Budget and economy on track at mid-year Saskatchewan’s 201819 Budget remains on track at mid-year, with a projected deficit of $348.3 million, $17 million less than what was projected on budget day.

“Saskatchewan’s financial and economic outlook have both improved somewhat compared to our original budget projections,” Finance Minister Donna Harpauer said. “Our government’s plan to return the province to balance by 2019-20 remains on track.”

Higher forecast revenue - up $138.1 million from budget - has helped reduce the projected deficit. Revenue is forecast to be up due to higher projected resource revenue and higher net income from Government Business Enterprises, federal transfers and other own-source revenue, partially offset by lower personal income tax revenue.

Expense is forecast to be up $121.1 million from budget. Nearly half of the increase is pension expense, reflecting changes in interest rates and actuarial assumptions. Increases at mid-year also reflect higher-than-budgeted expense for child and family services, health services and forest-fire operations.

Saskatchewan is showing modest improvement in economic activity in 2018, and Gross Domestic

Product (GDP) forecasts remain consistent with budget projections. The current forecast projects cumulative GDP growth of 2.9 per cent for 2017 and 2018 (2.2 per cent in 2017 and 0.7 per cent in 2018), slightly higher than the budget forecast.

Public Debt at March 31, 2019 is forecast to be $19.78 billion, which is $251.6 million lower than budgeted, primarily due to decreased debt for Government Business Enterprises.

“Most of our public debt pertains to infrastructure, either through selfsupporting Crown corporations or through the Saskatchewan Builds Capital Plan,” Harpauer said. “Our infrastructure needs are significant and support a growing economy.”

Saskatchewan recently had its triple-A credit rating confirmed by Moody’s Investors Service, and has the second-highest credit rating in Canada when ratings from the three major agencies are combined. Saskatchewan is also forecast to have the third-lowest net debt-to-GDP ratio in the country.

“While we are on course, there is still work to do,” Harpauer said.

“We continue to manage spending carefully, invest in priorities for Saskatchewan people, shift from our reliance on volatile resource revenue and help keep our economy strong.”

Premier Moe concludes successful trade mission to India Premier Scott Moe has returned from his first trade mission to India.

During the trip, Premier Moe made stops in New Delhi and Mumbai and met with a number of Indian government and business leaders to advance Saskatchewan’s trade interests.

“India is one of Saskatchewan’s most important markets,” Moe said. “This mission was an opportunity for me to meet with important Indian stakeholders and decision makers and to discuss ways to work together to advance our mutual prosperity.”

Minister of Commerce and Industry, the Minister of Food Processing Industries, a Minister of State for the Ministry of Agriculture and Farmers’ Welfare and the Chair of the Atomic Energy Commission of India; • continued discussions around the challenges of tariffs on Saskatchewan pulse crops; • met with major importers of Saskatchewan potash and pulse crops to encourage further development; • met with area farmers and visited a market development project where Saskatchewan potash is used to enhance mustard crop yields; • had meetings with a number of Indian business leaders to promote Saskatchewan as a place to invest and to identify potential partnerships in innovation and research; • participated in roundtable discussions with Canadian and Indian business leaders on the current state of trade opportunities for future growth; and • met with students and alumni of Saskatchewan Polytechnic and oversaw the signing of a memorandum of understanding between Saskatchewan Polytechnic, the University of Regina and the Emmanuel Hospital Foundation to facilitate exchanges in nursing education.

to face significant challenges in India regarding tariffs and trade barriers, we know our relationship will continue to grow and develop,” Moe said. “With an export driven economy like Saskatchewan, we need to engage proactively with key markets like India to ensure we are creating wealth and opportunity for Saskatchewan people.

India is the world’s second most populated country and is growing rapidly. Saskatchewan has been Canada’s top exporter to India for the past decade with exports valued at $1.15 billion in 2017, which accounted for 27 per cent of Canada’s total exports to the region.

Saskatchewan’s major exports to India include potash, uranium, lentils and peas.

Approximately 4,550 Saskatchewan jobs rely on exports to India.

Letter to the Editor …

To the Editor, If you or an organization to which you belong use or intend to use the local sports/ community bus, please read this letter.

I have been a volunteer secretary/treasurer for the bus since 2002. This is an unpaid position as are all the positions in the Biggar Sports Association.

Those using the bus pay a fee for each kilometre travelled. From these payments we pay the bills for fuel, repairs, licensing and insurance.

We invest any surplus so that we can purchase an updated bus as need

arises.

Until now this has worked well.

Two years ago we were informed that our bus now been classified as a commercial rather than as a private vehicle. At the 2016 AGM, those present decided to raise the price of usage from $2 to $2.30 per kilometre to cover the extra cost of licensing and insurance. A drop in usage by local organizations, whether or not it had to do with this increase, has meant less rather than more income. At the same time we are looking at

increased expenses.

We are now required to have the bus inspected on a monthly rather than a yearly basis.

This will mean a $400/ month expense.

So -- What to do? We need input from those of you who use the bus and want to see it continue to operate. Please attend our AGM on Monday, December 10 -- 7 p.m. at New Horizons. Bring your ideas and hopefully we can come to a satisfactory conclusion.

Renew Saskatchewan’s rural roots Ryan Meili is the leader of the Saskatchewan NDP Of all the conversations I’ve had about climate change, the most eyeopening are with farmers. They see the changes in growing seasons, wet years that are wetter, dry years that are drier, floods and fires and changes in weeds and wildlife. They know that we have to act to slow climate change and to adapt to new realities, using the best of crop science to prepare for the inevitable changes in production.

Many prairie farmers have also seen the value in participating in the transition to renewable energy. As I travel the province, people proudly share their experiments with wind and solar energy and energy efficient building. And I meet so many more who would like to make these changes, who see it as the right thing to do and a smart way to save money, but who just can’t cover the up-front cost.

That gap between those who want to participate and those who can means we’re missing out on a huge opportunity. We have the best conditions to produce solar energy in the entire country. We have abundant possibilities in wind, geothermal, biomass and other emerging technologies, not to mention the energy savings available through retrofitting and energy efficient new buildings.

We also have SaskPower and SaskEnergy: publicly owned crown corporations operating in the public interest that have ability to change the landscape of energy production.

Despite these advantages, we’ve fallen behind. The Sask. Party government has failed to act in any meaningful way, opting for expensive, experimental mega-projects like the billion-and-a-half dollar carbon capture boondoggle, instead of choosing the most affordable and effective ways to reduce emissions.

Unlike the current government, Saskatchewan people are ready to act.

Over 80 per cent support a transition to renewable energy. But for too many, the cost of change is too high when they’re already having a hard time making ends meet.

It’s time for us to show leadership. That is why I’ve proposed a new program: Renew Saskatchewan. It’s a plan to tackle climate change, reduce our power bills, create new jobs and increase our supply of clean energy.

With Renew Saskatchewan, your home, farm, business or town hall could be assessed and you would get a recommendation of the best changes available. This could be new windows, a high-efficiency furnace or a solar array on the roof of the machine shop. Along with that assessment would be an estimate of the time it would take to pay off those improvements out of the savings they produce.

Another very successful program was the Family Farm Improvement Branch, which helped modernize the home quarter, assisting farms to go from relying on outhouses and wells to indoor plumbing and safe drinking water. Renew Saskatchewan will create thousands of local jobs in manufacturing, installation, retrofitting and maintenance. It will reduce power bills immediately and lower them to next to nothing over time. It will create revenue opportunities for farmers, homeowners,

small towns and reserves through a new approach to net metering that will allow producers to sell extra electricity back to the grid. Renew will increase Saskatchewan’s supply of clean electrical power and significantly reduce our use of energy and our carbon emissions. And it will create a revolving fund that can be used over and over to support more homes, farms, businesses and take advantage of new opportunities in the fast developing field of renewable energy.

Saskatchewan people have shown time and again that we can face great challenges with creative, homegrown solutions. We can rise to the occasion of today’s great challenge, turning crisis into opportunity as leaders in the transition to a healthy, sustainable economy.

There are examples in Saskatchewan’s history that show Renew Saskatchewan could be implemented effectively. One of the most well-known examples is rural electrification, a signature development brought in under the first CCF government, and Tommy Douglas’ proudest achievement.

Cooking baking parties a great way to visit with friends

Some would say a cookie baking day is a lot of work. Yes, it is.

Not going to lie about that. But being able to take home a nice variety of cookies made the day worth it. Some packaged their cookies in decorative tins and these were given away as gifts. Others kept them all for their families.

The inspiration for this column came from an article I read about hosting a cookie baking party. The author started out by handing out invitations. In fact the illustration was a very nice printed invite -- that was just a little too formal for our group.

I was going to say “a couple of years ago� but, once I thought about it, it is more than a couple of years that my group of friends decided to hold a cookie baking party. We thoroughly enjoyed the limited amount of years we held the parties, however, those days unfortunately came to an end.

It wasn’t just about the gathering to make the cookies but the planning process involved. Who would host; what cookies to bake; gathering ingredients -- and the wine.

The end results were worth it as we each had a nice variety of cookies to take home for the holiday season.

There were more benefits than having a deep freeze stocked with baking. There was the added benefit of having a good visit with everyone. A word of caution to anyone who is interested in organizing such a party -- two or three friends (maybe four) should be the maximum. Any

And I never thought that I’d ever get old.

But here I am! I’m a dirty old man.

It’s a little cool sitting out on the patio these days, but that doesn’t stop this “dirty old man� from looking back!

But as Y.T. sits back and watches the days go by, he knows that we have to go back a long way for this one!

Dad, in his usual well planned way, saw his younger sons growing up in the early 1930’s and decided that not only could they bring the milk cows in from the pasture but that they should learn to milk them too!

So he bought a very tame cow named “Frankie� from the neighbour, and showed us just how!

At our first lesson we did well. Each of us took our turn, but the next day Dad saw us milking “Frankie� from both sides. This gave him a good chance to laugh -apparently it isn’t good manners to milk cows from both sides!

After school we brought the milk cows in from the pasture. We didn’t

New Horizons Activities The November jam session was held on November 21 and featured Wilf and Joan Rice along with Dwight Hemmerling, Bill Haffermehl, and Gord Laycock.

A number of members were on hand to enjoy the entertainment as well as the coffee and cookies provided by Group Two.

The December jam session will take place on Wednesday the 19th.

Monday Kaiser, on November 26 had three tables in play. At the close of play, Isla Solanik had the highest total score with Linda Vermette in second place. Ann Muc came third, and Bill Fischer, fourth. Linda, Ann

and Delmar Friesen tied for the highest scoring game of the day.

Wednesday evening Kaiser on November 28 also had three tables in play.

At the close of play, host, Ken Pearce gave cash prizes as follows: first -Nicole Otterson; second -- Joyce Colbert; third -Ken Pearce.

Group Two met on November 28 to plan December activities. The potluck will be held on December 10 with St Gabriel’s School providing entertainment. The annual Xmas bingo will take place on

December 20.

Thanks go out to Anita and Ed who put up our Christmas tree giving our hall a festive air. We are also most grateful to Jack Fines who drove the courtesy car on the 29th when the driver called in sick.

Thirty-four seniors boarded the community bus the afternoon of November 29 for the annual Christmas Sights/ Lights trip. With Mike Kister at the wheel the first stop was Market Mall for an afternoon’s shopping, then over to Saskatoon’s Enchanted Forest. The bus returned home in the evening.

Miniature robots ready to farm

by Calvin Daniels By pure happenstance a post came across my social media feed last week regarding mechanical bees.

The thought of tiny robots the size of a bee immediately had my imagination turning, although I was also a tad skeptical as the Internet seems to be devolving into a place of more and more misinformation and fake news.

But a little research and there is indeed significant efforts being made around the world to create robotic bees which in theory will at least be able to step in and carry out the critical job of pollination of plants should existing bee populations actually crash to dangerous lows.

This is one of those stories you can look at as amazingly positive, or with the science fiction fan in me can easily conjure some rather dark scenarios out of such developments.

Province launches Climate Resiliency Framework Environment Minister Dustin Duncan announced a new Climate Resilience Measurement Framework to help measure resilience in the face of a changing global climate, November 29.

The framework is a first of its kind in Canada and a cornerstone commitment in Prairie Resilience, the made-in-Saskatchewan climate change strategy.

This government-wide action plan includes 25 measures to monitor and enhance provincial resilience to climate change.

“Our government has made significant progress in the development of Prairie Resilience since it was announced nearly one year ago,” Duncan said. “This new resilience framework covers a broad and balanced set of measures that will help to ensure we are working to protect Saskatchewan

people and communities from a changing climate.

This is an important part of our comprehensive plan that will reduce greenhouse gas emissions and achieve better results than a singular carbon tax policy.”

Resilience is the ability to cope with, adapt to and recover from stress and change. This includes the ability of natural systems (land, water and forests), physical infrastructure, economic sustainability, community preparedness, and the well-being of people to adapt and thrive in a low-carbon economy and changing environmental conditions, such as extreme weather or flooding.

Examples of specific measures in the framework are: • Percentage of agricultural land area with a nutrient stewardship

plan, which matches the right source and rate of fertilizer to the right time and place of application; • Greenhouse gas emissions from governmentowned buildings; • Provincial forest harvest designs; • Floodplain mapping for at-risk communities; and • Wildfire fuel management work on Crown land.

The Climate Resilience Measurement Framework marks a significant commitment in the province’s Prairie Resilience strategy, which also includes emissions reductions in electricity, upstream oil and gas, and industrial facilities that emit more than 25,000 tonnes of emissions each year. These commitments will reduce annual greenhouse gas emissions by 12 million tonnes by 2030.

NHL’S Sabres showing surprisingly sharp edge The National Hockey League is a breeding ground for abrupt team turnarounds.

Last year, the expansionist Vegas Golden Knights were almost a unanimous pick to finish dead last in the NHL. They didn’t.

The Knights stunned the sports world by making it all the way to the Stanley Cup final before the clock struck midnight and Cinderella’s impossible dream ended at the hands of the Washington Capitals.

But the Buffalo Sabres were obviously paying attention.

Dead last — 31st out of 31 teams last year with a pathetic 25-45-12 record — in 2017-18, the Sabres are the biggest surprise of the current NHL season and are hoping to mimic what Vegas did last year.

Perhaps even go one step further.

When December arrived, the Sabres were on a two-game losing streak, having lost road games to both Florida teams (Tampa Bay and

Florida Panthers) in one-goal decisions. But those losses came after 10 consecutive wins that had propelled the Sabres into the best record in hockey.

So what has changed from last year? Jack Eichel, picked No. 2 the year Connor McDavid went No. 1, is one year older and one year better and has been given a sniper, Jeff Skinner, as a lilnemate. Skinner was acquired from Carolina in exchange for a prospect and three draft picks. Eichel leads the team in assists and points, while Skinner had 20 goals by the end of November, tied with Winnipeg’s Patrik Laine for most goals in the league.

Former NHLer Jason Botterill, a Winnipegger whose family always put academics on the same level of importance as athletics, was hired as general manager by the Sabres in May 2017 and his influence is obviously paying off. He picked up free-agent goalie Carter Hutton from St. Louis

Lego Club creating the engineers and architects of tomorrow mazes. They built the maze and tested it with a marble to ensure they could get in and get out!

They also enjoyed virtual 3-D builds on computers and Lego quizzes to build their Lego knowledge.

The students of Biggar Central School 2000 recently participated in year three of their Lego Club.

The goal of this Grade 1 to 3 group was to allow younger students to imagine new ideas and use basic building blocks to show their creativity.

Legos allowed them to use imagination and determine a function of each block in order to solve a problem or challenge. They used and reused these blocks to design and build machines to rescue, boats to float, bridges and towers to withstand earthquakes and pyramids that could keep out enemies.

by Paula Shortt Many of you were probably thrilled to see Pat Baum back on the ice and playing for Biggar again on November 16.

The last time he played in this rink was as a second year Pee Wee so it’s been a long time and Pat is happy to be here.

“Feels good to be back home. This is my first game in Biggar in 23 years.”

Pat has been a very busy man in that time.

He grew up here in Biggar and he started skating when his parents took him to the local arena at the age of 4.

He got into the hockey league right afterwards where he played locally until he moved away to play in Swift Current when he was 16.

Pat played junior hock-

ey there until he went to study Business at the University of Regina where he played for the University of Regina Cougars for five years.

He then went abroad to Germany and played for a few German teams until he returned home.

“I played professional hockey in Germany for 10 years. I just moved home with my wife and baby last year, back to Saskatchewan.”

Currently living in Saskatoon with his family, he played last year with the Rosetown Triple A’s Senior team and now he is back playing for the Nationals in his home town.

When asked about the good and bad of hockey, Pat had this to say: “I just like being in the room, the camaraderie with the guys before and after the game. I still like playing… I like the competitiveness and being able to compete. What I don’t like is getting older.

Feeling the aches and pains a little more, but it’s manageable now.”

Fortunately, Pat has never been seriously injured playing hockey and when it comes to having a routine to get ready for a game, he says, “I have a coffee and that’s it. I used to have quite a few. Just silly stuff… but we won’t get into that.”

He feels that to be a good hockey player, a person has to be hard working and a good

teammate, be willing to listen and determined on and off the ice.

Pat used to enjoy playing golf in the off-season, but with a new baby in the household, that has tapered down. Playing hockey, being a husband and a new dad are not the only things that keep him busy, his new business keeps him hustling AND well conditioned for the season.

“I travel all over Saskatchewan and I’m on the ice five days a week with my power skating business so it keeps me in decent shape.”

Even though (at the time) Pat had yet to play in front of the home crowd fans, he assured me, “Well, I hear they’ve been good. I think from what I’ve heard and my understanding is that it’s a pretty good team this year. They put a good squad together so far and I think that we can compete for being one of the top teams in the league, so it’s a good reason for people to come out and watch.”

The Biggar Embroidery Guild (stitching group) recently donated the works of the year to the Biggar Long Term Care Home residents and also cash and non-perishable items to Biggar Food For Thought.

The Guild meets weekly at the Biggar New Horizons, and the 16 members enjoy their time together, creating their unique creations, sharing laughter and friendship. This fall, their project was to make “fidget” or “busy” blankets for the residents at the Long Term Care Home. On December 3, they delivered 15 fidget (or busy) blankets, three hand/arm fidget cuffs, four urine bag covers, three afghans, and one shoulders/ arms cozy shawl. As mentioned, the Guild also raised money and collected some non-perishable food items for Biggar Food For Thought.

Winter weights to take effect in most of Saskatchewan During the cold winter months, secondary highways will be allowed to carry primary highway weights.

This took effect at 12:01 a.m., Monday, December 3 for all applicable provincial highways, with the exception of southern Saskatchewan which will come into effect when weather permits. â&#x20AC;&#x153;As a landlocked province dependent on exports we need to be able to get our goods to market,â&#x20AC;? Highways

and Infrastructure Minister Lori Carr said. â&#x20AC;&#x153;When shippers can travel on secondary highways with primary weight, they are able to move more goods and help our economy grow.â&#x20AC;?

Secondary weight highways contain the same strength as primary weight highways when the roadbed is frozen.

This helps support the heaviest legal loads on Saskatchewan highways.

When milder weather takes hold, winter

weight season can be delayed.

Winter weights are weather-dependent, typically beginning midNovember and being removed on March 15. Restrictions on the winter weights can be in effect from November 16 to 30 and also from March 1 to 14. As in the past, when temperatures rise and roadbeds remain soft, the ministry may remove winter weights in some areas.

Blazer Basketball Report Senior Boys The Senior Boys played in their first tournament of the year on Saturday in Kindersley.

The boys beat Kerrobert in their first game and then beat one Kindersley team in their second game. The boys lost their third game to a very

tough second Kindersley team. Next action will be games against Rosetown and then Dec. 11, Wilkie comes to play after school. Mark it on your calendar.

Junior Boys The Junior Boys will be ready to start their year with their home tourna-

ment this Saturday Dec. 8. Come out and watch and cheer. Game action starts at 9 a.m. Saturday.

Junior Girls The Junior Girls are practicing hard getting ready for their first action. With 18 girls out to practice it looks to be a good year.

Christmas cheer to those less fortunate Barbara-Ann deHaan and Colleen Hill put together over 50 tote bags of gifts for the women in Interval House and the men at the homeless shelter in North Battleford.

Women at the Associated Gospel Church helped contribute to the contents. The bags contained many personal hygiene items, a touque, scarf, gloves, socks, granola bars. Some of the bags even had warm fuzzy sleep pants or small afghans. The bags have been delivered and will be handed out at Christmas time.

What food banks actually need (NC) Good things can happen when you have the food you need to thrive.

Jason and Jonah would be the first to tell you this.

When an injury forced Jason off work several years ago, he struggled.

As a single dad trying to feed his young son Jonah, Jason soon found himself at the doors of a local food bankâ&#x20AC;&#x201D;a critical resource where he received the food support they needed to help get through a rough patch.

Today, Jason and Jonah run a small print shop, and donate a portion of their profits to their local food bank. â&#x20AC;&#x153;Knowing that the work that I put in can help other kids and other families going through what we went through means a lot to me,â&#x20AC;? says Jonah.

Many of us include donating to our local food bank on our holiday to-do list. But you want to make sure you give items that are useful and in demand, so that they donâ&#x20AC;&#x2122;t go to waste. Here are some tips and ideas to consider.

1.) Think about the nutritional value. People want healthy, nutritious food for themselves and their families. Thinking about donating cereal? Pick a low-sugar option. Pasta?

Think whole grains. Soup?

Find something with low sodium. Food is fuel and everyone deserves good fuel.

2.) Helping new parents.

Infant formula and baby food are always needed and go a long way to relieving the worry of parents struggling with food insecurity.

3.) Protein, protein, pro-

tein! Protein is a staple for good health, but it can be expensive and hard to keep on the shelves at a food bank. Thatâ&#x20AC;&#x2122;s why itâ&#x20AC;&#x2122;s always on the list of most-needed food items.

Think canned meat and fish, canned and dried legumes, ancient grains like quinoa, and peanut butter.
