Biggar Central School Seniors held a mini tournament, March 2. Scheduled to be both Senior boys and girls teams, unfortunately the weather brought some cancellations on the girls side. The boys went ahead with their side of the tourney, bringing in teams from Asquith and Eatonia. While cold outside, the action on the court heated up with the hometown Blazers putting in some solid play as the season comes to a close.

Record Crop Insurance coverage for Sask. producers In 2019

Federal Agriculture and Agri-Food Minister Lawrence MacAulay and Saskatchewan Agriculture Minister David Marit announced, February 26, enhancements to the 2019 Crop Insurance Program.

Once again, Saskatchewan producers can access the highest coverage in program history as the Crop Insurance Program evolves and continues to adapt to the changing agricultural landscape in the province.

“Insurance-based programs help to ensure farmers have the tools they need to maintain and grow their business,” said MacAulay. “Through the Canadian Agricultural Partnership, our government is working closely with provinces and territories to ensure we have business risk management programs that meet the needs of farmers.”

“By investing in sound risk management programming, we are providing a foundation for our agriculture industry to grow,” Marit said. “We want farmers to be innovative, make sound business decisions, and propel the industry forward as agriculture continues to be a major driver of our provincial economy.”

On average, Crop Insurance coverage levels are increasing to a record $230 per acre, up from $216 per acre in 2018. The average coverage remains strong due to the success of Saskatchewan producers’ ongoing improvements in crop production with an increase in overall yields. Premiums have

remained relatively steady, with the premium per acre only slightly increasing to an average of $8.61 per acre, up from $8.41 in 2018.

Producers faced ongoing challenges throughout the 2018 growing season. Excess moisture delayed seeding, dry conditions and localized flooding challenged summer growing, and early frost and snowfall delayed harvest. Compensation for producers is estimated to reach $300 million in claims.

Despite the challenging growing season, there continues to be a strong balance of funds allowing the Saskatchewan Crop Insurance Corporation (SCIC) to keep premiums low for producers.

There are a number of enhancements for the Crop Insurance Program in 2019.

Sask states case against feds Bill C-69 Energy and Resources Minister Bronwyn Eyre appeared before the Senate Committee on Energy, the Environment and Natural Resources in Ottawa, February 28, stating Saskatchewan’s unequivocal opposition to the federal Liberal’s proposed Bill C-69.

Intended to come into force this summer, Bill C-69 - which was referred to the Committee after its second reading in the Senate on December 12, 2018 - would make fun-

tors. Bill C-69 disregards provincial jurisdiction and fails to recognize the proven track record and expertise of provincial regulators.”

The major issues of concern to the Government of Saskatchewan include: unpredictable and unreasonable timelines; new, subjective criteria; opportunities for duplication and jurisdictional overreach; and the removal of the current standing test.

The elimination of the standing test means that any organization or individual would be allowed to participate in a public review process of any major project, including a new mine or pipeline which could dramatically increase costs and the timeline for environmental approval. New, subjective criteria, such as the analysis of the “intersection of sex, gender and other identity factors,” would also be introduced, leading to further delays.

In August, at the Energy and Mines Ministers’ Conference in Iqaluit, Nunavut, both Saskatchewan and Ontario did not sign on to the final conference communique, citing Bill C-69 as a threat to Canada’s energy sector

competitiveness.

The Government of Saskatchewan is not alone in its criticism of this federal legislation. Major industry associations also

oppose Bill C-69 and have warned that no new large projects will ever proceed in the future if Bill C-69 is implemented.

Political decisions affect ordinary people Greetings from Ray Sadler the very proud mayor of Biggar, Saskatchewan.

I wish the best to the residents of the Town of Biggar and the residents of our rural municipal partners. May health, happiness and joy fill your year 2019.

The term “the wow factor” was the description of our three prairie provinces. Saskatchewan, Alberta and Manitoba workers settled in these diverse economic climates and commerce on all levels was allowed to prosper. The economic engines were running smoothly.

The word “Kisiskatchewani Sipi” is the indigenous Cree people’s name for Saskatchewan. The name means “swiftly flowing river.” Our beautiful province of Saskatchewan has grown since 2006 by 130,000 people. We have people from all over the world coming here to live and work. Saskatchewan and its people, through hard work and sound decision, unify with the other provinces to make our country an amazing place to live.

However, our “swiftly flowing river” has been slowed down to a point and stopped. Damming the flow of industry and commerce based on economic drivers is current government legislating based on self seeking political agendas. Timing on these legislations to change national economic drivers could not be worse.

Canada or “Kanata”, at one time, had a renowned presence on the world stage as a thinking nation that made wise political decisions that benefitted all Canadians.

Our Town of Biggar and our rural municipal partners can build strong relationships that will benefit all of Saskatchewan and Canada as we do our part as Canadians in industry small or large. My thoughts, in the humblest of words, are for Members of Parliament, Members of the Legislative Assembly, mayors, reeves and councillors, is to re-think and go back to work for the benefits of the people and for the people you were elected by and for.

SNC Lavalin: What would Sir Wilfrid do?

by William Watson, Professor of Economics at McGill and Senior Fellow with the Fraser Institute Having lived all my life in Quebec, I can imagine where the SNC Lavalin affair is headed next.

Like almost anything in Canada, it will become a source of French-English resentment. SNC is a great Quebec company, the narrative will go, a jewel in the Quebec, Inc. crown. The former Minister of Justice and Attorney General—or MOJAG, as she refers to herself in transcripts of her text messages with her COS (Chief of Staff)—is a unilingual anglophone from British Columbia. Anglophones, the story will continue, are unreasonably rigid about questions of corruption. The more worldly Gallic approach is that (shall we say)

facilitation of one kind or other may sometimes be necessary, especially in places like Gaddafi’s Libya, if business is to be done at all. To think otherwise is naive and boyscoutish. The decision to prosecute SNC Lavalin, rather than provide it with the Deferred Prosecution Agreement that, thanks in large part to its own lobbying, is now available as an alternative to full-blown trial, is therefore tantamount to persecution.

To play devil’s advocate for just a moment, one permanent responsibility of the prime minister of Canada is to avoid dust-ups between its two founding peoples.

If the management of SNC warned the PMO, as it very much sounds it did, that proceeding with a prosecution would cause it either to move

its headquarters outside Canada or even to fail altogether, a responsible PMO would have to weigh that possibility. It would first have to decide whether the threat was credible. (I have no way of judging.)

If it concluded it was, it would have to try to gauge the likely impact, not just on jobs, but on politics writ large, in terms of the effect on English-French, QuebecRest of Canada relations.

It’s not the PMO’s or the Government of Canada’s fault that SNC has totemic importance in Quebec, but it does.

It’s not impossible to imagine that a government seized with this problem would in turn seize on a DPA—an apology, restructured practices, and a fine big enough to be a serious disincentive—as a

reasonable way of getting an anti-corruption message across while at the same time limiting the damage to Canadian federalism. All the while, it goes without saying, some corners of the PMO would also be calculating the likely effects of different choices on Liberal Party fortunes—politics writ small. Such considerations should not have been allowed into the discussions but, let’s not kid ourselves, they would have been at the front of many discussants’ minds.

I suspect Sir Wilfrid Laurier, original practitioner of the “sunny ways” the current prime minister professes but doesn’t always practice, would have recommended this approach. Laurier was a lifelong champion of compromise and accommodation between what used to be called the founding “races” of Canada. Get the message across, punish the firm, but do not risk

destroying it, may well have seemed a reasonable compromise to him.

I also suspect that once his MOJAG had made up her mind, Sir Wilfrid, a devoted admirer of the British constitution, would have stood back and let her get on with it (though of course in his day MOJAG would not have been a she.)

One way in which Sir Wilfrid would have had the advantage over our current prime minister is that he was a liberal of the old school, the 19thcentury variety, steeped in the philosophy of John Stuart Mill. He did run into difficulty with individual business firms, railways in particular.

But the liberalism of his day favoured a division between business and government. Businesses should compete with one another. May the best business win. And the government should confine itself to providing a legal and fiscal framework within which

business in general could thrive. But to identify the fortunes of any particular business with the common weal he would have considered an error.

In our day and age, separation of business and state is a principle honoured only in the breach. Quebec is regarded as being particularly enthusiastic about developing national champion businesses and “incubating” winning firms that then embody the national will of Quebecers. But this sort of thing is commonplace everywhere now, albeit not always done with the panache achieved in Quebec.

The ribbons politicians so enjoy cutting as they hand out grants, and loans that turn into grants only seem to be cuttable. In fact, they end up binding the fortunes of governments and firms in ways that both should by now understand can lead to disaster.

Weighted blankets provide comfort

Weighted blankets not only help ease anxiety but can also reduce or manage symptoms of autism, post traumatic stress disorder, sleep disorders and nervous system disorders.

As with anything a word of caution: make sure you read the manufacturer’s label. If you are making your own be conscious of weight requirements and personalize for the individual. If the blanket is too heavy, particularly for children, it may be overwhelming.

Blankets are the best even if they are not weighted. I know many people who take their blanket with them when they leave home.

One day I received a text from my daughter with a pattern for weighted blankets. She said I should make one for my grandson. I took a look at the pattern and it really is not difficult to make, the problem is finding the beads for the filling. After a month of looking I told her that I was having a hard time finding the beads and she said not to worry she had ordered one from a home party consultant.

Needing to feel the weight of a blanket is not something new.

Many times my mother and grandmother would make thick quilts or heavy down blankets for the beds. There was something comforting about sleeping under all that. I thought about it for a while and decided to do some more research on the weighted blanket phenomenon.

The Jam Session was held on February 20. We had six entertainers come out to play some music including Bob Wiseman, Caledoia Donahue, Dwight Hemmele, Bill Haffermehl, Bob McQuire and Gordon Laycock. The attendance was quite low at this last Jam Session with only 18 spectators.

Y.T. is kind of jealous about that, because he never looked very good in anything!

When we were kids the folks let us stay up once every year and listen to Big Ben as it chimed out midnight on December 31! And later (while in the army) we finally got a chance to hear it for real.

On that same year we did bring in the New Year in Europe, but I don’t remember any bells being rung!

We survived those times though, and came home to a world where most things ran on exact hours.

It took quite a few years (namely when Y.T. became 65) before we were finally allowed to turn the clock face to the wall, and deep in!

Right now I have an engraved watch that the folks gave me a few years ago. I look at it sometimes, but mostly my bladder tells me when it is time to wake up, just as cavemen were warned ten thousand years ago!

It seems that we have timepieces all over the place, and yet Y.T. doesn’t even need them anymore – no more of this “You’ll be late for work” stuff, unless one

calls the few little jobs I do “work”!

We do use them now and then though to catch our favourite TV shows – and sometimes they are cancelled!

Like Omar Khayam wrote, way back in the 500s AD: “The leaves of life keep falling one by one...”

Speaking of Crocodile Dundee, I met an old self-styled Australian bushman one time, who claimed he could tell the time by the sun.

“When it is straight north,” he said, “it is twelve noon.”

We Saskatchewan types have some news for him, eh?

I suppose there are thousands of clock stories to be told (and probably another thousand that shouldn’t be told!) but Y.T. put a few of his here anyway.

A cow kicked me so hard in 1937 (a great year to be cow-kicked, eh?) that she broke my leg, and the old watch I was carrying stopped at exactly 6:36.

This was a big part of my young life up until that time, and Y.T. often thought he should keep that old watch as a momento, but a lot of other things happened and it got lost long ago!

Often folks point me out as a “bad actor,” but little do they know that Y.T. darn near became a thespian at that time... After all, he did “break a leg”!

On February 28 we had a great turnout for bingo with 19 people in attendance. The cash prizes for bingo winners increases with the number of attendance, so the more the merrier. We had a tie on our half-n-half game resulting in Evelyn Poletz and Margaret Irven winning the half-n-half pot.

The blackout game winner for the day was Agnes Watson.

The following is a report written by Ann Muc detailing the Monday Kaiser games: “In February we had three Monday afternoons of Kaiser. On the 4th, five players ventured out in the cold so

we played five games with one person sitting out each round. On February 18 nine people came so we had three tables with three people at each table. It was quite a challenge for those who aren’t used to playing this way.

Our winners were: first Raymond Silbernagle, second was Pat Turner, Ken Pearce and Ann Muc tied for third and Marie Roesch came in fourth.

Raymond Silbernagle had a high score of 233. Our last game of the month was on February 25 with 10 in attendance. The winners were: first Linda Vermette, second Marie Roesch, third Vera Halter and fourth Isla Solanik.

Enviromental issues impacting ag

by Calvin Daniels The future of farming may well rely on its ability to backfill raw products as society becomes more aware of just what its decisions as consumers mean to the natural world.

Without a doubt there is increased awareness regarding what the impact of what we do has on the environment.

Society is increasingly concerned when we hear about elephants being killed for their tusks, or what destruction of grasslands might mean to burrowing owls or black-footed ferrets, and that is generally a positive thing.

Moving forward consumers are also going to send messages with what they decide to purchase.

For example, a recent online Leader-Post article detailed “a report on tissue paper use gave failing grades to the leading toilet paper, tissue and paper towel brands for using only virgin fibre pulp, mostly from Canada’s old boreal forests.”

The report called The

Issue With Tissue, noted that the United States in particular drive the demand for the softest tissue “with the average American using almost three rolls each week and major manufacturers spurning alternative fibres …

“The U.S. is followed

by Germany and Britain in annual toilet paper consumption. They far out-pace the other nations. Canada isn’t in the top 10.”

Instead of looking at alternative fibres, manufacturers turn to soft woods predominantly from Canada’s forests.

The report is quoted as noting, “When the boreal and other forests are degraded, their capacity to absorb man-made greenhouse gas emissions declines. In addition, the carbon that had

been safely stored in the forests’ soil and vegetation is released into the atmosphere, dramatically undermining international efforts to reduce greenhouse gas emissions.”

The solution would be to have tissue paper made Calvin Daniels from alternative materials and that is where farmers could play a significant role.

The story even suggests a couple of alternatives, bamboo, and of more interest to farmers here is wheat straw.

Another obvious answer would be hemp, a fibre source that has long been overlooked because of concerns with its relation to marijuana. The potential for hemp fibre in a

Federal carbon tax to appear on upcoming SaskPower And SaskEnergy bills Starting April 1, the Federal Carbon Tax will be applied to all bills received

by SaskPower and SaskEnergy customers.

This will result in a monthly increase for the average residential customer of about $2 for power and $9 for natural gas for the rest of 2019.

“In Prairie Resilience, our government has a Saskatchewan-based solution to lower greenhouse gas emissions without a tax,” Minister Responsible for SaskPower Dustin Duncan said.

“SaskPower worked hard to ensure there would be no rate increase this year.

The federal government is imposing a carbon tax that will take more than $52 million this year and $546 million through 2022 from SaskPower customers.”

“Our government is currently reviewing a request

by SaskEnergy to reduce natural gas commodity rates to their lowest level in 20 years, effective April

1,” Minister Responsible for SaskEnergy Bronwyn Eyre said. “These savings would be wiped out by the Federal Liberals’ carbon tax, resulting in higher natural gas bills for homes and businesses. SaskEnergy serves 114,000 more homes and businesses, compared to three decades ago, and yet this larger customer base uses the same amount of natural gas as the smaller customer base did in 1988. This change happened through information, dedication and education - not unnecessary legislation.”

Customers will see the tax identified on their bills as a Federal Carbon Tax. The amount is expected to increase annually to coincide with the multiyear increases established in the federal plan. While the Government of Saskatchewan is challenging the carbon tax in court, it still applies during the legal process.

The charge will be

applied to SaskPower bills related to electricity produced by power-generating sources like coal and natural gas. This charge will equal an average 2.7 per cent rate increase for 2019, which reflects the estimated additional cost to generate power from these sources. For the average residential customer, it means an increase of $18 over the course of the year, rising to $63 in 2022.

On average, individual industrial customers will be paying an additional $164,600 this year, rising to $617,500 in 2022.

SaskEnergy customers will be paying about $70 million more the first year because of the Federal Carbon Tax. Customers can expect an additional charge of $1/Gigajoule or about $109 more this year for the average residential customer. There will be additional increases of about $54 per year through 2022.

But the industry is unlikely to rock a $31 billion boat without a push from somewhere.

There are two possible ways to push an industry, one being government legislation, created to protect the soft-wood forests.

The second, and certainly the preferred method, would be for consumers to seek out tissues with alternative

source materials, pushing manufacturers to make changes to hold market share.

Consumers can make a difference based on their purchasing choices if they choose to use that power effectively.

And, that might open new markets for farmers.

Nats News!

by Paula Shortt Kevin Fick is probably familiar to a lot of people. Not just for growing up and playing hockey here, but also as a father to two young hockey players/althetes as well as being an owned in two local businesses here in town.

He started skating in the Can-Skate program when he was 5 years old and then after a year or two joined the local minor hockey league. He played in Biggar up until his PeeWee year and then played AA in Warman in Bantam, and AA in Rosetown in Midget.

He started playing a little bit of Senior hockey right out of high school and then moved on to Junior B in Saskatoon playing for the Royals for a couple of years. Then he returned to Biggar to play on the Senior team.

During it’s brief hiatus, he played for Perdue for three years and Dodsland for one year.

When I asked what brought him to hockey, he was unsure.

“I don’t know because my parents weren’t really into sports that much, so I don’t know why they got me into it. But I’m happy they did because I’m very, very sports oriented in everything.”

His favourite things about hockey is probably the most common one – the comraderie.

“Probably being as a team and just having that social aspect of it.

And the competitiveness of it. I’m very competitive. Always was. But I really like the bus trips and the stuff behind the scenes is really nice to have.”

When it comes to being a good athlete and team

mate, Kevin believes it’s a combination of things.

“Skill – partly. But more stuff as in Team-Oriented rather than I-Oriented. You have to think of the people around you and support them rather than yourself first of all.”

Kevin is a Winger for the Nationals. It’s a position he has played his whole career. He jokingly told me, “There’s too much skating at Centre.”

Last year was a bit of a bust for Kevin. He only played three games before he broke his

femur during a game and was ambulanced to the hospital. He spent the rest of the season mostly housebound and missed out on playing the rest of the season.

So when I asked if there was any specific highs or lows from this season, his response was very humble.

“I guess the high part is that I was able to play. Because starting off I wasn’t really sure if I was going to be able to because of how serious this injury was.

Because I have a steel rod from here to here [in his thigh]. And a lot of people were saying how I wouldn’t be able to do this and wouldn’t be able to do that, and overall I can do everything I could do before. Just slower, that’s for sure. But I still

can. It doesn’t bother me as much as I expected.

That was a high that I can still get out there and play.

“This is probably my last year because I didn’t want the last game of my life to be me being carried off on an ambulance like I was. So my goal was to play until I was forty. That’s why I’m playing one more year. It’s kind of tough after breaking that and everything. I’ve got two little boys who idolize the sport, so they are pretty sad that their dad is going to be done.”

The Nationals team always has good things to say about the fan base here in Biggar, and Kevin was no exception when I

interview him just before the play off game with Unity.

“We are just always thankful that they come out and watch and be supportive of us. Small town hockey is built around people coming out … because we depend on them coming to the games. We usually, typically have pretty decent crowds around here so it’s really nice to see.

And then once playoffs hit and if we can make a run, then it doubles and it really turns into a buzz. So we are trying to get to that tonight. It’s just nice to see them out and their support over so many years.

The Wilkie/Unity/ Biggar karate clubs hosted a very successful 2019 Karate (Kata) Championship as part of Wilkie’s Farmers’ Days festivities on February 9th, 2019.

The 13 annual tournament was held at McLurg High School and sponsored local athletes

from North Battleford, Saskatoon, Edmonton, Bonnyville as well as Wilkie, Unity and Biggar areas.

Sword demonstrations were presented by Sensei Carry Grant - a fourth degree black belt in Shito-ryu and third degree

black belt in the art of Batto (Art of the Sword).

Aproximately 50 competitors competed for gold, silver and bronze medals. There were four events – kata, team kata, weapons kata, and Batto.

Good sportsmanship was shown by all.

OBITUARIES Robert (Bob) Grant HAFFERMEHL February 23, 1936 - March 2, 2019 bThe death of Rob Robrantt ert (Bob) Grant Haffermehl off Biggar Sask. k. occurred in the Biggar and District Health Center on March 2, 2019 att the age of 83 3 years.

Robert was born at Biggar, Sask.

Februask on ary 23, 1936. Robert attended school at Castlewood but was very happy to go farming with his dad following his formal education. He has always taken great pride as a farm operator and was the driving force and a prime decision maker, which has resulted in the successful operation of the family farm. He was heavily involved with crop planting and cultivation as well as livestock management, including calving and animal health issues. The farm operation also heavily involved his brother Don, as well as brothers Jack and Bill during busy seeding and harvest times. There was also help from the nieces and nephew.

Outside of the farm, Robert has had a continuing interest in dancing, especially attending and assisting old time dance clubs and was a member of the local square dance club for 20 years. He often talked about the many girls he danced with but somehow was never able to settle down with one as a life partner.

For a number of years in the 50’s he took up the fiddle and together with his brother Bill, they played at local dances.

He has always had a keen interest in sports both local and national, often attending summer sports days. But also he looked forward to TV sports especially CBC Saturday Night Hockey when he was able to listen to the Old Time Dance Party as well.

While growing up, he often chummed with many young neighbor guys his age, even helping them build their houses and other structures.

After completing a telephone line maintenance course in Regina, Robert assisted Archie Affleck in keeping the old style party line phone service working. This involvement was for a period of about 10 years in the 60’s and 70’s.

It was especially challenging during the harsh winter with deep snow, cold temperatures, and often ice on the lines,. It was in the days before snowmobiles and warm Ski-Doo suits.

Robert was the snowplow operator for the local snowplow club in the 50’s and 60’s. The snow was deep in those days and the winters were cold, 30 below or more with winds. Clearing the roads for the school bus necessitated his getting up at 4 or 5 in the morning.

It was extremely challenging as it was before there were four wheel drive tractors, before cabs on tractors and before heated shop to warm the tractor up.

It was these challenges that brought out Robert’s inventiveness. Those snowplows were created and welded together by him. There were other inventions too.

He developed a workable self propelled grain auger that you stood on and placed where you wanted it by pulling hydraulic levers. Also, rather than buying

With the passing of Don in 2016, near Bob’s 80th birthday and advancing prostrate cancer, his energy levels dropped, necessitating land rentals of the fields that he had worked for nearly 70 years. Also, he had to give up his beloved cattle which he missed so much when they had to be sold.

Robert had a great memory for names and birthdays of friends and neighbors,.

He remembered in detail, events that happened years age, down to exact date.

Robert had a full, successful and complete life in almost every way. In the end, he was a kind and gentle and generous person who freely gave of his time and friendship. He will be missed, and always remembered by all who knew him.

This year, 55 new weather stations will be added throughout the province to increase SCICâ&#x20AC;&#x2122;s weather data network and to ensure the weather information captured is more reflective of the farms it represents.

Tips to help lower your kidsâ&#x20AC;&#x2122; intake of sugary drinks (NC) Did you know that sugary drinks are the main source of sugars in the diets of Canadians?

Drinking sugary drinks may lead to increased risk of obesity, type 2 diabetes, and cavities in children.

Sugary drinks can include: iced tea, fruit

juice, soft drinks, sports drinks, energy drinks, fruit-flavoured drinks and punches, sweetened plant-based beverages, flavoured waters with added sugars, sweetened milks like chocolate milk, sweetened hot or cold tea, coffee, hot chocolate and other specialty
