hort-Term Rental Proposed Bylaw Changes Coming

At the May 14th Board meeting, we approved a proposed bylaw change impacting short-term rentals (STRs).

The proposed bylaw change takes into consideration what we’ve heard from 8 hours of testimony from the community in March, and the countless number of emails the Board received on this topic.

We appreciated hearing from many of you to help guide this process.

The proposal is a balance between some members who don’t want any STRs because of quality-of-life concerns, with those who want unfettered ability to rent because they couldn’t otherwise afford their homes. For some who don’t rent, they just want to have the option to rent if they need to.

It’s also in response to members we heard who want the membership - not the Board - to decide the community’s future.

It was crafted in consideration of the ‘Slice of Life’ case where the Pennsylvania Supreme Court ruled that the purely transient use of a house is not permitted in a residential zoning district, limiting use to single-family homes by a “single housekeeping unit.” The case involved an individual, and his company, Slice of Life LLC, which purchased a home as an investment property in Hamilton, Pennsylvania, to be used exclusively for short-term rentals. The court determined Slice of Life was “not operating a single-family dwelling, but rather conducting a short-term, transient lodging business, using the Property as part of that business enterprise, with a clear profit motive at the Property.”

Unfortunately, the court didn’t define a specific floor as to the number of rentals permitted. So, this bylaw change was after careful deliberation of the Board and as Chair Rick Yocum stated at the meeting, it’s a compromise. It was also approved by our legal counsel. From what I’ve been hearing, neighboring communities have been waiting for The Hideout to see what we propose, as they are also considering STRs restrictions.

The proposal would allow members to rent their home ten times for up to 28 days each. It provides flexibility for homeowners to decide when and

how to rent. It also provides a registration fee to the POA for costs associated with rentals. Additionally, this does not limit long-term rentals, which would be defined as 29 days or more. We anticipate the ballots to be mailed out shortly, with the option to vote electronically or by paper ballot. So now let your voice be heard on this important issue by voting.

TR’S…FOR ME IT’S A QUALITY-OF LIFE ISSUE

During the last year, and especially during the last few months, the term STR (short-term rental) has been the subject of local news reports across the country. Here in the Pocono region the media coverage of STR’s has certainly been increasing with many Pocono communities grappling with the increase of short-term rentals and their impact on the quality-of-life in their community. The Hideout is no exception. Every community is governed by their own set of governing documents which determines how they handle STR’s in their community. For us in The Hideout, our Protective Covenants supersede all Bylaws and rules and regulations. Our Protective Covenants clearly state that property owners have the right to rent their homes. Therefore, we cannot ban rentals. Since we cannot ban rentals what is our option? What we can do is regulate them.

This is a volatile issue in our community and your Board of Directors has decided to let the membership decide how we handle STR’s in the future. To achieve this, the Board at our May 14th public meeting, approved a short-term rental Bylaw to be voted on by our members.

This is a simple yes or no vote to determine the future quality-of-life of our community. Do we continue to allow the unfettered proliferation of rental properties in The Hideout? Or do we regulate them by instituting a responsible and sensible Bylaw?

To me, of the all the provisions in the Bylaw proposal, the most important item in the new Bylaw is limiting to ten times per year that a property may be rented short-term. Currently, a home may be rented for a weekend up to 52 times a

year. At the end of the Board’s March 19th meeting, when we had a STR forum, I was asked how I feel about rentals in our community. I responded that I don’t like them. I also said that I am very uncomfortable not knowing who is staying next to my home with different people week after week after week. Also, I said how uncomfortable I feel if I were away for a couple of weeks not knowing who was staying next door to my home. Not feeling comfortable in my own home is certainly a quality-of-life issue for me. But I also must realize that we are required to allow members to rent. This proposed Bylaw is a compromise that establishes guidelines for rental properties while still allowing members to rent.

he Hideout Facility Department has been working extremely hard this spring to get the Beaches, Pools, parks, and all outdoor amenities ready for memorial weekend opening. The Beaches have all been revitalized and new sand placed down. We upgraded the North beach to increase the swimming area and corrected some storm water issues. The Main beach also had some storm water remediation corrections to help maintain the beach area. The North pool and Main pool are ready for the upcoming season with new pool vacuums and pumps. The ACA chair lifts for the pools have new actuators and are ready to go. All the parks and restrooms are open for use and our team now has a dedicated cleaning schedule to help assist during peak times of the season.

The Snack Shop and Tiki Bar are open only for weekends until our staff comes back & finishes school. We are working on additional hours, however, with limited staffing we must take into consideration over working our team.

Department is working on for 2022 include, the Tiki Bar upgrade in which we are getting ready to send this project out to bid. The Tiki Bar upgrade is to expand the deck size, remove the existing Tiki bar and install 2 new restrooms, install a new 16x14 Tiki bar in the center of the deck to allow seating of 20 members around the bar and add additional seating on the deck. The Maintenance pole barn is completed and now we can store our equipment out of the elements to prolong the life of this equipment. The Main Lodge and Art Center roofs have been replaced and the Art Center is scheduled to have new siding installed this summer. The Main Gate project is still under review with PENNDOT and we are hoping to start this project this fall. The Main Gate project consists of installing a turn lane on Rt 590 into The Hideout and upgrading our Main Gate entrance adding a more professional curb appeal.

The Hideout Ski Hill is undergoing some electrical upgrades this summer to ensure the Ski Hill is open this upcoming winter season. PP&L replaced the pole that was leaning and upgraded the transformers on the pole this will help with preventing the low power load that we experienced last winter. We are also looking into upgrading the Electric from The Hideout's transformers and the lines that feed the power to our equipment.

reetings… Summer is almost in full swing here at the Recreation Department.

With that being said, I wanted to take a minute to discuss some recreational opportunities that some people might not be aware of. For those of you that haven’t checked out The Hideout’s Outdoor Sports Complex it is located right behind the Recreation Center on North Fairway Drive. It is a truly gorgeous amenity with an oversized pavilion, horseshoe pits, bocce ball courts, a playground, and a sand volleyball court. We also offer this amenity for rental opportunities such as parties or special occasions. Please contact Recreation at 570-630-3733 with any questions.

When you’re looking to stay inside on a hot or maybe a rainy day I urge you to check out the Nubia Malkin Art Center.

The Nubia Malkin Art Center is located right across from the Ski Hill for those of you who have never been there. The enthusiastic staff offers a number of programs and events, for the beginner or advanced. You can create an amazing ceramic piece, or even take part in creating stained glass projects. There is Story time available on the weekends, and the staff would love to show you

around and introduce you to all that’s offered at the Nubia Malkin Art Center. Please call Recreation at 570-630-3733 with any questions.

If you’re into pickleball or tennis the community offers 7 outdoor tennis courts and two outdoor pickleball courts. The Mini-golf course is located right behind the Clubhouse and across from the Recreation Center. If you’re interested in playing Mini-golf please stop into Recreation for help. Roamingwood, Brooks, and Deerfield Lake are all lakes within the community. Every lake is different and offers a beautiful setting for a summer outing. The fishing and recreational opportunities are amazing at all three locations.

Public Safety Corner

n Saturday June 18, 2022 The Hideout will be sponsoring our Annual Golf Tournament for the benefit of the Pennsylvania State Police Camp Cadet Program after a two year hiatus due to COVID. The Camp Cadet program is a week long experience brought to boys and girls between the ages 12 to 15 at no expense to them. The Camp Cadet Program is a non-profit organization and is funded solely by area police, civic and business groups, as well as private contributions. Donations via area businesses and private individuals offset the cost of sending a child to camp for the one week, law enforcement academy experience. The Camp Cadet Program is sponsored by the Pennsylvania State Police, Troop R Dunmore. The camp is held on the campus of Marywood University in Scranton. The camp is designed to bring a better understanding to youth of law enforcement activities while living in an atmosphere of an actual State Police Training Facility. The goal of Camp Cadet is to provide participants with a positive attitude towards the law enforcement profession through exposure to the criminal justice system from a police cadet’s vantage point.

Foremost, Camp Cadet is an educational experience. The staff is carefully selected police officers and employees trained to instruct the cadets in our judicial system and various aspects of law enforcement and safety. Emphasis is placed on self-discipline, the ability to make new friends and work with them as a team.

Camp Cadet is not a corrections type program, it is an opportunity for youth to see what resources go into police science and experience the different avenues of law enforcement. Among the instruction presented is the Pennsylvania State Police Aviation, Patrol and K-9 Units, Federal Bureau of Investigation, United States Secret Service, Pennsylvania Game Commission, Sheriff's Departments, Bomb Squad and much more. At the conclusion of this rewarding Cadet Program each Cadet participates

in a graduation ceremony. Families and friends are encouraged to attend this powerful, emotional program designed to recognize the commitment and dedication of the Cadet Class. Dignitaries from the Pennsylvania State Police, representatives from various other law enforcement agencies and community representatives participate in this moving and memorable experience.

Over the past twenty-five plus years proceeds from The Hideout’s Golf Tournament have enabled area youth to participate in the extremely worthwhile and educational program. Members of The Hideout Golf Community and vendors doing business with The Hideout have graciously supported this worthwhile cause. This year I am once again asking for the support of the general membership of The Hideout in an effort to make this year’s contribution by The Hideout the biggest ever. Any monetary donation that anyone can make will be greatly appreciated. With your support, many more youth can benefit from this valuable experience.

the pool for free.

Our Valued Members, We implemented some changes here at the Clubhouse. Please note all changes began on April 1, 2022. I appreciate your understanding.

• Reservations for 6 or more Clubhouse guests who cannot be present for their scheduled reservation are requested to provide a courtesy cancellation the evening before, up to the day of the reservation, providing ample time so the staff may fill the spot. The account for the lot under which the reservation was booked may be charged a $30 cancellation fee if they do not call and do not show up for their reservation. This is so other members are not denied service based on a non-valid reservation. Reservations are only required to be held for 20 minutes.

• A to-go charge of 10% will be charged when placing a to-go order. Members will be notified when calling in a to-go order.

• A 20% tip may be automatically added to checks for tables of 6 or more. The staff member will indicate to the guests when they present the check.

• There will be a maximum of 3 check splits per table, as this is time-consuming for the staff and could lead to mistakes during the split process.

Common triggers for headaches

H

eadaches can be a nuisance unlike any other. When suffering from headache, it’s not uncommon for individuals to experience difficulty concentrating and many people also find it hard to sleep.

Headache is a significant issue for adults across the globe. According to the World Health Organization, as much as 4 percent of the world’s adult population experiences headache on 15 or more days each month.

The prevalence of headaches can make it seem as though they’re inevitable. However, many headache triggers are the byproducts of lifestyle choices individuals make. The following are some common headache triggers, many of which can be avoided by individuals who want to try to reduce the frequency with which they experience headaches. · Alcohol: According to the health care experts at the Mount Sinai Health System, ethanol is the key ingredient in alcohol.

Ethanol is a diuretic that causes the body to lose salt, vitamins and minerals. When consumed in excess, alcohol can contribute to dehydration and chemical imbalances in the brain that lead to headaches. Headaches resulting from the overconsumption of alcohol can last anywhere from hours to days. Mount Sinai recommends individuals who suffer from headaches to avoid alcohol. · Allergies: The American Academy of Allergy, Asthma & Immunology notes that there are occasions when allergies can contribute to headaches. For example, individuals with rhinitis, often referred to as “hay fever,” can experience headaches that may result from sinus disease in and around the nasal passages. Individuals who feel their headaches could be a byproduct of allergies can consult with an allergist for tips on how to treat their allergies and potentially reduce the frequency of their headaches. · Caffeine: Mount Sinai notes that the relationship between caffeine and headaches is complicated. Over-the-counter headache medicines commonly include caffeine because it helps the body absorb the medication more quickly, leading to faster relief. However, overstimulation from caffeine is a common headache trigger. Individuals can speak with their physicians about their caffeine consumption, including how much is too much. Limiting such consumption could reduce the frequency of headaches. · Smoking: Even nonsmokers can suffer from smoking-related headaches. The Cleveland Clinic reports that nicotine, which is the primary ingredient in tobacco products, may stimulate pain-sensitive nerves as it passes through the back of the throat. That stimulation contributes to headaches in some people, including the people smoking as well as those around them who are exposed to secondhand smoke. Avoiding tobacco and urging smokers around you to quit or to avoid smoking in your presence may reduce instances of headache.

Mount Sinai notes that light sensitivity, especially high blood pressure and hormonal imbalances are some additional headache triggers. Individuals suffering from routine headaches are urged to contact their physicians. ■

COMMITTEE MEETING MINUTES

Hideout Woodworkers Meeting Minutes - April 12, 2022 A meeting of the Hideout Woodworkers was called to order at approx. 7 pm on 04/12/22 at the woodworker shop by John Gaspari.

Pledge of Allegiance: The group said the pledge of allegiance to open the meeting.

Prior Meeting Minutes: Ray Lubanski read the meeting minutes from the last meeting held on 03/08/22.

The meeting minutes were accepted and seconded for the report as read.

Treasurer’s report: Dave Dimmick read the Treasurer’s Report. The report was accepted and seconded as read.

Sickness and Distress: Al Aurechio has been moved to a rehab facility in Wilkes Barre to continue his rehabilitation from surgery. Jay Lobb’s condition is unknown at this time.

PROPOSED BYLAW AMENDMENT Proposed at Board of Directors Meeting on May 14, 2022

Article IV, Section 9 - Owner Rental Rights and Restrictions (NEW) 1.

Beginning January 1, 2023, the following guidelines for rentals shall be implemented and enforced: a)

“Short-Term Rental” shall be defined as any rental of a single-family dwelling for no more than 28 consecutive overnights.

b)

The rental period shall follow the calendar year of January 1 through December 31.

c)

Members desiring to rent their single-family dwelling on a short-term basis must enroll in the short-term rental program prior to any rental by submitting the necessary paperwork and the enrollment fee established by the Board of Directors.

d)

The initial fee to register for short-term rentals with The Hideout shall be $1,000.

e)

Enrollment in the short-term rental program must be renewed by members each calendar year prior to any rental in that year by submitting the renewal fee established by the Board of Directors and confirming the accuracy of the information on record.

We will auction off the two benches and the bear that we made during the 50th anniversary celebration for The Hideout (July 16th). All proceeds will be donated to local charities.

Enrollment in The Hideout’s short-term rental program is not transferrable. If there is a change in ownership of a lot, any new owner desiring to rent their single-family dwelling on a shortterm basis must begin the registration process anew prior to renting.

Members must register each and every renter and anyone accompanying a renter into The Hideout through submittal of the necessary paperwork and applicable fee to The Hideout.

i)

No short-term rental agreements may be assigned, sublet, transferred or shared between two separate entities or parties.

j)

Any single-family dwelling registered for short-term rental that receives three (3) citations for violating any Hideout governing document within a calendar year shall be denied the ability to rent that property for one (1) year starting from the date the third citation was issued.

k)

Be Prepared for The Final Walkthrough

The fee schedule for short-term rentals shall be determined by the number of nights a party is occupying the rental property as follows: 1-3 overnight = $150 4-7 overnight = $175 8-14 overnight = $205 15-28 overnight = $475

he final walkthrough provides buyers an opportunity to confirm the completion of any repairs the sellers agreed to and ensure the property is in the same condition it was when their offer was accepted. New owners will pay close attention to detail to avoid costly oversights. Here is a checklist for a typical final walkthrough. Make sure all of these points are taken care of before your buyer arrives….

1. Confirm any items such as appliances, window treatments, or furniture that were included in the sale are present and in working order.

2. Flush all toilets.

3. Open and close all windows and make sure screens and storm windows are present.

4. Run the dishwasher and test every appliance.

5. Test the heating and air conditioning.

6. Run every faucet (tubs, showers, sinks) to ensure proper drainage and look for leaks.

7. Check the walls for any holes or damage (especially directly behind doors where a doorknob may meet the wall).

8. Run ceiling and exhaust fans, garbage disposal and garbage compactor.

9. Turn on every light fixture.

10. Verify that remote controls (like garage doors) have been left by the previous owners and are operational.

11. Test the alarm system and verify that a manual is present to instruct you on how to change the code.

12. Run the spa/hot tub/pool to ensure functionality.

13. Inspect the floors, railings, ceilings and steps for any damage that may have occurred during the move. Check the railings for stability.

14. Make sure the outdoor areas are satisfactory.

15. Confirm all belongings and debris have been removed from the property. ■

MAILBOX ADVISORY Cluster mailboxes within The Hideout are limited. The United States Postal Service has advised The Hideout that their policy is to revoke and/or reassign the box of individuals who do not retrieve their mail for a period of three or more weeks.

Please be sure to pick up your mail from your box on a regular basis.

If you are unable to retrieve your mail from your box for an extended time, you should make arrangements with the Lake Ariel Post Office to have mail held or forwarded and ask how to preserve your box assignment. ■

Questions/Comments regarding the Financial Manager report: None b) Assistant Community Manager, Jill Metschulat CAI Gold Star Community Rating awarded to The Hideout: Jill advised the membership that The Hideout was awarded the Gold Star Community rating by the Community Associations Institute Keystone Chapter. The Hideout has maintained this rating for 13 consecutive years. The Community Associations Institute (CAI) mission is to build better communities in Pennsylvania, South Jersey, and Northern Delaware. The Gold Star Community Award explicitly recognizes those communities that work hard to develop and maintain standards, encourage community participation, maintain fiscal stability, and positively impact the quality of life for residents. During this review process, a committee reviewed The Hideout’s effective management practices, insurance coverage and limits, governing documents, how meetings are conducted, membership participation, and what The Hideout does to benefit the outside community. This recognition further indicates that The Hideout continues to be a fiscally healthy community with adequate reserves and appropriate insurance.

Amenities: The golf course and restrooms are open. Pools and beaches should be ready to open by Memorial Day. Roamingwood dam repairs are expected to be completed soon – so far, everything looks good. Once complete, lake levels will be adjusted.

The Woodworkers shop will be open Tuesdays, Thursdays and Saturdays 10am-6pm.

Equipment: Our equipment is generally in good working order with the exception of one of our trucks which requires significant service. Maintenance will be making a recommendation regarding repair or replacement.

Staffing: We are still experiencing a staffing shortage in Public Safety, but we are covering all shifts. We are in need of Badge Checkers for our pools and beaches. Golf maintenance is short staffed. Recreation and POA staffing are adequate. The Human Resources department is hosting a Job Fair today until 2pm at the Main Gate. We have positions open for golf maintenance, bartenders, servers, cooks, badge checkers, Public Safety officers,

Mr. Terranova advised the membership that we are now in the permit stage with Lake Township and Wayne County. We hope that by the end of the summer, the tower will be operational.

6. NEW BUSINESS: 22-40 MOTION: RESOLVED TO utilize Schwartz Vays as an alternative source for delinquent account collections. This service will be in addition to utilizing Hoffman legal services.

22-41 MOTION: RESOLVED TO approve the Exception from Bid for the unbudgeted new capital purchase and installation of a 60KW Generac generator for the POA/ Administrative Offices from JSD Electrical in the amount of $46,048.00 based on management’s recommendation. Seven (7) contractors were contacted, two (2) attended our site visit, and only JSD Electrical submitted a bid. This expense is over budget by $24,250.00. Excess 2021 budgeted funds in the amount of $21,798.00 will be allocated to this expense. The current POA generator will be relocated to the Lodge.

22-43 MOTION: RESOLVED TO approve the board proposed bylaw amendment Article IV, NEW Section 9, “Owner Rental Rights and Restrictions”. Richard Yocum, Chair read the proposed bylaw amendment in its entirety to the membership. The proposed bylaw amendment was also shared on Zoom.

BOARD COMMENTS: Andrew Miller, President: Mr. Miller thanked the membership for voicing their concerns. He stated that the proposed bylaw change takes into consideration approximately 8 hours of testimony at the March board meeting and countless emails from our members. The board thanks all of you for voicing your opinion.

The board worked to find a balance between those who don’t want any STRs, those who want unfettered ability to rent because otherwise they wouldn’t be able to afford their homes, and those who want to have the option to rent if they need to.

It is in response to members who wanted the membership and not the board to decide the community’s future. It was also crafted in consideration of the “Slice of Life” case, where the PA Supreme Court held that transient, AirBnB-type rentals are not permitted in a residential zoning district. The board realizes that it is not going to be what everyone wants, but it is a place to start and it has been approved by our legal counsel. This bylaw amendment if passed by the membership will limit short-term rentals to no more than 10 times per calendar year up to 28 days each, it allows the owner to decide when and how to rent, and it provides a registration fee to the POA for costs associated with processing rentals.

Richard Yocum, Chair: Mr. Yocum recognized that there are members who are vehemently opposed to having rentals in The Hideout, but reminded the members that The Hideout is bound by our Protective Covenants which allows for rentals. The board worked to find the best compromise for everyone.

Proposed at Board of Directors Meeting on May 14, 2022

Article IV, Section 9 - Owner Rental Rights and Restrictions (NEW) 1.

Beginning January 1, 2023, the following guidelines for rentals shall be implemented and enforced: a)

“Short-Term Rental” shall be defined as any rental of a single-family dwelling for no more than 28 consecutive overnights.

b)

The rental period shall follow the calendar year of January 1 through December 31.

c)

Members desiring to rent their single-family dwelling on a short-term basis must enroll in the short-term rental program prior to any rental by submitting the necessary paperwork and the enrollment fee established by the Board of Directors.

MEMBER QUESTIONS related to the Proposed Bylaw Amendment, Section IV, NEW Section 9:

The initial fee to register for short-term rentals with The Hideout shall be $1,000.

Lakes Committee Minutes - April 30, 2022 Chair: Iggy Members: Kirsten Dolan, Steve Flapan, Arnie Milidantri, Rick Nolte, Judy Restaino, Jeff Silverman Staff: Jill Metschulat Board: Andrew Miller Excused: Kent Fairfield The meeting was called to order at 9:02 in-person and on Zoom followed by the Pledge of Allegiance. The minutes of the previous meeting were approved as written with a motion by R. Nolte, a second by J. Silverman and approval by all.

OLD BUSINESS: Water Sampling: Princeton Hydro will be on-site on May 5th to perform our water sampling on all three lakes.

Roamingwood Outlet Structure: DSI was here again the week of April 25th to continue work on the outlet structure.

Floating Wetland Islands: The Deerfield project is being assessed Tuesday, the 3rd, by Nature Works. The plans and scope of the work will be discussed regarding how we need to proceed.

The cost of the new islands proposed

by Princeton Hydro is $6000 over the budgeted amount. P. Matarazzo is also looking at the condition of the island mats and the possibility of replanting them if the condition is up to standard.

Fish Stocking: Plans for stocking of all three lakes are to go before the Board this week. The plans are following the guidelines of the 2020 fish survey to further combat overabundant species and balance our aquatic ecosystem. We use Shultz Hatchery as it is the most economically sound for The Hideout as it is just 5 miles away so we save on delivery fees.

In Roamingwood there is an overabundance of yellow perch so the plan is to stock 300 Largemouth Bass in the spring, and in the fall 400 Walleye which will aid in balancing our predator/ prey relationship and provide for excellent recreational opportunity.

In Deerfield, for recreational opportunity and to maintain the excellent predator/ prey balance, P. Matarazzo is proposing to stock 85 Largemouth Bass in the spring.

Brooks Lake has the most problematic predator/prey balance so to combat the

overabundance of Bluegill and Golden Shiner, P. Matarazzo is proposing 150 Largemouth Bass in the spring and 100 in the fall.

A Milidantri asked about including sterile grass carp in the fish stocking as they control vegetation and were supposed to be stocked every year to replace those dying off. J. Metschulat stated that we are scheduled to have a vegetation survey and will talk to Princeton Hydro and get back to the committee.

Enforcement of Lot Numbers on Docks and Bulkheads: All lakefront owners have received an email reminder or a letter regarding these rules.

NEW BUSINESS/OPEN DISCUSSION: Phoslock: R. Nolte asked about using Phoslock again in Deerfield. J. Metschulat answered that we’re probably going to use it this year but might not have a choice in the future as manufacturers are eliminating it. I. Rivera asked about BioChar. More research is being done about that as a solution.

Power Boat Measurements: Once again the problem arose about the inconsistency at times between the length stated on the state registration and that on the manufacturer’s specs. After much discussion it was decided to abandon the argument and leave it at the state registration.

Dam Inspector: Dr. Givler, who has been inspecting the dams for years, has been replaced by RKR Hess who is working on a proposal for Windemere for removing trees.

Lake and Marina Rules: J. Silverman stated once again that it is important for Rec to give each boater when registering a boat to give them the Lake and Marina Rules. J. Metschulat added that as of this date, $20,000 has been collected for boat registrations over last year.

Non-Power Boat Stands at Deerfield: I. Rivera noted that adding more boat stands to the area at Deerfield might make it difficult to launch a boat there.

The next meeting will be on May 21st.

MAPLEWOOD SWALE: It is part of Storm Water work. According to PA DEP, they deemed this swale as a water course. Which means we can’t do anything without a Joint Permit Application. Peters Consultants are in the process of obtaining one.

POLE BARN MAINTENANCE: Materials are in. The footings were dug. Once we get the final inspection the building can go up. The Pole Barn will be used to store Maintenance equipment.

KIDDIE POOL: We are looking into turning the Kiddie Pool into a splash pad.

OLD BUSINESS NATURE TRAIL: All new amenity signs are up. We can now start working on the Nature Trail.

CLUBHOUSE: Clubhouse renovations are done.

MARINA BOAT RAMP: It is complete CRACK SEALING: We are preparing an RFP to send out for quotes.

ROOF REPLACEMENT FOR ART CENTER AND MAIN LODGE: Work was completed on both buildings.

STREET SWEEPER: It is on hold at the moment. They are doing maintenance work to it first.

PROJECTS TIKI BAR: Final plans are in. North East Design will do the bidding process.

We are hoping to start after Memorial weekend.

MAIN GATE: Final plans are in. We have to wait for PENN DOT to approve.

STORM WATER: Started Storm Water Remediation.

LINE STRIPING: RFP was sent out.

Contractors have sent in their bids. Once we have them together, we’ll send to the Board for approval.

BEACH REVITALIZATION: North Beach was expanded about 100ft. It was regraded. Added new sand. New storm water pipes and swale. We are also installing a new gutter. We took some trees down. At the Main Beach, we did a lot of storm water remediation.

Maintenance put a swale in behind the building which eliminates the water that was running under the Tiki Bar.

BUDGET 2023 DISCUSSION: We purchased a trailer for a larger portable power washer. We put in for two new Dump Body Trucks. We want to start getting out of the regular pickup trucks.

The Salt Spreaders will fit better onto the Dump Body Trucks. We can also utilize those new trucks for projects that require us to haul stone, gravel and mulch. There are a few other things. I will create a list and we can go over at our next meeting.

South Beach at Main Beach: Fence needs repair. Issue with the water runoff.

ommittees are an essential part of our Association operations and help keep our community vibrant. They represent the membership through recommendations to the Board relating to their function and save the Association thousands each year by augmenting paid staff.

• Governing documents committees, ECC, Disciplinary, Budget, and Nominating, are established by the governing documents for a specific purpose supervised by the Board. The Hideout Protective Covenants or ByLaws require these, clearly defining power and authority. Except for Nominating, the Board makes appointments for a three-year term; however, there are no term limits on how many times one may serve. Nominating Committee appointments are a one-year term by membership nomination and vote at the Annual Meeting.

• Standing committees are established by the Board and have members with expertise in a specific area. Committee appointments are through committee vote and approval by the Board for a three-year, renewable term with no term limits.

They include Public Safety, Communications, Lakes, Parks & Recreation, Wildlife & Forestry Management, Long Range Planning, Public Works, and Food & Beverage.

• Ad-hoc committees, such as Governing Documents, are established by the Board as needed for specific projects and tasks. The Board makes appointments to adhoc committees, and the committee disbands when the goals are accomplished.

e finally opened on April 23rd. after a wicked early April. We are operating hours are Monday-Friday from 8 am till 5 pm. Our Saturday, Sunday and Holiday hours are from 7 am till 5 pm.

We also have 10 play cards for sale in the Pro Shop. You receive 10 green fees for the price of 9. In addition the cart fee card works the same way. You get 10 cart fees for the price of 9.

The Early Bird Tournament had to be postponed due to cold and rainy conditions. It has been rescheduled for Saturday June 4th.

The Tuesday morning men’s league started on May 24th with a 9 am start.

The league plays for 15 weeks. We still have an opening for a two man team at this time.

The golf green and cart fees remain the same as last year. Seasonal golf pass cost will also remain the same. There are no reciprocal passes again this year.

Seasonal pass costs are $300 for an individual Monday-Friday pass. $360 for an individual Monday-Sunday pass.

And $600 for a family Monday-Sunday pass. Individual sponsored guest may also purchase a Monday-Sunday pass for $400. Seasonal golf passes can be purchased at the POA. We take reservations 30 days prior to tournament dates. You can sign up as a single, two-some, and three some, or four-some I am attempting to keep the tournament rates the same as last year. $60.00 for golf pass holders, $70.00 for members, and $80.00 for guests.

The Thursday night men’s league began on May 12th with a 5:30 start time and plays for 17 weeks.

We have received some of our spring order and are still awaiting our 2022 clothing line to be shipped.

Remember to follow the posted cart rules for the day.

- No driving on par three holes.

- Fix your ball marks, replace your divots on the course and rake the sand traps.

We have a beautiful course. Let’s keep it pristine.

By: John Martino Although I am writing this on May 10th, it is a beautiful day outside with the sun shining and 70 degrees welcoming us to the golf course. By the time many of you read this, we will have played our first outing on Thursday, June 2nd. and had our Sabrett Hot dog luncheon. Many of our new members have already made some new friends as they have played a round of golf with people they didn’t know a few hours before. Therein lies the beauty of our league. We make new friends every week by playing golf with a different group of HASG members every Thursday and “hitting” the Pub afterward.

Boy are we lucky to live here in The Hideout. Reflecting on the last few years, I realize that Audrey and I have met so many people through the HASG golf League that I can recall the sheer numbers of people we would not know at all if not for the HASG League.

To name a few; The Conlins, Demitrikakis, Dimmicks, Palm’s, Hadley’s, Carol Altuna, Eulitz’s, Wagners, Habers, Martinez’s, DellaSantis, Procopios, etc. I could go on and on, but everyone gets the idea. Our league makes for a wonderful meeting place for experienced golfers and inexperienced golfers alike. We play captains best ball and that allows all golfers to have a chance to contribute and to even win a prize or two. This year seems to be a banner year with many new people signed up but there is always room for anyone interested. Now that we enter the teaser for a typical summer, the month of June, a lot is going on here in Northeast Pennsylvania.

The lakes get busier, people flood to the Poconos from all over, and wildlife becomes even more abundant.

On The Lookout Here’s what to be aware in The Hideout as we wrap up May, and enter the promising, warm days of June.

• Be on the lookout for Spotted Lanternflies. While not prevalent in the northeast yet, they readily occur in southeast Pennsylvania and central/ southern NJ. The Spotted Lanternfly is an invasive species that is Native to China, and was first spotted in PA in September of 2014. They are detrimental to the environment due to their tendency to feed on trees, and their sap, which causes them to secrete honeydew, which influences the growth of mold and fungi that can severely damage the tree or plant. This honeydew also attracts other insects to feed due to its sweet aroma. Any Spotted Lanternfly sightings should be reported to the Environmental Department.

• During the later days of May, and early period of June, Biobase Pest Solutions has been out to conduct our treatments in controlled areas with Entomophaga Maimaiga,

a Japanese fungus used as a natural control for the problemed Spongy Moth.

o Furthermore, look for an email blast from The Hideout in the coming months for an educational presentation regarding Spotted Lanternflies and their effect on the environment.

• Now that boating season is in full swing, the lake is at pool height, and will remain there until further notice. DSI has completed the bulk of their repairs on the outlet structure, they have some minor repairs left to complete.

• Keep an eye open for fawns beginning to pop up here in The Hideout. Most deer breed in November, and have a 6-month gestation period. This correlates to 90% of whitetail deer rearing their fawns between May 12th, and June 27th. So, while out on the roads, be on the lookout for these little ones. As tempting as it may be to approach fawns, leave them be when seen alone, or hiding behind vegetation. Their mothers leave them in strategic locations purposefully, and human interference greatly decreases their chance of survival.

• For homeowners experiencing muskrat and beaver issues that live on or near any of the lakes, please contact the Environmental Manager at extension 120.

• For homeowners that notice feral cats on or around their property that do not have a clipped ear, signaling that they have been spayed and neutered, please contact the Environmental Manager at extension 120.

oday, Fisher populations in Pennsylvania are well established, and increasing at a steady rate throughout the many rural areas of the state. During the 19th century, Fishers were plentiful across the entire state, and throughout the Northeast. As is the story for many mammals, rapid deforestation and development of the land has severely encroached upon their habitat and in turn, decreased the overall population.

The P.G.C. has done a fantastic job at protecting, and actively managing Fisher populations via conservation in PA to create a well-balanced ecosystem. They actively create strategic management plans, and scientifically create harvest goals and numbers to ensure they remain healthy.

Fishers typically have their young anywhere from February to May, and can have up to 6 offspring. The gestation period of a Fisher is approximately 40 days. Fishers can weigh as little as 2 ounces at birth, and can quickly reach 1 pound within the first 50 days of birth. At birth Fishers can appear as more silver in appearance, but as they mature, they become a dark brown in color, many having a small white patch on their chest.

For those unfamiliar with this elusive carnivore, the Fisher, also known to many as the “Fisher Cat”, is the second largest member of the weasel family, the only larger member is the American Otter.

Fishers are moderate in size, and the males can reach upwards of 15 pounds, with the largest recorded being found in Maine weighing 20 pounds! Female Fishers can reach the 10-pound mark, and are much smaller in stature. Male Fishers can reach lengths of up to four feet, which can be very imposing to stumble upon in the wild. Interestingly enough, Fishers will reach their adult length within the first 6 months of their lives, but continue to fill out and pack on weight for a few years to come.

Fishers, like any other animal, have a preferred habitat that they desire to reside in. Fishers tend to live in densely forested areas that have plenty of natural blowdowns, and other supportive covers to house prey species. Fisher populations are beginning to be seen spreading into more fragmented habitats throughout the Northeast, which wasn’t believed to happen according to prior research.

I

n June, National Headache Awareness Month shines a spotlight on a debilitating condition that affects so many Americans.

Creating awareness about the many types of headaches and the best treatment options are among the goals. More frequent, moderate to severe headaches can affect a person’s ability to perform daily tasks. Most people look to medication to treat their headaches; not knowing that physical therapy is one of the most effective treatments.

There are many types of headaches, with just as many causes. The most common chronic headaches are: Tension, Cervicogenic (or neck muscle related), Migraine and Cluster. Tension-type headaches are the most common types of headaches in adults. The most common causes of headaches can be related to: muscular tension, stress, poor posture, diet, dehydration, environment, or abnormal spine mechanics. During the initial evaluation, a physical therapist will assess a patient’s range of motion, joint mobility, strength and posture. Every patient’s treatment is different, as the cause of each headache is unique to each individual patient. Physical therapy has been proven to decrease the intensity and frequency of headaches, improve function and mobility, decrease medication use and improve the quality of life. Our treatment plan includes manual therapy. Manual therapy is hands-on techniques that increase the mobility of the head and neck, alleviate muscle joint and stiffness, decrease muscle tension, improve mobility and improve motion in the neck. Next step is exercise.

Based on the triggers of the headaches, we customize an exercise program. There are specific exercises that will address each individual’s issues. 1. As we get closer to The Hideout’s 50th Anniversary Celebration on July 16, 2022, details will be available in The Hideabout, the Official Facebook Hideout page as well as email blasts and in The Hideabout Extra. The Celebration Gala at the Lodge will be for MEMBERS ONLY. Tickets to be available 1 month prior with 2 per lot. It is on a first come, first served basis. Watch for email blast with details.

2. The plans for the front entrance are still in review with the PA Dept of Transportation. We asked Jill about plans to incorporate a sign at the entrance for visitors so they are aware to stop at Public Safety with their registration to sign in. Right now the sign is portable as this committee was instrumental in its placement, however a permanent sign is more desirable.

3. The Tiki Bar renovations will begin in the Fall so as not to impact the summer months.

4. A new By-Law amendment was discussed at the Board Meeting on May 17, 2022 and will be going out to members

for a vote within the next month. As a point of interest it was discussed that there were 35,000 renters in The Hideout in 2021. So it is imperative that every member vote on the By-Law changes.

5. It was also discussed if the Income and Expense Reports could list the rental income & expenses associated with the rentals as separate line items so membership can clearly see the revenue generated vs expenses.

NEW BUSINESS: 1. The recent Job Fair had 10 applicants for open positions in The Hideout. Most amenities are adequately staffed at the moment but there are a few positions yet to be filled in Food & Beverage and Maintenance.

2. It was suggested that Hideout employees, when not working in their respective departments, be asked to work in other departments on an as needed basis.

3. We remind all members to make sure your guests and renters have your LOT number and street name along with their vehicle registration when stopping at Public Safety for a pass. Your Green Emergency number is not to be used, this is for 911 calls only.

4. The Hideout is looking to have a food truck on Wednesdays in the parking lot of the Clubhouse and occasionaly a the North Beach.

Earth day plans - Meet at the OSC on Saturday the 23rd to clean the nature walk trail. From 1-3 tree giveaway and sign up for NWF habitat.

2. Roamingwood Native garden: April 15th at 11 am, Paul, Cathy and Joe will begin fencing shrubs to prevent feeding by deer.

Paul will send out an e mail blast.

6. National Wildlife Federation Certified Habitat-to be combined with Earth Day 7. Deer Management-report has been received, showing 12.4 deer per square mile. Within healthy levels, no cull is needed.

8. Kids QR codes-Will inspect spots for QR signs as we walk the trail on Earth Day. Nature trail signs are complete, to be installed 9. Composter-Can begin in 1-2 weeks, Clubhouse to add scraps and turn. Explore contacting The Hideout Harvester’s to maintain composers.

10. Spotted lantern-fly-signs will be updated in May. Paul is looking into dates for presentation.

Environmental Control Committee Meeting Environmental Control Committee Meeting Minutes - April 8, 2022 Minutes - April 22, 2022 Present: Mike Burns - Chairperson, Ron Phelps, Larry Lieberher, Paul Spiese, Paul Matarazzo – Environmental Manager, Dennis Polhamus – Facilities Manager, Tina Fairfax, Guest: Larry Frotten – Community Manager Excused: Rich Guiffredo – Board Liaison Motion to approve the meeting minutes of 3/25/22: Approved as written. Motion: Mike Burns, 2nd Larry Lieberher REVIEW/DISCUSSION Lot Violations/Citations (Stormwater Ditches): Will be concentrating more on culverts and drainage ditches. There was a short discussion on the difference between re-topping and re-sealing driveways, and which requires a permit.

Dennis explained that we need to begin addressing the issue new paved driveways to having a berm installed at the end of the driveway to divert water away.

Outlet Structure/Lake: The gates are closed and the water level is rising. DSI will be out to continue repair work. The

Firewood: Discussion of appropriate placement of firewood on lot (front/side/ behind home). It was decided that the best location is in the rear of the home.

Join THE HIDEOUT TEAM! The Hideout POA, a Gold Star, four-season recreational, private, gated community in NEPA is seeking candidates for the following: GOLF EQUIPMENT OPERATOR • Assist in planning and supervising the maintenance of greens, tees, fairways, bunkers, and cart paths; schedules work and supervises the employees and the use of the equipment.

• Instruct equipment operators on the operation and care of mowing and other equipment; preventative maintenance, and enforces safe working conditions with all job assignments.

• Prioritize equipment repair and maintenance work.

• Spot check equipment for performance on the course, frequently makes emergency repairs to equipment on the course, and services or supervises servicing of equipment prior to use.

• Is responsible for shop area maintenance.

• Complete requests for irrigation and course parts and supplies.

• Repair the irrigation system, pipes and irrigation heads as needed.

• Perform fertilizer and chemical applications to greens, tees, fairways, and roughs.

• Perform routine daily maintenance on the course.

• Perform equipment maintenance on all golf course equipment and golf carts, and keeps accurate records of such.

Must be available to work weekends and holidays!

MAINTENANCE DEPARTMENT

MAINTENANCE LABORER - To assist a variety of semi-skilled tasks in the construction, maintenance, and repair of the Association buildings, facilities and common areas.

ESSENTIAL DUTIES: • Increase the performance of Maintenance Technicians by assisting them as second set of hands, loading and unloading tools and material, clean-up, and assist with repairs and projects as needed.

• Increase the performance of Equipment Operators by assisting them - with culverts, swales, crossovers, pipes, and road repairs as needed.

• Monitor and maintain all HVAC systems within the Hideout properties by performing inspects and maintaining filters within the HVAC systems.

• Increase the performance of Sanitation staff assisting them with – emptying trash receptacles, picking up roadside litter.

• Increase the performance of Recycling Coordinator by assisting them with – cleaning recycling area, clearing trash and debris, checking bins as needed.

• Improve the maintenance facilities by keeping all areas of the shops in a clean and orderly condition.

• Keep the Hideout roads and amenities free from hazard conditions throughout the winter season by operating snow removal equipment, (plows, cinder spreaders, snow throwers, and shovels).

OTHER DUTIES: • Landscaping functions - mowing, weed whacking, mulching and watering • Maintain, dress and keep all parks, ball fields, beaches and OSC free of garbage and debris.

• During the winter season works with and operates snow removal equipment, (plows, cinder spreaders, snow throwers, and shovels).

• Perform any additional duties as assigned by the Facilities Supervisor.

• Always represent The Hideout in a professional manner.

FOOD AND BEVERAGE DEPARTMENT

PUBLIC SAFETY DEPARTMENT PATROL OFFICERS FULL-TIME/PART-TIME Ensure the public safety of Association members, guests, employees, and contractors. Maintain the enforcement responsibility for adopted Rules and Regulations. Maintain radio communications with North Gate Control Center and other patrol vehicles.

EXPERIENCE & OTHER REQUIREMENTS: • Must be 18 years or older and possess a valid Driver’s License.

• Certification in ACT 235 preferred.

• Available to work weekends, holidays and occasional overtime for full-time positions.

• Work is performed inside and outside with exposure to inclement weather and unpredictable situations.

• Hideout issued uniform provided.

COMMUNICATIONS OFFICERS-TIME/PART-TIME Coordinate emergency responses from Police, Fire and Emergency Response personnel. Maintain Command and Control Center for the Community. Keep radio communications between Control and Patrol Vehicles open at all times. Issue guest, visitor and contractor passes as warranted.

EXPERIENCE & OTHER REQUIREMENTS: • Must be 18 years old.

• Ability to communicate effectively with members, guest and vendors.

• Basic knowledge of Radio Communications a plus.

• Basic knowledge of First Aid/AED/EMT a plus.

BADGE CHECKERS • Insure strict adherence to Amenity Badge Check Policy • Notify the Shift Supervisor of any unusual occurrences at Pools & Beaches • Must possess a valid Driver’s License • Basic knowledge of Radio Communications helpful

Some of our residents may be familiar with our current SwiftReach method of advising our customers of large water events like annual system flushing or a temporary outage.

This is not an efficient method & is outdated. RS&W has been actively working on a better, more effective way to reach you!

But we need you to help us. We have been requesting email addresses and cell phone numbers for some time now.

Yet, we are still at less than a 50% response for emails & cell phone #’s.

RS&W customer Service will be kicking off an initiative to contact our customers to obtain this information.

We are asking you to please visit our website and fill out the information in the link questionnaire.

It will be only minutes of your time, that will provide us with the information we need to reach out to the community more effectively!

RS&W SEEKS QUALIFIED MEMBERS IN GOOD STANDING The Nominating Committee for Roamingwood Sewer & Water Association is seeking qualified candidates to run for the Board of Directors. There will be one (1) position open in this election year. The term of office is three (3) years. Qualified candidates must be Members in good standing and be available to attend regular monthly meetings of the Board. Board Members receive no compensation.

MEMBERS WHO WANT TO BE CONSIDERED FOR NOMINATION BY THE COMMITTEE MUST SUBMIT A LETTER OF INTEREST BY 4:00 PM, FRIDAY JUNE 17, 2022 This short letter expressing interest in being nominated should include: 1) name, address and lot number; 2) brief resume of work and volunteer experience; 3) short statement as to why you would like to be a Board Member.

After Letters of Interest are received, the Nominating Committee must assure there is a minimum number of nominees. Notice of the Committee’s decision will be mailed to all persons expressing interest by Wednesday June 22, 2022. In this notice, the Committee will ask candidates to answer two written questions, the answers to which will be used in the ‘Election Newsletter’. It is important that you answer the questions, so that your complete views are expressed.

Lake Township Board of Supervisor Minutes - April 5, 2022

T

he regular monthly meeting of the Lake Township Board of Supervisors was held at the Lake Township municipal building on April 5th, 2022. The Meeting was called to order by the Chairman, Supervisors, Scottie Swingle, Robert Batzel and Timothy Jaggars were present.

T. Jaggars moved to approve the minutes of the regular monthly meeting held on March 1st, 2022, carried 3-0. S. Swingle moved to approve the treasury report for March 2022, carried 3-0.

Public Comment: None Subdivisions: 1) The Booths sub-division was reviewed and no detrimental comments were received by the County Planning. T. Jaggars moved to approved carried 3-0.

Correspondence:

1) Lake Ariel Fire Company provided the Supervisors with its March Activity report.

They had 23 incidents, held 5 trainings, and 5 meeting. They also received 2 new members.

2) Maplewood Fire Company provided its March 2022 Activity report. They held 5 training and work nights and had 30 alarm responses of those 21 were medical calls.

3) Western Wayne Little League wrote with request of field use. They noted initial games to begin the second week of April.

S. Swingle reported that during the month of March they handled snow and wind storms. Restocked the cinder shed and received road salt deliveries. Cleaned up from some trees down. Worked on the benches on the ball field. Some sign work completed. Painting and spackling in the garage area being done to repair ceiling areas. Also the broom in in the garage for repair.

Old Business: 1) Stump removal Bid discussion. T. Jaggars reviewed the project proposed.

3) Primary Election scheduled for May 17th, 2022 at the Lake Township Building.

New Business: 1) 2022 Seal Coat Project all Township roads East of 196. Seal Coat with fog seal and line painting. S. Swingle moved to advertise bids to be opened at the May 3rd, 2022 meeting, carried 3-0.

2) Electronics recycling will be held at the Salem Township Building in Hamlin on May 21st from 9am until 1pm. Cost is $20 per car load. If additional expense or billing is required Lake Township agrees on a motion made by T. Jaggars to split those costs with Salem and Sterling Townships, carried 3-0.

3) Ambulance Resolutions. T. Jaggars explained that an update to the Basic Life Support Ambulance designation is necessary since it along with the Advanced Life Support designation should be modified to current situations.

T. Jaggars moved to approve Resolution 04-05-22-2 BLS Designation noting dispatch of closest available unit, carried 3-0. T. Jaggars moved to approve Resolution 04-05-22-01 ALS Designation noting closest available unit for dispatch, carried 3-0.

Additional Public Comment: Joseph Glucksnis of the Western Wayne Little League noted their appreciation of the work started on the ball field by the Township. They also would like to do some sod cutting and install some addition diamond dirt if the Township was in agreement.

S. Swingle moved to pay the bills and approve the payroll and to adjourn the meeting carried 3-0.

Hideout Building Permit is required for the installation/ operation of any “non-portable” residential whole house/stand-by electrical generator. Small portable units are excluded. A separate permit is required if you need to install a propane tank to fuel the generator.

LAKEVIEW AND WOODPOINT COURT

A dangerous condition arises on busy weekends from vehicles parking on the side of the road on Lakeview and Woodpoint Court. Vehicles parked on the side of the road in this location impede traffic and could possibly block access to the area by emergency vehicles. Due to this condition the Board has passed a motion deeming Lakeview and Woodpoint Court “Emergency Access Roads.”

No parking will be permitted on the side of the road in this area. The Public Safety Department will aggressively enforce this rule. Anyone who parks in this location will be subject to a $150.00 fine and a $300.00 fine for repeat offenses.

Many people in the Hideout have donated medical equipment which they no longer have need of. These items are now being kept in a storage closet in the Indoor Sports Complex. There are lots of walkers and crutches, some canes, numerous potty chairs, and shower seats, a few wheelchairs and a scooter. If you have need of any of these for yourself or if a guest is coming for the weekend and is in need of one for that time period, you may borrow one by stopping in at the Recreation office (570-630-3733), and someone will show you to the storage closet. Please remember to sign out whatever you are borrowing. If you are unable to get to the Indoor Sports Complex, please contact Judy Restaino at 570-698-9840, and she will arrange for you to get what you need.
