Government outlines plans for a new decade of growth 1.4 million people and 100,000 more jobs in Saskatchewan by 2030 are two of the goals outlined in the provincial government’s 2019 Speech from the Throne, entitled A New Decade of Growth.

Lieutenant Governor Russ Mirasty delivered the Throne Speech, October 23, marking the start of the 2019-20 legislative session.

As the Speech notes, “Over the past 12 years, Saskatchewan has

Premier Scott Moe said he will be releasing the new Saskatchewan Plan for Growth during the fall legislative session.

“The new growth plan will outline our government’s growth goals for the new decade and the actions we will be taking to achieve those goals,” Moe said. “A growing province creates challenges, but we are all better off meeting those challenges than suffering the effects of decline as we have in some previous decades.”

The Throne Speech also outlined a number of measures the government will be taking during the upcoming legislative session, including: • Creating a fund of up to $10 million to assist Estevan, Coronach and surrounding areas tran-

sition to new economic development opportunities for workers affected by the federally-mandated phase out of coal-fired electricity by 2030; • Introducing and funding a plan to reduce surgical wait times; • Introducing legislation for the regulation of vaping and vaping products; • Taking measures to improve the safety and well-being of First Nations children and reduce the number of children that need to come under the province’s care; • Opening the new Regina Bypass; • Introducing tougher penalties for cell phone usage while driving; • Continuing the constitutional challenge to the federal carbon tax in the Supreme Court; • Continuing to explore the potential for small modular reactors to produce emissions-free electricity using Saskatchewan uranium; • Implementing Clare’s Law, which allows police to disclose information that could help protect potential victims of interpersonal violence; • Introducing a new Fisheries Act to provide greater protection against invasive aquatic species;

• Amending The Lobbyists Act to address recommendations made by the Registrar of Lobbyists in his recent annual reports; • Strengthening the enforcement of maintenance orders for child support payments; and • Amending The Saskatchewan Employment Act to increase parental leave by eight weeks to ensure that employees who are entitled to the new shared parental Employment Insurance benefit have job protection while using the new leave benefit and to extend employment leave to individuals who are running for election to a First Nations Band Council.

The government plans to introduce about 30 pieces of legislation during the fall sitting and will table a budget during the spring sitting that is expected to make significant investments in infrastructure.

“Our government will continue to plan for a growing province by keeping our economy strong, investing in important government services and ensuring everyone in Saskatchewan continues to enjoy the benefits of growth,” Moe said.

Auction sales are part of social culture Nothing will teach you more about perceived value than taking something with literally no value and selling it in the auction format. It teaches you the beauty and power of presentation and how you can make magic out of nothing.

Sophia Amoruso If you have ever had to sell anything via an auction sale you will quickly realize that human nature is a strange bedfellow. It will leave you shaking your head at what will sell and what won’t.

We recently had the experience of having to dispose of farm machinery and some household

items due to an estate sale. To be sure there is a lot of necessary preparation which must be done prior to auction day. It took us six weeks of hard work to get ready which included cleaning out a quonset which contained 60 years of stuff. By stuff I mean tools, chains, and various miscellaneous items that all farmers tend to collect. (Because you never know when you will need a part) The whole auction business has been thoroughly modernized with the advent of the internet and technology. Gone are the days when you must appear in person to bid on an item. Now, there are opportunities to bid online live which greatly

An auction sale is more than that -- it is a cultural event. A social outing. Having moved away from the area some 43 years ago, it was a chance to re-connect with old friends and neighbours.

Y.T. won’t be the first (nor hopefully the last) person to present sentiments like this. Mebbe they are all wrong, that’s true and many will disagree with them. But they are mine, darn it and what else can people expect from me.

Even after all the knowledge of ancient times that we have right now. there is still and awful lot left to find out and, more importantly, realize.

Every year, scientifically (and every other “ically”) we are realizing more and more that the possibilities of our environ are endless. I know that it sounds almost impossibly far fetched, but just imagine that someday mebbe homo erectus will isolate a grain of sand that will have photographically recorded an almost complete archaic resume.

Far fetched? Sure, but so were the airplane, TV and computer to our ancestors.

Messrs. Carter, Einstein, Wooley and Faraday (the list is endless) have contributed quite a bit to our knowledge concerning the development of humanity, but there is so much more for us to find out and confirm.

We are still very far, I think, from that saturation point of archaeological information when we claim to know (or think we know) all about everything. But if and when we do get there, I envision another gate opening and demanding that we find out more.

And we will only to find that gates into our fields of human knowledge are endless.

Much as this little treatise (if one can call it that) infers the futility of future archaeological efforts, there is really so much more to be done.

True, we will never find out scientifically why we are here, a lot of questions were never meant to be answered.

But we will, hopefully, establish without a doubt just what an essential part of this planet we are.

Growth of agriculture highlighted in Throne Speech Sometimes, probably without consciously trying to do it, politicians can end up parroting the rather obvious.

Such was the case when the Saskatchewan government delivered its latest Throne Speech.

Not surprisingly the speech, delivered by Lt. Gov. Russ Mirasty, talks

a lot about building toward the future.

It goes down the path of building for two rather obvious reasons.

The first, being that we are only two months away from the start of a new decade and that is always a rather fitting time to establish some benchmarks and goals

for the years ahead.

Then of course is the reality of politics and with a provincial election set for 2020 this is this edition of the government’s last Throne Speech before going to the polls, and so using the Speech to begin laying out its platform for re-election only makes

sense.

The Speech naturally suggests the 2020s will be a decade of growth for the province.

Again not a startling position since no government is going to suggest decline is coming when they are in charge.

Baking powder on the other hand is a complete leavener, as it only requires liquid for it to react in the same manner.

The reason for this is that it contains a mixture of baking soda and the balanced amount of acid, along with starch to help prevent lumping. This is why you will see some recipes that call for baking powder and others with baking powder and/ or baking soda. A good comparison of this would be a pancake recipe compared to a buttermilk pancake recipe.

Most quick bread recipes consist of mixing dry and wet ingredients in two separate bowls first before combining them.

Not only are quick breads fast, they are also very tender.

This is due to the limited production of gluten in the mixing process.

When flour and liquid are mixed together, gluten is formed. Gluten is most recognizable as the elastic feeling in yeast bread dough that has been kneaded. The longer that flour and liquid are mixed, the more gluten is created. Quick breads are similar to the texture of cakes and thus one should not over-mix to ensure a delicate composition.

Regardless of which chemical leaveners you use, the batter should ideally go into the oven immediately once mixed together, as the gases start producing immediately when the liquid is added. If using eggs and air to leaven, bake immediately before it deflates, for optimal results.

Once in the oven, heat will convert moisture in the batter to steam.

The steam, air and gasses from leavening will be trapped in the batter, thus giving the product height and a fluffy texture.

Sarah D. Burnaby, B.C. Dear Sarah: Pancakes are much like quick breads as they should have a cake-like texture, hence the name pan-“cakes�. The biggest mistake made when preparing pancake batter is that one tends to overmix. Over-mixing flour and liquid produces gluten, which will give it more structure. The more mixing one does, the more gluten is created, and the tougher the cooked pancakes will be.

It is okay for your batter to be a bit lumpy.

Also, make sure you are not using “bread� flour, as it contains more gluten than allpurpose or pastry flour.

Because it is harvest time, I will share what she wrote about the 1916 harvest.

The growing season of 1916 was spectacular,

so profuse in its bounty, that I appeared to flaunt its fecundity.

Our first harvest on Section 32-34-15 W3rd, was wonderful. We had a good crop; everyone around us had a good crop. At the time we did not think this was out of the ordinary . . . had we known that this was to be the biggest crop we would ever grow on Section 32, this story would

A new online course hopes to make a big difference for Saskatchewan young people who are facing mental health challenges.

On October 17, the Sun West Distance Learning Centre launched Mental Wellness 30, a new course available online to young people aged 15-22 years old. The course is designed help students develop greater balance in their lives, improve their resiliency, increase their awareness of mental health issues and reduce the stigma associated with mental illness. The course addresses anxi-

ety, depression, suicide, OCD, ADD/ADHD, eating disorders, psychosis, schizophrenia, addictions and drug abuse.

“This program takes a proactive approach to help young people who may be facing mental health challenges,” explained Karen Itterman, the Chair of the Sun West School Division Board of Education, The launch of the course was kicked off by a Mental Wellness Assembly complete with motivational speakers and 300 hundred cheering high school students.

During threshing season, men worked early and late for it’s a hurry to beat the rain, snow and frost. They haul loads of sheaves from the stooks on the field to the thresher; a many wheeled, belted and noisy machine powered by a steam engine that is fired up early until dark.

Women are busy too, if they cook for a gang of 15 or more. I had it easy this fall for the outfit that Lewell hired included a cook car as well as the usual bunkhouse, both of these on wheels. Men did the cooking in these rolling cook cars. Form some reason cooks were in short supply this first fall and our thresher, Mr. Watley paid his cook $9 a day. To me this was an exciting sum.

In the fall of 1916, wheat graded at No. 2 brought $1.87 a bushel.

I think we all must have tales from our ancestors about threshing time, like feeding them . . . my granny always talked about how much work it was to keep everyone well fed . . . dozens of loaves of homemade

bread most days, pots and pots of potatoes peeled . . . and the fact that if it rained, the threshers could stay until it dried out. She would talk about her mother saying the threshers were eating them out of house and home whilst they all waited to continue the harvest. Some of her recipes I still use, Threshers Dinner -- some minced beef, onions and any vegetables that they had (her preference was shredded cabbage) mixed with home canned tomatoes.

Is this the Ti-Cats year?

Only two of the four East Division teams have qualified for playoffs in the Canadian Football League - the other four come from the more powerful West - but perhaps this is the year the Hamilton TigerCats break a 20-year drought and spill locker room champagne while hoisting the Grey Cup. While the power in the CFL has been decidedly in the West’s favour in recent years - even though the West and East, thanks to a couple of surprising upsets, have evenly split the last 10 Grey Cup triumphs the best team during the regular season this year has been the Tiger-Cats.

Hamilton’s 14-3 record (with one to play) makes it a prohibitive favourite to be the East rep in the Grey Cup game in Calgary Nov. 24. Of Hamilton’s three losses, two were narrow ones, and came on the road against the best in the West - a 24-19 defeat by Saskatchewan Aug. 1 and a 19-18 loss Sept. 14 to the Calgary Stampeders.

In the year of the injured quarterback, the Tiger-Cats are the cover story. Starting QB Jeremiah Masoli, last year’s East nominee as Most Outstanding Player, suffered a season-ending knee injury in Game 6, leaving the quarterbacking chores to backup Dane Evans.

Masoli’s absence had little negative effect, as the Ti-Cats barely skipped a beat. Evans completed 70 per cent of his passes for nearly 4,000 yards as his team ran away with the East Division pennant.

Besides the possibility of winning the Grey Cup, other silverware could wind up in the Steel City this year, too. Orlondo Steinauer is the favourite to win the Annis Stukus coach-of-the-year award and the speedy Brandon Banks, among the league

leaders in versatility - receiving yards, receiving touchdowns, kick return yardage - will be a strong contender for Most Outstanding Player.

Western hopes centre Bruce Penton around Calgary and Saskatchewan, although the injuryplagued Winnipeg Blue Bombers made a late statement with a Zach Collaros-led one-point win over the Stamps in their final game of the 18-game schedule. The Stamps, however, appear to be rounding into shape now that quarterback Bo Levi Mitchell is healthy again, and the Roughriders have ridden the arm of first-year sensation Cody Fajardo and the guidance of rookie coach Craig Dickenson to become legitimate contenders.

The playoffs start this week with Edmonton, which earned the ‘crossover’ position because of the overall weakness of the East Division, taking on Montreal in the East semi-final. Hamilton awaits the winner. In the West, Calgarians have high hopes that their Stampeders will be playing a home game in the Grey Cup Classic.

Cruickshank honoured for volunteerism

On Saturday, October 26 in the Majestic Theatre, just before Earle and Kirby performed, Delta Fay Cruickshank was presented with the 2019 Volunteer Recognition Award.

Delta Fay was born in British Columbia as a professed “military brat” and spent her growing up years in Europe and five of Canada’s provinces.

Her school years culminated in certification as a landscape technician and horticulturist as well as in accounting.

She came to Biggar in 2008 and worked as a columnist/compositor with the local newspaper, the Biggar Independent. As well she wrote and edited a periodical titled Heart and Soul.

The Biggar Museum and Gallery welcomed Delta Fay in 2013 as Director and Curator where she immediately solidified regular school class tours emphasizing art, Biggar’s history, community gardening and apprenticing students in the gallery and museum operations.

The annual Adjudicated Art Show is a large project which Delta Fay organizes and oversees. She was elected to the Biggar and District Arts Council in 2008 and as a member at large she selects and books the rotation of OSAC art displays regularly displayed in the gallery.

She has been a very willing and encouraging mentor to the youth who have been involved in the OSAC Inspire Program.

Visitors to the museum are warmly welcomed and given efficient and information-packed tours of the displays and history of our community. She is also a founding member of the Biggar Art Group.

Delta Fay’s interest in the earth, its cultures and nature reflects in all she does and is expressed in her own words “loving every minute of it.” The Biggar and District Arts Council believes that Delta Fay is most deserving of a Volunteer Recognition Award.

December 4, 1989, The Independent: The headline read: I Must Be Crazy! I remember the week when we first bought the newspaper. It was Murphy’s Law and anything that could go wrong did.

The typesetting machines we used broke down and we were forced to buy new desktop publishing computers and software. It was quite a learning curve.

But . . . we survived and went on to publish The Independent every week. We shared the ups and downs of the community. We laughed and celebrated and even sometimes shared a few tears. We kept our focus and the main goal was to record the events of the district as they happened.

• The VIA Rail derailment when we were proud to report on how the entire community came together to help strangers when help was needed.

• The building of a brand new high school and the park.

• Covering the triumphs of local celebrities and sports figures.

• We interviewed federal and provincial leaders and even one Governor General.

• We covered school sports, minor sports, musicals, theatre events, fundraisers, fires, arts, business news and everthing in between.

• We have been proud supporters of the community selling tickets for NCCP, sponsoring scholarships, making donations and volunteering. It has been a pleasure.

“The time has come,” said the Walrus (The Walrus and the Carpenter by Lewis Carroll) for us to move on.

We have sold The Independent and the new owner takes over November 1, 2019. Congratulations to Dale and Trudy Buxton who are looking forward to this new venture.
