It didn’t go exactly to plan for the Biggar/Wilkie National Outlaws, but what a fight the local PeeWees put up taking the visiting Meadow Lake Stampeders to overtime in their Round 1, Game 2 of 2, February 6 at the Jubilee Stadium. Gritty play on the Nat Outlaws part dragged the Stamps to the OT frame, this after losing their opening game in Meadow Lake 4-3. Unfortunately, the Nat Outlaws just couldn’t get that last goal, settling things at 5-5 for a 9-8 series win for the Stamps.

Spring runoff expected to be below normal The Water Security Agency (WSA) released the preliminary spring runoff outlook for 2019, February 7.

With the dry conditions in the summer and fall of 2018 combined with below normal winter precipitation so far, below normal spring runoff is expected across most of southern Saskatchewan.

The summer of 2018 saw extremely low rainfall across a large portion of southern Saskatchewan with near record dry conditions in some locations. These conditions continued into the fall where precipitation was also below normal.

As a result, soil moisture conditions were dry at freeze-up and significant wetland storage was available in many areas.

There is a band through the northern agricultural region and southern boreal forest where,

based on current conditions, near normal snowmelt runoff is expected.

Below normal snowmelt runoff is also expected over the far north.

The spring runoff outlook could change as there is potentially another eight to 10 weeks of winter remaining. However, with dry fall conditions and below average winter precipitation to date, it would take well above average precipitation in February, March and April to produce an above average spring runoff within most areas.

With below or well below normal snowmelt runoff expected in the spring of 2019, it is anticipated that there could be some agricultural water supply shortages similar to 2018. These issues will likely intensify and expand across southern Saskatchewan. This could also create some surface

Saskatchewan’s final 2018-19 average price per hectare was $596 (up from $316 per hectare in 201718), compared to an average of $282 per hectare for similar offerings in Alberta - illustrating the premium being placed by the market on the rights to develop Saskatchewan’s oil and gas resources.

“Saskatchewan’s positive investment climate is based on our accessible resources as well as the priority we place on our

stakeholders,” Energy and Resources Minister Bronwyn Eyre said. “We will continue to work closely with industry for ways to provide as much certainty as we can for investment.”

Two exploration licences in the Estevan area were purchased for a total of $906,166.54. One licence, located northeast of Estevan, was purchased by BASM Land and Resources Ltd. for $845,777.45. The other exploration licence, north of Gainsborough,

was purchased by Burgess Creek Exploration Inc. for $60,389.09.

Five exploration licences located west of Kerrobert were purchased for $5,653,796.91. Two exploration licences, northeast of Major, were purchased for $2,172,009.17 by Rockwell Resources Inc. and are prospective for oil in the Mannville Group. Six consecutive months of job growth in Saskatchewan Saskatchewan’s year-overyear employment increased by 7,700 jobs from January 2018.

This marks the sixth consecutive month of strong job gains for the province. The job gains were split between full-time and part-time increases, with full-time up 4,400 jobs and part-time up 3,200 jobs. Jobs in the private sector were up 16,200.

“Saskatchewan has seen strong job growth for six consecutive months now,” Immigration and Career Training Minister Jeremy Harrison said. “This is an encouraging trend to see in spite of the economic headwinds we have been faced with in recent months. We will continue to work hard and stand up for our province to ensure this positive economic trend continues.”

All eyes on the court challenge this week The provincial government headed to court this week to fight the carbon tax. An unpopular tax, it was foisted upon us by the federal government.

It is too early to even predict the outcome.

However, there are a number of “interveners” who will appear in court to have their side told. There are indigenous groups (Alberta’s Athabasca Chipewyan First Nation; Assembly of First Nations); other governments (Ontario, New Brunswick, British Columbia and the official opposition party of Alberta, United Conservative Party); environmental groups (Canada’s Ecofiscal Commission; David Suzuki Foundation; a coalition of environmental groups); Canadian Taxpayers Federation; Agricultural Producers Association of Saskatchewan; and two Crown corporations SaskPower and SaskEnergy.

Each presenter will have researched and prepared their statements.

While this may appear just another provincial vs federal government fight the reality is there is a lot at stake. For everyone, including the lowly taxpayer.

No doubt many will be watching the proceedings carefully and assessing what it means on an individual level.

‘Tax the rich’ movement in the U.S. may benefit Canada

by Steven Globerman, Resident Scholar and Addington Chair in Measurement, Professor Emeritus, Western Washington University As policymakers continue to debate the incentive effects of tax changes, recent changes to the U.S. federal tax code produced another real-time experiment to test those incentive effects.

Specifically, changes in 2017 capped the allowable deduction for state and local taxes at US$10,000 whereas no direct cap had existed in the earlier tax code. The consequence is an increase in the effective tax rate paid by residents of high-tax rate state and local jurisdictions such as New York City, Chicago and major cities in California, since many residents in those locations can no longer fully deduct state and local taxes against their federal tax liability.

Resulting changes in behaviour to the 2017 cap are consistent with what proponents of supply-side economics predict. Namely, higher effective tax rates create incentives for taxpayers to incur costs to avoid paying higher taxes. In this case, the tax code change has apparently stimulated an exodus of people out of states such as New York, New Jersey and Illinois to states with lower or no income taxes, most notably Florida.

It has also resulted in high tax states generating less tax revenue. New York Governor Andrew Cuomo blamed the state’s $2.3 billion budget deficit on the federal tax change that has driven some of the tax base out of the state. Arthur Laffer would not be surprised.

So why is this experience relevant for Canadians?

Primarily, it reinforces concerns that relatively high tax rates in Canada compared to the United States

are diverting capital investments to the U.S. that would otherwise be made in Canada. In this regard, Canada might begin to enjoy a more competitive tax position if the Democrats gain control of the executive and legislative branches of government in the 2020 election.

Democrats in Congress are falling over each other with proposals to raise taxes on the “rich.”

The media’s current favourite, New York State Representative Alexandria Ocasio-Cortez (or AOC, pictured above), has called for a 70 per cent marginal tax rate on incomes over US$10 million. The current top marginal tax rate is 37 per cent. Senator Elizabeth Warren has proposed a 2 per cent tax on net wealth above US$50 million and an additional 3 per cent above US$1 billion. And Senator Bernie Sanders, nominally an Independent who typically votes with the Democrats, has argued for a tiered inheritance tax that would begin at 45 per cent on estates worth more than US$3.5 million and end at a 77 per cent rate on estates valued in excess of US$1 billion.

Proponents of levelling income and wealth differences by taxing the rich claim there will be huge increases in tax revenues that could finance social and environmental programs. AOC says that her top marginal tax rate of 70 per cent will raise more than $700 billion over a decade. She wants to spend the increased revenues on a “Green New Deal” that would fully convert the U.S. economy to renewable energy. Senator Warren expects her wealth tax to raise about $2.75 trillion in 10 years. Conversely, the non-partisan Tax Foundation has done simulations showing AOC’s proposed tax change, applied to all

income, would result in lower overall tax revenues due to a shrinking tax base.

Supporters of these Democrat proposals point to surveys documenting strong support among American voters for higher taxes on the rich.

For example, almost 60 per cent of respondents to a recent poll said they backed AOC’s proposal to raise the top marginal tax rate to 70 per cent.

Senator Warren’s wealth tax proposal also receives broad support in polling. It’s not surprising that most respondents would answer in the affirmative when asked if they want the rich to pay more taxes.

The problem, of course, is the question is grossly simplistic.

A realistic question would ask if the respondents support higher marginal tax rates and wealth taxes if it generates only a small amount of additional revenue, at best, and primarily encourages talented individuals and entrepreneurs to spend their time and money avoiding paying more taxes at the expense of innovating and starting new businesses that employ more workers.

On the bright side, Canada could benefit substantially from a “soak-the-rich” tax regime in Washington. While an exit tax on wealthy Americans might deter some successful entrepreneurs and investors from leaving the U.S. for Canada, talented individuals who have not yet accumulated substantial wealth might believe they’d be better off creating wealth for themselves (and for society) in Canada.

Canadian policymakers may soon feel mounting public pressure to follow the lead of populist U.S. politicians such as AOC. Resisting such pressure would pay dividends for Canada’s economy.

Not much is known about him and in 1969 the Catholic Church removed his name from the General Roman Calendar even though he is still recognized as a saint.

Valentine is derived from the word valens which means worthy, strong, powerful. Many churches commemorate Valentine on this day with masses being said.

The Romaunt of the Rose was one of Geoffrey Chaucer’s first works. Written in 1360, it is a translation of the French poem Le Roman de la Rose. It is called a dream vision meaning the poem was written about a narrator who is describing his dream.

Although Chaucer is linked more closely with writing The Canterbury Tales, he was also associated with Saint Valentine’s Day. During the 14th century, those in Chaucer’s circle were at the forefront of romantic love. His earlier works centred around the subject of love; St. Valentine’s Day first became associated with romanticism during his time.

It wasn’t until 18th century England when celebrating the day became an occasion.

It was all about love -flowers, confectionery, sending greetings (which later became known as valentines). It was then that heart shaped symbols and doves were used. It was then that Cupid appeared.

Fast forward to today and February 14 is now simply known as Valentine’s Day. Many traditions are still kept -- sending flowers and chocolates to the person who holds a special place in your heart. However, those handwritten love notes are now mass produced greeting cards.

Somehow the symbol of the dove was linked to the day. Perhaps because it is believed that birds pair in mid-Februrary.

They became associated with romance. A winged cupid also made his appearance along the way. He is often portrayed with an arrow.

Some might argue that the whole day has become commercialized by greeting card and chocolate companies with florists also jumping on the bandwagon.

Maybe so, but it is a fun day where you can give the one you love something special.

Phyllis and Y.T. went up to that place a few years ago and there was only a large gravel pit where our fine home used to be! What an ending to his fine dream! But there are memories with us yet of those years!

Pen in hand, the little “Bobby� of those times tries to bring back a few of those memories.

And this tale of the past is only part of what we remember!

Government launches campaign to save lives from opioid overdoses The Government of Saskatchewan today launched an awareness campaign to encourage people to learn the signs of an opioid overdose, know how to respond to one, and be assured that The Good Samaritan Act protects them from being arrested if illegal drugs are present when the police or first responders arrive. “Opioids and opioidrelated deaths are an increasing public health concern in Saskatchewan and across Canada,� Health Minister Jim Reiter said. “An opioid overdose can happen to anyone, whether the drugs were obtained legally or illegally.

It is important to know the signs of an opioid overdose and how you can prevent one from becoming fatal.�

The Good Samaritan Act was introduced by the federal government in 2017 and provides legal protection for people who seek an emergency

response to a drug overdose. The goal is to ensure that fear of repercussion does not get in the way of anyone taking action to save a life. “You can save a life. Call 911 and use your Take Home Naloxone kit,�

Reiter said.

People living with addictions are encouraged to seek treatment, and make use of harm reduction services such as Take Home Naloxone kits if they continue to use. Kits are available to people who use, their friends, family, or anyone who may witness an overdose through the Take Home Naloxone Program.

In addition to expanding the Take Home Naloxone Program, the Government of Saskatchewan has expanded harm reduction programs and opioid substitution therapy, and provides funding for the Prescription Review Program, which aims to detect the abuse and diversion of prescription opioids.

Could your ag data be used for nefarious means?

by Calvin Daniels A recent survey by Farm Credit Canada (FCC) regarding agriculture information technology has revealed results that most would have anticipated before checking the boxes on a survey form.

Farmers have traditionally been quick adopters of technology from the time of the first steel plows, through to the arrival of tractors replacing horses, to zero-till farming, and the use of global positioning systems.

Information technology is no different in terms of its usage on the farm.

It is just another tool to help producers be more productive and more profitable.

But, there is an issue tied to information technology that is not tied to deciding on a new seed variety, or an air seeder with some innovative technology new to the industry. The difference is what the information gathered on an individual farm might be used for off that farm, and by whom.

In a release FCC noted its “Vision Panel survey shows 25 per cent of the more than 2,000 Canadian farmers questioned have become less comfortable sharing data with outside organizations – such as suppliers – over the past two years, while 58 per cent say their comfort level hasn’t changed.�

So it’s not surprising the survey also showed “71 per cent of those surveyed said data treatment is “very� or “extremely� important when selecting an agriculture technology provider.� “There is no doubt that privacy protection and control over where and how farm data is used is a top-of-mind issue for a majority of producers,� said Fred Wall, FCC marketing vice-president in the release.

Again, this can’t be seen as a huge surprise by the industry.

Yorkton men fined for having a loaded firearm in a vehicle and hunting under the influence Two men recently pleaded guilty in a Yorkton Provincial Court to wildlife charges of hunting under the influence of marijuana.

During a patrol in September 2018, Ministry of Environment conservation officers from Duck Mountain discovered two men in a vehicle parked on Wildlife Development Fund lands near Calder, Saskatchewan.

The lands were clearly posted as “foot access only.�

As officers approached the vehicle, they detected a strong odour of burning marijuana. Upon conducting a hunter compliance check, the officers located an unspecified amount of marijuana

and a loaded firearm inside the vehicle.

Yorkton residents Timothy Eashappie, 37, and Colby BarnhardtPeepeetch, 20, were charged with hunting under the influence of a narcotic and being in possession of marijuana.

Eashappie was also charged with driving with a suspended licence and operating a vehicle on Wildlife Lands. He received a total of $1,250 in fines.

Barnhardt-Peepeetch was also charged with having a loaded firearm in a vehicle and fined a total of $1,480 for his violations.

Both men received two-year hunting suspensions.

ed that being under the influence of alcohol or narcotics is illegal and extremely dangerous when firearms are involved. Also, Fish and Wildlife Development Fund lands are only accessible by foot, as motor vehicles are not permitted on these lands.

What the results indicate is a desire by producers to be aware of just how data collected on their farm might be disseminated and utilized beyond making specific decisions on their farms.

That is a challenge for the information technology sector as once something is digitized and send out into the world tracking it can obviously be challenging.

Of course some of the onus falls to producers too to make wise decisions when choosing software and service providers.

There is undoubtedly much to learn in terms of accumulated data from a variety of on-farm sources, but controls are also clearly needed to endure privacy and personal knowledge retention.

by Paula Shortt Curtis grew up in Saskatoon.

He started playing hockey when he was just 2 years old at the outdoor rink by his house.

Then he started playing hockey when he was 3.

He has made his way through the Minor Hockey League as well as a few others. He played for the Saskatoon Blazers

for three years within the Midget AAA League.

He also played Saskatchewan Junior League for the Melfort Mustangs for one year and the Weyburn Red Wings for two years.

Then he joined the Prairie Junior League playing for the Saskatoon Quakers for a year. And now, we are happy to say, he has been playing with

the Biggar Nationals for the past three years.

He is currently wearing the number 18 jersey as a defenseman for the Nationals. A position he has played throughout his hockey career. “[Defenseman] get to play lots and you are always in the play.”

What he enjoys most about hockey is, “Being with the guys.”

Like many hockey players, he has suffered some injuries. In a game before Christmas, he took a stick to

the eye. And back when he played Junior he took a slap shot to the chin which resulted in, “Stitches. Yeah – lots of stitches. Everywhere.”

Fortunately, it has not diminished his love of the game.

He thinks the team needs to focus on their defensive zone a bit more, and that when it comes to the other teams in the league, “Wilkie and Kindersley will be our biggest challenges. They are the two top teams on the roof.”

Curtis feels that the Nationals work pretty hard to participate in the community.

“We try as best we can.”

When he’s not playing hockey, Curtis plays ball and works out. And by playing ball, I discovered he means Fastball to the level that he participated in the U21 Mens’ Fast Pitch Canadian Championship back in 2014 while playing for the Saskatoon Diamondbacks.

He believes a good player (in any sport)

is made from a good work ethic and a good attitude. Which are two traits that he obviously has in abundance if you look at his baseball and hockey careers and speak with his teammates.

Fan support is an important part of every hockey game according to Curtis.

“It’s awesome how they [the fans] come out. And I appreciate that they support us.”

This is his second year with NCCP and you will remember him as The Monster from last year’s show, Young Frankenstein. Jacob moved to Biggar in 2016 and works at NAPA.

Jarrett will be playing the role of Eddie this year. Last year, Jarrett played the role of Igor in Young Frankenstein.

The Keto Diet – Is It Worth It?

By now I am sure you have heard of the keto diet, or at least have heard the term “keto”, but what is it, and more importantly does it live up to all the attention it is getting?

I am not one for diets, as I prefer to eat a healthy and balanced array of foods, but after doing some research I decided to give the keto diet a try.

The first thing I want to point out however, is that I am not carrying a tremendous amount of excess

body fat, but I do have my share.

Having a profession as a chef makes it very challenging to stay on any restricting diets as I am constantly creating and tasting a wide variety of ingredients and dishes.

It is because of all this indulging, no matter how balanced I try to keep it, I tend to carry a little extra weight. Plus, I guess it could be because of my

age in part: they tend to say as it is more difficult to stay lean as we get older.

The keto diet is about putting your body into a state of ketosis.

This means that instead of your body burning carbs (carbohydrates) for energy, you train it to burn fat as a fuel instead. Supposedly, from what I understand, once your body is in the ketosis state, and you start cutting back on eating fats, you will burn stored fats

in your body and become leaner

and lose weight.

At the beginning of your keto diet journey you are supposed to have a high fat, moderate protein, and very low carb intake.

This shocks your body: you stop giving it carbs for energy and it has no choice to start switching over to burning fat instead, because there are no, or very little, carbs coming in.

Keep in mind there are carbs almost everywhere; they are not just in bread and pasta. Sugar, whether natural or processed, also represent carbs.

Therefore, on the keto diet, where carbs are very closely monitored, a whole array of foods must be eliminated: read your food labels or do your research and you will be shocked at how many foods have a tremendous amount of carbs. Other than some berries in small proportions, you are not even supposed to have most fruits because of the high natural sugars in them.

After a week or two of doing this, you then start reducing some of the fats, keep the proteins about the same and increasing the vegetables.

Some people at this point will also

do some intermittent fasting as well (like skipping breakfast two or three times per week), but I am not interested in taking it to that extreme.

Part of the beginning transition into this diet will consist of going through a “keto flu”. The effects of this will vary from person to person, but sure enough, after two days into the diet, I came down with flu like symptoms for about 48 hours. I had body aches, chills, and a slight fever. To be honest, I felt terrible and was almost ready to give up on this whole keto craze, but I knew from my research that this was a temporary transition stage, so I stuck it out and sure enough the symptoms went away.

I am now on day 13 and I have lost nine pounds so far. I have lots of energy and my meals leave me satisfied and feeling full for much longer than any diet I have tried in the past. Does that mean I don’t miss carbs? Of course not. I miss them tremendously, but it is easier to stay on track because I feel so good. It is in our nature to crave something when we can’t have it. Not just with food, but with anything. The more you can’t

have something, the more you want it.

Please keep in mind here that I am not a doctor, dietician, or nutritionist. I am just a chef, with a few extra pounds around my midsection that I want to lose. This is just my take on this whole keto rage, and I highly recommend that you talk to a certified health professional before embarking on any major dietary changes in your life.

Do I plan to do this keto diet forever? No, to me, that would not be

healthy. I truly believe that we should always monitor what we are putting into our bodies, but also having a truly balanced intake of many types of foods. My plan at this point is to try this for 100 days, just to say I tried it and see if is effective or not. However, it is important to point out that I cannot do 100 days straight through because of my career. There will be some “splurge” days within that

timeframe, but I will do my best to stay on track the best that I can.

If, after these 100 days, I am successful and happy with the results, I may follow up this column with another entry on the results. However, if not, you may never hear me talking about keto again.

Corrections and Policing funds new tools The Ministry of Corrections and Policing is providing nearly $330,000 to Saskatchewan municipal police and community-based organizations (CBOs) for new policing tools and programming through the Criminal Property Forfeiture Program.

In accordance with legislation, approximately $280,000, an amount that matches what was provided to municipal police services, will also be deposited from the Criminal Property Forfeiture Fund into the Victims’ Fund.

“Government is proud to be able to provide this funding to Saskatchewan’s municipal police forces so they can use it to buy the tools they need to keep our communities safe,” Corrections and Policing Minister Christine Tell said. “The dis-

tribution to the Victims’ Fund will also continue to provide for important victims services in this province such as counselling, medical bills and the replacement of valuables.”

The funding will be used to provide for technology and programming such as: • an Avatar III robot, modular cameras and rifle scopes (Regina Police Service); • a robotic search stick, a vented drug processing cabinet and an ION scanner (Saskatoon Police Service); • lightweight body armour and helmets (Prince Albert Police Service); • off-road equipment (File Hills Police Service); • a youth cadet corps program (File Hills Board of Police Commissioners); and • other tools and pro-

grams.

“Municipal police services greatly appreciate the financial support provided by government through the Criminal Property Forfeiture Fund,” Chief of the Weyburn Police Service and President of the Saskatchewan Association of Chiefs of Police Marlo Pritchard said. “These additional, unbudgeted funds allow Saskatchewan police services to acquire additional equipment, which assists in increasing the safety and security of the communities in which we serve.”

Saskatchewan’s Civil Forfeiture Program, through The Seizure of Criminal Property Act, 2009, seeks the forfeiture of property that is considered to be proceeds or an instrument of unlawful activity. Any cash resulting from the forfeitures

is deposited in the Criminal Property Forfeiture Fund.

Under The Seizure of Criminal Property Act, 2009, when funding is disbursed to a police service, equivalent funding is deposited from the Criminal Property Forfeiture Fund into the Victims’ Fund. This year of the

approximately $330,000, nearly $50,000 will be distributed to CBOs and $280,000 will go to police services. This will result in a matching $280,000 to be deposited from the Criminal Property Forfeiture Fund into the Victims’ Fund.

In the spring of 2017,

an addition was made to the regulations to allow money from the fund to go to community programs or activities designed to promote public safety.

This is in addition to the support the fund already provides to police operations and the Victims Fund.

Tips as the tax deadline approaches (NC) With your taxes due soon, keep in mind these top tips for a smooth experience.

Keep your receipts in a safe spot. If you make one-time donations to charities throughout the year, make sure you keep your tax receipts in a safe spot that you remember — either electronically or filed away. This way, you won’t be left scrambling

at the April filing deadline last minute.

Get help from a professional. Tax season can be overwhelming, and the last thing you want to do is make a mistake. If you’re confused, don’t be afraid to seek professional help. Many accounting firms will take walk-ins right up until the deadline.

Keep track of donations throughout the year.

Be sure to keep track of your gifts if you’ve donating to multiple charities throughout the year.

This way, you know what receipts to look for and can file an accurate and up-to-date return. If you are a monthly donor, charities are required to send you a cumulated tax receipt early in 2019. Be sure you know how to follow up with charities if you haven’t received a receipt.

File on time. Even if you don’t have all the paperwork in order, it’s important to file your taxes on time. It’s better to request an adjustment after the deadline than to miss it.
