Kids let their creativity fly, showing up in unique and colourful costumes, ideas and themes that amazed and brought smiles. Treats - no tricks - were the order of the day as kids celebrated what is, no doubt, the most unique day of the year.

Biggar Town Council Minute Highlights The regular meeting of Biggar Town Council was held October 2, at 7:15 p.m. in the Council Chambers. Attending the meeting were Mayor Ray Sadler, Aldermen Alan Boyle, Penny McCallum, Kevin McNicholls, Kirk Sherbino, Edward Young, and Ivan Young.

Council resolved that the General Accounts Paid in the amount of $172,922.99, and the General Accounts Payable in the amount of $77,235.36, be approved.

Council resolved that the following correspondence be accepted for Council’s information and filed: SaskAlert - Response to Amber Alert Failure; PIWIK - September, 2018 Web Site Report; Sewage Treatment Plant - Aeration Repair.

Council resolved that they approve for the Girl Guides program the use of the east basement of the Town Office, commencing Thursday, November 1, 2018, with the electrical and plumbing work being done as quoted.

Council resolved that the 2016 Election records, namely the ballots, declarations, poll books, and voter registration forms, be disposed of as governed by The Local Government Election Act, 2015 and The Municipalities Act. Celebrated performers play to benefit Majestic Theatre Profits from an upcoming concert, November 15, will go to the Biggar Majestic Theatre.

The concert will feature celebrated musicians, Martha Kashap and Renee deMoissac, performing Beethoven’s violin sonatas.

Kashap has served as assistant concertmaster at the Saskatoon Symphony Orchestra for 25 years, and deMoissac is the organist at Saskatoon’s Christ Church Anglican and St. Mary’s Catholic Church.

Both have collaborated on several concerts over the last decade. They have performed the six sonatas for violin and harpsichord by J.S. Bach. Last year, they performed the complete Mozart sonatas for violin and piano in a

series of six concerts in Saskatchewan, and gave an all-Mozart program in Huntsville, Ontario as well.

Kashap and deMoissac plan to work on the works of Prokofiev and French repertoire in the next several years.

Kashap resides in Huntsville, Ontario with her husband Philip, director fo the Huntsville Suzuki School of Music, while deMoissac lives in St. Benedict, Saskatchewan with her husband Doug.

Both have been performing this concert in communities across Saskatchewan and Ontario. Biggar is extremely lucky to have these fine performers come to our Biggar Majestic Theatre stage!

Accountability goes a long way when it comes to trust The latest boondoggle that has taxpayers on the hook again is the expense accounts of former governors general. It seems that, not only do former representatives of the Queen receive a pension, they also receive an expense account after they have left office.

It is an honour to be able to be appointed to this prestigious position and there is no doubt that all who have served did so with distinction. Some Canadians may question the validity of this “figurehead” position but the reality is the governor general fulfills an important role in the government.

And, as with any job, no one is questioning the pension that comes as part of the package. But . . . to still bill taxpayers for your expenses is a little bit too much to expect. Added to that there is no accountability for these expenses. Taxpayers have no recourse to even ask what the money is being spent on.

Adrienne Clarkson is the biggest culprit in this scenario. She received $3 million as part of a “start up grant” to establish a charity -- the Institute for Canadian Citizenship. She billed taxpayers for approximately $500,000 for temporary secretarial help since she left office in 2005. Partly because she is so overwhelmed with speaking engagements she needs help.

This issue first came to the forefront in 2011. Seven years ago. And, no government has seen fit to fix the problem which has been in existence for 40 years.

It’s no wonder voters become disillusioned with politicians. Being accountable for spending their money should be a priority. Yet, the rhetoric seems to be “what they don’t know won’t hurt them”. Until it becomes public knowledge.

Canada has lost its competitive advantage over the U.S.

Walker Chair in Economic Freedom and Ben Eisen, Senior Fellow, Fraser Institute Say you are a store owner and your competitor across the street offers everything at lower price and higher quality, well, you’re in trouble. If your competitor was far on the other side of the city, things might be a bit better.

But across the street?

That is roughly where Canada finds itself in relation to the United States.

This year for the first time since 2008, the U.S. topped the just-released World Competitiveness Forum’s highly-respected Global Competitiveness Index (GCI). Canada ranked 12th out of 140.

In other words, we’re at a significant disadvantage to the country across the border.

The 2018 report is not directly comparable with previous years due to changes in methodology which put increased emphasis on innovation, where the U.S. remains world champion. However, the CGI recalculated last year’s scores using the new methodology, revealing a troubling trend. Canada’s rank declined from 10th last year

while the U.S. would have been first.

Even using last year’s methodology, with little innovation weighting, the U.S. ranked 2nd while Canada was down at 14th. As the report notes: “The U.S. has been on an upward path for some years.”

The report warns U.S. competitiveness could be damaged by trade tensions. But so could Canada’s. The first shots may have been fired by the U.S., but past experience shows a few shots can erupt into a global trade war, harming everyone.

How has the U.S. made itself more competitive? Deregulation has been an important part of the story. Regulation is a balancing act—the optimal level of regulation is not zero. However, unnecessary complexity, hurdles, delays, and uncertainty should be eliminated wherever practical. Canada is far from there. What’s more in recent years, the federal government and most provincial governments have failed to offer any significant deregulation strategy to keep the country competitive.

There are troubling signs things could get still worse.

the extent of the federal government’s structural deficit was still not clear, Alberta’s big run-up in debt was barely underway, and Ontario seemed to be making progress on deficit reduction, which has since proved illusory.

On all these fronts, things have gotten much worse since 2016 and Canada is now on a dangerous fiscal path. Ottawa is in no hurry to put its fiscal house in order. Alberta and British Columbia are becoming spendthrifts. Ontario’s new government inherited a fiscal mess and has yet to announce plans to bring spending under control. The U.S., with large tax cuts, faces fiscal challenges, too, but that doesn’t mean Canadians should not be vigilant.

In short, the U.S. is cutting taxes and regulatory red tape, while here in Canada, income tax rates have been creeping in the other direction. Far from launching rational deregulation, Canadian governments are gumming up the works and sowing uncertainty.

In other words, the store across the street is reducing prices and making shopping easier while we are doing the opposite.

For example, the grave uncertainty over the Trans Mountain Pipeline has alarmed domestic and international investors, and made it seem even more difficult (perhaps impossible) to complete major energy infrastructure projects in Canada’s current regulatory climate. Canada has struggled to attract business investment in recent years, and developments such as uncertainty surrounding Trans Mountain threatens to make things even worse.

Then there’s the issue of government debt and macroeconomic stability. The current CGI ranking shows Canada closely clustered with a number of other countries at the top of the global rankings. For example, Canada earns a score of 100 out of 100, but the U.S., ranked 34th, has a score of 99.6. In other words, rich countries not facing imminent fiscal crunches all are awarded perfect or nearly perfect scores in the index.

It’s important to remember, however, that Canada’s fiscal outlook has deteriorated substantially since 2016, the year when much of the macroeconomic data were collected. Back then,

Everyone has a bucket list It seems that everyone has a bucket list these days. Those bucket lists are experiences or achievements that a person hoped to have or accomplish during their lifetime. At first mention, most people equate a bucket list to travel.

Places that you want to see at some point.

But, it doesn’t have to be travel only. There are other events or happenings that you might want to take in.

As an example I did some searching on the internet and came up with a bucket list of

experiences for fall.

Go on a hayride.

Make caramel apples.

Visit a corn maze.

Attend a fall festival.

Attend a fall supper.

Bake pumpkin bread.

Bring fresh apple pie to a neighbour.

Knit a scarf.

Sip warm apple cider.

Go for a walk in the crisp air.

Some may remember the movie entitled The Bucket List with Jack Nicholson and Morgan Freeman. It is a story of two men from very different walks of life who meet in the cancer

ward. Both have been diagnosed with terminal lung cancer.

Although they lived a life of very different backgrounds (one was a billionaire and the other a blue collar worker), they discovered some common interests. And, a list of things they would like to have done but never did.

The two set off on an adventure and begin crossing items off the list.

Skydiving. Flying over the North Pole. Visit the Taj Mahal.

Ride motorcycles on the Great Peggy Hasein Wall of China (one of my favourite scenes). A lion safari in Tanzania.

But, there were some serious moments when one friend tried to reunite the other with his daughter. And, one of them died.

The phrase “bucket list” relates to the term “kick the bucket”. This is a term for death. Oftentimes it is when people are diagnosed with a serious illness that they start to make a list of things that need to be done. Pursuing these activities keeps them occupied and gives them a sense of gratification when items are crossed off.

for making a bucket list in the first place.

There are some who advocate actually writing down on a piece of paper what you want to on your bucket list. These more serious folk tell you to do some soul searching and really think about what you want to do with your life. Then, you have to plan and make some goals. Plans on how you will proceed to cross things off.

Then, there are those folk who just “wing it”.

They have an idea in the back of their head of what adventures they would like to do. As for actually planning it is more “well, I’ve saved some money where can I go?” Or “what would I like to do with these savings?”

Maybe you’ve always wanted to own a leather jacket. Or, you’ve wanted to buy that rare book.

Or, you’ve wanted to see a favourite entertainer perform.

The ancient Egyptians thought about life in this way “Have you found joy in your life?”

Our “patio-sitting� days are over for the year 2018, eh?

The floppy hat has had its day for this year!

It was a fairly wet day at Aquadeo Beach on Jackfish Lake, and the only dry place to put our small tent was on a spot by a family that had just left. The only trouble was that it was right beside a big tent full of people celebrating. We never did find out just what, but long into the night they kept our small family awake. The clank of empty bottles, mixed with some very unEnglish words, kept us all awake... until one of the boys, who was a little more grown up than the rest, solved the situation by cutting their ropes.

It may have been a little anti-social but it did quiet their celebrations for a while!

A spark from the fire must have landed on the seam at the top of the tent. It slowly ate away all night and by morning a blue sky was seen thru the gigantic hole over the fire in the small tent!

Needless to say, we folded the tent up, turned it in and left!

It would be nice to say that we thanked them for the use of the tent, but we took off!

And that partially burned tent is now sitting in some Canadian “B� Echelon, waiting for the next war to come along, eh?

Carbon tax adds to ag woes

by Calvin Daniels As noted last week there are concerns over the new federal carbon tax within the farm sector.

Grain farmers are already asking the Government to provide additional relief from the Federal carbon pollution backstop given the impact it will have on their ability to compete in markets at home and around the world.

“The carbon price will add costs to farm inputs and to transporting our grains to market making it more expensive to be a grain farmer in Canada compared to our key competitors around the world,” said Jeff Nielsen, Grain Growers of Canada President in a release. “Providing additional relief will not impact growers’ commitments to reducing GHG emissions. Growers are already doing that, and they will continue to

work hard to grow more, with less.”

If fuel prices rise, users will be forking out more cash when they fill their fuel tank whether it is a sales clerk in a department store filling their car, or a farmer buying fuel for their grain truck.

How will the suggested rebates work in covering the full new costs people face? That is certainly an area of uncertainty.

So will the carbon tax ultimately have a positive effect?

The primary purpose of carbon tax is to lower greenhouse-gas emissions, which as they increase it will raise

temperatures, affecting things such as the melt rate of the ice caps, and the growing conditions for grains and oilseeds in various areas of the world.

The uncertainty of the details regarding the Canadian plan, set against the broader question of its global impact, are enough to make people at best cautious, if not outright fearful.

However, change seems to inevitably be needed to address the impact of emissions on climate, and Canada could be a leader in that process.

There is much speculation that it will increase costs, and that does seem to be a reasonable expectation, at least in terms of upfront costs.

Can LeBron repeat his magic in Los Angeles?

He sparked a championship parade in Miami.

He was responsible for the championship parade in Cleveland. So can LeBron James do it again in Los Angeles?

The spotlight-hogging National Basketball Association star learned the ropes in the NBA with the Cleveland Cavaliers, the closest thing he had to a hometown team, having grown up in Akron, Ohio.

But after seven seasons without a title with the Cavaliers, and desperately eager for a championship, he famously announced on a TV special set up specifically for his announcement that he was “taking my

talents to South Beach,” joining Dwyane Wade and Chris Bosh on a Miami Heat team in 2010 hat proceeded to win two NBA titles in four years.

Free agency beckoned again, and James, the undisputed king of the NBA court, returned to Cleveland in 2014 and Cavaliers’ fans — who snapped up brand new ‘James 23’ jerseys to replace the ones they burned four years earlier — were quick to forgive and forget. And with good reason. James led the Cavs to three NBA Finals in a row, losing twice to the juggernaut Golden State Warriors, but winning the title in

2016.

Now, at age 33 and still at the top of his game, James has moved again, taking up residence in Los Angeles where he is the star of a mediocre Lakers team that probably won’t win anything other than television ratings’ wars.

But he’s in Hollywood, where a star of his magnitude probably belongs.

His game seems to be as solid as ever, but he won’t be part of a championship team this year.

The Lakers won only four of their first nine games, despite James putting up averages of 28 points and nine rebounds a game. But he’s the game’s brightest star in the brightest city in the league, and that’s good news for the NBA. James turns 34 Dec. 30, so his best years are behind him. Still, he can dominate for another three or four years, so the Lakers’ braintrust has a couple of years to produce a supporting cast strong enough to challenge for another title.

The Hall of Fame awaits, whether or not James — who has secured a spot on the Mount Rushmore of NBA history — wins an NBA crown in Los Angeles, but what a legacy it would be for him to have brought NBA titles to

The roles played by the branches of the Canadian military

Each year on November 11, Canadians pause in a silent moment of remembrance for the men and women who have served and continue to serve their country during times of war, conflict and peace. Known as Remembrance Day, the day honors the brave people who fought for Canada in the First World War (1914-1918), the Second World War (1939-1945) and the Korean War (1950-1953), as well as those who have served since then.

More than 1.5 million Canadians have served in the military. Tragically, more than 100,000 of those brave men and women have died.

The Canadian Armed Forces, or CAF, make up the government’s largest federal department. The CAF serves on land, in the air and on the sea, and branches include the Canadian Army, the Royal Canadian Air Force and the Royal Canadian Navy. Each branch serves a unique role. Learning about each branch is a great way for civilians to gain a greater understanding of the efforts and sacrifices the men and women protecting their freedoms make each and every day.

Canadian Army The largest element of the CAF, the Canadian Army is the land component of the country’s military. Soldiers in the Canadian Army are trained at bases, armouries and training centers throughout Canada. It’s these training sessions that prepare Canadian soldiers for a wide range of scenarios, including operations at home and abroad. There are 23,000 full-time soldiers in the Regular Force and an additional 17,000 part-time, volunteer soldiers in the Reserve Force.

Royal Canadian Air Force The Royal Canadian Air Force protects

Canadian and North American airspace in partnership with the United States.

The RCAF provides the Canadian Armed Forces with relevant, responsive and effective air power to meet present and future defence challenges. Among its many roles, the RCAF provides control and surveillance of Canadian territory, airspace and maritime approaches while also conducting search and rescue missions to aid those in distress anywhere in Canada. Those are significant responsibilities, as Canada has the second largest territory and airspace in the world. The RCAF includes 12,000 Regular Force personnel and 2,100 Air Reserve personnel.

Royal Canadian Navy The mission of the Royal Canadian Navy and its leader is to lead the strategic development and generation of combat-capable, multi-purpose maritime forces while providing advice and support to maritime operations. The Maritime Forces Pacific, Maritime Forces Atlantic and Naval Reserve are directly responsible to the Commander of the Royal Canadian Navy.

The Maritime Forces Pacific and Maritime Forces Atlantic generate, maintain and sustain an armed capability to guard Canada’s Pacific and Atlantic maritime approaches.

Maritime Forces Atlantic, which employs more than 5,000 military and 2,000 civilian personnel, is headquartered in Halifax and home to 18 ships and submarines.

Maritime Forces Pacific, headquartered in Esquimalt, British Columbia on Vancouver Island, is home to 15 ships and submarines and employs around 4,000 military and 2,000 civilian personnel.

Canadian military personnel play an invaluable role, both in Canada and abroad.

New Horizons Activities There was a small party of three on hand on Friday, October 26 playing three handed Kaiser.

On the 29th there were two tables in the hall playing Monday Kaiser.

At the close of play, Delmer Friesen was awarded first place money. Marie Roesch came second, Bill Fischer was third and Ann Muc, fourth. Delmer and Bill had the highest scoring game of the day with a score of 56.

Wednesday Kaiser was cancelled on the 31st as players wanted to be home to welcome the little Halloween ghosts and goblins. On the morning of the 31st, we had a visit from the Biggar Day Care Centre. The tots got to show off their costumes and received their treats from the grandmas and grandpas in the hall.

On the morning of November 1, Group Two met to plan November

activities. This group is looking after the crafter’s soup and sandwich lunch, two afternoon bingos, the noon potluck birthday party and the jam session. Where would we be without our reliable volunteers?

Public health had their second and final flu clinic in our hall on November 1. If you have missed the clinic, you can still get your shot at the local drug stores.

Grade 10 students spend their afternoon off on Friday, October 26 to decorate the museum, carve the pumpkin and create the ghosts on a stick for everyone! The pumpkin was grown by the St. Gab’s students as part of The Tiny tots paid a spooky visit to the museum on the Biggar Green Tuesday, October 30, looking for treats and what the Space program. museum would look like if no one came to see it!

On Tuesday, in conjunction with the library’s Monster Mash, the Tiny Tots came in for a visit!

They saw the inside of the museum covered in spiders, rats and spider webs. The piano played by itself - must have been the ghost of past tour guides who were playing it, or maybe it was just magic!

The little Mermaids, Spider men and scary monsters saw and pointed out all the spiders and webs.

They all agreed that they will come to the museum, to keep away the spiders

and rats! Before they left for the library, they all got to take a ghost on a stick to add to their loot bags!

by Paula Shortt So let me introduce to you the brave young man who volunteered to be my “Interview Guinea Pig”.

Liam Boyle is probably familiar to many in Biggar as he calls it home.

He’s 21 years old, and when I asked him how long he’s been playing hockey, he replied, “Always!”.

He remembers his dad giving him mini sticks as a kid and he just loved it. He’s been on skates since he was 4. He plays hockey because of his love for the game.

“It’s a fun thing to do and I get to play with my friends. I just love playing hockey!”

This is Liam’s fourth year on the Nationals, as he joined the team just after he graduated high school, so he knows everyone on the team pretty well. He says that most of the guys on the team have been Captains or Assistant Captains on teams in the past, so they know the roles and responsibilities of a good leader. He thinks that those abilities are good for the team. He believes that hard work, being a leader and having dedication are some of the more prominent characteristics of a good hockey player.

When asked what kinds of things bother him when watching hockey Liam said, “Maybe the people that don’t really care about it when they play, and they’re kind of

He states, “I’m not a big talker. I’m kind of a quiet guy, but I usually let my game do the talking.”

Liam usually plays centre, and that’s all he played growing up, but last season he was able to play a lot of wing.

His response when asked what he loves most about those positions, “Being able to skate a lot.

You’re not really stopping, you’re always kind of moving around and I like to skate.”

To keep in shape for all those skating, Liam goes to the gym and plays 3-on-3 in the cities with a couple of other guys from the team during the off-season. And to get ready for a game he has to “Tape my stick before every game. It has to be the same way.”

Like most athletes, Liam has been injured while playing his favoured sport.

“I broke my collar bone in my first year Bantam.

It was about a month and a bit to recover.”

When I inquired whether that had changed how he felt about the game, he replied, “No... no, I still want to be out there.”

thinks the Nationals need to work on this year he replied, “Definitely our defensive zone. Being way better defensively.

You can always work on other little things like shooting and skating.

You can always get better at that.”

When it comes to playing in Biggar, Liam is excited to play at home.

“I think we have a pretty good fan base. We usually have a lot of people at the games, which is nice for all the guys. I think you like playing in front of your home town people... the more people there, the more fun it is to play. We depend on the fans.”

So, what else is there for Liam beside hockey?

“That’s pretty much all I do. I go to school, come home, watch hockey, play hockey.”

Liam is a big fan of Connor McDavid and would love to meet him someday.

“He plays on my favourite team, the Edmonton Oilers, and he’s probably the best player in the league.”

What three words would he use to describe McDavid? “Fast, humble and a hard-worker.”

So, does Liam try to emulate the pros in his games?

“No, I don’t really look at other players and try to do what they do. I just do what works for me.”

Spirit of Giving from BCS . . . Biggar Central School students donated $176, all part of their efforts to be more involved young women and men in the community.

The money went to the residents of the Long Term Care Centre, and accepting on their behalf was the Health Centre’s Recreation Coordinator Karen Kammer.
