Holiday time is over as kids put their thinking caps on for another year of school.

Biggar Central School and St. Gabriel School were hubbubs of activity, Tuesday with many students reacquainting themselves with old friends, making new friends and meeting new teachers. For some, the whole experience is new, and many teachers were gently showing them the place they will be spending a big part of their young lives. For most, it was exciting and fun. For others . . . well, it will get better as they make new friends and get use to their new routine.

Safety top of mind as Sask students head back to school

As students get ready to head back to school after the long weekend, drivers should be prepared to once again share the road with school buses and students.

The Ministry of Education, school divisions, teachers and support staff across the province have been busily preparing for students’ return to the classroom for the 2018-19 school year.

“As a parent and grandparent - I know back to school is a busy and exciting time for children, parents and teachers,” Deputy Premier

and Education Minister Gordon Wyant said.

“Thank you to the more than 21,000 teachers and staff who work so hard to make returning to the classroom a safe and enjoyable experience for students.”

The return to school also means increased traffic, busy sidewalks, and active playgrounds.

The Government of Saskatchewan reminds all drivers to slow down and take extra caution around school zones to help keep our children safe as they travel to and from school.

This fall, Saskatchewan schools will welcome nearly 190,000 Prekindergarten to Grade 12 students at more than 770 schools across our 27 public, separate and francophone school divisions, including associate schools.

In Saskatchewan, legislation establishing the start of the school year after Labour Day has been in place since 2012. An exception is granted in years when the statutory holiday falls on or after September 5 to allow for an earlier start to the school year.

Weather puts harvest on hold for some farmers Producers took advantage of the warm and dry weather to make considerable harvest progress before light showers later in the week put field work on hold, according to Saskatchewan Agriculture’s weekly Crop Report for the period August 21 to 27.

Twenty-seven per cent of the crop is now in the bin, well ahead of the five-year (2013-2017) average of 13 per cent for this time of year. Seventeen per cent of the crop is now swathed or ready to straight-cut. Yields vary across the province, depending on the amount of moisture received over the growing season.

Harvest is most advanced in the southwestern region, where 46 per cent of the crop is now combined. The southeastern region has 42 per cent combined, the

west-central region 23 per cent and the east-central region 16 per cent. Ten per cent of the crop is in the bin in the northeast and five per cent in the northwest.

Ninety-six per cent of the fall rye, 76 per cent of the field peas, 78 per cent of the winter wheat, 74 per cent of lentils, 30 per cent of the mustard, 36 per cent of the barley, 32 per cent of the durum, 16 per cent of the spring wheat and seven per cent of the canola are now in the bin. An additional 43 per cent of the canola and eight per cent of the mustard are swathed or ready to straight-cut.

There were some light showers throughout the province this week, with the highest rainfall (29 millimetres) being reported in the Ponteix area. Topsoil moisture conditions remain

unchanged, despite the limited extra moisture. Across the province, topsoil moisture conditions on cropland are rated as 25 per cent adequate, 46 per cent short and 29 per cent very short.

Hay land and pasture topsoil moisture is rated as 21 per cent adequate, 38 per cent short and 41 per cent very short. Many southern and central areas have not received a significant rainfall in close to two months and crops continue to rapidly dry down.

The majority of crop damage this past week was due to lack of moisture and strong wind. There continue to be reports of stubble and grass fires even though light showers helped to reduce fire risk in some areas. Concerns remain of feed shortages occurring in drier areas.

Sometimes the courts are not right The decision by the court to terminate the Trans Mountain Pipeline is now having quite an effect on the lives of Canadians. Many, many. many jobs were lost. Those that are concerned about the “safety” of a pipeline should take a look at the Trans-Alaska Pipeline which has been in operation since 1977.

The pipeline transports oil from Prudhoe Bay to Valdez, some 789 miles. It carries an average of 1.8 million barrels of oil a day. In some areas the pipeline is buried underground except where there is permafrost and then the pipeline is above ground. If an earthquake happens there is no need to worry as the pipeline is built in a zig zag pattern. The pipeline crosses over 800 rivers and streams, and three mountain ranges.

Let’s put this into perspective. The Exxon Valdez oil spill spilled over 1,300 miles of coastline and 11,000 square miles of ocean. Every animal that occupied Prince William Sound where the oil spill occurred was affected.

In 2013 Lac Megantic, a town in the Eastern Townships in Quebec experienced a rail disaster. Seventy-four cars carrying crude oil rolled away and derailed in the downtown core. Forty-two people were confirmed dead. Thirty buildings in the town were destroyed and the remaining ones had to be demolished due to petroleum contamination.

We live in a town where trains are constantly moving through town.

At high speeds. All you need to do is take a look to see that there are a number of oil cars being pulled through town.

We took a trip to Alaska and stood under the pipeline as oil was flowing. At no point in time did we feel our lives were in jeopardy. It was very safe -- for humans and animals.

Maybe the judges should tour one of the many existing pipelines to get the facts.

Canada must grow denser and more populated

by Livio Di Matteo, Professor of Economics, Lakehead University and Senior Fellow at the Fraser Institute Former prime minister Mackenzie King once quipped, “If some countries have too much history, we have too much geography,” and this has always been evidenced in Canada’s low national population density estimated at about four people per square kilometre.

Nevertheless, we are still a highly urbanized country with more than 80 per cent of our population living in cities and towns. In other words, despite our vast geography, we have created more density, and the benefits that flow from it, in our major urban centres. Yet one has to ask if we have the right kind of population density?

Population density is important because it creates dense nodes of economic activity and opportunity that foster economic innovation, productiv-

ity and growth as well as diverse cultural and artistic opportunities. Dense urban centres allow for economies of scale in spreading the cost of infrastructure such as transit across more people, creating efficiencies.

Studies have found greater urban population densities associated with economic productivity gains especially in knowledge and creative industries.

And a recent Fraser Institute study comparing population density in cities across Canada and other high-income countries found that Canada’s major cities have relatively low population densities compared to other international cities.

For example, while Toronto, Canada’s biggest city at 2.7 million, seems crowded at 4,457 inhabitants per square km, compare it to Barcelona, which has 1.6 million inhabitants but in a smaller area, leading to a population density of 15,873 people per square

km. The coastal hubs of San Francisco and Barcelona are 1.31 and 2.89 times as dense as Vancouver, which at 5,493 people per square km is Canada’s densest major city. Chicago, New York and London are 1.03, 2.45 and 2.48 times as dense as Toronto. Paris is 4.29 times as dense as Montreal.

This tells us that Canadian cities have room to become denser relative to other major cities. However, not only do we need Canadian cities to become more densely populated but we simply need more large cities. While Canada is an urban country, it actually needs more large and dense cities to provide a larger internal market that would create economies of scale and further economic productivity growth. This means increasing Canada’s population.

As a case in point, take Canadian and U.S. per capita GDP. For much of its history, Canada’s per capita GDP has always been at about 80 per cent of U.S. per capita GDP. This productivity gap occasionally narrows—particularly during a natural resource boom—but then tends back towards the average. It has remained a constant. What’s also interesting between Canada and the United States is the difference in population concentration that has accompanied this productivity gap.

While Canada is a long linear coun-

try with much of its small population clustered along the U.S. border with a few larger nodes, the U.S. has a population 10 times the size of Canada but spread out across the country in a huband-spoke network linked by an extensive transportation system. The U.S. has a larger population and market size and denser population, but compared to Canada, is also less concentrated in a few large cities.

In 1950, about 15 per cent of the U.S. population lived in its largest 10 cities compared to 23 per cent in Canada.

While America’s population has grown and become denser, the proportion of its population living in its top 10 cities has actually shrunk over time, from 15 per cent in 1950 to about eight per cent in 2016. Over the same period, Canada’s population in its top 10 cities grew from 23 per cent to 31 per cent.

While we need cities the size of Toronto, Montreal and Vancouver to become denser, we also need more cities the size of Winnipeg spread out across the country. The solution?

Whether via natural increase or more immigration, Canada can benefit from a larger population spread out in more large, vibrant and competitive urban centres to foster growth, innovation and productivity. This is our real challenge for the 21st century.

This was no ordinary recitation but the orator really put some emotion into the telling of the tale and drew his audience in.

It was one of three poems by Robert Service the driver recited and I found myself rekindling my liking for this poet.

Two Melfort residents fined more than $15,000 for illegal outfitting A multi-year investigation by Ministry of Environment conservation officers and undercover officers has resulted in two Melfort residents fined $15,705 for an illegal outfitting operation.

Melfort conservation officers initiated an investigation after receiving numerous public complaints regarding illegal outfitting for migratory bird hunts in the area.

In September 2017, undercover officers booked hunts with the two individuals and paid for their outfitting and guiding services, including arranging for hunting locations and supplying hunting equipment.

During the hunt, one of the accused said he was okay with the undercover officer shooting his, and his assistant’s, limit of birds, even though they

were not present on the day of the hunt.

On September 15, 2017, officers conducted a search at a rural property and seized a large amount of waterfowl hunting equipment, including two firearms.

During the search, 29 filleted walleye were also discovered, putting them over the legal possession limit of eight.

A guilty plea was entered in Melfort Provincial Court on August 16. Garnet Roy Gunderson, age 72, and Barbara Ann Lynne Gunderson, age 68, of Melfort, were fined $9,800 under The Outfitter and Guide Regulations, $3,875 under The Wildlife Act, and $2,030 under The Fisheries Act. Both individuals also received two-year angling suspensions and a two-year firearm pro-

hibition. Mr. Gunderson also received a one-year hunting suspension.

Approximately $20,000 worth of hunting equipment seized during the investigation was also forfeited to the Crown.

Once again, reports from the public were crucial to accountability for illegal wildlife and fisheries activities.

The above title may seem a little odd to some, but not as odd as “Whitey�, our country school, self acclaimed expert would have given it!.

According to Whitey the word “Pensive� (when parsed) meant (“Someone’s pen that leaked like a sieve!)

However, we will ignore Whitey’s English expertise and go out to sit in the sun... and look back a bit!

Among the many

ringbinders at home (which Y.T. can’t read anymore!) is one with over 600 names in it and why they meant something to me -- all the day from Acarand (Jules) to Zeno Springer of Radisson. And as I sit out on the “Pensive Patio� (with my floppy hat) I often think of some of them, the ones who meant something to me!

For some years we golfed together. His enthusiasm for golfing never seemed to wane! Bob had a kind of mischievous sense of humour. Such as stick-

As I sat dreaming about the past, I suddenly felt that I needed a peppermint candy... and then the memory of Jim Sapsford!

Jim and Y.T. spent

many hours together in his travels across Saskatchewan in search for John Deere parts for his collection. And wherever he went, every now and then he would hand me a peppermint from the pocket of his truck.

Sometimes I think that he wanted me to shut up!

He was a good travelling partner! No matter where or how far we went, what towns we passed, Jim always had some peppermints in that truck pocket, and that is what I think about most as I sit remembering on the Pensive Patio.

Late one night we called in at Maymont.

The town hall seemed lit up so we stopped for a few minutes and called in. We walked in to the well lit hall.

The singer on the stage stopped strumming his guitar. “I see that Jim Sapsford and my old friend Bob Mason just walked in the door! Welcome to Maymont you guys!

Every one looked around. Steel Ross (the entertainer) strummed his guitar again and sang: “It was there that you whispered that you loved me. Would always be my lily of the lamplight. My own Lily Marlene.�

I don’t know how Jim felt but Y.T. felt that he was eight feet high!

Thank you Jim for taking me along those many memorable trips, for the many peppermint candies that you always gave to me, and for taking me to a spot where Y.T. felt eight feet tall!

Payments and pointof-sale company Square conducted a national study revealing the ways buyers prefer to pay. It highlights some valuable insights: Wallets are getting lighter. Most of us are carrying less cash today than in the past. Canadian wallets are much lighter today, with an average of only $46.50. We also haven’t visited an ATM to get cash in over two weeks.

Buyers’ preference for cards and speed is underestimated. The study

showed that nearly 80 per cent of consumers prefer to pay by debit or credit card, and almost half list their top payment preference as tapping their card. Yet only 10 per cent of small businesses think their customers prefer tapping to pay.

Missing out and not even knowing it. Most troubling is that businesses and organizations frequently lose out on sales they never knew existed.

Almost half of those surveyed avoid businesses where they must use cash, and nearly 70 per cent are more likely to buy from a local business if they know they can pay using a card.

What’s holding buyers back from paying in their preferred way? It’s the mindset of some local businesses of doing business as usual. The vast majority of cash-andcheque-only small businesses don’t think they’re missing out on sales by not accepting cards.

Chemical ban becoming a pest to ag?

by Calvin Daniels When the Pest Management Regulatory Agency (PMRA) released its proposed decision to phase out the outdoor use of clothianidin and thiamethoxam, two products used by canola growers to prevent damage caused by flea beetles, it caused more than a ripple of concern in the farm sector.

It is not of course the first time a much used chemical has later been banned from use, Dichlorodiphenyltrichloroethane, commonly known as DDT, being perhaps the most obvious one.

It was discovered as an agent prior to 1900, and was made available to the public in the United States for use in 1945. It was, over time, found to be having an environmental impact on birds such as the bald eagle, and was eventually banned in the U.S. around 1973, when the courts made a final ruling on its ban.

Some might draw a rather straight parallel between DDT and neonics in the sense both are chemicals that research has suggested impacts species other than those its application seeks to control.

There have been a number of reports where neonics are being blamed, at least in part, for the sudden decline in some bee populations.

The canola sector is a key stakeholder in this debate as the chemicals are used for flea beetle control in the crop.

To their credit they want science to be at the heart of whatever decision is made.

“The canola industry continues to support PMRA’s science-based decision-making process. The canola industry relies on continued investment in agricultural innovation, which is facilitated by predictable and science-based regulatory approval processes,” noted a release at canolacouncil.org.

But therein lies the heart of the concern as well.

There have been bans made in Europe, but the U.S. does not seem headed down that path.

It would seem reasonable that all regulatory bodies have access to the same pure science, which

means interpretation, or the comfort level with the potential risk is what drives decisions.

It is the comfort zone of the risk involved here that seems key. There is risk in all things, from crossing the street to taking a shower. It understanding those risks and being comfortable the benefits outweigh them that is the key.

With more than 22 million acres of canola in Canada in 2018, banning these plant protection tools would have a dramatic impact,” noted the release canolacouncil.org.

That would suggest limited options for control exist post ban, and that too presents its own risks.

Pressure? What pressure, says Henderson Kim Boutin of Sherbrooke, Quebec, won three medals — a silver and two bronze — at the Winter Olympics last February in South Korea, but she should be in line for another silver when it comes time to vote for Canada’s female athlete of the year for 2018.

Faced with every good reason in the world to choke in the final round of the CP Canadian Open at the Wascana Golf Club in Regina, Henderson, the pride of Smiths Falls, Ontario, showed her mettle by firing a sensational final-round seven-under-par 65 to win the title in a romp.

She became the first Canadian woman to win the national open in 45 years (Jocelyn Bourassa did it in 1973).

The eyes of a nation have been on Henderson since she broke onto the pro golf scene in 2015 as a brash 17-year-old.

She won once in her first year on the LPGA tour, won her first major the following year and now has seven tour titles, one shy of the Canadian record held by Sandra Post. Her victory in Regina moved her to No. 8 in the world.

Henderson took a one-stroke lead into Sunday’s final round in Regina and won by four.

It’s tough enough to sleep on a third-round lead, but when you’re attracting Tiger-like galleries to watch your

every shot, when TSN is rearranging its Sunday morning broadcast schedule to offer coastto-coast coverage, when the national newspaper has a poster-sized photo of you on the front page of its sports section, when the Golf Channel commentators are proclaiming every five minutes that you’re the pride of Canada, and when you’re a 20-yearold who has faced pressure before, but not this kind of intense, national pressure, well, there’s every reason in the world to shoot something like 78 or 80 on the final day and finish 14th.

But Henderson did nothing of the sort, going out in two under par and, playing through a steady rain, made four more birdies on the back, including a threefooter for a championship statement on the 18th hole.

“Truly amazing, a dream come true,” said Henderson. “The crowds were incredible all week.”

So was Henderson.

And that’s why when it comes time to vote for Canada’s female athlete of the year this December, Canada’s best female golfer should come out ahead of a three-medal-winning speedskater.

How to help kids find a sport they love (NC) Participating in organized sports is a great way for kids to get active and make new friends, but how do you know which activity is right for them?

Follow the tips below to make finding a sport they love a little easier.

Take them to a game.

Live sporting events are fun. Attend a game together and let them get engrossed in the action.

This provides an opportunity for kids to learn about a sport and imagine themselves in the excitement. Whether it is at the professional or amateur level, watching a

sport live can peak a kid’s interest and inspire them to take part.

Test out different options. Rather than risk dragging your kids to practices or games they have no interest in for an entire season, an alternative is an introductory program that allows them to try a sport a couple of times without taking on significant fees or a long-term commitment.

A great example is The Canadian Tire First Shift, a six-week introduction to hockey for kids six to 10 who have never played before. For only $199,

Get involved. Once enrolled, you can keep kids engaged by getting involved yourself. Travel to out-of-town tournaments when you can, help with fundraising efforts and volunteer when needed. “Our approach with Prairie Resilience is a more effective plan than a carbon tax, and these commitments demonstrate why the federal backstop should not be imposed on Saskatchewan businesses, industries, communities and families,” Duncan said. “We plan to advise the federal government of our progress on reducing emissions and building a more resilient province; however, we are not submitting our plan for assessment, nor are we changing course on our strong and effective approach on climate

change.”

“We are pleased to work with the government on this proactive, made-inSaskatchewan approach to climate change to ensure emissions are reduced in an efficient manner that fosters innovation and ensures the province remains competitive,” Director of Climate, CAPP Patrick McDonald said.

“Ensuring the mining sector remains globally competitive is vitally important to Saskatchewan and to Canada as a whole,” Saskatchewan Mining Association Vice President Environment, Safety and Regulatory Affairs Brad Sigurdson said. “We need to be mindful that, as we work to reduce GHG emissions, mining investments and jobs are not being directed to other international jurisdictions that don’t have the robust environment and safety regulatory framework that exists in Saskatchewan and Canada. Our members are committed to bringing our expertise to the table and working with the province to reduce GHG emissions from the mining sector.”

In addition, The Management and Reduction of Greenhouse Gases (Reporting and General) Regulations take effect September 1, 2018. The regulations obligate any provincial facility that emits more than 10,000 tonnes per year to report those emissions.

New industry standards next step in Prairie resilience climate change strategy The Government of Saskatchewan continues to implement key commitments made in the province’s climate change plan to help reduce greenhouse gas (GHG) emissions and maintain a competitive economy.

As part of the made-inSaskatchewan Prairie Resilience strategy, government has developed new output-based performance standards that will apply to more than 40 Saskatchewan industrial facilities.

These facilities generate 11 per cent (or approximately 8.5 million tonnes) of total provincial emissions and are expected to reduce that portion by a total of 10 per cent by 2030.

These measures are in addition to previously announced reductions in electricity generation (40 per cent) and methane from upstream oil and gas (40 per cent).

“Reductions in these three key areas will reduce emissions by 12 megatonnes of greenhouse gases each year by 2030,” Environment Minister Dustin Duncan said. “Our bold and innovative system-wide strategy is designed to responsibly and tangibly reduce emissions without the imposition of an economy-wide carbon tax.”

Saskatchewan’s performance standards will increase over an established schedule from 2019 to 2030, cumulatively reducing GHG emissions by 5.3 million tonnes. The sector-specific performance standards are expected to achieve the following emissions

Kathleen Rose GRAY December 6, 1953 - August 25, 2018 The family and friends of Kathleen Rose Gray were deeply saddened by her sudden passing at her home in Saskatoon, Sask. on August 25th, 2018.

Kathy, as she was known to all, was born in Biggar, Sask.

December 6, 1953.

She graduated from Biggar Composite High School in 1971, moving to Saskatoon to enroll at the University of Saskatchewan. Ever the impatient one, she switched to the Saskatoon Business College after a year, taking a clerical position in the Extension Division at the U of S upon completion of her program. It was at the U of S that many of her closest friendships were forged and her very successful career began. Kathy completed her Bachelor of Arts while continuing to work full time, as well as a Certificate in Business Administration. By the time she left the U of S in 2004 she had risen to a senior consultant position in the Human Resources Department. During her tenure in the HR Department she developed many innovative programs, and led the development of Employment Equity initiatives on campus. She was highly respected and a great friend and mentor to her colleagues. Kathy went on to work as an HR Consultant for the Business Development Bank of Canada, working with small businesses around the province until ill health prevented her from doing the work she loved.

Kathy felt very strongly about giving back to her community, and her knowledge and contributions were greatly appreciated by the many organizations she served as a volunteer. She was an elected member of the Saskatoon Credit Union Board of Directors for over ten years, also serving on the boards of the Fringe, the Broadway Theatre, and Tamara’s House to name a few.

Family and friends were central to Kathy’s life, and her home was a hub of family activities. She embraced the children of her nephews and nieces, and close friends like they were her own, regaling others with stories of their antics and accomplishments. She remembered every birthday and celebrated every special occasion in her own unique way.

Kathy was the ultimate instigator and organizer. If ever a party or an event needed to be planned or hosted, she was the “go to� person. She had a tremendous wit and could write a poem for any occasion on a moments notice.

Travel, music, golf, curling and Husky football were her passions. She loved life and lived it fully, whether it was skydiving or canoeing through rapids on the Churchill River, or more recently, trying to convince a reluctant friend to

Smoke Alarm Check: Working alarms protect your family Saskatchewan residents are encouraged to “look up� and check their smoke alarms. “Working smoke alarms save lives,�

Government Relations Minister Warren Kaeding said. “Since home is the place where fires happen most often, it is vital that smoke alarms are installed in every residence and they are checked every month. They are your first and best protection for you and your family.�

Working smoke alarms should be installed on each level of your home and outside each sleeping area. Follow the manufacturer’s instructions on where to place the alarm to ensure best performance and to minimize false alarms.

When conducting your check, go to each of the smoke alarms in your home to: • Determine the age of each alarm: if a smoke alarm is older than 10 years, the alarm needs to be replaced. • Replace batteries: smoke alarm batteries should be replaced annually and always when the alarm ‘chirps’. • Test your alarms monthly: post a smoke alarm test checklist in your home to remind you to test each

one monthly.

Test each smoke and carbon monoxide alarm in your house following the manufacturer’s instructions. If the alarm doesn’t work when

tested, replace it immediately. You should also practice your home fire escape plan with all members of your family during your check. Refer to your plan as you

walk through the escape routes for each room. Practising allows you to ensure all exits are practical and easy to use.

Introduction to Shellfish (Part 3 of 3) As the final entry of a three-part series on shellfish, this article will focus on mollusks.

Basically, seafood can be broken down into three main categories: fish, crustaceans, and mollusks.

Mollusks are then divided further into three groups: bivalves, gastropods, and cephalopods. Bivalves have two sides of a shell that are connected by a hinged ligament, like clams, scallops, oysters, and mussels. Gastropods are contained in a single shell, like abalone or snails. Cephalopods have no external shell but have internal cartilage or a bone, like octopus or squid.

Clams, oysters and mussels are the most popular and usually purchased fresh and alive, rather than frozen. At your local market they are kept in open tanks of circulating water for one to choose from. The circulating water helps to purge them of any sand or grit they may contain.

Once purchased, keep them moist and tightly

wrapped in your refrigerator. Clams and mussels are most commonly cooked live with their shell intact, while oysters are usually shucked first and then prepared with or without their halfshell.

This being said, clams and mussels are the easiest to prepare. Just prior to cooking, rinse them under cold water, and with mussels remove any foreign stringy matter – this process is called “debearding”. If any appear to be open, a couple of light taps on the shell should cause it to close.

If this does not happen after repeated attempts, they could possibly be dead and should not be used. Comparatively, once cooked, any that do not open should be discarded for the same reason.

The cooking process is quite simple. All one requires is a contained steaming environment for approximately three to five minutes. Once cooked, their hinged shells will open exposing the inner flesh, thus being your signal that

they are done and should be served immediately at this point. This contained environment can be as simple as a steamer over boiling water, or for more flavour immerse the mussels in a boiling sauce or broth covered with a tightly fitting lid.

When serving, do not remove the clams and mussels from their shells. The shells add a tremendous visual aspect to the dish being served, and prolong the dining experience by having your guests do the extracting as they consume the dish. This makes for a more “hands on” effect and is what makes the meal enjoyably different and tactile.

Abalone are quite rare in most of Canada, and

snails (escargot) are usually only available processed in cans.

Escargot are often prepared simply by broiling them in garlic butter and served with chunks of bread for dipping.

From the cephalopod grouping, squid (calamari) is more Chef Dez popular than octopus.

Although both can be quite tough, octopus are usually more so. Squid are prepared for cooking by cutting and discarding the head, beak, and internal plastic-like bone. The tentacles and hollow body are then rinsed, with the body most commonly cut into rings. Sometimes the hollow body is left whole, and then stuffed and grilled or baked.

Some are very tough and chewy, while at other restaurants they are very tender. Do you have any secrets for achieving this?

Wendy M. Burnaby, B.C. Dear Wendy, The rule of thumb that I have been taught is to cook squid (calamari) for either 45 seconds or 45 minutes, but nothing in between.

They are very tender at first, but then toughen up quite quickly and if that 45 second mark in cooking is passed, then they will need a longer cooking time to become tender once again.

This being said, calamari is usually deep fried, and I am definitely not recommending that you deep fry them for 45 minutes if you go past 45

seconds.

Choosing the time to cook squid should also reflect the cooking method. High heat deep frying or sautéing is fine for 45 seconds, but a moister, lower heat cooking method, like braising, is better for 45 minutes of cooking.

Impaired driving laws are changing: Stronger penalties take effect Sept. 1 18092mc1

Consequences for impaired driving are getting even tougher in Saskatchewan as of September 1, including stronger penalties for drug-impaired drivers and for impaired drivers who transport children.

The Traffic Safety (Miscellaneous) Amendment Act 2017 and The Miscellaneous Vehicle and Driving Statutes (Cannabis Legislation) Amendment Act, 2017 were both passed in the Spring sitting of the Legislature and come into effect September 1.

“It’s never okay to drive impaired, whether it’s by drugs or alcohol,” Minister responsible for Saskatchewan Government Insurance (SGI) Joe Hargrave said. “This new legislation reflects the seriousness of this offence, with more severe punishments for drug-impaired drivers, and those who make the bad decision to drive with children in the vehicle.”

As of September 1, zero tolerance for drug impairment will apply to all drivers. Zero tolerance means that drivers should not get behind the wheel with any level of impairing drugs in their system detectable by a federally-approved screening device, or a standardized field sobri-

ety test. The province has also updated legislation and regulations so that tough administrative penalties that impaired drivers in Saskatchewan faced under existing legislation will also apply to anyone charged under three new federal drugimpaired driving laws.

There will also be longer vehicle seizures for impaired drivers with passengers under 16 years of age in the vehicle. In addition, experienced drivers who are impaired and transporting passengers under 16 will face longer roadside licence suspensions.

Penalties include: Drug-Impaired Driving: • Zero tolerance for all drivers; • Immediate licence suspension; • Vehicle seized for up to 60 days; • Licence suspension for up to 5 years if convicted.

Impaired Drivers with Passengers Under 16: • Vehicle seized for up to 60 days; • Licence suspended for up to 120 days; • Licence suspension up to 18 months for new drivers.

Police can tell if you’re driving while high. If they suspect that a driver is impaired by a drug or alcohol (or a combination of both), they can demand

that the driver take a standardized field sobriety test or use a roadside screening device.

If the driver fails the field sobriety test or registers a failure on the roadside screening device, they can have their vehicle seized and licence suspended for at least three days. If the officer has reasonable grounds to believe that a driver is impaired by a drug or alcohol they can demand that the driver submit to an evaluation conducted by a Drug Recognition Evaluator (DRE) or a breath test at the police station.

If a driver subsequently fails a DRE, or exceeds .08 blood alcohol concentration, that triggers Criminal Code charges, which results in a minimum 30-day vehicle seizure, an indefinite licence suspension until the charges are dealt with, and – upon conviction – potential fines, jail time, ignition interlock requirements and driving prohibitions.

It doesn’t matter if a drug is legal or not. If it impairs your ability to drive safely, don’t get behind the wheel.

Prescription and overthe-counter drugs can also make you impaired, and combining drugs with alcohol increases impairment.
