Biggar Town Council Minute Highlights The regular meeting of Biggar Town Council was held October 16, at 7:15 p.m. in the Council Chambers. Attending the meeting were Mayor Ray Sadler, Aldermen Alan Boyle, Penny McCallum, Kirk Sherbino, Edward Young, and Ivan Young.

Council resolved that the following financial reports for September, 2018, be accepted as presented: Bank Reconciliation; Statement of Financial Activities.

Council resolved that the General Accounts Paid in the amount of $46,901.76, and the General Accounts Payable in the amount of $34,169.49, be approved.

Council resolved that they review and approve the Draft Tax Exemption Agreement for Block 104 Plan 65S18302 Ext 0, and further, that this agreement be sent to Safe Building Solutions.

Council resolved that the cancellation of the 2018 municipal taxes for Lots 16-17 Block 1 Plan D4770 in the amount of $286.14, be approved.

Also, Council resolved that the cancellation of the 2018 municipal taxes for Lot 9 Block 27 Plan D3770 in the amount of $294.63, be approved.

Council resolved that the Road Haul Agreement with 101099332 Saskatchewan Ltd. for hauling aggregate materials on Airport Road, be ratified.

Council resolved that the correspondence from SaskTel regarding a portable sign location be received, and further that they be allowed to erect the sign at 709 Main Street. Also, Council resolved that correspondence from Access Communications regarding a portable sign location be received, and further that they be allowed to erect the sign at 709 Main Street.

Council resolved that the preliminary drawings for the landfill, submitted

by Catterall and Wright, be presented for Council’s review.

Canada Music Week celebration this Tuesday Local musicians will take to the Biggar Majestic Theatre stage to celebrate Canada Music Week this Tuesday with two concerts, all supporting Canadian music and the Majestic Theatre.

The two concerts span the age range - 2 to 83, making this an intergenerational experience.

Featuring local performers, the concerts - one at noon, the other at 7 p.m., will also feature works from Canadian

composers and performers, with genres spanning easy listening to rock to Raffi, Country and Classical. Highlights will be the Biggar Central School 2000 band, elementary and school groups, emerging choral

The event is a recognition of the Canadian Federation of Music Teachers Association, and is the annual Canada Music Week celebration recognizing Canadian composers and performers.

Free trade is beneficial The Fraser Institute released its Economic Freedom of the World Report on Nov. 13. In a nutshell the report shows that, as free trade grows, poverty rates plummet. The extensive report measures markets in 162 jurisdictions globally.

In 1950, Canada was third in the world. By 2016 Canada embraced free trade but still lags behind other countries such as Ireland, New Zealand, Norway and Denmark. Even Peru and Taiwan moved ahead of us.

In 1950 the world’s population was 2.52 billion; 70 per cent or 1.81 billion lived in poverty. Critics of free trade often claim it will increase poverty but fast forward to 2015. World population exploded to 7.35 billion and 0.7 per cent lived in poverty, less than 10 per cent. As free markets open poverty rates actually drop.

Free trade also had a effect on literacy. During the period 1950-2016 illiteracy fell from two-thirds of the population to 15 per cent. Average life spans increased from 48 to 71 years.

The countries that embrace free trade have seen an increase in life expectancies to 80 years. Average per capita income is $40,376 compared to $5,649 in least free countries. Literacy is at 95 per cent compared to 59.7 per cent in least free countries.

This proves that free trade agreements are good for the world, countries and people. Populist and anti-market groups who like to attack the agreements or think their country can exist without them would do well to take a look at the report in full.

According to the report, “We are living in a time where humans have more prosperity, less poverty, better health and greater education than at any time in human history — not by a little but by a lot. Let’s hope we don’t blow it.”

Has SGI Outlived Its Purpose?

by Alexandra Burnett, Commentary, Crown Corporations, Ian Madsen, Frontier Centre for Public Policy Many Crown corporations that were created by governments from long ago are beginning to show signs that they are no longer appropriate for life in evolving competitive markets.

Saskatchewan Government Insurance (SGI), may be one of those corpora-

tions that has outlived its purpose for providing vehicle insurance to Saskatchewan drivers.

SGI is the monopoly Crown corporation owned by the government of Saskatchewan. SGI Auto Fund has provided motor vehicle insurance to all drivers in Saskatchewan since 1945.

Additionally, there is a casualty insurance division called SGI Canada.

Surprisingly, SGI is not that different from other general insurance or motor vehicle insurance firms, except that it is a monopoly with no competition allowed within Saskatchewan.

Since SGI is a Crown corporation, it is not taxable and has the implicit back-

While SGI seems to fill a useful role, a private insurance corporation would be better suited to take on this risk, instead of leaving taxpayers to bear the risk of any losses, as has happened with Insurance Corporation of British Columbia (ICBC). Not surprisingly, profit is usually a secondary goal of government-owned corporations which leads to difficulties in evaluating the corporation’s effectiveness and efficiency. Saskatchewan residents are familiar with many stories of SGI making their customers jump through hoops after filing a claim, or that they are assumed at fault (and treated so) before proven faultless.

SGI currently plays a central role in Saskatchewan’s economy by providing motor vehicle insurance to all Saskatchewan drivers, but experience in other jurisdictions makes it clear that one or more private companies could take on this risk and could even provide lower rates and better service to customers. However, selling off all or part of a Crown corporation is ultimately up to the taxpayers through their elected representatives.

ing of the provincial government. All of SGI’s directors are approved by politicians. Since SGI holds a monopoly market position in Saskatchewan, customers are forced to pay high prices.

This would not be the case in a fully competitive marketplace for motor vehicle insurance companies, and there seems to be little need for taxpayer money to be tied up in SGI. As is the case for most government-owned corporations, funds that are locked up in such corporations could be used more efficiently; for example, to lower government debt.

Last week, the Frontier Centre for Public Policy released a research paper in the Public Choice Alternatives series on the valuation of the SGI Auto Fund division. According to the valuation, SGI could be worth as much as $2.25 billion. SGI is able to generate free cash flow, which is a key factor in corporate survival and growth. However, SGI’s resultant substantial intrinsic value (based on free cash flow) is highly sensitive to the assumptions made about its future growth and required rate of return.

It is said that around the autumnal equinox roosters will often crow all day and all night. It is often reported that roosters crow the entire night of September 8 which is the night that celebrates the birth of the Virgin Mary. The birds have also been recorded as crowing during an eclipse of the sun or during the darkness of a thunderstorm. Maybe that’s why many weather proverbs refer to roosters crowing.

There are other theories. Some do not believe that the rooster was a symbol of Christianity but rather an emblem of the sun stemming from the Goths.

It seems every website you visit has a pop up with offers to either send you notifications or a request to subscribe. I am fairly selective about which ones I choose but one of my favourites is the Farmers Almanac.

The notifications I receive are interesting and informative and often contain a bit of humour. And, of course, there is always something for sale. I happened to notice that the Almanac takes a fancy to roosters. So many of their wares feature a rooster -- weathervanes, thermometers, calendars.

The usage of roosters dates back to the 9th century.

Chronic Wasting Disease (CWD) has been discovered in a new wildlife management zone, meaning the disease has now been confirmed in 45 of Saskatchewan’s 83 wildlife management zones.

3 1/2 year-old elk bull in zone 42E, south of Melfort, that was submitted as part of the ministry’s voluntary CWD surveillance program.

“Hunters play a key role in helping identify the presence and spread of chronic wasting disease in Saskatchewan,” Environment Minister Dustin Duncan said. “The information collected through the submission of heads is vital to understanding how the disease is impacting wildlife populations in the province and efforts that can be taken to slow the spread of the disease.”

CWD is a fatal nervous system disease that affects members of the deer fam-

ily, including deer, elk, moose and caribou. The disease, which was first discovered in 2000, threatens populations of these species. Research suggests that CWD impacts in some areas are resulting in decreased survival and population decline in mule deer.

The disease has not been detected in humans.

However, it is recommended that people do not consume meat from animals that are known to be infected.

The Ministry of Environment encourages hunters to continue submitting heads from deer, elk, moose, and caribou for free testing. Prior to submitting a head for testing,

Revitalized rail line opens the north to new ag opportunities

by Calvin Daniels The Hudson Bay Rail Line has always been a creation of hope for Western Canadian grain farmers.

But, it has never been completely clear if that hope has been justified, or is merely the stuff of fantasy.

The Hudson Bay Route Association has clearly been on the side of the hope for the rail line to Churchill as being of unrealized potential in terms of being the shortest route to get grain onto ocean water for much of the Prairie region.

The organization, which can trace its roots back

to 1924, have always been proponents for utilizing the route north to the Port of Churchill.

But there has never been a steady flow of grain along the rail line.

The reasons are many, some real, and some likely more imagined as a way to stave off requests to use the line more.

The Bay does end up frozen over each year, limiting ship access, although modern ice breaker technology has likely extended that season.

And the rail line itself has never been up to the standards of the main lines, and without the big players involved the

incentives to roll rail stock north is certainly limited.

The situation was made worse, if that was actually possible, last year when spring flooding badly damaged the rail line.

That was bad news for Churchill as the line is the only land link to the rest of Canada.

One can imagine the impact on supply prices,

travel costs and the like when air, or short season sea traffic are the only access points.

That may be changing as the long story of the rail line appears to be embarking on a new chapter.

Recently, Prime Calvin Daniels Minister Justin Trudeau, along with Minister Jim Carr, announced that,

by the end of November, the rail line will resume its operations, servicing both passengers and freight.

They also announced more than $3.8 million toward 40 projects that will increase tourism, provide skills training, help offset the freight costs stemming from the rail line closure, and open the door for more investments in the community and more opportunities for residents.

These investments, and the restoration of freight and passenger rail service, will help revitalize and diversify the local economies in Churchill and other northern com-

munities in Manitoba.

The announcement did not mention the potential of grain moving north. That might well be a lost opportunity, too dead to revive.

Even in the days of the Canadian Wheat Board with some influence on where and when grain moved, the way north was little used.

In the current marketplace there does not appear a single entity with a vested interest in trying to turn grain north again.

But the revitalization of the line may open the north to new economies in the future which is good news in itself.

Payment On Account now available for Sask. producers through WLPIP November 7, federal Agriculture and AgriFood Minister Lawrence MacAulay and Saskatchewan Agriculture Minister David Marit announced Payment on Account will now be available to livestock producers in Saskatchewan purchasing a policy through the Western Livestock Price Insurance Program (WLPIP).

WLPIP provides producers with protection against an unexpected drop in market prices over a defined period of time. This risk management option is delivered in conjunction with the Government of Canada and the four Western Canadian provinces of British Columbia, Alberta, Saskatchewan and Manitoba.

“WLPIP is a good example of governments and industry working together to offer an innovative risk management tool that responds to the unique needs of the livestock sector, ensuring our hardworking farmers can continue to grow the economy and create good, middle class jobs,” said MacAulay. “Livestock price insurance is a good complement to existing business risk management programs, offering additional protection against market volatility.”

“Saskatchewan livestock producers need the flexibility to make the best decisions for their cattle or hog operations,” Marit said.

“Saskatchewan producers can now take

advantage of this needed option of deferring a payment while continuing to participate in the price insurance program. Producers should consider this valuable risk management tool for their operation.”

The Saskatchewan Crop Insurance Corporation (SCIC) introduced WLPIP to Saskatchewan producers in April 2014. WLPIP gives producers the opportunity to purchase price protection on cattle and hogs, in the form of an insurance policy.

When purchasing a policy through WLPIP, Saskatchewan livestock producers can pay their premium up-front, online or in person by cheque at their local SCIC office. With Payment on Account, producers now have until the expiration of their policy to complete their premium payment, subject to interest terms of the purchase.

SCIC continues to work with producers and industry to ensure the program meets the needs of producers. The initiative was developed in consultation with producer groups representing the livestock industry.

Saskatchewan producers now have the same payment options as Alberta and Manitoba.

“I am pleased to see the update to allow for payment on account for Western Livestock Price Insurance Program. This new flexibility keeps Saskatchewan cattle producers on an even footing

with our neighbours to the west,” Saskatchewan Cattlemen’s Association Chairman Rick Toney said. “What many producers may not know is the good working relationship the Saskatchewan Cattlemen’s Association has with Saskatchewan Crop Insurance who administer livestock price insurance. Pay on account is another check mark made on a long list of improvements that have come from Saskatchewan Cattlemen’s Association and Crop Insurance working together to keep improving programs.”

“It bridges the gap between Saskatchewan and Alberta producers on payment options,” Saskatchewan Cattle Feeders Association President Jordan Kowal said. “It gives producers more payment options that fit the needs of their operations.”

The 2017-18 year saw the largest participation in the program, to date.

As of March 31, 2018, a total of 2,959 producers had signed up to participate in WLPIP. Twenty-two per cent or approximately 176,000 calves were insured during the spring of 2017; two and a half per cent or approximately 19,690 of the province’s feeder cattle were insured; and four and half per cent or approximately 4,463 fed cattle were insured.

Approximately $405,000 was paid out to cow/calf producers in the fall of 2017. WLPIP

has experienced strong interest in the program to date. With the implementation of Payment of Account, SCIC expects this interest to continue into the 2018-19 program year.

Producers can purchase

price insurance yearround for their feeder cattle, finished cattle or hogs. Coverage is available for cattle intended for sale 12 to 36 weeks from the day of policy purchase.

Policies are available for

purchase every Tuesday, Wednesday and Thursday with coverage levels ranging from 95 to 75 per cent of the calculated forecast price. Price insurance for calves will be available for purchase again in February 2019.

Hungry kids began the new session of ‘Kids in the Kitchen’, learning healthy recipes and techniques to whip up snacks and whole meals.

The five-week course is broken into two groups who meet Wednesday’s and Thursday’s at Biggar Central School, with the Biggar and District Family Centre volunteers as instructors and program hosts. The school hallways took on an intoxicating smell as the kids cooked and created.

Nats Hockey News!

by Paula Shortt Many of you will already know Keaton Silvernagle as his family is kind of a fixture here in Biggar, especially their involvem e n t with the Nationals team.

Keaton however states, “I was a bit of a late bloomer actually.

I didn’t s t a r t playing hockey until I was 10 or 11. It was just in the family. My dad and grandpa pushed it on me pretty hard and I really always liked watching it but I never was good at skating when I was younger. Then I picket it up at a later age.”when I asked why he plays hockey now, he said, “For the team. I love all the guys I play with. And I still think that I’m a half

decent player I guess. But just for the love of the game.”

I wanted to know if winning games was important to Keaton.

“Absolutely. It builds camaraderie with your team mates.”

When I inquired whether it is only fun to play when you win, Keaton replied, “No. I wouldn’t say that. I still have fun regardless, but winning is still the main goal.”

Keaton is a “center man”.

“That’s all I ever played is center, since I was little. I like face-offs. I’m a pretty fast skater so I like to be able to just skate all over the ice.”

Keaton is a very gregarious young man and definitely exhibits the characteristics that he feels

make for a good hockey player. “I’d say just passion for the game. Being sociable and being a good team-mate.”

As is the case with many athletes, Keaton has a routine for getting ready to hit the ice.

“I kind of like to keep to myself a little bit before the game. I always, you know, I tie one skate before the other, so I’m a little superstitious that way. But no set rituals, just a couple little things I do on my own.”

He also has a routine for keeping in shape over the off-season.

“I play summer hockey and I go to the gym three or four days a week.”

When asked how it felt to play for the Nationals, Keaton enthusiastically declared, “Really good.

This will be my fifth year now playing, so... I’m from Biggar and I love, love playing for the Nationals.”

roles as well as their team positions. I was curious if that was the case with the Nationals.

“We’ve got a few, like Ryan usually gives us some comic relief and that type of thing. Anyone with a letter is supposed to have some leadership.”

And of course he has opinions on whether there was anything the team needs to work on this season.

“Well, defensive ability has been our problem.

Keeping the puck out of our net. We’ve got to work on our defense for sure.”

It seems to be an all too common side effect of hockey that players suffer from some sort of injury.

“I had a pretty bad injury last year. I had grade-four separation of my shoulder. So I was out for about almost four months last year. I didn’t play much.

It’s good now, but probably for about eight or nine months there it bugged me pretty good. Happened during a game last November.”

And like his team-mate Liam, it doesn’t seem to have affected how he feels about the game.

“No it didn’t. I’ll have to be a little more careful sometimes out there.

But it feels like it’s pretty much up to 100 per cent health now.”

When I asked Keaton about the NHL and whether he watches a lot of hockey when he’s not playing he stated, “Yep, for sure. NHL and league, honestly anything I can watch I will, but Calgary Flames would be the team I watch in the NHL, for sure. I was big on Jarome Iginla. I was a Calgary Flames fan, so he was my guy. I’d like to meet Crosby, cause to me he’s still the best player.”

Does Keaton garner any

knowledge from watching the pros?

“I’m always watching what they do. Yeah, I like to key in on what the centers are doing. And yeah, I like to emulate a lot of their plays for sure.”

“I was interested in knowing whether there was anything that bothered Keaton when he is watching hockey.

“Just the cheap stuff bugs me. I like a skilled game, so when there’s slashing and that, I don’t really like that.”

To encourage any on-thefence-about-hockey players out there, Keaton says, “Just go out and watch it.

You know, some people just aren’t interested. But I’d say you watch it, and just that the feeling when you’re with the guys in the dressing room is something. It’s like no other feeling.”

“But even if you are only interested in being in the bleachers, you have an important role according to Keaton.

I love the fans! I love when our barn’s full. But obviously we have to have a winning team I think for the fans to come out. But anyone that comes out, I appreciate it!”

NHL’s best line propels Avalanche Colorado Avalanche may not be near the top of the National Hockey League standings, and indeed, they’re a longshot for Stanley Cup consideration, but there’s little argument the top line in the league resides in Denver.

Nathan MacKinnon, Mikko Rantanen and team captain Gabriel Landeskog — a Canadian, a Finn and a Swede, respectively — have started the 2018-19 season with a major splash, averaging more than four points per game as the league approached the one-fifth mark of the season.

In a league featuring the likes of superstars Connor McDavid, Sidney Crosby and Auston Matthews, it was the relatively unknown Rantanen sitting atop the scoring derby in early November.

MacKinnon, Crosby’s buddy from Nova Scotia, was second in the scoring race and Landeskog was 15th. Their 27 goals through 15 games represented more than 50 per cent of Colorado’s offence.

“A fun line to watch,” Tampa Bay coach Jon

Cooper recently said to CBC Sports. “You prescout the games and you take your opposing coach hat off and just admire their line.”

Bobby Ryan of Ottawa says the three Avalanche stars “do everything right.”

“They cycle the puck, they don’t make turnovers at the top of the blue line and they get everything low,” said Ryan. “They attack from a lot of different angles.

They keep you guessing.”

I Eat Meat I eat meat. Thereâ&#x20AC;Ś I said it.

If you are a regular reader of my column, or have attended my cooking classes or shows, this will not be a shock to you. I eat meat, I always have eaten meat, and from what I can predict at this time I will always continue to eat meat.

This is not only my choice, but also the choice of the population majority worldwide.

This is just something we have done, and for the most part we will continue to do so.

Does this mean that most people will always be meat eaters? Or does this mean that I donâ&#x20AC;&#x2122;t acknowledge and/ or respect people who practice veganism, vegetarianism, or other diet regimens that I donâ&#x20AC;&#x2122;t follow?

Not at all.

I recognize the fact that we as people are not all

the same, and we are gifted with the ability to make our own choices in the lives we are living.

This what makes us all so wonderfully unique and interesting.

So, why then, do I feel compelled to tell you that I eat meat?

In the years of my chef career I have had numerous people on many occasions try to convince me otherwise. Telling me such things like that by eating meat we as humans are â&#x20AC;&#x153;destroying the planetâ&#x20AC;? or are becoming â&#x20AC;&#x153;riddled with diseaseâ&#x20AC;?.

I have even encountered people picketing

barbecue events with signs that had slogans like â&#x20AC;&#x153;Stop the Violence, Save the Animalsâ&#x20AC;?.

Again, we are all entitled to our own opinions, and should be respected for them â&#x20AC;&#x201C; not just me, and Chef Dez my opinion, but everyoneâ&#x20AC;&#x2122;s.

However, I feel less strongly about this when opinions come at me in a condescending wayâ&#x20AC;Ś like I am doing something wrong and I need to be saved. I donâ&#x20AC;&#x2122;t need to be saved, and in the same breath I will tell you that I am not here to save you either.

Our centre was a veritable hive of activity on Tuesday, November 6 when our third annual craft fair was held. Gail Herzberg was in charge and reported that all went well. The crafters

were pleased with sales and the lunch provided by our New Horizons cooks. The tea room was well received and our tasty treats were enjoyed.

A big thank you to Don Swyryda and Ken Pearce who sold our raffle tickets all day. At the closed of the fair there was a draw for our â&#x20AC;&#x153;early bird raffle prizeâ&#x20AC;?. Leona Polsfutâ&#x20AC;&#x2122;s name was drawn and she was delighted to receive a $50 bill to add to her craft sale takings for the day.

Many thanks to everyone who helped to make the day a success.

Our board of directors met the morning

of November 8. One of the matters discussed was the poor turnout for Thursday afternoon bingos and whether it is worth while to continue with this activity. Joanne was asked to do a report showing the attendance and income for this past year.

A decision will be made at the December 13 board meeting.

As it happened there was a bingo that same afternoon with a reasonably good attendance in the hall. Ann Muc won the half and half game while Pat Turner won the blackout.

Therefore, this column entry is not about positives or negatives of any dietary preferences. I am not here to preach my ways of life, or the reasons behind it, to you. For what itâ&#x20AC;&#x2122;s worth, I would like this to be a message to love one another, and a reminder to share what you are passionate about in a manner that is not directed at others in a patronizing way. I really do respect people who are enthusiastic about their opinions, but please find a forum that will relay your beliefs in a way that people can discover them if they choose to do so.

I also want to mention that even though I eat meat, I care about the treatment of animals.

Go online, and I am sure you will be able to find past examples of inhumane practices in the slaughter of animals, but

that doesnâ&#x20AC;&#x2122;t mean that because I eat meat that this doesnâ&#x20AC;&#x2122;t appall me.

There are also many good examples of animals treated ethically.

I think we all have the moral responsibility to research what is behind the scenes of what we are eating, no matter what it is, and make the best choices for each of us as individuals.

There are many industries (not just the food industry) that we all support based on our actions, lifestyles, and spending habits, and the more informed we become, the better it is

for all.

So, if you want to try a different lifestyle, or even become an advocate, go for it. Letâ&#x20AC;&#x2122;s just remember an old clichĂŠ: You will catch more flies with honey, than with vinegar.

Bells of Peace . . . Most people may not have heard them, but the bells rang out 100 times for the 100 years marking the end of the First World War and the 100th Remembrance Day. Bells of Peace rang at the St. Paulâ&#x20AC;&#x2122;s Anglican Church on Remembrance Day, a solemn tribute to those who have given all four our freedoms, and for the 100 times since the end of the First World War that we set November 11 aside to remember those brave souls. Sgt. Sawrenko will provide insight on the value of these initiatives by discussing the statistics regarding policing in the detachment area.
