Boating Accident Claims Life

  Sheriff Brian Hawthorne reports that, on September 11, 2020 at approximately 9:49 a.m., the Chambers County Sheriff’s Office was notified of a boating incident near Red Bluff Point. Investigation revealed that the boat was anchored by the stern when a passing ship’s wake caused the boat to take on water, ultimately causing the boat to sink and turn over. In the process, one of the boaters became trapped underneath the boat and drowned.

Crews Respond to Car Wreck

After much perusal and discussion of the proposed budget, the Commissioners approved the $530,067.00 budget for the upcoming 2020-2021 fiscal year. The financial report showed net cash balances of $1,098,917.78 and a review of last year's budget showed a $152,000.00 surplus.

The administrator's report

showed repairs and upgrades to several of the department's vehicles and Chambers County will be going out for bids next month to once again repair the driveway in front of the bays where the Fire Trucks enter and exit the building.

The department reported 38 calls for assistance in the month of August 2020 and a total of 276 calls for the 2020 calendar year. by Wade Thibodeaux Okay.......I'm pissed. This is going to be a two part editorial and you are going to have to read all of it in order to tie the two parts together. I usually try to stay away from politics, but politics are pretty much involved in everything that we do these days, whether it be National, State, local, church, little league baseball, and the list goes on forever and the party never ends. Okay..... the first part. I was traveling from my Winnie office to my Huntsville office last Wednesday evening and as usual I was in a hurry because I had two meetings at 6:00 pm. in two places and I just couldn't be at both meetings so I tried to listen to both via teleconference. That didn't work so well and I had to request the video tape from one of the meetings, but anyway, by the time that I got packed up and left it was after 8:00 pm. I admit that I was on the phone talking to one of my favorite Commissioners and not paying particular attention when I arrived at the four way stop in Rye, Texas. As I turned North to head towards Livingston,

red and blue lights appeared in my rear view mirror. I pulled over, thinking that I had not completely stopped at the stop sign. As a very young Liberty County Officer approached the truck, he identified himself and told me that I had failed to signal my intentions at the stop sign as I was making a right turn. The first words out of my mouth were "Really". I was stunned and I immediately regretted saying that word. However, it was 9:30 pm. and he and I were the only two vehicles within miles. I had arrived at the four way before him and I felt like I had the right of way and it really should not have mattered to him which way I was going to go because he had to wait on me, but the law is the law and I was wrong. The point is that besides the rude comment, I obeyed his request and didn't get out of the truck and run or pull a gun or a knife on him or in any other way disobey his request and miraculously, my roadside visit turned out okay. He returned shortly and he only issued a written warn-

Opinion & Entertainment ing and I was thankful for that and I apologized profusely for my rude comment. He was a nice young officer and maybe he had information that they were looking for a truck like mine and he had other reasons for stopping me and the signal was just probable cause. I will never know, but nonetheless, I was wrong, I was rude, and I am thankful that I didn't go to jail. Poor guy was probably so confused when he asked me to roll down my back window and he saw a backseat full of newspapers, that he really didn't know what to do. Anyway, that was only a small delay in my travels and that's not what I'm pissed about.

What has got me fired up is a news clip that I saw on Fox News about this savage that walked up to a Police cruiser and shot two Los Angeles Police Officers. Both Officers were shot in the head and are in critical condition. To make matters worse, protesters showed up at the Emergency Room and were blocking the entrance so that other Emergency Vehicles could not get to the entrance. They were chanting "We Hope They Die" as police tried to clear the roadway. Now, here's where the politics come in.

I'm pretty sure that blocking an Emergency vehicle is a crime and all of those protesters should have been arrested and given three hots and a cot for about a week. At the very least they should have been

ticketed and then arrested when they didn't show up for their court date and then they could have had three hots and a cot for about a month. Unfortunately, some of these liberal Mayor's, City Councils, and Governor's won't back their Police Departments and let the Officer's do their job.

And, then the liberal prosecutor won't prosecute and the liberal Judge's won't impose sentences that would make a fellow(or a gal) think twice about breaking the law. Dan Bongino, a retired New York City Police Officer, told about the time when Rudy Guliani was Mayor and they arrested 700 protestors who were blocking a bridge, now under a liberal Mayor, you have business owners in New York who are afraid to open their business because of rioter's

and violent damaging protests. This mess has got to stop or we are going to lose control of our Country. It's been over 100 days since the incident with George Floyd and probably most of these rioter's have forgotten his name and where he called home. These folks are simply acting like criminals because that's what they are and need to be locked up. Some people say that we can't put them in jail because of Covid-19.....Oh well, you shouldn't have started fires and broken into places and shot and stabbed people and then you could be choosing where you wanted to avoid the pandemic instead of being incarcerated. In addition to that, George Floyd's Go Fund Me page has raised over $14 Million, and I wonder how much the Go Fund Me page

will be for these Police Officers who have been killed or severely wounded. Okay, I'll get off of my soapbox, but I am glad to be associated with communities that have had peaceful protests and good law enforcement. HIGH SCHOOL MASCOTS

By Tumbleweed Smith One of the most enjoyable articles I have ever read is about high school mascots. I put it in a file somewhere and every once in a while I’ll run across it and enjoy it all over again. I recently found an old column written by John Walker about high school mascots. In it he mentioned the Winters Blizzards and Hamlin Pied Piers as being logical mascots.

Years ago I did a column on the only unicorn mascot in the state.

That was in New Braunfels. A couple of my favorite mascots are the Trent Gorillas and the Crane Cranes.

Big Spring High School’s boys’ teams are called Steers. The girls’ teams are called Lady Steers.

Walker put his tongue firmly in his cheek and pondered what some of the school mascots could be, like the Buffalo Chip or Carbon Copy. Others are the Dayton Tires, Wall Flowers, Bland Diets, Blanket Warmers, Boling Balls, Decatur Eighters, Detroit Cars, Dilley Dallies, Graham Crackers, Harmony Singers, Hart Breakers, Industry Workers, Kashmere Sweaters, Kermit Frogs, Hudson Packards, Lohn Sharks, Marfa Lights, Moody Blues, Morton Salts, Newton Figs, Polar

Bears, Rice Crispies, Wheeler Dealers, Roma Gladiators, and La Grange Hookers.

I got out the Texas Almanac and decided I would add to the list of what some communities in our state might have for mascots.

Nineteen individuals were arrested and booked into the Chambers County Jail between Sunday, September 6 and Friday, September 11. Warrants from last week are also as followed.

The individuals have been

magistrated and formally informed of the charges against them. However, just because these individuals were arrested and magistrated does not mean they are guilty of the crimes they are charged with committing. Also, not

everyone charged with a crime is alleged to have committed the crime in Chambers County, but perhaps was simply arrested in Chambers County on outstanding warrant(s) while in Chambers County.

Instances in which individuals

were arrested on outstanding warrants, their original conviction and the reason they are on probation or parole, if available, is included in parenthesis set.

• First degree felony: punishable by up to 99 years or life in prison and a $10,000 fine.

• Second degree felony: punishable by up to 20 years and a $10,000 fine.

• Third degree felony: punishable by up to 10 years in prison and a $10,000 fine.

• State jail felony: punishable by up to two years in prison.

• Deferred adjudication probation: typically offered to the first time offenders. Defendants’ judgement is deferred until later, if ever. If they successfully complete the terms of their probation, they are not judge and thus have no criminal conviction in connection to the offense. However, if they accept deferred adjudication probation but fail to abide by the terms of their probation, they could be sentenced to the maximum time in prison allowable under the law without the benefit of a trail by jury.

• Class A misdemeanor: punishable by up to one year in jail and a fine of up to $4,000.

• Class B misdemeanor: punishable by up to six months in jail and a $2,000 fine.

By Wade Thibodeaux The Trinity Bay Conservation District Board of Directors met in a special session on Wednesday, September 2, 2020 at 5:30 pm. in the District's office located at 2500 State Highway 124 in Stowell, Texas. One of the agenda items was to return customers utility deposits if the customer has paid their utility bill consecutively for 18 months. After some discussion, the board voted to approve this action and instructed the staff as how to handle the situation when customers requested this refund. In other action,

the board voted to place the 2017-2018 and 2018-2019 audits and accompanying management letters on the District's website and then re-adopted the procurement/purchasing policy and credit card policy with a change of reducing the General Manager's purchasing authority from $75,000.00 to $25,000.00.

The board also voted to request a financial managerial and technical assistance analysis from the Texas Commission on Environmental Quality and or the Public Utility Commission through

their assistance program.

This assistance would be provided at no cost to the District. The board also voted to have all future water and sewer line extensions to come before the board for approval and contractors would be hired at a cost to the applicant so as not to tie up TBCD crews on construction projects. A motion to discontinue the practice of financing water and sewer drainage work and to develop a plan to be repaid for the balance due on the previous financing arrangements that were approved by staff without board approval

How do we persevere?

It’s easy to look around and see that many of us have survived so many disruptions. The words “resilience” and “resiliency” have been used frequently since the events of September 11, 2001. Children, families, communities, and the nation have all been described as resilient or having the ability to keep going—and with a positive outlook despite enduring highly stressful events. In everyday language, resiliency is being able to “roll with the punches” and carry on despite life’s setbacks.

Financial resilience is the ability to withstand life events that impact one’s income and assets. Some financially stressful events, such as

unemployment, divorce, disability, and health problems and, yes, even pandemics affect people individually.

Others, such as recessions, stock market downturns, and acts of terrorism, affect all of society.

Good peace of mind and financial resiliency is always buoyed with financial resources, such as savings, health insurance, and a goodpaying job. Another resource for financial resiliency is your own human capital, which economists define as the knowledge, skills, experiences, and other personal qualities that people present to potential employers.

While the future often feels very uncertain, there are some principles that can guide our decisions in this fastchanging world, keeping

us responsive in the decades to come.

Cornerstones of Resilience 1.

Maintain a low debt-to-income ratio.

Monthly consumer debt payments (credit card bills, car loan payments) should be 15% or less of monthly take-home pay.

For example: $275 of debt payments divided by $2,500 of net pay equals a consumer debtto-income ratio of 11% (275 divided by 2,500).

2.

Maintain an emergency fund of at least three month's expenses. Keep this money liquid with immediate access such as bank savings and money market accounts, money market mutual funds, or short-term CDs. 3.

Consider your education or job training to be ongoing, never finished. Continue to

develop new marketable skills to increase your worth in today's competitive labor market.

4.

P u r c h a s e adequate life insurance to protect dependents against the loss of a breadwinner's income and disability insurance to provide continued income following an accident or illness.

5.

Increase your knowledge of financial topics so that you make smart financial decisions.

In the world of competitive sports, practice is important for three reasons. First, it prepares you for competition. Second, it creates muscle memory and habits. And third, it predicts future performance. In other words, you perform how you practice. This same thinking should be

Chambers County Commissioners Court Rescinds Order Related to VoterA p p r o v a l Ta x R a t e On September 8, 2020 Chambers county Commissioners Court voted to rescind an order passed in July which authorized the calculation of the voter-approval tax rate at up to 8% for disaster relief.

The court plans to adopt a No-New-Revenue Rate of 0.539490/$100 to fund the 2021 Chambers County Budget at the next meeting of Commissioners Court on September 22, 2020.

A police officer friend of mine, was called to a business in the town where he serves. A mother had locked her keys in her car. When he arrived he was greeted by the mom, her four year old daughter, and five year old son. He got his “kit” out of his squad car and had her car open within 30 seconds.

As the door of the car opened, the four year old daughter shouted, “Thank you, Jesus!”

As he told me the story, Proverbs 22:6 came to mind, “Train up a child in the way he should go, and when he is old, will not depart from it.” I have to believe this little girl is off to a great start.

I sometimes wonder if we have reached a point of no return. Have we sunk to a depth of zero tolerance for anyone’s opinion that differs from our own?

Honestly, I don’t think you are stupid, racist, or anything else, if your opinion and belief differs from mine. I promise.

Now as a bit of a history nerd, if I think you have a fact wrong, I will attempt to educate you. But I’m not fighting with you.

I won’t stop being

your friend. I won’t delete you.

I may unfollow you. But if 2 + 2 = 5 in your world, carry on. I will do the same.

I do wonder however, when was the last time you T R U T H F U L LY looked at another persons perspective? Case in point, and some of you may disagree. I’m sure someone will get mad. But follow me, if you will.

This last week on the anniversary of 9/11, a local station posted a memorial video. A woman in the comments said, “it’s been years, get over it”. And she was systematically ripped to shreds. I almost joined suit as it infuriated me.

Then someone said, “so was slavery”..... and she responded with “BINGO!”

She also enjoyed playing card games, putting puzzles together, playing bingo, and the Texas Lottery. Throughout her life, she worked in many different fields including: school bus driver for East Chamber ISD and HamshireFannett ISD, personal care provider, food industry, and customer service.

She is survived by her daughters, Natasha Walker and her husband, Cliff Walker of Winnie, and Lisa Shoemaker and her husband Zachary Shoemaker of Groves, and son, Robert Trahan of Winnie; Grandchildren, Kirsten Walker, Shelby Walker, and Zane Shoemaker. She

I had to step away. Because it seriously angered me and I had just said the same to some friends.

Then I had to say, wait a minute. She has a point. A valid point.

We can not continue to grieve the prior losses and atrocities of our nation and ancestors, on Pearl Harbor day, Patriots day, or any other date of remembrance.... and ask the African American community to forget the prior atrocities done to their ancestors.

It’s hypocritical.

Now before you delete me, I will say, I in no way support violence, looting, theft, and the murder of anyone..... citizens or members of our police departments.

I believe ALL lives

matter. I am the first to back our military. I am the first to support our first responders.

I believe in the constitution, the amendments, the Flag, and America.

I also believe in fair.

Happy Sunday peeps..... you can not tell one person there is a timeline on their pain, while continuing to grieve timelessly, your own. That argument is invalid. On to other things now, y’all be sweet to one another.....

SPECIAL TEAL SEASON’S OPEN

Last week I wrote about deer season calamities -- things that go wrong, causing a bad day of hunting.

One event happened to also be my personal best day of teal hunting but wasn’t included in the deer derailment story.

But before I get into that, let me say that SPECIAL TEAL SEASON just opened Saturday. It’s a 16-day season in which ONLY the three species of teal may be taken.

Sunday, Sept. 27. The annual waterfowl survey was suspended this year, so we don’t have species numbers, but the areas that feed the Central Flyway received good precipitation, so ducks should be plentiful in Texas.

I admit to dove hunting instead of teal hunting last Saturday. Where we hunt, teal arrive later, seldom in September. It was a beautiful opening day for all hunters, though: 68 degrees, no wind, songbirds calling, and cattle lowing in the distance. I hope teal hunters elsewhere had good hunting.

There’s another front

already in the Dakotas bringing lows in the 50s, so cooler weather is coming. Maybe teal, too.

Teal can also be shot during Regular Duck Seasons later in the fall and winter. Teal shot then must be counted as part of the six-duck limit.

During the Special teal season and the Regular duck seasons – a Texas hunting license is required along with a Texas Migratory Game Bird endorsement and an endorsement indicating you purchased the federal duck stamp.

Kids under age 17 need only have a Youth Hunting license ($7),

and no endorsements are required except Reptile and Amphibians. BUT all hunters must have the Harvest Information Certification on the license when obtaining a license.

Shotguns must be plugged to a three-shell capacity unless they permanently hold three or fewer.

The teal calamity omitted last week involved a manufacturer’s rep who accompanied us on a hunt once. He hit the bar several times the night before the hunt, which

possibly contributed to his downfall – and FALL he did. It was the proverbial “good day for ducks”—intermittent cold rain fell. Water was standing. Ditches were full and flowing.

We had to cross one ditch and the man lost his balance and went all the way under with a loaded shotgun. When he came up, a weed draped from his gun barrel. We helped him out of the muddy water -- only later learning he had forgotten to unload his shotgun. There are

two lessons in this story.

He never should have walked with a loaded gun after hunting. And the bar may have been another problem.

After shooting geese to begin with, the guide moved us to a small lake for ducks. I chose a spot at the far end of the lake. Most of the ducks and shooting were at the other end. The shooting moved all the ducks out and directly toward me.

Incoming shots are my best. A limit of six teal was easy – for a change.

A proud limit of teal on a cold winter day. Special Teal Season closes September 27, but teal may also be taken during the regular duck seasons later in the fall and winter. Don’t call a game warden if you count more than six teal in the picture. Another hunter added his two birds just as I shot the picture. I promise I stopped shooting when I downed the sixth one.
