Biggar was a busy place this past long weekend as the U16 Biggar Nationals hosted the Western Canadian Softball Championships at the Recreation Complex.

The finest teams from Saskatchewan (Southeast Super Novas, Tisdale Riverdogs, Biggar Nationals), British Columbia (Prince George Thunderbirds, Nanaimo Diamonds), Alberta (Lloydminster Liners, Edmonton Rivercity Hornets) and Manitoba ( Westman Magic, Interlake Phillies) played some of the best and most competitive ball seen in quite some time. When the dust settled, it was the Westman Magic taking top spot with the Southeast Super Novas in the runner-up position while the Prince George Thunderbirds nabbed bronze. Organizers should be patted on the back for hosting such a quality event.

2019 crop year leaning toward poor Livestock producers continue to make good haying progress as 39 per cent of the hay crop is now baled or put into silage, according to the weekly crop report for the July 23 to 29 period.

An additional 27 per cent is cut and ready for baling according to Saskatchewan Agriculture’s weekly Crop Report.

Hay quality is currently rated as three per cent excellent, 52 per cent good, 34 per cent fair and 11 per cent poor.

Hay yields have been well below normal for many producers this year and will be in short supply in several areas. Most producers have indicated that there will not be a second cut of hay.

Rainfall was highly varied across the province this past week, though the moisture will help with filling pods and heads in the later crops.

Rainfall ranged from nil to 57 millimetres in the Turtleford area. Provincially, topsoil moisture on cropland is rated as two per cent surplus, 76 per cent adequate, 21 per cent short and one per cent very short. Topsoil moisture on hay land and pasture is rated as

one per cent surplus, 66 per cent adequate, 29 per cent short and four per cent very short.

Crop conditions across the province are also varied, with the majority of crops being in fair-togood condition. Producers have indicated that some crops are in excellent condition and some remain in poor condition. Some crops are one-to-two weeks behind in development and this may be of concern depending on weather at harvest time and when the first fall frost occurs.

Some early-seeded and winter cereals crops are beginning to ripen, and desiccating pulse crops and harvest operations will be starting in the coming weeks across the province.

The majority of crop damage this week was from strong winds, hail, localized flooding, insects such as grasshoppers and aphids and a lack of moisture. There are reports of ascochyta blight causing significant damage in chickpea crops in the south.

Producers continue with haying operations, scouting for pests and are getting ready for harvest.

New incentive program boosts oil and gas competitiveness in Sask.

The Government of Saskatchewan introduced the Oil and Gas Processing Investment Incentive (OGPII), a versatile new incentive program designed to enhance Saskatchewan’s competitiveness in oil and gas development by enabling increased value-added processing and infrastructure capacity.

Gibson Energy Inc. (Gibson Energy), which operates a facility in Moose Jaw, is the first successful applicant for the OGPII. The incentive will support oil and gas producers and value-added companies to grow and generate more value from their operations in the province. OGPII can also be used to support improved greenhouse gas (GHG) emissions management projects in the sector.

“Today’s announcement highlights the importance of partnerships between the public and private sectors to help drive investment and growth across the province,” Gibson Energy’s Chief Administrative Officer Sean Wilson said. “As a proud member of the

Moose Jaw community for nearly twenty years, we would like to recognize the Government of Saskatchewan for offering programs such as the OGPII to help businesses strengthen their ties to the province and to continue to create jobs throughout Saskatchewan.”

“Being a part of Gibson Energy’s debottlenecking project was very impactful for us at Right Choice,” said Trevor Hagerman of Right Choice Energy Services Inc. “It allowed us to provide new opportunities for over 40 local employees and subcontractors, who came together as a team and completed this project with zero incidents. We are all proud to have been part of such a successful project.”

Gibson Energy’s existing Moose Jaw operation consists of a heavy crude oil processing facility that produces a variety of refined products including distillate and asphalt.

The expansion, completed on June 29, 2019, will increase throughput capacity by approximately 30 per cent - from 17,000 barrels per day to 22,000

barrels per day - with no increase in GHG emissions, ultimately reducing the facility’s emissions per barrel of oil processed by approximately 20 to 25 per cent. The incentive provides successful applicants with a 15 per cent transferrable royalty credit, applied to eligible costs directly related to an eligible greenfield or brownfield project.

In order to be eligible, a project must be a refinery, an upgrading facility, a gas commercialization project or other valueadded facilities, including helium processing, petrochemicals and carbon capture, storage, and utilization for enhanced oil recovery, or a valueadded project.

It must result in a significant increase in processing capacity, and have a minimum of $10 million in eligible costs.

This incentive has a royalty credit cap of $75 million per project and a total program credit cap of $300 million in royalty credits.

OGPII aligns with the goals of the Government of Saskatchewan’s Methane Action Plan.

Higher taxes but are we getting better service The Canadian Consumer Tax Index keeps track of all the taxes that Canadian families pay. It will not come as a shock to anyone but the latest figures show an increase.

In fact, taxes have become the most rapidly growing expense in household budgets. The average family paid $39,299 which amounts to 44 per cent of their income. This is more than what is spent on housing, food and clothing combined.

One has to wonder -- and ask -- where are governments spending the money????

And what value are Canadians receiving for their tax dollars?

It seems there is never enough money to fund the programs in health and education; never enough money to spend on infrastructure such as roads yet the tax bill just keeps going up and up.

Taxpayers deserve some answers and some accountability from governments on just where the dollars are being spent.

A federal election is coming up this year and a provincial next year. It’s time to ask the candidates questions.

Hedy Lamarrʼs secret life as an inventor Hedy Lamarr was a silver screen star during my mother’s days. She was termed a “sultry siren” by fans. Her marriages and career are what made her famous but did you also know she was an inventor, engineer and the “mother of Wi-Fi”?

She was born in Vienna, Austria and was married six times between 1933 and 1965.

Her first husband was an arms dealer and was friends with Friedrich Mandl who was a Mussolini sympathizer. She was privy to the ins and outs of Austrian weapons manufacturing and later offered this information to the U.S. military during World War II.

She escaped the marriage by dressing as her own maid and fleeing to Paris in the moonlight.

Then, Hollywood beckoned.

She moved to California where Louis B. Mayer discovered her and “the rest is history”. Mayer made her a household name as she acted with superstars like Spencer Tracy, Jimmy Stewart, and Clark Gable.

Mayer billed her as “the most beautiful woman in the world” but the studio wasn’t interested in Lamarr’s abilities as an actress. She said, “Any girl can be glamourous.

Antheil’s invention and built frequency-hopping technology into radios used during the Cuban missile crisis.

Lamarr received a star on the Hollywood Walk of Fame. It was much later before she received any recognition for her inventions. In 1997 she was awarded the Pioneer Award by the Electronic Frontier Foundation. She became the first woman to receive the Bulbie Gnass Spirit of Achievement Award by the Invention Convention.

Fourteen years after her death, she was inducted into the National Inventors Hall of Fame.

So, she was not just another “pretty face” after all.

Barb wire A real live man was “Barb Wire Bill” With insides copper lined For “Barb Wire” was the kind of Hooch To which he was most inclined.

R.S. It is kind of hard to imagine any brand of “Hooch” being called “Barb Wire” but anyone who experienced the more or less “dry” 1930s will understand what R.S. (Robert Service) means. Mebbe he exaggerated that “insides copper lines” bit, but rather that sell it short, a fellow darn near needed a pair of copper lined gloves when he handled much of that stuff. Y.T. (Yours Truly) has sears on his hands that he got when the tight “barb wire” broke while he was sampling it.

At one time great areas of Saskatchewan were fenced in with barb wire (like mentioned above Y.T. has sears to prove it.)

The old homesteaders, who had to supply their own food, needed great pastures to keep their animals in and the people who invited barbed wire (cuss them) had a field day supplying miles and miles of it for them.

In those fairly early times, much of this country still had what was known as open range, when many people turned their stock out to fend for themselves.

Horses pawed the snow so they could clear some grass and eat some but cattle were kept around home mostly in small shelters or pastures.

Note: The failure of this open range system is described in a book named Wolf Willows and the winter of the Blue Snow, 1907.

When the drifting solid of the Dirty Thirties buried many of these barb wire fencelines (some of them a few feet deep), years later many farmers got the rusted barb wire entangled in their machines.

A few years ago while listening to a neighbour scuffle his garden, the odd screech told of a buried fenceline that had disappeared in those 1930s and when his scuffler motor suddenly died (followed by a few choice

@#*X words) Y.T. knew that he had found a buried untreasure.

Mebbe Yours Truly didn’t learn very much by listening to his neighbour’s scuffling but he did learn the expletive pronunciation of “@#*X” eh?

There must be a few miles of that buried barb wire to show off up yet in Saskatchewan.

Below are a few (Y.T. made a whole list) of barb wire experiences that affected him.

Yours Truly, in those 1930s, did get a few dollars by building a good fence across Eagle Creek and by a main road. The next spring the creek flooded, froze about an inch of ice that went out with a following warm wind and took that nice fence with it.

We did find most of that barb wire downstream a miles or so lodged in a small willow thicket, but it was so tangled up, we just left it there. I suppose in the creek’s historic future, when the willows are twenty feet high, some archaeologist will find that tangled mess and wonder how it got there. No one will give a darn how much “Good

Old Bob Mason’s” sweat washed down the creek with it.

Because a lot of land wasn’t worked much in hot 1937, huge clumps of Russian thistle grew everywhere and in t he spring of 1938 our brother Bill hitched a single tree to each end of 200 feet of barb wire, Bob Mason and with a couple of our work horses, dragged the fields to loosen them. We dragged that long wire across our fields and loosened that thistle in only half a day.

Talk about our modern “big machinery” eh?

Just to get even with us, a lot of that loose thistle piled up against many of our fences and the fence post people had their big field day as we repaired them.

During those few years of peace that we had just before WWII, one of the barb wire escapades that we had was when we drove our big truck 100 feet out onto an Eagle Creek boggy flat.

Of course we couldn’t find a chain or cable that long until one of the boys suggested we use the wire from a nearby fence.

And when we rumbled the old 15-30 down, we pulled that truck out in no time.

Score one for barb wire.

In those years Sunday, “The Day of Rest”, was observed a lot more than it is now. So we dolled our family up and drove over to one of the neighbours. Sorry, he was just preparing to butcher a steer.

“Sorry,” he said. “Just go in and talk to my wife; we’ll have supper in a few minutes.” (A few minutes to butcher a steer).

Y.T. went out to help, good suit and all.

Although four of us were holding the steer with a couple of ropes, suddenly it got a little cranky and a couple of holders tripped and fell.

Guess who is left standing and trying to hold a wild steer. Yours Truly dived for the nearest fence post and wrapped the rope around its base.

By this time the steer has got up a full head of steam and when the rope tightened, the fence post barb wire, Y.T. (a la good suit) and all went across the neighbour’s stubble field in a cloud of dust.

For years people won-

dered why Y.T. always wore an old set of overalls on Sunday. The supper was good though, when we started eating at 10 p.m.

Is animal welfare an issue at the farm gate?

There is increased awareness of animal welfare needs on farms

these days.

Not where are concerns more defined for many

than in the case of how chickens are raised.

There is a perception

Food creates memories It was about eight years ago when my youngest son, Noah, and I rented an engine hoist to remove the 289-V8 engine out of our 1965 Ford Mustang father and son project.

Although the body of this car had no rust whatsoever, the rest of the car pretty much needed a complete rebuilding from ground up.

Now, you’re probably wondering why I, as a Chef, am writing about this in my food column.

Well, like the title of this column states, this is not a “how to” on fixing up classic cars, but on how food creates memories in any situation. Please keep reading . . .

He remembers this day very well. It was a special day for just dad and son to hang out together in the garage all day. My oldest children did not live at home, my youngest daughter was in daycare for the day, and my wife was at work. This left just me and Noah.

One of the things that he liked most about this day was that I let him choose what we were going to eat for lunch in the garage as we worked on the car. I told him he could choose anything he wanted, and I would make it happen.

He thought about it for a short time and being only 5 years old he said to me “I want us to eat chunks of ham off of knives just like pirates would, and drink root beer!”

I chuckled but honoured his wishes of this lunch request – with my wife’s recommendation that we supplement with some vegetables as

well (which we ate off of knives too).

Whenever we talk about this particular day, the thing he remembers most is that lunch. He brings it up regularly.

Food is life, quite literally because we need it to survive, but food is also life in the sense that it brings people together and helps to celebrate relationships that we cherish so much.

For example, can you imagine a birthday party without a cake? Or what about a holiday celebration Chef Dez like Thanksgiving or Christmas without a feast?

No, I can’t either.

Eating in itself is a celebration of the senses as well as nourishment, so we remember these times so vividly, especially when the food is connected to a special time or occasion. Even if it is the simplest of preparation.

I could have easily just said to Noah that we will break for lunch to come inside and have something we would normally have. Instead, I gave him the choice and thus created a wonderful memory.

What can you do today with food (or drink for that matter) to create a wonderful memory for someone? It could be just as simple as treating someone to a coffee, or as elaborate as surprising a loved one with their favourite meal, or anything in between. Every day is full of choices in every aspect, and I know food is always one of those choices (at least three times per day).

How’s the car project coming along, you ask?

Well, to make a long story short, we figured it

would have been about 15 to 20 years before we ever got it done, and a lot of work that was way over our heads, so we sold it and got a new project car (our decision together) that we could at least drive while we fixed it up. That switch in project cars lead to a very slippery slope however and we have had a 1965 Pontiac Parisienne, a 1949 Chevrolet Pickup, and currently a 1967 Plymouth Barracuda (which we are still working on).
