DRAFT BUDGET DEBATE JessieAnne Gartlan
HORSHAM Rural City Council has released a “cautious” draft budget that is centered around COVID-19 recovery. Released at its Monday night ordinary meeting, the draft budget will now be available to the public for feedback until 5pm on July 7. The draft budget forecasted a deficit of $1.25 million, based on a revenue of $58.7 million and expenses of $59.9 million. It also included a two percent rates rise, in line with the Victorian government’s rates capping system. The proposed rise forecast a total rates revenue of $28.5 million, an increase of $945,792 from the previous financial year. A total of $484,000 would be diverted from the rates revenue to programs that support the community’s recovery from COVID-19. Individually, rates would be set as follows: residential 3.14 percent; commercial 1.04 percent; industrial 1.04 percent; and farms 4.58 percent. Horsham mayor Councillor Mark Radford said the council had tried to hit the right balance of spending and conservatism as the region’s economy tried to recover from COVID-19. “It is a cautious budget,” he said. “The reason it is cautious is that we’re in unknown territory. “Three months ago we had an idea of what the budget was going to look like and then along came (COVID-19) and a lot of changes had to be made. So far the impact of the virus on our region is about $2.3 million.” To try and aid COVID-19 recovery, the council has established the Business and Community Assistance Program valued at $1.3 million, which will receive funds diverted from both the rates revenue
and the Capital Works Program. “For the long-term sustainability of the council it’s important to have that two percent (increase) in there, but for this year those funds are being redirected into this (proposed program),” Cr Radford said. “What that covers is a marketing promotion (promoting the region), some training opportunities for business owners, Digital Horsham is focusing on getting businesses online... and we’re looking at establishing a thing called a Virtual Mainstreet and that creates opportunities for business owners to get their businesses on one website.” The program will also cover some community grants and other projects aimed at strengthening the region’s economy. However, two councillors John Robinson and David Grimble voted against the draft budget, both calling for lower rates or a rates freeze. Councillor Grimble said that every dollar paid to council rates is a dollar that can’t be put back into the economy. “Rates are increasing from last year at a point in time that if we chose to have a look at a rate freeze or a zero rate increase, that discretionary dollar that people don’t have to contribute as far as a municipal rate or charge on what council services provide, allows that money to be injected into the community at a time when they need it most,” he said. “Where the government is increasing rates over a period of time, that direct impact just compounds over time. “An example of that is this year our rates and charges are going up by $945,000, but last year they went up in the order of $813,000 and the year before just under $700,000, so they are compounding all the time.” Cr Radford said councils that

A high pressure system will cross northern Victoria before slowly moving over the Tasman Sea on Saturday. Another, stronger cold front will approach Victoria’s west late Saturday.
Weather information provided courtesy
that we have at least two councillors such as Councillors David Grimble and John Robinson whom are aware of how virtually every town and city in this country locates the Tourist Information Centre with easy parking for several caravans also toilets. The reason for this is because the average caravan, is coming from interstate and has little knowledge of the town or region that they are in and therefore they stop at the Information Centre. This stop is only short until they are made aware of what is available in the town and region. The suggested caravan parking area is too far from the suggested Information Centre. I suggest leaving the Tourist Information Centre where it is. The empty room at the front of the Horsham Town Hall is an ideal site to display pictures and information on the area, phone numbers and websites for locals and tourist, but not as the main Information Centre. There would be no need for you to have staff on this site. Yours faithfully Ian Ward Dear Editor Letter to the Editor. The Horsham Times. June 1. 2020. From Wimmera Hospice Care Auxiliary. I read with interest your first edition and would like to respond to the marvellous work that the Wimmera Health Care Group Palliative Care Team do for our community. Without their concerted efforts many would not experience the comfort and necessary requirements to assist with all aspects of palliative care. The Wimmera Hospice Care Auxiliary is constantly fundraising to support this vital work and we take an enormous amount of pride in being able to provide to the Palliative Care team at WHCG. We assist with replacement and hiring of medical equipment designed to support the patient. This is provided at no cost to the patient or client. The auxiliary meets monthly; although currently in recess due to the coronavirus, and we encourage new members to assist with our efforts. We receive and welcome donations from both the community and service groups with 100 percent of our fundraising being used for Palliative care needs. The auxiliary has been functioning in this capacity for 30 years and whilst we are unable to fundraise at present, we are still contributing to the WHCG Palliative Care Team with finances for their requirements. It is a privilege for the auxiliary to support our community and the outstanding WHCG Palliative Care Team. If you would like to assist with our fundraising or join our Auxiliary, please contact Lea Crammond. Ph:53821964 . Yours faithfully, Lea Crammond, President. Wimmera Hospice Care Auxiliary Dear Editor, The article by JessieAnne Gartlan (Friday 29 May 2020) states that there is overwhelming support for the Western Highway road enlargement between Buangor and Ararat. In that case, drivers would presumably be in favour of getting it done sooner, and more safely. That ’s what the alternative route does, and with far less damage. That is why we have been raising the issue publicly for 4 years now. Yours sincerely, Neil Marriott, Black Range, KORS Inc Dear Editor IS PRINT MEDIA OBSOLETE NOW? When I finished nine years as editor/writer/ photographer of the Puckapunyal 64 page monthly newsletter a few years ago, the military committee in charge of it thought the electronic medium was a better way to go than printing 1500 copies each month for the soldiers and their families
have your say
They soon found out about the displeasure voiced by the soldiers who could not look at a laptop little army book about their camp news under a tank or in one, or while out in the field using their artillery guns or driving an army truck. They wanted their little handy booklet that told of their army unit and families news. The families also gave a loud outcry, especially the wives who combed that monthly booklet from cover to cover. I heard on the ABC Talkback radio show with Jacinta Parsons on Tuesday 19 May when coming home from medical tests in Shepparton about this very subject. The question was “Are newspapers and the print media obsolete? Do we really need them? Do we care about them?” I got up in arms with some of the city listeners comments then cheered the country newspaper fans that stood up for their local paper like our Euroa Gazette who I work for each week part time. I know how the weekly or daily country papers are a very important part of our country town heritage. Some have been printing for over 100 years. I’ve been writing for district papers since 1984 and know how locals love them. It was sad to see some had closed down due to this pandemic, and some like the Wangaratta Newspapers (North East Media) who print the Gazette, Alexandra and Mansfield and Wangaratta papers have been affected by this downturn in business and news. Because of lost advertising revenue they have had to resort to staff reductions or unwanted leave to help their papers produce smaller editions and to keep them running if on a smaller scale. Where would our country towns be without their local? I know of people who enjoy their weekly paper and there are some in towns that they are delivered and “folk are waiting at the gate for their delivery” said one lady who drops them off in Ararat. I know with the modern social media world of Facebook, Instagram, twitter, and such they are becoming the popular way of communicating. But they cannot provide the local news content of the “local” paper. On line sales are taking away lots of face to face business which in turn drops paid advertising for local papers and businesses are looking for ways during this pandemic to get their goods sold. Our Anglican Church Wangaratta Diocese “Advocate” newspaper is printed by them also each month. They have been sending it out electronically. Which I have said to the church paper editor that hundreds of people in the Diocese of Wangaratta from Albury, Corryong down to Kilmore do not have computers. It will be hard for each parish church to cover the costs of printing them for their folk if the Advocate is not in the better form of a printed newspaper anymore. So, everyone, stand up for your local newspapers. Support them, their staff, and understand that advertising helps pay for them. Many can print footy and netball and golf fixtures and other advertising flyers, but it is the local that is the voice of our communities. I am a part time social writer and photographer for the Euroa Gazette and Nagambie Community Voice. (20 years still going) I was a social writer for the Seymour Telegraph since 1984 – 2015. Now I contribute articles to them occasionally about Nagambie. I wrote an article recently for the Gazette but my editor in chief at North East media (Wangaratta Newspapers) suggested I put it in as a letter to the editor. Doreen read it. And asked if I could send it to you as country papers need encouragement to stay afloat seeing so many are being closed. So here it is. Just to let you know I am a great advocate of what your papers and ours are doing for our communities. Regards Diane Grant Nagambie

Auditors to probe Horsham vision AN audit firm will pore over every decision made about a 20year vision for Horsham. In a statement on Tuesday, Horsham Rural City Council mayor Mark Radford said he spoke to chief executive Sunil Bhalla “recently” about the project. As a result, he said Mr Bhalla had “requested (a firm) to undertake the work… for an independent internal audit of the authorizing process and every decision made by the council, which relates to (the) City to River masterplan”. “The review also included a request for advice on where (the) council needs to make improvements to any of its processes,” he said. Cr Radford has previously said an audit of the project was not needed, and that the work was authorized when the council adopted Key Performance Indicators for the next chief
executive in 2018. At the council’s August 2019 meeting, he voted against Councillor David Grimble’s unsuccessful motion calling
for an independent audit of the masterplan. “My personal view, as a councillor, is that an independent audit is not necessary,” he said on
Tuesday. “However, I am not opposed to an independent audit and look forward to reading the outcome.” The masterplan, which was
open for public comment last year, proposes a suite of upgrades to Horsham CBD including boardwalks and a cafe on the riverfront, a new indoor sports centre and giving City Oval a facelift. The council is continuing its work on several subsections, or “precincts”, in the masterplan during the coronavirus pandemic and associated shutdowns. A reference group of community members to steer the riverfront precinct in the project has been meeting across May, and the council announced it had received a grant worth $500,000 from the Victorian government to put towards this aspect of the masterplan on May 18. Cr Radford said the audit would be presented to the council’s audit committee for consideration at the municipality’s next ordinary meeting in July.
Climbers continue push for Grampians relaxation By Alexander Darling WIMMERA residents are pushing for restrictions to ease, but it has nothing to do with social distancing. The Victorian Climbing Club is lobbying Parks Victoria to open areas of the Grampians to rock climbers, as the land manager continues to identify and protect sites significant to Traditional Owners in the National Park. Natimuk-based Kevin Lindorff is president of the VCC, which has a seat at rockclimbing roundtables convened by Parks Victoria. He said he understood the organisation had no intention of allowing climbing in eight Special Protection Areas in the Grampians which it imposed restrictions on in February 2019. Mr Lindorff said Wimmera climbingrelated businesses continued to be hit hard by the fall in tourists due to the restrictions and the COVID-19 pandemic. “There is nothing to prevent (Parks
Victoria) from immediately allowing, even encouraging, legitimate use by recreational user groups to access cliff-sites where there is no evidence that doing so will jeopardise cultural heritage or the environment,” he said. “While Parks Victoria refuses to do anything until the new management plan is done and dusted, some businesses who have been impacted by the bans and Parks’ subsequent inertia will undoubtedly fold.” Mr Lindorff said Anderson, a bouldering site at Mount Stapylton, was one such area where climbing was restricted though no sensitive cultural or environmental sites had been found. The new Grampians Landscape Management Plan, which Parks Victoria consulted around in the region last year, is aimed at outlining land management in the park for the next 15 years. This includes direction on where recreation such as rock climbing can sustainably take place in the National Park.

Draft Budget: HRCC responds to COVID-19
Horsham Rural City Council’s 2020-21 Draft Budget responds to Coronavirus Impact Horsham Rural City Council’s 2020-21 Draft Budget responds to Coronavirus with business and community support measures totalling $1.148 million, while delivering a rate increase in line with the Ministerial rate cap and investing more than $16 million in capital works. Council has placed the 2020-21 Draft Budget on public exhibition and is urging the community to view the proposal, get involved and have its say in the important process as to how funds are spent next year. The Draft Budget proposes a two per cent rate rise and all of the $484,000 raised will go towards helping people recover from the COVID-19 pandemic. The Business and Community Assistance Program will be developed further to target the hardest hit areas of business and community as the impact of the Coronavirus response is realised. Chief Executive Officer Sunil Bhalla said this year’s forecasted spending had to be cut by $2.397 million – a move necessary to continue HRCC’s long streak of debt-free budgets. Despite this, service delivery is being maintained at existing levels, other than those services that have been closed due to COVID-19 and $1.148 million has been allocated for fee relief and assistance to businesses and the community in these challenging times. “Council’s revenue has taken a huge hit, like our businesses, and we have responded with this proposed budget in the best way we can, without really knowing what the true extent of the impact on our community will be,” Mr Bhalla said. “We have proposed a rate increase but we will spend it to help support businesses, particularly those in hospitality and tourism, and rebuild our
community, including moving ahead with capital works where we can to boost our economy. “The budget proposes to reduce service delivery costs by $1.695 million, initiatives by $190,000 and capital $512,000 to enable Council to deliver a responsible budget while supporting the community and covering expected lost revenue and increased costs resulting from the pandemic,” he said. Council’s core services, roads and rubbish, again receive the most allocation. The capital program includes $3.845 million for rural roads reconstruction, $1.876 million to rebuild urban roads and waste management will cost $3.255 million. Rural roads at Wail, Brimpaen and Jung are among those set to be upgraded while major footpath and road works will occur in several streets in Horsham North. Among a long list of projects, funding has been allotted for the refurbishment of the Wesley Performing Arts Centre ($545,000 funded by the Wesley Committee), a skate park upgrade ($164,000) and footpaths and cycle ways ($429,000). The full list of works will be listed on the HRCC website and can be found on Council’s Community Map.
Anyone wishing to make a submission on the proposed budget can do so in writing, addressed to Chief Executive Officer. People can also complete a submission online through Council’s website. Written and online submissions must be received before 5pm on Tuesday 7 July 2020.

Stawell abattoir a step closer to expansion
HDKA are currently taking Kindergarten registrations for 2021 and beyond…. Due to COVID-19 restrictions Marrang Early Learning Centre & Cooinda Kindergarten will not be holding Open Days.
• A South Australian company has bought a 50 percent interest in Stawell abattoir Frew Group.
JessieAnne Gartlan STAWELL-BASED abattoir Frew Group will seek to expand its facilities after a South Australian-based company purchased a 50 percent interest in it. The change will come into effect on July 1 but managing operator Robert Frew said the purchase will have no negative impact on jobs or where the abattoir sources its stock from. Instead Thomas Foods International, based in Murray Bridge, will be able to provide additional backing in the form of resources and finance that will help the Stawell abattoir grow. Mr Frew said the purchase will “fast-track” any future expansion plans that the company already had. “It gives us a lot more strength, and also a lot more capital to expand the facility,” he said. “We had plans for a while to do some extensions ourselves. Some of those will get fast-tracked and some of them will alter slightly. “If we’ve got a bit more (money) we can
probably change a few of those designs and make them better.” Mr Frew said the company’s ultimate goal was to “push towards more jobs in the future” for the region. Frew Group already employs around 450 people. “They source a lot of lambs and cart them to their other plants, so when it comes to transport and freight there will be a lot more local lambs processed through this facility,” he said. “We expect to get busier, not quieter.” From July 1 the company will trade under Frew Foods International and Mr Frew said he was “fairly optimistic” following the impact of COVID-19 on the business. “We’ve been impacted quite severely with our export market - not so much our domestic market although that was up and down like a yo-yo. That’s coming back now but very slowly,” he said. “It’s been a tough start to the year but saying that we’ve had good rainfall throughout South Australia, Victoria and New South Wales this year, so that is going to help with this season of lambs. “It’s going to be very good for the industry.”

ACCESSIBLE PONTOON INSTALLED IN RIVER By JessieAnne Gartlan AN accessible water sports pontoon being installed in the Wimmera River will give Horsham’s students the chance to connect with nature, says Horsham College Outdoor Education teacher Elizabeth Klinge. Horsham Rural City Council is installing the pontoon to provide safe and easy access to the water, support outdoor education programs and greater recreation and connectivity for local residents. Ms Klinge said it will give students access to the river regardless of their skill levels, which will help foster a connection with it. “If you’re invested in terms of recreation you automatically have a connection to the environment,” she said. “That’s what we teach the kids in outdoor education. “It’s fantastic because it’s also another way the kids can really see the river, get amongst the environment and see that what we do impacts the environment.” Director Communities and Place Kevin O’Brien said the site was identified after consultation with existing and potential user groups. “The eastern end of Baillie Street provides a quiet spot to enter the water with a large lagoon of calm water in the vicinity. Parking is available in the area and the precinct and it is the preferred location of our local schools,” Mr O’Brien said. “The project is the first stage of

The nest of a curlew is fairly basic with no fancy threads and weaving involved just a Visit our sites to make your selection for mere scratch in the ground. The one or two eggs laid are just as tricky to find because of its mundane coloring. The curlew was once widespread in Victoria and other states however its numbers have declined from destruction of habitat and predation by cats and foxes. Many farmers report in and beyond…. less or even loss of the birds in their area. Because of the low-key efforts by the curlew we often miss them and one has to be outside to catch the call. Some districts have gathered to try to stem the losses by building cat and fox proof enclosures and keeping numbers of these efficient killers under control. The ideal habitat is for pasture paddocks with a grassy cover and some fallen trees or Due to clumps of vegetation to provide a retreat so the birds will blend. STAYING SAFE KEEPS US TOGETHER Thank You Victoria. While some restrictions have eased, limiting our movement everyday means everything. It means we slow the spread of the virus. If we keep working from home and we limit the number of us moving around, we can keep kicking a footy in the park. If we use common sense and keep our distance, we can visit cafes and restaurants. And if we only see those we need to, we’ll keep our friends and families safe. We all have a part to play. It’s up to all of us to make this work.

WORKING TOGETHER IN RECONCILIATION
• Horsham residents were still able to learn about Indigenous stories and culture for Reconciliation Week with the projection of a film on the Town Hall.
By Alexander Darling A WIMMERA Indigenous leader has invited residents to have a conversation with local Indigenous people as the community recognises Reconciliation Week. Goolum Goolum Aboriginal Co-Operative chairperson John Gorton, a Wotjobaluk man, encouraged the community to speak up if they witness racism in the community. The theme of National Reconciliation
Week 2020, which ended on June 3, was “In This Together”. Mr Gorton said this reflected how Indigenous Australians needed the help of non-Indigenous Australians to help them in achieving reconciliation. “If there are people that don’t know enough about Aboriginal history, have a conversation with an Indigenous person, a leader within the community,” he said. “But also, once you are aware of the issues,
Deputy PM lays out post-COVID roadmap By James Thomas FEDERAL Member for Mallee Dr Anne Webster and Deputy Prime Minister Michael McCormack hosted a tele town hall last week which laid out a “roadmap” for the post-COVID recovery. Mediated by Dr Webster, Mr McCormack took questions from residents across Victoria on topics ranging from infrastructure and water rights to the Federal Government’s response to China’s tariffs. Laying out a “roadmap” for Australia’s recovery post-COVID, Mr McCormack indicated that there would be greater collaboration with state governments. “If there is one thing that has happened through the COVID situation it is that government’s of different political persuasions, both at the commonwealth and state level, have worked better together,” he said. But Mr McCormack said that the federal government would not intervene in projects which state’s were responsible for under the federated system. “We cannot fund things 100 percent and certainly cannot fund some things that states have whole responsibility for,” he said. “States will prioritise certain projects and we
from a federal perspective we often will jointly fund it. “We cant be on the hook for everything.” Developing Australia’s manufacturing in defense, medical, technology and minerals will also be crucial post-COVID with Mr McCormack indicating that there is a “manufacturing blueprint” being developed by the Federal Government. “We have a lot of fingers in the pie when it comes to making sure that we have a manufacturing sector out of this,” he said. “We need to work on more manufacturing in Australia. That has been one of the biggest outtakes from this.” Mr McCormack also discussed issues surrounding China and the tariffs levied on Australian exports such as barley, saying that it was a “very difficult balance”. “There needs to be a proper and independent inquiry into the start and spread of COVID19,” he said. “But there is no need to intimidate and inflame China. “We will work through the diplomatic channels. “We’re not going to kowtow to China but at the same time we have think of our future and diversifying our markets.”
if you see something happening that’s wrong, don’t sit idly by and let it happen. You should speak up and call it out for what it is. It’s easy to say you’ve said something on social media, but to stop something when it’s happening is more meaningful. “You might be able to push the cause forward in your workplace, you might be able to put some systems and processes in place so it doesn’t affect Aboriginal people. Sometimes that’s how systemic racism can be changed.” “Not everyone is bad, but there needs to be more done to weed out the behaviour that is bad.” Mr Gorton said Goolum Goolum had a good working relationship with Wimmera police, though said he couldn’t comment whether that was the case for every Indigenous person in the region. While the pandemic limited or prompted the cancellation of traditional public events, Horsham residents were still able to learn about Indigenous stories and culture with the projection of a film on the Town Hall. “Marngrook”, created in collaboration with the Goolum Goolum Aboriginal Co-Operative, is a fictional film based on the notion Australian Rules football was influenced by a ball game first played by Traditional Owners in north west Victoria, called Marngrook. Mr Gorton thanked Wimmera groups that put on events and commemorated National Reconciliation Week despite the “unusual” circumstances. The Co-Operative observed National Reconciliation Week by staging RunRona, a virtual event in which participants raised money for Indigenous health initiatives by running or walking predetermined routes along the Wimmera River. Aunty Nancy Harrison, of Dimboola, said indigenous representative groups such as Barengi Gadjin Land Council worked with law
enforcement to establish communal activities that built productive interactions. “The police organise kayaking and rowing on the Murray River every year, which has helped a lot,” she said. “The land council works with the justice department too, so that helps a lot.”

Cautious reopening of Centre for Participation By JessieAnne Gartlan
WIMMERA non-profit organisation Centre for Participation will be looking at a staged reopening during June as Victoria’s health restrictions ease. When the COVID19 lockdown first hit, the volunteer organisation changed how it delivered its services for community’s safety, limiting itself to non-contact services. Now the centre’s chief executive officer Julie Pettett says the organisation will be working through its health and safety policy to resume their community support and learning programs in the near future. “We will be opening on some level from June but at this stage we are working on what that would look like,” she said. “It will be an integrated opening because we need to have quite a strict cleaning regime. “We need to ensure that everyone is safe and we register everyone as they come through the building.” Envisaging a partial reopening in June, Mrs Pettett says that people shouldn’t expect business as usual, with big changes being considered on how volunteers and the community interact. “We’ve taken a lot of our classes to online learning,” she said. “We are still running some volunteer programs such as the community transport and home delivered meals, plus social interactions over the phone which we’ve been
working through as we go.” While there has been some impact on the organisation’s finances from the lockdown, Mrs Pettett said that the team will continue to navigate its way through the pandemic. “It’s about doing whatever we can do sensibly,” she said. “(Health officials) believe that organisations and individuals have enough information to take the pandemic seriously. “Everybody needs to take on responsibility themselves and needs to understand that there is an element of risk. “It’s about being sensible and appreciating the necessity of social distancing and hygiene.” While some programs will reopen from June, Mrs Pettett said that this wouldn’t apply to all of their programs, including Laneway Cafe, which will remain closed for the time being. “It’s not viable to try and keep the cafe open with social distancing measures and trying to work in confined areas, only to have a small number of people come,” she said. “We’re only going to be starting with noncontact programs. “As things progress, we will make different decisions.” • Centre for Participation chief executive officer Julie Pettett and manager for programs and community development Robbie Millar are looking to welcome people back in a staged return this month.

Budget from Page 1 Cr Grimble said that the council could restage its Capital Works projects to reduce costs, but it was a conversation that the council was yet to have in-depth, although it was able to make savings in its service provision. The budget was drafted under the assumption that many services would not return until early 2021 due to coronavirus restrictions, and so has budgeted for lower spending in those areas than the previous budget. Some of these services included the visual arts ($175,000 less) and the performing arts ($656,000). Council expects to yield a total savings of $2.4 million from this. “There was a comment from one of the officers saying (to make savings) we might have to look at our Capital Works program,” Cr Grimble said. “(Council) might defer a project or stage a project.” The draft budget proposes $16.04 million into its capital works program, down from $20.36 the previous financial year.
$5.67 million of this will come from rates and general revenue. However, the budget states this figure does not include the cost of any project that has been carried over from the previous financial year. Instead, this will be calculated after June 30. Of that $16.04 million, $3.19 million will come from external sources or separatelybudgeted road maintenance funding, leaving a total spend of $12.85 million from council. Horsham Rural Ratepayers and Residents president Di Bell said the organisation had forwarded a copy of the draft budget to Ratepayers Victoria. “They will be taking a look at it in comparison to other councils,” she said. “Then we will be meeting and the committee will work out how we’ll get (community) feedback in this current situation, because we can’t just call a public meeting.” The draft budget can be viewed online at www.hrcc.vic.gov.au.
Libraries are open again THE Wimmera Regional Library Corporation libraries re-opened on Monday. Hours will be restricted to enable staff to undertake cleaning of returned library items and high touch areas. Libraries will not be open on weekends, but this will be reviewed as further government restrictions are eased. For the first week, only borrowing services will be available and staff operated printing. Numbers of people in libraries will be restricted to ensure correct social distancing and visitors are asked to limit their time to less than 15 minutes. Staff are currently busy organising signs and hand sanitiser to help people access the library in a safe manner.
Public PCs will not be available, however the public wifi has been turned back on. The corporation will be reviewing restrictions and access to library resources on a regular basis and will be providing access to additional resources in forthcoming weeks. The Mobile Library will not resume services, but will continue its drop and pickup service at the normal Mobile Library drop-off location. On July 1 the Stawell, St Arnaud, Warracknabeal, Nhill and Dimboola branches will be leaving the Wimmera Regional Library Corporation, leaving only Goroke, Harrow, Edenhope, Harrow, Kaniva and Horsham under the Wimmera banner. For details on when you can visit your local branch, visit www.wrlc.org.au.

Real Estate INNOVATION DRIVES HORSHAM REAL ESTATE SUCCESS
• Horsham Real Estate’s Daniel and Nola Brown are thriving during COVID-19 thanks to their innovative approach. Photo: CONTRIBUTED.
DIGITAL innovation has been the key to success for Horsham Real Estate director Nola Brown, who says her son Daniel has helped lead the way into the future. “My son, Daniel joined the industry three years ago and is now also a fully licensed estate agent,” she said. “The industry is moving forward rapidly. Marketing has gone from black and white photography in a local newspaper to having a massive online presence, across all media forms, including Facebook, YouTube and Virtual Tours. “Daniel has been instrumental in sourcing and embracing new technology and design to optimise and improve the service we can offer to our sales and property management departments, taking our business to the next level.” While many industries had to figure out how to innovate in order to survive COVID-19, Ms Brown said her office had been focused on the future for some time. “Our office has always been a leader in advancing technology for efficient property management and
sales,” she said. “But it is the rapid technology changes in the past few months, due to coronavirus and the crazy world we are now living in, that will set us apart moving forward. “All of our systems have been cloud based for some time, which allows us all to work from anywhere, as normal. “We offer our tenants faster safer maintenance where tenants can upload photos from their phone to report maintenance, giving tradies and most importantly the owner a visual of the issue. “We make it easy for tenants to pay rent by direct debit from their phone or home. They can track their rent payments with visual graphs, download receipts and view lease documents from our tenant portals online.” Mr Brown said having a strong digital plan in place before COVID-19 was a key driver to maintaining business during the lockdown. “The big win for our clients are the virtual online sales, rental and commercial inspections we produce in house for our clients to view, where social
distancing and travel make it impossible to attend an inspection,” he said. “We have leased 26 rental properties in the past three weeks and two commercial sites using this technology, which is a win for our landlords in this current climate. “Our strengths are working with our property investors, where our experience can give valuable market insights to maximise investment returns and increase profits for our landlords.” Mr Brown said it was “all about low vacancy
rates”. “The right mix of good, well-qualified tenants, advice on market trends, supply and demand advice at rent review time, maintaining your property standard, plus exceptional marketing on 15 websites to attract great residential and commercial tenants.” Ms Brown said she and Mr Brown were “very excited to achieve number one agency with Rate My Agent for property management services for 2020”. “It’s not a job, when you love what you do and can make a real difference,” she said.

New lease of life for Dimboola’s iconic theatre
• The iconic Star Theatre in its current form (top) and above, the Dimboola Brass Band plays for an event in the building’s heyday believed to be in the late 40’s or early 50’s.
AN enjoyment of competition rowing brought a Melbourne woman by chance to Dimboola in the 1990’s and once again in early 2000, where she quickly developed a great appreciation of the Dimboola community and its scenic environment. That image of the picturesque Wimmera River and the Dimboola environs held in her mind for many years, until about two and a half years ago, Dee McVeigh decided to purchase a house in McDonald Street in Dimboola. As a project for Ms McVeigh to focus on, she enjoys spending time in Dimboola renovating her home, however that project is due to take a second place in her life as she with four other likeminded friends have made the decision to invest in Dimboola, by purchasing the Star Theatre. Ms McVeigh and her group of friends and investors describe themselves as ‘investors in the arts’ and enjoy the performing arts, together with the adventure of such a project. “The ‘old Star Theatre’ has such a
wonderful heritage being built around 1926, saying it’s a wonderful building in a wonderful town, and we are really looking forward to bringing the theatre into shape.” “I was really keen to develop the Star Theatre, but to make it work I needed not only the funds, but more the enthusiasm of other like minded people to pull this all together,” Ms McVeigh said. Ms McVeigh and her partners purchased the Star Theatre from former owners Ken and Mary Clark earlier this year and are now planning a range of events for the Dimboola icon. “We aim to host community events from the Star Theatre, once the coronavirus pandemic clears up, and envisage film festivals using the antique projector, perhaps reinvigorate the former food festival, that was such a huge success a few years ago.” “We’re looking for ideas from the community as well and would love the community to come forward and share their ideas for projects for the Star Theatre and work with us to bring these
Horsham Showground saddles up for a revamp By Taylor Padfield THE Horsham Agricultural Society has received a $124,999 grant from the federal government which will be used to construct news facilities at the Horsham Showground. The Horsham Agricultural Society secretary Andrea Cross said the funding will be used to build a disabled unisex toilet, relocate the administration office, upgrade outdoor lighting and install additional power outlets. “We have just engaged the architect to draw up plans following a site visit to ensure we have located the best position for the toilet,” Mrs Cross said. “Work will begin once the plans and tenders have been finalised.” Mrs Cross said the administration office will also be relocated to the Maydale Pavilion and provide better accessibility for
competitors and create more of a “central hub”. “The upgrades will provide a safer environment for patrons and improve night time festivals, particularly the Horsham Show,” Mrs Cross said. She said the Horsham Show in its traditional form would not proceed on September 26 and 27 due to the COVID-19 pandemic. Instead, the Horsham Agricultural Society launched the Virtual Horsham Show on May 1 which includes an online market, daily Facebook challenges, showbag sales and even a miniature goat show. “Some livestock competitions will run at varying dates as the bans are lifted,” Mrs Cross said. “It hasn’t been decided whether the horse show will go ahead in September as we await the easing of restrictions.”
projects to fruition in Dimboola. Perhaps an environmental or indigenous festival due to the amazing heritage of the town could be on the cards,” she said. “From a commercial point of view, the project will also need income and we would propose to host weddings and private functions in the theatre to enable the hosting of such major events in the future,” While Ms McVeigh considers the theatre
building in pretty sound condition, with the roof and general structure in good shape and sturdy, she believes there is a significant amount of work to be done on flooring and that is the partners first project to undertake before the theatre can be used. “We’re really looking forward to bringing the Star Theatre back to life and attracting a range of events for the town into the future,” Ms McVeigh said.

Motoring Toyota welcomes hydrogen initiative TOYOTA Australia has welcomed the $300 million commitment by the Clean Energy Finance Corporation to invest in hydrogen energy projects. The company’s future technologies spokesman Matt MacLeod said investment by government was vital for developing Australia’s emerging hydrogen sector and enhancing its ability to contribute to lower emissions. “Toyota welcomes initiatives designed to build demand in Australia for hydrogen as a viable energy storage medium, including fuel supporting zero-emission transport,” Mr MacLeod said. “Government investment will also play a significant role in the broader energy economy by supporting longterm sustainable hydrogen production, building supply chains and creating hydrogen hubs,” he said. “Toyota’s ability to launch advanced vehicles in Australia such as the Mirai fuel-cell electric car - a hydrogenpowered sedan that emits only water vapor - depends on the development of an adequate refuelling infrastructure.”
Mr MacLeod said Toyota Australia was committed to helping develop and promote the hydrogen economy with its own significant investments. These include a $7.4 million hydrogen centre in Melbourne, supported by $3.1 million in funding from the Australian Renewable Energy Agency. “This project will deliver Victoria’s first commercial-grade hydrogen refuelling station by the end of this year and will be supported by a sustainable hydrogen production and storage facility. “An education centre at the site, which has just been completed, will provide information that demonstrates the opportunity for hydrogen to meet the energy needs of our society in the not-too-distant future.” Toyota has also expanded its renewable solar-energy capacity at three properties in NSW, Victoria and Queensland. It will soon commission an additional solar system to support its hydrogen centre.

• George Ward purchased The Horsham Times in 1897.
• REPORT: A report by the NTI National Truck Accident Research Centre has shown a rise in heavy vehicle accidents.
A REPORT released recently investigating heavy vehicle incidents has shown a rise in accidents and an increase in driver deaths. The National Transport Insurance, National Truck Accident Research Centre report discovered there were almost 100 more serious incidents in 2019 compared with two years prior, and the number of truck drivers who died last year was 2.5 times higher than in 2017. The report examined trends in heavy vehicle road safety using data from heavy motor insurance claims of greater than $50,000 involving at least one vehicle insured with NTI. The report found in 80 percent of all serious crashes involving cars and trucks, the car driver was at fault. As more motorists are taking to the road this weekend as restrictions ease, it is a timely reminder for motorists to remain vigilant. Although figures show that inattention
and distraction were less likely to occur in outer regional Australia as compared to city centres. NTI’s chief executive officer Tony Clark said it was an important reminder for drivers to do the right thing on the road. “We had been on a downward trend of heavy vehicle-related deaths and had hoped to hit zero within the next decade, but tragically, last year we saw more loss of life, not just for truckies but all road users.” While the exact reason for the increase in deaths was unknown, the 2020 NTARC report found two of every three crashes were the result of fatigue and distraction. “The report found the number of truck driver deaths caused by distraction more than doubled in the past two years,” Mr Clark said. “Another worrying trend we saw was that 82 percent of the crashes involving truck drivers aged 25 years and under were caused by distraction.”

Partnership offers sounds of Grampians contributed over $4500 to the purchase of the equipment which will allow deaf or hearing impaired visitors to explore the wonders of the region each year with unprecedented accessibility and flexibility. Both of the Visitor Information Centres re-opened this week following the easing of coronavirus restrictions and Grampians Tourism sees an estimated 22,000 deaf visitors to the region each year. This technology will be used by tour guides and attractions to assist hard of hearing visitors to engage with tours, presentations, demonstrations and multimedia content around the Grampians National Park and surrounding attractions. “Our partnership with Deafness Foundation will allow deaf and hard of hearing visitors to engage with our beautiful region with ease,” Grampians Tourism chief executive Marc Sleeman said.
Northern Grampians Shire Council Mayor, Murray Emerson, said the new technology will be a great addition to the already wonderful offerings of our region. “With this new technology, people who are hearing impaired will be able to experience the magic of the Grampians and surrounds like never before,” he said. The new equipment is available at Halls Gap and Stawell Visitor Information Centres and the tour guide equipment is now available at Halls Gap for use by local operators. The Grampians region attracts more than 1,156,000 visitors each year from around Australia and the world to its many attractions. One in six of these visitors is estimated to have some degree of hearing loss making the new technology a welcome addition. Enquiries for use of the equipment should be made to Jason at the Halls Gap Visitor Information Centre via phone on 1800 065 599.

Parks Victoria expects to complete a draft plan by the end of June, and to release it for stakeholder comment in the second half of the year. Mr Lindorff said he believed the plan would not definitively determine which rock walls could and could not be climbed. “Parks has made 125 Grampians climbing site assessments in the last 12 months. By their own reckoning they want to carry out approximately another 100,” he said.
Horsham Times is all in the family - PART 2 JessieAnne Gartlan NEWSPAPERS wouldn’t be what they are without photographers, and for photographer Ian Ward, son of long-time The Horsham Times editor J. V. S. Ward, it was all about training the next generation. “I became a photographer in 1957 at The Horsham Times,” he said. “Then in August 1959 when The Horsham Times was amalgamated, I became the photographer on the Wimmera MailTimes for some 43 years.” In that time Mr Ward trained some six photographers. One went on to work for The Age, another to the Sydney Daily Telegraph, and others to full-time studio photography. Due to a health condition affecting his eyesight, Mr Ward had to retire when cameras went digital. “I couldn’t see the digital camera screen and working with computers (was difficult),” he said. But Mr Ward worked with plenty of other changes in his time at the newspaper. Prior to his photographer years, he started at The Horsham Times as a “general person” after leaving school in 1952. “I was printing wrappers for circulation and posting the paper around Australia, and even to New York,” he said. “I went on to work on the press, going on the brake of the press, stopping it in case there was a paper break. “In 1954 my father, J. V. S. Ward imported the first klischograph, which was a German invention, to reduce half tonne printing plates for letterpress printing.” The klischograph, invented in 1951, was an electronic engraving machine used for transferring photos into newspapers. It effectively eliminated several steps in the printing process. “It was the only one in the southern hemisphere (at the time),” Mr Ward said. “It published the first pictures in The Horsham Times that had been taken just hours before publication.” All in all Mr Ward spent “some 50-plus” years working at The Horsham Times and the Wimmera Mail-Times. He is uncle to the current owner, David Ward.
• Ian Ward worked in Wimmera news and printing rooms for some 50 years.
“They will not get these done in the next few weeks when the draft plan is due to be presented to the (Environment) Minister (Lily D’Ambrosio),” he said. Parks Victoria did not answer questions about whether it had closed any further areas known to be popular with rockclimbers in the Grampians. A spokesman said the outcomes of recent assessments at Bundaleer, southwest of Halls Gap would inform where climbing may be permitted in the future. “Climber group representatives who participate in ‘roundtable’ discussions with Parks Victoria have been advised: ‘Parks Victoria expects that the area from 30m to the north of “Manic Depressive” (and northwards of this point) are unlikely to be affected by additional cultural heritage protection measures. Climbing routes south of this point are likely to be affected by additional cultural heritage protection measures’,” he said. The Grampians contains the majority of surviving Aboriginal Rock Art sites in Australia. A study published in the May 2020 edition of the Rock Art Research Journal authored by R.G. “Ben” Gunn begins: “The recent escalation of bouldering and bolting in the sandstone ranges of western Victoria..., has caused noticeable damage to Aboriginal rock art sites in the Grampians National Park and surrounding Crown Land Reserves.” There was outcry when Parks Victoria implemented more severe restrictions in February 2019, with the Australian Climbing Association of Victoria forming and climbers protesting they were being blamed for the damage done by other park users. Parks Victoria and Barengi Gadjin Land Council are also assessing some rock art sites previously identified at Mount Arapiles-Tooan State Park. “The condition of these four registered sites is being assessed to inform whether there is a requirement for protections,” the spokesman said.

Horsham leads the way for plant protein “Considering production isn’t going to start until July, it’s been more the management of the site.” The product has two main target markets. One aims to replace the import market in Australia, and the other is the export market. “Currently Australia imports all of its plant-based protein,” Mr Le Lievre said. “There’s also a significant export market as well, with opportunities particularly in the UK and US.” APP has patented its extraction technology, which utilises mechanical extraction rather than chemical extraction, eliminating

the need for solvents and enzymes, producing a high-protein final product it calls clean protein. The faba bean powder is 90 percent protein, less than 0.5 percent carbohydrate and 5-6 percent fat content. The extraction process was developed in a research development site in Werribee with the CSIRO after a gap in the market for an Australian-produced plant protein powder was identified. Mr Le Lievre also said there were plans to construct a greenfield site within three years, but more detail was yet to be confirmed.

processing site for its access to an abundance of pulses from across the Horsham region,” he said. “The company will buy exportstandard faba bean splits from two suppliers in Horsham and one in Donald.” Stage one involves a $20 million investment and sourcing faba beans for the first line of production, with about 25 tonnes planned to be processed daily. The first line will also create about 25 jobs, with another 20 expected to be created in about 12 months as line two comes into production.
By JessieAnne Gartlan A NEW company making protein powder out of pulses is set to open its doors in Horsham in July. Australian Plant Protein is currently constructing a premises on Carine Street, off Golf Course Road, and will begin production in July. General Manager of Operations Peter Le Lievre said the plant will source pulses - primarily faba beans and lentils - from farmers in the Horsham region. “Horsham was chosen as the
Mr Le Lievre said the manufacturer was already advertising for the initial 25 openings. “We advertised this week for 10 production assistants and three site supervisor team leaders,” he said. Two quality assurance managers from Rupanyup have also been engaged. Mr Le Lievre said the project had managed to dodge any problems relating to coronavirus, meaning the project was running to schedule. “The effect of COVID-19 has been minimal,” he said.

YARDING: 17000 LAMB: 14000 SHEEP: 3000
It was a similar sized yarding of lambs ahead of next week’s public holiday. Quality remained reasonable for this time of year, with a lot of lambs still being sold off grain and pellets. Alongside the crossbred lambs was a reasonable number of Merinos of varying quality. The regular buying field attended, although one key northern exporter which had been dominating competition for extra heavy lambs didn’t purchase this week and some other processors were quiet. Heavy lambs over 27kg cwt were quoted as $5 to $8 easier, while the nicely weighted domestic lambs were firm. Merino lambs sold at rates similar to a week ago. Prices reached $306 for a pen of 24 extra heavy export lambs estimated at more than 40kg cwt. The next best price was $284/head. The bulk of the export lambs were in the 30 to 34kg category and sold from $240 to $265/head for a quote of 780c to 820c/kg cwt. There wasn’t much dollar per head price change across the lead

YARDING: 2053 CHANGE: 175 There were approximately 1,350 export and 700 young cattle penned representing in increase of 170 head week-on-week. The usual buying group was present and operating although not all fully in a mostly cheaper market. Quality declined with a larger proportion of the offering showing the effects of the cold weather. Quality vealers suited to butchers sold to firm demand while secondary calves to turn out sold at cheaper prices. Yearling cattle sold mostly 10c to 20c/kg cheaper. Grown steers and bullocks eased 5c to 10c/kg. Heavy manufacturing steers sold 15c/kg cheaper. Cows eased 10c to 20c/kg on most sales while heavy bulls sold firm. Vealers sold from 330c to 440c/kg. Yearling trade steers made from 360c to 410c with the feeder lots making from 345c

YARDING: 1400 CHANGE: -400 Numbers were well back. There were 1,400 yarded, of that 950 were exports and 450 were trade cattle. Not as many bullocks were here this week and although there was the odd pen of finished steers, overall the quality was back. Most operators were in attendance, however competition was far more subdued. There were fewer heavy beef cows and they met the largest falls of the day to be 13c to 28c/kg back. The dairy cows were 3c to 10c easier and the grown steers and bullocks were 3c to 10c/kg lower. The trade section was the shining light as competition increased from processors trying to secure the lines of better finished cattle. Feedlotters and restockers also remained active, with the market generally 6c to 10c/kg dearer. The vealers to the trade made from 366c to 416c with restockers paying to 448c/kg for lighter weighted calves. The yearling steers, B and C muscled, made from 360c to 422c/kg to

YARDING: 584 CHANGE: 64 Another reduced line-up following more rain. There was, however, some outstanding young cattle off grain as steers and heifers that have been supplementary fed for the winter market start to appear. There was an additional domestic buyer that returned for this reason. All buyers were keen to fill orders and prices for the best yearlings and vealers lifted 20c to 30c/kg on a fortnight ago. Processors were also willing to support well finished cattle with weight, paying up to 430c/kg for steers at 550kg. The vealer run reached a top of 454c/kg. Competitive bidding between processors pushed rates above 400c/kg for any well shaped steers and heifers with good carcase finish. Most of the young cattle in the higher price range of 420 to 450c/kg were either Charolais and Limousin-cross and off grain, and with potentially above-average carcase yields. Bullocks sold from 354c to 382c/kg. Heavy heifers made from 305c to 360c/kg. Heavy manufacturing steers sold from 298c to 355c/ kg. Most light and medium weight cows made from 215c to 279c/kg. Feedlots and restockers also had to pay over 400c/kg for the better lines of weaners and yearlings. Plainer bred and conditioned cattle off grass generally 360c to 390c/kg. Little Friesian steers to the paddock sold to 300c/kg. Not a lot of genuine export weighed cattle in the yarding. Good beef cows sold from 260c to a top of 320c/kg. More residents seek moment in the sun small group in Horsham to form a board designate, and that will be the basis of the co-operatives in the central west of Victoria,” he said. “Energy Democracy is not going to be owning the project, our job is to seed fund that co-operative into existence. It’s the households that can’t install solar that we’re here to help.” “It’s worth noting while PowerCor’s figures show a near 13 percent increase, the postcode 3400 only had about 18 percent households with solar, below the national average.” In Natimuk, Brimpaen, Goroke and Dimboola, the figure is above 30
percent, according to the Australian Photovoltaic Institute. Mr Major said Energy Democracy would begin recruiting members for the board after a similar energy project in Orange, NSW gets underway this year. He said the organisation was also working on two projects in New Zealand. Energy Democracy’s website states more renewable energy parks are planned for Western Victoria. As part of the 2020-2021 budget adopted at its June 1 meeting, Horsham Rural City Council will spend $55,000 adding solar panels on the rooves of community halls it looks after.
Grampians road and infrastructure stimulus By James Thomas • Electric atmosphere: PowerCor data shows an extra 135 households installed solar system in Horsham in 2019.
By Alexander Darling THE number of solar panels being installed on Horsham buildings is rising, mirroring what is happening in other western Victorian cities. It comes as a private organisation is preparing to recruit Horsham residents to oversee a new communal solar electricity farm for people that cannot install panels on their properties. Data released by utility company PowerCor last week showed there were 1199 solar photovoltaic connections in postcode 3400 at the end of 2019. This marked an increase of 12.7 per cent in 12 months, the second
increase by that amount in as many years. Ballarat saw the highest year-on-year increase of anywhere in PowerCor’s network, up 18.78 percent. In a statement, general manager of electricity networks Steven Neave said the figures justified the company’s proposal to build capacity so homeowners can export more of the power they generate to the grid. “People want to take more control of their energy choices (during the pandemic) and solar is a great way to do that,” he said. “That’s why we want to support customers to make this choice by making strategic investments to
Grampians businesses reopen to visitors By Taylor Padfield CAMPSITES and hospitality businesses across the Grampians were eager to welcome back visitors from June 1, under an easing of coronavirus restrictions. Grampians Tourism chief executive Marc Sleeman said they expect the region to have high visitation numbers and be ‘extremely busy’ for the Queen’s Birthday weekend. “The premier's announcement caught us off guard, but it was fantastic news that we could start accepting overnight visitation in the region,” Mr Sleeman said. “It was especially great for regional Victoria where we know tourism is such an important part.” Mr Sleeman said the reopening of the visitor economy will require accommodation and hospitality providers to comply with the guidelines relating to density, distancing and hygiene. “We have seen a lot of innovation
from businesses… cafes and restaurants across the region will have time limits on reservations,” Mr Sleeman said. Mr Sleeman said Grampians Tourism has changed its marketing message to ‘please visit’ and have a Reactivation Strategy plan to reboost tourism. “Recovery is happening a lot quicker than our partners anticipated, which are great first steps, but this is going to be a long term approach,” Mr Sleeman said. He said 80 to 90 percent of businesses across the Grampians region are small family-owned businesses. “A lot of the community have now realised that our restaurants, cafes and other facilities can't exist without the visitor economy,” Mr Sleeman said. “The ease of restrictions is going to be a really important lifeline for them. “From my perspective it is game on Grampians.”
allow the network to keep pace.” Across Natimuk, Warracknabeal, Edenhope, Dimboola and Nhill, a further 55 panels were installed in 2019. PowerCor’s data also showed an extra 8,000 homes adding solar panels in the four months to May 2020. The company expects one third of all homes in its network to have solar power within five years. Wimmera residents who do not have the means to install solar panels have also expressed interest in funding renewable energy. Alan Major, chief executive of the group Energy Democracy, said it had received 700 expressions of interest, including 50 from Horsham, from people wanting to join a co-operatively-owned energy park. It is planning to build this park on a tract of land in Horsham North, and recently signed a lease option for part of this. “We have been working with a
NORTHERN Grampians Shire Council will receive an additional $1.8 million in road and community infrastructure funding to help the local areas deal with the impacts from COVID19 pandemic. Under the $500 million Local Road and Community Infrastructure Program, local councils will be able to submit road and community projects for construction, maintenance and/or improvement to the federal government. Northern Grampians Shire Council is yet to finalise their 202021 draft budget but Mayor Murray Emerson said that council will work with community organisations to determine funding. “Council has not yet finalised a draft budget and while there is no official process for community facilities to register for funding, council is constantly working in partnership with community organisations and assessing community needs to find the most appropriate ways to allocate funding,” he said.

The allocation of $500 million split between each of Australia’s 537 councils is determined by road length and population size. Council will also receive another $4,057,245 in Financial Assistance Grants brought forward from the 2020-21 financial year, which will be delivered before the end of June. While the $4 million in prepayments is intended to stimulate the economy by fast-tracking capital works, Mr Emerson said that the additional $1.8 million will have to be submitted before work can begin. “Funding from this program has not been prepaid and cannot be used for projects that were started or planned before the pandemic,” he said. “We are looking ahead in our capital works program for projects that can be further developed or brought forward to deliver sooner. “Once the final list of projects has been determined, council will work with the Federal Department of Infrastructure, Transport, Regional Development and Communications to finalise and execute a funding agreement.”

Horsham Golf Bowls Restrictions ease but parkrun still on hold Club ready to roll
• Zac Stephan (below) is of the many bowlers who have enjoyed club participation recently. They were recently out on the newly refurbished green (above).
By Taylor Padfield HORSHAM Golf Bowling Club secretary Stephen Harris said there has been an increase in club participants over the last year, thanks to the volunteers and donations. “We are increasing our membership which has a fair bit to do with the new facilities, a lot of people like what they see,” Mr Harris said. Three years ago the club received a sizable bequest from the club’s late secretary Jeff Sprunt. “The donation blew our minds,” Mr Harris said. “We used the money to install synthetic green which has made a real difference to the club.” Mr Harris said former member Clive Smith also left a generous donation which contributed towards new seats and club room extensions. “Club members have volunteered their time and labor to renovate the facilities,” Mr Harris said. “We were very lucky and everyone is happy with the end product.” Mr Harris said the improved facilities have attracted new and old bowlers which has created a great group of members. “We have just under 50 members for bowls and have a reasonably young group compared to other clubs,” Mr Harris said. “Barefoot night bowls in February this year was also well attended with 56 people being novice. “With the relaxation of COVID-19 rules, members are again able to get out onto the rink and play the great game of bowls.”
• Wimmera River parkrun is yet to get the go ahead under COVID-19 restrictions. Headquarters said it will wait for public gatherings to increase to 500 people.
By JessieAnne Gartlan WHILE limited outdoor training can now take place and gyms are set to open to limited numbers from June 22, Wimmera River parkrun has yet to get the all clear under COVID-19 restrictions. The popular running club, which has chapters across the country, will wait for public gathering numbers to be substantially increased until it starts up again. In Horsham, Co-Event Director Wimmera River parkrun Andrew Sostheim said the decision reflected the organisation’s need for a nationally coordinated approach. “The correspondence from parkrun HQ is they will be looking for public gatherings to be increased to around 500 people before parkrun events will take place again,” he said. “There are some larger events in the metro areas of Australia with huge participation so it will be a national re-launch rather than individual events.” While runners have had to run solo under the restrictions, Mr Sostheim said Horsham Rural City Council has been making good use of the downtime by upgrading the running tracks the group uses. “(They have) been busy upgrading our tracks and the addition of some new crossovers and a river anabranch along the south Langlands track section of the Wimmera River,” Mr Sostheim said. “The Horsham Rural City Council and local business CHS Group have also begun installation works of public lighting.” The council said the project will see overhead LED lights added along the river between Menadue Street and the Anzac Bridge, including the Wotonga Basin.

Infrastructure Director John Martin said many Horsham people exercised along the paths during daylight hours and the new lighting would give them reassurance to also use the area when it’s dark. “The Wimmera River is Horsham’s greatest natural asset. Additional lighting will enhance the perceived and actual safety for users along key tracks that connect residential areas to the river,” Mr Martin said. It is expected the lighting will be switched on by the end of July. Last year the council successfully applied for $173,000 in funding from the Victorian Government’s Public Safety Infrastructure Fund. HRCC has contributed $90,464 from its own budget and local contractors will carry out the installation. Even though it will be some weeks before the project is completed and parkrun resumes, Mr Sostheim said he had been encouraged to see people taking up running and walking during lockdown. “We’ve been rapt locally to see so many families and individuals utilising our open spaces and public tracks along the Wimmera River during the COVID-19 crisis,” he said. “Exercise plays a huge part in our physical and mental health so we’ve been conscious to continue to encourage keeping active. “We’ve also been doing some shoutouts to our volunteers and parkrunners through our social media which has been fantastic to hear how, when and why they started participating at parkrun. “We are always keen to emphasise that parkrun is free, fun and friendly 5k walk, run or jog in a non competitive environment.”

Stawell Gift will not be rescheduled for 2020 By Taylor Padfield

HORSHAM athlete Zoe Nicholson is already training for next year’s Stawell Gift after it was announced last Thursday the race would not be rescheduled for 2020. “It feels strange not having the race, but it was the right decision to make,” Ms Nicholson said. “As an athlete it is the big grand final to finish off the season.” The iconic race was postponed in March due to the impacts of COVID-19, and at an executive meeting last week it was unanimously decided to cancel this year’s Stawell Gift. Ms Nicholson has competed in the Stawell Gift for the last six years and won the women’s 400m final in 2017. This season she has been studying, working full-time for Agriculture Victoria and training on weekends with running coach Marcus Cooper. “I had a bit more of an off-season, but in the couple of months leading up to the race I had a good training schedule going,” Ms
Nicholson said. “Everyone is feeling sad that they have missed out this year, but we can now look forward to next year’s race.” Ararat running coach Marcus Cooper said a lot of Stawell Gift competitors were hesitant about the race being postponed for the end of the year. “It would have been hard to get up and about that early on in the season,” Mr Cooper said. “The athletes would have not much racing under their belt and are more likely to injure themselves.” Mr Cooper runs the coaching business Coop’s Stable in Ararat and said he was training around 12 competitors for the Stawell Gift. “It’s a love job, I have been doing it for over 30 years,” Mr Cooper said. “There were a few athletes this year who were going to compete in their first Stawell Gift, so I know they are very keen for next year. “We will be there with bells on and we look forward to it.”
Clubs struggle with financial burden of COVID-19 Warrack Eagles president Chris Taylor said the club had already made a decision about a 2020 season. “Eagles at present time pretty much decided there won’t be a season,” he said. “The biggest issue we see as a club is if they decide to play eight rounds then it’s going to do nothing short of put financial burden on the club. It’s not just that people can’t attend - it’s that we’ve gone this long without sending out memberships and we’re missing income there. “We’re not in favour of being at the gate saying you can’t come in, and with restricted

JessieAnne Gartlan and Alexander Darling SPORTS clubs in the Wimmera must consider their financial positions as COVID-19 restrictions begin to lift if they are to bounce back, says the Wimmera Development Association. Executive director Chris Sounness said the association has been gathering feedback from clubs on the extent of COVID-19’s impact on them. In May the association, with Wimmera Regional Sports Assembly, hosted a forum for Wimmera and District league representatives to look at what they need from a financial perspective to recover from COVID-19. “What’s important for us is we want vibrant clubs where people can have the opportunity to be active and part of a team, both in sports and all aspects of community life,” Mr Sounness said. “The average Wimmera football and netball clubs is equivalent to an averaged sized business in the Wimmera, which is a turnover of around $300,000,” he said. “So they’re an important economic contributor.” Mr Sounness said the WDA was focused on the role of governance and financial indicators within clubs to assist them make informed decisions about their situations. “We’re keen to give them the tools they might need to make better decisions,” he said. “They can compare how they are going against the average clubs in the region. It’s good to do a bit of benchmarking and considering some of the ways of looking
at your fixed and variable costs so you can understand what you’re burdened with and what you can adjust.” The association is also working with the Wimmera Regional Sports Assembly, who Mr Sounness said is liaising with Vic Sport as to how to tackle the issue. Horsham Demons chair Rod Dumensy said the club had a lot of hurdles to jump before it could consider a season. “If you do get going it’s going to be all expense and no income,” he said. “I’ve been talking with clubs in other areas and it’s right across the board - Warrnambool is the same. “At this stage I know juniors are getting going (in other parts of Victoria) and the reason is they can roll up in their car and play and go home and there is no real expense. But with seniors, you’ve got a lot of expense tied in.” Junior clubs have not been entirely unaffected. Earlier this week several undernine clubs across central Victoria - including the Ballarat Football Netball League - made the decision to cancel the season entirely. Without a further lifting of restrictions, Dumensy said it would not be possible to run a junior or senior season. “We can’t have trainers or anything like that, so where are we at, how many people can we have there, do we have canteens?” he said. “Of course we want to play, and our players want to, but is it worth playing if your club is going to lose a lot of money. What else is involved? That’s the question everyone is asking. The lights at City Oval cost $80 an hour to run, so that’s $1000 a month. We have been humbled by our sponsors staying with us.”
numbers of gate takings, won’t be able to open the canteen at expense for no return. “We are extremely disappointed to not have a gathering. We’ve spent the last three years making sure the environment is a place people want to be and in small country towns we use the footy club as a hub to catch up from a social aspect.” AFL Wimmera Mallee area manager Jason Muldoon said the future of Wimmera Mallee leagues will be discussed on June 15 if no further restrictions are lifted by the state government.

Lifting restrictions not enough for some clubs By Alexander Darling DECISION makers at Wimmera football clubs say returning to training may not be worth the effort, as pandemic restrictions lift. As of midnight on Sunday, up to 20 people can participate in outdoor group sport and exercise activities in Victoria. Guidelines from the Department of Health and Human Services say they must keep at least 1.5 metres apart and not be competitive. Taylors Lake president Tammy McDonald said the club was “holding off” on reintroducing training until restrictions eased further. “There’s a lot of protocols to follow,” she said. “And for the limited training that you can do, we’ve decided that the safety of our playlist is more important at the moment.” “It’s the fact that all of our drills have to be modified and everything right you still got to observe the 1.5 metre distance. You can kick the footy to each other and that’s about it, so there’s not much skill development that you can do when you can’t run training drills.” Nick Pekin, Harrow-Balmoral Roos coach for 2020, also said the club had no plans to return to training at this stage. “I got together with my assistants and we came up with the decision that if we can’t do it right, there’s there’s no point in doing it at all,” he said. “Because we’re very much a social club down there, training is part of it for the first two hours, but after that we like to sit down, have a good yarn over a meal and drink together. If we can’t do that… for us blokes to walk up to training, get dressed then get back in the car and leave again, how much effort do you want to go through if you’re not even able to have a chat with each other?”
• Minyip-Murtoa Burras Lachie Johns, Jae McGrath, Tim Mackenzie and Braydon Ison, were back on the field this week, as was Rupanyup player Elliott Kelly (right) as teams toss up whether it was worthwhile heading back to training.
“We’ve found other means to get together like a golf day. My gut feeling is the season most likely won’t be going ahead anyway.” The Roos won their second consecutive HDFNL premiership in 2019, beating Noradjuha-Quantong by 91 points in the grand final. Pekin said players had been instructed to train at home with a regular eight-kilometre run and a wellbeing session - which means getting out of the house - with their family. “As with any club you’ve got to be putting in the work,” he said. “There may be some guys at the
edge of their playing career that get used to the time off, so we might have a few retirements or some kids go away to university. We were going to have some Year 12 students come back from Hamilton from boarding school, so (the pandemic) will certainly have a big effect on who plays and who doesn’t next year.” The Warrack Eagles and Pimpinio Football and Netball clubs are among the Wimmera teams that returned to their fields this week. The Horsham Times has contacted AFL Wimmera Mallee for an update on whether HDFNL and WFL seasons will take place in 2020.
