The Biggar Rec Valley is a wonderful place to get away from it all, and with the warmer weather, the trails can give you a good hike just minutes from town. An aerial view shows the spring melt isn’t too much of a problem, and with a good pair of shoes, some water, a good workout can be had!

Biggar Health Services donates to Food Bank The Biggar and District Health Services Foundation has stepped up to help local efforts during the pandemic crisis.

The Foundation has donated $2,000 recently to Biggar Food For Thought, helping out during the COVID-19

shutdown as need has increased with the local food bank.

Biggar and District Health Services is encouraging those who can to donate to the worthy cause by calling (306) 951-7510.

Fed support of ag a first step, says APAS The Agricultural Producers Association of Saskatchewan (APAS) sees the May 5 $252 million federal funding announcement for agriculture as a first step in the right direction.

But APAS warns more will be required to secure Canada’s food supply and address the financial difficulties facing Saskatchewan farmers.

“Any assistance to producers is welcome, but this package is only a small first step in addressing the needs at the farm gate,” explains

APAS President Todd Lewis. “We need more action from the government to help reduce our risk and secure Canada’s agricultural industry and food supply.”

Cattle and hog producers are facing the most immediate crisis as a result of COVID-19, and the measures announced May 5 will help address specific issues within these supply chains, Lewis added.

“But there are many other issues that still need to be addressed. The Prime Minister himself

acknowledged that this is a first step.”

Lewis pointed out that the May 5 announcement falls far short of the $2.6 billion identified by the Canadian Federation of Agriculture (CFA) as the amount needed to avoid serious food insecurity and hardship to both farmers and consumers.

For example, the federal support will provide $50 million each to Canada’s beef and pork sectors, whereas the CFA has calculated that $840 million is needed to assist those sectors alone.

Nor does the plan address ongoing and severe shortcomings in Business Risk Management programming.

Producers continue to call for meaningful improvements. APAS has released its own series of policy recommendations that would adequately address the challenges facing Saskatchewan producers. These include, among other things, a call for government help to reduce premiums for the Western Livestock Insurance Program.

We had a guest appearance from the Traffic Services Unit where 13 tickets were issued to the motoring public.

As the weather continues to get warmer and the sun shines longer, there is always that tendency to pick up our speed when

driving in town.

Just a reminder to please exercise caution on our town streets, take the extra time to get to where you are going and watch for pedestrians and people on peddle bikes and motor bikes. We may not always see what is coming when are minds are preoccupied with the business of our day, so take your time at intersections and let the eyes catch up to the brain.

Stop at stop signs and slow down enough to be able to yield properly and drive safe out there.

Once again it is nice to see we had no collisions of any kind to report this week.

Biggar RCMP lay charges after hit and run ON April 21, a approximately 8:50 p.m., Biggar RCMP responded to a motor vehicle collision south of Highway 51, approximately six kilometres east of Biggar.

It was reported that a truck travelling north collided with a parked car.

The driver of the truck then drove into a field and fled on foot.

The female driver of the car was reported ot have sustained minor injuries.

Twenty-nine year old Steven Watson from Biggar, is charged with: • Assault with a Weap-

on, Section 267(a) of the Criminal Code; • Dangerous Operation of a Motor Vehicle, Section 320.13(1) of the Criminal Code; • Failure to Stop After an Accident, Section 320.16(1) of the Criminal Code, and:

• Failure to Comply with Release Order Conditions, Section 145(5)(a) of the Criminal Code.

Watson is scheduled to make his first appearance in Biggar Provincial Court on August 5.

Council Minute highlights The regular meeting of Biggar Town Council was held April 7, at 7:15 p.m. in the Council Chambers. Attending the meeting were Mayor Ray Sadler, Aldermen Alan Boyle, Kirk Sherbino, and Edward Young.

Council resolved that the Fire Chief’s Report for March be accepted as submitted electronically by Fire Chief Gerry Besse.

Council resolved that the Chief Administrative Officer’s Report, dated April 7, be accept-

Rural communities second fiddle to urban during COVID-19 crisis

by Pamela Wallin Our small towns and rural communities across Canada are experiencing fallout from COVID-19 in unique and devastating ways.

It has once again highlighted the rural/urban divide that exists in Canada which is reflected in our national policies and politics. The national media has also been negligent in covering a world that too many of them simply do not understand.

Instead, they focus on Trump’s temper tantrums or the Prime Minister’s staged photo ops every morning, when we have people fighting for their lives - not just because of the virus, but because the response to the virus is bringing economic ruin.

We should be able to do two things at once! Flatten the curve and allow low risk sectors to begin to reopen.

To risk understatement,

the

governments have not done a great job of getting the right kind of help into the hands of those most in need. Mom and pop businesses on main streets of small towns everywhere don’t qualify for programs designed to help more traditional businesses in the manufacturing sector. If you run a one or two-person operation should you not be eligible for government programs? If they open for a few hours each week, should that disqualify you for aid? The small, local newspapers have to date - received very little advertising from the federal government.

Instead Ottawa is buying ads on TV and in national chains. More than ever these small operations need a hand up.

Help needs to be more targeted and relevant for different parts of the economy.

It’s as if government does not understand that

small service towns in agricultural communities exist for a reason to ensure that those who supply our food and the energy to run our economy can carry on. The growing season is about to begin. We can’t risk the food supply for another year and our producers still need a store and a school and a doctor and a shovel and fertilizer and machinery.

In the Prairies, farmers were already struggling before COVID as a result of bad weather and China’s ban on exports such as canola. They, just like resource-based companies, have struggled to keep cash in hand because of a punitive carbon tax, including extra costs for grain drying.

Ottawa’s response is to offer farmers more access to loans. What nobody needs right now is more debt - with no prospect of income.

Gun ban proves Canada is a dictatorship Like a ground hog, Justin Trudeau appears, says something nonsensical and then disappears. On May 1, this unaccountable piece of fluff announced a ban on “Assault Style” firearms.

This doesn’t do one thing other than appease uneducated voters in urban areas who believe Trudeau is doing a great job.

Good Grief.

Define “Assault Style”. Is that a “Drink-box-water-bottle-sort-of-thing”?

“Assault Style” could be just about anything, including a staple gun if you “assault” someone with it.

You know the argument. Criminals don’t care if the gun is registered or not.

Doesn’t stop them. The tragedy in Nova Scotia proves it. Some of the weapons used were illegally obtained from the U.S. The Danforth Avenue, Toronto shooting in 2018 was another case of illegally obtained U.S. guns.

Even the Globe and Mail called Trudeau’s move “weak”.

The real troubling thing about Justin? No debate, no public consultation.

Just went ahead and did it. Seems he is using the current COVID-19 situation to his minority government’s benefit. Joseph, Adolf and Fidel - dictators, one and all - would be proud.

What’s more, Justin has eastern media in his pocket. Polls came out saying a majority of Canadians support a full firearms ban. No guns for anyone, just criminals.

The polls were conducted in urban areas. Don’t think they asked anyone from rural Western Canada, but Saskatoon, Regina, Calgary, Edmonton showed the least support for Justin’s overbearing, do-nothing, ineffectual ban.

No one can get a response. No one can ask Justin how this is all suppose to work - he’s in lock-down. Not a peep out of him.

Experts say his ban won’t work. Shutting down the illegal smuggling of weapons from the U.S. will. Seventy to 99 percent of guns used in criminal activity in our country come from the States.

Banning guns in Canada just appeases the diminishing amount of people who have voted for a useless Liberal party.

When COVID-19 finally ends, the last virus to get rid of will be Justin Trudeau and the Liberals. tor, which employs over 34,000 Saskatchewanians, was already in a tough spot with prices dropping and no pipelines to get the product to markets. If farmers and energy sector workers have no income, then who will be buying the goods and services of our small local businesses? It will mean more layoffs and more permanently closed doors.

This isn’t an either/or choice between lives and livelihoods.

The health crisis and the economic crisis are two sides of the same coin.

You can’t have a healthy economy without healthy people and before we can get back to day-to-day life, we need available testing to determine who is, and isn’t, carrying the virus. But without people buying, creating, and contributing, then we will not have the resources to fund the cost of the fight.

A total lock-down for another six months will take a huge human toll, leave more under or unemployed, and will push Canada’s economy into depression.

The Bank of Canada says the virus has created a downturn that is already the sharpest on record. GDP - the combined value of all our economic activity - shrunk by nine per cent last month alone.

Rural communities require economic activity to survive. And we need consistent, fast and reliable internet access to facilitate kids’ homeschooling or local producers reaching out to local customers and telehealth services which are key in areas with no or sporadic 911 service.

Looking at past pandemics, rural communities are often hit last, but the hit is hard. So we need to make sure we

have beds and PPE supplies, just in case. And we need timely access to hospitals and care facilities that are often miles away.

And we need to test as many as we can and continue to practice physical distancing. Doing so will ensure we can safely allow workers, in virusfree areas, or in areas that don’t require a great deal of social interaction, to slowly get back to work.

And Canada needs to act boldly, now, to regenerate our own supply chain, and not just advocate for ‘Made in Canada,’ but ensure on it. We must not ever again be so reliant on China.

Right now, we should be investing in our rural communities. And fighting for them. Putting Humpty Dumpty back together is a going to be hard work.

We can only hope it is possible.

They say fish is good “brain-food,” and mebbe that is why Calvin Daniels some guys always made sure that they were first in line!

There were quite a few Catholic boys in our regiment, and although the Friday diet of fish mebbe bolstered ones brain a bit, it doesn’t make them bullet proof!

A gourmet may be able to pick and choose some sophisticated cuisine and order it in an ultra-cultural foreign language, too many of us all this stuff is just plain “grub”!

Back in 1945, race organizers scheduled a proxy race; run by turtles. Over 6,500 fans showed up, according to a 1945 newspaper headline. They cheered on 167 turtles who ran a series of qualifying races before the 20 foot final. The winner, named Broken Spring, paid out $2.50, and the event raised $8,000 for a local charity.

On Saturday, May 2 another turtle derby, which could be viewed on YouTube. It’ll be the first Kentucky Turtle Derby since 1945. It sounded just like the horse race, as the

Turtles take over Kentucky Derby The Kentucky Derby, America’s longest continuously running sports event, got postponed because of the pandemic.

Because of COVID-19 and social distancing, packing racing fans into Churchill Downs is just too dangerous. It’s an exceptional disruption to the lengthy history of the Triple Crown kickoff; the very first Derby ran in the late 19th century.

For 145 years, the first Saturday in May meant mint juleps and wild hats.

The only other delay took place in 1945, when organizers moved the event to June. This year, the delay extends to September, when the Derby will kick off the U.S. Labor Day weekend.

By then, we hope, cases of coronavirus will be few

Getting paid to fuel up?

Not quite, but here’s why oil prices went negative We’ve seen plenty of strange stories come to light, as the spread of the coronavirus continues – from those who have taken to protesting lockdown restrictions, teenagers licking toilets, and the mass hoarders spending tens of thousands on toilet roll.

Of all the unique stories however, none may seem stranger than the night the price of oil saw the biggest drop in the history of its trading.

There are many businesses that are hitting their stride during this crisis, as they’re able to capitalize on increasing traffic – online gaming has seen a surge in an already successful market, and whilst the betting industry is struggling amidst the cancellation of sports, their counterparts in the online casino space have reported a dramatic increase in traffic.

Many consider these as their favourite ways to pass time whilst stuck at home, as consumer behaviour shifts towards a vast array of different products.

Similar is also true for more traditional forms of media and gaming, in the form of book sales and board games, as they also continue to perform extremely well.

There are those who haven’t been so lucky, however, as we’ve seen those struggling from the very beginning of the pandemic – one of which is the travel industry.

Flights have been grounded as borders close to foreign travel, road traffic has seen a huge reduction as many who are urged to stay home follow advice.

With fewer planes in the air and fewer cars on the road, comes the reduced demand for fuel – and the impact on a market that is considered to be a cor-

nerstone to society – the pricing of oil.

The prices have been up and down but April 28 saw an unprecedented change – West Texas Intermediate crude oil serves as a benchmark within the economy for oil pricing, and for the first time in history the price dropped to less than $0.

But it went further than that, the price dropped to -$40 per barrel. For those who had access to storage facilities capable of holding the barrels, this means that traders would be paid $40 to take the barrels away from the oil companies.

The contracts for the oil, typically for 10,000 barrels, can be sold to others who have the capacity to hold it, but in this instance the demand is so low that speculators were left trying to find buyers. The speculation is that these oil prices and contracts will continue to

Brent crude is also reporting huge dips in pricing as it continues to fall, since the outbreak of the coronavirus in January. Many eyes will now turn to this as a further indicator, as continued drops could spell more disaster – experts believe this is the likely outcome as lockdowns remain in place, and continue to cause widespread disruption and lower demand for the product.

sion as businesses remain closed – questions are being asked whether or not we could see a longer U shaped dip in the economy, or whether or not it would be a faster ‘V’-shaped recovery with a sharp drop, and fast uptick. The complications now could spell the start of something that many were hoping to avoid, as a falling benchmark is never a good sign.

It does provide a unique opportunity for many, however – the falling price gives those with the space to store this an opportunity to dictate price of storage space. It also gives investors who could provide that space, an opportunity to be part of a usually exclusive contract and poise themselves into a position in which they could come out of the other side in a much stronger position.

On the flip side of the coin, those who are now selling at a loss, or even

paying to move their holdings, the reality is sinking in and the walls may be closing around them as the effects are starting to be felt.

The road to recovery is still a long way out – speculation suggests that it may be up to eighteen months until we see a vaccine in place and widely available. There are also suggestions that in many places, such as the US, social distancing measures could be observed for another two years as the hardest hit country in the world continues to see an increase in cases.

Of course, there are many that will keep a close eye on the happenings over the coming weeks and months, but it will be a long time before anyone forgets about the price drop, and the night of free crude oil. Of all the things that have happened during the spread of the epidemic, nothing may be as strange as that.

A bison interrupted a Montana journalist’s report

It was all a lesson in social distancing.

Deion Broxton, a KTVM reporter, was preparing for a live report when he noticed the bison approaching both him and his vehicle.

He was in Yellowstone Park at the time.

“Oh my God, oh my God. Oh no, I’m not messing with you,” Broxton can be heard saying in his video.

“Oh no. Oh no. Oh no, I’m not messing with you.”

Turns out it wasn’t just one either, nope. A wild herd of bison was walking right towards him. As they got closer, Broxton bailed and stashed his camera in his car.

Once he was far enough away, he began to shot a video of the bison. Even

just seeing the video was intimidating, the bison were huge.

Broxton’s reaction was so funny and of course, typical in these days, it became a meme, that people use when they are not happy with a situation. Yellowstone Park officials did eventually see the video as well.

Broxton has been praised by the park officials for demonstrating “a perfect example of what to do when approached by wildlife!” There was even a handy graphic used by the National Park Services to remind people to use social distancing when it came to wild animals.

“Social distancing means avoiding large

gatherings and maintaining distance (six feet) from others. While we’re at it, remember to keep it at least 300 feet for larger wildlife,” NPS wrote.

This is especially true with bison, as they have been known to charge people, provoked or not.

However, at the same time, attacks by this animal are not all that common. Yellowstone officials say that they see this type of thing happen but once or twice a year.

But for now, Yellowstone, like so many of our favorite places, will remain closed to visitors until further notice due to the Coronavirus pandemic.

Police pleads with citizens, “Please wear clothes outside” We’ve all gotten a little more comfortable these days, whether it’s snacking and vegging out more or wearing day PJs just to change into sleep PJs later in the day.

Some of us have gotten even more comfortable than that with what they

wear.

In Taneytown, Maryland, one local is taking his comfort to a nude level. The police departments Facebook page posted asking citizens to: “Please remember to put pants on before leaving the house to check

your mailbox. You know who you are. This is your final warning.”

Then again, this sounds pretty pointed. But residents joked at it, commenting things like: “One time. Why y’all gotta be like that,” and, “I’ll tell my husband;

so sorry you had to see that.”

Another resident commented saying that she thinks she knows the birthday suit fan that the Facebook post was referencing.

“My son ran out in his boxers earlier to grab a

package off the steps of our front porch, and came running back in. Said the neighbour saw him,” she said.

She added, “I’m going to show him this and tell him it was about him (he’s 10).”

On one hand we are being warned we could face a shortage, at least in certain foods, meats heading the list, while on the other hand producers are finding markets drying up.

A case in point is the Canadian pork sector where industry official’s government support is necessary to carry the sector through the current crisis that has caused producers to euthanize healthy hogs because there is no market for them.

The pork and poultry sectors are particularly fragile in terms of market closures because barn space is finite. If market ready animals don’t go out regularly, there is no space for the next animals arriving to be grown to market.

This really is the ‘Land of Living Skies’.

Can you imagine the skies before 1886 with so many more birds filling the sky, wild bison roaming every where, and hardly a settler anywhere?

One of the first settlers was setting up not far from the site we now know as Biggar.

There is a display in the Biggar Museum that has models of a log house and a sod barn. The Sixty Mile Bush Outpost, also known as the Halfway House. It was called Sixty Mile Outpost because it was 60 miles from Battleford along the Swift Current – Battleford Trail, and this was the official name for it.

Based on a book written by a Biggar resident, Verle Hawkins, this exhibit tells the story of the original owner. The book is called Half Way House, and it’s all about the same place . . . a log building built

by Frenchie Bernier, near the Argo Bush.

Frenchie didn’t have much company, so the day that Nickolson and McNair, from the Northwest Mounted Police showed up, it gave him an excuse to fire up his woodstove and warm up stew and whip up a batch of floury, light biscuits, get the coffee pot boiling, and catch up with all the latest news!

They were looking to establish outposts for the police who were assigned to protect the mail coaches. As well, along this

trail the homesteaders would be coming, and they would need a resting spot and shelter for their horses.

After their meal and several cups of strong coffee, an agreement was reached. Frenchie would get his house finished and build a barn to house the horses of the police and homesteaders. All before winter . . . a monumental task, as it was now September!

Frenchie set to finishing his two-storey log building, his Metis and Indigenous friends helping.

The going was slow, as language was a barrier.

Unannounced one day, Nickolson and McNair showed up with building supplies and even a plough, to cut the sod for the horse barn!

The book is great! Verle writes it as a story and reading it has really brought to life that display in the Museum. I can now visualize Frenchie mixing up biscuits to share with the homesteaders on their way to a new life, some breaking sod for farms near modern day Biggar.

Frenchie ran his halfway post for many years, even opening up a small store for the staples that the homesteaders needed. He also built a church.

Now there is a stone cairn dedicated to the memory of the Half Way House, officially the Sixty Mile Bush Outpost.

I have gone out to see it, but didn’t go far enough down the road. Nevertheless, we did spend several hours traipsing through Argo Bush. What a beautiful place! The trees, the colours, the vistas . . . awesome! I am not sure what is left out there now,

after the fire, but from all accounts, things are improving.

At the time I did not know that we had not gone far enough to be in the vicinity of Frenchie’s establishment. And yet my imagination was full of visions of homesteaders coming over the hills: “the banshee wailing of a greaseless axle”* by the Red River Carts, and the smell of Frenchie’s coffee and biscuits.

The railway went out that way somewhere, we keep hearing about the Argo station in that area.

The NWMP discontinued using the outpost later in the late 1890’s. By 1906, the Grand Trunk Pacific Railway was building a track to go through the area we now know as Biggar. And then so many stories were happening! * from the book “Half Way House” by Verle Hawkins

Weekly Reflection With God’s Guidance We Can Control Covid-19

by Father Edward Gibney, St. Gabriel Roman Catholic Church Throughout all of history, the world has faced plagues like that which we are addressing today.

In the early centuries of Christianity, the Roman Empire faced several such pandemics including what is believed to be a smallpox infection that killed many, including the Roman Emperor, Marcus Aurelius. The Black Death of the 14th Century and the Bubonic Plague of the 17th century are two of the most deadly plagues of all time. And even in more recent times, we have experienced the Spanish Flu of 1918 and the Asian Flu of the 1950’s.

What we are experiencing today may be new to us, but it is not something new to the world.

With that sobering thought in mind we need to recognize that, in all these cases, throughout the history of Christianity, the teachings of Jesus have been instrumental in the control of these terrible situations.

Jesus has taught us to “Do unto others as you would have them do unto you,” and to “Love your neighbour as yourself.”

He also has shown us, in his self-sacrifice on the cross, for our sake, to place the care of others as more important than the care of self. Put plainly, the Christian ethic in a time of plague lets us know that we are to serve others.

This has been the case through the ages as Christians cared for those with dangerous illnesses, even at their own risk, and the records have shown that in the places where this occurred, the illness was controlled far better than elsewhere. Perhaps the controlling factor was that these people were praying for the sick.

Perhaps it was the fact that the sick were being cared for at all. It is probably a bit of both, and that is why in our own time we need to continue to pray for each other and we need to do what is good and safe to help each other.

As we enter a new phase in our pandemic, with the opening up of some of the restrictions we have followed up until now, it is important for us to continue to respect the rules that have allowed us to see Saskatchewan’s ‘New Case’ numbers drop for a time.

However, in the last few days, since the announcement of the easing of restrictions and even before they came into law, the number of new cases has started to rise again. We must continue to care for each other by doing the things that have allowed us to somewhat control this disease.

It is our Christian duty to do so.

And in a more personal, even selfish way, it is important for us to recognize that if we want to see a Stanley Cup Championship Series, we need to continue to care for each other. And if we want to see some CFL games in the next few months, we need to continue to care for each other. And if we want to have our usual community events, like the Fair Days and the Fall Suppers, we need to continue to care for each other.

I myself wish to be celebrating our Church Liturgy with my community of faith and I know that if we ease up on our social distancing, and cases again start to rise, we may not be celebrating together as soon as I would like.
