Council Minute highlights The regular meeting of Biggar Town Council was held December 17, at 7:15 p.m. in the Council Chambers. Attending the meeting were Aldermen Alan Boyle, Penny McCallum, Kevin McNicholls, Kirk Sherbino, Edward Young, and Ivan Young.

Councillor McNicholls, as Deputy Mayor, brought the meeting to order.

Council resolved that Bylaw No. 19-823, being a bylaw to Establish Fees for Tax Certificates and Searches, be read three times and adopted.

Twenty-two of those calls resulted in charges under the Traffic Safety Act along with one Drug Impaired driver being removed from our roadways.

We had a report of one suspicious vehicle roaming around and two commercial break and enters reported. There was a large number of Breach of Peace style complaints that required minor police intervention to help resolve the issues at hand.

one still remaining under investigation, where the rural property owner reports from the RM of Glenside that their horse was shot in the leg.

Don’t like an opinion, get ‘em fired Social media users love to believe they are influencing the world with what they believe are “insightful” comments.

They wield their weapon of choice, and they choose who succeeds and who is relegated to the dump.

Social justice warriors (SJW) or Antifa wingnuts quashed Cherry for having an opinion. Never mind that Cherry was pointing insensitively at a specific group of people who weren’t wearing poppies (I’d like to think that they didn’t wear them because they just didn’t know, but I digress).

Instead of just calling Cherry to account, indignant SJW’s went on the war path, calling for the coach’s head.

They got that. Then Jessica Allen of “The Social” piled on, taking aim at every kid who’s laced ‘em up.

Allen’s rant continues to bother me, and no accountability in her case has been taken. Guess it wasn’t against a visible minority - just white males.

In her bigotry, however, she hit a nerve with everyone - male, female, black, white . . .

Comedian Bill Burr - a Bostonian with a poison wit - calls SJW’s and Antifa members, “rats”.

Burr adds that if you look back at anyone’s past, you are going to find something that is or could be twisted to smear their name and character.

Everyone, Burr adds, has something that is bad or embarrassing - those mistakes are what make us human. No one is perfect.

Well, guess what? Seems “Climate Warrior” Greta Thunberg has been ousted. Seems the uptight teen’s Facebook account isn’t written by her.

Go figure.

A recent Facebook update accidentally revealed that Thunberg’s father, Svante, and UN climate puppet, Adarsh Prathap, were behind the toxic teen’s posts.

Offended social media/SJW’s better look back into their own past, cover their own misguided schemes, lest they be toppled from their soap box.

Bill 194 attacks the democratic process

by Peggy Hasein Bill 194, the Miscellaneous Municipal Statues Amendment Act, was recently given second reading in the Saskatchewan Legislative Assembly.

Bill 194 gives municipalities the option of posting information using media other than newspapers such as web sites or social media or other alternatives. This means that it will be up to YOU, the taxpayer to seek out this information. Information such as zoning bylaws, elections, failure to advertise employment opportunities.

Before you shrug your shoulders and think this will not affect you, think again.

What if you wake up one morning to find construction happening at the end of town on the former CN lot? After asking you find that a pig barn is being built and all the zoning bylaws have been approved by council. You did not know and claim you were not informed but you find out it was posted on the web site.

Or, maybe it wasn’t posted on the web site.

In theory council could approve all the requirements, print them on an 81/2x11” piece of paper and post it on the bathroom door at the town office. That would meet all the requirements of posting the information in a public place. Now the residents of Biggar

will have to live with a pig barn in their backyard.

Council will probably say this would not happen. Remember, this is a council who does not even publish the financial statements in the paper. Presumably they are posted on the web site. And, it is not just about this council but future councils.

What Bill 194 does is move the onus on elected officials to inform the public to making the public responsible to seek out this information. It will require constant searching on the web site on a daily basis to keep abreast of any happenings.

The Hon. Lori Carr is in charge of the Ministry

of Government Relations. It is her office that has approved the bill. There are no checks and balances in this bill to provide for municipalities that skirt the law.

And, we have seen evidence of that recently as rural municipalities and towns have been taken to task for not informing the public. Imagine what will happen if the laws are loosened.

Steve Jobs said, “Don’t be trapped by dogma which is living with the result of other people’s thinking.”

Yet, that is exactly what the minister has done in this case. She failed to properly research the issued before making a decision. She failed to properly assess all the

implications. Instead she believed what “everyone” told her that “everyone” uses social media. She was irresponsible in not implementing some sort of independent process to keep track of whether the public is being informed.

Nine out of 10 Canadians still read newspapers. Fifty-four per cent of Saskatchewan residents say their community newspaper is the preferred media to receive information about public notices. In fact, 69 per cent say they will re-evaluate who they vote for in the next election if public notices are not printed in their local newspaper. Yet, none of these facts mattered to the Minister.

The world is changing and there are lots of choices in receiving information. But, let’s make sure elected officials still know it is their job to inform the public.

A really good marketing strategy is to use all methods of communication not just one.

Like a darn fool, almost like I expected to find something else, I picked up one of our encyclopedias and looked under “H” for “hogs” only to find the USA produces more pork than any other country.

So what else is new!

The book also sez that the leading states in pork products are Illinois and Iowa.

I understand from this report that some breeds of pigs actually originated in the States, but aside from their obvious monopoly, we raise some out here too!

Believe me, the rodeo boys on those horses and bulls that we seen on TV give a person a thrill, but riding a smooth-backed sow across the pig-yard has its thrills too!

Dad caught us at it one time, and that was the end of that!

Really, I suppose that pigs would like some nice clean food to eat, but they didn’t have much choice. They just darn well ate what the rest of us didn’t want and threw away - even Calvin Daniels the dishwater!

As a matter of fact, much later, when we were taking army training in Camp Shilo, Manitoba, there was a nearby pig farm that every day picked up the barrels of waste that the kitchens threw out!

A couple of pages aren’t nearly enough for a fellow to tell all he could about some pigs he has known, and sometimes, when looking back, I wonder how polite it would be to mention some people we’ve known who to us Kim Inglis of a lot weren’t a heck better!

Making it Through the Worst for Millennials older people who assure the young that life means hope, and how never giving up on the future is critical to how we live in the present.

A few decades ago, as twenty-somethings immersed in a confusing and dangerous world, many of us were at least surrounded by those who had endured the Great Depression and Second World War. Their message: better times would come. Perhaps not as self-actualized as many of today’s young, we just thought that scary times were something we’d have to get through.

The memory is vivid and depressing: December 1980, watching a U.S. news report set to the music of Merle Haggard’s “if we make it through December� – a recession seemingly without end, the death throes of

U.S. steel towns, and the misery of people lined up having lost their jobs, homes and hope.

In 1979 and ’80, the world really did seem to be going to Hell. Strikes and strife had torn apart Britain; a group of ideologues launched Iran’s “Islamic Revolution�, seized power, triggered an energy crisis that drove gas prices higher than we could afford. They held the world hostage, along with U.S. captives, for over a year.

The IRA murdered Prince Phillip’s uncle, Louis Mountbatten, off the coast of Ireland, the Soviet Union invaded Afghanistan, the Iran– Iraq War began and every year, without a raise, runaway inflation shrunk our paycheques by 10 per cent or more.

Limit highly processed foods like ready-to-heat meals, as they can cost more and are likely to be higher in sodium and saturated fat.

Be realistic and buy only what you’re going to eat. Otherwise, the food wasted is like throwing

away money. Either share large items with a friend or neighbour for extra savings, or buy from bulk bins to get the exact amount you need.

And it has also been reported we are all consuming microplastics, which frankly can’t be seen as a good thing.

As it stands one report suggested the current rate of plastic production is about one billion tons in three years according to a 2016 article in ScienceDaily quoting a University of Leicester study.

In that regard agriculture can most certainly play a role.

For example hemp is one of the earliest plants that our ancestors cultivated and used, with archeological finds showing evidence of the use of hemp fiber some 10,000 years ago. Cultivation of the plant goes back nearly as long.

Since it is related to marijuana cultivation was all but abandoned in most countries, but a more liberal view of marijuana should pave the way to grow hemp again.

The biodegradable nature of hemp makes it an appealing alternative to a range of products now made out of plastics which at best become an environmental nuisance and at worst a serious danger.

Similarly, wool could well return to use in far more products than it is today.

All that is needed is for consumers to demand more products from hemp and wool and farmers will move to supply both, with the environment being the ultimate winner.

Tax filings made easier, less costly for Sask. businesses The government is continuing its efforts to cut red tape, making Saskatchewan more attractive for small- and medium-sized businesses.

As one of the first redtape reduction initiatives of the new year, Saskatchewan is raising threshold amounts for businesses that file returns for the Provincial Sales Tax (PST), Liquor Consumption Tax (LCT), Kim Inglis and Beverage Container Program.

In addition, due dates for electronic filers are being extended.

“These changes will make tax filings easier for Saskatchewan businesses and reduce their administrative costs,” Red Tape Reduction Committee Chair Gene Makowsky said on behalf of Finance Minister Donna Harpauer. “The changes also provide more incentive for businesses to switch to electronic filing.”

Effective April 1, 2020: • the threshold for annu-

al filing of PST, LCT, and beverage container returns will increase to $4,800 (from $3,600); • the threshold for quarterly filing will increase to a range of $4,800 to $12,000 (from $3,600 to $7,200); and • the threshold for monthly filing will increase to $12,000 (from $7,200).

Once the changes take effect, more than 4,600 Saskatchewan businesses will be able to file their returns less frequently.

The FederaKim Canadian Inglis tion of Independent Business (CFIB) is pleased with the changes.

“Red tape at all levels of government continues to be a top concern of business owners in Saskatchewan and across Canada,” CFIB Vice-President (Western Canada and Agri-business) Marilyn Braun-Pollon said. “The Saskatchewan Government has taken major strides to reduce red tape in recent years, and we applaud these latest measures to make things easier for business owners in the province.”

Beginning with the April 2020 tax return, due dates for PST, Liquor Tax and the beverage container program will be extended from the 20th to the last of the month for businesses that file and pay electronically. Businesses that file on paper will continue to have a due date of the 20th of the month following the end of the reporting period.

“The due date extension gives businesses more time to collect and complete their returns, and aligns due dates with the federal GST,” Makowsky said. “For monthly filers, this allows businesses to complete their book work once at the end of the month, rather than twice a month.”

Based on calculations using the government’s Direct Cost Estimator, these changes will save Saskatchewan businesses more than 11 per cent of their administrative costs related to the filing of PST, LCT, and beverage container returns.

Meet the cast of NCCP’s “All Shook Up”

New Creation Community Players are excited to offer their latest musical comedy, “All Shook Up”, running March 26-29.

Over the next few weeks, The Independent will be featuring some of the cast involved with the hit comedy.

Griffin Lehnert Griffin was born and raised in Biggar and is currently in Grade 12 at BCS2000.

Griffin plays the saxophone in the school band and has been taking voice lessons for years. In March 2019 Griffin won the Biggar Music Festival Association’s Vocal Rosebowl. Griffin has played

Pugsley in Addams Family, Cogsworth in Beauty and The Beast, Pablo in Sister Act and has been in many musicals in both NCCP Youth and NCCP. In All Shook Up, Griffin plays Chad, a loner and a young rebel in the James Dean/Marlon Brando/ Elvis Presley mould. He drove his motorcycle into a small but conservative town where he finds several opportunities for love.

Sidney Warren Sidney was born in Halifax and lived in lower Sackville until a year ago when she moved to Biggar with her boyfriend who is in RCMP. Sidney

is an Educational Assistant at BCS2000.

Last year was Sidney’s first year in NCCP and was part of the ensemble in Mamma Mia. In All Shook Up, Sidney plays Natalie, a young girl who dreams of falling in love with a special guy.

She lives with her father, Jim, and helps him run his gas station. She’s an excellent mechanic and more at home in coveralls than a dress!

New Creation Community Players “All Shook Up” runs four shows, March 26-29 at the Biggar Majestic Theatre.

Demystifying dyslexia

(NC) As children settle into a new school year, they are making friends, adapting to new teachers and facing new challenges.

Some may struggle more than others, but how can you tell if a learning disability is impacting your child’s ability to succeed?

One of the more prominent is dyslexia. Approximately 15 per cent of Canadians struggle with it, yet according to a recent study less than a third of us would be able to recognize the signs.

While dyslexia cannot be cured, with early identification and proper instruction, it can be managed. This is why it’s important to understand how to recognize dyslexia.

Here’s what you need to know: What is it? Dyslexia is a learning disorder that makes it difficult to identify speech sounds and recognize letters, words and numbers. It affects the way the brain interprets these when putting them together and can often jumble everything up, creating a confusing experience. Dyslexia affects everyone equally, regardless of gender, socio-economic or ethnic background.

What you can do. If you suspect that your child may have dyslexia, don’t wait – act. There are many online screeners that can help identify it. If you think your child has the condition, speak to your school to access

Student Support Services making a difference in Sun West Sun West’s Student Support Services is having an impact on area students.

On January 14 at the most recent Sun West School Division Board of Education meeting in Rosetown, the Board heard about the continuing success of its Student Support Services programming.

At the meeting, the Board received an in depth report from Carole Butcher, the Superintendent of Student Support Services. Among the areas Butcher outlined included updates on

Educational Assistants as well as on mental health and well-being.

Sun West uses needsbased model for determining the placement of Educational Assistants and in the 2019-20 school year identified 198 Sun West students who would benefit from support from an Educational Assistant. Butcher highlighted examples where students also received support from Sun West Student Support Consultants, Psychologists, SpeechLanguage Pathologists, Occupational Therapists

and Counsellors.

“We have a strong team in place to help students who for a variety of reasons may need some extra help,” explained Sun West Board Chair Karen Itterman, “and the Board is pleased that they are making a difference in the educational outcomes being realized by many students.”

Another area of major focus in Sun West is the overall mental health and well-being of staff and students and in that regard Butcher described the work of Allison

Bokitch, the Supervisor of Health and Well-being.

This position has proven very valuable as Bokitch has been working with Sun West leadership, staff and when invited, School Community Councils, to identify opportunities to increase the capacity of schools to address issues

such as suicide risk, student behaviour and helping families find the support they need.

A division-wide Wellbeing Committee has also been resurrected and is planning a wellness professional development (PD) day in collaboration with the local Sun West

Teachers’ Association for all teaching staff on March 30.

“The Wellness PD day is an important initiative,” stated Itterman. “The Board is excited to see the leadership being demonstrated through collaboration on this project.”

The seed catalogue came in the mail today!

by Delta Fay Cruickshank for the Biggar Museum and Gallery At -46°C out there, and yet sunny, it is so nice to snuggle down into my favourite chair, with a hot cup of tea, the cat on my lap, the dog at my feet, and dream of spring.

Then my thoughts wander off to questions, what was it like for the citizens of Biggar and in the farming community back in the day when it

too was -46°F…without central heating, without vehicles, without running water and indoor toilets?

It makes me shiver just to think about trying to stay warm, having to wear coats that weighed several pounds, to cut the firewood to stay warm in the house. I am pretty grateful to those who just stuck it out and stayed to build this beautiful town on the prairie.

Many people came to

Biggar and the area with dreams of owning their own land, being their own bosses, making a remarkable future for their families. Many came on the train, and stepped off it here at the end of Main Street. They would have stepped through the station, walked through the gardens and luggage in hand, may have stayed either at the Empire, or the Biggar Hotel. Maybe friends and family would

have picked them up at the station.

Anyway, they would have stopped to admire the beautiful grounds the train station sat amongst.

The train station gardens were maintained by CN and dedicated people like David Balfour.

The end of Main Street in Biggar symbolized the growth and vitality of a new town, this place where dreams would flourish, where families

grew and rose. Flowers bloomed, hedges were trimmed, tennis played, bees buzzed and birds sang.

It was pretty loud when the trains rumbled by, or sat idling and puffing.

The sound of progress it could be called, bringing in more people, more goods, and a connection to the rest of the province and Canada.

Aging crisis in Canada puts caregivers under stress (NC) With the rise in numbers of our senior population and the prevalence of chronic conditions, the number of people needing assistance is forecast to double over the next 30 years.

Today, 8.1 million unpaid caregivers are an integral part of the healthcare system. They require recognition and concrete supports as their

role in the healthcare system intensifies.

The 2018 Canadian Carers Pulse Survey revealed that 49 per cent of respondents said they had no one to speak with about their day-to-day experiences as a caregiver, with 50 per cent feeling that they are unheard or misunderstood by the people around them.

OBITUARIES Nick Poletz It is with profound sadness that the family of Nick Poletz announce his passing, on Saturday January 11, 2020 at the age of 92, peacefully with family at his side. Nick was predeceased by his wife Ria, who he will now go and join peacefully. He will be forever loved and remembered by all his family and friends. Nick had a love for bronc busting, farming, real estate and the occasional trip to the casino. He will be remembered for his kind heart, jokes and laughter whenever he was around. A memorial service was held in his honor on Thursday January 16, 2020 at the United Church in Biggar, Sask. The family of Nick Poletz would like to thank Almost Care Home for their care. Nick enjoyed his time there and met some wonderful people.

Sports & Recreation Ugly side of sports coming to the forefront Ugly side of sports coming to the forefront In a perfect, innocent world, all competitive sports would be played with the end goal of determining who was better team or individual.

But lately, man, the ugly side of sports is not only rearing its head, it’s rising above the mountain tops.

Through the years, ugly incidents have been semi-regular occurrences in sports. Pete Rose and his banishment from baseball for gambling; Mike Tyson chowing down on Evander Holyfield’s ear; NBA referee Tim Donaghy fixing games for gambling riches.

Those happened every couple of years. Lately, ugly incidents seem to be popping up every week.

Take professional golfer Patrick Reed, likely the least respected player in the world. He’s got talent, but he also has a penchant for rubbing people the wrong way. At the Hero World Challenge in December, when he was in contention, TV cameras caught him blatantly violating a

sacred rule of golf: Thou shalt not improve one’s lie. Not once, but twice, Reed swept sand away from behind his ball in a waste (non-hazard) area while going through his pre-shot routine. After being penalized, Reed gave it the ‘what?’ ‘why?’

‘I’m innocent’, ‘I’m being picked on’ reaction, further alienating his fellow pros and golf fandom around the world.

In January, Major League Baseball commissioner Rob Manfred lowered the boom on executives from the 2017 World Series champion Houston Astros for surreptitiously using technology to steal opponents’ signs. The scandal also came to involve the 2018 Series’ champion Boston Red Sox, with the common denominator being Alex Cora, whose bench-coach duties with the Astros in 2017 was an obvious benefit to him being selected to be the Red Sox manager in 2018. Caught in the collateral damage was Astros’ general manager Jeff Luhnow and field manager A.J. Hinch, both of whom were fired, and newly signed Mets’

manager Carlos Beltran, a member of the 2017 Astros, who resigned before managing his first game.

An old sports adage says that ‘If you’re not cheating, you’re not trying hard enough,’ or something to that effect, which is perhaps why the end seems to justify the means for many involved in sports. Lord knows cribbage games at the local seniors’ centre might be compromised if folding money was involved.

And then there’s Oilers’ Zach Kassian and Flames’ Matthew Tkachuk, whose on-ice war was elevated far beyond the standard ‘boys will be boys’ mantra.

Senior Boys The Senior Boys traveled to Davidson this past weekend to play in a tournament there.

In the first game the Boys played Rocanville and came away with a five-point victory. In the second game the boys played a good game but fell to a good team from Lashburn. In the last game the Team beat Langham to finish third in the tournament.

They are currently sitting with an 10-4 record. They will look to improve on this in our next tournament at LCBI in Outlook on Jan31/Feb1 after exams are all done.

Senior Girls The senior girls headed to Wilkie this weekend.

While they struggled in their Friday night game, they pulled together in both Saturday games to bring home the Consolation side.

Eating less fat for your New Year’s resolution A popular New Year’s resolution is eating healthier and/or having less fat in the foods we eat everyday.

Every January we will notice an onslaught of extra people at the gym or on local outdoor running tracks. It seems we all want to be healthy, and sometimes all it takes is some small changes and that are applied gradually to our daily eating habits. Here are a few helpful tips to get you motivated.

Choose what you put in your mouth. I know this may sound odd at first, but no one is forcefeeding deep-fried fatty foods into your mouth – you are doing that yourself. Frequently all it takes is a conscious effort to make a healthier choice. Train yourself to keep this thought in the forefront of your mind.

Little notes to yourself posted in different areas are great motivators.

Try different low-fat cooking methods such as grilling, poaching, and non-stick sautéing.

Poaching in a savory broth is a great way

to not only infuse flavour but also keep your chicken or fish extremely moist.

I find that poaching is very misunderstood.

It is not the same as “boiling”.

One of the last things I would want to eat is boiled chicken, for example.

The culinary definition of poaching is to cook gently in water or other liquid that is hot but not actually Chef Dez bubbling, about 160 to 180 degrees Fahrenheit. Wine poached salmon with a dollop of seasoned no-fat sour cream is amazingly delicious.

Most often it is what we add to our food that is fattening rather than the food itself.

Try topping your main course with a no-fat salsa. This can be made traditionally with tomatoes or try the contrasting flavour appeal of a fruit salsa on your steak, chicken, or seafood.

If this sounds like too much preparation, there are pre-made jarred varieties available. If salsas don’t entice your appetite, then try making different sauces from no-fat yogurt or sour cream.

Many recipes are available at the local library or on the Internet.

An easy way to reduce your daily intake of fat is by making small changes to the items you consume regularly.

Milk is a great example.

For argument’s sake, let’s assume you want to make the switch from homogenized to skim milk, but the change is too drastic.

Make the transition by taking small gradual steps to achieve this goal.

For the first month make the switch from homogenized to 2% milk until you get used to it.

On the second month switch from 2% to 1%, and then 1% to skim.

Within three months you will have succeeded without making a huge adjustment. This same example can be applied to almost any no-fat option products that are available to us, like sour cream, yogurt, mayonnaise, etcetera.

Most importantly, when preparing a meal, make sure you garnish.

This is extremely important for enjoying and experiencing food to the fullest. Eating is not just about taste, texture, and aroma – it is also about appearance.

I always preach to my culinary students “the eyes eat first”. If something looks great, you are sending signals to your brain advising that it’s going to taste great. The

same happens in reverse.

If someone serves you a bowl of blue coloured mush, it doesn’t matter how good it might taste, you have already convinced yourself that it will taste terrible.

Dear Chef Dez: My New Year’s resolution, as it has been for many years, is to lose weight. I find this very hard to do because I love food, and was wondering if you could offer some suggestions?

Susan M. Langley, B.C. Dear Susan: I myself have battled between the balance of food enticement and

weight stability.

It seemed I had tried every diet/weight program available and nothing worked for any length of time. I finally just started making my own conscious efforts on a daily basis to make healthier choices towards food and exercise. I made food with intense flavour and low fat to conquer my cravings.

Doing this, along with an exercise program, I lost 50 pounds in six months 20 years ago.

My biggest revelation was to not look at the final goal I was trying to achieve. Instead I focus on each day as it comes,

and only on that day.

Eventually, all those days of healthy choices add up.

If you quit trying, your chances of success are guaranteed to be zero – you have a chance as long as you try.

Principal’s Message

by Brett Kirk I hope everyone is staying warm in this frigid start to 2020.

With the cold weather, please remind the students to make sure they have enough warm clothing, especially the older kids who think the are too cool to wear a good winter coat or toque!

Just a reminder that PSSD buses don’t run if the wind-chill is -40°C or greater, but the school is always open. Because we tend to have extra help freed up on these days, No Bus Days are a great time for students to get

caught up on missing assignments and prepare for their upcoming Final Exams (for highschool students).

Please encourage your students to make the trek to school even if the buses aren’t running. We’d love to see them!

Speaking of final exams, Exam week starts on January 27 for our Grades 10-12 students.

All other grades will continue with their classes as usual. Please check the exam schedule to see it/ when your child writes exams. Please note that some of our teachers have decided to have the

students create projects instead of writing final exams. So even students with no exams still have a lot of work to do before the end of the semester.

Please note that the teachers’ grades must be submitted as soon as Semester 1 ends, so they will not be accepting late assignments after Thursday, January 30. January 31 is a prep day for teachers, and Semester 2 begins Monday, February 3. Yes, that is right -- we are halfway through the school year!
