President’s Message

C

ongratulations to Lou Delli Santi and Andrew Miller on their Board election victories.

At the November 15th Executive Session the Board will approve appointments/ re-appointments to various committees.

It is standard for each committee to elect their chairperson or co-chairpersons. I am aware of vacancies on some committees, which will be discussed on the 15th.

By the time you read this article all power watercraft have been taken out of the Lakes, and our drawdown has begun.

It would be a good idea to use this time before the lakes freeze to determine what, if any, repairs need to be made to your dock(s) and/or bulkhead. Also, if you have not done so already put permanent lot numbers on your dock(s).

We are starting a storm water project in the South Fairway area to determine what caused all of the flooding. The Board has approved Larry Frotten to hire a civil engineer to assist us in this venture.

One school of thought is that “there has always been water in that area and a lot of runoff comes from the farm adjacent to our property”. However, that position is one view and I am not willing to simply accept that comment as being controlling.

Storm water concerns/problems will be an on-going issue for the entire community.

We will be making informed decisions with the assistance of our civil engineer.

Contrary to some opinions, RS&W is addressing the terrible odor from the sewerage system. In fact, they are going to put in another odor reduction station (from the front gate to their plant) to help alleviate the problem. Most importantly, RS&W has hired specialists to assist their staff in reducing and hopefully eliminating most of the odor.

Every home in the Hideout has at least one 1½” or 2” vent pipe from the internal waste system that goes through the roof. That is your internal vent. There is also a green, black or white PVC pipe by the road for each residence, which is connected to the sewer line from your home to the underground sewer connections. The gooseneck is a breather

and is installed at required intervals.

The other PVC pipe is a clean out.

They are required by the plumbing and sanitary codes.

I raise this issue to confirm that the new sewer system is working as it should.

We have no complaints about the sewer system; we have complaints about water and debris, which we have been and will continue to address to reach closure on these problems.

On Friday, October 4, the soft opening for the Bistro on the Green was held. In my opinion the hostess and wait staff were terrific, and the food was wonderful.

Chef Joe Infante and his kitchen staff presented culinary delights. None of this would have happened without the inspiration, guidance and tutelage of Food and Beverage manager, Karen Kegel.

Kudos to Karen and her entire staff.

For those of you who have not partaken of the food and beverage at the Clubhouse be it the Bistro or the Pub, come in and give it a try. What have you got to lose? Join the growing list of those who have very positive comments to make about the entire Clubhouse facility.

The Budget Committee approved the Capital and Operations budgets and the Board will meet on November 18th to review those proposed budgets. In accordance with our Bylaws before the Board can vote, adopt, and accept those Budgets they must be posted for thirty (30) days and then presented to the community. Community Budget Review will be on December 7th and the Board Budget vote will be on December 14th.

Community Manager’s Message

T

he leaves are falling and the beautiful colors of Fall are fading giving us another task - raking leaves. This is the time where our employees are busy, as we all are, getting ready for the winter months that will be upon us very shortly.

There is much work to be done by our employees securing our facilities for the cold temperatures that are surely coming. The Ski Hill is busy renovating the facility and equipment. Golf is making preparations to close and preserve our wonderful course. Maintenance is busy getting our snow and ice equipment ready for whatever Mother Nature brings us, closing all our outdoor restrooms, closing our pools and securing the outdoor furniture and equipment we will not make use of during the off season. Recreation is securing various amenities that are under their control. Much work that our employees do so very well because of their past experiences and training.

The off season is also a time for some of our amenities to receive enhancements.

The Ski Hill will be replacing its rope tow at the bunny hill. The new improvement will be a magic carpet replacing the old rope tow. This new feature is a significant safety improvement over the old method of carrying younger skiers on the small hill.

Installation of the improved system will be completed before the Ski Hill opens. Other added features include a new concrete surface for the skating rink and a new concrete floor for the warming building that will also have 10 picnic tables for members’ use. A used groomer has been added making the Ski Hill more efficient.

The new groomer will also enhance the tube run potentially adding more runs thereby allowing for greater use. A

renovated snack bar in the Lodge will offer patrons a better menu.

Should Mother Nature cooperate, we would hopefully see the hill open before Christmas. We encourage all to partake of this wonderful amenity and enjoy the enhancements made during this off season.

Northeast PA offers a variety of weather conditions that all of us who have spent winter months in the Hideout will attest to.

We ask you to be especially vigilant when driving in adverse weather conditions.

The Hideout takes pride in the efforts our maintenance personnel take in keeping our roads as safe as possible with plowing and treatment of icy conditions. We would ask members to do their part by not impeding their efforts. The Hideout roads are well maintained during the winter months; however, unexpected winter events can make the task very difficult.

November is also a time for us to give thanks with the Thanksgiving holiday upon us. A time for families and friends to come together and share enjoyable conversation and of course delicious food. The Hideout is blessed to have such dedicated members and staff. The Hideout is a great place because these people, through their work ethic and volunteering, make it a premium community. On behalf of all the POA and our employees, we wish you a wonderful Thanksgiving holiday and hope your holiday is one where you gather with family and friends and truly enjoy a time of reflection and friendship.

NOTICE

This communication is to inform you of a new Board of Directors Motion (19-79), effective January 1, 2020, which reads as follows: That a current as-built survey, indicating property lines, setbacks, and final locations of all permanent structures, be required for ECC permitting review/issuance as well as for residential resale inspections to occur. Motion made by Paul Spiese seconded

by Lou Delli Santi and carried 7-0. (09/21/2019) Until an As-Built Survey of the subject lot is submitted, we will, unfortunately, not be able to move forward in any permit or resale requests. It is the responsibility of the current owner and/or their representative to facilitate surveying efforts via a professional land surveyor. Please note that a permit is not required through The Hideout to have an As-Built Survey performed, nor does The Hideout receive any monetary gain as a result of this new requirement.

We appreciate your understanding of this new rule as it is intended to ensure that the final locations of all permanent structures existing on the property in question are known, documented, and are not negatively impacting our community’s established property lines, setbacks, and easements.

Chairman's Message I

hope everyone is enjoying the fall foliage, this year's seems to be unusually colorful.

I would like to congratulate Lou Deli Santi and Andrew Miller on their recent win in our annual election for the Board of Directors. I look forward to working with them.

During our Annual Board Meeting, the following positions on the Board were decided as follows: President, Jerry Restiano, Myself as the Chairman, Vice-President, Paul Spiese, Secretary, Lou Deli Santi, Treasurer, Richard Yocum, Director, Marie Krause, Assistant Treasurer, Andrew Miller.

I'm sure that this Board will continue to make strides in enhancing The Hideout's amenities and lifestyle.

I would like to address trash and recycling. Recently, there was yet another repair to one of our compactors. It was a direct result of non household items being placed in the compactor. If any members have any questions about what types of items are considered household trash, please contact our Environmental Manager, Ryan Hill. There is also a sign at the compactors stating "Household Trash Only" with a list of unacceptable items. In the coming year, there will be new rules and regulations concerning how we will accept household trash.

As always, please be respectful of our staff while in the performance of their assigned duties. Also, be respectful of our members and their families and guests. I little kindness goes a long way.

The Hideout Board of Directors and department managers have been working diligently on the 2020 budget. I can assure our membership that we will continue to stabilize spending without cutting services to the membership.

We, the Board of Directors, are bringing The Hideout into the 21st century. New technology to streamline our purchasing and consumer shopping in each department. Status quo will no longer cut it. Every item we purchase will be examined and we will consumer shop for the lowest price. The Hideout is no longer a small mom and pop operation.

It has evolved into a multi million dollar corporation.

Thanksgiving is right around the corner.

Time to spend with family and friends, making memories and reminiscing about past holidays.

I would like to wish a Happy Thanksgiving to our members and their families and to all of The Hideout staff and their families.

Environmental Corner H ey folks,

I hope the month of October was an enjoyable one with family time spent outdoors, making the most out of the changing foliage and crisper temperatures.

If your lot was decorated for Halloween, current rules indicate that those decorations are to be taken down no later than 2 weeks after that particular holiday has passed. If corn stalks are being left on display for Thanksgiving, please ensure there are no corn cobs attached as it could be perceived as feeding of wildlife. Any decaying pumpkins should also be discarded.

If you are continuing to maintain fallen leaves, please do not blow them out and onto the roadway or our lakes. Ensure that all leaf litter/debris is not obstructing your ditches, culverts, or swales as is required per our Protective Covenants.

Leaf litter in these areas prevents stormwater from being conveyed away to where it needs to go, and will cause issues to not only your property, but neighboring lots as well.

Roamingwood Lake will begin to appear lower than normal as the yearly drawdown event will be underway. We are anticipating a 5’ drawdown of the lake this year, and homeowners are encouraged to make any necessary arrangements

with their docks as is necessary.

Removal of docks is not required, but many residents do a full or partial removal to prevent ice damage.

A 25’ by 25’ wide, 6’ high Deer Exclusion Zone is being established along Antler Road near the POA for educational purposes. Native plantings will occur both inside and outside of the screened area, to allow members to view the impacts of deer browsing pressure side by side.

A variety of invasive/non-native plants, such as Multiflora Rose, were removed from the zone and signage will be made available in the area to inform the community on the purpose of the visual study.

Local Naturalist, Ed Wesley will present on Monarch Butterfly’s Tuesday, November 12, 2019 at the Main Lodge between 5:00 and 6:00 p.m.

What’s “Hiding Out” in our Environment this Month?

The Monarch Butterfly (Danaus plexippus)

The beginning of Fall also marks the start of the great migration for the fourth generation of our Monarch Butterflies.

Throughout October, you likely witnessed an abundance of these winged beauties floating about in the fall breeze, enjoying your flower gardens in preparation for their trip to the mountainous fir forests of southcentral Mexico. From the Hideout, that’s close to a 2,500 mile trip! Here are a few fun facts about this staple insect: • Monarch larvae only feed on milkweed, so loss of this plant results in Monarch population losses. To help offset this, please plant native milkweed seeds throughout the fall!

• Monarchs undergo four stages during one life cycle between February through October, resulting in four different butterflies until the fourth generation makes the journey south. Stages 1-3 result in the winged adult only living 2-6 weeks, whereas stage 4 lives 6-8 months until starting the process all over.

• Another butterfly, the Viceroy, engages in mimicry to look almost identical to Monarchs with the exception of a lateral band located on the hind wing. Monarchs are not palatable due to the toxins they ingest from Milkweed, whereas Viceroys are rather tasty to birds and the like.

• Once reaching their destination in the hills of Mexico, the Monarchs lay dormant until conditions are right to mate, at which time they then will travel back up north returning to areas with milkweed plants where they will lay their eggs.

• As a member of Order Lepidoptera, the Monarch is holometabolous, undergoing complete metamorphosis as it develops from an egg to larvae (a caterpillar), a larva to pupa (a hanging chrysalis), and finally, pupa to a winged adult.

Public Safety Corner A s the year is rapidly coming to a close I would like to take this opportunity to wish everyone a Very Happy and Safe Holiday Season. Also during this time of year, I would like to remind motorists that the speed limit in The Hideout is 25 mph with the exception of Antler Road, which is 15 mph. Motorists are reminded that the Public Safety Department will be out strictly enforcing the community's 25 mph speed limit throughout The Hideout with special attention given to the Safety Zones. With the rough driving weather closing in on us, please slow down and allow yourself more time to reach your destination. Let’s end this year on a positive note. Please be mindful of your speed and courteous to the pedestrians while driving in The Hideout.

As a reminder, with the upcoming winter weather and the need for snow plowing and snow removal, members are reminded to park their vehicles no less than (5) feet from the edge of any paved roadway in the community. The fine for

parking on any street in The Hideout is $25.00. During a snow emergency the fine is elevated to $50.00. This fine is imposed not only during the snow event but also stays in effect throughout the winter months when there is a need for the Maintenance Department to keep the shoulders of the roads pushed back. Members are also reminded that a major concern of the Maintenance Department, during the winter snow removal season, is the portable basketball hoops that seem to be popping up on the roadways, especially in cul-de-sacs. All members are advised to please remove these basketball hoops which are, not only, a hindrance to snow removal but also a safety concern.

Public Works Corner

W

hile the full feel of Autumn has arrived and shrouded Northeast PA, we are busy preparing for winter.

Maintenance is utilizing this month to prepare facilities and equipment for the impending temperature drop.

Before winter, please pull any décor or personal property back from the roads edge, at least ten feet. The plows will need this space to push any snow back.

Also, keep the spring thaw in mind.

Culverts and swales adjacent to the property should be cleared of leaves, branches, and other debris. Negligence at one property will affect others as well as the integrity of community roads.

Safety Tips: • Wash your hands. One of the best ways to avoid getting sick is to wash them regularly and thoroughly. Use warm water, plenty of soap, and wash for at least 30 seconds.

• If you’re a workaholic and get sick, avoid going to work and spreading it to your team. Your boss and coworkers will thank you because group productivity

won’t be at risk.

It’s easier to deal with one person away from the office than several, all because you coughed on them.

• When you’re outside and it’s chilly, wear a jacket. It sounds pretty basic, but you’d be surprised how many people think they’re “tough guys” walking around in a t-shirt when it’s 40 degrees out.

• Raking leaves? Prevent back injuries by standing upright while raking and pull from your arms and legs. Don’t overfill leaf bags, and when picking them up, bend at the knee and use your legs, not your back, for support.

• If you use a leaf blower, shield yourself.

Wear appropriate clothing, eye protection, and work boots to prevent injury.

• Do not allow children to play in leaf piles near the curb. The piles can obstruct the view of drivers and put your child at risk for getting hit, especially since it gets dark outside earlier.

UNDERSTANDING HEALTH INSURANCE: PATIENT COST SHARE By: Bernard J. Povanda, PT, COMT, Direct Access Certified

I

find that one of the biggest issues for my practice is patient cost share. Patient cost share is the amount of money that you, the patient, has to apply to his or her insurance reimbursement. There are three main types: deductible, copay, and coinsurance.

Most patients will have one or a combination of these type of cost shares.

The first is a deductible, which requires the patient to pay out of pocket the entire allowed amount of his or her insurance fee schedule, until a set monetary threshold is met. The second is a copay which requires the patient to pay a per visit rate that is taken directly out of the allowable payment for the services provided. The third is a coinsurance, in which the insurance will take a percentage of the allowable amount and make it the patient’s responsibility.

All of these cost share scenarios are confusing. We recommend that all patients contact their respective insurance providers and ask questions. Be specific about the type of treatment you are receiving and in what setting the insurance will be billed. We also recommend that you pay attention to your health care billing. Be sure to always review your Explanation of Benefits (EOB’s), along with the bills, and don’t be afraid to contact your provider or insurance carrier with any questions.

Unfortunately, as both patient and provider know, cost share is common and is probably here to stay. Be informed and know your insurance so there aren’t any surprises. If you do receive a bill or find out you will have to pay a large sum out of pocket to be treated, try talking to your provider’s billing department. Not all, but some will work with you and your family to meet your budgetary needs.

North Gate Parking Lot off Avoy Road (going into the Main Entrance):

The committee was informed that there is a pothole in this area and that you have to turn into it slowly. The committee also discussed how coming out of the parking lot can be dangerous. Mike Terranova informed the committee that the Board is aware of the issue and are in the very early stages of developing a plan to centralize all Public Safety functions at the Main Lodge. Once all of the logistics are worked out and the plan is in effect, they can turn to the issue of getting in and out of the parking area.

Seal Coating:

The committee discussed where we stand with sealcoating and crack sealing of out roads. Lakes Committee Draft Minutes of Meeting - 9/28/19

The meeting was called to order at 9:04 followed by the Pledge of Allegiance. The minutes of the previous meeting were approved as written with a motion by J. e Silverman, a second by K. Fairfield and approval by all (6-0-0).

Charlie Durkin, who has been a member of the Lakes Committee for years and is moving out of The Hideout, was thanked for his service. He, in turn, thanked everyone for their support and stated that he was happy to have been a part of the committee. He then gave a brief summary of what has transpired over the years.

Ryan then introduced Nick Ardito, the new supervisor of Public Safety, who introduced Patrick, one of the boat officers. They summarized some of the boat issues over e the summer. The boater safety certificates did not seem to be a problem but the 100’ rule did. Non-power boats should stay within 100’ of shore, especially on the weekends. A few inflatables were also left anchored out in the lake. There were minimal other incidents on the lake but the absence of lot numbers on many docks is a problem. Lot numbers on docks will be enforced in 2020.

OLD BUSINESS: All old business that has been completed was not addressed.

NEW BUSINESS: Dam Inspections: Dr. Givler inspected all 3 embankment dams and deemed them in good shape but with two recommendations: vegetation control at all three sites and outfalls below Roamingwood Dam need to be clearly identified. R. Hill will collaborate with Public Works to have these done.

Nature Works: R. Hill anticipates approval for the replacement of the Entrance Pond Fountain as part of the 2020 budget. It will process 550 gallons a minute as compared to the old unit processing only 150.

Spot treatments of algae/tape grass was done on all three lakes and the entrance pond on September 4.

They have offered to conduct a trial run of AMP Activator which is a concentrated blend of proteins and surfactants to enhance the efficacy of aquatic pesticides and is patent pending. Applied biochemists would pay for the product and application.

R. Hill is exploring the issue but will proceed with caution.

Water Quality Monitoring Event: PH staff conducted their final Water Quality Analysis of the year on September 10. The TP numbers at Roamingwood were slightly elevated, perhaps due to weather patterns this year.

HABs/Algae Blooms: A member posted a photo on Facebook on September 23 of an isolated algae bloom near her property along the northwestern shore

of Roamingwood. PH was consulted and drafted a communication which was put on Facebook to alleviate concerns. The bloom had dissipated that night after rain showers. It was likely caused by lack of rainfall, strangely high temperatures and the very wet spring which we had. R. Hill requests that concerns should be brought to his attention right away and not be posted on Facebook.

Nutrient Separating Baffle Box: The device was delivered to Aspen Point on September 4. PH staff came on site on September 16 to inspect the items. It will most likely be installed near the basketball courts at North Beach.

Buoys/Floating Structures/Docks/Boats: October 14 is the date to have boats removed from the marina. October 25 will probably be the date for the drawdown.

New buoys will be purchased by the Recreation Department for 2020 based upon R. Hill’s recommendations.

Outlet Structure Safety Enhancements: R. Hill had Craftsman provide a proposal for a safety railing to be fabricated and installed atop the outlet structure. The quote came in at $5915 which was higher than he expected so he is asking Public Works to reach out to some other companies for a better price. He is also asking Public Works to fabricate a lumber staircase from the roadway to the outlet structure for safety. A weatherproof storage lockbox to be anchored atop the outlet has been purchased from Tractor Supply for $243.79. A. Milidantri suggested an extra set of tools. R. Hill would also like to get a light post to illuminate the areas to make it easier for the patrols to check; perhaps also a camera.

40th Anniversary Watershed Management District Event: The event was nice but R. Hill was hoping for more networking with the WWMD officials.

Rock Hazards: R. Hill had a phone conference with Mike Hartshorne of PH and a representative of RockFrac to explore the possibility of a pilot phase in a section of Roamingwood for 2020. They are reviewing the ingredients and any necessary permitting. He has put aside $10,000 for this endeavor which would be reallocated for another enhancement project if unable to use for rock removal.

Comments: Ruth Freck took the floor and thanked Charlie Durkin for his service on the Lakes Committee.

Barry Neiss, who has been the liaison from the Board and has always promoted all the expenditures necessary for the improvement of the lakes, was also thanked for his service.

R. Hill will give an update on the 5 year Management Plan at the next meeting.

Hideout Woodworkers Business Meeting - 10/10/19 Pledge of Allegiance Meeting called to order by Andy Vuolo, he asked if there were any new members or guests present? There were none.

Building and Equipment: The guard on the table saw must be replaced. Unfortunately, the part is no longer available from the manufacture. We are looking into purchasing an after-market part.

Projects: -The Hutch for the new Bistro restaurant took 75 man-hours to complete.

-Seven of the nine picnic tables to be placed in the ski hill warming building, are completed. The last two tables should be completed this week.

-The Christmas toys are almost completed should be completed next week.

Social: John Gaspari reported that sixteen golfers participated in the Woodworkers annual Rebuhn Classic golf tournament on Tuesday September 17th. Dave Dimmick won the first-place trophy and the

prestigious “Green Jacket” with an 18-hole net score of 62.

After the tournament a luncheon was held in the club house. Karen Kagel thanked the woodworkers for the hutch we built for the new Bistro planed for the dining room. Larry Frotten also thanked the woodworkers for all the projects they have done for the POA; and in appreciation he said the cost of the luncheon was going to be paid for by the POA. The luncheon was a huge success and enjoyed by all that attended.

A general discussion took place regarding annual Christmas luncheon to be held on December 10th. John Gaspari reported he will look into venues for this luncheon.

Old Business: Andy stated that Article 6 section 2 of our By-Laws states; “A nominating committee of at least three members is to present a slate of officers at our October meeting”. Andy asked nominating committee to present the slate of officers. The committee reported the following slate of officers:

2. Board of Directors Comments: There were no comments from the Board of Directors.

3. Management Reports: (Questions or Comments will be taken after each report- limited to 5 minutes each) a. Community Manager, Larry Frotten: Larry Frotten reported that managers will begin their annual employee evaluations.

A position of purchasing agent has been created and filled to streamline purchasing and for eligibility for bulk deals when combining purchases from all departments.

Maintenance and housekeeping shifts have been adjusted and staggered for additional coverage hours.

Renovations are scheduled for the Ski Hill to include partial replacement of snow-making water lines, and updates to the skate rink, snack bar, heating tent and rental areas, separation of employee break area, and installation of a magic carpet “lift” on the bunny hill.

Storm-water investigation and mitigation plans are in the works.

Election ballots are due Wednesday, September 25, 2019. The membership must submit three (3) candidates for the Nominating Committee at the October 6,

2019 Annual Meeting.

Financial Report: Larry Frotten gave the financial report on behalf of Frank Trinisewski, Financial Manager. The budget will be presented to the Budget Committee on Tuesday, September 24, 2019. Public Safety is including in the 2020 proposed budget the cost of remodeling and equipment for a communications center to, among other things, facilitate real-time monitoring of security cameras. The budget will also include competitive wage increases.

Environmental Report: Larry Frotten gave the Environmental report on behalf of Ryan Hill, Land & Environmental Manager, who was working on a project. Larry Frotten reported that all watercrafts must be removed from Roamingwood Lake by October 14th in anticipation of lowering the Lake. Safety railing will be installed at the turn buckle at the dam. Lot numbers must be posted on docks and bulkheads and clearly visible from the Lakes. The Forestry Committee has plans for a deer exclusion area to show the damage to natural vegetation caused by deer.

IT: Larry Frotten reported that there are efforts being made to increase wifi and speed up computers; however, the issues with slow wifi cannot be completely eradicated during the busiest times of the season. A meeting has been scheduled with Representative Peifer and Senator Baker’s Field Representative, Andrew Seder regarding a possible cell phone tower for the North Section. b. Public Safety: Nicholas Ardito, Public Safety Director of Operations, reported that they majority of their call responses are medical in nature and the staff is well trained in CPR and first aid with recertification scheduled. Three new employees have been hired and are in training. Nick expressed admiration for the 9-11 service and commended all those involved. Public Safety is working with Public Works department on the North Gate lot and recycling facilities.

He requested membership assistance in that they say something if they see something because Public Safety cannot see everything. c. Facilities Manager, Brad Schumacher: Brad Schumacher reported that 20 compactors, 27 tons, of trash were removed and 37 recycling containers, 290 tons, were removed. Bulk garbage is scheduled for September 28, 2019 from 6:30 a.m. to 2:30 p.m. Work orders created were 161 with 156 completed.

Roadside mowing is continuing. Buildings are being winterized. By October 14th, the docks, swim lines and buoys will be removed from the lakes. Storm-water issues are continuing to be addressed.

Complaints about the shrubs on Avoy Road blocking the view at the North Section gate are being addressed though they are not on Hideout property. The standing water at the North Gate is being addressed.

d. Food & Beverage, Karen Kegel: Karen Kegel, Food & Beverage Manager, reported that they have been busier than ever. Staff training is continuing and her strategy is to inspire and encourage. The restaurant at the clubhouse is undergoing renovations and will re-open as a Bistro on October 5, 2019 with reservations only to begin. Karen thanked the Woodworkers for their hard work on creating a beautiful cabinet piece for the Bistro and for all their contributions to the Hideout. The Hideout membership is outgrowing the facilities and she appreciates everyone’s patience and understanding.

4. Unfinished Business: 19-74 MOTION RESOLVED TO rescind all prior appointments of Assistant Secretary to the Board of Directors of the Association of Property Owners of the Hideout, Inc. 19-75 MOTION RESOLVED TO approve the expenditure of unbudgeted capital up to $100,000.00 for storm-water issue investigation, including obtaining an engineer opinion and/or report, and remediation.

19-76 MOTION RESOLVED TO re-allocate $85,000.00 funds budgeted for replacement of ski hill water line for snowmaking due to permitting issues for where line runs through swamp. Approximately $40,000.00 will be allocated to replace the first roughly 710 feet of pipe by lowest bidder, Greg Kovaleski. Remaining funds will be used to update the skate rink, add a warming tent with 9 picnic tables, section off a portion of the ski lodge for an employee breakroom, updates to the ski lodge kitchen, and the possible purchase and installation of a pole barn to expand the rental shack. This with the understanding that new capital reserve and new capital be allocated appropriately.

Long Range Planning Committee Meeting Minutes - 10/12/19

Call to Order: 10:00 AM – Peter Boyer, Chairman Pledge of Allegiance

Present: Peter Boyer – Chairman, Walt Buda, Sharon Spiese, Marie Krauss, Brad Schumahcer – Facilities Manager, Craig Rafaniello, Facilities Manager Excused: Bob Addieg Absent: Sam Wilmot The minutes of the August 8, 2019 meeting were reviewed and there were no errors found in the minutes.

DISCUSSION Brad was introduced to the group as the new Facilities Manager and he in turn introduced Craig who is our new Maintenance Supervisor. Both were welcomed.

There was a brief discussion of the committee membership and attendance.

There is one open position. The committee was informed that new committee members are nominated/appointed in November.

Miller Road Development: The committee was informed that there seem to be three different groups working on this project: • Miller Road Committee • A group interested in fixing the house and renting • Long Range Planning Committee Marie opined that this matter should be back with the Long Range Planning Committee, as we shouldn’t be putting money into renovation when we don’t have an overall plan for the property.

The committee also had a discussion of an 8-acre parcel of land adjacent to the Miller Road property which is for sale. It was the opinion of the majority of the committee that we should try to purchase this property so we would have the entire Miller Road property for possible future development. The committee voted to make an official recommendation (CMR) to the Board to seriously consider pursuing purchase of this acreage.

Splash Pad: Brad informed the committee that it was his understanding that the Splash Pad has been shelved for now. The committee was informed that this issue was not brought to the before of the Budget Committee.

Lodge Sprinkler System: The committee discussed where we are on this project. We have been contacted by Ken Ruby from hemmler + camayd regarding scheduling a meeting to review the drawings and discuss bidding and construction schedule. Marie indicated that there was an estimate given of between $195,000 - $210,000 given for completion of this project and it needs to be put into the budget so we can move forward.

Main Gate: The committee was informed that we had received the temporary Highway Occupancy Permit (HOP) that allows us to move forward with most of the Main Gate project. They were further informed that we needed to conduct a traffic study, (which has been started) and we are awaiting further information on how to proceed.

Clubhouse Deck: The committee discussed proposed changes to the two front decks at the Clubhouse and whether it is prudent to address this in the near future or until wait until plans for the total building renovation is complete. There has been some talk about the possibility of making it into a 3-season room. Brad and Craig were asked about the condition of the current deck and they informed the committee that it was in poor shape. The framing and footers need to be replaced.

They were asked if it could last until complete renovation plans were made and they replied although it needs work, it could last.

2016 Member Survey: Walt Buda informed the committee that on the 2016 Member Survey, the number one thing that members said they used were the pools & beaches. He commented that perhaps we should be looking at putting another swimming facility into the Aspen Point or Campground area. This could be done in stages.

The next meeting will be on November 9, 2019 at 10:00 in the POA Board Room.

Food & Beverage Corner W e celebrated October with the opening of the Bistro on the Green.

Very exciting times! We would like to thank all those that helped us with our training/soft opening. The feedback has been positive, our guests are enjoying the new menu’s for the Pub & Bistro, they are also loving the wonderful food Chef De Cuisine Joe and his team are cooking up in the kitchen. If you haven’t had a chance to come in please come in and let us delight you. It is an amazing journey for me to watch our staff gain pride and confidence in the culinary world here at The Hideout. I encourage you to please call and make reservations to ensure a table at the Bistro on the Green.

As we continue to give our best here at the Clubhouse, we are also working on the Ski Lodge for the upcoming season. Working with Chef Brett and front of house supervisor Arlene Kasper to improve our menu offerings at the Ski Snack Shop. Most of the community knows Arlene but what you might not know is how dedicated she is to the service areas within the Food and Beverage outlets. She is amazing!

Arlene takes the lead on our banquet

events at the Main Lodge, she is the Supervisor at the Snack Shop at the Main Lodge during the summer, spends her fall/ winter season up at the Clubhouse in the expeditor’s position in our kitchen (which is a hot, fast paced area) She ensures all orders are complete and moves them out quickly to be served hot and fresh to your tables by our servers.

Arlene will be leading her team up to the Ski Snack Shop soon and we are truly looking forward to bringing you a family space that is bright, warm and inviting.

Expect to see a few wonderful changes like fresh salads, breakfast on the weekends, and more seating for our community. Thank you, Arlene for all that you do for us! We are working on so many things here in Food and Beverage.

We have Halloween, Friendsgiving eve and New Year’s Eve coming up. Cheers to wonderful things to come!

ecember 7th marks the day for The Hideouts Annual Tree Lighting. This event takes place at Roamingwood Park and will start approximately at 6 p.m. This is a great community event and everybody is encouraged to attend.

The holiday season will be here before you know it, we have a wide assortment of events and activities planned. During Thanksgiving we will have Family Bingo, Holiday Craft Fair, 3 point shootout, and a wide variety of other programs.

Pictured are this year’s Christmas Toys made by The Hideout Woodworkers. This year, racing cars and tractor trailers filled with crayons were made. Woodworkers shown are Bob Addieg, Andy Vuolo, Charlie David, and Dave Testa.

Toys are given to local Churches.

I would like to thank the Woodworkers for the Christmas toys, that they have made this month to be donated to various churches and groups for kids in need. This is a great representation of our wonderful community. Thanks to the Woodworkers group for always helping when they can and providing such great community service.

As winter months approach I urge community members to call Recreation and sign up for our tennis and pickleball clinics. They will be held in the RSC (indoors) and is always a fun challenging session which will help you develop skills and techniques.

We are currently looking for two members for our Recreation Committee. Please contact Recreation if you’re interested, and we can advise you on how to become a member.

Hideabout Spotlight On...The Hideout Recreation Department FROM JOHN BOANDL, RECREATION MANAGER Countless hours, special events, and weekends are spent by Recreation employees trying to provide amazing amenities for our community members.

What is Recreation at The Hideout? To be technical it is Laurel Park, Marina, Pools and Beaches, Nubia Malkin Art Center, the Wood Shop, and the Recreation Center.

But it’s the details involved in those areas that makes Recreation thrive in The Hideout.

First the special events, tennis programs, boat registrations, campground booking, bus trips, and awesome merchandise could not be possible without an amazing office staff. The Recreation office is headed

by Office Manager, Vionette “V” Bourne. She does an amazing job with Hideout membership. Vionette brings with her years of experience and great work ethic. Also in the office is Recreation Programmer, Malorie Siperko and Assistant Recreation Manager, Joseph Carolan.

Malorie does a great job planning and assisting with special events in The Hideout. Malorie is also attending Marywood and will receive her Masters in Nutrition and Dietetics in the spring. Joseph Carolan is a graduate of Penn State University and is a local Pickleball guru. Joseph comes with years of knowledge in the Recreation Department. He helps with just about everything and there is no task too big or small for him. Allison McDermott is one of our Recreation Attendants who helps with our special events and works the evening shifts in the Recreation Center Next is the Fitness Center.

The Fitness Center is located on the second floor of the Recreation Center. It is under new leadership as Fallon Valentin has excelled at her new position of Fitness Center Coordinator. She has brought new life to the Fitness Center with new classes, a positive energy, and great programming ideas.

Her work ethic and creativity is second to none. She has a great staff alongside her as well. Diane Armato (who also doubles as part of our Nubia Malkin Art Center staff) brings with her years of experience and a great pride in The Hideout. Dominic Corma is attending Penn State Worthington with a major in engineering. Tawnya Ried does not just works in the Fitness Center but spends most of her free time being a “gym rat” and is extremely knowledgeable in the world of fitness. Chuck Bertani was just added to the Fitness Center staff and is already doing an amazing job. Pasquale Mozzone brings with him great work experience, knowledge, and is always willing to help staff or community members with anything.

The NMAC or Nubia Malkin Art Center is run by three employees. All three of them take extreme pride in their work and bring different talents to the NMAC.

Lisa Williamson can be found helping members out with ceramics and doing her community favorite story time on Saturday Mornings.

Barbera Pannone is always coming up with new class ideas and different programs to keep the NMAC thriving.

Diane Armato helps with many different programs at NMAC. She also helps market programs and classes as well as makes sure all orders are in and ready to get to its members.

As Recreation Manager, I am truly blessed to have such a great staff. As things continue to grow in The Hideout, they are always up for the challenge. I am a firm believer if you want to be successful in anything in life, you have to surround yourself with great people. I believe we have that in the Recreation Department of The Hideout. They deserve all the credit for everything positive that happens in our department. These things could truly not happen without such an outstanding staff.

ervice members make numerous sacrifices in defense of their countries.

While the debts to service members may never be the kind that can be repaid in full, paying tribute to veterans, on Veterans Day and throughout the year, can be a great way to show them just how much their efforts are appreciated.

Veterans Day begins with Armistice Day Veterans Day is a byproduct of the end of World War I, when Germany and the Allied Nations signed the Treaty of Versailles, formally ceasing fighting and establishing terms of peace. On November 11, 1919, the first anniversary of the signing of the treaty, the first Armistice Day events were held. Armistice Day was initially a legal holiday to honor the end of World War I only, states History.com.

The United States Congress passed a resolution in 1926 for an annual observance, and November 11 became a national holiday starting in 1938. However, in 1954, after the country had been embroiled in both World War II and the Korean War, Congress amended the Act of 1938 by renaming the commemoration “Veterans Day” to honor veterans of all wars.

Veterans Day in October?

According to Military.com, for a short time, thanks to the Uniform Holiday Bill, which in 1968 established threeday weekends for federal employees by celebrating national holidays on Mondays, Veterans Day was moved to the fourth Monday

of October - the first being October 25, 1971. However, many people did not agree with this decision, continuing to honor the holiday on the original date. In 1975, President Gerald Ford signed a new law that returned Veterans Day to November 11 beginning in 1978. Since then, parades, memorial events, volunteer efforts, and other celebrations revolving around veterans have been held on November 11.

Veterans around the world Many countries, including the United States, celebrate veterans on or near November 11. America’s closest neighbor to the north, Canada, commemorates veterans on Remembrance Day (also November 11), as does the United Kingdom. Britain also has Remembrance Sunday, which is the second Sunday of November. Remembrance Day also is called Poppy Day, when people of the Commonwealth member states wear a red poppy flower in honor of military members who have died in the line of duty.

Paying tribute There are various ways to honor veterans on Veterans Day and Remembrance Day. Federal government closings, educational efforts in schools, parades, and visits to military hospitals or cemeteries may take place. In Europe, it is common to observe two minutes of silence at 11 a.m. every November 11.

Veterans Day and its sister holidays mark the honoring of veterans of all wars, with a particular focus on living veterans. It is a day to celebrate the dedication and selflessness of hardworking military men and women.

PEDESTRIAN SAFETY

To stay safe walking, follow these rules of the road: 1. Walk Facing Traffic When Walking on the Side of the Road If there is no sidewalk and you must walk on the side of the road, choose the side where you are facing oncoming traffic. In North America, this is the left side of the road. This gives you the best chance to see traffic approaching closest to you and take evasive action when needed.

2. Walk Single File When Not Separated from the Road Unless you are on a sidewalk separated from the road or you are in a wide bike/ pedestrian lane, you should walk in single file. This is especially important on a road with lots of curves and where traffic has only a split second chance of seeing you before hitting you. While it can be enjoyable to walk down the road two to three abreast chatting merrily, drivers don’t expect it and you may lose your best walking buddies.

3. Stay Aware of Bikes and Runners Share the road and path with bikes and runners. Bike riders should alert you when approaching from behind with a bike bell or a “passing on the left/right.” Listen for them, and move to walk single file, allowing them to pass safely. Runners should also call out for passing. Bike-walker collisions can result in broken bones or head injury for either—and you aren’t wearing a helmet.

4. Be Visible Wear bright colors when walking. When walking at night, wear reflective clothing or a reflective vest to be visible. Drivers are often not expecting walkers to be out after dark, and you need to give them every chance to see you. Be just as cautious at dawn or twilight, as drivers still have limited visibility or may even have the setting or rising sun directly in their eyes.

5. Be Predictable Make a practice of staying on one side of the path while walking rather than weaving randomly from side to side. Watch your arm motions, or you may end up giving a black eye to a passing walker, runner, or biker.

6. Keep the Volume Down Don’t drown out your environment when listening to music with your earbuds or headphones. Keep the volume at a level where you can still hear bike bells and warnings from other walkers and runners.

7. Hang Up and Eyes Up Distracted walking due to chatting, texting, or playing games on a mobile device while you walk is as dangerous as doing those things while driving. You are distracted and not as aware of your environment. You are less likely to recognize traffic danger, tripping hazards, or passing joggers and bikers. Adopt habits that can keep your phone in your pocket, or at least make it a practice to stop in a safe place to complete your phone tasks before moving on.

8. Walk Dogs on Short Leashes It is terrifying and tragic to witness dogs running out in to traffic or getting into a fatal dog fight, whether on leash or off leash. But when walking your dog on a long leash there is also a danger that you will trip other walkers or bikers. You will keep your dog safer as well as those who pass by you if you use proper leash walking etiquette.

9. Know When to Stop Walking Heat sickness, dehydration, heart attack, or stroke can strike walkers of any age.

Learn the symptoms of medical emergencies and carry a cell phone to dial 911.

Even if you are a seasoned and well-trained walker, you may experience one of these problems and need to cut your walk short. Encourage your walking friends to stop when they show any concerning symptoms.

10. Be Aware of Stranger Danger Street safety is a concern for many walkers. Choose your walking route for paths frequented by other walkers, joggers, and bikers. If you see someone suspicious, be prepared to alter your course or go into a store or public building to avoid them.

Acting alert and aware can convince bad guys you are not an easy target.

he season is winding down. If we get lucky maybe we can play into the month of November. It has happened before. Keep your fingers crossed. We’ve had a great summer season despite the spring rains. Let’s hope the weather continues to cooperate well into the fall.

We have worked out a reciprocal agreement with Paupack Hills for the 2020 season. More details will follow in next month’s Hideabout.

Golf fees and golf pass fees will remain the same as they were in 2019. There have been no increases in over 10 years.

The golf tournament rates will increase next year by $5.00. For most tournaments the cost for a golf pass holder will be

$60.00, members will be $70.00, and guests will be $80.00. This is largely in part to increased food costs. We have not raised tournament cost in over 8 years.

Even with the rate increase you get a great bang for your buck.

The Columbus Day weekend sale was a huge success with great weather to boot.

Next month we will discuss league play and the tournament dates for next year.

The pro shop and golf course hours of operation are 10am to 4pm weekdays and 9am to 4pm Saturday and Sunday until the snow flies.

From The Rough A golf tip from Larry Lutz, Hideout Golf Teaching Pro If you’re miss hitting your chip shots, here is something you might want to try.

Crisp chips require a descending blow.

That means the club head must reach its lowest point after impact At address, you may be tempted to press the club into the grass, but that presets the swing’s low point at a spot behind the ball. The likely result: fat contact. Instead, address the ball with the club head’s leading edge at the ball’s equator. With the ball in the

middle of your stance and the shaft angled slightly toward the target, you can make a descending strike for solid chips.

I hope you find this tip helpful, but most of all, remember your good shots, learn from the bad shots and have fun.

What is HASG Golf??

recently had someone ask me, “What was HASG golf? and what is so special about it?”

I thought and asked myself “Wow! What a question!” I said to him, “Well, It’s Captain’s best ball!”

He said, “So?” I then had to think, It’s “Laughing”, “whiffing”, laughing about it, “Hitting it again” and laughing! He said “laughing”? What about golf? I said, “We do that too”. BUT-It’s more about breaking the ice for those people who wouldn’t usually play golf, meeting people and socializing. He said, “You have that good a time?” I said, Yes, Just ask the Dimmick’s, the Hadley’s, the Conlon’s or anybody else”. He said, “ Hmmm, anytime he’s played, it’s been to win! You actually have fun?” I said, “Yeah, we have a blast”, and then when we are finished, we go to

the Pub and have a good social time.

“That’s what HASG golf is”.

We had eight “newbie” golfers this year and they all indicated to me that they are coming back! So if you’ve thought about taking that plunge and playing golf. Give us a try, you’ll have a blast.

I also wanted to take another few words to thank Karen Kegel and her staff for a great luncheon at the end of the season.

What a great time we all had, even if we had a difficult time getting everyone into the dining room after a couple of drinks at the bar! LOL! Next year, maybe we’ll have two hours between golf and lunch! LOL!!

ARTIST OF THE MONTH NOVEMBER 2019 My name is John Bobcik. I have been living in The Hideout for 12 years. I’m a transplant from Bergen County, NJ and since moving, I’ve never looked back.

I’ve always been interested in photography but never could find the time until I retired.

I started with a 35mm Canon but reluctantly converted to digital format. I took a basic photo course at North Hampton Campus in Hawley which was very helpful, and participated in The Hideout’s Camera Club.

My interests now extend to Wood Carving and Pyrography (Wood Burning).

This wastewater treatment plant has been in operation for nearly 40 years now and serves over 4,000 properties within the Hideout Community. The majority of the treatment equipment and facility buildings are original and will be updated in this 10.5 million dollar renovation.

The project includes upgrades and replacement of equipment at the wastewater treatment plant, including: the rehabilitation of two 1.0 million gallon equalization tanks and associated aeration system; rehabilitation of two secondary clarifiers units; replacement of two aerobic digesters; replacement of emergency generator; replacement of electrical equipment which power all plant operations and related electrical controls; rehabilitation and repurposing of the existing Control/Operations building; the addition of a maintenance garage; new chemical feed for copper removal; replacement of chorine disinfection with ultraviolet (UV) disinfection; and miscellaneous pump, valve and ancillary equipment replacement and Odor Control.

With the updates, the wastewater treatment plant can improve operations and continue to provide reliable State and Federal regulatory complaint service to the community. In addition, the grant will provide for stable rates in the near future.

Salem Township Board of Supervisor Minutes - September 10, 2019

T

he regular monthly meeting of the Salem Township Board of Supervisors was held on September 10th, 2019 with all members present.

The Chairman of the Board requested a moment of silence in remembrance of 911. The Pledge of Allegiance was then recited.

The minutes of the August 13th, 2019 were approved as presented on a motion made by Dennis Chapman 2nd

by Robert Wittenbrader with all in favor.

The Planning Commission minutes were then read.

Sub-Divisions: The Harsche/ Wittenbrader lot subdivision – consolidation was reviewed with surveyor Gary Flood. A motion to approve was made by Merel Swingle 2nd by Dennis Chapman abstaining was Robert Wittenbrader.

The Fields lot consolidation was reviewed and a motion to approve was made by Dennis Chapman 2nd by Robert Wittenbrader with all in favor.

The Hinnershitz lot consolidation was reviewed and a motion to approve was made by Merel Swingle 2nd by Robert Wittenbrader with all in favor.

The Pruss sub-division was reviewed concern over right-of-way with building in the way. Surveyor Ed Harsch noted that Mr. Pruss is removing the building.

Supervisors discussed. Merel Swingle moved to approve with contingency of building not occupied and removed 2nd

by Robert Wittenbrader with all in favor.

The Gallegos subdivision was reviewed and a motion to approve was made by Merel Swingle 2nd by Dennis Chapman with all favor.

The Paw Pack Doggy Day Care land development was reviewed with Engineers from KBA representing.

Reviewed comments from Township Engineer and County. Attorney Treat concerned with guarantees and wants bonding or cash in lieu of bond. Further notation of state driveway permit. After discussion KBA requested from the Board a 45 day extension of time for approval process. Motion to allow time extension made by Dennis Chapman 2nd by Robert Wittenbrader with all in favor.

New Business: The Paul Sweeney Post Legion Ladies Auxiliary wrote to the Board requesting help and support

in installing and storing banners for Hometown Heroes. The Board agreed to putting up banners and storing them on a motion made by Merel Swingle 2nd by Dennis Chapman with all in favor.

CDBG surveys are almost completed at this time for the 2019 application.

Old Business: The Neville Trailer Park Engineer update was received, comments of concern with DEP taking a long time.

Fall Metal Cleanup Day scheduled for October 19th 2019 from 8am until noon.

Public Time: Don Januszewski questioned if the roads were completed and if stripping would be done. He advised he spoke with Mike Peifer’s office for addressing a tree issue.

With no other comments or business, a motion to adjourn was made by Dennis Chapman 2nd by Merel Swingle, meeting adjourned at 7:35PM. Respectfully submitted, Jennifer Wargo Secretary/Treasurer

Must be available to work weekends and holidays, including Xmas thru New Year’s Day and Presidents Week, when school is not in session.

ADMINISTRATION FINANCIAL MANAGER Manage all financial functions/activities necessary for the General Manager to meet its fiscal goals/responsibilities and assist the General Manager. Manages the Accounting Department providing financial information for all General Manager activities that enables management and the Board of Directors to make educated economic decisions for the Hideout General Manager’s future.

This position acts for the General Manager in his/her absence, directing the day to day activities of the POA in accordance with all State and Federal laws/regulations, as well as the policies and objectives established by the Board of Directors.

• Must have thorough knowledge of accounting practices and principles.

• Sales and working cooperatively with clients and staff.

RECREATION RECREATION OFFICE SUPERVISOR Assists in the coordination of daily operational office related tasks. Is involved in the successful management of the Recreation Sales Office. Generator Permit

A

Hideout Building Permit is required for he installation/operation of any “non-portable” residential whole house/ stand-by electrical generator. Small portable units are excluded. A separate permit is required if you need to install a propane tank to fuel the generator.

IMPORTANT PORTABLE GENERATOR SAFETY TIPS: - Never operate a generator indoors - it can cause unintentional carbon monoxide (CO) poisoning. Carbon Monoxide is a colorless, odorless gas which, if inhaled, can be fatal.

- Do not install a generator right next to your home - carbon monoxide can collect in the eaves of your home.

- Don’t refill the generator’s gas tank while the unit is running as this can cause a fire, leading to serious injury or death.

How to sell your home in a buyer’s market…

he tide IS turning…In today’s market it is crucial for sellers to make their home as appealing as possible. Here are ideas that may put your house above the competition in this market.

4. Sweat the small stuff. De-clutter the garage, repaint the doorframes, caulk the tub, replace burnt out light bulbs, fix leaky faucets or creaky doors-don’t let these small, inexpensive repairs detract from the overall value of your home.

1. Don’t forget the outdoors when it comes to staging. Remember, curb appeal goes a long way and creates a lasting first impression. Refresh your landscaping, entryways and even outdoor décor to maximize the space. Our four seasons really let you showcase the outdoor potential of your home.

5. Add value to your property with incentives. Offer to pay for the capital improvements fee, homeowner association dues, or even offer allowances such as flooring, (if the carpet is worn or wood needs to be refinished) paint allowance, or some other upgrade that would be enticing to buyers.

HIDEOUT ADULT SOCIAL GROUP The HASG was formed in 1980 to provide an opportunity for Hideout members, including renters, age 40 and over, to meet with and socialize with other members of our community.

If you enjoy meeting new friends, socializing with old friends and like to party, then the H.A.S.G. is for you. HIDEOUT SPORTSMAN’S ASSOCIATION

Since 1995, the Hideout Sportsman’s Association has strived to improve the knowledge and skill of its members and neighbors in matters related to the proper care and handling of firearms, the management of shooting ranges and to develop fellowship, sportsmanship and good citizenship among its members. To that end, the Hideout Sportsman’s Association will partner with a local state-of-the-art indoor shooting range to offer courses in basic beginners pistol shooting and safety classes.

COMMINGLED RECYCLING Single stream (also known as “fully commingled” or “single-sort”) recycling refers to a system in which all paper fibers, plastics, metals, and other containers are mixed in a collection truck, instead of being sorted by the depositor into separate commodities (newspaper, paperboard, Corrugated fiberboard, plastic, glass, etc.) and handled separately throughout the collection process. In single stream, both the collection and processing systems are designed to handle this fully commingled mixture of recyclables, with materials being separated for reuse at a materials recovery facility.

TREES What To Do If A Tree Is About To Fall From One Lot To Another?

Even though The Hideout has an easement between properties, this matter is strictly between the parties involved.

This includes limbs, branches and trees. If you have this situation, notify the property owner whose property presents the hazard.

The Hideout does not provide information relative to the Membership.

You should call the Wayne County Tax Assessment Office at (570) 2535970 or the internet at taxassessment officewaynecountypennsylvania.com.

You should also contact your insurance company. Another resource is the internet for the purpose of researching Pennsylvania Real Estate Law on the subject. Again, this is a civil matter between the parties involved and cannot be resolved by The Hideout.

Note: In the event that the tree is on Hideout Common Property, the Environmental Manager should be notified so that the appropriate action can be taken to remove the hazard.

PROPANE TANKS Safety Guidelines For Propane Tanks: Homeowners who decide to install a propane tank on their property need to be aware of the guidelines for such. A Propane Permit is needed. The National Fire Protection Agency (NFPA) has established a set of rules that govern

the requirements for the clearance around propane tanks in the NFPA 58 Liquified Petroleum Gas Code. Size of the clearance radius will depend on type of installation and the size of the tank.

Vertical Tanks – The requirements for the clearance around vertical propane tanks under 125 gallons depends on the location of ignition sources, venting windows and doors. The tank itself may be placed against the house or building, but it has to be at least ten (10) feet from an ignition source such as a water heater and three (3) feet from a venting window or door.

Horizontal Tanks – Horizontal tanks, also referred to as vessels, come in three main sizes: 330, 550 and 1,000 gallons. The size of the vessel normally depends on the propane requirements and the size of the structure using the fuel. The requirements for the clearance around the 330 and the 550 gallon propane tanks are at least ten (10) feet from the structure. Ten (10) feet from the property line and ten (10) feet from any ignition source. The 1,000 gallon propane tank requires at least twenty five (25) feet of clearance from the structure, the property line and any ignition sources.

Also, be aware that according to our Protective Covenants and ECC Manual, every fuel storage tank on any lot shall be either buried below ground or screened to the satisfaction of the Committee within 90 days of its installation.

You can then make the corrections and it will be reviewed again at the next ECC meeting. Also, remember that nearly everything you do outside of your home requires a permit. MEMBERS AND CONTRACTORS Among the items that the Environmental Control Committee will look for when going over your permit application is an “As Built” survey. There are several reasons for this: • To be sure of the placement of any structures on your property.

• To be sure of setback lines.

When turning in an application for any of the below permits, you must have an “as built” survey. • Garages (both detached and attached) • Decks • Driveways • Sheds • Additions • Dock/Bulkhead • Gazebo, Patio, Sunroom • Major Landscaping. This survey will be marked as “existing” not proposed.

If you have any questions, please call Fran at (570) 698-4100, ext. 102. In some cases we might have a copy of the survey in our files. Please understand that this might not be an “as built” survey.

HIDEOUT PET REGULATIONS As defined in the Consolidated Rules and Regulations. Paragraph #8, Page 7 states pets will not be allowed to enter any facility controlled or owned by the Association. (Exception Guide Dogs).

Paragraph #9, Page 8 states pets must be licensed, inoculated, leashed and kept under the owners control at all times.

Paragraph #20, Page 8 states it is the responsibility of the owner of the pet to clean up and remove animal excrement of their pet.

Dogs are only allowed at the Dog Park and on the Walking Trail and must be registered with the POA. Please note, roads are not considered an amenity.

All Pet complaints are processed via the Hideout North Gate Control Center. The owner may be subjected to fines and or sanctions depending on the violation. In addition, the Wayne County Dog Warden has jurisdiction and will respond to animal complaints and take the appropriate action as deemed necessary. Pet regulations are in place for the protection of residents and guests and the ultimate goal is to seek voluntary compliance on the part of the membership.

HIDEOUT DOG PARK REGISTRATION Bring proof of Rabies and Distemper Shots from your Veterinarian to the Registration Department at the POA. Vet forms must indicate that males are neutered. You will be asked to complete a Hideout Pet Registration Form. The Dog Park Registration section of the form is optional for members wishing to join the Dog Park.

Registration will file copies of your documents, collect the $15 annual fee and issue a Dog Collar Tag authorizing membership and admission to the Dog Park. Your pets must be registered even if you are not applying for Dog Park membership-however, there is no fee unless you are joining the Dog Park. The Dog Park Tag must be affixed to your dog’s collar prior to entry to the Park. Note that a current amenity badge must also be carried in the Park at all times.

Dog Park Regulations - You must pick up after your dog. Owners ignoring this rule will be asked to leave and be denied future entry. Mutt mitts for waste disposal pick-up are available. Used Mitts must be placed in Trash containers. Aggressive dogs are not allowed and must be removed immediately. Each car must display a current Hideout Membership/visitor sticker on their vehicle. Each dog must display a Collar Tag issued by the POA Registration Office indicating Veterinary Certification that each male dog is neutered and has a current immunization for: Rabies and Distemper.

Female dogs in heat are not allowed in Park. Children under age of 12 may attend only under supervision of an adult and adult must be supervising the dog. Members may supervise no more than two dogs per adult.

Hours of operation are posted. The Park is self policing and dog owners using Park enforce these rules. Small dogs are free to use the Small Dog Area & all areas of the Park. Large dogs must be kept out of the Small Dog Area.

WILDLIFE ATTENTION MEMBERS

In support of our community’s wildlife management efforts and to reduce the need for future culls, that the feeding of any wildlife (with the exception of birds) within The Hideout is prohibited and is subject to an initial Citation and Fine in the amount of $1,000.00.

Anyone who chooses to feed birds can do so only if they use a bird feeder(s) unit that is kept at a minimum height of eight (8) feet above ground level, if not they will also be subject to a Citation and a $1,000.00 fine. LAKEVIEW AND WOODPOINT COURT A dangerous condition arises on busy weekends from vehicles parking on the side of the road on Lakeview and Woodpoint Court. Vehicles parked on the side of the road in this location impede traffic and could possibly block access to the area by emergency vehicles. Due to this condition the Board has passed a motion deeming Lakeview and Woodpoint Court “Emergency Access Roads.”

No parking will be permitted on the side of the road in this area. The Public Safety Department will aggressively enforce this rule. Anyone who parks in this location will be subject to a $125.00 fine and a $250.00 fine for repeat offenses.

AMENITY BADGES All Hideout Members must have a current Amenity Badge on their person in order to use any of the Hideout’s Amenities. Guests must also show their guest badges at all times. There are no exceptions to this rule!!!

GOOD NEIGHBORS CLUB BUCKLE UP It’s the law!

The Hideout Adult Social Group (HASG) is expanding our recently-formed Good Neighbors Club. We are pleased to coordinate the following Good Neighbors Club services to all members of the Hideout Community: 1.

Many of us own wheelchairs, walkers and other medical equipment that we are not currently using. Others are in need of some of this equipment for a period of time. The HASG is compiling a list of such equipment.

The intent is to have a central contact point where those in need can inquire about who may have the equipment they need and be willing to loan it to a fellow Hideout member. If you possess such equipment and are willing to help out by lending it to a Hideout neighbor, or if you are in need of same, please contact Louise Brevet, Chairperson at (570) 698-5102, or Judy Restaino, Co-Chair at (570) 698-9840.

My friends & neighbors: Once again, this year, we will be collecting toys for the Wayne County Children’s Christmas Bureau. (WCCCB) Collection boxes have been placed through out The Hideout. At the recreation building, the Clubhouse, the Nubia Malkin Art Center, the Woodworkers Building and the POA Office.

The H.A.S.G. will also be collecting toys at their annual Holiday Party scheduled for December 12.

If your business, club or group will be collecting toys this year and are looking for a place to donate them, I will be happy to add them to our donation. Deadline for toys is December 12.

Synopsis of Lake Township Minutes September 3, 2019

T

he regular monthly meeting of the Lake Township Board of Supervisors was held at the Lake Township municipal building on September 3rd, 2019. The Meeting was called to order by the Chairman, Supervisors, Scottie Swingle, Timothy Jaggars and Fred Birmelin were all present. The Pledge of Allegiance was then recited.

T. Jaggars moved to approve the minutes of the regular monthly meeting held on August 6th, 2019, carried 3-0. F. Birmelin moved to approve the treasury report for August 2019, carried 3-0.

Public Comment: None Subdivisions: The Kwiatek lot consolidation was reviewed and with comments addressed and deed prepared F. Birmelin moved to approve, carried 3-0.

Correspondence: 1) Lake Ariel Fire Company provided its August Activity Report showing 14 incidents. They held 4 trainings, 3 meetings and 4 work details. They noted still working on the Emergency signs for the Hideout. Discussion was held on the Quote received by the Township from Lake Ariel President after last month’s meeting for installation of the gear washer. Supervisor Birmelin advised to review and get an additional quote.

2) Maplewood Fire Co provided its August Activity report showing 25 alarmed responses 23 of them medical calls, they held 4 trainings.

Roadmaster’s Report: S. Swingle reported that during the month of August lawns at both Township properties were mowed and cleaned.

Jaggars moved to make alternate arrangements if Wickle Disposal is unavailable even if there is a cost incurred, carried 3-0.

New Business: 1) The Paul Sweeney Memorial Unit Legion Auxiliary wrote to the Township in request of assistance for installing Patriotic Flags of Lake Township soldiers. Also a request for storage and rotation of flags based on quantity was requested. The Auxiliary also asked if the Township would be willing to share in banner production costs if funds are limited. After discussion T. Jaggars would like to request a meeting with the Auxiliary Ladies heading up proposal for further explanations. T. Jaggars moved to hold a meeting with the Legion Auxiliary for explanations, carried 3-0.

Additional Public Comment: Dave Cummins advised the Board that the Honesdale YMCA is holding an Electronics collection on September 28th at a cost of $20 per car load.

S. Swingle moved to pay the bills and approve the payroll and to adjourn the meeting carried 3-0.

Hideout Committee Volunteers

C

ommittees are an important part of our association operations. Committee members help keep our community vibrant; and, by augmenting paid staff, they save the association thousands of dollars each year.

The association just wouldn’t be what it is without our active and effective committees. They deserve our sincerest thanks. However, to be successful, our association needs to cultivate fresh ideas and encourage additional resident involvement in our committees; so, we’d like your help on one of our committees.

Committees give the Board a way to gather information, offer new ideas and opinions and provide a training ground for future Board members. All committees are advisory to the Board unless given specific decision-making authority by the Board or our Governing Documents. Each committee has a goal and mission statement to help it succeed as a community resource.

Our association has three types of committees: • Board appointed committees, like our ECC, Discplinary, Budget and Nominating, are established by the Board for a specific purpose under the supervision of the Board. These are required by our Protective Covenants or By-Laws. They often have clearly defined power and authority.

Appointments are made for a three year term; however, there are no term limits as to how many terms someone may serve.

• Standing committees, such as Food and Beverage and Recreation, are ongoing and have members who have expertise with a specific area within our community.

These committees generally make recommendations to the Board pertaining to the specific area.

This is a good time to review definitions of property lines, setback, and easements as applied in the Hideout. When you hear that someone has a setback, you usually expect something not so good. It’s a completely different case when the term is applied to property boundaries. Setback Lines actually protect your property!

Building set-back lines are usually intended to govern permanent structures like your house or garage.

What is a Setback? A setback is a defined space in which no structures (as defined by Land Use Code) may be located, except where specifically allowed by the Code. Setbacks are required along front, rear, side property lines and additionally with some “easements.”

How are Setbacks measured? In most cases, setbacks are measured from the property line. However, when measuring a front setback line abutting a public street the setback is measured from the center line of the right of way. Your property line is coincident with the edge of the right of way. Since the right of way can contain unimproved shoulders, you should not assume that your property line is at the edge of the curb or paved edge of the road. Typically, your property line is several feet from the road improvements.

property lines. The easement may be located partly or entirely on your property.

When a front yard setback is required from an easement located on a property, the setback is measured from the interior edge of the easement.

Are Setbacks required from anything else? In most cases, buildings may not be built over utility easements (e.g., power, water, sanitary sewer, storm sewer, and telecommunications) without written approval from the associated utility. We all have easements on our Hideout property lots. These easements are shown on your recorded plat Land Survey and title report.

How large a Setback is required? That depends on where the property is located and whether the setback is along a front, rear, or side property line. For example, in the Hideout, the following Setbacks are required: Front - 25’; Rear - 25’; Sides - 10’. Also, within these setbacks there are “easement lines” (Front - 10 feet, Rear - 10 feet, and each Side - 5 feet).

Please note that the 25 foot front area starts at your property line, not at the edge of the road. The property line to the road is POA property. Also, in Pennsylvania, only a state licensed surveyor may set the property corners.

What is an Easement? An easement is defined as a right that one party has to use real estate that is owned by someone

else. The rights of the easement holder regarding usage of the property are specific and typically limited. Property ownership or possession is not impacted by an easement. The property owner gives up only defined rights on that portion of the property that is used for purposes of the easement. Common easements are those that are given to public utilities such gas or telephone companies to run lines under/over private property.

Utility easements such as power, phone, water and sewer are examples of easements that benefit the Hideout. Such is the case with RS&W. As a general rule, the grantor of the easement can make any use of that property as long as it does not unduly interfere with the rights granted to the easement holder. Typically, the owner granting the easement cannot build/ place structures or obstructions within an easement area or otherwise hinder access to that area.

A utility easement grants the utility company the right to use and access a specific area of a property. The area covered by the easement is usually clearly defined in the text of the easement, and the easement is attached to the property deed so that it will persist even when the property is transferred or sold. Utilities can request an easement for any number of reasons. A classic example of a utility

easement is an easement which allows the power company to run electrical lines along a property, and to install utility poles if the property is long enough that the lines cannot pass over the property without support. The utility has the right to utilize a strip of land for the lines, and to enter the land to access the lines for maintenance and repair, which can include tree trimming, replacing rotted utility poles, and relocation of any conduits, cables, wires, towers, and poles.

What about these Property Easements?

Every Hideout property has “easements” – legal rights that others have to use parts of a land owner’s property.

Despite their prevalence, easements are often misunderstood and in some instances, people are not even aware that easements exist. As a property owner you can benefit from a basic understanding of easements. That understanding helps you avoid problems (permanent placement of landscaping, trees & shrubs, rock gardens, landscape lighting, fences, etc.) that can arise within the easement area.

By keeping these areas free of plantings or other obstructions, you can enjoy what you have planted without worrying that it may be in jeopardy in the future.

Turn Apple-Picking Into Apple Pies

C

ertain activities are unique to autumn, and apple-picking certainly falls into that category.

Many families look forward to their annual trips to nearby apple orchards, where they can spend beautiful autumn afternoons picking fresh apples everyone can’t wait to take a bite out of. If homemade apple pie is on your agenda this year, consider the following recipe for “French Apple Pie” from Mollie Cox Bryan’s “Mrs. Rowe’s Little Book of Southern Pies” (Ten Speed Press).

French Apple Pie Makes one 9-inch pie

1 Plain Pie Pastry Raisin Filling 2/3 cup raisins 6 tablespoons water 1/2 teaspoon lemon juice 1/4 cup light corn syrup 1 1/2 teaspoons all-purpose flour 1 1/2 teaspoons sugar 2 apples (preferably a tart variety) 1/4 cup brown sugar 1/2 cup sugar 1/4 teaspoon ground cinnamon 1/2 teaspoon ground nutmeg 1 1/2 teaspoons cornstarch Icing 1 cup confectioners’ sugar 2 tablespoons water 1 tablespoon butter, softened

NOVEMBER 2019 • 57 To make the raisin filling, combine the raisins, water and lemon juice in a heavy saucepan over medium heat. Bring to a boil, then lower the heat to medium-low and cook, stirring occasionally until the raisins are plump, about 15 minutes. Separately, combine the corn syrup, flour and sugar and mix well, then add to the raisins and continue cooking, stirring occasionally, until thick and syrupy, about 10 minutes. Remove from the heat and cool until the mixture is just warm, about 10 to 15 minutes.

Preheat the oven to 400 F. Line a 9-inch pie plate with 1 rolled-out crust. Peel the apples, cut them into thin wedges, and put them in a large bowl.

Separately, combine the sugars, cinnamon, nutmeg, and cornstarch, then add to the apples and gently stir until evenly mixed. Spread the apple mixture in the crust in an even layer, then spread the raisin filling evenly over the apples. Brush the rim of the crust with water, cover with the second rolledout crust, seal and flute or crimp the edges, and cut a steam vent in the center. Bake for 40 to 50 minutes, until golden brown. Cool on a wire rack for 1 to 2 hours, until completely cool. To make the icing, combine the sugar and water and mix well.

Add the butter and mix until smooth.

Brush over the top of the cooled pie before serving.
