofit organization, which means they “can’t get crazy about politics,” Danielson says. Still, the organization tries to stay true to its activist roots. A few years ago, they made shirts that read “The first Pride was a riot” — a reference to Stonewall.

“I like to see it as kind of an evolution,” Danielson says.

pokane’s Pride festival still draws protesters, though Danielson says there haven’t been many in recent years. The organization has volunteers called angels, who dress up in white with large wings that they use to block out the protesters.

But while tolerance has increased, the struggle for acceptance isn’t over.

For some organizers, a wave of attacks and backlash against LGBTQ+ people over the past year has raised alarm bells. Attempts to ban gender-affirming care and discussions of LGBTQ+ topics in schools have made their way to numerous states — with wild accusations of “grooming” being hurled at anyone who opposes them.

“I still believe those who are opposed to LGBTQ+ rights are losing the culture war,” Jepson says, “but I think they’re redou-

bling their efforts in defiance.”

In many smaller towns, where Pride celebrations have only recently begun to establish themselves, the attacks have been especially pronounced.

The North Idaho Pride Alliance, which hosted its first Pride celebration in 2015, has been subjected to a barrage of threats and harassment while planning its June 11 Pride in the Park celebration in Coeur d’Alene.

Threatening messages circulated on social media and a motorcycle club used violent rhetoric when announcing its plans to hold a simultaneous rally at the park to take a stand against what it sees as an “LGBT grooming agenda.”

Pride in the Park has had a few outside protesters show up in past years, but never anything this serious, says Jessica Mahuron, outreach director for the North Idaho Pride Alliance. She says the hateful speech started picking up around October 2021, and has since escalated to levels she’s never seen before.

“It’s incredibly surprising in 2022,” Mahuron says. “You saw so much progress … and now for this very strong resurgence of hate.”

Mahuron stresses that the North Idaho Pride Alliance isn’t going to let the threats stop them. The organization has been reporting threats to the police and plans for volunteer peacekeepers to circulate at the event to make sure everyone feels safe.

News about the hateful messages also prompted a recordbreaking number of volunteers to sign up to support the event.

Mahuron recalls talking to one volunteer who is transgender and recently moved to Idaho from Minneapolis. The volunteer said she wasn’t as involved in Pride events back home because acceptance was so widespread it almost felt performative, but after moving to Idaho “it became a necessity to get involved and take action,” Mahuron says.

Pride is continuing to spread to even smaller towns across the Inland Northwest. Newport and Sandpoint held their first ever Pride rallies last year, and Mahuron says she’s been in touch with people in Wallace who are talking about hosting the city’s first Pride event.

Mahuron says the organization’s approach to hateful messages can be summed up in their theme for Pride month this year: “Exist louder.”

“We are going to shine bright and organize events for the community regardless,” Mahuron says. “We’re a pretty resilient bunch.” n

SPOKANE BUSINESS OWNERS: TAKE BOLD ACTION TO GET TO YES Small businesses are the backbone of Spokane’s economy, and have been tested greatly over the past two years. Now, we’re being tested again: If you’ve visited downtown Spokane recently, you know that homelessness isn’t transitory or a small nuisance. It’s a full-fledged crisis that’s been building for some time. And it’s getting worse, not better. That’s why we can no longer afford city leaders continuing to treat our response with business as usual.

We don’t use the word crisis to be hyperbolic or alarmist. The individuals experiencing homelessness day in and day out know it’s a crisis. Our employees who leave work and look over their shoulders know it’s a crisis. Business owners who can’t attract customers or employees to downtown because of the rising crime and vandalism know it’s a crisis. Families afraid to come downtown for shopping and dinner know it’s a crisis. And our whole community knows it’s a crisis when new businesses take a pass on opening a location in Spokane.

This isn’t just a matter of perception, either; the data shows us

that as years of talk have resulted in little action, the situation has in fact worsened. Spokane’s current rate of homelessness per capita has grown to three times the national average.

Citywide public opinion polling shows that 96% of Spokane citizens are concerned about homelessness. And like us, they want decisive action to address it.

We recognize that this is a complicated issue — there is no simple or easy solution. There are as many reasons someone is homeless as there are people experiencing it. That’s why we must take a collaborative approach — one that focuses on the root causes, addressing the gaps in systems and services today, and learning from models that have worked in other cities.

As a community, we want to champion solutions and a community action plan that are backed by data and evidence that will get real results. We want solutions that will meet individuals where they are, meet them with dignity and offer hope and a way out. We know we must take on all the facets

The Carrot Cake Queen of Spokane A decade in, Boots Bakery remains one of the Lilac City’s most welcoming spots

A

lison Collins’s carrot cake weighs 9 pounds, 10 ounces. I’d assumed it weighed at least 50 pounds, but the scale says no. Still — when I carry the cake from Boots Bakery to my car, I can carry nothing else. There are reasons for this weight that I can tell you in baking terms. It’s a vegan, but not gluten-free cake, with a fudgy, moist texture that, in lesser treats, could only be achieved by underbaking. You need a lot of wet ingredients to bind and structure a vegan cake, Alison says; in this one, she uses pumpkin, pineapple, canola oil, and egg replacer. Each layer is braced by lemonmaple frosting, then sprinkled with coconut and candied pepitas you’ll find yourself dusting from your lap after eating your slice too fast. But knowing the composition of Alison’s carrot cake doesn’t describe its true heft. This is the only cake at Boots that isn’t gluten free (“That cake cannot be gluten free,” Alison says. “It’s too heavy.”). This is the cake you’ll still find on the dessert menu at Mizuna, Spokane’s original vegetarian-friendly

restaurant, where Alison used to bartend and bake, and, in 2003 or ’04 invented the treat that’s been a top seller for Mizuna and Boots for nearly 20 years. This is the cake that people bought, at first, because it was the only vegan cake in town, and the cake they continue to buy for any occasion or no occasion, whether they are vegan or not, because it is so delicious. This is the cake I served at my wedding, the cake Alison can’t stop making, even though she wants to, because it would make her customers so sad.

You can’t tell that it’s vegan. I don’t write this as a compliment, just as a fact. It is not a health cake. No carrot cake ever really is. “A housewife’s treat,” Cook’s Illustrated calls it in my edition of their New Best Recipe, a dismissal of carrot cakes and housewives that made me stop reading Cook’s Illustrated altogether. Nor is the rest of Alison’s food supposed to be quote-unquote “health food,” though it is healthy, and it does accommodate people with a range of dietary restrictions.

lison never intended to own a vegan and nearly gluten-free restaurant. The original plan was to make pastries and a couple vegan dishes — whatever the liquor board required so that Boots could sling cocktails. But when they opened in 2012, if you wanted vegan or gluten-free fare in Spokane, Boots was the only game in town. “Right away the food was huge,” Alison says. “We had to pivot very quickly to amp up production. Then I got nervous that people were going to get confused. You can’t serve couscous right next to millet. What if someone gets the wrong salad?” Today, everything in the deli case is vegan and gluten free — except for the carrot cupcakes — so that anyone who avoids animal products or gluten can feel safe about what they’re eating.

This change was inspired by demand, but it’s also rooted in Alison’s commitment to being a good host.

Hers is a Thanksgiving table where anyone who doesn’t have a place to go is invited. Boots is an extension of that openness and sense of family. You can see this in the diversity of their clientele. “Some businesses, you can get an idea of the people who go there,” she says. “Here it’s everybody. We have politicians having meetings in the morning. We have poetry slams. We have sweet old ladies who can’t eat wheat. A big LGBTQ community comes here because they feel safe and comfortable.”

That’s been true from the beginning. The same year Boots opened, voters were considering Referendum 74, the bill that legalized same-sex marriage in Washington state. Alison used Boots’ business voice to loudly proclaim support, and she hosted phone banks to help get out the vote. “I wanted people to know right away that everyone is welcome here,” she says. “If you aren’t down with that, that’s OK, you can still come here, but you need to know that that’s where we’re at.” Fifty-five percent of Spokane County voters cast their ballots against equal marriage. Statewide — and within the city of Spokane — the referendum passed.

During recent COVID lockdowns, Boots struck a similar balance with the culture war over masks. You had to wear one inside, but if you didn’t want to wear one, no problem. They’d bring your takeout to you outside. No flouting mask mandates, and no fighting.

Well — some fighting. When Boots required proof of vaccination to dine in, there was backlash enough for KHQ television news to cover it. Alison’s response was characteristically sympathetic to all sides while clearly stating her own position. She said, “I knew there would be backlash, and people who didn’t appreciate it, I get it.

I understand it, and to those people — I hear you, and I support your decision. This is our decision.” Boots is now back open for regular business. They encourage mask-wearing and being vaccinated, but they no longer require it to come inside.

I

f you’ve never been to Boots or recently visited Spokane, let me explain something: It’s not that there aren’t other funky spots in the city, or places people are generally guaranteed to run into people they like, or restaurants that serve vegan/gluten-free food. It’s that Boots has, from the beginning, made welcoming all people — queer or not queer, vegan or not vegan, cool or uncool, shy or outgoing, young or old — a priority, and in so doing, they’ve created a culture that feels familial, yet respectful of everyone’s privacy. Customers experience this the moment they arrive. The front door is in the center of a wall of ceiling-to-floor southernfacing windows, so when you walk in, you have to blink for a second and let your eyes adjust. From there you can see the front deli case and all the way to the back of the cafe, where the kitchen is. The person behind the counter, Mark or Polina or Rob or any one of Alison’s many longtime employees, will greet you if they know you. If they don’t know you, they’ll ask if this is your first time in. I’ve heard them do this. They won’t rush you while you decide what to eat. They won’t interrogate you about your plans for the weekend. While you wait in line, you’ll probably see someone you know. At the very least you’ll see Dan Spaulding, who owns the building, sitting at a booth as if it were his living room.

Everywhere, there is art. Most of it locally made.

nicknamed for the replica of an antique Japanese erotic painting on the wall above, naughty bits mostly out of frame). There is a large space in back with all-local paintings and drawings and cross-stitchings, where people sit at communal tables. Once you sit down, the tall walls of each booth, constructed by Alison’s husband, Arden, from doors and other repurposed materials, ensure privacy. It’s one of the few places I can think of where a person can concentrate or socialize with equal ease. Every detail of Boots shows the hand of the person who made it. No airbrushing. No overbright Scandinavian design, no succulent jungle, no MacBook brigade.

I want to say Boots is like a place from an earlier time, before hipsters discovered coffee. That’s a bit of snark Alison wouldn’t care for, probably. Nor is Boots any kind of time capsule.

As I try to describe how being at Boots feels, and how eating Alison’s carrot cake feels, I keep lapsing into the language of nostalgia, something fuzzy and rose-colored. I’m trying to resist that urge. Charles D’Ambrosio writes that nostalgia is where pain goes to rest, and what I’m trying to describe isn’t about pain.

Or — maybe it is. Boots is a shelter from a certain kind of pain, a specific kind of fear and uncertainty: Will the food make me sick? Will my identity be welcome? Do I have a place in my community? Do people know my name, at least, and care that I exist? Or even better — will they be my friend? Is there any carrot cake left?

lison wants to stop making her legendary cake because it’s the only gluten-full recipe at Boots.

Having it in the kitchen makes her nervous about cross-contamination, or that someone with a gluten allergy will accidentally order it and make themselves sick. It’s baker Jessica Devore’s job to make the cake.

She does this early in the morning, when no one else is around and no other food is being prepared. She stores her all-purpose wheat flour in a 5-gallon sealed container with a skull and crossbones on the lid. Before mixing her batter, she removes whisks and spoons from the overhead rack so floating flour cannot contaminate them. The cake has its own mixer, its own pans. When cleaning up, she bleaches everything and cleans every crevice. Jessica herself can’t have gluten; when she protects customers from wheat flour, she’s protecting herself, too. “That’s how I know she’s fastidious about it,” Alison says. Jessica says she doesn’t mind that she can’t eat the cake. She’s glad other people enjoy it.

This generosity toward difference, to allowing wheat in what could be a gluten-free space and taking the extra steps to make sure these two cuisines — and the people who eat them — can coexist, is at the core of Boots.

Alison invented the cake so Spokane vegans would have a worthy dessert. She keeps making it, despite how it complicates her kitchen, because her community loves it so much. This is why the carrot cake is so good. This is why it continues to exist at all.

To try this cake, order ahead. Since COVID, Boots has stopped making carrot cupcakes, which means the deli case is now truly gluten free. It will arrive in a large brown box and feel heavier than it really is. Serve it to a party, or freeze and wrap slices to hoard at home. It gets even better after being frozen and defrosted. Share your carrot cake if you want to. You don’t have to want to. I think Alison would approve of that too. n

SMASH SUCCESS A destruction session at Spokane’s Rage Xscape unleashes more emotions than just rage

pick up a mirrored glass candle holder from an industrial shelf of fragile items, inhale sharply, and chuck it against a concreteand-brick wall. Smash! The crystalline applause of shattered glass fills the room. Next, I place a delicate purple vase on the cement floor and roll a bowling ball its way until — puh-kshhh! — the vase pops and collapses to bits. This is all legal. In fact, I paid to do it.

Rage Xscape on Division Street downtown is currently Spokane’s only “rage room,” where patrons can use an array of tools to demolish objects from thrift shops and donations to the business, or in some cases, their own stuff. Vivid stenciled lettering on the streetfront windows beckons passers-by to “COME BREAK SH!T” The DIY look of the place stirred my curiosity when I walked past: Uh, is this real? The website informed me that the place is real but requires an appointment. Owner Kitten Rose opened Rage Xscape in June 2021, with enthusiastic help from her teenage kids. The small business is a work in progress — coping with email trouble and a break-in in April — and Rose plans to offer walk-in options by summer.

Packages correspond to different rooms and activities: “Heartbreak Lane” gets you 15 minutes in a “throwing lane.” “Spring Cleaning — B.Y.O.B.” is for families to bring their own approved breakables, while “Couple’s Paint Party” features a black-light-lit room and spray bottles of nontoxic paint.

Since my punk and rural friends balked at the concept of paying to break stuff, I opted for a solo “Mini Rage” session: 30 minutes to demolish 15 items, with the option to buy add-on breakables later. A $20 deposit secured my appointment. On the day of, I pay the remaining $15 upon arrival, sign a waiver, then suit up with shop-issued work gloves, Dickies coveralls, goggles and hard hat.

ack in the break room (pun!) I prepare for my next smash, surveying “weapons of destruction” before me — sledgehammers, golf clubs, metal baseball bats, a ball-peen hammer — and select a crowbar. I grab a porcelain dog trinket, rest it on a handy T-ball batting tee, and whack the knickknack: Kssssh!

Adrenaline is rushing like river rapids, and my heart is pounding.

But I feel great.

What starts as a giggle rises to a shriek, then erupts into a roaring cackle. I hurl 1970s dinner plates like frisbees. I can’t stop laughing.

Rose says my giddy reaction is common: “People are nervous at first, then after the first break I can see their body relaxing, and they laugh.” Rose believes allowing debris from previous rage sessions to pile up at the base of the break wall — instead of clearing every scrap between users — “kind of encourages more destruction.”

She’s right. Soon I’m in a frenzy. After destroying a ceramic Santa mug, I chase down large shards left by others and crush them smaller with a hammer. But it’s not rage that I feel, it’s childlike joy. As children, we’re taught to be ultra careful around breakables, so it makes sense that my inner kid is glowing with sly glee as I smash an ingrained taboo.

I do tap into adult rage, however, when Rose hauls in a special treat: an old Epson printer! Smacking that hunk of junk with a crowbar feels personal, because it’s the same unreliable printer I have at home. Whack! “This is for firmware updates!” Thunk! “This is for low-on-magenta B.S.” Focused on tech frustrations, I think about planned obsolescence and all the awful, powerful systems doing harm to people and nature alike. “It doesn’t have to be this way,” I fume. Wrecking objects doesn’t solve these Big Problems, but it does release steam from the fiery grief and intense care that burn beneath the rage.

The author varied her weapons of choice depending on her next target. YOUNG KWAK PHOTOS Now I understand why a wide range of clientele come here: to celebrate, to hulk out, to mourn. Rose tells me a family once arrived right after a funeral for their loved one. Counselors and nurses visit frequently, as do bachelorette parties. “This can give you a reprieve from regulating your emotions,” Rose says.

As I unzip my coveralls and remove my PPE for washing, I’m glowing with endorphins. The blissful buzz feels like I’ve just had a massage or performed (well) on stage.

For the final step, Rose instructs me to grab a permanent neon marker and tag the black lobby walls already covered in graffiti.

From “Better than therapy!” and “Family time best time” to “F— you & abuse” and “I got divorced today,” messages vary wildly.

I contribute to the wall’s cacophony then re-enter the spring day feeling oddly accomplished, strong even (though I will wake up with a sore forearm). On the car ride here, I psyched myself up with loud Nine Inch Nails; now I wind down with slow oldies and Nirvana’s “Something in the Way.” My euphoria lingers for hours. n Rage Xscape • 122 S. STUCK INSIDE It was always clear that last year’s Bo Burnham: Inside was a wildly impressive one-man musical comedy pandemic art feat, but the newly released THE INSIDE OUTTAKES further underscores the mania behind the creative process. The hourlong addendum (free to stream on YouTube) includes much more behind-the-scenes footage of Burnham trying to nail musical bits in maddening solitude — posing for visual bits in silence, talking to sock puppets alone, filling the screen with boxes of up to 55 simultaneous failed takes, etc. But there’s also some great new comedic material that hit the cutting room floor, including darkly comedic fake YouTube ads, ditties about feeling forced to vote for Joe Biden, glamor shots of sad peanut butter sandwiches and an existential song musing on why the chicken crossed the road. A spotlight of LGBTQ+ characters in not-so-obvious places

I

’m glad there are shows streaming now that have primary LGBTQ+ storylines and main characters.

Programs like Our Flag Means Death, Dickinson, and Fire Island are specifically presented as queer — often highlighted in a streaming service’s LGBTQ+ section — which can be helpful.

However, I’m even more grateful to stumble upon a queer character in a show that’s not exactly packaged as “gay” or dripping with rainbow graphics. When I watched season three of Stranger Things, I wasn’t expecting to meet Robin Buckley, an ice-cream-scooping teen lesbian played by Maya Hakwe. The surprise element makes finding those characters more meaningful, like the time I realized the two cowboys in front of me in a rural grocery store were husbands.

So here’s a roundup of a few queer characters in currently streaming comedies:

JACOB HILL IN ABBOTT ELEMENTARY (ABC/HULU)

MANDY MATTHEWS IN WELCOME TO FLATCH (FOX/HULU)

Another new mock doc, Welcome to Flatch, stars nonbinary actor Holmes as Kelly Mallet, a Midwestern gal in the fictitious small town of Flatch, Ohio. Kelly and her cousin Shrub form an energetic-yet-delusional duo whose hilarious physical comedy and pithy comments (“Showbiz!,” “She’s nimble.”) seem improvised.

Though Kelly’s sexuality hasn’t yet come up in season one, Flatch delivers rural queer representation with Mandy ‘Big Mandy’ Matthews, a character with many layers (beyond her literal flannel and leather jackets). Multi-talented Mandy (insult comedian, singer) is confident and tough yet also has a soft side. Describing her ideal partner, Mandy tells the camera that her type plays it cool, has some meat on their bones, and most importantly, “owns zero cardigans if they’re a woman, lots of cardigans if they’re a man.”

Relatable content! As a bi woman, phrases like “love is love” and “I just fall for the person” don’t quite ring true for me. My queerness not only shapes how I express desire and intimacy but also influences which qualities I’m attracted to in different genders: I tend to fall for loud women, shy guys, and nonbinary eyeliner and/or bowties. Mandy would understand.

Shot in a mockumentary style, Abbott Elementary follows teachers in an underfunded Philadelphia elementary school. One of those teachers is Jacob, a dorky young White guy whose heart is in a decent place yet whose face-palmy comments reveal he often tries too hard to prove to Black coworkers that he truly understands racism (when no White queer really can).

NOT FUNNY, EH Kids in the Hall fans may find the eight-episode 2022 remake a real beauty, but for me, the Canadian comedy troupe ought to go back to their rooms. The irreverent content is socially, culturally and politically on point, and the original 1988-1995 shows garnered quite a cult following and friends recommended it highly.

But even after watching several new and old episodes, I still didn’t get it. By comparison, the 2022 documentary about the group, THE KIDS IN THE HALL: COMEDY PUNKS, was much more interesting (and funny in spots), but not enough to make me a convert. The Kitchen Engine’s recent expansion brings more retail options, cooking classes and a new café

C

hef and culinary instructor Jamie Aquino likes to share cooking insights, like how to cut carrots into perfect matchsticks or the foolproof way to soften delicate rice paper wrappers to make spring rolls.

To speed-ripen avocados, for example, place them in a paper bag with a ripe apple and ripe banana overnight, says Aquino, who’s taught mostly vegetarian and vegan cooking classes at The Kitchen Engine culinary store in Spokane for the past 10 years.

However, Aquino draws the line at revealing her go-to place to buy bulk tofu.

“I’d tell all my students and then I go [where I told students to go] and there isn’t any for me,” she relays during the soft opening of the Kitchen Engine’s new teaching facility. Pause. And then she tells attendees exactly where to find said tofu.

“I can’t help it,” says Aquino, laughing. “I’m not your typical cook.”

“Wrap and Roll,” involving lumpia-wrapped veggies and spring rolls — her son calls them “clear burritos,” she says. Toward the end of the two-hour class, as everyone eats what they’ve made so far, Aquino prepares the final wrapped item: a chickpea flour crepe called socca stuffed with roasted vegetables.

uture classes at the Kitchen Engine are going to be a hybrid of participation and observation, Aquino says later.

“The plan when we got this new kitchen was we were going to go more hands-on,” she says.

“However, what we found is, a lot of our customers said, ‘I want to sit and watch. I don’t want to cook!’”

Prior classes were mostly limited to chef presentations, partially due to space restrictions.

The old kitchen was tucked into a small corner of the Kitchen Engine’s retail area, with room for maybe five students, all sharing cooktops, Aquino explains.

By comparison, the new teaching kitchen sets or individually, and some you can try before is cavernous, brightly lit and well-stocked. hen looking back at the career of Adam Sandler, it is hard to think of a more varied and unconventional run for an actor of his unique disposition. First getting his big break on Saturday Night Live, he would ultimately get fired from the show and go on to star in a whole host of hit ’90s comedy vehicles. From Billy Madison to The Waterboy, he carved out a presence as a beloved comedy actor who always drew a crowd regardless of a mixed critical response. Outside of that, he has taken on a handful of more serious roles that let his acting chops shine through. Be it in Paul Thomas Anderson’s sublime Punch-Drunk Love, Noah Baumbach’s melancholic The Meyerowitz Stories, or the Safdie brothers’ stressful Uncut Gems, Sandler’s performances can sneak up on us when we least expect them to.

All of this brings us to his newest film, Hustle, which finds Sandler in an intriguing middle ground, drawing from both his comedic sensibilities and dramatic aspirations. In one of the better straight-to-Netflix productions, Sandler plays a down-on-his-luck basketball scout, Stanley Sugarman, who still has a passionate spark. A former player himself whose career was derailed by an injury, he now spends most of his days traveling around the globe to scope out new talent for the Philadelphia 76ers, whose management undervalues him.

A look at some of the more off-the-beaten path Inland Northwest summer music festivals

F

iler, Challis, Joseph, George, Canby and Colville — even Whitefish in Montana for that matter — are far from booming metropolises in the Pacific Northwest.

But for a few days every summer, they are destinations for bands and music lovers alike. They become boomtowns filled with all genres of music, including red dirt country, Southern rock, bluegrass and all points in between pop, rock, country and Americana. All are in the great outdoors, most of the time under hot, sunny skies during the highly anticipated long, long days of summer.

Welcome to Summer Festival season 2022.

Already the festival season locally has gotten off to a fast start.

The first-ever LuckyFest Northwest in Spokane took place in May and was a smashing success. And in March there was Treefort, where more than 500 bands performed in Boise, Idaho. But returning to those will have to wait until 2023.

While Sasquatch Festival at the Gorge went away after 2018,

fans who miss former Gorge mainstay Paradiso can catch the new EDM festival at the Gorge called BEYOND WONDERLAND (June 18-19), which began in 2021 and will get the summer season fully underway in 2022. There is also a rolling array of options within driving distance of Spokane on the festival circuit.

A

mong the most unique of festivals is HIGHWAY 30 (June 22-25) in Filer, Idaho, a few miles from Twin Falls along the Snake River Canyon. Army veteran Gordy Schroeder and his wife, Megan, started the festival in 2014, and it’s only gotten stronger each year. With a focus on Texas country music, it’s a four-day mix of under-the-radar bands with a smattering of music stars you hear on country radio.

Highway 30 was among the few festivals to actually take place in 2020, the first year of the pandemic when most everything else was shut down, so 2022 will be their ninth consecutive year.

Among its features you most likely won’t find anywhere else:

In the months leading up to the event, Gordy can be seen each Sunday morning giving live reports from his hot tub. He makes most of their festival lineup announcements this way.  Each year, Gordy honors military members, veterans, first responders and other public servants by giving them a commemorative medallion from the event.  Oh yeah, the music is pretty darn impressive, too.

The 2022 version includes recently reunited Turnpike Troubadours, plus Granger Smith (with his alter ego Earl Dibbles Jr.), Aaron Lewis, Koe Wetzel and more. ther festivals have found their own niches, too, and won’t be going away anytime soon. Just a few hours away from Spokane in Whitefish, Montana, is the UNDER THE BIG SKY FESTIVAL (July 15-17), which has caught on like wildfire.

In its 2019 debut, the mix of Americana, folk and country music for two days drew more than 15,000 people to the picturesque two stages on the doorstep of Glacier National Park. After a pandemic delay, it returned in 2021 and burst at the seams in terms of lines for restrooms, water and concessions.

For 2022, tickets sold out in a matter of days, despite incredibly expensive lodging costs for those who attend. But its lineup — this year featuring Lord Huron, Cody Jinks, Black Pumas and Jamey Johnson — is one to drool over.

Another family-oriented festival, founded in 1979, takes place each August in the outpost of Challis, Idaho.

Simply known by most as BBR, the BRAUN BROTHERS REUNION (Aug 11-13) features a pair of brothers from the annual Saturday headliner, Reckless Kelly, and another set from the Friday headliner, Micky and the Motorcars.

All four brothers grew up near Challis, and their father, Muzzie, had his own successful music career, including founding the festival with his brothers. In fact, Muzzie and his friends and family also have an early set to themselves at BBR, and Muzzie can be seen in the early hours golfing at the Challis Golf Course where the festival takes place.

Willy Braun could be considered the superstar of the family, as Reckless Kelly has a cult following. Seeing Willy on the drums for other performers is a common sight, and there is a steady dose of that kind of camaraderie throughout the festival as sets continually merge into sing-alongs and play-alongs among the performers.

If you’re a night owl, you can see BBR performers at the Roadhouse, one of three downtown hotspots that provide live music for the after-party. Campgrounds are also full of music and frolic of all kinds. And since the daily music starts in the midafternoon, you can always sleep in deep into the mornings.

FARM JAM (Sept 2-3) in Colville is also worthy of a visit, although Labor Day Weekend is always a tough sell for the lake-going crowd. But it takes place on the working family farm of Greg and Zara Knight, so of course earlier dates would be out of the question.

This year’s festival features Matt Stell and Joe Nichols, and a collection of other local, regional and national country talent. With plenty of space on the farm for camping and in just its third year of existence (2019 and 2021), this festival certainly has room to grow. Located in the massive valley that Colville sits in, there are gorgeous views far and wide.

There is no denying that full days of wall-to-wall music and the parties that go with them are what music fans are clamoring for. And the Great PNW — although far from music meccas such as Nashville and Austin — does not disappoint. n

inger-songwriter Alynda Segarra’s band, Hurray for the Riff Raff, certainly started as more of a folk endeavor, but their new album Life on Earth is much too fluid to fit into that simple categorization. Filled with urgent songs about surviving in disastrous times, Segarra wails and warbles through the collection of tunes that vary from edgy, punky guitardriven numbers to hip-shaking folk to sparse synth-laden anthems. All the while Segarra wrestles with the messy complications of simply existing as part of humanity with affecting, compassionate candor. eople are always probably going to think of grunge first when it comes to Washington music, but Brandi Carlile is certainly doing her best to stake a claim as one of our state’s all-time musical greats. The singer-songwriter’s heart-wrenching American tunes finally found a massive audience after years of plying her craft, and she hasn’t looked back. Hearing the tunes from 2021’s In These Silent Days ringing clear in the picturesque open air of the Gorge will be almost unbelievably ideal. Carlile isn’t skimping on the openers either, bringing Sarah McLachlan, Lucius, and Celisse to open up the evening. If you can’t make the trek to the Gorge, Carlile is also offering a livestreaming option through her website so fans can watch the Gorge’s musical majesty from the comfort of their own abodes.

THEATER THE PLAYWRIGHTS’ WORLD

Since 1983, regional playwrights have come together to showcase their original one-acts and discuss the world of theater at this annual festival hosted by Spokane Civic Theatre.

To kick off the fun, there’s a panel covering the ins and outs of the artform, including the business side of playwriting, the joys and challenges of working with playwrights from the director’s perspective, and how to navigate the world of theater in Eastern Washington. There’s also a presentation from this year’s keynotes, Bryan and Trish Harnetiaux, during which the Dramatist Guild members discuss how to find your own path in the playwright world. Two sets of one-act plays are staged on an alternating schedule over the course of four days, featuring a total of 11 different performances.

The U.S. Department of the Air Force invites you to participate in public scoping for the Environmental Impact Statement for the Beddown of KC-46A Tanker Aircraft for Main Operating Base #6 Please note, due library renovations, the U.S. Department of the Air Force (DAF) has extended the 30-day public scoping period to June 30, 2022. The original scoping period was from April 14 through May 16, 2022 through publication of a Notice of Intent to prepare an Environmental Impact Statement addressing the proposal to beddown KC-46A Pegasus (KC-46A) tanker aircraft, associated infrastructure, and personnel for the Main Operating Base #6 (MOB 6) at an existing active duty Air Force Base (AFB) within the continental United States.

The Proposed Action consists of the beddown of 24 KC-46A aircraft at MacDill AFB, Florida with a mission to provide worldwide refueling, cargo, or aeromedical evacuation support, or as an alternative, the beddown of 24 KC-46A aircraft would occur at Fairchild AFB, Washington. Under the Proposed Action at MacDill AFB or the Fairchild AFB alternative, the 24 KC-46A would replace 24 KC-135 Stratotanker (KC-135) aircraft when those aircraft are relocated or retired from the selected installation. The associated KC-46A training mission would result in an increase in overall tanker operations at that installation.

The DAF plans to recapitalize (restructure and replace) the existing 1950’s-era tanker aircraft and associated mission through basing of the modern KC-46A aircraft. With more refueling capacity and enhanced capabilities, improved efficiency and increased capabilities for cargo and aeromedical evacuation, the KC-46A will provide aerial refueling support to the DAF, the U.S. Navy, and the U.S. Marine Corps, as well as allied nation coalition force aircraft.

FLOODPLAIN NOTICE. Implementation of the Proposed Action at MacDill AFB would have the potential to be located in a floodplain and/or wetland. Consistent with the requirements and objectives of Executive Order (EO) 11990, “Protection of Wetlands,” and EO 1988, “Floodplain Management,” state and federal regulatory agencies, such as Federal Emergency Management Agency, U.S. Army Corps of Engineers, the Florida Department of Environmental Protection, and the Florida Division of Emergency Management, with special expertise in wetlands and floodplains will be contacted to request comment.

ENVIRONMENTAL IMPACT STATEMENT (EIS). Pursuant to the National Environmental Policy Act, the DAF will prepare an EIS, which will assess the potential environmental consequences of the KC-46A aircraft beddown. The beddown will require personnel and facilities to support aircraft operations and pilot and operator requirements.

I SAW YOU TATTOOED MARY I gathered the courage to compliment your cool tattoos at the Village last week. You showed me one was a work in progress and recommended a local artist or two. Words were a little lost on me, however — driven to distraction by the beautiful canvas alone. And that is the truth.

YOU SAW ME HEALTH & HOUSING Health and health care; homelessness and mental health; medically necessary and covered service; categorically needy and allotted units of care. These are all words and phrases you will see in Washington’s Health Care Authority policy for Apple Health, which serves 2.4 million Washington residents.

What you won’t see is an increase in allowed types of services (beyond addiction treatment). In fact, the amount of occupational therapy units for the handicapped is limited to six hours of therapy per year. How will only six hours of therapy improve anyone’s occupational outlook? Everyone talks about how to improve our health care system, but you have to actually know how the current system works in order to improve it. The problem is how we define health. I think we can all agree that health includes the physical state or condition of a human being’s body. A body that is continuously exposed to the weather (cold, hot, wet,

dry, wind, sun, no-sun) without reprieve will deteriorate at at much faster rate than one that is not continuously exposed.

The body needs nourishment (food and water), the more balanced the diet the better, right? Don’t forget how important it is to wash your hands after using the bathroom! As simple as cooking and washing up is to you, it is the hardest thing for those who don’t have a home to do it in. And those are the same people whose health deteriorates the fastest. Keeping fed and clean are a major component of staying (or becoming) healthy, yet this is ignored by policymakers. Housing is an integral part of human health outcomes. So why isn’t it included in any service plan, why hasn’t a doctor ever prescribed “shelter — with running water and electricity” as a medically necessary prescription to an unhealthy condition?

Just a Bit of a Buzz In an era of high-potency cannabis, a mild high remains possible

oday’s cannabis market is inundated with ways to get as stoned as possible, but that’s not always fun. Sometimes you might want a more low-key buzz. You might want something that allows you to be stoned without coming across as stereotypically so. Here are three ways to catch a buzz fit for a weeknight, when you might want the relaxation but also to stay in touch with reality.

HALF-GRAM PREROLLS

There is a satisfaction that comes from smoking an entire joint. In part, that satisfaction comes from the fact that joints are meant to be single servings. You light one, enjoy it to the end, and that’s it. But as THC concentrations race beyond 20 percent, there are now a ton of prerolls for sale on the legal market that could knock even experienced smokers down for the count.

You could always smoke half of a full joint, but then you have half a joint left over stinking up the place.

The solution is asking your budtender for half-gram prerolls. Most are sold by the gram, but packaged into two half-gram prerolls. They’re perfect for someone looking to enjoy the full joint experience, without experiencing an excessive high.

ONE-HITTERS

Preroll joints present a unique problem, in that they’re packaged to be consumed entirely as is. Maybe you know that they have simply too much cannabis for your taste, so you instead opt for flower for a pipe. Fair enough, but pipe bowls can be quite large, too. Enter, the one-hitter. Also known as a chillum, these are small pipes that look like straight cylindrical tubes. On one end goes a small bit of flower, and on the other your

mouth. They don’t hold as much as a regular pipe, meaning you can take just one hit if you so desire.

They’re perfect for dialing in the exact level of high that you’re looking for without leaving unsmoked flower in the bowl.

ONE-TO-ONE RATIO

Edibles with a ratio of one part THC to one part CBD might seem like the ideal for getting high, but CBD has been shown to counteract some of the high-inducing properties of THC. So, if you consume edibles with a one-to-one ratio of those two chemicals, you’ll wind up less stoned than you would based simply on the THC content. Higher CBD to THC ratios, like one-to-one, enhance effects of CBD while somewhat tamping down the effects of THC, leading to more of a therapeutic, but less stoned, feeling. They’ll still get you high, though. n
