A big (and wet!) day for the park on Third Avenue as the Fat Cat Splash Park officially opened, August 23. Proud partners, the Biggar and District Credit Union, Central Park Place, Biggar Rec Board and the Town of Biggar,

put on a “splash”, filling the beautiful green space, giving residents one more option to cool off during the hot days of summer. They should be proud, the park has seen and will continue to see plenty of use!

Town Council Minute highlights The regular meeting of Biggar Town Council was held August 7, at 7:15 p.m. in the Council Chambers.

Attending the meeting were Mayor Ray Sadler, Aldermen Alan Boyle, Kevin McNicholls, Kirk Sherbino, Edward Young, and Ivan Young.

Council resolved that Bylaw No. 18-807, being a bylaw respecting the Zoning Bylaw Amendment, be read three times and adopted.

Council resolved that the Recreation Director be authorized to purchase a score clock for Jubilee Stadium at a cost of approximately $52,000 plus taxes.

Council resolved that the General Accounts Paid in the amount of $182,983.94, and the General Accounts Payable in the amount of $400,938.98, be approved.

Barber became actively involved in the planning and organizing of the jamboree when Ward and Boyle accepted Barber’s request to have funding go toward the ‘Learn to Curl’ program in Biggar.

Learn to Curl will be open to all ages, and will be supported by the Biggar Curling Rink.

The successful jamboree will lead to a second edition in 2019.

Barber received a cheque for $2,200 to put towards the Biggar Curling Club and the Learn to Curl program.

Purchasing of brooms and sliders to have at the rink will be available for those wanting to give the sport a try.

Prairie Sky Outfitters also donated $2,200 to the Rosetown Athletic Association.

Death in rural Canada: let’s stop the trend here My friend and colleague from Ontario sent me a link to an article in Macleans. The title: “What’s killing rural Canada?” He thought I would be interested since I live in a rural community and also, Biggar did get a mention in the article.

There were a number of small communities mentioned from across the country, but the one common thread throughout was “can rural communities survive; what needs to happen; and can the loss of businesses on Main Streets be halted.

The author touched on the fact that many businesses close in rural communities due to the fact present owners want to retire and there are no buyers so are forced to close their doors. The closure of hospitals and health services sends residents off to a nearby city. The lack of reliable high speed internet. All these factors hamper the ability of rural communities to move forward.

One person interviewed said, “Once you lose something in a small town, you never get it back.”

That is so true.

Think of all the businesses that once existed in Biggar. Some days you look down Main Street and only see two or three cars parked. A far cry from the days when the streets were full and you had to circle the block two or three times to find a parking spot.

It’s not that voters in rural areas don’t send elected officials to the Legislature or Parliament. Rather, it’s difficult to get rural issues talked about in terms of policy. It doesn’t help that the Rural Secretariat was shut down by the federal government in 2013 or that the voice of urban communities seems to take priority.

The article ends with this sentence: “If the town dies away, she says ruefully [one rural resident], I hope they put up a nice monument saying this was a cool community.”

Let’s hope we never have to put up such a monument at the entrance to Biggar.

Canada needs a bold response to more competitive U.S. business tax regime

by Charles Lammam, Director, Fiscal Studies, Fraser Institute According to a recent statement by Finance Minister Bill Morneau, the upcoming fall federal budget update will finally outline Ottawa’s plan to respond to major business tax changes by the Trump administration in the United States.

Unfortunately, Ottawa took a long time to even acknowledge we have a business tax competitiveness problem, let alone propose a solution. U.S. tax changes have been in effect since the start of this year and serious discussions about it happening have been in the works since Trump became president in January 2017. The Trudeau government should have tackled this crucial economic issue a long time ago.

And yet, based on Morneau’s statements so far, it seems unlikely his government will take the bold action needed to restore Canada’s competitive edge on business taxes. In fact, Morneau has suggested that reducing the federal corporate income tax rate will not be a part of the Canadian response. Instead,

it seems likely his government will pursue some form of targeted investment incentives such as expanded tax credits or business expense write-offs.

This is the wrong approach—here’s why.

While targeted investment incentives can lower the effective tax paid by businesses, expanded tax credits or write-offs only apply to certain types of business expenses. Consequently, they distort the economy by favouring businesses that operate with these types of expenses, while doing little or nothing for other businesses. Beyond that, tax credits further complicate an already convoluted tax system, requiring yet more resources spent to simply comply with the tax code.

In contrast, reducing the corporate tax rate is a neutral policy that does not distort economic decisions or add complexity to the tax system. Incidentally, if Morneau reduced the corporate tax rate, it wouldn’t be the first time a Liberal government pursued this policy.

to reduce the federal rate from 28 per cent to 21 per cent—a policy expanded

by Stephen Harper’s Conservatives, who reduced the rate further to the current 15 per cent. During the 2000s, provincial Liberal governments in Ontario, British Columbia, New Brunswick and even NDP governments in Saskatchewan and Manitoba also cut corporate tax rates (in addition to pursuing other pro-growth tax reforms).

Why did governments of different political stripes cut corporate taxes?

Because it’s sound economic policy.

Much research has shown that lower corporate taxes produce significant economic benefits including stronger economic growth and increased investment—both of which Canada desperately needs right now. And when businesses invest more in machinery, equipment and technology, average Canadian workers benefit through higher wages and increased economic opportunities.

But with Ottawa facing an $18.1 billion budget deficit, there are important fiscal concerns about whether the federal government can afford to cut corporate taxes. However, Canada could make business tax reductions budget neutral simply by reducing corporate welfare to offset reductions in the corporate tax rate. This could simultaneously restore the Canadian corporate

tax advantage while also eliminating subsidies that prop up less-productive businesses, making our economy more competitive and providing more opportunities for Canadians.

Moreover, cutting the corporate tax rate would contribute to lowering Canada’s overall effective tax rate on new investment, a broad measure of business tax competitiveness that accounts for corporate income taxes, capital taxes and other investment-related taxes. Currently, Canada’s effective rate is 20.9 per cent, higher than the comparable U.S. rate of 18.8 per cent (down from 34.6 per cent since the Trump reforms). An effective tax rate significantly below the U.S. would allow Canada to regain its business tax advantage and provide a much-needed boost because Canada is already hampered by relatively higher personal income tax rates on professionals and entrepreneurs, a growing regulatory burden, proliferation of other antiinvestment policies, and structural hurdles including a smaller market relative to the U.S. If Morneau is serious about addressing the challenges posed by U.S. tax reform, reducing the corporate tax rate should be a part of the plan. So far, that seems unlikely, and Canadians will be worse off as a result.

“Secret” societies not so secret with the arrival of internet As I was writing the column about the Secret Society of Happy People, I pondered the concept of secret societies. Happy people are very open about their group and not really secret at all but there are others that have a certain air of mystery surrounding them.

It’s hard to keep anything secret in today’s world especially with the internet and the ever imposing social media.

Added to that most members of these societies appear in public.

I thought back to a couple of Dan Brown’s books where he highlighted some of the secret societies in relation to the Catholic church. Remember, his books are fiction, and while, some of the facts may have truth as a basis, the story line should be taken with a grain of salt.

These groups, as reports go, have secret handshakes which signal their involvement in the group. Gestures such as thumbs pressed against knuckles or wrists. Or hand signals that convey to others you belong to the society. There are reports that some societies whisper Latin phrases to one another.

New Horizons Activities It’s been a fairly quiet week for our New Horizons Centre.

Nevertheless the courtesy car did log 29 trips on August 21 - the highest day so far for August.

We have a regular group

of cribbage players who gather most mornings.

There were two tables in play for Kaiser on Monday, August 20.

On August 23 a small group of bingo players gathered for the last

bingo in August. Emily Liska was the caller with helpers Marge Mackie and Rita Cleaveley. Moe Goring was the winner of the half-n-half game as well as the blackout.

some of them. So, at the threat of being keelhauled and a few other terrible things, here goes...

This one - one of my best! - took place in Holland during the winter of 1944-45.

Although he claimed no relation of any of the “back of beyond� characters whose large footprints have been found in some of the world’s “out of the way� place, Milton, one of the most outstanding men in our outfit, wore size 14 army shoes and had an intellect to match.

Many of us liked to stand beside him during inspection because the I.P. (Inspection Officer) had to stand way back to keep from stepping on Milton’s toes. He thus couldn’t tell if you were shaved good or not!

How in heck he was ever issued with size 14 he never told us, except to explain that he had a large “understanding� to match. Nuff said, eh?

In that winter (brrrrrr!) when there wasn’t much going on, it was quite common to get the local cobbler to make a pair

I suppose that they had to cut down a few trees, but later that month he presented Milton with two huge shoes.

Milt was sure pleased and later we took Milt’s shoes down to mail them home!

We presented them to the army post office. “Look!� sez the army postmaster. “We are prepared to send ordinary parcel home, but this one is way too big. You’ll have to send it in two separate ones!�

Milton grumbled, but we sent them that way!

The war, and our stay in the Holland was quite a few years ago. I imagine that he has kicked the bucket long ago, but if anyone wants to see a pair of size 14 wooden shoes, they will probably be tied to a wharf or pier near Hamilton or Toronto!

At least Y.T. got Bob Mason away with telling another army story and wasn’t criticized, eh?

I suppose now that we are on the “Big Foot�tales, we had better use this one!

Some years ago, about 10-inches of snow fell on Perdue, and Y.T. got out his unused snowshoes and made his way over to the town complex to bowl!

No sooner than when I got there, a lady (who had just driven up!) rushed in. “Did you see those big tracks across the fair grounds?� she asked excitedly. “There are great big tracks out there that someone made!�

Everyone rushed out to see.

Sure enough, great tracks in the deep snow leading across to our house on the other side of the fair grounds! “They say that Windigo is out at this time of year looking for bowlers to kill,� and assorted B.S.!

Even the Eskimos have skidoos now, and I’m afraid that snowshoes are a bit passÊ, eh?

I wish I could write a little more sensible and a little more sentimental like a song at the beginning of this treatise crooned and the song below softly warbled. But that is another memory and belongs on another page of my scrapbook!

Biggar Lodge News

by Karen Kammer, Recreation Coordinator Hello everyone from near and far. Hope you are well today.

Monday at Biggar Health Centre we started with exercises and twister toss (which is a new type of bean bag toss).

Tuesday was current events in the morning.

In the afternoon we had scrabble twist. After that we answered some questions about history, geography and the body.

Wednesday morning we had mop hockey. After

lunch we loaded the handibus and took a trip near Handel to see the crops being harvested. Then on the way back we went to Landis for ice cream.

Thursday was Bible study at 9:30. At lunch time we had a Burger Sale to raise money for the activity department. At 2:30 we had bingo.

Friday was our busier day of the week. We had Hymn Sing at 10:30. Barbecue Club was down Willow. We had garden vegetables with our meal.

The dill on the potatoes I

know was my favourite.

At 2:30 we had ice cream cart with fudgecicles, creamcicles and drumsticks. Then at 3:30 we had Ben play guitar. The residents see Ben around the building because he is our maintenance man so it makes it a little extra special .

Saturday morning was jackpot bingo and a movie in the afternoon.

Sunday morning was 1-1 time. At 2:30 we had Biggar United Church here for worship.

Long live the King: Wheat falls to canola but still important crop on global plate

A good example of the trend can be seen in wheat.

While wheat may have lost its crown as king of crops to canola, at least in terms of profitability in Western Canada, it remains a major food grain on a global scale.

The fact is farmers around the world produce wheat almost too well.

Harvest moves to 16 per cent Another week of warm and dry weather has allowed producers to make great strides in the field, according to Saskatchewan Agriculture’s weekly Crop Report for the period of August 14 to 20.

Sixteen per cent of the 2018 crop is now in the bin, up from five per cent last week and significantly ahead of the five-year (2013-2017) average of seven per cent for this time of year. Twenty-two per cent of the crop is now swathed or ready to straight-cut. Reported yields vary greatly, depending on moisture received in the past few months.

Can anyone hope to beat the Red Sox? Baseball fans are in for a thrilling September.

It’s a foregone conclusion that the best team in baseball is the Boston Red Sox, but Major League Baseball’s constitution says playoffs must be played, and the TV networks insist on October games, so nine other teams will join the Red Sox with a chance at winning the World Series.

But who will those nine teams be?

Last year, the three division winners in each league were, on average, about 12 games ahead of their nearest rival, with only one close race in MLB’s six divisions (Boston by two games over the Yankees in the A.L. East).

This year? Wow! There are tight races everywhere, and a few contenders that playoff viewers haven’t seen in a while.

While Boston is a lock in the A.L. East, and Cleveland is going to easily reclaim the A.L. Central crown, a three-team battle is keeping fans in the A.L. West on the edges

of their seats. Defending World Series champion Houston Astros are being chased by both surprising Oakland A’s — the hottest team in baseball in the past two months — and Seattle Mariners.

All three divisional races in the National League were tight entering September and fans in about eight cities were in for some exciting stretchdrive baseball. Fans in Atlanta, Philadelphia and St. Louis, none of which had playoff ball in 2017, are gearing up for a terrific final month. Bottom feeders the last few years in the N.L. East, the Braves and Phillies are generating excitement with young teams that are peaking earlier than expected. Those two teams go head to head in seven of their final 11 games, while pre-season favourite Washington Nationals are languishing in third place.

Miss Murray sells a wedding dress, twice Excerpt from “Pioneer Interviews”

Many years ago, people were interviewed and their conversations were taped on cassettes. Since then, a very important volunteer, Shirley Williams, has transcribed all these interviews and has created these two volumes of interviews. They are here for anyone interested in viewing them.

Miss Murray worked in the Golden Rule Department Store (now the Professional Building) for 28 years.

“There’s one little episode, things happen in the store you see, a lot, you know. But there is one you might be interested in. I don’t know whether you are or not, but one day a very pretty Russian girl came in and

young fellow with her.

He was real, he was a blonde guy, and she said, ‘Miss Murray, I would like to see your wedding dresses.’ Oh, I took a brunch out and he sat there outside the dressing room door and she tried on a few until she got something that suited her and I sold her everything to go with it; all the accessories and he paid for it. In those days the boy paid for the wedding gown. That was the style among the Russians. So they took the dress, the big boxes.

“Well, the next Monday morning, in comes this guy with the boxes.

I wondered what happened and he goes to the boss and talks in Russian, and I didn’t know what they were talking about and I saw the boss getting the money out of the till for a refund.

He said, ‘Miss Murray, put all this stuff back in stock’, he says, ‘the wed-

ding is off!’ Well, that was all right.

“The next day in comes the same girl with a dark, young fellow. ‘Miss Murray’, she says, have you still got my wedding gown?’ And I say, ‘Yes, we have.’ Well, she says, ‘Bring it out, I don’t need to try it on again, I know it fits. Have you still got it?’ Everything had come back but the white shoes she had bought. They didn’t come back but everything else did. And she said, ‘I’ll take everything, just what I had before.’

“So I did. I wrapped them all up again and the dark fellow paid for them and away they went.

“Well, by this time was I curious to see what happened! Well, a neighbour came in the next day and she said, ‘I want to buy a dress for Olga’s wedding.’ I said, ‘And what in the world happened?’

“Well’, she said, ‘There were two fellows court-

ing her and she was very pretty and they were around every Sunday and other times. All the time.

She likes the dark one the best but he was slow.

He was very slow and here one time the fair one came by himself and he proposed to her and she accepted him. Well, on Sunday, the dark fel-

low came and he came ahead of the fair one. He comes to the house and she tells him she is marrying the fair one, shows him her wedding dress and everything. Boy! Did he smarten up in a hurry! He toed the line when he knew he was going to lose her.’

“So that was how I sold

the same wedding dress twice. She came back ten years later and she came in the store. She knew me and said, ‘Miss Murray – do you remember me, remember selling me my wedding dress twice?’

‘Yes, Olga, I’ll never forget that!’ She had moved away to B.C. by this time.”

Hoogeveen posts stock car hat trick Biggar’s Hayden Hoogeveen knows fast.

Like, really, really fast!

Hoogeveen, number 25, recorded his third in a row on August 25 with a win at the Wyant Group Raceway. Previous wins in the Schira Subways Bandoleros class came July 7 and August 11.

This last win was perhaps the most dramatic.

Starting from the last row, Hoogeveen began picking off the competition. By the end of lap one of the 25-lap feature, Hoogeveen, with smooth, exacting moves, was in second.

He was in the lead two laps later, beginning to Hayden Hoogeveen has a third checkers and trophy with his domination at Wyant Group Raceway, Saturday.

Hoogeveen, son of Jeff and Erin Hoogeveen, currently sits in second place in the championship with

two races to go. His next race is September 15 at Wyant Group Raceway in Saskatoon, an afternoon of many classes of racing action.

Hoogeveen, 12, is setting his sights on the Pro Truck division when he

turns 14. He started racing in 2017 finishing in seventh place on the season.

Verna Marguarite COWAN

her 70 years in the Biggar area. She did not crave public recognition for her community work, often making donations and saying “keep this quiet�.

Nonetheless good works are noticed as Doreen was the first Saskatchewan woman to receive the Bowl of Hygeia, an award for pharmacists, to recognize exceptional community involvement.

Doreen served on the Biggar Union Hospital Board for over 25 years and as a member of Saskatchewan Ambulance Advisory Committee, Saskatchewan board member for Prevention of Handicaps, as well as being active in countless community committees and organizations.

Doreen is survived by her daughter, Joy McFarlane-Burton (Rick Burton); her sons, Dale Wylie (Jan Phillips) and Bill Wylie (Jackie); grandchildren, Shane McFarlane (Melissa McQuat), Jaeda McFarlane, Dana Wylie (Matt Blackie), Kate Wylie (Robert Neilson), Jessica Wylie (Peter Murphy), Steven Wylie (Kirsten), Lauren Wylie (Jesse Sadoway), Michelle Walker (Dion Walker) and Kelly Tunison (Chris Tunison); great-grandchildren, Sarah and Tyler Walker, Josephine and Charlotte Tunison, Anna Haynes, Eli, Grace and Keira Neilson, Emma and Oliver Wylie, and Tage Sadoway.

Doreen Grace WYLIE July 10, 1926 - July 30, 2018 At the end of a beautiful summer day, July 30, 2018, Doreen Grace Wylie passed away peacefully at the age of 92.

Doreen was born in Pleasantdale, Sask. on July 10, 1926. She grew up in a loving home, doted upon by her parents, Ivan and Ione Leslie.

Her father was a pharmacist and she followed that career path as well, always wanting to work in the drugstore with her Dad. On July 1, 1948, with her pharmacy licence in hand, she joined her parents in purchasing Ford’s Drug Store in Biggar, Sask. She proudly had a 70 year career in the family business, Leslie’s Drug Store Ltd. - 58 years as a dispensing pharmacist, and as office/ business manager for the remainder of the 70 years. She was active in the day to day business until the final 20 days of her life. The morning of her last day, she was discussing her medications with the medical team at the hospital.

Every life needs balance and Doreen found that balance between work, friends and family.

Doreen married Don Wylie in 1953 and raised a family of three children.

Their home was a busy place where friends were always welcome and family embraced.

Doreen was passionate about the Biggar community and supported many organizations and events over

Ensuring Highway Safety During Harvest a Priority With harvest underway, the Government of Saskatchewan is reminding farmers and motorists to keep safety as a top priority during this busy period. “Nice weather makes for a busy time on the farm in Saskatchewan,�

Minister of Highways and Infrastructure Lori Carr said. “By planning ahead and taking the appropriate steps, we can help limit the safety risks connected to harvest.�

To help improve safety: • take extra precautions when passing slow-moving farm equipment; • be respectful of other drivers, as slow-moving vehicles can cause frus-

tration; • ensure lights are working and adjusted before moving farm equipment on public highways; • know all height, length and weight restrictions on farm vehicles and when permits may be required; and • regularly inspect and maintain equipment.

Producers who operate heavy trucks must comply with many of the same rules and regulations as commercial vehicle operators.

Vehicles may be inspected by Saskatchewan Highway Patrol officers, which may take up to an hour. “While we want to keep people moving during the busy harvest, we also

must ensure all vehicles are in safe operating order,�

Drivers need to obey signs, stay alert and slow to 60 km/h through the work zone. There may be cases in work zones where workers are not present that still require you to slow down. A sharp pavement drop or loose stones during a seal coat are examples of hazards that warrant a slower posted speed.

Deputy Minister to the Premier Cam Swan announced changes to senior leadership of the Saskatchewan Public Service, August 22.

Effective immediately, Mike Carr has been appointed Deputy Minister of Central Services.

Carr was most recently Deputy Minister of Labour Relations and Workplace Safety since 2010. Carr previously served as the Associate Deputy Minister, Advanced Education, Employment and Labour and has held many senior leadership positions in the private sector.

Richard Murray assumes the role of Deputy Minister of Labour Relations and Workplace Safety. In his 30 years with government, Murray has served as Deputy Minister of Central Services since 2015 and previously served as Assistant Deputy Minister of Facilities Management, Government Services.

Tammy Kirkland has been appointed Deputy Minister of Social Services. Kirkland has extensive experience with the Government of Saskatchewan having served as Deputy Minister of Government Relations

and First Nations, MĂŠtis and Northern Affairs since 2016 and previously as Assistant Deputy Minister of Social Services and Assistant Deputy Minister of Corrections and Public Safety.

NOTICE OF CALL FOR NOMINATIONS Rural Municipality of Rosemount No. 378

Asquith Town Council held its regular council meeting on Wednesday, August 8.

Attending were Deputy-Mayor Sue Sawicki, Councillors Dylan Claypool, Jordan Claypool, Harold Edwards, Ted Goodnough, Jeffrey Eide, Administrative Assistant Kathy Picketts and Foreman Darren Kraft.

The minutes from the July 11, 2018 council meeting were accepted as presented.

A resolution was made that the treasurer’s statement of receipts and expenditures for July 2018 be accepted as presented and that the July 2018 bank reconciliations be accepted as presented.

Accounts paid in the amount of $101,037.01 and accounts payable in the amount of $31,834.13 were accepted as presented.

The Town said goodbye to David Logue, a public works employee, as he has moved on to another employment venture.

Thanks, David, for all your hard work the last few years! You will be missed!

The Town accepted a quote from Always Green Yardcare for removing stumps around town for a cost of $900.

Many people have joined the RM of Vanscoy No. 345 Crime Watch group.

PRT initiative to tackle rural crime marks a year of success stories

This week, the Government of Saskatchewan is marking the anniversary of the Protection and Response Team (PRT), created one year ago to help reduce crime in rural Saskatchewan.

“Highway patrol officers and conservation officers are providing valuable support to the RCMP and municipal police services,” Minister of Corrections and Policing Christine Tell said. “These partnerships are helping to ensure Saskatchewan communities and families are safe.”

“Our government continues to look at innovative ways to address crime in Saskatchewan,” Minister of Justice and Attorney General Don Morgan said. “The PRT has helped increase the presence of law enforcement in communities across our province, and we are thankful to our PRT officers from different backgrounds that have been integral to the first year of this initiative.”

“Protection and Response Team members

have assisted the RCMP on several occasions, over the last year, by providing the initial response to in-progress, criminal code calls for service,” Assistant Commissioner Curtis Zablocki, Commanding Officer of the RCMP in Saskatchewan said.

“Working with our partner agencies is enhancing visibility and increasing capacity to respond to calls for service.”

Since the operational launch of the PRT in April, conservation officers and highway patrol officers have taken more than 400 PRT related actions with approximately 60 of those being PRT 911 calls.

Two examples of the work PRT members are doing to keep residents safe include: a Saskatchewan conservation officer located a theft suspect in Kindersley who had fled from a rural property; another conservation officer responded to a call for help from Pinehouse RCMP in a successful high-risk takedown.

The initiative includes

Saskatchewan Highway Patrol Officers and Ministry of Environment Conservation Officers, and police officers from the RCMP, Saskatoon Police Service, Prince Albert Police Service, Regina Police Service, Moose Jaw Police Service, Estevan Police Service, and the Weyburn Police Service.

The goal of the PRT is to: • Improve police response to emergency calls for services, including property crimes that are in progress; • Enhance uniform visibility and presence in rural Saskatchewan; • Increase the enforcement of drug trafficking on Saskatchewan’s roadways; and • Enhance the safety of roads by reducing the number of serious collisions and fatalities.

PRT vehicles are equipped with Automatic License Plate Readers (ALPRs). SGI has funded 136 ALPRs in Saskatchewan, with a total investment of approximately $3.8 million.
