East Chambers ISD Gets Clean Audit   The East Chambers ISD Board of Trustees held their regular meeting last Monday, January 11, 2021 at 6:00 pm. in the Administration Building located at 216 Champions Loop in Winnie, Texas. One of the first items of business was to receive a video presentation of the 2019-2020 outside audit for the District. Mr James Edwards with J R Edwards and Associates presented the audit via zoom as board members followed along with handouts located in their packets. The District received a clean audit opinion and everything was in order with a healthy balance sheet reported by the auditors.

The District also held a public hearing concerning the Financial Integrity Rating System of Texas. No public comments were received and the District reported a perfect score of 100 on the Statewide Rating System.

The trustees were also greeted with several gifts of mostly handmade items that came from the students at East

Chambers for School Board Recognition Month. The Junior High School presented a short two minute video clip featuring some of the students' comments about their appreciation for the school board members. The board also presented Steven White and Gary Hoffpauir with tokens of appreciation for their service on the board.

Steven had previously retired from the board, but was pressed back into service to fill an unexpired term of a board member that suddenly passed away.

Gary decided to not seek re-election last November after having served a combined 29 years on the board. The rest of the meeting was the usual items of paying the bills and reports from the administrators. The next regular meeting of the East Chambers ISD Board of Trustees will be Monday, February 8, 2021 at 6:00 pm. at the Administration Building located at 216 Champions Loop in Winnie, Texas.

Chambers County Sheriff's Office Makes Drug Bust

 Sheriff Brian Hawthorne reports that on December 9, 2020, at approximately 7:30 p.m., Chambers County Sheriff’s Deputies assigned to the Covert Investigations Unit conducted a traffic stop in the 500 block of Highway 124 in Winnie. The driver of the vehicle, identified as Nathaniel Thomas, Jr., continued to drive through parking lots and attempted to evade the Deputies. While the driver was attempting to evade the deputies, the passenger, identified as April McDaniel, threw an unknown

item out of the window. The vehicle came to a stop and both subjects were detained.

Deputies located the item that the passenger threw out of the window, which turned out to be a baggy of methamphetamine, weighing approximately 21.6 grams.

A search of the vehicle revealed that April McDaniel was in possession of seven different items of identifying information belonging to a citizen in Oak Island, Texas.

A further search of the vehicle led to the seizure of marijuana as well as drug

paraphernalia.

Nathaniel Thomas, Jr., 51, of Stowell, Texas, was placed under arrest for Evading Arrest/Detention (State Jail Felony) and Possession of a Controlled Substance Penalty Group 1 - 4G<200G (2nd degree Felony).

meeting that had been postponed from December 16, 2020 because of several administration personnel and board members out with illnesses. The meeting started off with controversy over agenda item number 4 which was about nepotism issues amongst the board

members and staff. Nepotism is a complicated situation in which persons employed by the taxing entity are related to board members. Board member Jeffery Jenkins is married to Sherri Jenkins who is the accounting manager at TBCD and likewise board member Tommy Gilbert has

a son who is employed by TBCD. After several heated exchanges between the board and the attorney representing the District, the meeting was halted and the board retired to executive session. After an almost hour long executive session, the (contd on page 3)

by Wade Thibodeaux This may be one of the most profound columns that I have ever written, or one of the stupidest….. I guess time will tell. Either way, I would like to go on record as saying that in no way do I condone violence or support criminal behavior in any manner. I do however find it extremely interesting that there does seem to be a different standard for such behavior as it relates to recent activities ( recent is a relative term that can mean last week or this century) and I am going to provide my opinion on all of the happenings pertaining to the rioting, demonstrations, freedom of speech, insurrections, or whatever your particular take is on all of the events of the last few years.

Your viewpoint and perception is the exact thing that I want to visit about

because it seems as though we have about 300 million or so people in this country and we have about that many opinions on the current state of affairs. Now, those opinions, as diverse as they all are, seem to be divided roughly into two different camps and can be labeled Republicans and Democrats, or liberals and conservatives, or a multitude of opposite phrases.

However, I want to include my two cents into the conversation because number one, I have an opinion and number two, I have to write a column this week and it may as well be about something that everyone is talking about. The events that unfolded at the Capitol this week are interesting to me. Let’s look at a couple of things. When Collin Kaepernick first took a knee during the National Anthem, people on the left side of the aisle said it was freedom of speech and the

Opinion & Entertainment flag was just a symbol and it was his right to treat it however he saw fit to do so. Okay, let’s go with that rationale. Then I can say according to their analysis that the Capitol is just a building that is a symbol, much like the buildings that were destroyed during the peaceful protest that occurred last Summer.

The speaker of the house’s podium is just a symbol, the speaker’s chair is just a symbol, get my point. The people that died during the Capitol incident were just numbers like the people that died during the peaceful occupation of the autonomous zone in Oregon.

Another subject is the banning of the President’s twitter account. He was banned because according to twitter, he was inciting violence, however all of those people on twitter who say that he should be eliminated or a senator should be shot are just exercising their right to free speech.

Double standard???? Depends on which side of the fence you are on. Some say yes, others say no, but then there are some that say no, and others say yes. I certainly don’t have any of the answers on how to fix this divide that we seem to

have created in this Country, and as far as I can see it’s getting worse and not better, but the only thing that I can think of is one word….. respect. We have to respect one another in everything that we do for the common good of all of us to survive. That doesn’t mean that we have to agree on everything, but we have to respect the other

person’s thoughts, ideas, property, and life. Once again, I think ALL of the destruction and disrespect for our Country should be punished to the full extent of the law and if you aren’t happy living here, feel free to leave....that’s another one of our freedoms in this great Country. I have always said that this is a great Country and it can survive

GOING BACK HOME TO MERKEL

There must be a strong pull for people who grew up in Merkel, left to have successful careers, then returned to their hometown. I met a bunch of them recently. They are confident, poised and happy to be back home.

One is a former NASA scientist who is now writing poetry. Another was a real estate mogul in Austin who returned to Merkel and opened two restaurants.

Roger Moore had an awardwinning advertising agency for 25 years, and then came home to manage Merkel’s Chamber of Commerce and Economic Development.

The group of about a dozen gets together every morning at 10 on a sidewalk across the street from the coffee shop where they used to meet. The coffee shop closed due to the Corona virus. They are a happy bunch.

I’ll call them curbers because sometimes they’ll sit on the curb.

The city has provided a bench, but it’s seldom used.

The conversation is constant and loud, laced with laughter.

These guys have a good time.

They’ve known each other most of their lives and their friendships are solid.

Sometimes neighbors will drive by, stop in the middle

of the street, have a short visit (while staying in their vehicle) with the curbers, and then drive off. A passing train gets lots of attention.

“It’s going to New York City,” someone will say.

Now that cold weather is here, the meetings are shorter. Usually the “stay time” is about an hour.

Roger is still doing some advertising for long-time clients.

He has drawn pictures since he was three, something his mother encouraged him to do. He enjoyed doing cartoons while in college at McMurry where he had a track scholarship. He majored in English Literature.

Roger is a former teacher and coach (Sterling City and Hamlin) and has a big interest in Texas History.

He worked for a textbook company for 6 years, then decided to get serious about his cartooning. He walked into a small newspaper office in Austin and said, “You need a cartoonist.”

The owner agreed and told Roger he could do a weekly cartoon for $25 each. That led Roger into the advertising business.

Roger’s cartoons now appear weekly in 25 Texas newspapers. “I come up with an idea first, do the caption, then draw the

cartoon,” he says. “The hard part is coming up with some clever idea.” He has written a number of books on Texas history.

His latest two are aimed at prekindergarten age kids. They are designed so parents can teach their kids to read. One is titled CRITTERS OF THE LONE STAR STATE and has cartoons of some legendary Texas critters: rattlesnake, javelinas, jackrabbit, armadillo and horny toad. Another book is called SLIM‘S HAT and shows the many uses of a cowboy hat. He calls his books Tex Books.

Roger is best known for his Texas Calendars that start every year on March second.

Thirteen individuals were arrested and booked into the Chambers County Jail between Friday, January 6 and Monday, January 9. Warrants from last week are also as followed.

The individuals have been magistrated and formally

informed of the charges against them. However, just because these individuals were arrested and magistrated does not mean they are guilty of the crimes they are charged with committing. Also, not everyone charged with a crime

is alleged to have committed the crime in Chambers County, but perhaps was simply arrested in Chambers County on outstanding warrant(s) while in Chambers County.

Instances in which individuals were arrested on outstanding

warrants, their original conviction and the reason they are on probation or parole, if available, is included in parenthesis set.

• First degree felony: punishable by up to 99 years or life in prison and a $10,000 fine.

• Second degree felony: punishable by up to 20 years and a $10,000 fine.

• Third degree felony: punishable by up to 10 years in prison and a $10,000 fine.

• State jail felony: punishable by up to two years in prison.

• Deferred adjudication probation: typically offered to the first time offenders. Defendants’ judgement is deferred until later, if ever. If they successfully complete the terms of their probation, they are not judge and thus have no criminal conviction in connection to the offense. However, if they accept deferred adjudication probation but fail to abide by the terms of their probation, they could be sentenced to the maximum time in prison allowable under the law without the benefit of a trail by jury.

• Class A misdemeanor: punishable by up to one year in jail and a fine of up to $4,000.

• Class B misdemeanor: punishable by up to six months in jail and a $2,000 fine.

Trinity Bay Has Heated Meeting (contd) board returned to announce that both board members would seek additional counsel to have the issue resolved by the February board meeting. A motion was approved to have the TBCD administration to coordinate the additional attorney for both members of the board and for TBCD to pay for the cost.

The meeting seemed to settle down for a while and the board began to work through the agenda. The board approved following Chambers County's Holiday schedule and then also adopted the 2021 meeting schedule in which the meetings would generally be on the 2nd or 3rd Wednesday of every month depending on the date in order to not have the meeting too early in the month and not have

time to close out the previous month's business for reports.

Whichever Wednesday was closest to the middle of the month would be the Wednesday chosen and the meetings would be at 9:00 am. The meeting turned somewhat contentious on the next several agenda items as the board voted 3-0 with members Turner and Gilbert abstaining to keep the time clocks and GPS devices in the District's vehicles.

An agenda item to offer early retirement packages to eligible employees was tabled for further research and quite a bit of discussion was held concerning an amended General Managers contract.

The amended contract contained some performance measures that would serve as a guideline for evaluation and contract renewal. The

amended contract was finally approved as presented.

An agenda item that dealt with restrictions to public meeting attendance and comments was tabled after some discussion and then the board decided to reorganize the officers of the board during the middle of the meeting. Scott Kahla was selected as the new President of the Board and Mark Mitchell was chosen as the Vice President. Both of these were recently elected to the board in November.

Long time board member Tommy Gilbert was selected as Secretary of the Board. An agenda item to terminate the contract of Benckenstein and Oxford for legal services to the board failed by a 2-3 vote with Gilbert and Turner voting yes and Jenkins and Mitchell voting no and newly seated

Much discussion followed on some adjustments to fees charged for disconnect for non payment, sewer and water taps, tampering with District's equipment, and the abolishment of vacation meter status. No action was taken on these items as they were for information only purposes at this meeting with action to be taken at a future meeting. The three and a half hour meeting finally adjourned at 8:30 pm. and the next regular meeting should be Wednesday, February 17, 2021, but additional meetings may be scheduled before that date. The Hometown Press will keep you updated on the meeting schedule if any changes should occur.

After a frustrating performance at the 2020 Wrangler National Finals Rodeo last month in Arlington, Texas, bull rider Boudreaux Campbell bounced back Jan. 7.

Campbell had an 84-point ride on Powder River Rodeo's Axel to share the top of the leaderboard with Jace Trosclair at the Sandhills Stock Show & Rodeo in Odessa, Texas.

Trosclair had an 84-point ride on Beutler & Son Rodeo's No. 72.

"That was a good ride," said Campbell, 22. "It was good to get one under my belt at the start of the year, especially on a good bull like that. The bull was up in the air real wild. He made two turns, one around to the left and one around to the right.

He was really wild, but I

felt solid the whole time.

I've never done well at Odessa, so it felt great to do some good there."

Reigning bull riding world champion Stetson Wright had an 88.5-point ride on Axel to win Round 2 at the 2020 Wrangler NFR at Globe Life Field, Dec. 4.

Campbell's ride in Odessa will be his last for a while because he was scheduled to have surgery on his right (free) hand Jan. 11 in College Station, Texas.

The sign in the health food store said “Welcome;” however, a small note on the door said, “Closed Due To Illness.”

The repair shop proudly displayed a large sign in its window which read “We Fix Anything!” But a small note under the doorbell had the words “Knock Loudly, Bell Broken.”

I cringed at the lack of respect for a historical building that is the center of our democracy. The destruction of property, the lives lost, the people injured. And why? Lack of respect.

Look peeps..... I was raised in households of respect. If not, my butt was torn up. My mouth smacked many times for being.... disrespectful. Its intolerable to me as an adult. I can have a million conversations and open debates with someone who differs from my opinion. I love to have an intelligent conversation of differing opinions. Sr., 85, of Winnie, died Thursday, January 7, 2021. He was born on February 11, 1935, in Nome.

Elroy was the longtime owner of Henry Surveying Company and enjoyed traveling. He was a longtime member of St. Louis Catholic Church, St. Vincent de Paul, and Knights of Columbus.

Survivors include his wife of fourteen years, Helen Henry; son, John E Henry, Jr., and his wife, Anna; stepsons, Thomas Caskey and Clint Caskey and his wife, Kim; grandsons, Cole Henry, Henry, Wyatt Henry and

Ayden Caskey; brother, Hubert Henry and his wife, Mary Lou; sister, Elreiana Fontenot; brother, Joseph “Elbie” Henry and his wife, Faye; and numerous nieces and nephews.

He was preceded in death by his parents, Antime and Nora Henry; son, Michael B. Henry; and wife and mother of his children, Wanda Henry.

His Rosary will be recited at 12:30 p.m., with a gathering of family and friends to follow until a Mass of Christian Burial is celebrated at 2:00 p.m.

I’ve been so bothered by the events of this week I have written this 5 times.

But in doing so, I have somewhat simmered down.

I have tried desperately to rationalize, understand, and even explain to myself what the heck happened. I keep coming back to one word. Respect.

When I looked up the definition, I was stopped short. It states: Due regard for the feelings, wishes, rights, or traditions of others.

What occurred at the Capitol on Wednesday was the farthest thing possible from respect. I haven’t found anyone who disagreed with that. Which 1pm with the service to follow at 2pm. Pallbearers are Mike Wells, Thomas (Bubba) Deis, Larry Bertrand, Rod Brannon, Brad Wilkerson and David Gallier.

The lack of respect for an opposing opinion. For personal choices. For another political party.

Another view point. For the sanctity of our elections.

For the safety of citizens who gather to protest, only to be found in a riot. Gone.

You can blame Trump.

You can blame Obama, Clinton, Biden, or Little Bo Peep. But if you find yourself forcing your beliefs on someone else, you have lost the ability to respect others. It is no ones fault but your own. Stop justifying your bullying behavior and step back. Re learn respect.

Im baffled that the same people who claim to love this country and all it stands for, are going against everything it stands for and forcing their views on others. You nor I are always right. Negotiations are constantly needed.

I try to keep this column on the high road. Sometimes, though, it runs off into the ditch. I hope readers can understand its purpose, dark though this might seem.

Drought and winter weather take tolls. Disease does, too. I came upon a deer on the ground well-after the season. I won’t describe it. It looked up at me helplessly. A TPWD biologist said it sounded like stomach worms.

the 1950s. Thousands of cattle and probably more deer than that died a slow death -- having their heads eaten while alive. Exact numbers weren’t available; deer died in the brush undetected. One estimate was that 80% of the fawn crop died.

I came upon a dead deer hung in the fence, once. I wondered if I could have saved it, had I noticed it sooner. Fast forward to a deer lease I managed in the ‘90s. Doing a TPWD-sanctioned spotlight deer survey, a small buck jumped over onto our lease in front of our headlights. Seeing us, it jumped back across the

fence. But only halfway. As often happens, its hooves went through the strands as its body went over, hanging it in the fence. Its head hit the ground on the other side. Struggling with the twisted barbed wire, we finally released it. Our fruitless efforts to revive it continued into the next morning. The game warden told us the trauma had been too severe, and to end it mercifully. Deer seldom, if ever, survive that.

Coyotes, mountain lions, and perhaps bobcats kill deer and fawns year around for survival. A game manager in Dimmit County told me he

saw coyotes chase down a mature deer and begin eating it alive -- starting at its rear.

As a kid, I saw something I can’t forget.

At an old, weathered farmhouse, blood was sprayed along the house in places, perhaps from a torn artery. Bloody weeds were trampled in several places, indicating a brutal battle.

There were no remains.

away after the kill.

Whatever it was died painfully. Usually unseen, it happens somewhere every night in Texas. Survival of the fittest is Nature’s way.

Another time, we saw a car hit a deer one afternoon. The deer, struck broadside, slid about 20 yards, sideways. We pulled it out of the roadway. Two women drove up behind me and insisted I take it to a vet. But it was too late -- massive internal injuries.

Texas has around five million deer – a severe overpopulation in many places. That’s one cause of auto-deer accidents. A game biologist estimated as many deer are killed by vehicles as by hunters. Partly Nature-made; partly human-caused.

But we can reduce Nature’s part. The antlerless deer season ends Jan. 17 in the north zone and Jan. 31 in South Texas.

Hunters are encouraged to remove as many does as possible.

The famed whitetail buck named “Big Charlie” sired most of the buck fawns in the landmark “Spike Buck Study” at the Kerr Wildlife Management Area. At his death, he had 15 massive antler points with a 19-inch-inside spread. His live weight was 216 pounds. As healthy and menacingly as he looked in this picture taken months before he died, he was said to have succumbed to a bacterial infection and pneumonia. Dr. Mick Robinson, DVM, noted pathologist with the Texas A&M School of Veterinary Medicine, however, said he died from exhaustion from being the only buck in a pen with 30 does at age 6-1/2 years. SECOND SUPP L E M E N TA L NOTICE OF RATE CHANGE REQUEST On October 19, 2020, Entergy Texas, Inc. (“ETI”) filed an application to amend its Transmission Cost Recovery Factor (“TCRF”) with the Public Utility Commission of Texas (“Commission” or “PUC”).

The application was assigned PUC Docket No. 51406. The proposed TCRF is requested in accordance with the Public Utility Regulatory Act § 36.209 and 16 TAC § 25.239. A TCRF allows a utility to recover its reasonable and necessary costs that have occurred since the end of the test year in the utility’s last base rate case for transmission infrastructure improvement and changes in wholesale transmission charges to the electric utility under a tariff approved by a federal regulatory authority.

In its requested amendment, ETI is seeking recovery of costs for transmission capital investments it incurred from July 1, 2019 through August 31, 2020. ETI also seeks to recover approved transmission charges that are not otherwise being recovered through rates.

The proposed TCRF as amended would result in total TCRF retail revenues of approximately $51.0 million, which is $31.6 million in incremental annual TCRF revenue beyond ETI’s currently effective TCRF. This $31.6 million amount would be a 3.3% increase in ETI’s annualized non-fuel revenue

requirement as compared to revenues approved in Docket No. 48371, ETI’s most recent base rate case, and a 2.1% increase in ETI’s overall annualized revenue requirement including fuel costs as compared to such revenues as approved in Docket No. 48371.

The impact of the rate change on various customer classes will vary from the overall impact described in this notice.

The effective date of the proposed rate change would be the date that a Commission order adopting the proposed TCRF is issued. ETI has requested that, if no hearing is requested, the Commission adopt an order approving the proposed TCRF at or before its currently-scheduled open meeting on February 25, 2021. All customers in ETI’s Texas retail rate classes are affected by this request.
