After not playing in the Jubilee Stadium last season, the Biggar Pee Wee Nationals hit the ice versus the visiting Elrose Aces, November 25. The combined Biggar/Wilkie squad made good on the return to the Jubilee defeating the Aces 5-4. They were in tough on the afternoon. After building a lead of 3-0 by the end of the first, the Nats started to falter as the Aces made a game of it.

They held on for the win and an entertaining afternoon of hockey.

RCMP hold Town Hall style meeting

by Kevin Brautigam Biggar Independent Biggar RCMP held a Town Hall meeting at the Community Hall, November 22, bringing results from the past year, and going over future plans.

Biggar RCMP Detachment Commander, Sergeant Colin Sawrenko led a small group through a snapshot of the past year.

Another meeting was held in Perdue, November 19.

The meeting is a follow up to a spring town hall forum.

Staff levels at the Biggar Detachment are at full, although mid-December they will be short one officer. Currently, officers will be rotating through fall training schedules.

The Biggar Detachment area covers a population of 4,907 over 4,735 square kilometres. Sgt. Sawrenko said that works out to one constable for every 981 people. Those numbers are if all members were working at the same time - not a realistic situation.

The area is roughly equivalent to Regina or Saskatoon policing areas except for population.

Rural property crime was front and centre at the spring meeting, and last Thursday was no different. Statistics for rural areas were based on a combination of GPS data from patrol vehicles, callin requests, self-generated investigations. A huge help to Biggar RCMP is the Rural Crime Watch initiative. The Watch uses social media to keep all members informed of

criminal and suspicious activity.

“It’s been no mystery, no secret, that since its been established in all the RM’s, we’ve had a phenomenal response.

Instead of having six cops, we now have hundreds of sets of eyes, and it worked in spades this summer with two prolific offenders.

“How they were arrested can be brought right back to Internet Rural Crime Watch. We had so many calls about both individuals from the Biggar rural crime watch, it was phenomenal. As much as they were giving us information, I was sending information out to them,” Sgt. Sawrenko said. “It was a big part in the arrest of these two individuals.”

Stats show Biggar RCMP recorded the highest hours of patrol in rural areas. The RM of Biggar peaked at 70 hours of recorded patrol time in June. Other areas were lower, but still saw increases.

Sometimes the increase in numbers is simple due to call volume.

“What I’ve always said: ‘We can’t help if we don’t know’, so you have to call us, and when you do call, we respond,” Sgt. Sawrenko stressed.

The cost of policing in the Biggar Detachment breaks down to $164,229 for the Town of Biggar, $15,244 for the Village of Perdue, and $33,226 for the RM of Biggar, as some examples. Per capita costs are $74.53 in a community with a RCMP

detachment and $46.10 in a community without, compared to Saskatoon where you have $350plus per capita.

“The media has said that the RCMP is cheap,” Sgt. Sawrenko added. “I guess it is. It’s a little bit offensive, but when you look at the statistics, it is a very cheap police force when it comes to what you pay and the level of service that you get that I know - and I can only speak for this detachment - is exceptional.”

The detachment’s level of success is due to a partnership with its residents, town, village and RM councillors, fire and EMS, school and college staff and students. The intention, he said, is not to just gather information, but - especially when it comes to kids - be positive role models in the community. Biggar RCMP members are

coaches, volunteers with food banks, members of arts and service organizations.

From the spring town hall, Sgt. Sawrenko has fielded concerns and complaints, and encourages residents to continue to contact him about issues. All concerns and complaints are due to miscommunication or misunderstanding, he said.

“I expect a high level of service with this detachment as should everybody,” he said. “If there is fault on our part, I’ll be the first to admit it.”

Upcoming plans for the year will continue to be visible in the communities they serve; keep up with habitual offender checks. Keeping on top of the drug issues in the community is also part of the plan. Our area is no different (or worse) than others, Sgt. Sawrenko

stated, but added that keeping on top of the issue is still top on their list of priorities.

Legalizing cannabis has posed its own set of problems.

Sgt. Sawrenko admits that in light of the federal cannabis act legislation, the whole issue is confusing at best. The shortage of legal cannabis simply means demand is high, price is high, making the illegal supply cheaper.

People will go where their cash gets them more.

“But right now with the prices the way they are, there is no way that the illicit market is not thriving,” he stated.

Telling legal from illegal is impossible, he adds. There is no limit

to the amount you can personally possess (of dried cannabis) in your home - another fault, as well as no legal limit to the amount of THC (tetrahydrocannabinol: the principal psychoactive narcotic) in legal cannabis. The levels can give the same effects as the hallucinogenic drug, LSD, Sgt. Sawrenko explained.

Impairment issues will be a big issue, he said.

The detachment has a trained drug recognition officer on staff, and the Town of Biggar is ready to purchase the appropriate equipment to help in keeping cannabisimpaired drivers off the road.

“It’s phenomenal to have the support of the town like that,” he said.

“Council has been very supportive of us getting one of these, but we are hesitant right now. I went to the detachment commanders meeting earlier this month. They said, ‘Great idea, but let’s wait until all the kinks are worked out. Maybe there will be another approved instrument that’s a little better.’ So why not wait until you get the best bang for your buck.”

The meeting, although not well attended, is still an encouraging sign of openness and involvement. Sgt. Sawrenko says they will be having meetings in the future.

Voters are smart: we can’t be bought In the commentary section of The Saskatchewan Taxpayers Federation Todd MacKay states Ottawa owes Saskatchewan answers on carbon taxes.

“How will carbon taxes leave Saskatchewanians with more money?” asks MacKay. This is a very good point. The issue is now in the court system with Ontario siding with Saskatchewan and B.C. siding with the feds. Don’t forget the court of public opinion.

PM Trudeau says Saskatchewan families will get $598 in carbon tax rebates and only have to pay $403 in carbon taxes. What the Prime Minister hasn’t told the people is that doesn’t count the GST which they will pay on goods nor does it take into account the costs of administration.

Remember, if it’s too good to be true, it probably is.

Closer to the truth is the fact that carbon tax will actually cost Saskatchewan an estimated $310 million next year and could jump to $765 million in the next four years. These are figures obtained from finance documents. However the court documents tell a different story with claims that the carbon tax will be applied “with increasing stringency over time.”

How does that boil down to your pocketbook and what it will cost families? Families will pay $20 per tonne of carbon -- taking your kids to school and heating your house. That price could rise to $50 per tonne.

The carbon tax hasn’t worked in British Columbia. That province produced 60.7 Mt of emissions in 2010 and 63.6 Mt in 2015. During that time period vehicle emissions increased 11.6 per cent. Net gasoline sales rose from 41.4 million litres in 2013 to 43.6 million in 2017.

This begs the question: why continue with a program that is clearly flawed?

Of course, this is an election year. Giving handouts is part of the process.

But, I think the voters are smarter than that.

Regulatory reform in Canada should focus on streamlining deregulation Steven Globerman, Resident Scholar and Addington Chair in Measurement, Professor Emeritus, Western Washington University The federal budget update delivered last week by Finance Minister Bill Morneau disappointingly provided no general relief on personal or business taxes. However, a number of business leaders and journalists praised the promise of substantial regulatory reform in Canada.

While many details remain to be worked out, the finance minister said legislation would be introduced requiring annual reviews that will consider the economic impact of federal regulations. Specifically, regulators will be required to consider efficiency and economic growth when implementing regulatory mandates.

It’s welcome news that the Trudeau government wants to reduce the cost burden of regulation, but it’s unclear how the initiative will substantially improve upon current practice. Targeted regulatory reviews under the supervision of the treasury board secretariat are already required under existing federal legislation, and the reviews are meant to promote, among other things, innovation and economic growth.

Furthermore, The Red Tape Reduction Act mandates the cost burden of any new or amended regulation be offset by other regulatory changes (the “one-for-one” rule). A serious limitation of the existing regulatory regime is that the one-for-one rule must not compromise public health or public safety. To the extent that the economic benefits of deregulation to both Canadian businesses and consumers significantly outweigh the costs to public health or safety, a strict interpretation of this constraint makes Canadians worse off, even given modest increases in health and safety risks. In this regard, Minister Morneau’s promise that the government will continue to ensure Canada’s regulatory system protects first and foremost the health and safety of Canadians is concerning.

Moreover, Bill C-69, currently under Senate review, would radically change the process of environmental assessment for major infrastructure projects.

By adding a new “consultation and cooperation” phase prior to the review of projects, the bill makes it necessary for investors to gain pre-approval from potentially hostile constituencies before any formal environmental review takes place.

The experience of developed countries that have undertaken substantial deregulation across a range of industries including transportation, communications and finance shows that deregulation leads to dramatic improvements in productivity, increased capital investment and expansion of output. In this regard, Canadian consumers—not just Canadian businesses—will be major beneficiaries from streamlined deregulation.

The standard technique for evaluating whether specific regulations are in the social interest—the benefit-cost analysis—is expensive and time consuming. The government’s reliance on formal benefit-cost analysis will be a major barrier to the timely elimination of red tape. Fortunately, such detailed analysis is frequently unnecessary, since criteria that are more streamlined can often identify regulations that impose net costs on Canadians and should therefore be eliminated.

Streamlined criteria include the following considerations.

First, regulations that do not address legitimate economic or social problems should be eliminated, as should those that do not effectively mitigate legitimate problems. Second, regulations should be dropped if other laws or rules already address them, as Morneau acknowledged in his budget update.

Less obviously, regulations that contradict other rules or laws should be eliminated since legal compliance is impossible in such cases. And finally, when stronger market institutions, especially property rights, can effectively address specific economic or social problems, encouraging market-

Small town puts on a show

Rosebud is no stranger to artists as two members of the Group of Seven, A.Y. Jackson and H. G. Clyde spent summers painting in the area.

It is a picturesque spot in a peaceful river valley. The sheltered valley hamlet is situated on the edge of the Canadian Badlands. The area is called Akokiniskway by the Blackfoot which translates into “by the river of many roses.�

Arrests made in Wilkie vehicle thefts Two individuals have been arrested in a vehicle theft Wilkie, November 25.

Around 4:30 p.m., Wilkie RCMP received a complaint of a vehicle theft from a rural property in the RM of Round Valley east of Unity. A 2017 Ram 3500 pickup truck was stolen from the property.

Members located the stolen vehicle driving in Wilkie on Seventh Avenue and attempted a traffic stop but the vehicle failed to stop for members. The vehicle then drove into a street sign and the vehicle

occupants fled on foot.

Both vehicle occupants were arrested a short time later without incident.

The recovered stolen vehicle sustained minor damage.

It was a typical autumn day in September when I decided to check out the Rosebud Theatre website. We had been to the small community quite a number of years ago -just a drive through.

But actually going there to take in a show has been, I guess you could say, on my bucket list.

We enjoy live theatre and it seemed this was the year. The story about Sherlock Holmes being visited by three spirits was intriguing.

So, we asked some family members if they would like to go with us and received an affirmative. Tickets were booked. There were some choices regarding accommodation and we chose a bread and breakfast right in Rosebud.

Ag stress finally recognized

But that is certainly the situation when it comes to the issue of mental health in rural Canada, and in particular with those involved in farming.

Farming is a stressful business, and producers need to know how to deal with those stresses effectively.

Kim Keller, a farmer and co-founder of Saskatchewan Women in Agriculture said a University of Guelph study shows the level of stress being faced.

Keller told those attending a panel discussion the Farm Fitness and Finance Forum at the Grain Millers Harvest Showdown in Yorkton in 2017, that the study showed 35 per cent of farm respondents faced depression, 42 per cent said they faced high stress on a daily basis and 58 per cent anxiety.

• Don’t write off bird droppings. Some drivers, especially those who do not park their cars

and trucks in garages, may write off bird droppings as an annoying yet harmless side effect of vehicle ownership. However, bird droppings are acidic and, if left to their unsightly devices, can cause permanent damage to vehicle paint. Tree sap is an equally formidable foe, potentially causing scratching because it can be very difficult to remove without spreading. Specially formulated sprays can help drivers remove bird droppings and sap from their vehicles.

• Employ a car cover.

Drivers who have garages but use them to store things other than their vehicles can use car covers when parking their cars in their driveways.

Covers protect cars from the elements and can be quickly and easily removed.

Nature can be harsh on vehicles. Protecting automobiles from the elements should be a prior-

Oilers’ fans hitch their hopes to new coach Twitter hasn’t been kind to the Edmonton Oilers.

Nor have opposing teams and critical columnists.

Finally, the boom was lowered, coach Todd McLellan was fired and the Oilers’ faithful hope the team follows the 2015 blueprint of the Pittsburgh Penguins and goes on to win the Stanley Cup. And in whose dream world is that a possibility?

The Penguins had the best player in hockey in 2015, Sidney Crosby, but after a slow start, coach Mike Johnston was fired in December and replaced by Mike Sullivan. The Pens ship was righted, and the team sailed through to the Stanley Cup. Like Pittsburgh in 2015, the Oilers have the best player in hockey, Connor McDavid, but the pieces surrounding him don’t compel any experts to proclaim the Oilers as a Stanley Cup contender just yet. Western Canadians who love the Oilers (much of the population, other than those who call Calgary and area home)

will be watching intently to see if new coach and Edmonton native Ken Hitchcock can pull a Sullivan out of the Oilers’ gloom.

Said Elliotte Friedman of Sportsnet: “There is no doubt that (Hitchcock) was watching the Oilers’ every move, thinking — and saying to anyone who asked — I can fix this.”

Those experts who use Twitter to spread their wisdom suggest McLellan wasn’t necessarily the problem; that general manager Peter Chiarelli should have been the one to go. With a plethora of first overall or otherwise early draft picks, many hockey people think the Oilers should be better than floundering in the lower depths of the Western Conference.

McDavid was a gift, thanks to a lucky lottery bounce. Success at other years’ drafts hasn’t been as good for the Oil. Jordan Eberle (No. 22 overall in 2008) was exchanged for Ryan Strome two years ago and Strome has since been discarded. Taylor Hall (No. 1 overall in

Nats Hockey News!

by Paula Shortt Jared Barilla is 23 years old and originally from just outside of Toronto.

“I played a lot of Triple A there. A lot of good NHL’ers I played against when I was younger.

He’s been playing hockey since he started skating at the age of 3.

“When I started playing hockey I was I believe, three. My dad was big into hockey, my mom played hockey, so they kind of put me in it, and I just liked it from there on out. “ He enjoys playing hockey for several reasons but doesn’t feel that winning is everything.

“Exercise. I obviously like it. For playing it for over 18 years, you’ve got

to like it at least. Really competitive. If you’re not playing to win, what are you playing for?

There’s … I don’t know I like to keep it light. Like you can lose some games but you can’t really dwell on it too much so … as long as you’re light about everything, there’s more to it.”

When asked what qualities or characteristic make a good hockey player, his response was, “Honestly, what I’ve found, and from coaching younger kids I find - Respect. You learn better if you have a good respect for the person you’re learning from.”

When it comes to pregame preparation, Jared is pretty relaxed.

“I’m pretty chill actually. I just like to hang out and have some good

music. That’s pretty much it.”

We had a bit of a chuckle over how Jared tries to keep in shape over the offseason.

As he “attempts” to go to the gym.

He also plays a bit of summer hockey.

As for the Nationals, this is Jared’s second year with the team and he’s enjoying his position on the team.

“It’s a good group of guys. That’s the best part. I just never come

to the rink expecting to have a bad time. I play defense and forward.

Mainly Defense since I was Grade 11, but I used to play forward all the time when I was younger.

Defense - you get to see the whole ice. When you’re a forward you kind of got blinders on and you’re doing your thing. But as a D-man, you get to see everything and how it plays out. You kind of pick and choose how the play works. Last year I would just block shots.

Your teammates see that you’re blocking a shot, … they see what you’re putting into it and they want to put that same attitude back into it.”

Like all teams, the Nationals have areas Jared feels they could improve on.

“We’re a pretty good team skill-wise. Positioning - having our guys below our blue line

when we’re trying to break out is a big thing.

But other than that, just keeping a light head and focusing in on what we have to do at the time. ” Jared’s favourite alltime hockey player is Paul Kariya. He grew up when the Mighty Ducks movies were a big thing so that seems only natural. But since Paul Kariya doesn’t have much to do with hockey anymore, Jared feels that meeting Paul’s teammate and fellow winger Teemu Selanne, would provide more insight into the hockey community.

Jared isn’t really an avid NHL follower.

“I’ll watch NHL if my buddies are playing but other than that. It’s hard to watch sometimes.

When a guy makes six million dollars a year and he screws up a little thing it kind of gets to me.”

Jared is another player who has suffered for his sport.

“When I was 18, I went in to throw a hockey hit and my shoulder pad lifted. So I was going full speed and went just bare shoulder on full equipment, caught a bigger guy than me so it separated, tore my AC joint and separated my shoulder.”

The injury put him out of action for six to eight weeks. And unfortunately, in his eagerness to play, he came back a little too early and it didn’t really heal all the way. That kind of injury can change how a player feels about the game, but it doesn’t seem to have altered Jared’s love of hockey, although it has changed how he plays.

“I used to play aggressive but now I like to think out the game more.”

When I asked Jared what he thought of Biggar and the Nationals fans, he stated, “Biggar is a pretty decent hockey town I’ve realized from coaching Novice. It’s nice to look up and see that you got people that are watching you.

You want to play better because they are obviously there.”

But probably his biggest reason to encourage others to play, “… just the kind of the people you meet along the way.

I’ve been away from home for over a year and my buddy still goes to shinny and they still ask about me. Really the people you meet along the way are the reason you still do it.”

Meszaros Chiropractic helping keep “tootsies” warm . . . Dr. Keith Meszaros and Clinic Assistant Sheila Itterman along with the patients of Meszaros Chiropractic, help raise an amazing 650 pairs of socks during the recent Chiropractors’ Association of Saskatchewan’s ‘Toasty Toes Sock Drive’. In collaboration with the Salvation Army, patients of the clinic were asked to donate to the cause, recognizing that many underprivileged endure the cold of our winters without adequate clothing, food or shelter. The goal of the Association was to top 15,000 pair of socks, and Meszaros Chiropractic in Biggar went a long way in helping that cause. Sweet Potato Bisque The autumn season brings cooler weather and the rainbow of transforming leaves welcome us every time we step outside our door.

It also earmarks the beginning of how our vision of food and celebration starts to change.

With the dog days of summer behind us, we are no longer as worried about our bathing suit images, and the calendar lineup of commemorations is welcoming us with open arms.

For many, this means indulgences in comfort foods to warm the soul, satisfy our hunger, and highlight the gatherings of family, friends and loved ones.

Eating is a huge part of the social aspect of our lives, but this does not always have to signify a complete abandonment of healthy choices. There are many ways to pacify our desires with foods that are still very nutritious, without leaving us feeling void of pampered appetites.

This Fat Free Sweet Potato Bisque is the perfect fall recipe to accomplish this in your kitchen.

Sweet potatoes are loaded with beta carotene (recognizable from their orange colour) and are high in vitamins A and C. Their moist sweet texture is ideal for mimicking richness, when in fact there is no added fat in this recipe whatsoever.

Many are confused by the differences between sweet potatoes and yams, and this is due to the misinterpretation of the North American grocery industry. Sweet potatoes have orange coloured flesh, while yams are starchier, less flavourful, and have whiter paler flesh. The names here

are usually mismatched with each other, but in Europe, for example, the names are assigned accurately.

Although this soup is great served by itself, it is a remarkable first course to introduce traditional holiday Chef Dez flavours of stuffed turkey, cranberries, and all the trimmings. The addition of nutmeg and cloves gives it a warm earthiness and highlights the incredible natural flavour the sweet potato has to offer.

The elegance of the presentation is heightened when beautifully garnished with swirls of sour cream and a sparse scattering of freshly chopped parsley. With

the autumn air surrounding us, this soup will help to soothe our cravings of comfort food while helping us watch our waistlinesâ&#x20AC;Ś at least with the first course.

For the record however, this is not a â&#x20AC;&#x153;bisqueâ&#x20AC;? by definition â&#x20AC;&#x201C; as that would mean it has cream in it, which it doesnâ&#x20AC;&#x2122;t since it is fat free. It just sounds fancier than Yam Soup.

Fat Free Sweet Potato Bisque (Makes approximately six portions as a first course) 1kg orange sweet potato, peeled, diced 1cm; 1 tbsp brown sugar; 1 tbsp salt; 1/2 tsp ground nutmeg; 1/4 tsp ground cloves; 1/4 tsp ground white pepper; 3 1/2 (three and one half) cups skim milk.

For Garnish: 1/4 cup no-fat sour cream; 1 tbsp skim milk; fresh parsley, finely chopped.

1.) In a steamer in a large pot, steam the diced sweet potato over boiling water for 20 minutes until fully cooked and tender. Discard the water, and place the cooked sweet potato back into the pot, off the heat.

2.) Add the brown sugar, salt, nutmeg, cloves, and white pepper to the sweet potato and combine thoroughly with a potato masher, ensuring no lumps.

3.) Once fully mashed, start adding 1 ? (one and one half) cups of the skim milk slowly while continuing to mash

with the potato masher.

Switch to a whisk, turn the heat to medium, and blend in the remaining 2 cups of skim milk, mixing thoroughly.

4.) Stir occasionally over medium heat until completely heated through.

Taste and adjust the seasonings of salt and pepper, if necessary.

5.) While soup is heating, combine the sour cream with the tablespoon of milk.

6.) Portion the soup into

bowls and drizzle small amounts of the sour cream mixture on each portion. Drag a toothpick back and forth across the surface to create a beautiful design.

7.) Sprinkle with chopped parsley and serve immediately.
