Cape Breton’s Pretty Archie to play Majestic this Tuesday The fourth concert in the Biggar and District Arts Council season features the energetic Cape Bretoner’s, Pretty Archie.

Genuine and heartfelt with a saltwater perspective on modern living, Pretty Archie brings their fun loving and at times heartbreaking music to Biggar, finding common ground in the blurred genres of country, folk, bluegrass and blues.

Their unique sound and energetic shows leave listeners with a lasting memory.

Pretty Archie is a Canadiana band from Cape Breton, Nova Scotia.

Long time friends Brian Cathcart (lead vocals, guitar), Matt McNeil (mandolin, guitar), Colin

Gillis (harmonica, bass, vocals), Redmond MacDougall (banjo, percussion, vocals) and recently added Scott MacLean (guitar, mandolin) make up the band. Always jamming together growing up, they guys decided in 2012 to form a band. The band chose the name Pretty Archie after a local (Cape Breton) character known for playing with two strings outside shopping malls in any weather and not always (or ever) in key.

The guys thought the name Pretty Archie embodied the love of playing and performing music along with representing their hometown.

2018 marks their first international shows including Denmark’s storied Tonder Festival.

Pretty Archie has also had the opportunity to be showcasing artists at Nova Scotia Music Week, East Coast Music Week, Folk Music Ontario, NXNE and OSAC. Pretty Archie has developed a loyal following built from their entertaining, high energy, foot stomping shows.

Pretty Archie plays the Majestic Theatre this Tuesday, November 27, show time at 7:30 p.m.

New passing lanes on Highway 4 now open Passing lanes can reduce collisions by 25 per cent and the investment in passing lanes on Highway 4 is another example of the priority being placed in roads and infrastructure.

Four passing lanes as well as intersection improvements have been opened to traffic. Work has wrapped up on construction of the initial $10 million project this year, and the contractor will return for additional

paving, minor repairs and clean up next spring.

Traffic volumes for the stretch of Highway 4 between North Battleford and Cochin range from 3,700 to 6,900 vehicles per day.

The Government of Saskatchewan has invested more than $8.4 billion in highways and infrastructure since 2008, improving more than 13,000 kilometres of Saskatchewan highways.

RCMP looking for thieves in Unity thefts Unity RCMP received numerous reports of vehicles being entered and items stolen, as well as garages being entered with items being taken.

Two vehicles were reported to have been stolen and both have since been recovered.

Investigation efforts from Unity RCMP, with the assistance of Lloydminster RCMP, has resulted in the following two subjects having warrants issued for their

arrest: Matthew Ross Conaghan of Lloydminster, has been charged with Possession of Property Obtained by Crime (vehicle).

Russell Reader, also of Lloydminster, has been charged with Possession of Property Obtained by Crime (vehicle); Drive While Disqualified; Fail To Comply With Probation.

the whereabouts of Conaghan or Reader to contact your local RCMP or Police Service.

Communicate with rural Sask and reap the benefits Recently the provincial government made a big splash about new trespassing laws. Citing an overwhelming majority, the government passed new legislation.

Not surprisingly there was opposition to the new laws. One professor even said the questions on the poll were somehow slanted.

The real surprise here was how the government could claim a “majority of people” when there were only 1,601 responses to the online survey. Saskatchewan has a population of over 1 million. Sixteen hundred people replying is dismal -- hardly enough to claim a victory.

Truthfully, that number would likely have been higher had the government actually communicated effectively with the people. Rural Saskatchewan reads their weekly newspaper -that is a fact borne out by survey upon survey. Yet, at no time was there ever citizen engagement through this medium. The reality is that only six per cent of rural populations can be reached online or through social media.

When this government realizes that and actually reaches out to rural Saskatchewan, politicians will get a much truer picture of what is happening out here in the “back forty”.

Relying on the same old advisors that only concentrate on the two major centres, namely Saskatoon and Regina, continues only present a skewed overview of what voters really think or want.

Provincial finances in trouble

by Ben Eisen, Senior Fellow, Fraser Institute Western Canada The Parliamentary Budget Office (PBO) recently published its annual fiscal sustainability report, which provided longterm projections to assess the sustainability of public finances for the federal government and the provinces. In this context, sustainability simply means that a government’s debt load does not grow continuously as a share of the overall economy.

The projections for provincial governments were worrying. Canada’s population is aging. As more people retire and exit the workforce, health-care costs along with retirement benefits will likely increase while there will be proportionally fewer people in the workforce, putting downward pressure on tax revenue.

Many provincial governments across Canada just aren’t ready for these changes.

In this post, we look at the long-term fiscal challenges in Western Canada. The PBO report suggests that compared to other provinces, British Columbia and Saskatchewan are in comparably good shape (though a recent uptick in government spending in B.C. is worrying) with respect to the long-term health of government finances. Manitoba and Alberta, however, are on track to pile up dizzying amounts of debt in the years ahead.

The PBO forecasts that in 25 years Manitoba will have the second largest

debt burden of any province (relative to GDP) at 104.9 per cent, behind only New Brunswick. Stubborn deficits and an unhealthy fiscal trajectory in Manitoba are especially maddening given that the province doesn’t face the same type of demographic and broad economic challenges as New Brunswick.

Indeed, Manitoba has enjoyed relatively strong economic and government revenue growth in recent years—but successive governments have stubbornly refused to get spending under control, causing avoidable budget deficits to persist. The PBO report shows that if this continues, the consequences for the province’s fiscal health—and the burdens on future taxpayers who will pay interest on all of the debt—will be very large indeed.

And then there’s Alberta—until recently, the province with the strongest fiscal position in Canada with no net debt as recently as 2015/16. The 10-figure deficits of recent years, however, and the almost-as-large deficits today, have fundamentally altered that reality.

Amazingly, the PBO projects that in 2042 Alberta will have more debt relative to the size of its economy than Ontario, Canada’s red ink poster child.

Alberta is the richest province in Canada, so this outcome was completely avoidable with a different approach to fiscal policy that prioritizes spending restraint and balanced budgets. The province’s

fiscal situation, balancing the budget, essentially ending debt accumulation and getting the debt-to-GDP ratio headed in the right direction. This work earned Coulliard the second-highest ranking in Canada in the Fraser Institute’s most recent Premiers’ Report Card, which assessed the prudence of fiscal policy in all 10 provinces. So the province is headed in the right direction, but with such a large stock of debt, it’d be a big mistake to think Quebec is out of the woods.

Further, Quebec is a high tax jurisdiction, which takes money out of the pockets of Quebecers and hurts economic performance. Reforming the tax system for growth and lowering distortive rates while keeping the positive momentum on the health of public finances will require a long-term commitment to spending discipline.

As for Ontario, its fiscal problems are well-documented. With the largest nominal debt load of any subnational jurisdiction in the world, and a $15 billion deficit this year, it’s clear a course correction is overdue. The PBO underscored this reality, showing the province’s debt-toGDP ratio (already near its highest point in history) is on track to increase by 10 percentage points over the next 25 years.

Given Ontario represents 40 per cent of the country’s population, its fiscal problems are a matter of national concern and the PBO report highlights the need for action.

The recent PBO report shows that provincial public finances are in long-term trouble in provinces across the country.

Western Canada is no exception, as both Manitoba and Alberta are on dangerous long-term debt trajectories that could significantly compromise their economic growth prospects and place substantial burdens (in the form of debt-interest payments) on the backs of future generations.

Central Canada The data for Central Canada included several important data points and surprises. In Quebec, there’s actually good news, as the PBO projections show that province on track to shrink its debt burden considerably over the next 25 years.

In fact, the PBO concludes Quebec is the only province whose financial trajectory is sustainable at the present moment.

Again, this is good (and perhaps to some surprising) news in a province that has (deservedly) long had a reputation for its troubled public finances. It should not, however, be cause for complacency.

By the PBO’s account, Quebec is currently the most indebted province relative to the size of the provincial economy.

Three hundred years since Blackbeard defeated the British It’s been many years since Disney produced Blackbeard’s Ghost, starring Peter Ustinov, Dean Jones and Suzanne Pleshett. The storyline of the comedy has Blackbeard summoned back to earth after Jones recites a spell. Of course only Jones can see or hear Blackbeard who must perform a good deed in order to return to the after life.

This November marks 300 years since the death of the real Blackbeard, who, by all accounts, was ruthless. Royal Navy Lieutenant Robert Maynard mounted an ambush off the coast of North Carolina.

There are some very detailed accounts as to what actually happened that day. The long and short of it is that Maynard nearly lost the battle as Blackbeard wreaked havoc on the British ships. It was only through perseverance that Maynard continued to advance and eventually ended up the victor.

Asquith Council News for November Asquith Town Council held its regular Council meeting on Wednesday, November 14, at 7:02 p.m.

Attending the meeting were, Mayor Gail Erhart, Councillors Sue Sawicki, Dylan Claypool, Jeff Eide, Harold Edwards and Jordan Claypool.

Also attending were CAO Holly Cross, Administrative Assistant Kathy Picketts, and Foreman Darren Kraft.

A resolution was made to accept the minutes from the October 10, 2018 regular council meeting.

The treasurer’s statement of receipts and expenditures for the month of October, 2018 and the bank reconciliations for the month of October, 2018 were accepted as presented.

A motion was made to accept the Accounts

Paid in the amount of $30,933.64 and the Accounts Payable in the amount of $47,001.27, as presented.

Appointments to the Asquith Rink Board are as follows: Kim Rice, Christine Wehner, Nicole Kindt, and Shannon Boldis, and further the following individuals were removed from the Asquith Rink Board due to resignation: Andrea Ganchar, Brandi McTavish, and Jodi Nehring.

The Town of Asquith has entered into an agreement with the RM of Eagle Creek No. 376, in which Asquith Fire Department will provide first call service, upon availability to 180 quarters of land within the R.M. In return, the RM of Eagle Creek will provide a yearly stipend to the Town of Asquith in the amount of $100

per quarter for an annual total of $10,800.

Pictures of his flag show a heart-stabbing horned skeleton. However, historian E.T. Fox claims that there is no record of Blackbeard ever using this design.

His research through newspapers shows that the Blackbeard flew “Black Flags” or “Bloody Flags”. These accounts do not go into details.

Robert Louis Stevenson, author of Treasure Island, fashioned one of his characters after Blackbeard’s second in command. Israel Hands was in Bath at the time of the fatal battle with Maynard and thus survived. He was later captured but was allowed to go free. In the book, the character of Hands was transformed into Jim Hawkins, Long John Silver’s first mate.

While we may romanticize pirates today, in reality they were not a nice bunch.

Dear Ratepayers in the R.M. of Biggar: My name is Jeanne-Marie de Moissac. I’m asking you to consider me for the position of Reeve in the R.M. of Biggar #347.

I grew up West of Biggar, near Duperow and since 1980 I have lived east of Biggar down Crozier Road. I have a great love for this part of the province and the people who call it home. My children are grown. My youngest, Rachel Crozier lives in Saskatoon and my oldest, Jesse Crozier lives in Battleford.

I am currently self-employed at a hair shop in Biggar. I’ve been in this service industry since 1980. Long ago I realized I was happiest being of service to people.

When my children were in school I served on both the Local School Board and the Division School Board. Currently I have been sitting on the R.M. Council as Councillor for Division One. If elected Reeve, I would have a list of priorities.

Taxes – everyone wants a piece of your hard-earned pie and it’s important to keep all taxes as low as possible.

Roads – our biggest responsibility is to maintain and improve our roads with the best fleet of equipment we can afford.

Transparency – like any other government body the R.M. must be completely transparent and accountable in all its dealings.

Teamwork – working together with seven diverse opinions is an effective, powerful way of making decisions. I would promote a culture of respect around the council table, providing a place we can come together as a team. Instead of six councillors managing six kingdoms, it would be one Team managing the affairs of the R.M. It’s important the R.M. of Biggar continues being a good place to work, where people are treated fairly and with respect.

I would work hard to foster a healthy relationship with the Town, so we can work together as partners to the best advantage of our community As your Reeve, it would be an honour to be of service to my Rural Community. I would be completely approachable and dedicate all the time and energy necessary to do the best job I can.

We were far forward of our cooks and didn’t take much time to empty that crock!

This was the start of a whole list of lunchtime memories!

So the war was over, and we came home to another job, this time the Dam. One of my fellow workers always raided my lunch kit and took all of the choicest bits!

One day the cook said, “We’ll fix that for you pretty soon!�

The next time the guy raided my lunch box, he got an axle grease sandwich, which he thought was jam!

He didn’t raid my lunch box from then on but he did start a few events that I must tell about sometime! It was a kind of fun working with some of those guys, and Y.T. must tell about those times later!

One morning I put a bottle of beer under the lunch paper. Sure enough, when I opened the kit at noon, the cake was gone!

Bill Kingery (who was one of the bosses) was there talking to Earl Brown (the foreman) when Y.T. pulled the beer out. In order to appear a real foreman, Brown said sternly: “Look Mason! There is no beer on this job when you are working!� “But Earl,� I protested, “every day my wife puts some cake in here, and every day it is gone!�

Kingery laughed as Brown tossed an unfinished piece of my missing cake into the bushes. “Okay,� sez Kingery, “sit down and enjoy your beer and let me use your shovel!�

New Horizons Activities Family and friends of Grace Switzer celebrated her 100th birthday in our hall the afternoon of November 11.

Congratulations Grace!

Even though much of the town was closed on November 12, we held our potluck birthday

party. Members on hand to celebrate November birthdays were Sylvia Thomson, Pat Turner and Joanne Kral. After the usual potluck feast, a number of those present stayed on and competed for prizes in card bingo.

The half-and-half draw for the day went to Pearl Silvernagle who generously donated her share back to New Horizons.

Ruth Arnold supplied the tasty birthday cake for the occasion.

That same afternoon

there was a good turnout for Monday stitching.

The Christmas Sights bus trip to Saskatoon, originally planned for the 27th has been changed to Thursday, November 29.

Looking back at our farming heritage

The proceeds from the land sale enabled the railway to continue operations for several years, and Seeman acquired land along the M&NWR line between Winnipeg and Yorkton. We tend to think of large scale farming as a relatively new trend, but as in most things it is a matter of perspective, and from the earliest days of the Prairies some have sought to grow their operations to scales beyond the average.

It just seems a part of our heritage that has been lost to time.

There is always something happening at the museum

by Delta Fay Cruickshank for the Biggar Museum and Gallery We have found ourselves in the midst of Christmas preparations here in the museum.

The gallery is looking fantastic for Christmas Magic. Father Bedard donated a nativity scene before he left, he wanted to make sure that we will always have Christ in Christmas.

We have taken that out of storage and it is pride of place on the piano in the lobby.

The Biggar Art Group is just about finished painting banners for the windows, they are going to look so awesome in the windows!

The Cando School will be visiting and cookies are being baked. The children are getting excited for the Hay Ride during Festival of Lights.

Despite all prepara-

tions for the season are going on, the museum’s everyday stuff still keeps happening. More and more people are calling or e-mailing asking after family members who used to live here decades ago. Because of the dedication of people like Rae Chamberlain and Shirley Williams, so many family histories, births, deaths and marriages are readily available. Volunteers form the Biggar Library have been coming in to help us reorganize our library to make it so much easier to find the research families need.

A while ago we had a lady visit from Texas, and she had with a book called “A Prairie Wife’s Tale – Recollections of farming in Saskatchewan, 19161924�. This book was written by Shirley Keyes Thompson, who homesteaded near Biggar with her husband in 1916. It is

a fascinating read. I love these personal memories, from where you get a picture of what it was really like homesteading back as these lands were being homesteaded.

The Thompson’s left for Saskatchewan after their wedding in Lisbon, New York, on February 29, 1916. They came by train, ferry, wagon to Biggar to begin working their 640 acres to make a fortune in wheat! This fortune was to be made on Section3234-15 West of the 3rd 14 miles from Biggar.

It is early March, “Two miles behind us lay Biggar, a raw town of 1000 souls some 40 miles west of Saskatoon; 12 miles ahead on the twisting trail was the 640 acres on which we were to make our first home and, like Wallingford, get rich quick. The sun’s red disc was within an hour of the horizon’s edge and

by its light we had to cover as much of the non-descript brownish prairie grass as possible.

We were told that two tall grey grain elevators looming in the distance to the southwest marked our route. These guides to our questing, uncertain minds seemed like friends. Towards these we would go, choosing among the several partly discernable trails, the one that appeared to bear in the right direction. If we could make these towers before dark, we need not be anxious for then our way lay straight south for three miles.�

Government releases results of Trespass Survey About two-thirds of the responses to the provincial government’s recent trespassing survey support advance consent being required by anyone wanting to access privately-owned rural property.

Results of the survey were released November 15.

Government gathered responses by mail, e-mail and through an online questionnaire from August 9 to October 2 to collect insight from Saskatchewan residents on potential changes to trespassing legislation. “The responses show that many people see the current onus on the land owner to post their property as unfair, and that instead, the onus should be on the person accessing the private property,� Justice Minister Don Morgan said. “We are now in the process of updating the legislation to clarify the consent requirements for those seeking access to privately-owned land for recreational activities like hunting and snowmobiling. “Respondents also said that responsible hunters and snowmobilers already seek appropriate consent and that any change would only affect the small number who do not consider land owners’ concerns.�

The government expects to introduce legislative amendments during the current fall sitting of the Legislative Assembly.

Executive Summary: • Total Responses Received: 1,601; • In favour of permission prior to entry in all cases: 1,039 (65%); • Opposed to permission prior to entry in all cases: 515 (32%); • Inconclusive responses: 47 (3%).

Four questions were set out for consideration in the questionnaire: Question 1 – Should all access by members of the public to rural property require the express advance permission of the rural land owner regardless of the activity?

Question 2 – Should there be a distinction between cultivated land, fenced property and open pasture land or should all land being used for agricultural purposes be

treated the same?

Question 3 – How should permission be sought and granted?

Question 4 – Would making consent an express prerequisite in all circumstances represent an unreasonable impediment to recreational activities?

These questions were asked in response to concerns that Saskatchewan’s trespass legislation can be confusing and that it needs to better address the appropriate balance between the rights of rural land owners and members of the public.

Existing access and posting rules vary for different activities under The Trespass to Property Act, The Wildlife Act, 1998, The All-Terrain Vehicles Act, and The Snowmobile Act. Question 1 – Should all access by members of the public to rural property require the express advance permission of the rural land owner regardless of the activity?

The strong majority of respondents indicated a clear preference that express advance consent be required in all cases of access to private rural property by members of the public. Most respondents said that the existing onus on rural land owners to post their land in a particular manner in order to prevent trespassing was frustrating and unfair, and that the burden should lie on the person seeking access to request permission. Hunter safety, rural crime and biosecurity were most often cited as concerns from landowners who have experienced trespassing.

Concerns were expressed by a significant minority of respondents that the existing provisions were appropriate and that changes to the rules were not needed. Some respondents argued that restrictions should apply only to vehicles, as foot traffic did not represent the same risk for abuse.

Question 2 – Should there be a distinction between cultivated land, fenced property and open pasture land or should all land being used for agricultural purposes be treated the same?

Those who supported a requirement for express advance permission generally drew no distinction between cultivated land, fenced land and open pasture land. Their view was that all property owned by an individual should be treated in the same fashion when it came to permission. A minority, particularly snowmobilers, supported a legal distinction between fenced and unfenced property that did not require them to ask for consent to snowmobile on unposted, unfenced property.

Question 3 – How should permission be sought and granted?

There was less clarity in the responses around how such permission should best be sought and granted. Some responses advocated advance written permission, while others supported the practice of providing oral consent, or consent through posting or other signage. Some respondents suggested that stronger supports or systems should be put in place for those wishing to obtain permission to access land, in the event consent requirements are enhanced.

Question 4 – Would making consent an express prerequisite in all circumstances represent an unreasonable impediment to recreational activities?

With respect to impact on recreational activities, respondents noted that responsible hunters and recreational activists were already seeking appropriate consent and that this change would only impact those who do not respect legitimate land owner concerns. A significant minority indicated that this change would have a detrimental effect on hunting, snowmobiling and other recreational activities.

The questionnaire and the collected responses can be found in the attachments at the bottom of this release. The attached documents do not include blank responses received via the online questionnaire, e-mails that did not provide a response, or responses that were determined to be inappropriate or inflammatory.

Left to mourn are his son, Preston of Landis, daughters, Dawn and Tracy, each of Calgary and granddaughters, Bryna and Sofie Turk. Dad was predeceased by our mom, Joyce (nee Flasch) in 2014; parents Leo and Mary (nee Leinenweber) in 1960 and 1944, respectively; brothers Peter (June), Frank, Chuck (Betty), Len (Isabel), Paul (Clara), Edward; sisters Helen (Bruce) Bell & Joan Berard (Bob Will); brothers-in-law, Raymond Flasch, Dave Flasch and Al Lewendon; sister-inlaw, Doreen Lewendon. Dad is survived by his brother, Gordon (Anne) of Medicine Hat; sister, Marie (Gerry) Zimmer of Calgary; brothers-in-law, Eugene (Margaret) Flasch, Roy Flasch, Greg Flasch and Rodney (Eileen) Flasch; sisters-inlaw, Marlene Flasch and Evelyn Flasch, as well as many nieces and nephews.

Dad was the seventh son born on the family farm in the Leipzig/Landis area and completed his schooling at Medina and Leipzig, and later St Thomas College in North Battleford. He then moved back to the farm where he cared for his father Leo, along with his brother Frank until Leo’s death. During this time and beyond, both Dad and Frank were heavily involved in baseball, playing for Carmelheim and Leipzig Comets. Dad was later involved in the Carmelheim Minor Baseball Association, serving as president and coaching for many years.

In 1969, Mom and Dad were married and farmed with Frank until his death in 1997. Around this time, Norbert and Joyce moved to Wilkie, though continued to be active on the farm. Leading up to his death, Dad spent his final days in Poplar Courts in Wilkie.

Our dad was a spirited individual: a man with devout Catholic faith, a loving family man with a passion for politics and sports, a forever farmer, a proud Saskatchewanian who battled snow on his driveway, a die-hard Toronto Maple Leafs fan, a (somewhat) fickle Blue Jays fan, a man who wore his heart on his sleeve. We will carry his love, spirit, faith and strength with us for the rest of our days.

Prayers were held on Thursday, November 8, 2918 and Funeral Mass on Friday November 10, 2018 from St. James Roman Catholic Church in Wilkie, Sask.

Seizure Of Criminal Property Amendment Act introduced The Government of Saskatchewan is taking steps to strengthen the civil forfeiture program by expanding the serious forms of criminal activity that are covered by the Seizure of Criminal Property Act. “We are committed to ensuring property is taken out of the hands of criminals,” Corrections and Policing Minister Christine Tell said.

“These changes will

broaden when that can be done and in turn, provide support to victims of crime and other community safety initiatives.”

Currently, the Act sets out a number of instances where it is presumed that property is an instrument of unlawful activity, and thus subject to forfeiture. In those instances, an onus is placed on the defendant to demonstrate that the property should not be subject to

forfeiture.

The proposed amendments would ensure the following are also covered under the legislation: • Property that was previously subject to a community safety order under The Safer Communities and Neighbourhoods Act; • Vehicle owners with a history of impaired driving suspensions; • Gang or terrorist activity involving prohibited

and restricted firearms; and • Matters involving sexual offences, including sexual offences with child victims.

These changes align with approaches that are being explored and implemented in other jurisdictions.

This will help ensure that the most harmful and serious forms of criminal activity are properly covered under the civil forfeiture program.

Here are some cooking tips from Mark Russell, executive chef at Loblaws, to help you make holiday meals as good as grandmaâ&#x20AC;&#x2122;s.

Try cake and pastry flour in your chocolate chip cookies. This little secret works because pastry flour contains less protein and is designed to make softer, more delicate baked goods. To substitute, use two extra tablespoons of cake and pastry flour for every cup of all-purpose flour.

Test traditional ingredients. One thing youâ&#x20AC;&#x2122;ll notice when looking in the old recipe box is that many of them contain shortening. While butter and oil have become more popular over the years, shortening has fallen by the wayside. Since it has a higher melting point than butter, shortening tends to spread less, taste lighter and slice easier in baking. Stay on script by trying shortening in grandmaâ&#x20AC;&#x2122;s pie, or meet her halfway on cookies by mixing shortening with butter.

Stay well stocked.
