West Central Literacy believes in starting them early so healthy habits become simple, normal, ingrained living.

The Biggar Senior Nationals hit the ice for Game 2 of their best of three opening round Provincial C playoff series, February 8. The Nats played solid against the Kinistino Tigers of the Wheatland Hockey League, taking Game One in Kinistino, 2-1, then at the Jubilee Stadium, 4-2. They now take on the top team of the Twin Rivers Hockey League, the Birch Hills Blackhawks. Go Nats!

Initial outlook shows average spring runoff for most of Saskatchewan The Water Security Agency (WSA) has released the preliminary spring runoff outlook for 2020.

Although well below normal snowfall accumulations have occurred to date over the southern portion of the province, near normal snowmelt runoff is expected over these areas because of an extremely wet fall.

Throughout the fall, most of southern Saskatchewan received precipitation well above normal, with the wettest areas being around Swift Current and the Souris River Basin. While wet conditions at freezeup increase the runoff potential during the spring melt, it does not guarantee that a flood

will occur.

In central and northern Saskatchewan, below normal spring runoff is expected across most areas because of near normal moisture at freezeup, combined with below normal winter precipitation. Only some northern areas, particularly around Cluff Lake, have received near normal winter pre-

cipitation to date.

Last summer saw near to above normal rainfall, which alleviated the dry conditions experienced throughout most of the grain belt last spring. The only areas where drier than normal conditions still existed at freeze-up were around Kindersley, between Saskatoon and

Prince Albert, and a small area northeast of Yorkton extending to the Manitoba border.

While conditions over much of the south were wetter than normal last fall, conditions were not as wet as the falls of 2010 and 2016.

Precipitation amounts are predicted to be near

normal across the province for February, March, and April. However, the spring runoff outlook could change as there is potentially another eight to 10 weeks of winter remaining. The first spring runoff forecast will be issued early in March.

The Mothers of the Year Tea, to be held at the Biggar Community Hall, brings together women nominated from their respective communities not necessarily mothers - all to raise needed funds for the Biggar Prairie

Branches. It not only is a chance to treat those special women, but a great chance to treat yourself to an afternoon of pampering, good company, and entertainment.

Nominations for Biggar’s Mothers of the Year are currently being sought. Nearby communities will be holding nominations for their Mothers of the Year, also to be honoured at the tea in Biggar.

If you know someone who deserves a bit

by Cpl. Dereck Crozier, Biggar Detachment, NCO IC There were 72 calls for service this past week in the Biggar area. From the numbers it appears

that our provincial traffic team spent some time in the area with 38 traffic infractions cited.

I hope that the majority of you have been practising good driving habits

and remember that SGI has increased distracted driving/cell phone tickets from $280 to $580 for a first offence, $1,400 for a second offence, and $2,800 for a third

offence.

In the mix this week, we had a couple of Break and Enter calls, two suspicious vehicles, two domestic assaults, one minor assault, one colli-

sion to attend and eight various traffic related complaints. There was a mix of 18 other calls that required minor police intervention, including one stolen truck recov-

ered in the Town of Biggar, and charges were laid this week in a large fuel theft that was being investigated.

The Biggar and District Ministerial Association met February 4 and agreed to bring a Mental Health First Aid Basic Certification Class to Biggar, March 19 and 20.

This course was developed by the Mental Health Commission of Canada and will be facilitated by a Bridges Health Instructor. It is the help provided to a person developing a mental health problem or experiencing a mental health crisis. Just as physical first aid is administered to an injured person before medical treatment can be obtained, MHFA is given until appropriate treatment is found or until the crisis is resolved.

This course is intended for adults interacting with adults. It is a 12-hour course that focuses on the four most common mental health disorders including substance related, mood related, anxiety and trauma related and psychotic disorders. Participants who take this course are well prepared to interact confidently about mental

health with their friends, family, communities and workplaces.

The course is based on the ALGEE model: Assess the risk of suicide or harm; Listen non-judgmentally; Give reassurance; Encourage professional support; Encourage other supports.

Participants will have increased awareness of signs and symptoms of the most common mental health problems, decreased stigma related to mental health; increased confidence interacting with individuals experiencing a mental health problem or crisis and increased ability to help individuals in crisis or experiencing a mental health problem.

With increased levels of anxiety in the world, at home, in school and the workplace, as well as the difficult farming year experienced in our area, it was felt an investment in our community’s awareness and skills to respond would be a benefit to all. The Ministerial has committed to funding a quarter of the cost

from the proceeds of the Lenten Lunches that will start Friday, March 6. We would welcome donations from the community to help support this initia-

tive and have applied for grants to help cover as much of the cost as we can so that will not be a barrier to participants.

The class can handle

up to 25 participants. A venue has not yet been determined as that will depend on the number of people who attend. If you or your employee is

Regulating media a step towards dictatorship Justin Trudeau and the Liberal’s have recently trotted out the idea of requiring media outlets to be registered by the government, a move that smacks of a heavyhanded, governmenttakeover.

We will never be their PR department and we certainly are not the CBC. Fortunately, the dimwitted idea was quashed earlier this month.

In history past, a policy like this is the canary in the coal mine - a move straight out of the “Dictatorship for Dummies” play-book.

Media outlets would have been servants of the government. Justin “Ummed and Ahed” his way around, pouting about how he believed in a “strong, free and independent press”.

Sure he did. We report-

ed on it. No one stopped us . . . sadly.

Every time Justin opens his mouth, we want to stop hearing, seeing the political accident that unfolds like a slow-mo car crash. No wonder they want to control the press. It’s the only way the Liberals can stop the horror.

Most Canadians who love a democracy should be afraid. Not only would this have applied to news outlets, but would have affected free speech on every level.

Yes, the sad wasteland that is Social Media is rife with twisted news. A recent “deepfake” video, Tweeted by President Donald Trump, of U.S. House Speaker Nancy Pelosi appearing to be drunk, was an attempt at demeaning the U.S. President’s impeachment tormentor. Two-and-a-

half million people saw it, and many believed Pelosi was four-sheets to the wind.

Yes. You want to stop this type of thing from ever happening - a childish president bent on school-yard vendetta.

Our society depends on truth to make informed decisions, and that comes from a media you can trust, not a smallminded narcissist with a

Twitter account.

Social Media has sadly eroded that confidence and created a cesspool of criticism and malice.

But Trudeau’s licensing attempt would have left the public stranded in a world of governmentissued narrative.

The truth would not have been out there.

It would have been in Trudeau’s back pocket.

Letter to The Editor Dear Editor, Back in the day of Elliott Ness and the Chicago gangs, the Mob Boss’s eventually got what they had coming. They were “Taught a Lesson”.

I wonder if the Mob Boss’s of the belaclava wearing criminal gang, fast becoming one of Canada’s worst . . . I believe they call themselves UNIFOR . . . were also “Taught a Lesson”, would the Regina Police be obtuse to that too?

I’m also wondering if any of those involved in the criminal behaviour at the Co-op refinery could later be fired? Lets hope so!

Fight climate extremists before they upend society

by Ross Mckitrick professor of economics, University of Guelph; senior fellow, Fraser Institute Last year was the year the climate issue took a sharp turn towards extremism.

Let’s hope 2020 is the year sanity makes a comeback.

There have long been three groups occupying the climate issue. To avoid pejoratives, I will call them A, B and C. The A group are the doubters. They don’t believe greenhouse gases (GHGs) do much harm and they don’t support expensive climate-policy interventions. If we must choose between climate policy and the continued use of inexpensive fossil energy, they readily choose the latter.

The C group think the opposite; they fear a climate catastrophe, they foresee a crisis and they want urgent action, regardless of cost, to stop it.

The B group are in the middle. They believe, or say they believe, that GHG emissions are a problem and must be reduced. They are vague on the question of how much and when, but in general they try to balance environmental goals with the provision of inexpensive energy and robust economic growth.

The leaders in business, government and the bureaucracy tend to be in this group. They have spent the last 20 years verbally acknowledging the concerns of group C and even borrowing their slogans, while quietly letting the A agenda mostly win out, which the underlying economics pretty much necessitates.

This uneasy compromise fell apart last year.

Despite A being a more natural ally for B, the B group long ago marginalized the A crowd and

instead tried to ingratiate themselves with the Cs. They funded them, welcomed the more congenial elements into their circles and adopted their rhetoric about sustainability, the low-carbon transition and the imperative for climate leadership.

To the B crowd, these were just nice-sounding sentiments – a bit of green window-dressing to help sell the growth agenda. But their new friends in the C crowd meant every word.

Thanks to 20 years of patronage and endorsement from the B crowd, group C is now in control and has dropped any pretense of commonality with B. They raised a generation convinced the apocalypse is nigh and they proved over the past year they can dictate terms of surrender to politicians everywhere.

To take one example,

the decision by the European Investment Bank to phase out all investments in fossil fuel projects – even natural gas – by 2022 and redirect a trillion euros into “climate action and environmental sustainability” is a clear signal that the Cs are not only at the table, they run the show.

Likewise, the worldwide declarations of a “climate emergency” and the embrace of net-zero targets means the B group is officially sidelined, at least in the West.

The exception among developed countries is the United States, where the Bs long ago recognized the true aspirations of the Cs and aligned themselves with the A crowd. They realized in the process that it’s a surprisingly large and energetic constituency, thus creating a coalition capable of keeping the U.S.

energy sector alive and the economy growing.

Other exceptions include the developing powerhouses of China, Russia (who both must relish the prospect of their democratic Western rivals abandoning world economic and energy leadership for climate’s sake) and India.

To those in the B group who are bewildered by the turn of events, I say this: you must win this fight and right now you are losing badly. At stake are the livelihoods of millions of ordinary people whose jobs and living standards will be destroyed if C prevails, not to mention the hopes of billions of people who want to rise out of poverty.

The old compromise is dead. Stop using C jargon in your speeches. Start learning the deep details of the science and economics instead of letting

the C crowd dictate what you’re allowed to think or say. Figure out a new way of talking about the climate issue based on what you actually believe.

Learn to make the case for Canada’s economy to survive and grow.

You, and by extension everyone who depends on your leadership, face an existential threat.

It was 20 years in the making, so dig in for a 20-year battle to turn it around. Stop demonizing potential allies in the A camp; you need all the help you can get.

Climate and energy policy has fallen into the hands of a worldwide movement that openly declares its extremism.

The would-be moderates on this issue have pretended for 20 years they could keep the status quo without having to fight for it. Those days are over.

One time in England, Mac and Y.T. were walking down a sunny boulevard in Aldershot, and from a low hanging tree branch I plucked a leaf and casually put it in my mouth.

Having been a highclass instructor myself onetime, of course we gave them one of our best salutes.

Sorry! Private Mason had completely forgotten to get rid of that leaf!

The Brigadier General only smiled a little bit, but not the Colonel. Oh no! In order to look extra proper to his superior, he gave me a terrible reprimand, leaving Mac and myself with the feeling that even if we were a couple of lowdown, untrained, unmilitary bums, we must hate officers!

As it turned out maybe I shouldn’t say that, because most of the officers we met in the regiment were a different type altogether.

I’m sure I’ve mentioned this before but Major McCordic told me more than once not to salute him, always call him, by his first name. And

also more than once Y.T. stood on guard with this Major who was so much just an ordinary guy!

Actually Y.T. was with a few of those high ranking types when they got hit and one can be pretty sure they didn’t want to be saluted then!

Saluting is a kind of respect though, and the way old soldiers see it now is the way it should be. On November 11 we lay wreaths on the local cenotaph, step back a little and salute. And it’s not because of their rank! Deep inside, all of us salute these guys . . . officers and men, who fought together and died together for what they thought was right!

In the future it is our hope that we never forget to salute each other when we meet, even if the salute goes something like: “Hya Mac! Howya doin’?”

Steady job growth for 18 consecutive months Job growth continues to remain strong and steady in Saskatchewan, according to Statistics Canada data released February 7.

January 2020 saw an increase of 3,900 jobs over last January.

There were 571,700 people employed in January 2020. There were 463,100 people employed full-time, which is an increase of 4,900 from January 2019.

“Saskatchewan has seen steady job growth for 18 consecutive months,” Minister of Immigration and Career Training Jeremy Harrison said. “This growth shows that our economy is resilient and benefiting Saskatchewan people with more opportunities for work in spite of external headwinds.”

Jobs also grew from the

previous month by 1,200.

The unemployment rate was 6.0 per cent in January (seasonally adjusted).

January highlights: • Off-reserve Aboriginal employment was up 5,000 jobs (up 11.4 per cent) for 7 consecutive months of year-over-year increases.

• Off-reserve Aboriginal youth employment was up 3,000 jobs (up 45.5 per cent) for 6 consecutive months of year-overyear increases.

• Female employment up 4,800 jobs (up 1.8 per cent) compared to last January; • Major year-over-year gains were reported for information, culture and recreation up 3,600 jobs; manufacturing up 3,400 jobs; public administration up 3,200 jobs.

Meet the cast of NCCP’s “All Shook Up” New Creation Community Players latest musical comedy, “All Shook Up” will run March 26-29 at the Majestic Theatre.

This week, we’ll look at the last of the lead characters for this hilarious musical comedy.

Marty Baroni Marty was born in Calgary and now lives in Biggar with his wife Destiny and daughters Hailey and Isabella. Marty is the Assistant Administrator for the Town of Biggar.

This is Marty’s first role with NCCP and joins his daughter Isabella who is in the ensemble. In All Shook Up, Marty plays the Warden.

Madeline Ellard Madeline was born and raised in Biggar and is currently in Grade 12 at BCS2000. Madeline played Scully in the NCCP youth production of the X-mas Files. Madeline has been in the ensemble with NCCP for many years in Mamma Mia, Young Frankenstein, Sister Act and Beauty and The Beast. In All Shook Up, Madeline plays Henrietta.

Melissa Silvernagle Melissa was born and raised in Biggar and is married to Colton and together they have three boys. Melissa is a Digital Ag Tech Lead with Agra

City Crop and Nutrition.

Melissa has done choreography for NCCP for the past couple of years as well as singing in the ensemble in Young Frankenstein and playing Lisa in Mamma Mia. In All Shook Up Melissa plays Prisoner No. 3 and is doing some of the choreography.

Jori Smith Jori was born in Grande Prairie, Alberta, and now lives in Langham. Jori is the Registration Administrator for the College of Physicians and Surgeons of Saskatchewan. Jori has been with NCCP for many years and was Elizabeth Benning in Young Fran-

Beulah Irene Causley August 1, 1928 – Feb 5, 2020 Bea is survived by her sister, Margaret (John) Molberg; nieces, (Michael) Bourassa and Darcie (Tim) Hammond; nephew, Dave (Tamara) Molberg; niece, Betty (Kelly) Moens and their sons Brad and Jon; nephew, Willie Robinson; Nieces, Margaret Murer, Heather (Bruce) Waldner, Holly (Sterling) Smith; nephews, Hart Godden, Daine (Carol) Tylor and Errol (Sabina) Godden; many great nieces and nephews. Bea was predeceased by her parents, Richard and Irene Rennie; sister, Phyllis Robinson and her husband, Chris. Beulah (Bea) Causley was born at Victoria Hospital in Prince Albert, SK on August 1, 1928. She lived in PA until her graduation as a nurse from Victoria Hospital in PA in 1949. Bea worked in the OR at University Hospital in Saskatoon as a scrub nurse, Head Nurse, then OR Supervisor from 1955-65. Bea was married to Chris Causley in November 1966 in Calgary. While in Calgary, she worked as Head Nurse of the Recovery Room at Calgary General Hospital from 1967-68. She also volunteered as a cuddler in the nursery at Holy Cross Hospital and Rockyview Hospital in Calgary.

Bea and Chris enjoyed their church choir, travel and photography.

Bea moved to Biggar in 2014 to be closer to her family. In 2016 she moved into the long term care facility in Biggar. Memorial service will be held at Biggar United Church, Friday, February 21 at 2 pm. If desired, donations can be made to the Canadian Cancer Society.

Bea’s family would like to thank the staff at Biggar Long Term Care for the excellent care Bea received during her time there.

Caren is preceded in death by her dad, Victor Rabby.

She leaves her husband, Darryl Holmstrom and her 4 kids. Karis (Blair), Kelcie, Keegan, and Kyler (Corbin). Her Mom, Maureen Rabby, and her sisters, Dawn (Scott) Case, Erin (Patrick) Melvin, and Lisa (Michael) Watmough. Also numerous nieces and nephews. Caren will be missed by all who knew her. She was funny and fun-loving. She was known to take in strays, both 2 and 4 legged and she loved and cared for them all. She had an infectious laugh and crazy humor. Caren had such a generous, caring and kind heart. She always found good in everyone. Gone much too soon, she will be so missed, by her entire family and her many friends. Remembrances can be made to the Canadian Heart and Stroke Association in Caren’s name.

Biggar Blazers Basketball The Senior Boys Basketball Team has been busy.

After a week off for exams they headed to Outlook for the LCBI tournament.

On Friday, January 31 the boys lost to a very tough Davidson squad.

This put them on the â&#x20AC;&#x153;Bâ&#x20AC;? side of the tournament On Saturday the boys started by defeating Herbert. Then in the â&#x20AC;&#x153;Bâ&#x20AC;? final the Blazers came away with a very exciting 69-68 victory over Kindersley to claim the consolation championship. Good job boys!

On Thursday, February 6 the Senior Boys hosted Kerrobert in an exhibition game and came away with a 82-56 victory.

This past weekend the Senior Boys headed to Delisle for a tournament.

On Friday, February 7 the boys lost a close game with Kindersley 53-56.

On Saturday the Blazers played some of their best basketball of the season.

In the first game they defeated Clavet 54-48 in a tough back and forth match. In the second game they beat the host Delisle team 71-43.

A great effort boys.

The Junior Boys Basketball Team ended their year with the sectional

playoffs in Plenty last Wednesday.

The boys played their best basketball of the year during Sectionals.

They played hard and lost in a close game to Plenty in their first game but rebounded to beat St. Gabâ&#x20AC;&#x2122;s in their second game.

The boys improved

their skills and game play greatly throughout the season and had lots of fun as well!

Februaryâ&#x20AC;&#x2122;s oil and gas public offering generates $1.9 million The February public offering of Crown petroleum and natural gas rights held Tuesday raised $1.9 million in revenue for the province of Saskatchewan, bringing the final total for the 2019-20 fiscal year to $17 million after six sales.

The Estevan area was largely the focus of bid activity, generating $1,646,667.23 for two exploration licences and eight leases totalling 18,559.271 hectares. The highest bonus bid received on a parcel in this offering was $701,759.56 for a 224.533-hectare lease northeast of Midale. This parcel was purchased by Millennium Land (222)

Ltd. and is prospective for oil in the Frobisher Beds of the Madison Group and the Bakken Formation.

Two exploration licences totalling 17,817.867 hectares in the Estevan area received a total of $633,045.67. These parcels are situated southwest of Radville and are prospective for oil in the Ratcliffe Beds of the Madison Group, the Bakken Formation and the Red River Formation.

Petro-Lin Energy Corporation bid $432,537.42 to acquire one exploration licence consisting of 9,167.813 hectares, while 1140234 Alberta Ltd. bid $200,508.25 on the

other licence totalling 8,650.054 hectares.

Saskatchewan has worked diligently over the past decade to create one of the most competitive business environments in North America, with a royalty regime that is stable and compares favourably with other jurisdictions.

Entities like Scotiabank and the Fraser Institute identify Saskatchewan as a destination of choice when it comes to oil and gas industry investment and profitability.

The scheduled date for the next public offering is April 7, 2020, which will be the first offering for the 2020-21 fiscal year.
