Jubilee Stadium was a busy place this past weekend as Biggar Minor Hockey showcased the athletes of the future with Biggar Minor Hockey Days, January 25-26. The love of the game was clearly on show as kids from our area hit the ice, giving all and loving the game in its purest form. A big pat on the back to Biggar Minor Hockey, parents, Jubilee staff, referees . . . all who helped make the day a huge success. It is here that the love of the game is fostered, and it is here that dreams are made!

Biggar’s Robyn Silvernagle and her team are off to the Tournament of Hearts.

Silvernagle defeated the Sherry Anderson rink for the second time in a row with an 8-5 win at the Viterra Scotties Provincials in Melville, January 28. Silvernagle will represent Saskatchewan at the Scotties Tournament of Hearts in Moose Jaw this February 15.

Silvernagle, out of the Battlefords Twin Rivers Curling Club, is a Biggar native, represented Saskatchewan in Nova Scotia at the Scotties last year.

On home soil this year, Silvernagle will go into the 2020 Scotties tournament of Hearts as a clear favourite on home soil.

Play begins February 15 to 23 in Moose Jaw. Congratulations, Robyn!

by Cpl. Dereck Crozier, Biggar Detachment, NCO IC This past week the Biggar RCMP responded to 41 calls for service throughout the area.

Sixteen were traffic related calls including two collisions.

There were two suspicious vehicles reported seen up around Arelee Road but member were unable to relocate.

There were three calls about drugs, one firearm complaint, four domestic assaults, two calls for mental health assistance and 13 other various

calls such as: A report was received that there were two moose walking in ditch along Highway 14 near Kinley, and a littering call were someone was seen dropping a Styrofoam coffee cup on the roadway.

Attempted Armed Robbery in Macklin On January 25, just after midnight, a male suspect entered the Macklin Hotel/Bar armed with a long gun and demanded money.

The bar employee was able to get away and lock herself in a back room.

No money was obtained by the suspect. It is unknown if the suspect left on foot or in a vehicle at this time.

The male is described as 5’8”, slim build, black clothing and a mask covering his face.

Saskatchewan posts lowest number of road fatalities in recorded history Drivers encouraged to help bring that number even lower in 2020

Fewer people were killed on Saskatchewan roads in 2019 than in any single year since records started being kept in the 1950s.

SGI’s preliminary statistics indicate 71* people were killed in collisions in 2019.

Over the preceding 10 years (2009-2018) Saskatchewan averaged nearly 140 road fatalities per year. Previously, the record low was 73, which occurred in 1951 when there was about a quarter the number of registered vehicles on the roads as there is today.

“This number makes it clear that many Saskatchewan people have decid-

ed that it is no longer acceptable for this province to hold a different record, and one that we held not that many years ago, where we had the highest number of road fatalities in Canada,” Minister Responsible for SGI Joe Hargrave said.

“I want to thank all Saskatchewan residents who are working to make our roads safer, and I’d like to particularly acknowledge the work by law enforcement, media, and families affected by distracted or impaired driving.

“However, collisions are preventable and even one traffic death is too many.

We can’t celebrate when people are still being killed and injured on our roads.”

As SGI reported in August of last year when releasing preliminary 2018 numbers, fatalities and injuries caused by traffic collisions continue to decrease in Saskatchewan, particularly those caused by impaired driving, distracted driving, speeding and improper seatbelt use. More enforcement, targeted legislation and powerful awareness efforts contribute to this, but it ultimately comes down to drivers making good decisions.

“When people make the decision to drive safely, it literally saves lives,” SGI President and CEO Andrew Cartmell said. “If you are one of the drivers who still chooses to take

risks like texting while you’re driving, driving when you’re impaired or driving at unsafe speeds, you are now in the minority. We ask you change your habits and become part of making this the province with the safest roads in Canada.”

Feds’ ‘Buy Canadian’ food campaign could be a disaster

by Sylvain Charlebois The federal government intends to spend $25 million over five years starting this summer to promote Canadian food products and instil pride in what our country can bring to our tables.

This is a great idea.

But promoting Canadian products may not be quite so simple.

The idea is to tell the story of our food sector and highlight the advantages of Canadian-made food products. The initiative also intends to provide transparency so Canadians can understand how our products are made. The focus is to build public trust in our food sector and promote Canada’s brand, if it can be defined.

The government is looking for a marketing firm to promote Canadian food products and hon-

To deliver on such an important task, the firm will need to rely on how we see Canada’s brand in food. But other than among a few bureaucrats, it’s unclear if there’s consensus on the matter. It will require some clarification.

It’s also unclear if the Buy Canadian initiative will support “Products of Canada” or products “Made in Canada” – there are subtle but important differences. “Products of Canada” means that all the noteworthy ingredients of a food product are Canadian and that non-Canadian material is insignificant. A “Made in Canada” product suggests the last step of processing occurred in Canada, regardless of where its ingredients came from.

These two labels have Canadians confused about what food products are truly Canadian.

The Buy Canadian campaign could support one, the other or both of these labels. Canadians could end up wondering what the campaign is actually supporting.

Naturally, this could be about “Products of Canada.” But given our climate and the fact we can’t grow everything year round, some “Made in Canada” products are worthy of support since the processing required generates important manufacturing jobs here.

But consumers need to know the difference.

But the “buy local” movement built by many provinces could further complicate things. Many provinces have been at it for years and, in some cases, decades. Food-

Hockey really is more than a game In watching this weekend’s Biggar Minor Hockey Day, seeing the smiles on kids faces as they chased that ever elusive black rubber disk, I was taken back to my times on the ice.

I can still remember my first time on skates, my first time white-knuckling a stick, and my first organized practice and game.

That joy of being on skates, finally figuring out the movement, feeling the open air rush across my face while Dad gave his encouragement as I raced around the frozen slough at our farm. I thought I was really flying, although I probably looked like a wounded stork.

There was a sense of pride as I looked over my first jersey, my new-to-me equipment. The nerves as I went into my first practice with my buddies and buddies who would eventually be lifelong friends.

Belonging to this group of hooligans . . . it was intoxicating! I didn’t want to let them down because I knew they wouldn’t let me down.

None of us really believed we were going to the NHL. It was just fun and really the only thing to do in a small Prairie town during the winter.

We’d suit up. Our coach would walk around the room passing out Juicy Fruit or Spearmint gum.

Game on!

We’d play, we’d watch other kids play, we’d

watch the seniors play, all the while eating copious rink burgers, chips and pop. Life was good.

We got older, played more, continued loving the game.

Watching kids this weekend, all at the beginning of their hockey lives, I have to admit, I was jealous. Due to medical issues, well . . . no more hockey for me.

Eventually, we all have to stop. I miss it so much.

Pat these kids on the back. Encourage and remind them what a special game hockey really is. And while you’re at it, thank Minor Hockey, parents, officials, rink staff - everyone who really make it possible for kids to hit the ice.

Adding a federal layer of marketing would only add more noise. And promoting Buy Canadian in some parts of the country, like Quebec, may not be the greatest idea. Just ask Walmart. Its Buy Canadian campaign was a disaster in la belle province.

Perceived protectionism can also become an issue. As a trading nation, Canada can’t be seen as a country that gives an unfair advantage to domestically grown and produced food products.

Agriculture and AgriFood Canada doesn’t have the greatest reputation when it comes to serving the food industry.

Farmers are often critical of our food systems.

But other elements of the supply chain shouldn’t be forgotten. If this initiative is about promoting the industry and providing transparency, then processing, distribution and service need to be in scope.

If not done properly, this program could be a complete disaster.

The Americans lost their case at the World Trade Organization when country of origin labelling was implemented a few years ago. Canadian cattle and hog producers will certainly remember.

And then we have Canadian cuisine. It’s highly unlikely that poutine, shepherd’s pie, Nanaimo bars, donair, Hawaiian pizza and butter tarts – all intrinsically Canadian – would be part of this initiative. These Canadian recipes have endured the test of time.

Perhaps it’s high time we promote Canadian cuisine and inspire our food industry to do more.

Innovation takes many forms; it’s not just about carrots, tomatoes, Canadian beef or wheat. Promoting Canadian food should be about consumers and not just about farm gate issues. Farm-

New Creation Community Players latest musical comedy, “All Shook Up” will run March 26-29 at the Majestic Theatre.

Let’s take a peak at some of the cast!

Erin Hadden Erin was born and raised in Southern Ontario.

After a few international detours, Erin and her husband Steve and their three young children found their way to Biggar in 2015 where they quickly became active members of the community.

This is Erin’s fourth production with NCCP. Last year she had her first opportunity to play a lead role, as Rosie in Mamma Mia. In All Shook Up, Erin

plays Sylvia, the owner of the local night-spot and bar where folks gather to have a good time with good music, be it rock or blues. She is very aware that she and her daughter, Lorraine are from “the wrong side of the tracks”.

Kathleen Kurulak Katie was born in Saskatoon and grew up in Biggar. Katie attends the University of Saskatchewan and is studying for a Biochem degree. Katie played Jessica in Annie Jr. and has been in the ensemble for many NCCP productions.

In All Shook Up, Katie plays Lorraine, the daughter of Sylvia, who runs the local honky tonk/blues

night-spot and bar. She is also looking for youthful love.

Tanya Lehnert Tanya was born in Cape Breton, Nova Scotia, and now lives in Biggar.

Tanya is married to Graham Lehnert and is the School Principal at the Springwater Hutterite Colony. Tanya has played Fiona in Shrek, Alice in The Addams Family, the Wardrobe in Beauty and The Beast, and many other lead roles as well as being in the ensemble.

In All Shook Up, Tanya plays Miss Sandra, the beautiful curator of the town museum and becomes the love interest that Natalie wishes to have for her own. Beau-

tiful and intelligent, she wants substance in a guy.

Wilma Kurulak Wilma has lived in Biggar since she was 10 years old. Wilma is married to Darren Kurulak and they have two adult children and is the School Principal at the Valley Centre Hutterite Colony.

Wilma has been in many musicals over the years

starting as Sister Margaretta in The Sound of Music (1985), and most recently as Mrs. Potts in Beauty and The Beast, and Sister Mary Lazaras in Sister Act as well as being in the ensemble.

In All Shook Up, Wilma plays Mayor Matilda, who is very conservative and wants to keep the devil out of her town. Her son,

by Chasity Braitenbach New Horizons has been a bit quiet this month, especially with the cold snap we had and so many people coming down with the colds and flus that have been going around town.

On January 6 we had Monday Kaiser. The win1/4 Page ners were as follows: in first place was Ken Pearce with 243 points, in second was Ann Muc with 212 points, in third was Joyce Colbert with 146 points, and in fourth was Marie Roesch with 143 points.

Despite all the obstacles, though, we still had fairly good turnouts for both of our bingo games this month. On January 9 we had 15 in attendance.

The winner of the halfand-half game was Sarah

Grant and the winner of the blackout game was Vi McCarty, who graciously donated her winnings back to New Horizons.

We had an attendance of 16 players at our January 23 bingo. The winner of the half-and-half game was Rhonda Smith and the winner of the blackout game was Pat Turner.

On January 10 Carmen from Pharmasave gave her monthly presentation to the New Horizons seniors. The topic of this month’s presentation was cholesterol.

Despite the cold, we decided to go ahead with our Birthday Potluck on January 13 of this month for our members with birthdays in January and we still managed to have an attendance of 22 people. The winner of the

half-and-half draw this month was Vera Halter.

The entertainment of the day was a comedy routine by “The Two Stooges” Marj Mackie and Joanne Kral, who read funny stories and jokes to the audience. We would like to wish a happy birthday to Clarence Bender, Jack Eckart, George Fast, Bill Fisher, Pat Keith, Levina Harris, Florence Johnson, Margaret Mackie, Gertrude Parker, Pat Phillips, Elsie Tremblay, Bob Wiseman and Tillie Zimmer.

Unfortunately our Jam Session this month had to be cancelled due to the cold, as a number of our entertainers were unable to make the trip out to Biggar to perform.

Understanding RRSPs to get the most out of your tax refund (NC) Many of us use Registered Retirement Savings Plans (RRSPs) because it helps us save for the future while reducing our annual taxable income.

Whether you have one set up or are thinking about opening one, tax expert Lisa Gittens shares some things to know.

Beat the deadline. You can contribute to your RRSP every year, but thereâ&#x20AC;&#x2122;s a deadline you need to meet and itâ&#x20AC;&#x2122;s always 60 days after the end of the year. The money you put in will be deducted from your overall taxable income from that year, so make sure you contribute on time â&#x20AC;&#x201C;

Depending on the amount, 10 to 30 per cent is taxed at the source, but thatâ&#x20AC;&#x2122;s usually not enough to cover the total tax you would owe when itâ&#x20AC;&#x2122;s declared as part of your income, so keep a few extra dollars handy to cover this, should it arise. â&#x20AC;&#x153;Remember, RRSPs have no minimum contribution and every little bit helps,â&#x20AC;? Saskatchewan develops new strategy to manage and reduce waste

Environment Minister Dustin Duncan released a new Solid Waste Management Strategy for the province January 23.

This strategy is a starting point to providing a practical and sustainable solid waste management system to achieve specific goals over the next 20 years.

Used packaging, food scraps, electronics, plastic, paper and scrap materials are a few examples of solid waste.

Saskatchewan produces the second-highest amount of waste per capita in Canada – an amount equivalent to each resident of the province generating about 842 kilograms of waste. This is roughly the weight of 60 regular household bags of garbage per person per year. The strategy was developed in an effort to change that statistic and move toward more responsible waste management.

“This strategy is about working together to address the ongoing chal-

lenges of waste management and to identify potential new economic opportunities for industry,” Duncan said. “This is important because the status quo is unsustainable and the province needs a comprehensive and strategic action plan to address the unique challenges posed by solid waste management.”

Since 2018, a Solid Waste Management Advisory Committee engaged extensively with stakeholders, which led to a list of recommendations for government to consider when developing the strategy. The strategy outlines six goals to reduce the amount of waste generated per person by 30 per cent by 2030, and 50 per cent by 2040, based on 2014 baseline levels.

The six goals are to: 1.) Enhance education, awareness and technical understanding of waste management best practices and the risks of improper practices across Saskatchewan;

2.) Encourage regional collaboration to enhance the cost effectiveness of waste management infrastructure; 3.) Foster innovative and sustainable solutions to manage waste; 4.) Demonstrate government leadership in waste management; 5.) Provide a modern, efficient and effective regulatory system for waste disposal and management; and 6.) Enhance waste diversion across Saskatchewan.

Meeting these targets will require dedicated efforts to educate and better inform waste management decisions by all Saskatchewan residents.

It will also require innovation and local solutions to better understand the value of the province’s waste as a resource, and build upon the success of Saskatchewan’s established recycling and waste stewardship programs.

“It’s no secret that waste is an issue in Saskatchewan and around

the world,” Solid Waste Management Advisory Committee Chair Richard (Porky) Porter said. “This strategy is a significant start and will help our province develop policies and programs to address a number of ongoing challenges related to waste management.”

Effective waste management is essential to responsible growth. The Solid Waste Management Strategy aligns with Saskatchewan’s Growth Plan and will serve as the roadmap for waste reduction and management for the well-being of the province, its people and its future.

“We are pleased that education is a priority and encouraged by the focus on waste diversion and organics management,” Saskatchewan Waste Reduction Council Executive Director Joanne Fedyk said.

Biggar Museum receives addition to their library

by Delta Fay Cruickshank for the Biggar Museum and Gallery A donor, who wishes to remain anonymous, came in and donated two lovely books to our Family Research Library.

The books are: Age Shall Not Weary Them, Saskatchewan Remembers its War Dead by Bill Barry with Doug Chisholm and Beth Parsons.

This is a list of those who died during both world wars. There is a small write up for each individual, where they were born, where they enlisted and where they died.

The other book is “Their Names Live On”, by Doug Chisholm. This book is a list of all those who died in the Second World War and who have bodies of water in the north of our

province named for them.

There are some interesting stories about many of those who died.

Do you have a relative who died in a world war? There could be some information on them you did not know.

These books are available for anyone to read in the museum during the museum’s open hours. If there is information you want to copy, we have an excellent photocopier, and our fees per copy are reasonable.

OBITUARIES John Richard Hogan Passed away peacefully at the Diamond Lodge Nursing Home in Biggar, SK on Friday, January 17, 2020 at the age of 81. John is survived by his daughter Pamela Hogan of Langham, SK; grandchildren, Kylen and Shelby Obermeyer of North Battleford, SK and Gabriel Hogan of Cut Knife, SK; brothers, Victor (Lesley) Hogan of St. Albert, AB; Tim Hogan and Mickey Hogan of Saskatoon, SK; sisters, Peggy Jackson and Colleen (Ken) Livingstone of Saskatoon, SK; longtime partner Hedy Lindgren and the Lindgren family; numerous nieces and nephews. John was predeceased by his parents, Joseph Leo Hogan and Mary Emma Hogan; brother, Leonard Hogan; sister, Patricia Stock. John grew up on the family farm south of Biggar, SK where he helped his father run the farm for many years. John moved to Biggar and worked in the grain elevator for a few years. He also did yard maintenance work and other jobs around the town of Biggar. John enjoyed cars and sports, particularly the Saskatchewan Roughriders, the Toronto Blue Jays and the Toronto Maple Leafs. Grateful thanks is extended to the staff of Biggar Diamond Lodge where John resided for the last few years.

John’s greatest love was his family and friends and he will be lovingly missed.

Astros face pressure to perform in 2020

Pitchers and catchers report to spring training sites in about two weeks and no team is facing more pressure to perform in 2020 than the Houston Astros.

Embroiled in a technologically-driven cheating scandal that goes to the heart of their 2017 World Series title, the Astros will be facing extreme scrutiny this summer as they try to win their fourth consecutive American League West pennant and third A.L. championship.

With the talent on the Houston roster - Jose Altuve, Alex Bregman, George Springer, Carlos Correa, Justin Verlander, et al - winning 95 games or so to top the A.L. West should be easily within the Astrros’ wheelhouse.

But if they hit a slump and a key injury here, or a cold hitting spell there can easily happen - then the skeptics are going to be out in full force.

Did they win the last few years only because of cheating? Did knowing that a fastball and not an off-speed pitch was on

its way give the Houston hitters an unfair advantage? If the Astros fall back into the middle of the pack in their division, or hover around .500 for a spell, they will undoubtedly be found guilty in the court of public opinion.

Naturally, Houston players want this cheating scandal to go away.

As if.

“The commissioner made his report, made his decision and the Astros made their decision and I have no further comment on it,” Bregman said at a recent fan-fest event, and reported by NBC Sports.

Pressed to elaborate, Bregman said: “I think in the 2020 year our actions will speak louder than our words.”

So true. If the Astros’ actions are positive, the heat will be reduced. If the team slumps, the wolves will be out in full force. Calls for Houston to be stricken of its 2017 World Series’ title, as called for recently

by Blue Jays’ outfielder Randal Grichuk, among

others, will get louder and more vociferous.

Stealing signs the oldfashioned way, by guile, or by a runner peering in from second base, have long been accepted as part of the game. Using electronics and technology to cheat is verboten, and the fallout from the Astros’ actions has only just begun.

Saskatchewan modernizes pipeline regulations Province introduces the first electronic pipeline registry in Canada The Government of Saskatchewan is modernizing and strengthening its regulatory oversight of oil and gas pipeline infrastructure in the province, with the proclamation of the Pipelines Amendment Act, 2019 (the Act).

“This is the culmination of several years work and delivers on our promise, made in 2017, to ensure that Saskatchewan citizens and our environment are protected to the highest standard,” Energy and Resources Minister Bronwyn Eyre said. “The introduction of substantial enhancements to our pipeline licensing system will also provide more efficiency and regulatory certainty for our oil and gas sector.”

In recent years, the province has enhanced regulatory systems to monitor and review pipeline construction and operations, with more stringent inspection, investigation, penalty and audit powers.

The new Act and regulations will expand regulatory oversight to include retroactive licensing of approximately 80,000 flowlines across the province over the next four years and more stringent scrutiny of applications at higher-risk locations, such as waterways.

With these changes,

the Ministry of Energy and Resources has fully addressed all outstanding issues raised by the Provincial Auditor regarding the integrity and safety of pipelines in Saskatchewan.

This is the first system of its kind in Canada to adopt an entirely electronic registry of pipeline licensing and administration. The Act establishes a new module in the Integrated Resource Information System (IRIS) for an Online license registry, similar to the Saskatchewan Land Titles Registry, which will issue and administer licenses for the oil, gas and mining sectors.

“In developing the pipeline regulatory framework, the Government of Saskatchewan worked to ensure both regulatory efficiency and predictability for operators,” Canadian Association of Petroleum Producers (CAPP) Vice-President of Western Canada Operations, Brad Herald said. “The new pipeline module, with its Online licensing registry, highlights the province’s commitment to monitoring and upholding the highest standards of safety for the public and the environment; standards that are also continuing priorities for industry.”

The new system will also streamline the review of applications and reduce the time required for routine approvals. In addition, the introduction of administrative penalties will complete the overall compliance framework tied to pipe-

line regulation. The Pipelines Administration and Licensing Regulations are now in effect, along with Directive PNG034: Saskatchewan Pipelines Code, which clarifies and enhances requirements set out in previous regulations.
