Biggar Town Council Minute highlights The regular meeting of Biggar Town Council was held August 21, at 7:15 p.m. in the Council Chambers. Attending the meeting were Mayor Ray Sadler, Aldermen Alan Boyle, Penny McCallum, Kevin McNicholls, Kirk Sherbino, Edward Young, and Ivan Young.

Council resolved that the agenda for the August 21, 2018 Regular Meeting of Council be approved as presented.

Council resolved that no conflict was declared by any Councillor for this meeting of August 21, 2018.

Council resolved that Bylaw No. 18-809(J), being a bylaw respecting the Zoning Bylaw Amendment, be introduced and read a first time.

Council resolved that the following financial reports for July, 2018 be accepted as presented: Bank Reconciliation; Statement of Financial Activities.

Council resolved that the General Accounts Paid in the amount of $431,442.83 and the General Accounts Payable in the amount of $110,991.69, be approved.

Council resolved that the following correspondence be accepted for Council’s information and filed: First Data -

Credit Card Charges; MMSW - 2009 Payment Rates; Great Plains College - Donor Services Coordinator; Flaman Investigations - August 15 Report; Government of Saskatchewan - Provincial Emergency Communication Centre.

Council resolved that they review the quote and specifications from OTTO Environmental Systems for 240 US gallon commercial waste carts.

Council resolved that correspondence from St. Gabriel’s Parish, requesting permission to locate a sea-container on Lot B Plan 77-S21957, which is zoned as Community Service District, be received and approved as per Section 15.2 of Bylaw No. 15-763 Zoning Bylaw.

Council resolved that the request to dismantle a rural service from SaskPower at NE 05-36-14 W3, be approved.

Council resolved that they review the correspondence from Great Plains College regarding the Town’s scholarship donation, and approve payment in the amount of $2,000 towards the Great Plains College Entrance Scholarship Fund.

Biggar CIBC raises $ for cancer research …

The Biggar CIBC treated residents to a barbecue lunch, September 5, raising money for CIBC’s Run For The Cure. Getting a good lunch, all while raising

Employment increased by 1,400 jobs in Saskatchewan month-to-month (seasonally adjusted), compared to a loss of 51,600 jobs nationally.

Saskatchewan’s unemployment rate was 6.7 per cent (seasonally adjusted).

The Town of Biggar blitz for the annual Donor’s Choice campaign is set to take place this October 2-4.

This year’s goal has been set for $30,000, with 33 charities included, 10 of which are local.

There are a couple of changes in the list. The Biggar and District Health Services Foundation replaces Heartland Health Region, and Crohn’s and Colitis Canada, Saskatchewan Division, has been added.

Donor’s Choice is a volunteer-run organization administering a once a year collection for these charities with the aim to make it easier for the donor to give and to keep account of when and what they have been given. The donor chooses as many charities as they wish to support and the amount given, and receives an immediate receipt. Names and addresses are not given out to these agencies or any other appeal mailing list.

No more than two per cent is held back for purchase o receipt books, postage and advertising.

The sun needs to set on Policy Horizons Canada

by Aaron Wudrick, Canadian Taxpayer Federation If you’re like most Canadians, you’ve probably never heard of Policy Horizons Canada. It’s a taxpayer-funded government think tank made up of thirty or so ostensibly smart people tasked with deeply pondering the future and proposing cutting-edge, outside-the-box public policy ideas.

Policy Horizons is a $3 million blue-sky, anything-goes outfit. It’s all about conducting “strategic foresight on cross-cutting issues” or as one former employee put it, “setting up a mental model for being aware of the future.”

The Trudeau government should shut Policy Horizons down and save the government both the money and the headache.

Last year, the group was widely ridiculed for its joke about Santa moving to the South Pole due to climate change. And that’s when they’re doing work at all: on the “what we produce” section of the Policy Horizons website, there have been no new publications posted for over a year. Not a great output for a thirty-person think tank.

Policy Horizons recently teamed up with other bureaucrats as part of a ten-month program known as Canada Beyond 150 to develop even more forward-thinking-but-totally-not-official policy proposals!

One of these reports, is entitled Feminist Government.It includes a proposal to provide businesses with “financial incentives for hiring newcomers” which in plain English sounds an awful lot like using taxpayer dollars to pay businesses to preferentially hire recent immigrants over anybody else.

And while this little brainwave might strike many as tone deaf all on its own, consider how it would interact with current real-world policy, such as the government’s recent announcement of more generous employment insurance payments for seasonal workers in select regions of the country.

What could possibly go wrong with paying Canadians not to work, while simultaneously paying businesses to hire newcomers?

A government looking to demonstrate it is in truly in tune with the priorities of everyday Canadians – especially a government already running deficits much larger than promised – should be on the lookout for ways to cut superfluous spending, and let the sun set on Policy Horizons Canada.

The difficult road to trade diversification Glen Hodgson, Senior Fellow Conference Board of Canada The Trump administration’s disruptive trade policies have been a wakeup call for Canadian policy-makers and exporters, highlighting the risk of being so dependent on a single market.

Although Canada’s share of exports to the United States has slowly declined since the early 2000s when it peaked at more than 85 per cent?a full 70 per cent of Canadian exports of goods and services still go to U.S. buyers.

It is understandable how Canada ended up in this dependent relationship. Canada has had a close economic relationship with the United States for more than two centuries, which only increased with Canada’s diversion away from its historical British trade links from the mid-20th century on. We have had it especially good under the North American free-trade agreement, which made it even easier for Canadian businesses to access the large, affluent and generally open market right next door. Deep economic integration in many key manufacturing, energy and services market segments has ensued.

Despite the spectacular rise of China and other major emerging trade partners, Canada’s shift toward other markets over the past 15 years has occurred at only a modest pace.

We see five key elements to greater trade diversification for Canada.

1. Geography Most of us think about geographic diversification as a first option. Freetrade deals with the European Union and Asia-Pacific regions were important and necessary policy actions to enhance access to other major markets for Canadian exporters. Policy-makers need to keep going. A second round of negotiations on the Comprehensive and Progressive Trans-Pacific Partnership (CPTPP) could bring in countries such as Colombia, Indonesia, Taiwan and Thailand. China is the biggest remaining opportunity for advancing bilateral free trade, but Canada stumbled out of the gate last fall. Trade ambitions with China will have to be recalibrated by focusing on core issues such as reducing tariffs and non-tariff barriers that are keeping Canadian firms from fully accessing the Chinese

4. Fit into Value Chains The dominant business model today is global value chains. More than 20 per cent of global trade is sales of intermediate goods and services to businesses (not consumers), to help them become more efficient and competitive. The greatest trade diversification opportunity may be for Canadian exporters to fit into the value chains of major firms outside North America.

However, the formation of value chains within North America took place over four or more decades, building from a base of historic business relationships.

Canadian suppliers will have to be creative to break into the value chains of major firms that are geographically and culturally distant, and already have local or regional value chains in place.

5. Direct Investment Abroad The capacity of Canadian firms to establish facilities offshore is often a critical part of their international trade success. Firms in sectors such as financial services and manufacturing need to invest outside Canada in order to reach and serve foreign customers, and resource firms need to invest abroad to access additional sources of supply.

Canadian trade policy often seems to skip over the important role of investment abroad, but it ought to be a core element of a trade diversification plan.

So is greater Canadian trade diversification really possible? The answer is a cautious yes, if the factors identified here are actively pursued. The needless disruption and uncertainty caused by our neighbour to the south provides us with ample reason to act.

2. Sectors Firms in manufacturing, resources and, in particular, energy have traditionally relied on international trade to build their businesses and enhance their competitiveness; these firms are deeply connected to the U.S. market.

Yet services now represent 70 per cent of Canadian gross domestic product.

Fostered by direct investment abroad, international trade in services is increasingly possible via digital trade and increased mobility of people with services expertise. A trade diversification strategy should treat services trade as a priority, such as by selling more Canadian financial or professional services internationally. But there are also likely to be limits to services trade.

For example, the public sector delivery model for health care will constrain the capacity for Canadian trade in healthcare services.

3. Firms Size matters in trade. Large exporters have numerous advantages?including economies of scale, deep expertise and larger balance sheets and financial capacity resulting in their dominant share of Canadian exports. Governments have pushed for greater exporting by small and medium enterprises (SMEs) for decades, and the rise of the digital economy has allowed some SMEs to break out and serve global customers efficiently from a Canadian operating base. Because of their scale, however, many SMEs face internal limitations?management capacity, operating bandwidth and in-house trade expertise?to their ability to engage widely in trade. Governments

Classic tale of four sisters still relevant today The headline said, “Little Women and author Alcott resonate 150 years later�. The story was about the #MeToo Movement and how the values of the four girls in Alcott’s novel are still relevant today.

Little Women was one of my favourite books and is a classic. Meg, Jo, Beth and Amy are strong women in their own ways and are role models. One avid reader stated it this way, “You could say that strong females in literature, TV and every other medium have slowly shaped the minds of modern strong women�.

Forget about the lessons Alcott is trying to teach us. The book is about a family living in poverty yet still look-

ing at the positive side of life. Being thankful for what they have. It is about following your own dreams.

In many ways the book is a mirror of Alcott’s life. The author took the experiences of her own life and created the March family. Alcott’s father was a transcendentalist who moved his family many times.

Of the 30 homes they lived in Orchard House, a dilapidated house in 1858, is fondly remembered by Alcott and her three sisters.

The family was very sociable and there were many visitors. Among them were Ralph Waldo Emerson and Henry David Thoreau. The discussions were of an intellectual nature and

Alcott’s father, Bronson, encouraged his wife and daughters to join the conversation. He built a

desk for Louisa to write.

Remember, in the 1800s the role of women in society was very differ-

ent. In fact, Bronson was going against the grain by encouraging his daughter to write as scientists considered the past time to be injurious to the female psyche.

Alcott stood out in many other ways. When Massachusetts granted women the right to vote in 1879, Alcott was the first women to register in Concord. In 1880 she and 19 other women attended the Concord town meeting and cast their ballots. Alcott wrote a letter to the Women’s Journal about her vote, “No bolt fell on our audacious heads, not earthquake shook the town�.

She served as a nurse in the Civil War, often travelling alone, during a time when that was

taboo for women. She worked as a teacher, seamstress, writer and nursing companion. She contributed to the family income as best she could.

The book Little Women was eventually translated into 50 languages and sold worldwide. It has been made into films, musicals, a ballet, an opera and a miniseries.

Orchard House, which is a real place in Concord, is making plans to celebrate the sesquicentennial. A tour of the house features some of her drawings on the walls and the writing desk where she penned the book in just 10 weeks. She even forgot to

eat or sleep becoming so consumed with the book.

There are many events planned from discussions surrounding the relevance of the book in today’s society to tea parties. The most appealing event is that on the actual day of the 150th anniversary, September 30, 2018 the book will be read sequentially in parts and will be videotaped worldwide.

Prairie Notes registers a new season Sing! Sing a Song! Make it Loud to Last Your whole Life Long!

Prairie Notes, an adult community choir in Biggar has been making music together for 18 years. The Choir is led

by Cathy Donahue and accompanied by Peggy

L’Hoir. They practice Wednesday evenings from 7-9 p.m. at St. Gabriel’s Roman Catholic Church and sing at various community events in the fall. At this time, they are still finalizing their Christmas Concert, but it will either be December 9 or December 16.

Prairie Notes are engaged by our love of singing and creating something together. You don’t have to read music, just love it and be able to join them Wednesday evenings. They will be leading sing-

ing at the Remembrance Day service, a concert for Canada Music Week November 20, the Biggar Music Festival Christmas Carol Concert, December 4, and any other opportunities that may come their way.

There are many aids to help these days, thanks to the internet. Prairie Notes have copied CD’s for folks to listen and learn their parts if they can’t make all the practices. They have candy to help encourage themselves and they have fun. Prairie Notes hope you will come and make a joyful noise with them. $50 = music. Join them September 19 at 6:30 p.m. at St. Gabriel’s

New Horizons Activities We had a full bus for the trip to the Barn Playhouse on September 2.

When it was time to board, every passenger received a gift bag, courtesy of a number of Biggar businesses.

With Mike Kisters at the wheel, we travelled north of Saskatoon, arriving at the Dyck farm around noon. There were a selection of food booths on

the site and lots of picnic tables for seating. After lunch there was time to shop at the craft barn and/or take a wagon ride through the farm’s pasture. The featured play, “Having Hope at Home�, provided many opportunities for laughs.

After the show we travelled home, arriving around 6 p.m. Full marks go to Gail Herzberg who

planned the entire trip.

Autumn is upon us.

Although we hate to say good buy to the summer of 2018, we are happy to see many of our volunteers returning to Biggar.

We now have courtesy car drivers for every day in September. We still need office volunteers for the last week of September.

Sitting here again with my floppy old hat shielding me from the hot sun, old Mason can’t sometimes help but to look back. “We’re here,� he thinks, “in the best place in the world. But I can’t seem to forget some of the people we met along the way!�

It just wouldn’t be fair to say that the ones Y.T. writes about were any more memorable than the rest. There are many ones that are in my 100 years of memory. One of them comes to mind every now and then as I sit out here on the “Pensive Patio�at the Biggar Health Centre!

Every time I look at the picture above Phyllis’s bed, it reminds me of Reg Cleator. Lt. Reg Cleator of the Argyll and Sutherland Highlanders! “It was the worst of times,� quote from Charles Dickens’ “Tale of Two Cities�.

All this happened many years ago in 1945. We hadn’t gotten a mile into the Rhineland when Y.T. heard a loud explosion behind him. And as a piece of shrapnel whirred past him, he heard the

kid, Ken Asmos, yell, “Bob... Bob some guys have been hit!�

Our officers had been holding a small O Group, and a mortar bomb had landed among them. Only one officer was able to go on! I was kneeling beside Capt.

Donaldson when a voice behind me said casually, “Get off my foot!�

Y.T. turned and there was a foot alright. But it was right beside the guy’s head!

The kid who was a stretcher bearer took off his belt and using a nearby branch, made a tourniquet to tighten around Cleator’s thigh.

So with only one officer left we joined another company and went into the Hochwald Forrest... when “It was the best of times!�

Phyllis and I were returning from a Regimental reunion in Hamilton when we had an hour stop in Winnipeg.

We were strolling

around when a voice behind us suddenly said, “Boy there is a good headgear!�

Quickly we turned...

Wow! There was a familiar face!

But there was no foot beside it. “Cleator,�

I yelled. It was Reg Cleator, alright, taking Reg Rolf to a Legion meeting in Edmonton.

That was some Bob Mason reunion right there alright! Compared to “It was the worst of times�, eh?

Jack Glavin “That fellow in the ditch back there was Glavin from out West! Our West, you say? How far from where the sun went down? A million miles or more I think, none has ever guessed. How far a European war is from a Prairie town.�

Jack never made it.

We did quite a few things and went through a couple of “to do’s� together but the time we met after the war is most memorable.

Jack and Y.T. were in the Argyll and Sutherland Regiment. And after the war Y.T. was sitting in the canteen in Regina.

I saw Jack in the crowd! “Holy Annie,� I thought. “I saw Jack get killed!

What is he doing here?

Y.T. was wearing the Glengarry of his Eastern Regiment, and the guy walked straight toward me. “Hello Fred,� I hollered (Jack often told of his brother Fred in the army). “Jack told me that there was a Saskatchewan man in the Argylls,� he said.

I told him where we all had been and that Jack had finally become a Sergeant... “I told Jack,� he said, “That the day he became a Sergeant was the day when he would get killed!�

Then I told him how it had been!

Somewhere in society people are going to miss Jack, but times keep on changing, eh?

I pulled my floppy old hat down, shielding me from the hot sun and looked back again...

Farm stewardship extends to our water resources

by Calvin Daniels Farmers have generally tended to be responsible in terms of caring for the land they farm.

Certainly, there are examples to the opposite, examples of farm run-offs causing issues, and land being less farmed, and more mined, but those approaches are more a thing of the past, at least among informed modern farmers.

The sector as a whole has come to understand land is a resource which must be managed in a way which ensures its viability over the longterm.

Tightly connected to those efforts, at least in my mind, is a need to be sustainably responsible in terms of the resource of water.

QB shuffle dominates NFL off-season It might take a casual fan of the National Football League until U.S. Thanksgiving to get clarity on which quarterbacks went where in the biggest QB shuffle off season in recent memory.

Added to the carousel of veteran quarterbacks getting new addresses is a handful of fuzzycheeked QBs right out of college who are all projected stars (at least by the teams that chose them in the draft). History tells us, though, that the success rate of college QBs moving into the NFL is not that great.

So let’s forget about the big QB names who stayed put, such as Brady, Rogers, Ryan, Brees, Wilson, Big Ben, et cetera, and concentrate on those who moved, and who moved in.

Kirk Cousins was the biggest ‘name’ player to move, signing as a free agent with Minnesota Vikings after five years with Washington. The Cousins signing allowed the Vikings to go into 2018 with none of the three QBs they had on

their 2017 roster: Case Keenum signed with Denver as a free agent; Sam Bradford was a freeagent signee in Arizona; and Teddy Bridgewater was traded to New York Jets, and later dealt to New Orleans, where he’ll back up Drew Brees.

To fill the Cousins void in Washington, the Redskins acquired longtime Kansas City quarterback Alex Smith. The Chiefs deemed him expendable because they believe Pat Mahomes, a second-year player, is ready for stardom.

Tyrod Taylor, who had moments of glory for Buffalo, is suiting up with Cleveland Browns thanks to an off-season trade, and he’ll apparently start ahead of No. 1 draft pick Baker Mayfield. Meanwhile, A.J. McCarron, who was acquired by Buffalo from Cincinnati prior to the draft, was shuffled off to Oakland prior to the season. Nathan Peterman will start for Buffalo, and college prospect Josh Allen will back him up.

Bills’ fans have their fingers crossed.

All eyes will be on the five college quarterbacks who were the stars of April’s draft. Mayfield, as mentioned, will be the backup in Cleveland.

Sam Darnold, from USC, is the starter for the Jets.

Josh Allen will get a lot of sideline time in Buffalo. Josh Rosen is in Arizona, and will be the backup for Bradford, with Cardinals’ fans hoping the two can replace Carson Palmer, who retired after the 2017 season after 15 years in the league. And versatile Lamar Jackson was picked by Baltimore Ravens, who with Joe Flacco behind centre have no quarterback worries.

Thirty-nine per cent of the crop is now in the bin, well ahead of the fiveyear (2013-2017) average of 25 per cent for this time of year. Thirty-two per cent of the crop is now swathed or ready to straight-cut.

Harvest is most advanced in the southwestern region, where 60 per cent of the crop is now combined. The southeastern region has 56 per cent combined, the west-central and the east-central regions has 32 per cent. The northeastern region has 14 per cent combined, while the northwestern region has eight per cent combined.

Ninety-seven per cent of fall rye, 92 per cent of winter wheat, 83 per cent of lentils, 86 per cent of field peas, 53 per cent of mustard, 49 per cent of durum, 46 per cent of barley, 28 per cent of spring wheat and 19 per cent of canola have now been combined. Twenty-

six per cent of oats, 30 per cent of chickpeas, eight per cent of canary seed and five per cent of flax have been combined. Fifty-seven per cent of canola, 34 per cent of spring wheat and 11 per cent of mustard are swathed or ready to straight-cut. Not much progress has been made on soybeans, with harvest progress at five per cent combined, similar to the previous week.

soil moisture conditions on cropland are rated as 22 per cent adequate, 47 per cent short and 31 per cent very short. Hay land and pasture topsoil moisture is rated as 18 per cent adequate, 41 per cent short and 41 per cent very short.

The majority of crop damage this past week was due to lack of moisture and strong wind.

There were some reports of frost causing damage

in parts of the province.

Producers are busy swathing and combining crops.

SaskPower reports four cases of farm machinery coming in contact with power equipment over the last week, bringing the total in August to 22. SaskPower reminds everyone to take their time and to be aware of overhead power lines crossing fields and farm yards this harvest season.

Summer Sizzle Music Festival had their Meet and Greet here first week of August. Lots of people toured the museum and looked at our books.

Our visitors are always so impressed with our museum. I am so proud to share the history of Biggar with others.

We had our annual Barbecue and Dessert, on the

hottest day of the year!

But, we did not want our guests cooking outside, so we set up the gallery and lobby under the fans so everyone, except maybe our chef, were comfortable!

Rachel Diehl, our summer student for the past two summers has grown

up and gone off to Calgary to further her education. What a vital part of the group, feeling a bit limbless here.

There is new art show in the gallery. Dianne Gilbert from Saskatoon has been painting for years, and has chosen us for her first show!

Handgun Ban After Trudeau’s mandate letter for Bill Blair, Minister of Border Security and Organized Crime Reduction, was made public, critics quickly noticed that the Prime Minister had instructed Mr. Blair to study a blanket ban on handguns and so-called “assault weapons”.

Reacting to this, my colleagues Pierre Paul-Hus and Glen Motz released a statement that made clear that a ban would do nothing to reduce gang violence, which is the main cause of firearms-related crimes: “Conservatives know that the safety of Canadians is the highest responsibility of any government. However, we also know that whenever Liberals attempt to crackdown on gun violence, they end up going after law-abiding firearms owners.

“Firearms owners are already highly vetted. By focusing on them instead of criminals, by ignoring data that shows gun related crime correlating to gang activity and weapons smuggling, and

by refusing to address cross-border gun smuggling, the Liberals are failing to keep Canadians safe.”

Nowhere in the Minister’s mandate letter is any mention of any of these issues.

“Further, the Liberal’s current gun legislation, Bill C-71, still does nothing to address the problem of gun crime. In fact, there is absolutely no mention of the words “gang” or “organized” crime anywhere in the legislation.

“The Liberals have also failed to target criminals by reducing the penalty for gang-related crime to a fine and by not appointing the number of judges needed to keep criminals behind bars.

“They refuse to acknowledge that most guns used to commit crimes are illegally sourced. Justin Trudeau must come up with a fact-based, rational solution for reducing violence in the Canadian context. He has had three years to do so, and has failed.”

Reaping the bounty

by Delta Fay Cruickshank for Biggar Green Space Community Garden The Grade 8/9 students from St. Gabriel planned, prepared and planted their gardens in the spring of 2018.

They learned about climatic zones and what zone this area is in. They ordered seeds of the vegetables they chose for taste and hardiness. Any plants they used came either from a fund raising event at their school, or from local sources.

Using soil sampling kits they determined the fertility of the soils. From the results of the tests they were able to augment the soil to ensure a healthy crop.

Everyone got involved in the planting of the boxes behind the school. Then a private garden was generously donated, and off they went to plant up the potatoes, et cetera.

They discovered different ways to plant gar-

dens, some originating from the ancient tribes in America. In an experi-

ment of discovery, they chose to plant the “three sisters”…corn, pole beans and squashes together in one mound. The beans used the corn to grow up, the corn fixed the nitrogen in the soil for the beans, and the squashes protected the soil and moderated the heat from the sun.

In the boxes behind the school, they chose to grow strawberries in one box, salad goodies in another, cucumbers intercropped with joi choy, tomatoes and herbs in others.

Weeding and thinning continued until summer holidays began.

From the salad box at the school, they picked and cleaned and created a huge salad. They invited the Mayor of Biggar and he joined them in enjoying the fruits of their labours!

Now, it’s time to reap their harvest. Frost is coming, as it does every year, and now is the time to get in all the vegetables. We got together last week and began our harvest. Potatoes, tomatoes, zucchinis, peppers, beans and herbs were harvested and shared. A pumpkin managed to ripen and will be at the museum for Halloween.

Each one of these students have learned a lot this year about how to grow their own food. It was such a pleasure to be part of it all.
