Biggar Junior Blazers hit the Rec Complex field, September 19 versus the Provost Pythons. Back and forth action, the Pythons took command of the game, leading 24-8 at the half, finishing up with a 62-32 win over the Green and Gold. Blazers still showed signs of improvment, at times stringing together some good drives and solid defence. It will all come together as they gain more experience.

Arrests made in drug investigation Biggar RCMP have made major narcotic arrests in conjunction with a September 13 traffic stop.

On September 13 at approximately 10:20 p.m., Biggar RCMP, while conduction a traffic stop in the Town of Biggar, entered into a Controlled Drugs and Substances Act (CDSA) investigation. The adults occupants were arrested and seizures of several types of drugs of varying quantities were made.

As a result of the investigation, Biggar RCMP have charged 31-year-old Trevor Hillman of Eston with: • two counts of Possession for the Purpose of Trafficking, contrary to section 5(2) CDSA; • three counts of Possession of a Controlled Substance, contrary to section 4(1) CDSA; • three counts of Possession of a Weapon for a Dangerous Purpose, contrary to section 88(2) of the Criminal Code.

Biggar RCMP also have charged

22-year-old Hayley German of Eston with: • two counts of Possession for the Purpose of Trafficking, contrary to section 5(2) CDSA; • three counts of Possession of a Controlled Substance, contrary to section 4(1) CDSA; • three counts of Possession of a Weapon for a Dangerous Purpose, contrary to section 88(2) of the Criminal Code; • one count of Identity Fraud, contrary to section 403 of the Criminal Code.

Both accused made their first court appearances in provincial court at North Battleford on September 14.

They have been released from custody on Undertakings with several conditions.

“This is another example of a traffic stop turned drug investigation,” explained Sgt. Colin Sawrenko of the Biggar RCMP Detachment.

“We are following up with the crown prosecutors office to ensure any convictions result in the most appropriate sentence available and possible given the circumstances.”

ing her to meet Canadian composers from across the country.

“At Summer Sizzle I learned a lot from Wes Froese about the chording used in pop music,” Kolby enthused. “It was fun!”

Kolby, a student at Biggar Central School 2000 and a Grade 8 piano student, studying with Peggy L’Hoir, has had the composition sent to national competition in the Canadian Federation of Music Teachers Student Composer Competition after winning first place at the provincial level.

The 13-year old began composing at age 8. She is no stranger to being recognized for her musical talents, winning first place in the Saskatchewan Registered Music Teachers Association’s Student Composer Competition in 2013 for “The Cat and His Nap”, a second place in 2015 for “Parade of the Butterflies”, and 2017’s “Unbelievably Blue”. Kolby’s piano pieces have also placed or received honourable mention in the Alberta Piano Teachers’ Association Composer Competition.

She was also recognized by the Saskatchewan Registered Music Teachers’ Association with the Community Musician Award for sharing her music at a community level. As well as playing the piano, Kolby volunteers her musical abilities, playing percussion and flute for school band and community events.

This summer Kolby also attended the Saskatoon Academy for Voice and Piano (SAVP) where, again, she met with musicians from across Saskatchewan.

Many questions but complete silence from governments In less than a month, cannabis (anything from marijuana, pot, weed) will be legal in Canada.

Yet . . .

There has not been one single word from either senior levels of government -- federal or provincial -- regarding any implications.

Health. There are many questions being left unanswered about the effects of using cannabis on your health. According to some sources youth are particularly at risk since their bodies and their brains are still growing.

The provincial government website states: “This is the period of their lives when they may think about trying cannabis and may not be fully aware of its consequences. Children may also have many questions, and it is important that they have clear, accurate information to help them make healthy choices.”

So, if it is so important for them to have all the information then why is nobody telling them?

Then there are the legalities. So many unanswered questions in this area -- from selling the drug to buying it. There are driving laws being put into place. There are new laws regarding possession.

Again, one must ask why is no one telling anybody these important messages.

Oh sure, you can probably go to a website and get all the information but the challenge is in determining which website is separating the facts from the myths.

This is probably the single most important piece of legislation being passed on a national and provincial level in years, maybe even decades.

The necessary information should be made available to the public no matter where they live. The campaign needs to take in all aspects of media. It needs to be comprehensive. It needs to be an “in your face” kind of message.

And yet, complete silence in rural areas. Not a word or a message from either government. It’s as if we don’t exist and don’t deserve to know.

To prepare for the worst, we need to practice failure in emergency management

by Dr. Satyamoorthy Kabilan, Vice President, Policy at the Public Policy Forum where he oversees a range of public policy initiatives The tragic events of Sept. 11, 2001 signified a major shift in global awareness of terrorism. People tend to remember where they were and how they witnessed this event unfold. Since then, the terrorist threat has continued to evolve?from train bombings in Spain and the United Kingdom to underwear bombs and a range of vehicle attacks. Despite the recognition that the possibility of a terrorist attack is a reality in today’s world, authorities in emergency management often state that they were overwhelmed by the attacks that they have faced. Is there some way that we can improve our preparedness for dealing with this threat?

While working on emergency management and resilience over the last five years, I noticed a similar pattern when dealing with non-

terrorism related events. In major emergencies, regardless of the cause, it was almost inevitable that the responding authorities would struggle with some aspects. Even in disasters that seem to have been handled relatively well, the authorities were overwhelmed at times by the scale and complexity of what they faced. For example, during a study tour to New York City to examine how that city dealt with Hurricane Sandy, authorities admitted that even their worstcase scenarios did not really match what they experienced during the disaster. This is an area that many organizations struggle with?how to effectively design worst-case scenarios that reflect the reality of today’s emergencies more accurately.

As I delved more deeply into how organizations plan and prepare for emergencies, one of the issues I came across was what I called the “success bias.” When creating

Being better prepared for the crisis of tomorrow, whether that is a terrorist attack or a hurricane, will require a better understanding of the vulnerabilities in our plans and what we can learn from the events which could break those plans. Testing current plans to the point that they fail and beyond could provide the foundation for successfully dealing with the unpredictable emergencies of tomorrow.

In fact, Craig Fugate, former FEMA Administrator, mentioned this very issue during a presentation in 2018. If organizations are not testing themselves beyond their limits, how will they know what could fail and what their vulnerabilities might be in a major emergency?

While there are a range of reasons why authorities could struggle to deal with a major emergency or terrorist attack, there seems to be a simple step which could be taken to help improve preparation: Test your emergency response to failure and beyond. By going beyond the success bias and examining where a response might fail, organizations can gain insights into areas

Travel is not just sightseeing, it is experiencing a place We signed in, rented clubs, a cart, bought some balls and tees and, after waiting for a brief shower to end, away we went to the first tee. It was a nice course and nine holes later our brains were cleared of the cobwebs and Peggy Hasein we arrived back at the clubhouse.

Asquith Council News for September Asquith Town Council held its regular Council meeting on Wednesday, September 12 at 7 p.m.

Attending the meeting were Mayor Gail Erhart, Councillors Sue Sawicki, Dylan Claypool, Jeff Eide, Harold Edwards and Ted Goodnough. Also attending were CAO Holly Cross, Administrative assistant Kathy Picketts and Foreman Darren Kraft.

A resolution was made to accept the minutes from the August 8, 2018 regular council meeting.

The treasurer’s statement of receipts and expenditures for the month of August, 2018 and the bank reconciliations for the month of August, 2018 were accepted as presented.

A motion was made to accept the Accounts Paid in the amount of $59,910.68 and the Accounts Payable in the amount of $64,960.65, as presented.

Dan Phillips attended the Council meeting to express his concerns regarding cats running at large.

Colin Graham of Graham Contracting attended the Council meeting to answer council questions regarding alley upkeep.

Council decided to take the issue of purchasing a land leveler for alley work off the table.

SaskWest was contracted to installed eavestroughing and downspouts on the pole shed building for the cost of &1,200 plus applicable taxes.

The 2018 List of Lands in Arrears, the first step of tax enforcement, was presented to Council and

accepted. This will be advertised in the Biggar Independent.

Council resolved to continue tax enforcement on a property in Town by serving it with its sixmonth notice.

The Town of Asquith will be holding an Autumn Cleanup Weekend the weekend of October 13 and 14.

This is for the ratepayers of Asquith only. Residents can use the Loraas bins to dispose of large dimensional waste (i.e. couches, mattresses, et cetera). Demolition or renovation waste such as shingles or siding will not be accepted, and it is suggested that individuals should arrange for their own bins if they have this kind of waste. BN Metals will also have a bin there for white metals (washers, dryers, fridges, etc.). The doors should be pulled off these. Please come with enough people to put the appliance in the bin.

Also, batteries, BBQ’s, bikes, chairs with metal, couches with metal, electronics, lawn mowers, old

tools, swing sets, tin, wire, or anything metal will be accepted.

This site will be supervised and is for the Town of Asquith residents only.

Councillor Dylan Claypool will be attending the SUMA West Central Regional meeting in Cut Knife, Saskatchewan on October 3, 2018.

If you have not yet done so, you can join the RM of Vanscoy No. 345 Crime Watch group. Membership forms are available at the Asquith Town office.

Council would like to remind all residents that if you see something that is a crime or looks criminal, to call the RCMP at 306-975-1670. If you see individuals driving dangerously, speeding, or if you see something that just doesn’t look right, please call the RCMP. It does not do any good to come into the Town office the next day to report it to office staff. It is extremely important that the RCMP have a handle of how much crime, no matter how petty, is occurring in town.

We had a good laugh and a great visit. The food was very delicious and it turns out the restaurant was featured on “You Gotta Eat Here”.

The evening was perfect.

In the end, we promised to send her a new Rider flag to replace the old, worn one. And, as soon as we got home we did send her one.

Manitoba and we were from Biggar, Saskatchewan. We bonded as only Prairie people do.

He told us there was a restaurant in town owned by a person from our town. Of course, that was the place we had to eat.

Once back in town, we headed over to Klondike Rib and Salmon. We knew we were in the right place as there was a Roughrider flag flying outside the door. (It was a little tattered).

However, that is not the end of the story.

It turns out Donna is not from Biggar but from Humboldt. Close enough.

It is in Saskatchewan and she is a Rider fan.

A few days later I came across this quote on Pinterest. “Collect moments not things.” My thoughts went back to that afternoon in Whitehorse. Yes we saw many beautiful sites on our journey but that day will always hold a special place in our hearts and one we will likely not ever forget.

By securing and tarping loads, this will ensure that material is not littering the roads, which can cause numerous flat tires and will keep the road and ditches free of litter.

PLEASE NOTE the provisions of the Highway Traffic Act state that no person shall put on any public highway any nails, tacks, glass or other material that might destroy or cause damage to the tires of a vehicle. Fines can range up to $1,000 for individuals and $2,000 for corporations.

Every now and then when on a tour or a trip, some moment happens that makes you smile.

Gee, the world really is small: you’ll end up saying to yourself.

Such was the experience one day in Whitehorse, Yukon Territory.

The bus rolled into the city and once we checked in we had a whole afternoon and evening to do as we pleased.

After the long, but very interesting bus ride, we decided we did not want to wander the streets or go to a museum or even go sightseeing. Rather what we wanted to do was relax and have some fun.

So, the first stop after looking over our room was to stop at the front desk. We had passed a golf course as we were making our way into Whitehorse.

The fellow as the front desk was new to the area but tried to be as helpful as he could. He gave us the phone number of two golf courses.

As luck would have it, there was a tee time available. A taxi was called and we made our way to the course.

Realizing that the “Bay Street Boys� (The advertising people in Toronto) wouldn’t do any better, and probably charge a lot more for their services, he finally chose the above one himself!

After all, as an avid golfer - not very good mind you - but avid, “Tee� got a lot of his attention.

Also, being part British, and “Tea� being part of his families’ tradition, “Tea Time� seemed like a fitting choice. So, of the three thousand or so entries in the old L and T here are some of the more memorable ones between “S� and “U�!

Thinking Hill (SW33,35,12 W3rd). A lot of people won’t have much of an idea where “Thinking Hill� is, nor why it is named. But it is a part of our countryside and will all too soon be forgotten.

As one travels west of Perdue on Highway 14, about five miles on you can see some high ground half a mile south.

Bill McTurk farmed much of the surrounding land in the middle 1900’s and used to go up there to “think� and watch his field work.

Bill and his son Jack passed on some years go, but Y.T. never drives by that way without remembering them!

Tilston, Major Fred.

In that old ring binder there is a newspaper clipping about Major Fred Tilston, and after reading it again, Y.T. strolled over for lunch, not because he was hungry but because he still has legs!

In February of 1945, Major Tilston was the Commanding Officer of “C� company of the Essex Scottish Regiment when they attacked the enemyheld Seigfreid Line just this side of the Hochwald Forest!

Although he was wounded several times, Tilston stayed with his men until they were relieved.

of his legs in that battle, and was later given the Victoria Cross. About a mile north Aubrey Cosens also won the VC! Talk about veterans!

And why we like to walk!

When we passed through the Essex position a short time later, there were only a few of them left!

Sorry about that!

Trees cracking. Some people might find this hard to believe, but one time (in the winter of 1936, I think!)

Y.T. was walking through a thick stand of spruce trees, when all of a sudden there was a sharp “Bang!� right beside him. Actually, there were a couple of more, and they scared the dickens out of young Bob. He looked all about for anything, but there were no tracks in the snow except his own.

Later my cousins laughed when I told them that someone shot at me - and then they explained that when it gets real cold (and it was real cold!) some big trees crack when the frost expands them!

Nobody seemed to care that I didn’t need ex-lax for a week!

As some kind of verification, below is a quote from “The Ballad of Blasphemous Bill� in the “Song of a Sourdough� by Robert Service.

You know what it’s like in the Yukon wild when it’s fifty nine below When the ice-worms wriggle their purple heads through the crust of the pale blue snow; When the pine-trees crack like little guns in the silence of the wood,

And the icicles hang down like tusks under the parka hood.

Well, he does tell it a lot better than I do!

When Bob Mason we got into the Hochwald Forest that first night, we got up pretty close to where the “enemy� guys were.

They didn’t know exactly where our position was, so in order to find out where we were (so that they could shell us effectively) they sent a couple of fellows off to our left, who fired tracer across through the trees, and then moved quickly.

They did it from the front too, but we knew what would happen if we fired back and gave our whereabouts away, So we just crouched down in our slit trenches and waited...

When one of those fellows hollered for help, Pringlemeir did go, but they got him right away, and they did shell us terribly!

Folks still wonder why fireworks don’t impress me very much!

On a cold winter day they could sometimes be heard from a long way off.

As kids up in Great Bend we didn’t even have a radio, but the entertainment of those almost melodic, vibrating telephone wires, sure hasn’t been forgotten!

Twenty dollar inspection. I was taking money at a dance one night when an important fellow came along and wanted to count it.

Of course I let him (although I had just counted it myself), but when he gave it back there was $20 missing.

For years that fellow seemed to wonder why Y.T. didn’t warm up to him, and for a long time Y.T. felt kind of bad lest he had been wrong. But he knew he would have felt worse had he been right!

Two-headed coin. When we were teenagers, it was a common thing to go to town on a Saturday night, and what are almost ghost towns now, used to be really thriving places.

A group of us used to gather at the local cafe and toss coins to see who was going to pay the 50 odd cents for a round of pop. One fellow never lost! But we soon found out that he had a couple of two-faced coins in his pocket, and he won every time!

I wonder where Clarence is now, and who he is trying to outwit!

If whoever reads this is reminded of some incident in their past, Y.T. will almost feel that these are worthwhile.

I’m afraid that in our hurry to catch our favourite TV program, we often forget how much we have lived too!

New Horizons Activities Here we are officially into the autumn season.

It feels like it’s been fall for the past three weeks.

A card party was held in out lounge on Friday, September 14 with four players in attendance.

Kaiser was the game of choice. There were no prizes, just lots of laughs.

These card parties will continue throughout the fall and winter months as long as members turn out to play.

We welcomed back the Kaiser Club on Monday, September 17 with two

tables in play. Ken Pearce and Bill Fisher had the highest scoring game with a score of 65. At the close of play, Pat Turner was declared first place winner, with Bill Fischer in second spot, and Joyce Colbert, third. Marie Roesch came fourth.

On Wednesday, September 19, the Credit Union held a second information meeting in our hall.

The people who turned out brought a number of questions and concerns which were ably

answered.

On Thursday , September 20 a funeral lunch was held in our hall for Viret and Bill Turuk of Saskatoon. Our condolences to the Igini and Turuk families.

With the month of October coming up fast we are adding some activities to our calendar. Carpet bowling will be offered on Tuesday afternoons on a drop in basis and the jam sessions will resume on the third Wednesday of each month.

Hunters can help monitor the spread of CWD The Ministry of Environment is asking hunters to help monitor the spread and intensity of Chronic Wasting Disease (CWD) in wild deer, elk, moose and caribou populations by submitting heads of harvested animals for disease testing, free of charge.

CWD is a fatal, infectious central nervous system disease that can affect deer, elk, caribou and moose.

First discovered in wild mule deer in 2000, the disease has now been confirmed in 44 of Saskatchewan’s 83 wildlife management zones and three

of the four cervid species present in the province (deer, elk, moose). It has not yet been detected in caribou.

Hunters can help reduce the spread of CWD through the proper disposal of deer carcass waste. Avoid transporting a deer carcass from the area where it was taken, especially from areas where CWD has been detected. If a carcass is transported, hunters are asked to dispose of it by double-bagging it and taking it to a landfill.

identified, hunters should not eat, or distribute for human consumption, the meat or other parts from animals that have not been tested or that are found to be CWDpositive.

Heads can be submitted for testing at a number of designated drop-off locations across the province throughout the hunting season.

Mike Trout: No chance to be Mr. October Baseball’s best player will be at home when the playoffs unfold this fall and Americans who only pay attention to baseball in October will once again be oblivious to the talents of Mike Trout, the centrefielder extraordinaire of the Los Angles Angels.

Trout has completed seven full seasons with the Angels and he has played in the post-season only once. And it was a dismal performance for Trout and the Angels,

who lost all three games to Kansas City Royals in 2014 with Trout batting .083.

Many observers felt this year might be different for the Angels, who signed the most sought after free agent in the game, Japanese outfielder-slugger-pitcher Shohei Ohtani. Even with Ohtani cracking 20 homers and batting in the high .290s, and posting a 4-2 pitching record before hurting his arm, the Angels

couldn’t combine his talents with the immense skill of Trout to make the post-season. The Angels will be lucky to finish at .500 and they were a distant fourth in the American League West most of the year.

Critics might say that not making regular appearances in the post-season reflects on the value of a player, but you can’t argue with Trout’s stats.

It is with great sadness that we announce the passing of Ed on Sunday, September 9, 2018, at the age of 87 years.

He fought hard to stay with us, and will be remembered lovingly by all who knew him. Ed was the ninth of ten children born to Russian Mennonite immigrants, George and Vera Prehodchenko.

Throughout his life, Ed was the glue in a large and far-flung family, keeping brothers, sisters, and later generations connected to each other and to their roots.

He leaves behind his wife, Trudy, daughter Debbie and her partner Graham, sisters Emma (Niagra Falls) and Helene (San Francisco), and many nieces and nephews who will miss his phone calls, his fine sense of humor, and his unfailingly sunny disposition.

At Ed’s request, there will be no service.

August 2, 1925 - September 18, 2018 Phyllis Doreen Mason of Perdue, Sk, died peacefully at Biggar Health Center Sept 19, 2018. She is mourned by her loving husband of 71 years, Robert (Bob) Mason and her children Beth (Greg) Polovick of Maple Ridge BC, Jim (Janice) Mason of Perdue, Barry (Kathy) Mason of Lanigan, Sk. , Richard Mason (deceased), Tracy Mason of Stony Plain, Alta: her 10 grandchildren and 15 great-grandchildren as well as numerous nieces, nephews and friends.

Phyllis was predeceased by her parents Ross and Lizzie (nee Scharf) Williams and her siblings Norman (Loretta) Williams, Lola (Grant) Montgomery, Alena Williams, Cliff (Eleanor) Williams, as well as her In-Laws Walter and Vida (Hope) Mason and their other sons Bill (Clara) Mason and Walt (Audrey) Mason.

Phyllis was born August 2, 1925 at her family farm in Normanton District (south of Perdue). She attended Normanton School. At the age of 14 Phyllis started her working career (finishing her Grade 10 by correspondence). She did housekeeping/cooking/babysitting, then later worked as a clerk at Perdue grocery store, and as a Home Care Aide. One thing Gram was very proud of was being a pitcher for the Leney Atoms Ball team that won the Estey Trophy in Saskatoon in 1947.

Phyllis married the love of her life, Bob Mason, June 25, 1947 (delayed a week because the bride got Measles!). During their 71 years together their door was always open. Visits at the Mason home were full of good conversations, good food and frequent trips to the World Book Encyclopaedia!

While going about the everyday business of helping to make a living, Phyllis’s main focus was always her family. She loved her kids and was so proud of their accomplishments (she never did forget a bad hockey referee call either). This carried on with her grandchildren and she followed their exploits as much as she was able. More importantly, she always had the best Grandma hugs and words of love and encouragement for all of us.

Her interests were varied. Phyllis took great joy in gardening. Her flowers, vegetables and baking took many a prize at the Perdue Agricultural Fair. She knit and quilted. She loved to visit with friends and go to exercise classes with them.

Phyllis had a full life. We miss her so much already.

Her funeral was held at the Perdue Community Complex on September 25, 2018 at 2:00 pm.

Grondin Funeral Services were entrusted with arrangements.

A wet and cool week stalled most harvest operations in the province.

Sixty-two per cent of the crop is now in the bin, according to Saskatchewan Agriculture’s Weekly Crop Report for the September 11 to 17 period.

The five-year (2013-2017) average is 53 per cent for this time of year. Twenty-six per cent of the crop is now swathed or ready to straightcut.

Rain fell over the majority of the province, with the largest amounts being reported in the central and northern regions.

Many areas in these regions recorded more than 30 millimetres of rain.

Snow was reported in the northwest region.

Harvest is most advanced in the southwest region, where 86 per cent of the crop is now combined.

The southeast region has 84 per cent combined, the west-central 57 per cent and the east-central region 55 per cent. The northeast region has 29 per cent combined while the northwest

region has 17 per cent combined.

Ninety-six per cent of lentils, 95 per cent of field peas, 78 per cent of durum, 50 per cent of spring wheat, 44 per cent of canola and 25 per cent of flax has now been combined.

Across the province, topsoil moisture conditions have improved.

Cropland topsoil moisture is rated as four per cent

surplus, 40 per cent adequate, 37 per cent short and 19 per cent very short. Hay land and pasture topsoil moisture is rated as 31 per cent adequate, 38 per cent short and 31 per cent very short.

Limited rainfall throughout many regions of the province has pasture conditions rated as 14 per cent in good condition, 23 per cent in fair condi-

tion, 36 per cent in poor condition and 27 per cent in very poor condition.

The majority of crop damage was due to lodging and rain causing quality loss.

SaskPower says there were two reported cases of farm machinery contacting electrical equipment over the last week, bringing the total in September to eight.

Take precautions against ticks – even in cool weather Saskatchewan people are advised to continue to take precautions against tick bites when spending time outdoors.

The black-legged ticks that can carry a bacteria that causes Lyme disease are rare in this province, but are most active in the cooler months of October, November and April.

Hunters, hikers and anyone else enjoying the outdoors should take simple precautions before going into grassy, bushy or treed areas. Use insect repellent containing DEET. Check your-

self, your children and your pets afterwards. If any ticks are found, they should be carefully and promptly removed with tweezers.

“In Saskatchewan, the risk of being exposed to Lyme disease is low, but not zero,” Deputy Chief Medical Health Officer Dr. Denise Werker said.

“Less than half a per cent of ticks found here are the black-legged ticks that can be infected with the bacteria that causes Lyme disease, and only a small percentage of those may be infected.”
