Biggar Central School held their annual Track and Field Day at the Rec Complex, June 19 with the student athletes pushing themselves and each other in the spirit of friendly competition. Parents and grandparents came to cheer their stars on and volunteer to make the day go smoothly, letting the Blazer athletes have some fun as the school year winds down.

Council Minute highlights The regular meeting of Biggar Town Council was held June 4, at 7:15 p.m. in the Council Chambers.

Attending the meeting were Mayor Ray Sadler, Aldermen Penny McCallum, Kevin McNicholls, Kirk Sherbino, Edward Young, and Ivan Young.

Council resolved that the General Accounts Paid in the amount of $124,790.81, and the General Accounts Payable in the amount of $75,755.02, be approved.

Council resolved that the following correspondence be accepted for Council’s information and filed: Flaman Investigations - May 24, 2019 Report; PIWIK - May 2019 Web Site Report; SAMA - Certificate of Confirmation; Saskatchewan Health Authority - Brain Injury Information; SUMA - Symposium.

• Mayor Sadler declared a conflict of interest and left Council Chambers.

Floyd and Kelly Oesch and Dayna McComb attended the meeting to discuss their concerns with the emergence of food trucks in town and the impact they have on their business.

Council resolved that the owner of Lot 9 Block 30 Plan D4770 provided Council with an update on the nuisance order that was sent on October 3, 2018.

Council resolved that the following building permit be approved upon payment of the prescribed fees: Biggar Associated Gospel Church - church elevator; Lots 11-14 Block 42 Plan G167; Subject to compliance with the points noted in the Plan Examination Report from MuniCode Services Ltd., dated May 17, 2019.

Council resolved to review the Landfill Cleanup Services (with freon recovery) agreement with BN Steel and Metals, and further that the Town Foreman inquire about future rates prior to the expiry of our agreement.

Council resolved that the invoice number X33666 from Red Head Equipment for the repairs on the Case 590SN backhoe, in the amount of $9,625.38, be approved for payment.

Council resolved to review the inspection report from Finning regarding the required repairs for the landfill compactor.

Much needed rains come for Sask. crops Some of the areas of the province received rain last week; however, many of the areas in desperate need of moisture received little to no rainfall again.

The rain will help to relieve dry soil conditions in the areas where it fell, and encourage germination and growth on cropland, hay land and pasture, according to the weekly crop report for June 11 to 17.

The amount of rainfall varied significantly across the province, with many small, local-

ized showers rather than wide-ranging precipitation. The Melfort area received up to 90 millimetres of rain and the Goodeve area 77 millimetres.

Across the province, 56 per cent of fall cereals, 48 per cent of spring cereals, 52 per cent of pulse crops, and 36 per cent of oilseed crops are at their normal stages of development for this time of year.

Topsoil moisture conditions have improved with the recent rainfall.

Cropland topsoil moisture across the province is rated as two per cent surplus, 37 per cent adequate, 40 per cent short, and 21 per cent very short. Topsoil moisture on hay land and pasture is rated as one per cent surplus, 28 per cent adequate, 42 per cent short, and 29 per cent very short.

In Crop District 3AN, west of Moose Jaw, 75 per cent of cropland and 73 per cent of hay land and pasture have very short topsoil moisture.

In Crop District 8B, north-east of Saskatoon, 15 per cent of cropland and seven per cent of hay land and pasture have surplus moisture.

Crop conditions across the province are mostly ranging from poor to good and will be improved or sustained by the recent rainfall.

The majority of crop damage this past week was due to strong winds, insects such as flea beetles, cutworms and grasshoppers, and a lack of moisture.

Supreme Court of Canada set to hear carbon tax case on December 5

The Supreme Court of Canada has notified the Government of Saskatchewan that Saskatchewan’s challenge of the federally imposed carbon tax has been tentatively scheduled for December 5, 2019.

The Government of Saskatchewan previously announced the appeal to the Supreme Court of Canada following the 3-2 split decision delivered by the Saskatchewan Court of Appeal in May. “While our government was disappointed with the split decision from the Saskatchewan Court of Appeal, we believe that the federal government has violated the

constitutional jurisdiction of the provinces through the imposition of the federal carbon tax,” Justice Minister and Attorney General Don Morgan said. “Our government looks forward to standing up for the hardworking people of Saskatchewan against the frivolous and ineffective carbon tax in the Supreme Court of Canada on December 5.”

Saskatchewan’s Constitutional Law Branch is currently developing the province’s factum which is due to be submitted to the Supreme Court of Canada by July 26, 2019, 60 days following the notice of appeal.

Take a moment to reflect as we celebrate Happy Canada Day. Sometimes I don’t think we stop to really think about what it means to be a Canadian. We live in a pretty great country and enjoy lots of freedoms that we tend to take for granted.

News Media, the national newspaper association, is involved in an exchange of journalists from the Middle East. The representatives that visited that area tell me that the media is so heavily censored in those countries that they must register and operate their websites from another country.

Similarly on the return visit, those same journalists were amazed at what we are “allowed” to print about our politicians. That is a freedom that we should never take for granted.

I did have an occasion to visit a former Communist country. The tour guide told us of her childhood; she was only taught in school what the government wanted to be taught, was only allowed to read books sanctioned by the government. Again another freedom that we take for granted.

As we celebrate this year, let’s just take a moment to reflect on our good fortunes.

Then enjoy a great Canada Day celebration.

Celebrate Canada Day your way Canada Day. A celebration of what it means to be Canadian. Each celebration is different and diverse just as is the country. It could be a backyard barbecue with hamburgers or steaks, some refreshments and good company.

Some people celebrate with a block party, potluck, beverages, visiting, games, and maybe some fireworks.

If you happen to be on Parliament Hill that day the festivities are on a grander scale. Entertainment, lots of happenings and most definitely a spectacular fireworks display. When our 100th anniversary was celebrated Queen Elizabeth was in attendance.

rable Canada Day celebrations for our family was the year we were in Charlottetown, Prince Edward Island. The home of Confederation.

There were day long events in the park, a boat parade in the evening, lots of food and of course a great fireworks extravaganza to top off the evening.

Here’s a bit of trivia to keep you informed about Canada.

We were on a tour of Alaska and Yukon last year when we stopped for lunch halfway between Whitehorse and Dawson City. What, asked our fellow American travellers, are loonies and toonies. Yes, it seems Canada is the only country to label its currency from cartoons.

We explained a loonie is actually $1 (we don’t have paper bills rather coins) and a toonie equals $2. We also showed them a sample of our coins.

We were on a bus tour in San Francisco when the guide asked

how many Canadians on board. She then said she would try to convert any measurements into metric for us. One fellow from the back said, “that’s okay we are bilingual” meaning we could understand Imperial measurements as well as metric. However, Canada does have two official languages -- French and English.

We are good neighbours. Since 1950, Detroit and Windsor have celebrated both Canada Day and Independence Day. However, let’s be realistic. A typical Canadian will say Canada Day kicks off the season, those two months before winter starts.

She consented. During her month-long visit Evelyn Potter took more than 1,200 photographs of life in China.

This exhibition is generously supported by the University of Saskatchewan Confucius Institute, the University of Saskatchewan College of Arts and Science, the Diefenbaker Canada Centre and the Consul General of the People’s Republic of China.

Evelyn Potter is now living in the Biggar Health Centre. Her husband of many years, Doug, passed away a few years ago. These two, and their children, farmed south of Biggar for decades. Both contributed so much to our community.

Come into the Biggar Museum and we can point out things that Doug built for the museum, besides being part of the team who built this whole building. We also have an exhibit with a list of Evelyn’s many accomplishment. These two worked together to improve their community, the Town of Biggar, and the lives of so many Canadians. For them we are so grateful.

This year the first day of summer was kicked off with lots of rain (which is fine by me because I keep forgetting to water the grass).

New Horizons has been slightly less busy since some of our activities have wrapped up for the summer but there’s still lots going on.

Every Monday, Wednesday and Friday there’s a crowd of about eight to 12 ladies that religiously come to exercise. Most mornings, we have a small group of people that come to play cribbage in the morning, and on Monday and Friday afternoons there

are one to three tables of kaiser players. Bingo is still every second and fourth Thursday of the month and has around 15-20 players at each game.

We had our Birthday Potluck on June 10 with a total of 28 in attendance. The half-andhalf winner of the day was Mildred Fast. A very Happy Birthday this month goes out to: Nettie Beebe, Margaret Cooke, Peter Flowers, Sharon Gartner, Larry Herzberg, June Hoppe, Ellen Kolenosky,

Elmer Kurbis, Rhoda Newton, Ray Pernitsky, Judy Rickwood, Kay Roach, Barb Swyryda and Margaret Wheaton.

We had bingo on June 13 with 15 players in attendance. The halfand-half game winner was Joanne Kral and the winner of the blackout game was Willa McIlwain.

On June 17 there were six people out to play kaiser. The first place winner was Joyce Colbert with 210 points, in second place was Isla Solanik with 189 points, and in third was Marie Roesch with 175 points.

The highest scoring game of the day was played by Joyce Colbert and Isla Solanik with 49 points.

The rains locally have come down almost perfectly for crops, rain falling slowly enough that it is able to soak in for crops to use.

But, photos recently posted to social media showed the rain which recently hit Swift Current came down in buckets, which of course causes localized flooding in urban centres where concrete and asphalt mean water has nowhere to go but to pool.

In rural areas rain can

also run-off fields, causing erosion, flooding crops, and causing damage.

Again locally in the Yorkton area we are aware of the impact of heavy rain events, being hit hard in 2010 and 2014.

The damage in the city has seen the municipalities invest millions in the last few years on projects hoped to mitigate heavy rain events moving forward.

The situation here is not unique as many communities and regions have been flooded in recent years, from lake resorts along the Qu’Appelle Valley, to the extensive issues around the Quill Lakes.

The situation may become more the norm unfortunately.

A

University of Saskatchewan study shows an increase in the frequency of heavy rain events in North America.

The research, in affiliation with the university’s Global Institute for Water Security, looked at weather data from around the world from 1964 to 2013.

Using a model to look at the situation over the

years, the study suggests there has been 8.4 per cent more heavy rain events in North America in the last 10 years of the study compared to minus six percent in the first 10 years, according to a recent Western Producer story.

That should be a disturbing trend for producers.

On the Canadian Prairies producers rely on timely rains to produce a crop in a region that would be an arid one if not for the long months of winter. Should rains become more torrential in nature on a more regular basis, the situation will not be good for food production.

With that in mind greater research is clearly needed, and more awareness of what might be developing in terms of weather patterns.

Happenings at Lord Asquith School Principalâ&#x20AC;&#x2122;s Message

My heart hurts a little knowing that this will be my last principalâ&#x20AC;&#x2122;s message. But, before we get to the end of the school year, we have a few weeks jam packed full of celebrations, field trips, year end activities and learning.

Track news This year we had another very successful track season here at Lord Asquith School.

We sent 29 athletes to our Conference meet, where we had 21 athletes place in the top six in their event, allowing them to move on to the District meet.

At the District meet, we had numerous athletes have personal best performances. For Midget, Junior and Senior athletes to move on the Provincials, you must finish in first or second place.

Maddyn Kereluck and Ethan Pederson represented our school at Provincials and did very well. Maddyn finished fifth in the province out of 28 athletes in Junior Girls Javelin with a throw of 31.91m. Ethan Pederson competed up an age category against 20 Grade 10 and 11 boys in the Junior Boys Qua-

datholon. The Quad is a one-day event consisting of a 100m dash, long jump, shot put, and the day finished with an

800m race. Ethan did great and finished eighth in the province.

Congrats to all the athletes on a very success-

ful year. Good luck next year. I hope to see you all at the track meets in the spring.

Henderson at peak of Canada’s pro golf mountain She’s got a perpetual smile, a great golf swing, super distance off the tee, a deft touch around the green and oh, by the way, Brooke Henderson is now the winningest Canadian golf professional in history.

And there’s a pretty good chance she’ll be adding to her total of nine; she’s only 21 years old.

Henderson, the darling of Golf Channel and the North American media, won the Meijer Classic on the Ladies Professional Golf Tour in midJune for her ninth pro title, breaking a tie with Mike Weir, Sandra Post and George Knudson the other members of a Mount Rushmore of Canadian golf (with apologies to Moe Norman).

And since she’s probably got a good 15 years of stellar play ahead of her, that number is bound to reach into the 20s or even 30s by the time she’s finishing knocking in putts and posing for photos with oversized cardboard cheques.

A native of Smiths Falls, Ont., Henderson won the Canadian women’s amateur at the tender age of 15 and tied for 10th at the age of 16 at the U.S. Women’s open, a harbinger of great things to come. By age 17, she was a fullfledged member of the LPGA Tour, winning her first title in 2015 and her first major, the Women’s PGA, in 2016.

Golf Channel loves her because she’s a winner, she’s an attractive blonde and she’s North American, offsetting the dominance of Asian players on the LPGA Tour.

Weir was quick with his congratulations for the new queen of Canadian golf: “I just appreciate watching good golf and I appreciate excellence in all sports,” said Weir, the biggest Canadian name in men’s golf after winning the 2003 Masters,

“When you see a player really excelling themselves and improving their own game and seeing them round into form, as Brooke has, it’s Bruce Penton great to see.”

CAA Says: Letâ&#x20AC;&#x2122;s Plan to Stay Safe this Summer Whether your summer vacation plans include camping, road trips, enjoying the cottage life, cycling, or a staycation, CAA Saskatchewan has put together some valuable tips to help keep you and your loved ones safe this summer.

Pedestrian and School Zone Safety: * School yards, playgrounds, and parks are still busy places for children of all ages.

Motorists, please watch for children, drive with caution and reduce your speed. Observe the posted speed limit and regulated days and hours as some areas may be designated for lower speed limits during the summer months. * Parents and caregivers, please teach children about pedestrian safety. Remind them to never run out in traffic or between parked cars,

buses or buildings. Look both ways before crossing the street, and cross only when safe to do so.

Donâ&#x20AC;&#x2122;t play distracted; avoid using cell phones for texting or gaming. Be alert, keep your head up, look around and always be aware of your surroundings.

Driver Safety: * Allow plenty of travel time to reach your destination. Set the GPS or review all maps and

directions before getting behind the wheel. Stow and secure loose objects.

Prepare children with everything they need before heading out. Plan your route in advance and share details with friends or family. Childrenâ&#x20AC;&#x2122;s car and booster seats should be correctly installed.

All passengers including the driver must wear seatbelts. * Drive according to the current weather and road conditions.

Remember the slow down, move over rule: Slow to 60 km/h on Saskatchewan highways when passing working tow truck operators and first responders. * Please donâ&#x20AC;&#x2122;t drive impaired. Pack a roadside assistance kit and include a flashlight with extra batteries, a firstaid kit, tire pressure gauge, pliers, adjustable wrench, blanket, or purchase a roadside assistance kit. Add non-perishable food and water, windshield washer fluid, jumper cables, and emergency flares or reflectors. Pack a mobile phone with charger, for emergency use only.

Ensure that your driverâ&#x20AC;&#x2122;s license, vehicle insurance, travel insurance, and CAA membership are up-to-date. Highways will be busy this summer with increased traffic of cars, trucks, bicycles, motorcycles, recreation vehicles and farm machinery. Letâ&#x20AC;&#x2122;s share the road safely and responsibly. Be on

the look-out for wildlife.

Remember to keep two hands on the steering wheel, remain focused and attentive.

Driver Distractions: * A November 2017 CAA Saskatchewan poll found an overwhelming majority of drivers in the

Prairies think texting and driving is getting worse.

Texting and driving is tied with drunk driving as the No. 1 road safety concern among drivers, according to CAAâ&#x20AC;&#x2122;s poll.

Ninety-six per cent say that drivers who text and drive are a threat to their personal safety on the road. Eliminate distractions while driving, such as use of mobile phones, eating, drinking, adjusting entertainment or navigation systems, grooming, long conversations and smoking.

Keep your eyes and mind focused on the road.

Automotive & Recreation Vehicle (RV) Safety: * Have your vehicle inspected prior to travelling to ensure your vehicle is in top operating condition and to avoid breakdowns during your summer travels. If unexpected breakdowns do occur, be sure to have access to a roadside assistance provider. * Check the tires, brake

fluid, coolant and oil plus window washer wipers and fluid. Examine belts for proper belt tension.
