Biggar Central School 2000 was busy last Thursday evening, opening their doors early to give kids and their parents a chance to meet the their teachers, the staff, and see the place they will spend the upcoming year. Backpacks were emptied into lockers - new locks fastened! For the kindergarten students, a barbecue outside was held, kids snacking and meeting their new classmates. By Tuesday of this week, kids were old hands at their new school!

Government forecasts $25.8m surplus The 2019-20 Budget remains on track to balance with a forecast surplus of a $25.8 million at first quarter, down less than $9 million from the budgeted surplus.

“In this year’s budget, we promised to deliver the right balance for Saskatchewan,” Finance Minister Donna Harpauer said. “At first quarter, the province remains on track to record a small surplus. This balance allows sustained investment into the priorities of Saskatchewan people - including into health care, classrooms, and support for seniors and vulnerable families, as well as into needed infra-

structure for our growing province.”

Revenue is forecast at $15.38 billion at first quarter, up $355.3 million, or 2.4 per cent, from budgeted revenue.

Expense is forecast at $15.35 billion, up $363.9 million, or 2.4 per cent, from budgeted expense.

The minor reduction in the forecast surplus reflects a significant increase in pension expense, a non-cash accounting adjustment, at first quarter compared to budget. It is offset by higher revenue projected from nonrenewable resources and federal transfers, and from smaller increases

in Government Business Enterprises (GBE) net income and own-source revenue.

Debt is down $267.5 million compared to budget, due to decreased debt for GBEs. “Overall, I’m encouraged by Saskatchewan’s updated budget forecast at first quarter,” Harpauer said. “In any given year there can be in-year budgetary challenges, and there can also be some upside. Our government will continue to manage expenses carefully, invest in priorities, and keep the economy strong - providing the right balance for Saskatchewan people.”

Traditional country music is coming to the Biggar Majestic Theatre in the form of the Will Ballantyne Band, this Thursday, September 12.

Ballantyne and company play the tried and tested country music in its simplest form with the distinctive twang.

Made up of veteran musicians Neil Penny on rhythm guitar and vocals, Keith McConnell on steel guitar, Chris Studer, bass guitar, vocals, and Will Ballantyne, lead vocals, et cetera, the group is steeped in old-style

country music ranging from Ricky Skaggs and Merle Haggard to the contemporary bluegrass of Alison Krauss and Union Station, to many other genre.

The band’s namesake, Will Ballantyne, started playing fiddle at 11 years of age, including mandolin, guitar and bass in his musical repertoire. He has performed around the province, focusing on fiddle until he began singing regularly at age 15. In 2013, Ballantyne was invited by bluegrass superstar Rhonda Vincent to play the

prestigious Ernest Tubb Midnite Jamboree radio broadcast in Nashville.

Ballantyne and his musical associates bring a passion for authentic country music to the stage with a show featuring many old favourites and some you probably don’t know yet!

The Will Ballantyne Band plays the Majestic Theatre this Thursday, September 12 with show time at 7 p.m. Advance tickets are at the Biggar Pharmasave or Biggar Independent for $15; $20 at the door.

The regular meeting of Biggar Town Council was held August 6, at 7:15 p.m. in the Council Chambers. Attending the meeting were Mayor Ray Sadler, Aldermen Alan Boyle, Penny McCallum, Kevin McNicholls, Kirk Sherbino, Edward Young, and Ivan Young.

The rules are there for a reason September long weekend is over and that means back to school time. That means speed limits in school zones are back in effect. This is for the safety of all -- students, teachers, drivers.

So, why is it that some people have such a hard time slowing down? Sixty-two tickets were handed out in Saskatoon the very first day. But, even here in Biggar I have notice some drivers fail to slow down.

The little guys are just learning and tend to dart out. Yes, they need to learn to stop, look and listen but they are young and excited. It is the adults that are driving the vehicles and they should be more alert and responsible.

These are simple traffic rules. Rules that all drivers learn when going for a test. What is it about some drivers who feel once they have their license they are free to ignore the rules of the road.

Simple rules like not crossing the line of traffic on Main Street to park on the other side of the street. Or not pulling a U-turn on Main Street. Or slowing down in school zones.

It’s about safety. Safety for everyone including the driver.

The story behind the people on stamps Over the years Canada Post has issued a number of stamps even series of stamps. Anything from flowers to animals to buildings -- there have been many different designs and themes that have been issued on a yearly basis.

Some stamps have even featured people that are still alive. Anne Murray, Paul Anka, Gordon Lightfoot and Joni Mitchell. music legends that have been honoured with their own stamps.

Oscar Peterson, the first member of the Order of Canada appeared on a stamp in 2005. Likewise Henri Richard who won the Stanley Cup 11 times, and is a household name, was featured on a stamp.

But, sometimes you

come across a name which doesn’t sound quite so familiar until you do some research.

One of these is Rosemary Brown.

Rosemary Brown was a provincial MLA in British Columbia and was the first black woman to sit in a Legislative Assembly in Canada. She was born in Kingston, Jamaica in 1930. In 1951 she moved to Canada to study social work at McGill University. She then went on to earn a Master of Social Work from the University of British Columbia.

While in B.C. she became an activist for social equality. She worked hard to fight racism, sexism, and was a staunch defender of social and racial jus-

Ed Broadbent may have emerged the winner in that race but Brown finished second and paved the way for women.

She left politics but continued to work for inequality. She became professor of women’s studies at Simon Fraser University and was appointed Chief Commissioner of the Ontario Human Rights Commission. She was sworn to the Queen’s Privy Council for Canada as a member of the federal Security Intelligence Review Committee which was responsible for overseeing the Canadian Security Intelligence Service.

She received many

awards: Order of British Columbia, Order of Canada, National Black Coalition Award, United Nations Human Rights Fellowship, Government of Jamaica Commander of the Order of Distinction, plus 15 honourary doctorate degrees from universities across Canada.

So I guess the stamp committee really does check out any nominees. They only thing I remembered about Brown was that she ran for the federal NDP and lost. She led an interesting life and did her best working hard for a lot of people.

Brown suffered a heart attack in 2003 and died in Vancouver.

The Majestic Theatre

Privacy So much for privacy, eh?

Y.T. went to the West Coast on a motor trip with a guy one time who, besides keeping an eye open for a Legion sigh, also kept the other one open for a door marked “private� . . . and walked in. We were gone for three weeks or so and when we got home Bob Mason he had souvenirs and advice from every boss in the West. “If you ever want to find things out,� he often said, “always walk in through a door marked “Private�.

It sure worked for him anyway.

A few years ago, Y.T. thought how nice it would be to have some nice warm secluded place where he could sit down and write all he wanted.

So, he built a little plywood cubicle in his shop, a la heat and light. But, as Robbie Burns wrote: “The best laid schemes of Mason men, gang oft agley . . . “ As the shop, and my small room heated up, a whole bunch of bees (thinking spring was coming) started buzzing all around. Try as I might to ignore them they insisted on invading my “privacy� until I sought refuge in the house.

Often all our children had left home, and the bees had chased me out of the shop, Y.T. finally found some real privacy in one of the empty rooms upstairs. Often thought of putting a “private� sign on the door so that no one would sneak up there and find me practising my golf putt.

A lot of my acquaintances didn’t like climbing up those stairs, and Yours Truly just sat in a nice warm room writing his stuff on an old (if cluttered up) desk.

That old desk used to be one from an old country school, and Y.T. hesitated to open the centre drawer lest he find some

dering why no one was about. A little later we went to the pay at the office where a fellow was watching the dryers on a TV monitor.

Y.T. was a Private in the Canadian Army for a few years, and believe me, despite that name, if there is anything that a Pte. doesn’t have, it is privacy.

We slept in big barracks with sometimes many men to a room. In action, most of us shared a small slit trench with another guy and, as a matter of fact, Major Pete McCordic often crawled in with us wearing a jacket with no crowns on the epaulettes so that only a few knew who he was.

I could tell about the enemy HQ fellows behind their “Verboten� door, who didn’t seem to know we were in their “private� area until we burst in on them. Nice fellows, too.

But we got home okay and tried to fit into a world that didn’t seem to need us. Phyllis and I farmed for a few years and got older. One of the great attractions of farming, to me at least, was its sense of privacy, away to work the fields at 5 a.m., making one’s own decisions, scribbling a few of my own thoughts on the gas tank of the Old 44 and coming home late to the nicest wife in the country. Real privacy . . . and the best times of my life.

For the last few years of his “working� life (retirement was compulsory at that time) Y.T. was employed by Comico Potash Operations north of Delisle, and one time as I went to get my car, I walked past the manager’s office and had a cup of coffee with his secretary. “I should have gone in and said “hello� to Don, but his door sign said “Private� and I could see he was busy,� I told her. “That’s alright,� she said. “When he hears footsteps coming down the hall, he always grabs a book and looks busy. Go on in anytime.�

It was well known in our family “way of life� that when relations arrived, everybody stopped what they were doing and visited.

Whenever neighbour called we gathered around and talked, but after the visiting was done and people had gone, boy was it ever nice just to sit back and relax.

Without a doubt most of us need attention of some kind, (hence coffee row) but also, without a doubt, we need privacy too. So we go walking out in the lonelier spots around . . .

I imagine that sometimes in the past, people have thought that young Mason boy was a little “tetched�, to go strolling out in the hills and along the river.

Mebbe I’m wrong (not for the first time either) but it never fails to sadden me a bit to see a person whose only entertainment has been made by somebody else when our own thoughts are so much more absorbing.

How one goes about penetrating the lethargy we older types feel that the younger generation has fallen into, I dunno.

When everything they do sees so private.

Mebbe necessity is what we need, again, I don’t know.

I suppose in a way it really doesn’t matter that much.

Nature sez we’ve got to have a little privacy and sooner or later all of us will find it somehow.

Mebbe that is why we sleep for the great part of our lives.

And people who think they have privacy, often find out different. I sure remember that school girl way back in the hills who thought she was alone and climbed out of her cart. When Art hollered “giddap� her horse trotted off home, leaving her squatting.

Also I remember seeing this fellow sitting there having his own private thoughts and slapping him on the back . . . sorry. I didn’t know that he had just returned from overseas. Some guys are still that way.

Another fellow and I got soaking wet in a rain onetime and went down to the local laundromat to dry our clothes. We stripped right off and watchfully waited won-

high quality oats each year, and is the largest exporter of oats in the world. Western Canada represents nearly 90 per cent of Canada’s oat production.

However, that does not mean that for certain producers and certain communities that oats are not an important crop.

For individual producers, such as those who are active members of the Prairie Oats Growers Association (POGA), oats are a crop they have found works on their farms.

In the case of communities, oats are a crop which is processed here in the Prairies. In partnership with the Biggar and District

Arts Council, and the Organization of Saskatchewan Arts Councils (OSAC), the museum will be hanging the Joe Fafard exhibit In Print/ Imprimer.

Internationally acclaimed artist, Joe Fafard is one of Canada’s most recognized and

prolific artists. Best known for his work in clay, bronze and steel sculpture, Fafard has also sustained a curiosity in drawing and printmaking. His work is characterized with his connection to his rural Saskatchewan roots, his reverence for art history and his inquiry into form.

This exhibit presents a small survey of prints Joe has produced over the course of his career, focusing on the subject matter his is clearly known for -- cows, horses, and other domesticated farm animals. His works are metaphors, political statements, art historical reference and objects of humour and delight; expressing concerns he has of his time.

Born in Ste. Marthe, Saskatchewan in 1942, Fafard died peacefully in Lumsden March 2019.

Museum and Gallery On Saturday, August

24 the people who knew and appreciated Evelyn Potter got together and celebrated the life of this remarkable woman. Her children and grandchildren were here to receive this appreciation.

Evelyn’s exhibit, China Through Canadian Eyes, was up in the gallery of the museum, and outside there was a tent erected where snacks and drinks were served.

Approximately 201 people attended this event coming from as far away as Calgary and British Columbia, to remember Evelyn and her husband Doug.

These two community minded people played such a huge role in the development of our museum in this building. Both also played a big role in the National Farmers Union, Evelyn being the first women’s president.

With the help of many, the Biggar Museum was able to present the Celebration of Life for Evelyn.

Where would we be without the input of volunteers and remarkable people like the Potters who place service to others a priority?

OBITUARIES Hammond, Hugh Lester The family of Hugh Hammond m is very sad to announce a his passing on July 21, 2019 at his home in Biggar Saskatchewan. Hugh was b born April 16, 1943 and w was raised on the family far farm near Duperow. He tt attended Caputh Country School, graduating from high school at Springwater School.

Hugh excelled in math and science and spent one year at the University of Saskatchewan studying Engineering. University, however, did not seem a good fit for him at that time. After a summer job guiding fishermen and delivering supplies on Reindeer Lake in northern Saskatchewan, he traveled for a period in the United States, then joined the Royal Canadian Air Force in 1962 completing his military training in Trenton, Ontario. He became a Navigator with the RCAF and was stationed in Trenton, and then Ottawa. During his five years with the Air Force he was sent all over the world doing search and rescue missions; he reported visiting three quarters of the continents of the world. Flying an airplane was his passion, second only to his family.

While in the RCAF Hugh met and married his first wife, Joan Bawden in 1968.

Together they had two sons, Michael and John. Shortly after getting married, Hugh left the RCAF, as he wanted to become a pilot. He and Joan moved around western Canada while he pursued this dream, living in Edmonton, Prince George, White Rock and Ladysmith. Hugh flew with Pacific Western, charter flights with Ward Air and then Ken Borac Air in Northern BC. In the latter years of his flying career he flew cargo deliveries in and medical evacuations out of Arctic Canada.

After the end of his first marriage, Hugh moved back to Saskatchewan in 1982 to take up farming with his father Vernon and brother Jim. He began driving truck in the winters, eventually going to work full time for Biggar Transport under Carl Nichols. He continued driving truck until he retired in 2010, once again helping out on the farm as needed.

After returning to the Duperow area, Hugh met Sharon Niccolls and they married in November 1985. This provided him with two more sons, Dan and Michael Niccolls, and gave him the opportunity to develop close relationships with Sharon’s family. As all of his boys acquired partners and went on to have families of their own, Hugh was incredibly proud of the nine grandchildren they blessed he and Sharon with, and was quick to share their interests and achievements with anyone who asked. He also showed great interest in his many nieces, nephews, grandnieces, grandnephews, great grandnieces and great grandnephews.

In his retirement Hugh was able to indulge his love of woodworking. He was very creative and talented, building furniture and detailed jewellery boxes, as well as turning bowls and vases on his lathe, usually giving them to family, friends and the Biggar Museum for their annual Christmas sale. He began designing intricate patterns of different coloured wood, spending hours drawing the design, and then piecing together

as many as 305 different segments of wood to obtain the color and pattern, before turning a bowel or vase, each one a Hugh Hammond original.

He was also a passionate reader, particularly of history and fiction, and was very attentive to world events. He enjoyed discussing these with others with similar interests, and was seen by many as a font of information, a deeply curious and thoughtful person. He loved his sports and was a big fan of the Saskatchewan Roughriders and the Toronto Blue Jays. He was also quick to volunteer and give back to the community.

Many benefited from his generosity as he volunteered with the cadets and as a driver for the New Horizons/Home Care seniors bus trips and Courtesy Car. In the latter half of Hugh’s life he and Sharon enjoyed traveling across North America with their truck and 5th wheel trailer, and camping and fishing at Saskatchewan lakes. These travels were always with family and friends in mind as the main reason for the trip. One last international trip that Hugh particularly enjoyed was the 2008 family holiday with his siblings, spouses and families to Ireland and Scotland to visit the Hammond family home in Donegal and to connect with the Irish cousins.

Family was very important to Hugh. He was a tremendous support to mother Florence, and his assistance was key in enabling her to live independently in her senior’s apartment. He was a generous and loving husband and father. He will be remembered as a wonderful brother, neighbour and friend, reliable, helpful and supportive to all.

Hugh was predeceased by his father Vernon Hammond and sister Violet (Stan) Werezak. He leaves to mourn his passing his wife of 34 years, Sharon; sons Mike (Lixin), granddaughter Stephanie, and John, grandson Kalan; stepsons Danny (Emily), granddaughter Chyna, grandson Eric, and Mike (Lori), granddaughters Justice, Quinn, Brittany and Mary, grandson Parker; mother Florence Hammond; brother Jim (Joanne); sisters Lou (Neil) Ketilson, and Janice (Don) McCallum; and many, many nieces, nephews, grandnieces, grandnephews, great grandnieces and great grandnephews.

A celebration of Hugh’s life will be held on Saturday September 7 2019 in the United Church in Biggar at 2:00 pm.

It is with great sadness the family of Margery Anne Mazurick (nee McLeod), announce her passing on August 28, 2019 at the age of 79 years.

M Margery was born November 23, 1939 to Alexander and Corrine (Murdock) McLeod at Biggar.

She took her elemetary schooling in O Oxborough and high h school in B i g g a r before moving to Fort William, Ontario and then to Winnipeg for her 37 year career with the CIBC. She then retired to the resort town of Pinawa, Manitoba, where she persued her love of the great outdoors before finally settling in Dugald, Manitoba.

She was predeceased by her father Alexander, mother Corrine and husband Tony Mazurick.

She is survived by her brother Glen (Wilma) and family. A family graveside will be held at a later date.

Her spirit lives on in those who knew her. Cheers Auntie Marge, we’re gonna miss ya.

Back in June, words in this space raved about the number of home runs being hit in Major League Baseball. The season was about half over, but the onslaught has continued unabated. In fact, 2019 will go down as the season where more balls sailed over outfield walls than in any other year.

After 85 per cent of the season had been completed, major league teams had crushed 5,580 homers - a pace that would take the final number to 6,564. The current record, set in 2017, is 6,105, That mark will be smashed, just like fastballs thrown by woebegone pitchers around Major League parks.
