One for the books, Friday night as the Biggar Nationals hosted the Kindersley Klippers in Sask West Hockey League action. Top of the league Klippers played a physical game but the Nats stuck it out, leading up until the final minutes of the third sending it to a 5-min OT. Nothing decided, a shootout had Dylan Smith (above picture) and Kyle Dilosa (right) tallying for the Nats, while netminder Connor Kidd (below) held the Klippers at bay for the 6-5 win.

Future of Sports Bus decided

by Joanne Kral Six directors met the evening of January 9 to make decisions regarding the closing of the Biggar Sports Bus Association.

After discussion, it was decided to offer the bus for sale.

Although it cannot receive a safety designation for charter service, it is still roadworthy for private use. If no local buyer is found, the bus will go to Richie Brothers for auction.

Further discussion

resulted in the decision to donate the bus garage to the Town of Biggar to use as they see fit with the proviso that it will continue to store the bus until it is sold.

Since most of the organization’s funds are invested in bonus builders, it was decided to leave the funds in place for the time being.

This will give the organization time to research possibilities before deciding how to proceed.

Strong manufacturing and wholesale trade sales in November According to reports released by Statistics Canada Tuesday, Saskatchewan had strong manufacturing and wholesale trade sales in November 2018, both year-over-year and month-to-month.

Saskatchewan’s manufacturing sector sales were up 10.7 per cent (seasonally adjusted)

from last November, the highest percentage rise among the provinces and well ahead of the 2.7 per cent posted nationally.

Compared to October, manufacturing sales were up 3.3 per cent, the second best increase when compared with other provinces, and above the 1.4 per cent decline for the national

rate.

Manufacturing sales totalled $1.5 billion in November 2018.

Wholesale trade growth also ranked the highest in Canada in November, rising 4.5 per cent (seasonally adjusted) from the previous month, ahead of the -1.0 per cent decline recorded nationally. Year-over-

year wholesale trade increased by 10.3 per cent, the second highest percentage increase among the provinces.

Wholesale trade totalled $2.4 billion in November 2018.

The relevancy of Canada’s Food Guide Canada’s Food Guide. We were taught the food groups and suggested serving sizes during health period in school. But, how many Canadians actually follow the guide and, given the amount of food information available, is it still relevant? Are our tax dollars being used wisely?

The guide was first introduced in 1942 during wartime. The goal was to provide guidance on nutritional eating when rations were in place. Since then there have been revisions, the last one in 2007.

Just how realistic is the food guide? How many Canadians actually weight and measure their food? As well, some foods are not listed (I suppose health officials think we will not eat them). There are a number of ethnic food choices available in our grocery stores, non of which are included in the present food guide.

However, Canada’s Food Guide has become nothing more than a political pawn. Consider how many lobbying groups give input -- dairy farmers, beef growers, grain growers, fruit growers. Now, the makers of juices (Pepsi and Coke) are concerned their products may be excluded. All of them want their products included prominently and therefore lobby the federal government.

Yes, it is important that Canadians eat properly and are informed about food choices. But, those choices should be based on nutrition facts -- not pandering to the lobby groups with the most money.

How interest rates affect labour participation among Canadian workers young and old

by Livio Di Matteo, Professor of Economics, Lakehead University This week, the Bank of Canada held its benchmark interest rate (also known as the target or overnight rate) at 1.75 per cent with the corresponding bank rate at 2 per cent, while signalling future hikes “over time.” The bank has raised the benchmark interest rate five times since the summer of 2017.

Yet the global economic horizon has grown increasingly clouded, increasing anticipation of a moderation in rate increases in the near future, as the prospects of continued economic growth grow more uncertain.

Some quick history. The bank’s rate fell dramatically in the wake of the 2008-09 recession. While the monthly rate averaged 4.6 per cent in 2007, it fell to 3.2 per cent in 2008 and tumbled to 0.65 in 2009. As the chart below shows, the average annual rate rose slightly to 1.25 per cent but then fell as the economy appeared to slow in 2015. Only in 2018 did rates begin to rise again. The direction of interest rates in 2019 will depend a lot on the growth prospects for the U.S. and Chinese economies and a successful resolution of their trade issues.

However, there’s an aspect of rising interest rates that has been overlooked—their potential impact on labour markets, particularly labour force participation rates.

Since the start of the Great Recession, the overall labour force participation rate in Canada declined from 67.6 per cent in 2008 to 65.8 per cent in 2017.

However, there are some interesting variations by demographic categories especially between younger

and older workers. The second chart below plots labour force participation rates for specific demographic groups—individuals (both genders) aged 15-24, 25 to 29, 55 to 59, 60 to 64 and 65 to 69.

Interestingly, while overall labour force participation rates have declined slightly, there are differences between the youngest and oldest age groups in the labour force. Between 2007 and 2017, the participation rate for individuals aged 15 to 24 declined from 67 per cent to 63.9 per and for those aged 25 to 29, from 86.1 per cent to 85.9 per cent. However, the participation rates of older workers soared between 2007 and 2017. For those aged 55 to 59 years, the rate grew from 70.6 per cent to 75.7 per cent, and for those aged 60 to 64, from 47 per cent to 55 per cent. Moreover, the rate for those aged 65 to 69 spiked from 18.8 per cent to 27.3 per cent.

Indeed, about 20 per cent of jobs in Canada are currently held by workers aged 55 years and over.

What’s happening here?

Well, the onset of the Great Recession invariably hurt the employment prospects of entry-level workers, which partly explains the poor participation rates of those below age 30. At the same time, the

fall in interest rates since 2008 may have had two additional effects on participation rates.

First, it reduced the cost of borrowing, and for the purposes of investing in human capital, it meant that younger workers could acquire more postsecondary education so they have stayed longer in school.

Second, the fall in interest rates reduced the rate of return on secure investments and combined with the fall in stock markets in 2008-09 either delayed the retirement of older workers or may have brought some back into the labour market, especially those aged 65 years and older.

Subsequently, if interest rates continue to rise, expect to see the younger age demographic borrow less for post-secondary education and return to more active labour force participation in larger numbers. At the same time, rising interest rates will improve the return on secure retirement savings for older workers and provide a greater incentive to leave the labour force. Given that one-fifth of jobs are held by workers aged 55 years and over, rising interest rates actually raises the prospects of creating a labour shortage. So much for the end of work.

New Horizons Activities

Our monthly “jam session� on January 16 was cancelled due to a lack of entertainers, and because Don was unable to MC due to health reasons. The cold weather has made it harder to find people will-

Autonomous farming on the horizon

If you are not familiar with the company as a farmer you will likely become aware of it, or at least its technology soon enough.

Agriculture

And then most intriguing is that the robot uses sensors to identify weed plants and then apply the herbicide directly to that weed, and only to the identified weed. The impact here is twofold, starting with reduced application of product, which is not only a major cost-reducer, but is environmentally sound.

While such cutting edge technology will come with a large upfront cost, at least initially, the prospect of no operator to pay, the safety element of not having someone on-board a bonus, coupled with fuel and herbicide savings, the machine, or at least one with similar attributes has to have farmers very interested.

Record $12 million for crop research invested Federal Minister of Agriculture and Agri-Food Lawrence MacAulay and Saskatchewan Agriculture Minister David Marit announced more than $12 million in funding for 44 crop-related research projects through Saskatchewan’s Agriculture Development Fund (ADF) and the Strategic Research Initiative (SRI).

The ADF and SRI programs are supported through the Canadian Agricultural Partnership, a five-year, $388 million investment in strategic initiatives for Saskatchewan agriculture by the federal and provincial governments.

“Our government is investing in programs that support the innovative and sustainable growth of the Canadian agricultural sector,” said MacAulay, January 16. “This funding in crop research will provide Canadian farmers, producers, and agribusinesses with the knowledge and technologies they need to compete globally and boost their bottom lines.”

“By investing in croprelated research, we’re investing in the future of Saskatchewan’s agriculture industry,” Marit

said. “The projects we’re investing in today consist of a variety of fields of study, including herbicide resistance, pest control, crop breeding and much more. Not only do these projects enhance our industry by creating more opportunities for producers and agribusinesses, they cement our province as a leader in agriculture research.”

ADF support is awarded on a competitive basis to researchers looking to examine areas of importance to Saskatchewan producers. A few of the project topics include: developing a weed control system for herbicide resistant wild oat in wheat, enhancing the extraction of vitamins from canola crush co-product, establishing resistance to fusarium head blight in wheat, improving protein and seed quality in peas and determining the ideal seeding date for quinoa.

The SRI is a new program starting this year with the goal of providing targeted funding to advance strategic priorities within the industry.

Projects are expected to go beyond the scope and scale of work normally undertaken in ADF, pur-

suing innovative research that will address complex challenges facing the industry.

This year funding has been awarded to a project that will increase the quantity and quality of protein in the smooth yellow pea while advancing crop breeding technologies.

In addition to funding provided by the federal and provincial governments, projects supported through the ADF are also receiving $3.6 million in funding from the following partners: The Western Grains Research Foundation, the Saskatchewan Wheat Development Commission, the Saskatchewan Canola Development Commission, the Saskatchewan Flax Development Commission, the Prairie Oat Growers Association, the Alberta Wheat Commission and the Manitoba Wheat and Barley Growers Association.

“ADF provides a great forum for producer groups to collaborate and co-fund agricultural research that improves agricultural systems, varietal development and agronomic practices,” Western Grains Research

In the case of crop protection products, and nutrient applications as well, the opportunity of highly targeted application opens up huge opportunities as the cost is reduced from that of broadly applying across an entire field.

However, what may be most interesting with this is to wonder what is next?

This unit is being shown online in a video, go check it out, but that only happens when a company has achieved a certain level of developmental success. What is being worked on behind closed doors that still have a few kinks to work out, but are close to a public debut? The potential is exhilarating to imagine.

by Paula Shortt Derek Argue is probably well known to many of you as the Physical Education teacher at the local school, but he originally hails from Kyle, where he started skating around the age of five.

His family, consisting of his parents and two older sisters, used to spend a lot of time skating on the family dugout. They were all avid skaters, but Derek had to wait for the opportunity to play hockey.

“Well I always wanted to … and then they were finally short enough players that I was able to convince my parents that they should let me play so that they could have a team in Kyle. And then I got to play ever since.”

Derek enjoys the true team-sport aspect of hockey. That hockey consists of not just a few people but an actual team of at least 15 people playing in order to win.

As for what he doesn’t like about hockey, his only response was, “Well if I got hit in the face with a puck - I wouldn’t like that!”

By the grin on his face while saying that was pretty big, I think we can assume that it doesn’t seem to be an actual fear

of his, and his pretty fond of the sport.

As the local Phys. Ed. Teacher, Derek gets to have fun while keeping in shape doing some running and playing with the kids under his tutelage.

He also plays ball, runs, and does some cardio work outs to stay in shape for the hockey season.

According to Derek, it doesn’t just take being a good leader to be a good hockey player, “Just a hard worker. Everybody can buy into that. Not everyone is the most skilled, but everybody can follow hard work.

And if you can work hard, more often than not, you can still be successful.”

Derek has been playing with the Nationals ever since they started back up about five years ago.

He plays defense now, but he bounced back and forth between center and

defense his first couple of years on the team. He likes the patience part of the defense position, and being the last line of defense against your opponents.

However when it comes to checking, he prefers the center position as you are usually giving the hit as opposed to defending against it. His main preference in position is determined by playing whatever position is most helpful to the team at the time.

He enjoys being part of the team and being involved in the community. Yet at the same time, playing affords him the opportunity to show the local kids (many of whom have or will end up in his classroom) that he is just a regular person who has regular interests. He can go see the kids play hockey and

they see him playing and it provides a point of connect. “[Hockey] gives you something to talk about and build a relationship around. I guess that’s the big thing for me.”

For the team this year, Derek would like to see them beat the Wilkie Outlaws.

“We hopefully will be back in really good battles, really good games with them because those are fun to play. And it’s fun to beat them because they don’t lose very often.”

The key to this for the team would be?

“Everybody work hard and don’t take any games off. I think we will be

very successful.”

Derek is a busy man and doesn’t often have the time to watch NHL games during the regular season, but he does pay closer attention during the playoffs. Especially if the Toronto Maple Leafs are involved. He does have a pet peeve when it comes to professional hockey, “I liked it when it was a more physical game but I understand the reasons for it changing. It’s almost like they are trying to take hitting out of the game sometimes – but I think that there is a very valuable spot for it.”

When it comes to the Biggar fans, Derek stated, “we have lots of

good local talent and they come and watch it.

It makes a big difference and we hear lots of compliments from around the league on how many people we have.”

He has a firm belief that the fans are behind the team regardless of whether they win or not, because they work hard every game.

“It’s just a good team to watch, with good people that work hard and play hard. People can respect that and watch it.”

As a final note, Derek offers this encouragement to the local fans.

“We are good this year, so come out and watch.”

SWF’s Henry Kelsey Big Game Records announces new provincial record Jan 21, 2019 On October 1, Saskatchewan Wildlife Federation member, Dennis Bennett, arrowed the deer of a lifetime in the Arm River area of Saskatchewan.

This Non-Typical Mule Deer was panel measured by official Henry Kelsey measurers on October 7/18 and scored 293 6/8. It has been declared a Henry Kelsey provincial record, meeting the minimum score of 200, and surpassing the previous provincial HK record of 290 taken back in the 1920’s by Nelson Clark.

Henry Kelsey and Pope and Young both use the Boone and Crockett scoring technique, with the difference being that Henry Kelsey uses the green score, whereas P&Y and B&C require a 60-day drying period. Pope and Young, which records animals taken by archery only, has declared Bennett’s deer a P&Y world record with a score

of 291 1/8.

“Bennett’s NonTypical Mule Deer entry now joins Milo Hanson’s Buck (White-tailed Deer) as another recognized world record har-

vested from Saskatchewan,” said Warren Howse, SWF Henry Kelsey Chair. “It is indicative of the quality of wildlife resources we cherish here in our province.”

Saskatchewanâ&#x20AC;&#x2122;s efforts to reduce red tape and modernize regulations in the province received the highest â&#x20AC;&#x2DC;Aâ&#x20AC;&#x2122; grade ranking by the Canadian Federation of Independent Business (CFIB) in their 2019 national Red Tape Report Card.

The new grade was announced Tuesday at an event where the Government of Saskatchewan proclaimed January 21 to 25 as Red Tape Awareness Week, the 10th anniversary of this event.

Also announced at the event was the launch of a new â&#x20AC;&#x2DC;Help Cut Red Tapeâ&#x20AC;&#x2122; web page, available to all Saskatchewan residents and businesses who want to report red tape concerns they have encountered. This information will make it easier to report red tape to government, while providing valuable perspective from the public on how the province may offer services more effectively. â&#x20AC;&#x153;Red tape costs businesses, residents and the government $300 million and thousands of hours in lost time every year, and for the past decade, Red Tape Awareness Week has helped draw needed attention to this issue,â&#x20AC;? Trade and Export Development Minister Jeremy Harrison said. â&#x20AC;&#x153;The launch of the new web page, and other efforts to modernize regulations and reduce red tape, are reasons why Saskatchewan has received the CFIBâ&#x20AC;&#x2122;s highest â&#x20AC;&#x2DC;Aâ&#x20AC;&#x2122; grade this year and strengthens our resolve to continue to support the residents and businesses we serve.â&#x20AC;?

The new â&#x20AC;&#x2DC;Help Cut Red Tapeâ&#x20AC;&#x2122; web page

offers an â&#x20AC;&#x153;alwaysonâ&#x20AC;?, client-centred platform for citizens and businesses to report red tape irritants they have encountered in the province. Each submission received from the public will be referred to the appropriate Government of Saskatchewan ministry, agency or Crown corporation for effective follow up. â&#x20AC;&#x153;We commend the Government of Saskatchewan for its ongoing leadership to make red tape reduction a priority,â&#x20AC;?

In 2017-18, regulatory modernization efforts across Saskatchewan were forecast to achieve $132.9 million in savings over the next 10 years across government and Crown corporations.

Effective red tape reduction also means recognizing and addressing Interprovincial regulatory irritants. To this end, Saskatchewan actively participates as a member of the Regulatory Reconciliation and Cooperation Table, as part of the Canada Free Trade Agreement.

Saskatchewan and Ontario are working with

industry to identify opportunities to remove red tape for businesses selling goods or services across Canada. Premier Scott Moe and Premier Doug Ford signed a Memorandum of Understanding (MOU) on October 29, 2018, to show leadership within Canada on reducing internal trade barriers and exploring opportunities for greater regulatory harmonization.

On November 26, 2018, Saskatchewan announced the first initiative under this MOU - harmonization with Ontario relating to the use of wide base single tires, making it easier for trucking companies to ship Saskatchewan goods to other provinces.

Acacia Chapter celebrates their 105th Birthday Acacia Chapter No. 3, Order of the Eastern Star celebrated their 105th Birthday with the cutting of a cake by the present Worthy Matron Bev Otsuka and Worthy Patron Jim Reid (lower right picture). The chapter is most thankful to all the members over the years that helped to make and keep this chapter going for its 105 years!

Everyone was reminded to collect/ bring old eyeglasses, sunglasses, frames, cases and lenses; pop can tabs; used stamps on whole envelopes; and Campbell soup labels for the many organizations that will benefit from the proceeds

of the funds raised. We are planning another Soup/Sandwich/Dessert birthday luncheon in early April; supplying lunch at Long Term Care Lodge at March 6 party; making bags for Cancer Patients so if anyone is interested in helping out/ sewing, let us know. Material is always needed.

Proficiency study group starts at noon before the Feburary 19 meeting, bring a brown bag lunch.

The Installation of officers was completed by Debbie Robinson, Carol Fowke-Burns and Urla Tyler to have core of officers filled.

Expand culinary knowledge within your budget Economic focus is in the news more than ever these days, and everyone seems like they’re searching for ways to tighten their purse strings, especially at this time of the year when the Christmas credit card bills are rolling in.

There are ways however, to expand your knowledge in the culinary world without affecting your personal/ family grocery budget.

Let’s face it, we all need to eat food to stay alive, and adding some variety to our home meals is a way to make “eating in” more exciting.

How many times has the normal trip to the grocery supermarket resulted in bringing home the same old products that you always buy, for your never changing home menu?

This can very easily be changed without any drastic affect on your monthly food budget.

Here’s what I challenge you to do: every week, two weeks, or month, I

want you to buy just one product you would never normally buy. This could be a produce item, a spice, an herb, or something down the imported food aisle.

Take your blinders off, step outside your habitual boundaries, and be receptive to all the wonderful products we have available at our finger tips. No matter where you live, shopping today has a greater abundance of selection than ever before.

The other great resource we have access to, whether it’s at home, work or the local libraries, is the internet. This will allow you to answer questions about the certain product that you

have purchased that you may know nothing about.

What do I do with it?

How do I prepare it?

How is it normally served?

How is it best stored?

You and your family are going to be eating food anyway, and Chef Dez chances are you will continue to do so the rest of your life.

What harm will it be then to spend, for example, two or three dollars per month on one product you normally wouldn’t purchase? Continue to do this for a year, while researching and educating your-

self on each product and you will have expanded your culinary knowledge by twelve items. This will add variety to your home menu forever and at the same time build your culinary knowledge.

Many cities/towns also have gourmet food stores. Make it a habit to talk to these people, tap into their expertise, and make your weekly/ monthly one product purchase there instead of, or alternating with, your regular grocery store.

If you have even more room in your monthly budget, take a cooking class once per month

instead of dining out.

I know my restaurant friends will dislike me saying so, but the return on your investment in a cooking class is far greater than just a full stomach from one “dining out” visit. As the old saying goes “give a person a fish and you will feed them for a day; teach them to fish and you feed them for life”.

Dear Chef Dez: I like onions and someone suggested trying shallots. What is the difference between onions and shallots and why are shallots are so much more expensive?

Harry N. Yorkton, SK Dear Harry: Shallots are a relative of the onion and basically are milder

and sweeter than regular cooking onions, and thus tend not to overpower other flavours.

They are so expensive mainly because of supply/demand. In my hometown onions are usually priced at about 60-75 cents per pound, while shallots are 3 dollars per pound. If there was a gradual increase in the demand of shallots, the cultivation of these root vegetables would be increased and the price would eventually start falling. I am not a gardener by any means, but from what I understand shallots can be successfully produced wherever onions are grown.
