I

’m not entirely certain of the when, but I am very familiar with the where — downtown, Spokane, West Third Avenue, just after you turn right to merge onto I-90 West. I was moving toward the direction of home. I’m also not entirely certain how I was feeling, but I imagine I was somewhat in a hurry, anxious to be enveloped by the warmth and comfort of sacred personal space — the home, partner and pets — making up my daily world. I can assume this was an accurate sensation because my introversion is a near-ubiquitous new normal. My general gregarious nature tamped way down — gone the way of many other pre-pandemic characteristics.

As I rounded the corner heading for the highway, I was forced to stop, as a charcoal gray Jeep stood still in the street. I’m pretty sure confusion arose first because traffic wasn’t flowing as

expected. And while I long to write that curiosity arose second, if I’m being honest, it was probably a feeling more akin to annoyance or impatience. However, those initial reactions are completely overshadowed by what happened next.

Upon registering the stopped vehicle, my brain communicated that I should search for a reason, and that’s when my eyes spotted him, the pedestrian. A man of average height, wearing grungy, faded pale blue-white jeans, with an oversized coat-type flannel. He was also stalled, poised on the lip of the sidewalk waiting for the driver waiting on him. In his hand, he held a sturdy,

pale, bleached, wooden walking stick — possibly carved, definitely adorned with feathers, about 5 or 6 feet tall. The man radiated weariness and pain, which was reflected through his perturbed demeanor and small perceptible bodily movements — slow, shallow inhalations, a tilt to the side and lean on the stick, a small wince.

He, the driver and I were well aware it would take quite some time for him to get across the road. So, he gruffly and grumpily made the decision for all of us, waving the Jeep forward frantically. His hand slapping and swiping hard at the air indicating an resigned acquiescence to the automobile.

Enchanted, I watched wondering whether the person behind the wheel would take the opportunity, speed up and rush through, leaving me to make the same decision, or would they remain steadfast in their decision to remain still.

he driver stood their ground, waiting, and so the pedestrian relented, inching ahead. He disappeared from my line of sight for a few seconds and I bore witness to his reemergence. He reappeared. The surly, sour expression once worn was replaced with a radiance. A smile and a repeated hand gesture landing somewhere between a “rock on” symbol and the Hawaiian Shaka. Because I could only faintly see the driver’s back, I have no idea whether the pedestrian’s reaction was brought on by their actions — maybe they offered a smile, a nod, a wave, creating connection. Perhaps it was just the driver’s patience, their provision of safe passage or their acknowledgement of mutuality, dignity and worth.

These are the details I’m not likely to ever discover, but the result itself was worthwhile. A man transformed before me, becoming much lighter, eyes brighter, a body lifted, less hunched, exhaustion temporarily extinguished.

Strangely, my ear heard the laughter before I recognized it as my own, bubbling up from within. I “returned to myself.” Father Greg Boyle explains those times when we glimpse our truest form, where the soul resides layered beneath the projections we cast out to others. It had been awhile since I had been meaningfully present, stapled into my body, out of my own rapid and ceaseless thoughts, actually able to watch the spark as it passed from driver to pedestrian to this bystander-receiver-self. I felt deeply human with an ancient, comfortable knowing that this is how we are meant to show up with each other — awakened from the autopilot of incessant forecasting over uncertain futures and ruminating over unchangeable pasts.

I wanted to freeze the feeling, capturing it for those times when the world is too big and crashes in around us — during a supermarket shooting spree, a war, or in the slower human degradation of housing, food and health insecurities. I wanted to hold on to it for those times when I am far too small — too judgmental, impatient, unkind or awash in self-obsession. I wanted to be able to recall the scene when I forget the heart of who we are as humans. Though I doubt I’ll ever meet the driver or pedestrian, I’m memorializing us together in a moment, cementing our shared bond in words.

Sometimes we slow down enough to really see. Sometimes we make a choice to create safety, shield and shepherd one another enough to grant safe passage. SHELTER DEJA VU Is Spokane making progress on homelessness — or caught in a Groundhog Day time loop?

T

he irony is that Julie Garcia of Jewels Helping Hands says she didn’t actually expect — or even intend — for the city to pick the plan she’d submitted on March 31. After all, she hadn’t followed the assignment. And that was intentional.

The city had called for contenders to run and operate a homeless shelter and warming center that would be able to accommodate at least 250 guests at a time.

But the proposal from Garcia called for an entirely different strategy — 250 tiny shed-like palette homes, set up where the massive “Camp Hope” homeless encampment is in East Central Spokane, where hundreds of homeless people have been living for months. And to support them, they’d partner with seven other local nonprofits, bringing in former City Council President Ben Stuckart to oversee it and help run it.

Garcia says she wanted to show that the city’s plan wasn’t the only way forward.

“If we just complain to the city, and have no solutions, we’re no different than everyone else,” Garcia argues.

But there was one detail in the proposal in particular that incensed City Councilman Jonathan Bingle: Stuckart would be making over $150,000.

“I made $150,000 last year,” Stuckart writes in a text message to the Inlander. “Gotta charge what I am worth. (And I do know what I’m doing.)”

“There’s a fine line between helping people,” Bingle says, “and getting rich off these people.”

And that may have just been a philosophical dispute, except Stuckart was also leading the Continuum of Care Board — the very group that the city had tasked to review the proposals and issue a recommendation.

On April 19, Mayor Nadine Woodward’s administration decided to throw out the nearly completed selection process, arguing that, along with Stuckart’s alleged conflict of interest, still-confidential information had been inappropriately released.

“It was a potentially tainted process,” says Eric Finch with the city’s Neighborhoods, Housing, and Human Services. “We really just didn’t have a choice.”

Stuckart decries the decision as the result of a plot “to set me up, to get me in trouble.” Bingle, meanwhile, has filed two ethics complaints against Stuckart, one with the Continuum of Care Board and one with the federal Department of Housing and Urban Development.

If you got hit with deja vu reading that, it just means you’re paying attention. For years, the homelessness news cycle has been stuck on repeat: A yearly winter scramble for shelter space. A proposal for a new site triggering a flurry of neighborhood objections. Finger-pointing between the city administration and the council. And now, politics and accusations amid a swirl of conflicts of interest and ethics investigations. Rinse, repeat.

TOPSY-TURVY

In some fascinating ways, the landscape has changed around homelessness. Back in 2019, conservatives like mayoral candidate Woodward fought against the rush to create a new low-barrier homeless shelter, decrying such models as simply “warehousing the homeless.”

Today, it’s conservatives like Woodward and the downtown business community who have been pushing to create a big, new low-barrier homeless shelter, while progressives like Garcia decry such models as simply “warehousing” the homeless.

Heck, Larry Stone, the developer who created the Seattle is Dying-style video Curing Spokane calling for a tougher approach to vagrancy in 2020, bought the East Trent building that the city plans to lease for its new shelter.

Drill deeper, however, and it’s not quite the philosophical Freaky Friday swap it appears to be. Even in 2019, some progressives, like Stuckart, were opposed to putting hundreds of homeless people into a single space. They’d seen the backlash from businesses after over 300 people were packed into House of the Charity in 2017.

Woodward quickly found that federal legal precedent handcuffed the city’s ability to conduct “sweeps” — enforcing the city’s rules against homeless camping and sidewalk sleeping — unless there was enough available shelter. To clear the streets legally, homeless people needed somewhere they could go.

Meanwhile, Jewels Helping Hands, who fought tooth and nail to become operator of the Cannon Street shelter in 2019, quickly learned how tough it was to run a facility after numbers in a single shelter grew to 150.

“It’s just all day long putting out fires,” Garcia says. “All we did was warehouse them. We didn’t actually help them get out of homelessness.”

She notes how this winter’s experiment with turning the Spokane Convention Center into a warming center quickly ended in a disaster: Packing 300 people in a single space resulted in an explosion of vandalism — an estimated $110,000 in damage.

But it also illustrated the desperate need for more available shelter. Over the past year, Finch says, the Woodward administration has scrutinized over 100 potential shelter locations.

City Council member Zack Zappone is wary of the motivation.

“Their goal was to say that they have enough shelter beds and they can now start enforcing more sweeps,” Zappone says, “rather than getting people to stable housing.”

Either way, getting new shelter beds has been a struggle. In mid-April, the Continuum of Care Board, a local nonprofit tasked with managing federal housing and homelessness grant funding, voted down a recommendation to make the Guardians Foundation the operator of the proposed East Trent shelter. Stuckart didn’t vote and let everyone know he was recusing himself because of a conflict of interest. But Bingle says Stuckart didn’t go far enough.

Bingle hands the Inlander a manila folder containing the Continuum of Care’s ethics policy, which also says board members must avoid “discussing” or “lobbying” on a matter when they have a financial stake in it. And the folder also contained meeting minutes filled with examples of Stuckart discussing and lobbying.

Stuckart says he read the policy but didn’t see that line.

“Nobody, not a single person on the board, nor a single employee, was aware of that line in the conflict of interest statement,” Stuckart says.

The conflict-of-interest section is four pages long. Everyone on the Continuum of Care Board was required to review it this year, and sign that they read it.

“There’s a very old expression,” Bingle says. “Ignorance of the law is not a defense of the law.”

If there’s anyone who should have been reading closely, it was Stuckart. Exactly one year earlier, Woodward had announced the results of a state auditor investigation, scrutinizing whether Stuckart had failed to adequately disclose a potential conflict of interest for a 2019 shelter selection process involving the exact same applicants, including Jewels.

An Inlander records request showed that Stuckart had been generous to all applicants, but particularly to Jewels. He gave them a nearly 50 percent higher score than other members of the review committee.

While he didn’t have a direct connection to Jewels, one of Stuckart’s previous campaign donors — and mentors — Sharon Smith, who co-runs the Smith-Barbieri Progressive Fund, was Jewels’ fiscal sponsor.

“We came in and said, ‘Alright, we’re going to take the risk if Jewels implodes,’” Smith told the Inlander last year.

Jewels had submitted its “risk assessment” paperwork to the city as the Smith-Barbieri Fund. Yet, Smith says, neither Stuckart nor Smith-Barbieri would financially benefit if Jewels was selected. (And that time, they weren’t.)

Still, the state auditor urged the city to more closely scrutinize conflict-of-interest procedures. But flash forward a year and, it seems, nobody did. Weeks after Stuckart announced his conflict of interest and nobody — not Stuckart, not Jewels, not the other Continuum of Care Board members, not the city — had looked up the rules apparently.

Today, Stuckart argues that because the Continuum of Care Board’s vote was only advisory, the conflict of interest policy didn’t technically apply. Furthermore, he speculates that the search process never would have been abandoned had the vote come out differently.

Bingle, who says he’s “flattered” by being “underestimated,” says the idea to file the complaints came from conversations with the city attorney’s office, but repeatedly claims that only he and his assistant were involved with writing the complaints and the press releases. Nobody else.

Yet when the Inlander asked Bingle about a line in his complaint referencing an “attached email correspondence” between Stuckart and Garcia, he seemed unfamiliar with what attachment that referred to. And when the Inlander asked Bingle if his 2021 campaign consultant, former Cathy McMorris Rodgers campaign manager Emily Strode, was involved with his complaints, Bingle repeatedly refused to answer.

Bingle wasn’t the only one filing an ethics complaint. The Woodward administration also claimed that City Council President Breean Beggs had tainted the process by sharing the shelter operation proposals with fellow council members. So Tom Bassler of GVD Commercial Properties filed a complaint against Beggs through the city’s ethics complaint process.

In particular, Bassler blames Beggs for the process needing to restart.

“When you don’t follow rules, you have things fall apart,” Bressler says. “Everything is short-staffed, and now we have to repeat doing things.”

Beggs’ rebuttal is simple: He only shared the proposals after the initial vote had been taken. There was never a good reason, he argues, for restarting the process.

Either way, Finch, with Neighborhoods, Housing, and Human Services, says restarting the operator search was worth it. If they hadn’t, he believes that it could have resulted in lawsuits, and it would undermine trust, he argues.

“Trust is one of the hardest things to kind of keep and maintain and to grow,” Finch says.

Slowly, he hopes, that’s improving. At the very least, shelter operators, city officials, activists and council members see a broad agreement that more shelter space is necessary.

A new round of proposals from shelter operators and service providers were submitted two weeks ago, Finch says. Stuckart’s board will not be involved in the selection. Because there have been so many other kinks to work out, including hammering out details of the lease, Finch expects the extra delay created by the restart to be minimal.

Last week, the City Council finally officially approved a zoning ordinance change allowing industrially zoned land to be used for homeless shelters, including the potential East Trent shelter.

But the council has remained frustrated with the lack of clear information from the administration. In the mayor’s State of the City speech, Woodward announced that Catholic Charities planned to move the House of Charity downtown — and expand the number of beds available — but the details about the city’s involvement remain hazy.

“I’m hopeful that we will eventually have a new shelter,” Zappone says. “Hopefully a lot of new shelters.”

After all, just one shelter won’t be enough. Today, “Camp Hope” has grown to more than 400 residents. Even if every one of them moved into the East Trent shelter, there still would be over 150 unsheltered residents remaining.

Finch says the city hopes to break out of this cycle, to secure enough shelter space so that the city doesn’t have to scramble every year. Stuckart says he’s hopeful that shelter capacity will continue to improve. The problem is, the number of homeless people just keeps growing.

“Until you fix the housing situation, this is all just BandAids,” Stuckart says. “Nobody’s really looking to fix the big problems here.” n danielw@inlander.com

n Thursday, May 26, close to 100 students from Lewis and Clark High School walked out of class to call for gun reform and stand in solidarity with the victims of the shooting in Uvalde, Texas.

The kids weren’t alone. Students in Tacoma, Seattle, Detroit, Los Angeles and dozens of other cities across the country staged similar walkouts organized by Students Demand Action, a national organization focused on ending gun violence. The walkout at Lewis and Clark was organized by Gee Kelly, a senior who is a member of Students Demand Action.

As a high schooler in America, the possibility of a shooting weighs heavy on Kelly’s mind — he even set up a shortcut for it on his phone. Press the power button four times in quick succession, and Kelly’s phone will send a pre-written text to his family letting them know there’s a shooter and that he loves them.

Standing in the courtyard behind their school, the students chanted: “Thoughts and prayers are not enough.”

“Don’t stay silent, end gun violence.”

“Problems don’t solve themselves.”

A few parents stood outside the school fence watching the crowd. One parent said she came both to support her kids, and because she was worried about what might happen if someone attacked the walkout. One day before the shooting in Texas, authorities were called to Sunset Elementary in Airway Heights after a student brought a gun to school in his backpack.

Lewis and Clark senior Tevita Fakasiieiki was one of the speakers at the walkout. When Fakasiieiki was a freshman in 2019, an 18-year-old Lewis and Clark student threatened on social media to shoot up the school. It didn’t happen, but the whole school was on high alert; two years earlier, a 15-year-old boy brought a rifle and handgun to Freeman High School, just southeast of Spokane, and killed one classmate and seriously injured three others.

“We were all super shaken and scared by it,” says Lewis and Clark senior Will Merritt, who spoke at the walkout and is also the school’s Associated Student Body president.

The fear isn’t always front and center, Fakasiieiki says, but it’s always lurking in the background. During weeks like this, it’s hard to ignore.

“It’s very confusing,” Fakasiieiki says, “because sometimes I’m terrified and sometimes I’m not.”

Fakasiieiki had a specific call to action for his classmates.

Addressing the crowd, he asked that they contact U.S. Sens. Patty Murray and Maria Cantwell and tell them to support H.R. 1446 (the Enhanced Background Checks Act of 2021) and H.R. 8 (the Bipartisan Background Checks Act of 2021). The bills have been passed by the House but have yet to be voted on by the Senate.

Fakasiieiki asked his schoolmates to contact Rep. Cathy McMorris Rodgers too, even though he doesn’t think the NRA-backed Republican will listen.

After listening to speeches, the Lewis and Clark students — born after Columbine, and similar in age to the survivors of the Sandy Hook shooting — held a 21-minute moment of silence for the 19 students and two teachers killed at Robb Elementary School in Uvalde.

Merritt says he hopes the student action will demonstrate to leaders that things need to change. The students didn’t walk out because they wanted to, he says, they did it because they needed to.

“We’re not just going to sit by and let this happen,” Merritt says. (NATE SANFORD)

“We are blessed to have a lot of water. I think that we sometimes forget what a valuable resource that is,” says City Council member Karen Stratton. “We have this great resource that we need to protect and make sure we’re using it wisely.”

At the end of a nearly three-hour meeting on May 23, the Spokane City Council passed an ordinance, 6-2, that they hope will turn off the tap.

Under the new ordinance, from June through October, Spokane residents will be banned from watering their lawns more than four days a week or between 10 am and 6 pm.

And starting in summer 2023, whenever the flow of the Spokane River is particularly low residents will be permitted to water no more than two hours a day and will be banned from using water to wash sidewalks, porches and patios. Scofflaws will be educated and given a chance to mend their ways before being punished, the ordinance says. And it will be almost two years before the measure starts being enforced, through yet-to-beauthorized fines.

Enforcing those fines is a major concern of many of the ordinance’s critics, who worry that a complaint-based enforcement system will inflame tensions between neighbors. Mayor Nadine Woodward wrote to the council that while she supported water conservation, the measure would likely backfire.

“Penalizing water usage and turning neighbors against each other will do more harm than good,” Woodward wrote.

Compared to confirming the presence of a junk vehicle or an overgrown yard, proving that a resident watered his lawn more than four days a week is tougher.

“We don’t enforce real crimes today,” argued Councilman Michael Cathcart, who opposed the ordinance along with Councilman Jonathan Bingle. “We’re not going to enforce this.”

Cathcart had proposed an alternative proposal that would try to incentivize cutting back on water, instead of penalizing people for watering during the wrong times of the year.

Stratton, however, thinks that a lot of neighbors will be more than willing to complain about the water wasters next door. During the drought last year, she says, they would even tattle on the city.

“I just drove by Audubon Park,” Stratton recalls one resident complaining to her in a phone call last year. “It’s 108 degrees, and your sprinklers are on.” (DANIEL WALTERS) n

University of Idaho looks at growing crops in the same field to better share nutrients like nitrogen

I

t’s long been a common practice for farmers in the Inland Northwest to alternate between crops that suck nitrogen from the soil, such as wheat or barley, and so-called “pulse” crops that replenish nitrogen, such as lentils or peas.

In many areas, adding fertilizers to the soil is regularly needed as some types of plants continue to pull nutrients from the ground.

But what if you grew nitrogen-hungry crops and nitrogen-giving crops in the same field at the same time?

Could the benefits be shared between the crops in the same season? Could the soil and its microbiome of bacteria, fungi and other microbes be even healthier? Does it make sense when it comes time to harvest those different types of food?

Those are the central questions of some of the research being conducted by a team led by University of Idaho’s Zack Kayler, an assistant professor in the Department of Soil and Water Systems.

“We’ve really done a great job of being efficient with single species across the field, and we’ve learned to apply nitrogen and phosphorus in any amount so that these plants can provide us with the food and energy that we need,” Kayler says. “While that served us for a long time, we’re now kind of facing those repercussions of just producing, producing, producing.”

Looking at more efficient ways to get plants the nutrients they need without relying on fertilizer may be more important than ever. Supply chain issues and international conflicts like the war in Ukraine have driven fertilizer prices up and made it harder to get. Nitrogen fertilizer is also commonly made using natural gas, and the world is

“So if we can provide this alternative and say, ‘Look, you’re getting it for free, just do this to augment your current management plan,’ that is something we can hope for,” Kayler says. “But we don’t know. We hope to know soon what the cost benefits are.”

or the past two years, graduate student Torrey Stephenson has helped figure out the benefits of “intercropping,” where you might plant a row of barley, two rows of peas, another row of barley, etc. in hopes that the plants will all benefit.

Peas and other pulse crops are able to pull plentiful nitrogen from the air, and microbes in the soil are able to process that to make it available to plants. But exactly how that nitrogen travels has been a little unclear so far.

To learn more, Stephenson has used a cutting edge technology known as stable isotope tracing to track exactly how that nitrogen moves from plant to plant.

Think of it somewhat like introducing a dye to each nitrogen molecule, he says.

“It’s not actually as if we’re putting a paint into the system, but it’s a way that we’re able to trace where these nutrients go,” Stephenson says. “We know that rotation works. We know that we grow pulse crops one season, we leave it at rest on the field, and it increases the nitrogen.

But if we grow it in the same season, where these crops are side by side, are we still seeing that nitrogen transfer and still seeing those kinds of benefits to the barley?”

The early signs point to yes.

“Which is pretty exciting,” Stephenson says. “The pulse crops are not keeping it all to themselves.”

Undergraduate Paige Martin looked at another question related to the soils from the test crops, which are being grown in Aberdeen, Idaho, with funding from the U.S. Department of Agriculture, an organic transitions grant and farming associations.

With samples taken to the lab in Moscow, she and the team were able to test the gases coming off that soil. Martin’s interest was in learning how nitrous oxide and carbon dioxide levels are affected by different watering schedules.

As the West experiences more drought and variability in water availability, the question of how farm pracZACK KAYLER tices might impact greenhouse gas emissions is one that many are curious about, Kayler says.

“We focus a lot on fossil fuels and what we’re doing as a human race,” Martin says. “I wanted to focus on a small piece of that climate puzzle that could fit into the larger picture and figure out how we can mitigate and adapt to a changing climate.”

Current models lack a detailed understanding of how water levels and temperature impact those greenhouse gas releases in the soil, Kayler says. Martin’s work and future research will help.

“The models used right now, while they’re good, they can be better, and that’s where this research comes into play,” Kayler says. n

WAKANDA IS FOR THE CHILDREN

How Black Panther can be a template for a psychologically sound civics education for kids

T

he superhero movies of the Marvel Cinematic Universe have become the most successful, omnipresent pop culture entity of our times. And no MCU film showed how that cultural impact can manifest quite like 2018’s Black Panther. The film was a phenomenon — thanks in large part to the Black community finally feeling seen in a superhero blockbuster, it broke box office records, earned near universal critical acclaim, and was even nominated for a Best Picture Oscar.

And while there certainly was an obvious representation lens to view the movie through, Whitworth psychology professor Justin Martin was less focused on the cast and more focused on the film’s Afro-futurist nation state, Wakanda. Growing up a fan of the Black Panther comics, he felt there was something missing in the dialogue around this cultural phenomenon.

“This was one of the first times where I watched a film, a superhero film, where I didn’t have to worry about, like, ‘Oh, how is that one Black character going to be portrayed?’” says Martin. “Those stakes weren’t as high here, because everybody was Black. So since I didn’t have to worry about that, what is it about the human experience that I think is portrayed in the film? Not thinking about race, but just what is it about Wakanda — how the people interact with each other, how they engage with their government, how they view moral issues — that’s common to the human experience?”

As a psychologist, one of Martin’s main fields of interest is social domain theory, or SDT. SDT contends that during their developmental stages, children interpret interactions among others in three distinct domains: moral, socio-conventional and personal/psychological. The moral deals with justice, fairness, rights and harm/welfare. Socialconventional is tied to norms, laws/rules and authority. The personal/psychological focuses on wants, emotions, intentions and autonomy. It’s suggested JUSTIN MARTIN that all three domains develop differently in individuals, and children often view actions fundamentally differently depending on which domain they are thought to fit into.

To illustrate, Martin points to the playground during recess. Games must be played in the allotted recess time and have set rules (socio-conventional), children must choose to not cheat and should include classmates who also want to play (moral), but they generally have free

rein to use the time however they choose and play which games they desire (personal).

In his paper The Many Ways of Wakanda: Viewpoint Diversity in Black Panther and Its Implications for Civics Education, Martin argues that the unique fictional civics foundation of Wakandan society — which he calls “the film’s unofficial main character” — actually offers distinct divisions among SDT domains, making the film a good template for teachers in Grades 2-5 to build upon with their lessons. “[Wakanda] shares this national identity, but at the same time, there’s a lot of issues they don’t agree on,” says Martin.

I

n Black Panther, Wakanda is composed of five tribes and ruled by a king who doubles as the Black Panther. The Black society’s technology surpasses that of any other country on Earth due to its stash of the rare super-mineral vibranium, but Wakandans keep their advances hidden and don’t interfere with world events in order to maintain their own safety and stability. T’Challa takes the throne and Black Panther mantle after a ceremonial battle where the tribes can nominate royal blood to fight to the death (or yield). This ancient order of rules gets upended when T’Challa’s morally complex cousin, Killmonger, makes a claim for the throne, eschewing the traditional isolationism for violent Black interventionism backed by Wakandan technology and weapons.

The movie is incredibly fertile ground for SDT examination, and using fictional realms like the Marvel Cinematic Universe actually makes broad moral civics

issues easier for children to understand.

“If you can suspend disbelief — and you deal with superpowers, and you deal with time travel, you deal with all of these things that, in a normal context, give regular humans limitations — I think it allows for a more unique way to explore issues of justice, harm, authority, legality,” says Martin.

Martin is not advocating explicitly teaching Black Panther to children. He realizes it’s a violent PG-13 film, and showing it in a classroom wouldn’t be appropriate.

Rather, his paper is targeted at teachers who can design better lesson plans by seeing how a pop culture touchstone can generate civics learning activities centered on SDT. These include teaching about the ways individuals in a society can be generally unified but disagree on certain issues based on SDT viewpoints (like certain tribes disagreeing about Wakandan intervention/isolationism), social contracts and the fairness of monarchies (like a society that chooses it’s ruler based on an interpersonal competition, like T’Challa versus Killmonger), and procedural justice (like how the Black Panther must be stipped of his powers for the ceremonial battle for the throne).

Martin hopes to open up discussions about how social science research and civics education can be weaved into our conversations about omnipresent pop culture touchpoints like superhero movies. You understand Batman without Gotham or Black Panther separate from Wakanda. These heroes are tied to the civic environments that surround them… just like the kids who consume their stories with awe. n

ast year, Eastern Washington University students tasked with monitoring Spokane Valley’s municipal computer networks noticed something unusual — repeated pings from Russian IP addresses.

Stu Steiner, an assistant professor of computer science at Eastern Washington University, says the hackers were likely trying to find backdoor access to the system so they could install ransomware and steal data. As soon as they noticed what was happening, the students leaped into action.

“They analyzed that data, saw it was coming from Russia, figured out it shouldn’t be coming from Russia, and then escalated help desk tickets immediately,” Steiner says.

After seeing those tickets, city authorities were able to quickly blacklist the Russian IP addresses, permanently blocking them from accessing the servers.

The students were monitoring the network as part of the Public Infrastructure Security Cyber Education Systems project, or PISCES. The Washington state-based program pairs cybersecurity students with small, public-sector organizations, who often lack IT resources to monitor and detect threats. It’s a partnership that everybody (other than the hackers) benefits from.

Small municipalities get free student monitoring of their computer networks, while students gain real-world experience analyzing large quantities of data without being held liable if something goes wrong.

The threat of cyberattacks has risen dramatically in recent years, Steiner says. The Washington State Attorney General’s Office reported 150 ransomware attacks last year — more than the total number of ransomware attacks in the previous five years combined. The total number might be higher, as organizations are often hesitant to

WHISTLING THE SAME SONG A Gonzaga professor analyzed crowdsourced flycatcher songs to weigh in on an infamous birder debate

o begin with, Gonzaga environmental studies professor Jon Isacoff offers a caution. He says there may be a point where he has to go off the record to talk about what he really thinks about, say, people who misidentify things based on poor information because they don’t know what they’re doing. He’s the kind of academic who really gets bugged when people get it wrong.

And so even though Isacoff is more a bird fan than a technically trained ornithologist, he’s also North Idaho’s regional reviewer for eBird, a massive crowdsourcing project run by the Cornell Lab of Ornithology. Think of it as roughly like Wikipedia for bird sightings.

“I’m a citizen scientist,” Isacoff says. “That’s what eBird is. It’s a citizen science site.”

The trouble, he says, is some people are less into the science part of it than others. That’s where his sense of precision comes in handy.

“There’s something like 400,000 regular users,” Isacoff says. “If somebody reports, you know, 100 condors in their yard today, it triggers a flag.”

And then it’s his responsibility to wade into the fray, examine their photos, their recordings and their locations, and see if they actually submitted the right bird.

One problem is there’s a whole community of birders who, like Owen Wilson’s character in the bird spotting comedy The Big Year, are incentivized to convince themselves they’ve seen a new bird to add to their list.

“When it becomes 100 percent citizen inputs and zero percent scientists, you’re just getting gobs of bad data,” Isacoff says about eBird.

JON ISACOFF Back in 1989, the Western flycatcher was split into these two species, but from the outside, there’s absolutely no difference in appearance.

“Even if you were to net the bird and hold it in your hand and measure it with calipers,” Isacoff says, there’s so much overlap in size that you’d rarely be able to identify them digitally that way either.

Instead, there are only two reliable ways to tell them apart, Isacoff says. Get a sample of the bird’s blood, and do a DNA test. Or listen to them sing in the morning.

“This particular genus of birds, unlike other songbirds, their songs are genetically hardwired, they do not learn them from their parents,” Isacoff says. So while the eyes tell you nothing, highly trained ears can listen.

Not just any flycatcher song will do.

“The birds will sing partial songs, bits and pieces of their songs on and off all day,” Isacoff says. Most of them tell you nothing.

But the dawn song — sung around sunrise — comes in three different parts. The second part has the clearest difference. With the Pacific-slope flycatcher on the coasts, there’s a distinct two-note flourish, while with the Cordilleran flycatcher east of the Rocky Mountains there’s “a single slurred whistle,” as bird song expert and author Nathan Pieplow put it.

Psee-bit!... Chi-peet!” and “Tseet… Pswee-er!... Chippit!”

It’s a subtle difference, the kind detectable by only the top 1 percent of birders, Isacoff says.

In fact, the birding community is absolutely filled with controversy — conspiracy theories! rumors! online fury! — about whether splitting off the species was the right move at all.

“People will say, ‘I’m a splitter, not a lumper,’ or ‘I’m a lumper, not a splitter,’” Isacoff says.

But here’s where all these bird sightings posted on eBird go from being occasional annoyances to genu-

ine assets. Last year, Isacoff turned the 29 uploads of supposed Cordilleran or Pacific-slope flycatcher “dawn songs” in Eastern Washington into a spectrogram — a visual representation of the sound — to detect which samples were of which species.

The answer? For 28 out of 29, they weren’t clearly one or the other. Only one was a pure song, the rest was “an enigma in the middle,” though a little closer to the Pacific-slope song than the Cordilleran song.

“All these people who have ‘life lists’ and ‘year records’ would wander over from Seattle or Tacoma to the Blue Mountains and say, ‘I just recorded a Cordilleran flycatcher.’ They actually didn’t record a Cordilleran flycatcher,” Isacoff says.

They recorded a mixed flycatcher — a mix of the two.

So what does that mean for the infamous “lumper vs. splitter” debate?

“There probably are two distinct species genetically, at the extreme east and west of the population,” Isacoff says, but everything in the middle is a hybrid. And Spokane is ground zero for this mix.

And ultimately, that speaks to a far broader scientific debate than simply flycatcher arguments online.

“What we’ve discovered is that the idea of speciation is much more fluid and complicated than what was ever thought before,” Isacoff says. “It’s maybe one data point out of hundreds, but it’s our data point. It’s here.” n

Backed into a Corner In Antoinette Nwandu’s Pass Over, two Black men wonder if it’s ever possible to reach the promised land

T

he set of Antoinette Nwandu’s Pass Over, now entering a three-week run at Stage Left, is a nondescript street corner — a chain-link fence, a gray V of battered sidewalk, a solitary graffitied street lamp at its center. And yet for Moses and Kitch, the two homeless Black men at the center of Nwandu’s play, this tiny patch of dirt and concrete has an existential significance. It’s a form of limbo that they long to escape, if only their paths to the promised land didn’t seem barred at every turn.

Pass Over immediately made ripples in both theatrical and activist circles when it debuted in 2017 at Chicago’s Steppenwolf Theatre. That very same year, Spike Lee filmed a performance of the play for release at Sundance, followed by a wider release on Amazon’s Prime streaming service in 2018. Locally, Pass Over soon caught the attention of key members of the Spokane Theatre Arts Council (STAC), who saw it as a timely and compelling vehicle for underrepresented voices, actors and themes.

Malcolm Pelles, a professor of screenwriting at Eastern Washington University and Pass Over’s director, was involved in those early efforts to bring the play to regional audiences.

“We started meeting, just over coffee and stuff, talking about how there isn’t theater being performed around the city written by Black playwrights with a Black cast.

And so as a group we decided to be that change,” he says.

STAC pitched the play to various area theaters and found Stage Left receptive to the idea of a staged reading. Pelles directed that reading in January 2020, which primed the pump for a full-blown production. Then, in what’s become a familiar refrain, COVID hit, delaying their plans until now.

This new full production is allowing Pelles to tease out additional nuances of the show and its characters — with the added bonus, he says, of being able to “spend more time with the actors” as part of that process. Here, those actors are Dahveed Bullis (Moses), Matt Slater (Kitch) and Danny Anderson, who pulls double duty as Mister and Ossifer, two symbolic manifestations of White culture as experienced by Moses and Kitch.

he duo’s repartee, as well as the sharp contrast between their dynamic relationship and their static surroundings, has frequently drawn com-

parisons to Samuel Beckett’s absurdist classic Waiting for Godot. Whereas Kitch is “faster to find optimism” amid the debilitating forces that keep him and Moses anchored to this street corner, Bullis describes his own character as someone hardened by years of adversity and personal tragedy.

“In terms of the story, he has just recently lost his brother and watched Kitch lose his mom. There’s all these friends they have lost. At what point do you really think you can keep fighting? Because if somebody showed an inch of fight, they’re dead,” Bullis says.

“I come from a fairly religious Southern Baptist background. And so I’m constantly interpreting Moses’ actions and paralleling them with Moses’ story in the Bible. It’s no accident that this is called Pass Over and [my character is] Moses. The Bible is filled with people who are reluctant to step into who they’re meant to be.”

Kitch offsets Moses’ reluctance with a steadying and encouraging presence, urging his friend to find some way to transcend this anonymous corner and all that it represents. Early versions of the play took a more cynical view of that possibility. But Nwandu revised the ending

two more times to reflect different outcomes, with the recent Broadway iteration being the most hopeful of them. Pelles and Stage Left Managing Director Jeremy Whittington chose to use the playwright’s second, more middle-ground ending for this production.

“This version balances optimism but also doesn’t shy away from the realities of overpolicing and antiBlack racist vigilantism,” Pelles says. “This version in particular speaks to this community.”

And as intense and raw as some of its material is, Bullis says that Pass Over has more than its fair share of levity.

“I can see the temptation to make this a very heavy show where people are going to feel like they walked through mud. And they get out and say, ‘Oh, man, it’s hard to be anything that don’t look like me.’ That’s a real easy thing to do, I think. I’m very happy with the direction we’ve taken the production in that we’ve found the lightness. There are lots of moments in the process where we’ve just been busting a gut.”

Through that mix of humor, desperation, hope and resolve, Pass Over “is going to surprise you,” he says. “And it’s also going to invite you to do something. To think, to consider. This play really does invite every audience member to self-examine.”

“This play is being produced at the right time,” adds Pelles. “And, hopefully, it’ll facilitate discussion and a perspective shift in people and also contribute to change here in the community. Plays like this can galvanize people, give them hope, give them faith to keep on fighting, to keep on speaking out. The Proposed Action consists of the beddown of 24 KC-46A aircraft at MacDill AFB, Florida with a mission to provide worldwide refueling, cargo, or aeromedical evacuation support, or as an alternative, the beddown of 24 KC-46A aircraft would occur at Fairchild AFB, Washington. Under the Proposed Action at MacDill AFB or the Fairchild AFB alternative, the 24 KC-46A would replace 24 KC-135 Stratotanker (KC-135) aircraft when those aircraft are relocated or retired from the selected installation. The associated KC-46A training mission would result in an increase in overall tanker operations at that installation.

The DAF plans to recapitalize (restructure and replace) the existing 1950’s-era tanker aircraft and associated mission through basing of the modern KC-46A aircraft. With more refueling capacity and enhanced capabilities, improved efficiency and increased capabilities for cargo and aeromedical evacuation, the KC-46A will provide aerial refueling support to the DAF, the U.S. Navy, and the U.S. Marine Corps, as well as allied nation coalition force aircraft.

FLOODPLAIN NOTICE. Implementation of the Proposed Action at MacDill AFB would have the potential to be located in a floodplain and/or wetland. The eight-part series is based on a memoir by American expat journalist Jake Adelstein, who goes to Tokyo in the late ’90s to become a reporter for a major Japanese newspaper, subsequently embedding himself into the not-alwaysat-odds world of Tokyo’s police force and the city’s organized crime families, or yakuza. This dramatized retelling stars Ansel Elgort as the tenacious Adelstein, opposite the great Ken Watanabe as slybut-wise detective Hiroto Katagiri. With multifaceted characters, top-notch acting and beautiful cinematography that’s both vibrant and classically noir, Tokyo Vice ends on a major cliffhanger, giving us hope a second season is coming. idn’t I just write about summer TV, like, yesterday? Time flies when you’re cranking out genius prose on the reg, oblivious to the seasons — at least now I can do it (above-ground) poolside.

Here are six new series debuting this summer that look promising, as well as a list of premiere dates for returning favorite shows. Now, if you’ll excuse me, I have a cabana boy to discipline.

PISTOL (MAY 31, HULU)

Johnny “Rotten” Lydon doesn’t approve, which is the best stamp of approval. The six-episode Pistol is based on Sex Pistols guitarist Steve Jones’ memoir, with Danny Boyle directing this punk cosplay-ization of the band’s 1975-1978 rise and flameout. Boyle’s style is chaos, and Pistol’s bullet-pointed anarchy flies by as quickly as the Sex Pistols’ career did. It may or may not be historically accurate, but Pistol does have the music rights, which is all it needs.

DARK WINDS (JUNE 12, AMC/AMC+)

Based on the Leaphorn & Chee crime novel series, Dark Winds follows Navajo Tribal Police officers Joe Leaphorn (Zahn McClarnon) and Jim Chee (Kiowa Gordan) as they work local cases in 1970s Monument Valley. The veteran cop and the rookie both have troubled pasts and personal demons (very True Detective), but Dark Winds is a dusty crime-noir thriller that’s more than it seems on the surface. Bonus: Rainn Wilson as a sketchy car salesman/evangelist.

LOOT (JUNE 24, APPLE TV+)

When her husband of 20 years leaves her, billionaire socialite Molly (Maya Rudolph) has a public meltdown of TMZ proportions. To pick herself up, Molly throws herself into working at a charity foundation she’s just learned she has, which is not cool with the foundation’s boss (Michaela Jaé Rodriguez). Loot is a breezy workplace comedy from the writers behind 30 Rock and Master of None, and it might even make you empathize with billionaires (but probably not).

When cargo pilot/smuggler Bella (Emma McDonald) finds herself marooned on Moonhaven, she becomes embroiled in a Vast Conspiracy™ that could destroy the lunar paradise. But it’s also full of cult hippies, so… maybe let it slide?

SHE-HULK: ATTORNEY AT LAW (AUG. 17, DISNEY+)

Like the mind-bending Moon Knight, She-Hulk is a Marvel Cinematic Universe deep cut that few Gen-X fanboys ever imagined could be translated into a TV series. Lawyer-to-superbeing Jennifer (Tatiana Maslany) gains big green powers herself after receiving a blood transfusion from her cousin Bruce (aka Hulk, played

by Mark Ruffalo). She-Hulk will work because Orphan Black actress Maslany is good enough to overcome the janky CGI (did Disney run out of money?).

HOUSE OF THE DRAGON (AUG. 21, HBO MAX) Remember Game of Thrones? House of the Dragon is a prequel series set 200 years before the events of GoT and at least three years after most interest in Westeros-based content has waned. For the diehards, House of the Dragon adapts author George R.R. Martin’s House Targaryencentric Fire & Blood novel and stars Paddy Considine, Emma D’Arcy, Matt Smith, Olivia Cooke, Rhys Ifans, Eve Best, and Fabien Frankel. Reddit already hates it.

Lifetime Achievement

Internationally celebrated ceramic artist Patti Warashina returns to city of her youth

Y

ou might think that after more than 55 years doing the same job, a person might get bored, or feel they have mastered all there is to know about the work. But not Patti Warashina, who has made a living as a ceramic artist since the mid-1960s. And at 82 years old, Warashina is still excited about working with clay.

“I think the material itself, it keeps challenging you,” says Warashina, who is the June featured artist at Spokane’s Marmot Art Space.

“It’s not just building three dimensionally, and learning to control the material, and to, you know, just keep saying, ‘OK, maybe I can build a little bigger,’” Warashina says. Working in clay also challenges you to deal with the surface of the clay, adds Warashina.

Warashina’s speaking from her Seattle-area home, where she recently oversaw the installation of an 18-footlong by 14-foot-high public sculpture in the South Lake Union area titled Dreamer. Dreamer is a bit of a new direction for the artist: a super-sized, aluminum version of one of her earlier ceramic pieces. It’s painted to emulate the bright color palette she uses on her clay sculptures, many of which are black, white and red. But Dreamer is also typical of Warashina’s humorous handling of subject matter and fondness for figurative work.

For example, Gonzaga University’s Jundt Art Museum featured Warashina in 2004 with an exhibition of “The Sake Sets: Drunken Power Series,” a play on words (since sake is an alcoholic drink). Warashina’s wry political and social commentary is evident in sake cups shaped like nuclear bombs or oil barrels and artworks with titles like Kimchee Chaos and Replacement Theory.

And yet Warashina’s name and work is less known in Spokane than other native sons and daughters, despite her being born and growing up here. That makes the Marmot show a homecoming of sorts.

Warashina was born in 1940, lived in the Franklin Park neighborhood and attended Lewis and Clark High School. Her father died when she was 12, and at 18 she followed her older sister to the University of Washington, where she earned bachelor’s and master’s degrees in fine arts. Even though as an adult Warashina drove by Spokane many times en route to Montana, she never stopped, and she maintained few contacts here after she left.

Instead, Warashina thrived in Seattle, where ceramics was experiencing a rebirth throughout the West Coast.

In the ’70s, the contemporary art scene was dominated by abstract expressionism, mostly centered in New York City. Its heroes included painters Mark Rothko and Jackson Pollack and sculptor David Smith, and the style emphasized visible mark-making on the surfaces of things and spontaneity over recognizable subject matter.

By contrast, Warashina’s work was more aligned with the emerging pop art and California-centric funk movement, both inspired by popular culture and humor.

These movements embraced clay arts and artists like Bob Arneson, as well as Warashina, whose works from this

time include the tongue-in-cheek “Basket” and “Loaf” series, with titles like Airstream Turkey and Ketchup Kiss.

Warashina was also influenced by surrealism, especially painter René Magritte, she says, and by her peers in what was then an evolving Pacific Northwest clay community. Key figures include Warashina’s former mentor, Bob Sperry, whom she would later teach alongside and also marry, as well as ceramicist Peter Voulkos. “[Voulkos] broke ceramics open for everybody,” says Warashina, describing how his unconventional use of clay and experimentation resonated with her.

After seeing Voulkos’ work using low-fire glazes to achieve a stunning red color, Warashina taught herself how to achieve similarly vibrant colors in her work, a technique she’s refined over the decades.

That technique is well-represented in the handful of ceramic pieces on display at Marmot, especially covered jars resembling birds and cats.

“I think of [cats] as kind of sly,” says Warashina, who still finds artmaking potential in her everyday surroundings. Warashina particularly likes their expressions.

Chef Ricky Webster adds lunch fare and expands his pastry purview at Morsel, a spinoff of Rind and Wheat

J

ust a few months after regional culinary pioneer Fery Haghighi closed her catering company and cafe, the doors of the little building on Cowley and Fifth were opened again, this time by her successor.

Chef Ricky Webster — known for his friendly demeanor, a handful of network TV baking competition wins and his prowess for baked goods — took over a lease for the house-like building that formerly housed Fery’s Catering, between Sacred Heart Medical Center and Interstate 90. Haghighi, credited for introducing the area to traditional French-style pastries and espresso coffee in the mid-1990s, closed her beloved cafe in late 2021 to finally settle into retirement at the urging of her family.

While Webster had always planned to expand his cheese- and bread-centric shop Rind and Wheat, located at 1516 W. Riverside Ave., he was unsure of when or how. Then, news of Haghighi’s retirement was casually mentioned.

“We’ve been trying to hustle at Rind and Wheat,” Webster says, “and my original business model entailed more, but we were limited” due to space.

“Fery and I were at Terrain Table [event in summer 2021] and we started talking, and I was talking about the rent I pay at the current spot, and she said, ‘You can rent mine for much cheaper,’ and she explained that her kids want her to retire — she’s almost 80 — and it planted the seed.”

Webster waited first to see if the Haghighi family got any offers to buy the business, but by the end of November last year, it was settled that he’d take over the lease and expand Rind and Wheat’s capabilities by moving into the space. Morsel opened in April, a year and a half after Rind and Wheat.

“I am very grateful, and it’s very humbling for her

to have such a fondness for me. There is a kindred spirit there,” Webster says. “She brought hand-laminated pastries to Spokane, and I think she maybe wanted to see a newer rendition of that.”

W

hile Morsel is significantly larger than Rind and Wheat, allowing him to expand production capacity for his sourdough bread and pastries, plus a new lunch menu, Webster wanted to create a distinction between the two locations.

Cheese and wine remain only available at Rind and Wheat, and that lunch menu of hot and cold sandwiches, soup, salad and sides are only served at Morsel in a takeout format.

“You can place an order online or call and get a hot lunch in five or so minutes — that is the goal, and it’s happening slowly but surely,” Webster says, noting that he’s already seeing lunchtime traffic pick up from nearby medical offices.

Webster has also split his pastry selection between the two locations so that each feels like a unique experience for customers. Danishes and scones, for example, are only sold at Morsel, and Rind and Wheat is the only place to get his popular breakfast pizza.

“People have a reason to go to both,” he says.

Both locations, however, offer a complete selection of Webster’s sourdough, country-style bread loaves. More kitchen space at Morsel has also allowed him to expand his wholesale accounts, which includes bread for local restaurants Park Lodge, Vieux Carre and the Blissful Whisk, plus pastries at First Avenue Coffee, the Kitchen Engine (also sandwiches and salads), Meeting House and Garland Mercantile (also bread).

“I grew up eating that sandwich, a linguica sandwich on Christmas Eve, with mustard on a French roll,” he says.

The sandwich was originally introduced at a pop-up collaboration with Inland Curry’s Noreen Hiskey, and proved so popular it sold out twice. Complementing the mildly spicy pork sausage is a pillowy-soft papo-seco, or Portuguese-style roll, spread with piri-piri spiced mustard and caramelized onions.

“The bun is crispy on the outside and makes it really craveable with a nice contrast in textures, and it’s topped with the grilled onions to give it another level of comfort and flavor and deliciousness,” Webster says.

Continuing with sandwich names that pay homage to local landmarks, Webster is calling Morsel’s version of grilled cheese ($15) — cheddar, mozzarella and Muenster on sourdough — the White Elephant. Owners of the recently shuttered local retailer recently visited Morsel just to try the sandwich, he says.

Other sandwich names include Garbage Goat (pork belly and ham), the Greenbluff (an all-veggie combo) and the Manito (salami).

“I wanted to celebrate Spokane and have fun with the names because we’re already punny in our marketing,” he says.

The Greenbluff ($16), another bestseller, is a sandwich Webster originally created at his home during an interview with local social media influencer Chandler Baird of SpokaneEats.

“I made that for her with items in my garden, and she loved it so much,” Webster recalls. “[That] meant something to me, as far as moving to Spokane” five years ago. ...continued on page 32

Fire Island offers up a potent cocktail of queer comedy and Austenian romance

t is a truth universally acknowledged, that a single man in possession of a good fortune, must be in want of a wife.”

The first line of Jane Austen’s Pride and Prejudice also opens Fire Island. However, after reciting the prose, Noah (Joel Kim Booster) immediately calls it “heteronormative nonsense,” rolls out of bed, and tells the guy he hooked up with last night that he needs to leave. Yes, Fire Island is a modern comedic gay reimagining of that classic book, but it also doesn’t have time for some of the the novel-ofmanners B.S. This version of the story — adapted for screen by Kim Booster — finds Noah, his best friend Howie (Bowen Yang), and their comedic relief pals heading to the famed gay resort Fire Island for their yearly summer getaway at the home of their lesbian “mom” Erin (Margaret Cho).

While Noah is rather freewheeling and confident as he bounces from hookup to hookup, Howie wants a relationship like he’s seen in rom-coms.

Despite that, Noah makes it his goal to get Howie laid, thinking it’ll lift his spirits. When Howie stumbles into meeting (and falling for) Charlie (James Scully), their clashing friend groups raise the dramatic stakes — Charlie’s pals are rich, aloof doofuses (including the ultra stoic Will played by Conrad Ricamora), while Howie’s crew are mostly kinda-broke guys just looking to have fun.

hen you’re in a strange city, it can feel viewers spend the entire movie alongside Julia, like everyone around you is staring, we still may have the lingering sense that she’s wondering what this interloper is just paranoid, that she’s projecting her insecurities doing in their space. BaLonely’s Norman Robbins sets out on fresh musical paths while fostering the Spokane music scene

othing gold can stay. Friends come and go. Work can be upended at any moment. Weather patterns shift. Little about our environments are ever truly static, and living in tumultuous times makes things feel even more precarious.

Those messy feelings are explored on Thank You, I’m Sorry, the new album from Spokane indie rock quintet BaLonely (which drops on June 3). Led by Norman Robbins on lead vocals and guitar, the group — Alex Smith (guitar), Adam Smith (guitar, keys), Cody Brooks (drums) and Kristen Robbins (bass, Norman’s mom) — plays a shapeshifting brand of indie rock throughout the record. The album opens with the mellow wailing guitars of “No One Told Me (Pt. 1),” but soon songs pop up with low-key disco vibes (“Where People Go”), the slacker hoedown picking (“Tell Me Where I’m From”) and somber downbeat singer-songwriter feels (“I’m Not Ready to Have a Baby,” “Thank You, I’m Sorry”). All the while, Robbins lyrically reflects on growing up, relationships growing distant and searching for a place to belong.

Thank You, I’m Sorry felt like a new process for BaLonely thanks to the combination of pandemic pace and homespun recording (much of the album was recorded in Norman’s basement, but he also opened a recording studio during the record’s creation). While the band started the album in spring 2020, it was still tweaked and tinkered with for a year and a half.

“We felt like we had so much time with everything being shut down. It definitely created this new perspective on going about making [an album], because I didn’t feel rushed in any way,” Norman says. “And from that, I was able to be a little more honest with myself. Just take the time to make something that felt not so forced. Because in the past, we recorded the whole record in a matter of days.”

The laid-back recording process also led Norman to more exploratory songwriting.

“Our last record, I had his whole concept for it. And I felt like I knew exactly what I wanted,” he says. “And this one was definitely a little more like, going into it not knowing what’s going to happen next, and also taking the time to let whatever happened happened.”

“It was interesting, because [I was] listening to it front to back for the first time, like two years after we had started writing it,” Norman adds. “And like I never really paid much attention to the lyrics as a whole, but there really is a common theme of departure and leaving things and changing. It’s cool to see that naturally happen without me really putting much thought into it.”

orman Robbins’ musical reach in Spokane extends well beyond BaLonely. Along with Luis Mota, he runs the Palimpsest Group (TPG). A sort of catch-all organization, TPG has its own recording studio, organizes concerts, runs an internet radio station at TPGradio.com, shoots live video for bands, and more.

“When we started working together, mainly we were only working on the band.Then we sort of, when everything shut down, we started doing livestreaming projects together. And after that, the studio popped up and we moved in there,” Norman says.

“The whole theme along the way has been to create a spark for musicians. When we run into a musician in public who is maybe looking for something to do and hasn’t done anything before, or somebody who’s just looking to be creative in some way, it’s always very exciting because we have all these things that are going on that we want them to be a part of.”

“The radio station is a good example, because we’re running on a schedule. And musicians kind of need deadlines to feel inspired to do things,” Norman continues. “With what little energy we can push being as small of an operation as we are, it definitely creates waves and the momentum sort of builds up.”

Bringing divergent strains of the Spokane music scene together continues with BaLonely’s album release show for Thank You, I’m Sorry at Lucky You Lounge on June 10. Beyond BaLonely’s genre-shifting sounds, there will also be Fun Ladies’ frenetic rock, queer punk from Lip Sick, and the ambient warm-up vibes via Virusbytes. For Norman a huge part of everything he’s doing to bolster the Spokane music scene boils down to not having the mindset of being an afterthought.

“All we’re trying to do is stir the pot up a little bit and get some energy going,” Norman says. “Just really get musicians to not feel like they’re a joke. I never really take anything too seriously, but I suffer from not taking myself seriously enough sometimes. And I think a lot of other artists do the same thing. After more than a decade as a luminous leader in Spokane’s poetry scene, Mark Anderson (pictured) is celebrating the release of his debut collection, Scarecrow Oracle. The former Spokane Poet Laureate (2017-19), also founder of the weekly Broken Mic series and a frequent publisher of poetry in local anthologies and publications (including the Inlander), has compiled several dozen poems composed in recent years into the 86-page collection. Nearly four decades ago, Spokane’s only arts and culture museum held its first ArtFest, which raises money for arts education and community programming at the Northwest Museum of Arts and Culture, or the MAC, as it’s known. This year the festival returns to the MAC in two ways. Canceled in 2020 and held as a virtual event in 2021, ArtFest had previously been held in nearby Coeur d’Alene Park. This year, look for the three-day, in-person event on the museum grounds and extended hours for the museum itself, with galleries open until 8 pm on Friday and Saturday. The event itself features 50 local and regional artists like wooden toy maker Jake Szramek and wildlife artist Molly Sims, plus food trucks, live music and a beer garden so you can make a day — or three — of it.

This year’s programming includes, but is certainly not limited to, two cosplay contests, a special FX makeup demonstration and a panel featuring a Disney screenwriter. If the idea of a convention seems daunting, there’s no need to worry. Let’s just state that the past couple years haven’t been hilarious, so to answer the question posed by Patton Oswalt’s “Who’s Ready to Laugh?” tour? Us? I guess? Maybe? Thankfully, those in the mood will be in good hands with Oswalt, who’s been one of the best standup comedians on the planet for nearly a decade and a half. His spastic nerd brain connects jokes about pop culture, family, religion and loads of other topics at a spitfire pace but with pinpoint funny bone accuracy. From being a recurring character on The King of Queens and voicing Remy in Ratatouille to a podcast where he and his wife go over their messages (Did You Get My Text?) and the upcoming film I Love My Dad, he always seems to be staying busy away from the stage too.

AVISTA VANITY PROJECT The new Upriver Park is a vanity project that just shows that Avista doesn’t care about our community. While I was originally upset that they redirected traffic and closed Upriver Drive to Mission, I thought well maybe the park they are making would actually add something to the community, and I could take my child, too. Redirecting Upriver traffic to Perry and Indiana, which is a horrible intersection complete with an active railroad crossing, makes zero sense since now that intersection is inadequate for the traffic volume it has to handle. I can understand that there were at one time traffic issues with Upriver and Mission; however, making that a right turn only and there only being a left turn to get on it made the intersection safe. With Mission Park literally across the street, the new park only adds more space for Avista workers to take a lunch break outside, and provides no other use for the community. Spending a few million on a vanity project while raising rates for

The States of Cannabis

In early May, the Delaware State House and Senate both approved a bill that would legalize cannabis in the state.

But the excitement was muted as Gov. John Carney has long been a vocal opponent of cannabis legalization. Last week, when the bill made it to his desk, Carney vetoed it.

Carney told local reporters at WMDT-TV that he was concerned about the lack of a regulatory framework included in the bill, which would legalize possession but not establish a legal market. Carney’s predecessor, Jack Markell, signed into law a 2015 bill that decriminalized possession of up to 1 ounce of cannabis for personal use.

ecent news concerning cannabis can be described as a one step forward, two steps back situation.

The green wave of legalization made its way ashore in yet another state — the fourth in the past year — but was stopped short in another. On top of all that, last week’s news reminded us that cannabis issues aren’t simply confined by state lines, but rather are part of the global supply chain as well.

Last Wednesday, Rhode Island became the 19th state to legalize cannabis when Gov. Dan McKee signed into law a measure legalizing recreational cannabis, immediately

McKee’s signature on the measure came just one day after the Rhode Island House and Senate approved it, respectively, in 55-16 and 32-6 votes. Legal cannabis first came to New England in 2016, when it was legalized in Maine and Massachusetts. Six years later, New Hampshire remains the only state in the region yet to follow suit: Connecticut legalized cannabis last July, while Vermont legalized it in April.

Russia’s invasion of Ukraine, along with the ongoing supply chain issues stemming from the pandemic, are beginning to impact the domestic cannabis market. MJBizDaily reports that those within the cannabis industry are preparing for price increases tied to a shortage of fertilizer needed to grow cannabis at industrial scale. Their reporting shows that 28 percent of the global supply of nitrogen, phosphorus and potassium, used in agricultural fertilizers, come from Russia and Ukraine. Exports from both countries have been severely curtailed by the war.

Less fertilizer means higher prices, which industry experts expect will lead to cannabis growers scaling back their operations. In turn, that leads to less cannabis being grown, which means higher prices for the cannabis that is available. n
