Parade Honors Longtime Justice of the Peace

Many departments lined up to provide a parade for longtime JP Ray Chesson last Friday, July 30, 2021.

By Wade Thibodeaux The ATM machine at Texas First Bank in Winnie was broken into during the early morning hours of Thursday, July 29, 2021. Authorities were summoned to the scene and investigators believe that a pickup truck with a cutting

torch in the bed of the truck was stolen along with another stolen car that was used as a getaway car. The cutting torch was used to access the ATM. Anyone with information is asked to contact the Chambers County Sheriff's Office at 409.267.2400.

Fire Departments, First Responders, cars, trucks, four wheelers, and golf carts all lined up in procession with decorated vehicles to drive by the Judges place and the occupants of those vehicles waved, honked, blared sirens and flashed lights to say Thank You to Judge Chesson.

Sheriff Brian Hawthorne reports, on Saturday, July 31st, 2021, a Chambers County Sheriff’s Office Deputy made a traffic stop on a black Ford Fusion with out of state plates for multiple traffic violations on IH-10, Westbound near mile marker 813. The vehicle was driving erratically and it was later learned that it was possibly involved in an earlier hit and run accident.

The driver was identified as black male, Jordan McCormick, from Akron, OH. During a records check, McCormick was found to be a convicted felon. A search of the vehicle revealed that there was a handgun inside.

When the Deputy went to arrest McCormick, he was able to get him placed in handcuffs but McCormick broke free and began evading on foot away from the Deputy. The Deputy called for assistance and began chasing the subject on foot. At one point, McCormick ran into a wooded area and was able to slip the handcuffs in front of his body. McCormick was able to make it back to his vehicle, with the handgun still inside, and drove away from the scene while still handcuffed.

special meeting and budget workshop last Wednesday, July 28, 2021 in their offices located at 2500 state

Highway 124 in Stowell, Texas. One of the first items on the agenda was to swear in Les Hankamer, Jr. to fill the unexpired term of Director Tommy Gilbert who resigned earlier this year. Hankamer was immediately thrown into the fire as the board retired to executive session to discuss personnel matters right after the swearing in ceremony.

The executive session was to discuss the job duties of the General Manager, the Operations Manager, and the Superintendent.

No action was taken after the executive session and

directors dove right into the budget workshop to discuss the water and sewer budget for the coming year.

Preliminary budgets show a balanced budget with $5,753,745.00 in revenue and $5,753,744.88 in projected expenses. Many questions were asked and answered and the District will address the drainage budget at a later session with another budget workshop scheduled for Wednesday, August 4, 2021 at 9:00am. in their offices located at 2500 State Highway 124 in Stowell, Texas.

At the dead end of the road, McCormick turned his vehicle around and began driving erratically back towards approaching Deputies, Troopers and Game Wardens. A Deputy on scene perceived he was in danger and discharged his weapon at McCormick’s vehicle as it approached him.

McCormick continued to flee but shortly later ran his vehicle off the road into a barbed wire fence.

McCormick exited his vehicle with a handgun and when Deputies approached, Isabella Quave downballing to the other side of the court he placed the gun to his for Brianna Sanchez to take the pass.

A negotiation process began between law enforcement and McCormick. McCormick eventually laid the weapon down and surrendered to nearby Deputies and Game Wardens.

McCormick was taken into custody uninjured.

by Wade Thibodeaux I did something this past weekend that I had never done before in my 59 plus years. I saw a casket that had been buried for 20 years, and I was one of the six that placed the casket in its final resting place.

Technically, the casket was not buried, but rather had been placed in a mausoleum. I received a call last Wednesday that one of my few remaining Aunt’s in Louisiana was not expected to make it through the night and to be preparing for an upcoming funeral. Thursday afternoon, I received the second call that indeed she had passed away and that the funeral would be on Friday, the next day.

They were serious when they said to be preparing for a funeral because within about 36 hours from her time of death, she was in her final resting place.

I was at my Huntsville office and it was about a five hour drive to the funeral

home and because I had several projects that I was juggling that needed my attention, I was not able to leave Huntsville until about 8:00 pm Thursday evening.

I just packed my clothes, got the kids situated, and headed East. Because one of these projects was pretty time sensitive, I was working on it as I was traveling and I decided to just drive as far as I could go without falling asleep, and ultimately things worked out that I ended up at my office in Winnie and then I just spent the night at my house in Winnie. That allowed me to get some work done, broke the trip up into a couple of manageable segments, and saved a hotel room expense. Friday morning I was able to take care of a little bit of business and still get on the road at a reasonable time to get to the funeral home in plenty of time for the service. My Aunt and Un-

cle had no children and my Aunt’s brothers and sisters had not had any children, and so the only relatives basically were on my Uncle’s side of the family and there were only three nephews and three nieces, so a relatively small group. In addition to that, my Aunt was 91 and she had outlived most of her friends, and those that were still around were basically not in shape to attend the funeral. So, a small gathering proceeded to honor her final wishes.

We arrived at the mausoleum, which was a small building across the street from the cemetery, that contained 24 vaults, 12 on each side. The vaults were four wide and three high and were just big enough to slide a coffin into, but were about 15 feet long or deep if you want to think of it that way, and you could easily place two coffins in each vault, lined up head to toe. It appeared that the mausoleum was built for a husband and wife to be placed into the same vault because looking at the other plaques of the other vaults it appeared as if everyone there were husband and wife. Anyway, this particular vault was on the bottom row and as pallbearers we were charged with helping

the funeral director to place the casket into the vault. After the service was finished and as people were leaving, we were waiting and I got curious and walked over to the vault we were going to place my Aunt’s casket into and I bent over and looked into the vault where we had placed my Uncle 20 years ago. There was his casket, looking just exactly like it looked when we had placed it into the vault. A lifetime of memories flooded into my head and everything from drinking fresh warm milk from a cow that I had just finished milking to being chased by a snake while

I was walking levees when I was helping him farm rice came back to me and it was like he was right there in front of me.

I realize that this is not that big of a deal, but funerals are supposed to provide some closure and they have, but for some reason, seeing that casket brought back a lot of things, several good, but some bad. One of the things that my Aunt worried about was if the vault would be sealed when we placed my Uncle in it 20 years ago and I can tell you it was because there were no cobwebs, dust, dirt, anything in that vault

other than a casket. I hung around long enough to visit with the caretaker of the mausoleum and conveyed my Aunt’s concerns and he assured me that it would be permanently sealed now that both were in the vault.

This is a crazy life that we live on Earth and nothing is promised other than eternal life, so tell your loved ones that you love them every chance you get and soak up those first things that happen to you because I’m sure that they mean something, it’s just up to us to figure out exactly what they mean.

THE OLDEST DAIRY QUEEN IN TEXAS

When I was in high school I could get a hot dog and strawberry sundae at Dairy Queen for 40 cents.

It was a regular stop.

The oldest Dairy Queen in Texas in continuous operation is in Henderson.

“We’re proud of that designation but we try to do everything possible to keep it from looking like the oldest Dairy Queen in Texas,” says Rob Beall of Jacksonville, who owns it. “The Henderson dairy Queen opened on May first 1950.”

He knows some DQ history. The company’s headquarters are in Bloomington, Minnesota.

“The very first DQ was in Joliet Illinois. It opened in 1940. The first one in Texas opened in 1947 on Guadalupe Street in Austin, near the University of Texas campus.

It has since closed.”

Rob bought the Henderson location in 2004. He owns 5 Dairy Queens now. He got into the business after his family sold a chain

of department stores.

“After I got out of college the family had sold it off and I decided I needed to do something different.

Dairy Queen has always been interesting to me and that’s why I went with it.”

Several items in the Henderson store let customers know they are in the oldest DQ in the state in continues operation.

“We have it etched in glass as you walk in the door you can see it and we have some old pictures of it when it was just a walkup store before the invention of the drive-through. We actually have the old walkin cooler. You can see it from the dining room.

You can open the door and look in it. It was before refrigeration and you can see where the block of ice used to sit. Icemen would bring it in from their ice delivery truck.”

The Henderson store is a destination for DQ fans and loyal customers, who are always telling stories of their early experiences

with the franchise.

“In fact I was talking on the phone with a woman who told me her first job was at a Dairy Queen and she could still make the curl on the cone.”

You can get the DQ soft serve ice cream in every state but Texas DQs have a complete menu.

“The soft serve menu is the same throughout the country but when it comes to food you can’t get a Hunger Buster or a Dude chicken fried sandwich or T-Brand tacos anywhere else but Texas.”

Texas has more DQs than any other state.

Forty individuals were arrested and booked into the Chambers County Jail between Monday, July 25 and Saturday, July 31 . Warrants from last week are also as followed.

The individuals have been magistrated and formally

informed of the charges against them. However, just because these individuals were arrested and magistrated does not mean they are guilty of the crimes they are charged with committing. Also, not everyone charged with a crime

is alleged to have committed the crime in Chambers County, but perhaps was simply arrested in Chambers County on outstanding warrant(s) while in Chambers County.

Instances in which individuals were arrested on outstanding

warrants, their original conviction and the reason they are on probation or parole, if available, is included in parenthesis set.

• First degree felony: punishable by up to 99 years or life in prison and a $10,000 fine.

• Second degree felony: punishable by up to 20 years and a $10,000 fine.

• Third degree felony: punishable by up to 10 years in prison and a $10,000 fine.

• State jail felony: punishable by up to two years in prison.

• Deferred adjudication probation: typically offered to the first time offenders. Defendants’ judgement is deferred until later, if ever. If they successfully complete the terms of their probation, they are not judge and thus have no criminal conviction in connection to the offense. However, if they accept deferred adjudication probation but fail to abide by the terms of their probation, they could be sentenced to the maximum time in prison allowable under the law without the benefit of a trail by jury.

• Class A misdemeanor: punishable by up to one year in jail and a fine of up to $4,000.

• Class B misdemeanor: punishable by up to six months in jail and a $2,000 fine.

Entergy Texas Plans New Facility To Power Southeast Texas

As part of its plan to meet growing demand across Southeast Texas and modernize its generation fleet, Entergy Texas, Inc. has begun the process to seek approval to construct the Orange County Advanced Power Station,

a 1,215-megawatt, dual fuel combined cycle power facility. The plant will be located near Bridge City, Texas and will be capable of powering more than 230,000 homes and use a combination of natural gas and hydrogen. Hydro-

gen produces zero carbon emissions as a fuel source for electric generation.

“The Orange County Advanced Power Station is a Texas project for Texas customers,” said Sallie Rainer, president and CEO of

Entergy Texas. “The addition of this facility will continue our work to provide reliable, low-cost and clean energy in Southeast Texas and will provide more than $1.5 billion in net benefits to customers by reducing reliance on energy

markets.”

An outside economic impact analysis by TXP, Inc. found that the construction and operation of the Orange County Advanced Power Station will play a major role in creating jobs and driving increased economic activity. Estimates indicate that construction will provide more than 7,000 direct jobs in Texas and nearly $1.8 billion in economic activity for the regional economy. Once operational, the plant will provide approximately 27 permanent direct jobs in Texas.

In addition to meeting current customer needs across Southeast Texas, the Orange County Advanced Power Station will be built with a focus on long-term sustainability in an economy where many stakeholders and customers are focused increasingly on decarbonization.

The plant’s ability to be powered by hydrogen, which emits no carbon dioxide, supports its longterm viability for customers and the Southeast Texas community.

Hydrogen is widely used today in industrial processes, including by a number of Entergy Texas’s large industrial customers. The fuel can be stored nearby in facilities such as in Entergy Texas’s Spindletop storage facility and can be

deployed alongside natural gas to produce lower emissions energy reliably when needed, including working in hours when intermittent renewable resources do not generate power.

“Southeast Texas is well-positioned to play a key role in the transition to increased use of hydrogen in electric generation,” said Rainer. “Our region is home to hydrogen producers, pipelines, storage and industrial users. We look forward to working with industry partners on the role the Orange County Advanced Power Station will play in providing reliable power while also meeting the sustainability needs of our customers and communities, and also to establish Southeast Texas as a global hub for hydrogen production and consumption.”

Within the coming months, Entergy Texas intends to file a request for approval to construct the Orange County Advanced Power Station with the Public Utility Commission of Texas. If the Public Utility Commission approves Entergy Texas’s application, construction will begin in the second quarter of 2023. Entergy Texas expects the plant to be in service by summer 2026.

I come from WWII veterans, a family of patriotism. I come from a family that has had no choice but to push through, when the going gets tough.

I had a great great grandmother who packed up her kids in a covered wagon and came back to Texas from California when she discovered her

husband was cheating.

I get tough. Trust me.

I get overcoming. But, honestly, I think we all come from diversity.

Trials. Hardships. And yes, overcoming.

There is a fine line between the over sensitive offended nonsense happening in our country, and the ability to stop when something hurts. There is a fine line in those suffering from a mental break, and those who are just using it as a crutch. There is a fine line between true pain, and bandwagon pain. There is a fine line between “win at all costs”….. and knowing when you simply can not go on.

That line is not for me to judge, nor you.

It’s been debated. It’s been said she was a disappointment. She was seeking attention.

Even said that she was making a political statement, which made me laugh.

Happy Sunday peeps…..this week has shown me that the definition of strength is changing. I applaud

Simones ability to step back. Maybe it’s due to my own loved ones battling mental health, and that at 54 I get how huge it is for a person to admit a mental struggle, in a world that still is uncomfortable with the words. Maybe it’s because I know the painstaking work it takes to say out loud, I need some help.

I admire physical athletes. The time has come for all of us to admire mental athletes as well. For us to lay down judgement. For us to strive to be the best, and that doesn’t just mean the fastest and strongest. After all, the mind…. The brain….. is the most important to all of us.

How can we admire the body, and ignore the mind? We can’t.

Simone Biles, I admire you. All of you. Thank you for being an American elite athlete.

That’s quite possibly the biggest medal you could have ever won.

Ronald “Glenn” Menard, Jr., 52, of Stowell, died Saturday, July 24, 2021.

He was born on December 5, 1968, in Winnie, to Carolyn Ann Spencer and Ronald Glenn Menard, Sr. Glenn was a porter for Keatings Enterprises.

Survivors include, his parents, Carolyn and Ronald Menard, Sr.; his loving wife, Rita Smith Menard; children, Summer Menard, and her fiancé, Kevin Bourg;

Caleb Menard; Brittany Clement; grandchildren, Mallory Bourg, and Denam Holievina; sister, Lynn Fleming and her husband, Daryl; brother, Benjamin Menard and his wife, Niki; numerous aunts, uncles, nieces, nephews, and cousins.

Glenn is preceded in death by his maternal grandparents, Wanda Davis and William Spencer; and paternal grandparents, Sybil and

Nelson Menard, Sr. A gathering of Mr. Menard’s family and friends was held at 9:00 a.m., with his funeral service following at 11:00 a.m., Saturday, July 31, 2021, at Broussard’s, 134 Buccaneer Drive, Winnie.

His interment followed at Fairview Cemetery, Winnie.

We had a new neighbor move in next door that immediately parked his personality in the driveway.

A Jaguar? A Lamborghini? A helicopter?

No. It was a weathered old Army Jeep with a high rack over the back seat for South Texas deer hunting. I quickly introduced myself to Clyde Smith and welcomed him to the neighborhood.

azine assignment and wanted a break. I strolled into the front yard and looked longingly at the Jeep. I couldn’t resist it; I climbed up into the high rack’s seat and surveyed the neighborhood as if I were somewhere near Cotulla.

Clyde came home about that time, saw me, and seemed to chuckle. Getting out, with a straight face, he asked, “Seeing anything?”

“Naw,” I answered.

“Nothing’s moving.

Guess it’s too hot.”

“It’s that,” he said. “Wanna go fishing Saturday?’

Of course, I did. He told me he had a small boat stored somewhere.

It was an early Skeeter Bass Boat -- one of the first boats designed particularly for bass fishing.

I had always admired them. Their first ones were made in the ‘40s out of molded plywood.

Clyde’s boat was a later model constructed out of fiberglass in the ‘50s.

It had a flat bottom, two seats, and rode low in the water. With any speed, water splashed inside.

And I loved it.

We fished Lake Georgetown that Saturday afternoon. Neither of us had been on the lake before.

After unproductively trying several areas, we noticed a splash or two and motored over to check ‘em out. Almost immediately, we began getting strikes. I was casting a silver Cotton Cordell “Super Spot” lure. I don’t

remember Clyde’s lure.

After catching three or four 15-inch largemouths, the shad dove, and the action waned. Then we noticed splashing again nearby. We moved and began catching bass again.

At one time, the bass chased shad so close to the shore that some baitfish landed on the bank. I had never seen anything that wild! We had plenty of bass and went home to clean them.

What we experienced that afternoon we later reprised on Lake Buchanan, beginning before daylight one magical morning. We had both learned by then that largemouths “school” late every summer on almost every lake in Texas. Mornings are better fishing – and cooler.

Schools are easy to spot.

A couple hundred two-tothree-pound bass chasing a thousand or so shad near the surface aren’t very stealthy about it. That’s a feeding frenzy! They’ll let you know where they are.

Bass feed on shad, so ether bait with live shad, minnows, or shad-like lures -- a “Shad Rap”, a silver or white “Rat-LTrap”, a “Tiny Torpedo”, or anything resembling shad.

Schooling usually happens in open water near the dam on most lakes.

Clyde later traded his Skeeter for a larger striper boat and sold his Jeep.

I wish I had bought both.

Every year on July 31, World Ranger Day is an opportunity to take a moment to recognize the unwavering commitment towards park stewardship by the many park rangers at the 88 Texas State Parks that make up our state park system. Initially created by the International Ranger Federation, World Ranger Day celebrates the work park rangers do daily to protect the planet’s natural treasures and cultural heritage.

Throughout Texas, Texas State Park rangers cover a multitude of roles to keep parks functioning smoothly for visitors to enjoy. These roles include maintenance, welcoming and orienting park guests, natural and cultural resource management, outdoor education and outreach, and state park law enforcement, just to name a few.\ Park rangers from different regions in Texas spoke about what a typical day looks like, what their path to becoming a ranger was, what advice they would give to aspiring park rangers, what their most memorable story is and what they like most about being a park ranger in Texas.

“My path to becoming a park ranger started when I graduated from college,” said Candyce Johnson, Assistant Superintendent at Abilene State Park. “I worked as an intern through the Student Conservation Association at National Wildlife Refuges and National Parks in Florida, Louisiana, and Arizona. The experience I gained qualified me to be interviewed and ultimately hired for the Park Operations Trainee position at Dinosaur Valley State Park.”

Thomas Teggeman, Office Manager at Lockhart State Park, said the thing he loves most about being a park ranger is that every day offers new and interesting challenges.

“A typical day for me is anything but typical,” said Teggeman. “This

job requires me to be able to do many tasks and handle a great deal of responsibly. Our park has a golf course and between that and operating a swimming pool during the summer months, our park has a great deal of unusual activities not typically associated with a park ranger.”

In addition to getting to welcome new guests to the park and share the history of this beautiful historic CCC park, added Teggeman. I am responsible for ensuring our front office runs smoothly, and our maintenance staff gets all the supplies and materials they need bought and delivered to the park.

“This often means doing a great deal of research, pricing, and reaching out to a variety of vendors to meet the unique needs of our park,” said Teggeman. “By far, my favorite part of the job is the people. My fellow rangers are outstanding, and I am very pleased with how well everyone is able to make meaningful connections with our visitors. Our regulars know all our staff by name and new visitors tend to compliment just how lovely our small and lesser-known park is no matter what activity they came to enjoy.”

Martin Creek Lake State Park’s Lead Maintenance Ranger, Steve Propes, said working as a park ranger has many positive aspects including assisting park visitors, meeting so many good people and forging friendships with staff, volunteers and visitors.

“I love the variety of tasks that present themselves each day,” said Propes. “I enjoy working to preserve our resources and working to make Martin Creek Lake State Park the best it can be.

My favorite aspect of my job, however, is working hard with everyone on our park team to prepare the park so visitors will have a positive experience- seeing the visitors enjoy our park and hear-

ing the positive comments about the work we are doing. That is what makes being Texas State Parks Ranger so fulfilling.”

Dedrick Miller, Park Police Officer at Cedar Hill State Park, said one of his more memorable stories as a Park Police Officer occurred when he arrived at his first duty station.

“Within my first few days on the job, I received a call about a group of people who were lost in the woods and became exhausted,” said Miller.

“At this point, I was still learning the details about my new job location. After an exhaustive search, I was able to find the family and provide them with the assistance that they needed. The great appreciation the family conveyed reminded me of the importance of my job.”

Every time that I saw the family afterwards, added Miller, they never missed the opportunity to express their gratitude to me. This interaction and many others like it are constant reminders of why I enjoy my job.

“The advice I would give an aspiring park ranger is to get involved with parks early on through volunteer opportunities or internships,” said Montse Canedo, Park Interpreter at Brazos Bend State Park. “These are great ways to start getting experience, get familiar with the job and build connections within the parks and the agency. Don’t be afraid to approach the park rangers when you visit the park and talk to them!

We have many roles like customer service, park maintenance, education, etc. so it’s always a good idea to talk to the rangers and find what interests you most.”

Thanks to the invaluable work of park stewards working at Texas State Parks, park visitors can continue to be able to enjoy these special places for future generations.
