Chambers County Emergency Services District No1 on Cruise Control The Chambers County Emergency Services District No1 Board of Commissioners met in regular session for a short 19 minute meeting last Wednesday, August 11, 2021. The Commissioners heard that the upstairs room at the Fire Station remodeling project was finished with only mattresses being needed to make the room completely operational.

The mattresses were ordered but had not arrived by the meeting time, but were expected soon. The Administrator's report and the Operations Manager's report showed everything to be

operating smoothly and the Fire Chief's report showed 47 calls for the month of July and a total of 322 for the calendar year. The financial report showed a total cash assets balance of $1,157,854.26 and the only other item of business was a paperwork change on a contract to change the legal name structure of a vendor. The next regular meeting of the Chambers County ESD No1 Board of Commissioners will be Wednesday, September 8, 2021 at 6:00 pm. in the Fire Station located at 825 State Highway 124 in Winnie, Texas.

East Chambers Presents Convocation 2021

Teachers were greeted by the East Chambers Drill Team as they entered the Community Building for a delicious lunch as part of EC Convocation 2021.

By Wade Thibodeaux After the year that the entire school system went through in 2020, the administration of East Chambers wanted to really show appreciation for the

teachers as they began the 2021-2022 school year and that is exactly what was accomplished during the 2021 Convocation.

Teachers were picked up at their campus and taken

to Cornerstone Church where they were treated to a guest speaker in the form of Mr. Hal Bowman who presented a message of "Teach like a Rockstar".

After the morning

activities, they were delivered to the Winnie Stowell Park Community Building where they were greeted by the East Chambers Band, Drill Team, and Cheerleaders.

The staff was fed a delicious lunch provided by East Chambers County Bank and catered by Cattleman's kitchen. During the day's activities, the group was addressed by Assistant Superintendent Andrea Smith and Superintendent Scott Campbell who gave his annual "State of East Chambers Address" and goodies and freebies were distributed to all attendees.

After all of the festivities had concluded, the teachers were returned to their campus to continue their preparations for the start of the new school year.

Chambers County Dealing With Covid-19 Surge

By Wade Thibodeaux Chambers County Commissioners Court met in regular session on Tuesday, August 10, 2021 at 9:30 am. in the County Courtroom of the Chambers County Courthouse.

The Court approved the hiring of three full time paramedics in response to the Covid-19 surge and also to deal with staffing issues. The Commissioners also approved the purchase of two new ambulances so that they can be ordered with delivery expected to be several months away due to industry supply issues. Covid-19 has had a resurgence with area hospitals exceeding capacity of Covid patients and health officials urging all citizens who are eligible to receive the vaccine. It was fitting that with the Covid virus rearing its ugly head again, the Court approved a resolution that declared August 9-13, 2021 as "Health Center Week in Chambers County".

The Court also received a presentation from Talent Yield Coalition, Inc. (Marcelous-

Williams Resource Center) about their advocacy services of bridging the gap between Government and citizens. The group is currently officing in Winnie at St Vincent De Paul on Tuesdays through Thursdays from 11:00 am until 5:00 pm. A motion to support the coalition was approved.

The Court also received an update on the Cedar Bayou Navigation District Cedar Bayou Channel Improvements Project status. The project has received Federal designation which means that Federal dollars will flow to straighten the channel as well as improve the capacity of the channel and then Federal dollars will be available to maintain the improvements. Much of the rest of the Court was devoted to issues on the West side of the County. The next regular meeting of the Chambers County Commissioners Court will be Tuesday, August 24, 2021 at 9:30 am. in the County Courtroom of the Chambers County Courthouse.

Chambers County Sheriff's Office Involved in Shootout

Traffic along I-10 came to a standstill as a shootout unfurled at Jenkins Road last week.

By Wade Thibodeaux A situation that started in Harris County ended up finishing in Chambers County along I-10 around Jenkins Road.

The incident began with officers in Harris County responding to a residence

and becoming involved in a bizarre situation where shots were fired and a suspect ultimately taking an adolescent and a Harris County Officer hostage.

Eventually through negotiations, the hostages were released

and the suspect was able to hijack a Ford F250 pickup. That pickup was spotted along I-10 in Chambers County and when officers began following the truck, the suspect fired upon Chambers

County Officers with a bullet going through a windshield and lodging in the roof of the patrol car. Officers returned fire in an effort to stop the vehicle and the suspect exited the freeway and headed Westbound on the service road where he crashed head on into a DPS cruiser. The suspect exited the disabled truck and charged officers and was shot by the officer. Two Lifeflight helicopters were called to transport the suspect and the DPS Officer, but the suspect succumbed to his wounds and passed away. Policy dictates that the two Officers who discharged their weapons during the incident were placed on administrative leave pending further investigation.

Wade In the Shade

by Wade Thibodeaux If you have read the previous weeks of Wade in the Shade, then you know that I have made two trips to Louisiana in the last couple of weeks. I may be going over there too much because I came home from this last trip and cooked gumbo two nights in a row.

The first night was chicken and sausage and the second night was shrimp. On top of that, I stopped at the World Famous Rudock’s Bakery in Crowley to get one of my favorite desserts in the whole world. Chocolate brownies are one of my weaknesses and they are the best at Rudock’s Bakery in Crowley.

In reality, they are probably just good old brownies, but to me they are as good as they get and let me explain why. About 50 years ago, when I was like 10 years old, I would spend the Summers at my Aunt and Uncle’s place right outside of Crowley and I would help my Uncle farm rice. At least I thought I was helping, it was probably more like a babysitting gig to my Uncle, but he played

along and made me feel like I was farmer of the year. If we had to run to town for parts or supplies, we would always stop by Rudock’s Bakery and get a little something. Have I mentioned that brownies were my favorite?

Anyway, on the first trip over to Louisiana, I went by Rudock’s but didn’t stop and buy any brownies. The way the services for my Aunt fell, I didn’t want the brownies sitting in the truck and getting hot and soggy while we were involved in the service. I had intentions of going by after the funeral, but we ended up going by my Aunt’s house and Rudock’s was closed when I came back through town. I completely forgot that I had a Yeti in my truck that was already cold and all I had to do was ask Rudock’s to put the brownies in a plastic bag to keep the moisture out if the ice melted, but I forgot about the cooler and on the trip home was pretty much resigned to not having any brownies. Then, my second Aunt passed away and

another trip to Louisiana was planned. This time, I made sure that the cooler was iced down and I allowed enough time to go by Rudock’s and I was able to pick up some of those delectable little jewels. The only problem was that when I walked into the bakery, I realized something was wrong. The brownies that I remembered were about three inches square and a light brown color, but these brownies were about an inch square and were dark chocolate colored. Oh well, I rationalized that in 50 years inflation had caught up to Southwest Louisiana and the brownies were just smaller.

Only after I mentioned it to my cousins was I informed that the ownership of Rudock’s had changed and so had the recipes.

However, not knowing about the changes until after I had purchased the brownies, I decided to buy enough to share with the kids and I ordered two dozen, one for immediate consumption and another for the freezer for later use to savor the flavor for months to come. I asked the young lady behind the counter to wrap the dozens separately and to leave a couple of the brownies out for immediate(like before I walked out the door) consumption.

As she was working on my request, I wandered around the bakery and then I saw

them.........pecan covered brownies. I had to have them.

I stopped her from wrapping my original order and asked her to add another dozen of the pecan brownies(they will last for a while in the freezer). As she finished wrapping the boxes in plastic wrap and brought my order to the register, I asked her where the individual brownies were located. She apologized profusely and explained that with the back and forth over the pecan brownies that she had completely forgotten about leaving a couple out of

the box. Oh well, I’ve waited for 50 years, I guess I can wait a little longer.

After my Aunt’s service we ended up at the church hall and my cousins had prepared a feast, including all types of desserts furnished by the other cousins that were local. Several of them asked me why I wasn’t eating dessert and I just told them that I was full from the meal.

When we wrapped everything up and I headed for my truck to make the trip back to Texas, I stopped at the back of my truck and popped the

lid on that Yeti. I carefully unwrapped a box of plain and a box of pecan and took one of each and placed them on a napkin. I rewrapped the boxes and placed them back into the cooler and made my way to the driver’s seat. Fifty years, changed recipe or not, that was the best tasting brownies I’ve ever had.

I think my Uncle was riding with me in the passenger seat as we made our way home.

KILGORE’S MUSEUM OF BROADCASTING

When some cub scouts toured Chuck Conrad’s radio station in Kilgore, Chuck showed them some equipment that dated back to the days when telephones were rare.

One youngster asked a question: “If they didn’t have phones, how did they get on the internet?”

Chuck realized that these kids needed to learn about the early days of broadcasting and how it works today. Soon after that visit by the cub scouts, Chuck opened The Texas Museum of Broadcasting and Communications.

“We have a working TV news set,” says Chuck.

“We have a working radio studio so you can cue up a record or play a tape cartridge if you like. There’s a lot of interactive things and our equipment works.”

Chuck knows about equipment.

Before he branched out into broadcasting fulltime he had a huge sound equipment company that provided public address systems for large gatherings.

One

popular item in the museum is a TV news bus.

“As far as I know it is the oldest fully restored television mobile news unit anywhere. I know of a couple of others that are roughly the same age but they are not restored.”

TV sets play some popular old shows.

“We have Howdy Doody on one of them. Johnny Carson is on another.

We’ve got Dick Clark’s American Bandstand and the camera that was used on the Lawrence Welk Show.

It’s kind of ironic that the first Champagne Lady on the Lawrence Welk show was from Kilgore. It’s really weird how a lot of this stuff intertwines.”

The museum building has 17.000 square feet and visitors are impressed with what’s in it. ”I don’t think we’ve ever had a negative comment about it. Everybody is pretty well blown away by it. The usual comment is ‘I didn’t know it was this big.’ More than once I’ve heard visitors tell me ‘you know I didn’t think I was going to like this but I

had a really good time.’”

One item that history buffs find fascinating is a World War Two Hitler radio. ”If you were living in one of Hitler’s territories and you had a radio that was capable of picking up the BBC or Voice of America you stood a real good chance of getting shot.

You were supposed to buy one of these special radios that would only pick up Hitler’s radio stations.”

Broadcasters are always donating equipment so a second building with 8,000 square feet has opened.

Some equipment is from a long time ago. Once an old broadcaster went to see the museum. He told Chuck, “I’m actually in a place where I know how to run some of this stuff.”

Thirty-Three individuals were arrested and booked into the Chambers County Jail between Monday, August 8 and Saturday, August 14 . Warrants from last week are also as followed.

The individuals have been

magistrated and formally informed of the charges against them. However, just because these individuals were arrested and magistrated does not mean they are guilty of the crimes they are charged with committing. Also, not

everyone charged with a crime is alleged to have committed the crime in Chambers County, but perhaps was simply arrested in Chambers County on outstanding warrant(s) while in Chambers County.

Instances in which individuals

were arrested on outstanding warrants, their original conviction and the reason they are on probation or parole, if available, is included in parenthesis set.

• First degree felony: punishable by up to 99 years or life in prison and a $10,000 fine.

• Second degree felony: punishable by up to 20 years and a $10,000 fine.

• Third degree felony: punishable by up to 10 years in prison and a $10,000 fine.

• State jail felony: punishable by up to two years in prison.

• Deferred adjudication probation: typically offered to the first time offenders. Defendants’ judgement is deferred until later, if ever. If they successfully complete the terms of their probation, they are not judge and thus have no criminal conviction in connection to the offense. However, if they accept deferred adjudication probation but fail to abide by the terms of their probation, they could be sentenced to the maximum time in prison allowable under the law without the benefit of a trail by jury.

• Class A misdemeanor: punishable by up to one year in jail and a fine of up to $4,000.

• Class B misdemeanor: punishable by up to six months in jail and a $2,000 fine.

The start of a new hunting season is right around the corner and the Texas Parks and Wildlife Department (TPWD) is reminding hunters and anglers that current year Texas hunting and fishing licenses (except the Year-fromPurchase All-Water Fishing Package) will expire at the end of August. New licenses for the 2021-22 season go on sale Aug. 15.

Annually, Texans purchase more than 2.7 million hunting and fishing licenses and directly fund a multitude of conservation efforts and recreational opportunities, helping make Texas one of the best

places in the country to hunt and fish. Some of the many projects made possible by license sales include fish stocking, wildlife management, habitat restoration, public hunting leases, river fishing access and Texas Game Wardens.

Outdoorsmen and women can purchase a variety of licenses online through the official TPWD website, by phone at 1-800-895-4248 during regular business hours or in person at more than 1,800 retailers across the state. Anyone planning to buy their license from TPWD’s Austin Headquarters is reminded to make an advance ap-

pointment. Appointments may be scheduled up to one week in advance. Call 1-800-262-8755 or 512389-4828 to schedule.

TPWD encourages repeat license buyers to use the expedited checkout process, which speeds up re-purchasing the same license bought in recent years.

Customers can access their past and current licenses in several ways: (1) an electronic photo of one’s license, (2) an emailed receipt of your purchase; (3) one’s account in the online license sales system; (4) via License Lookup in the Outdoor Annual app

or in the My Texas Hunt Harvest app. Hunters and anglers must still have a physical license for any activities requiring tags.

Hunting and fishing regulations for the 2021-22 season are available online at outdoorannual.com, on the Outdoor Annual mobile app or in the printed Outdoor Annual booklet.

The mobile app is free, and once downloaded, it works without internet connectivity which makes it easy for hunters and anglers to view regulations in even the most remote locations. Other features include license lookup, location-based functionality

such as “Hunting Seasons and Regulations by Location,” “Where to Fish,” and more.

Printed copies of the Outdoor Annual can be picked up at license retailers when customers purchase their license or at TPWD offices Additionally, the Outdoor Annual website offers the option to download and print all or select sections of the Outdoor Annual.

The My Texas Hunt Harvest app, which can be accessed through the Outdoor Annual app, enables electronic submission of mandatory harvest reports, including alligator gar harvest reporting. The app also allows hunters to complete their on-site registration for many TPWD public hunting lands.

Hunters can hunt on more than one million acres of public land with the purchase of an Annual Public Hunting Permit.

When buying their license, resident hunters and anglers may wish to purchase an entry in the Lifetime License Drawing. Three lucky winners

will each win a Lifetime Super Combo License and never need to buy a Texas hunting or fishing license again. Entries are $5 each and can be purchased online, by phone or at any license retailer. The first entry deadline is Sept. 30.

When making their purchase, license buyers can also add a donation of $1, $5, $10 or $20 to help support the Hunters for the Hungry program or the Fund for Veterans Assistance. Donations to the Hunters for the Hungry program provide hunters with a way to donate legally harvested deer to participating processors.

The processed meat goes to local food banks to feed Texas families in need.

Donations to the Fund for Veterans Assistance program provide grants to veteran service organizations and nonprofit charitable institutions, assisting veterans and their families at the community level throughout Texas.

Sticking Your Neck Out

I managed to straddle a turtle with my vehicle as it was crossing the highway. I slowed to watch in my rearview mirror and noticed the turtle never retreated, but kept its head up and continued all the way across the road. I was impressed with its determination!

As most of us do, I follow a lot of different things on social media. More and more I find I am gravitating to things that inspire, uplift, and encourage..... and more that make me laugh without judgement of my wonky sense of sarcastic humor. One of the pages I have followed for years is for a young boy, I do not know, in a different state, that had a tragic accident at daycare when a tree limb fell on him. Sweet Tripp and his parents navigated things, as he was left permanently damaged. A few years ago, Tripp passed away.

but she gets out of bed EVERY day, and does her thing. She still inspires. A page SHE followed had another child that was handicapped. The two families had become close over the years. Hawk was his name. He passed away Friday.

Why am I sharing this with you? Well stick with me a bit.....you see, on Friday, when Hawk died, Tripps mom posted of it.

A few pictures of her and her husband with Hawk.

But what she said at the end of her post resonated with me. That she and Hawks mom don’t share the same beliefs regarding death. Both very religious with their own faiths, they have differing views of what happens upon death.

One believes in Heaven, one believes that her child is sleeping and waiting to be resurrected. Then she asked, Please respect both of our views before commenting.

Then leave it alone. Is your relationship with that person worth the fight?

NO. Between politics, covid, masks, vaccines, race relations, voting rights, abortion, Chevys, Fords, and Dodges….. we have a whole lot that suddenly we feel compelled to convince others their outlook is wrong. Read that again. Convince others they are wrong. It’s not necessarily that we are right…… it’s that we feel we have to convince

others they are wrong.

Folks if I can ask one thing of you, it is to practice compassion.

A gathering of Mrs. Williams’ family and friends was from 6:30 p.m. until 8:00 p.m., Saturday, August 14, 2021, at Broussard’s, 134 West Buccaneer Drive, Winnie.

Her funeral service was at 4:30 p.m., Sunday, August 15, 2021, at First Baptist Church of Stowell, 117 Van Ostrand Lane, Stowell, with a committal following at the Thornton Family Cemetery, Stowell.

Invasive Silver Carp Found in Texas Waters

The Texas Parks and Wildlife Department (TPWD) received a report in late June that an invasive silver carp had been spotted in Choctaw Creek, a Texas tributary of the Red River approximately 15 miles downstream from Lake Texoma.

A bow angler, Stephen Banaszak, first reported the finding and two specimens were provided to TPWD and the U.S. Fish and Wildlife Service (USFWS) who confirmed they were silver carp.

“These are the first reports of silver carp from Texas waters, although they have previously been found in other areas of the Red River including just downstream from Lake Texoma in Oklahoma waters in 2019,” said Dan Bennett, TPWD fisheries management biologist.

“Invasive carp pose a significant risk to Lake Texoma’s ecosystem and boaters and there is adequate flow and upstream river area for them to become established and reproduce in the lake if introduced.”

Previously, bighead carp, another closely related invasive species, had been documented in the Red River and tributaries downstream of Lake Texoma. In addition, bighead carp were documented in the Sulphur River downstream of Lake Wright Patman and Big Cypress Bayou downstream of Lake O’ the Pines. To prevent the spread of these invasive species, which look much like shad when small, the Texas Parks and Wildlife Commission passed regulations making it illegal to transport any live nongame fish from these water bodies.

Anglers are urged to follow these rules to prevent introducing these species to other water bodies when using them as bait.

“These invasive carp are not native to the U.S. but have been introduced and become established and problematic in numerous states, primarily in the Mississippi River Basin. Both of these invasive carp species are filter feeders and have the potential to cause significant changes in native fish populations by competing with other filter feeding fish species such as shad and buffalo, and even larval sportfish that also rely on plankton as a food source in their first couple of months,” said Monica McGarrity,

TPWD Senior Scientist for Aquatic Invasive Species. “Silver carp can also pose a risk to humans, as they can jump up to 10 feet out of the water when startled by the sounds of watercraft, often jumping into boats, sometimes injuring boaters.

When present in large numbers, jumping silver carp can be a significant hazard.”

Young silver and bighead carp are similar in appearance to shad but can be identified by their low-set eyes—shad’s eyes are located near the top of their heads—and the lack of a long, whip-like segment on the dorsal fin. Silver and bighead carp are also similar in appearance to each other, but silver carp have silver, rather than gray, bodies and a ‘keel’ or ridge that runs the length of the belly from the anal fin all the way to the throat, whereas the keel on bighead carp stops at the pelvic fin. Both species can grow quite large, with silver carp reaching approximately 3 feet in length and nearly 60 pounds and bighead carp reaching up to 4 and a half feet in length and nearly 90 pounds. Both species are easily confused with shad or even minnows when small.

TPWD, in collaboration with the Oklahoma Department of Wildlife Conservation, Arkansas Game and Fish Commission, and USFWS, is currently working with researchers at Texas Tech University and Auburn University to conduct research on invasive carp. The project will assess the population status and distribution of bighead carp and silver carp across the Red River Basin, including the Red River downstream of Lake Texoma and the Sulphur River, a major Red River tributary, downstream of Lake Wright Patman. The project will also collect baseline data on native fish populations that may be negatively impacted by the invasive carp.

Anyone who catches either silver or bighead carp in Texas waters is asked to report the sighting with location information and photos to AquaticInvasives@tpwd.texas.gov.

Silver and bighead carp are prohibited exotic species in Texas and must be killed upon possession by beheading, gutting, gill-cutting or other means or placed on ice. Neither species can be possessed live.

full bore until Sept. 14, except for Special Whitewing days. Dove season is the first hunting season to open in America, hence my Happy New Year salutation. That starts the new hunting seasons.

Many hunters celebrate it. I used to attend a big opening day hunt near Taylor. About 15 dove hunters showed up. The pachanga that followed was legendary. The farm owner’s daughters insisted I let my retriever, Chóco, out of the truck.

Chókie spent the rest of the après hunt evening retrieving balls in their swimming pool.

We were invited to a big hunt on our son-in-law’s family’s farm in Tennessee this season, but schedules interfered, Darnit!

TPWD says of Texas’ 40-million resident doves, more are shot the first two weeks of the season than during the entire rest of the season. Whether that will be the case this year depends on two factors: Having shotgun shells, and what effects the February freezes and spring windstorms inflicted on dove populations.

First, if you haven’t been in a shop selling ammo lately or have otherwise been under a rock, ammunition of all flavors is in short supply - shotgun shells included! COVID-19, the late ice and snowstorm that caught the electric grid with its generators down (pun intended), and lack of production due to those calamities, have crippled

retail suppliers. Usually, by this time, they either have or are expecting ordered shipments in anticipation of traditional high pre-dove-season sales. That’s not now the case. Unless supplies arrive from stressed manufacturers, shotgun ammo will be as scarce as some members of the Texas House of Representatives. So don’t wait until Sept. 1st thinking you are going to find shotgun shells.

But if you have enough leftovers from seasons past and still plan to hunt, by the time you read this, new Texas hunting and fishing licenses will be for sale. Current licenses expire August 31. Don’t wait until then to buy new licenses! Lines are usually long.

TPWD’s Dove Program Leader, Owen Fitzsimmons, says the February sub-freezing weather took a severe toll on whitewinged doves in the Panhandle, North, and West Texas. Spring windstorms in Central Texas also hurt nesting and production. It gets better farther south.

He expects a banner year in South Texas.

Fitzsimmons suggests that if it stays dry, hunting around water should be productive. Let’s hope so.

Instead of “Praise the Lord and pass the ammunition”, though, as the old WW II song goes, maybe we should sing “Praise the Lord and PRAY for ammunition!”

Moore for Your Money by Ken Moore If you have children, then you know how expensive back-to-school shopping can be. Do you know how much the average household with children will spend per child on school supplies alone? The answer is $789 per the latest annual survey from the National Retail Federation. This represents a 10% increase over the previous year. Here are ways to help you save and instill good financial habits in your students of all ages.

1.

Set a budget.

Setting a spending amount for supplies, books and clothes is a huge step in learning financial literacy.

Make the budget age appropriate and coach them on the best way to use their budget and how to stay within their limit. As a teenager, my son uses a checking account and debit card to manage his school budget.

2.

Do a supply sweep.

You probably have plenty of last year’s school supplies you can reuse. Check closets, desk drawers and storage bins around the house for extra savings.

3.

Layer the savings.

Scoring a sale item can be enhanced when you also have a coupon. It’s worth the time to search for online coupon codes and stores that match other store coupons. Pile on the savings with credit card rewards points. Let your teenagers comparison shop online to find the lowest price.

4. Think little from big.

When planning for school lunches this coming fall, buy lunch staples in larger sizes to save by buying in bulk, then repackage them into smaller sizes. For ex-

ample, take that 5-pound bag of mini carrots and put them in snack sized plastic bags for a healthy and affordable lunch treat at a 30% savings over buying the smaller pre-packaged bags in the store.

Set spending limits.

One financial practice we have used in our home is making saving money a family affair. This works from the youngest age to the college years. Prepare a spending plan for your children to let them know how much money they will have for back-to-school shopping and help them put together a budget for the items they need. Bonus: they get to keep all the money they saved by being a savvy shopper.

6.

Lengthen the shopping season.

To help stop over-spending, buy only what is needed for a month or so. By then, supplies and gadgets will be on sale at a much better price with backpacks, lunch boxes and sporting equipment moved to clearance.

7.

Look for digital or used books.

A year of the pandemic has taught us the power of digital books, including textbooks. By transitioning to digital books, you can save 40 to 60 percent over the cost of new books. Not every book will be available in digital format, so be on the lookout for options to purchase used or even rent books.

8.

Teach your kids to work for their supplies.

Making your kids work for those specialty or high-end goods they “have to have.”

Assign them chores or send them out into the neighbor-

hood to earn the money they need. Kids also learn when spending their own money, their priorities may just shift. A good lesson in the difference between wants and needs.

9.

Hold off on new clothes.

Of course, kids want new clothes when they head back to school. But this is often not the best time to buy as prices typically go down in September after the big rush is over. Try buying a few new outfits to give them a good start then hold off on shopping until later on in the season when the sales kick in.

10.

Just say NO. Going back to school shopping with your kids can be a bonding experience. It can also blow up your wallet if you cave in to requests for designer jeans and every new fashion. Tell your kids before you go shopping that you are sticking to the school shopping list.

You might even finish the shopping after the kids are in school to resist haggling.

LEGAL NOTICE NOTICE OF APPLICATION OF ENTERGY TEXAS, INC. FOR А FINANCING ORDER On July 9, 2021, Entergy Texas, Inc. (“ETI”) filed with the Public Utility Commission of Texas (“Commission”) an application for a financing order to securitize system restoration costs (the “application”) as allowed by Subchapter I of Chapter 36 and Subchapter G of Chapter 39 of the Public Utility Regulatory Act (“PURA”). As proposed, the financing order will: • authorize the issuance of system restoration bonds in an amount currently estimated to be approximately $294.5 million; • approve the proposed securitization financing structure proposed by ETI; • approve system restoration charges sufficient to recover the principal and interest on the system restoration bonds and to recover the ongoing qualified costs of supporting and servicing the system restoration bonds; • approve the tariff to implement the system restoration charges; and • approve a separate tariff designed to flow through to customers accumulated deferred federal income tax effects associated with the incurrence and recovery of system restoration costs.

Pursuant to Chapter 36, Subchapter I of PURA, ETI is authorized to recover qualified costs related to the restoration of utility service incurred in connection with Hurricanes Laura and Delta and Winter Storm Uri accrued through February 28, 2021, certain estimated costs and carrying costs, and the projected balance of a regulatory asset containing Commission-approved system restoration costs related to Hurricane Harvey, through nonbypassable system restoration charges which support repayment of system restoration bonds. The estimated amount of approximately $294.5 million, which ETI seeks to securitize, is composed of the system restoration costs the Commission authorized

for recovery in Docket No. 51997, along with other qualified costs to be established by the Commission approval of the proposed financing order.

ETI’s application, if approved, will affect all classes of ETI’s 473,000 customers who currently take or will take retail electric service from ETI. If retail competition begins in ETI’s service territory, ETI proposes to recover the transition charges from retail electric providers (“REPs”) and other entities which are required to bill, pay, or collect system restoration charges under the terms of the financing order or the tariffs approved thereunder, and through them from the retail customers. ETI proposes that the Commission include terms in the financing order to ensure that the system restoration charges are nonbypassable and will be collected from retail customers regardless of whether the customer receives service from ETI or from a competing REP or other entity (including on-site generation). ETI proposes that the system restoration charges for the customer classes be calculated based upon the allocation to such classes of the qualified costs using the methodology and billing determinants described in its application. ETI proposes that periodic adjustments be made to the system restoration charges to correct for prior over- or under-collections and to ensure the expected recovery of amounts sufficient to timely provide for all payments of debt service and other required amounts and charges in connection with the system restoration bonds.
