Dear Friends, We realize these are difficult times for everyone. We want you to know that the health and safety of our community, our clients, our friends and family have been and will continue to be our #1 concern and priority! At the onset of Covid 19, using our innovative technology, we immediately transitioned into a Virtual Real Estate environment where we performed many virtual showings, listings and closings 100% online with no human contact. Many members of our community continue to need help with their housing needs, and we will continue to practice virtually where applicable.

Moving Forward for all In Person Real Estate Activities we will follow the PA Dept. of Health and CDC Guidelines. Using these guidelines and to ensure the safest real estate experience we have developed our

SAFETY FIRST HOME BUYING AND SELLING STRATEGY TO ENSURE THE SAFEST REAL ESTATE EXPERIENCE POSSIBLE, HERE ARE JUST A FEW OF OUR NEW OPERATING PROCEDURES: Mandatory wearing of safety protective masks, and mandatory hand sanitization, for all agents, buyers and sellers prior to entering any home or property.

Verbal Health Assessment of the PA Health Department approved COVID Health Screening Questionnaire required by all prospective buyers, subject to review and approval by each seller, prior to the buyer viewing a home in person.

All home showings will be limited to a maximum of three people per showing, per home in full protective gear.

All RE/MAX listings will be provided with protective gear, hand sanitizer and disinfecting spray for all before and after showing disinfection procedures.

Virtual and non in-person activities will remain preferred where possible.

These are just a few our new operating procedures which we will continue to revise, enhance and adapt to all health guidelines to ensure a safe and healthy real estate experience.

President’s Message

T

he pandemic has created a new “normal” for all of us. We have addressed that new “normal” in a reserved manner. Most importantly, none of us have put their life and the lives of others in jeopardy. Take a moment to reflect on where we are as a society, and where you think we should be. Now comes the difficult part; how do we rationally get there! Any objective thinking individual realizes that COVID-19 will be here for a long time. If it has not done so already, the economic calamity will impact many Hideout residents.

We have been under a quarantine based upon Governor Wolf’s directives.

Larry’s review of those directives, and supported by counsel, has allowed us to move forward and begin to open some amenities. Bear in mind social distancing and wearing masks are still in effect. We have opened Golf, two Golf Leagues, and residents are adhering to the rules set forth by Al Lutzi, Mike Kline and Larry Frotten. The RSC was partially opened effective May 13th. The Golf Simulator is available for use by calling Recreation (570-630-3733) to reserve a time. Cost is $25 per hour per group and presently we are not providing golf clubs or golf balls.

Hours are 9:00 a.m. to 5:00 p.m. From 9:00 a.m. to 11:00 a.m. the Indoor Tennis Courts will be available for socially distant walking. You must wear a mask when you enter the RSC. The RSC as well as Golf Carts will be sanitized and disinfected daily. If you have any specific questions about the RSC, give them a call.

I realize that Golf and RSC have been previously addressed by email blasts but all Hideout residents do not have email. I am not making that up, it is true.

The Board met in what I called Emergency Sessions. I fully recognize that some residents believe that there is a nefarious scheme going on behind closed doors. There is zero truth in that outlandish thought process. Nevertheless, President Trump and Governor Wolf declared a state of emergency which is the authority the Board needed in order to make decisions that are in the best interest of the residents. That is exactly what we did. The Board and Larry are working to electronically open our meetings to residents. In fact, I asked Rick Yocum to coordinate that process.

The Board has addressed specific issues that impact residents. Bulk Day will be on June 13th, and we are asking that all residents stay in their vehicle and let the Maintenance Staff remove the items to be discarded. We have postponed the 50th Anniversary celebration until next year with a theme of 50+1. A welldeserved THANK YOU to all members of the 50th Anniversary Committee for their tireless effort of planning that celebration.

We are planning to meet in the fall and start again in 2021.

We received approval from Penn Dot for the Front Gate project and sent it out for bid.

Only one contractor bid so we are going back to bid again. We also have received Penn Dot approval for a left hand turning lane on 590 coming from Hamlin. That will certainly eliminate some congestion at The Hideout entrance. We are in the process of having specifications completed so we can send the left hand turn lane project out for bid.

COVID-19 prevented us from counting the ballots for the Bylaw amendment vote.

Now that we have a system in place, that will be done the week of June 15, and I asked Lucille Koehler, Bob Addeig, and John Goldman to be in attendance to represent the interests of the community.

Currently, we cannot have more than 10 individuals together at one time, and we will adhere to that requirement. Plus there is the 6’ social distancing requirement. As usual, the results of the balloting will be announced to the residents.

The days, weeks and months ahead will no doubt be challenging but we can address that challenge and move forward as a community; not afraid or reluctant to address uncomfortable situations. We are cleaning and disinfecting all amenities and rest rooms for the protection of employees, residents, and guests.

The Board and Larry believe that when residents will be able to enter the Main Lodge, they will be impressed with the results. We are not finished with the renovations, and are working with the Food & Beverage Committee for further enhanced features in the Main Lodge.

Recycling still is a problem. Please break up cardboard before placing it in the compactors. Even though there are hydraulic rams in the compactors, large pieces of cardboard do in fact jam the compactor. However, I am happy when I see residents putting recycling material in the compactor hopper and pressing the start button. Progress is our most important product. I borrowed that from the old GE commercial.

Also a big shout out to our staff for completing their jobs in trying times, and in particular, the maintenance employees for making sure we do not become a blighted community.

Finally, my standard comments: have you ordered food from the Bistro? NO, well why not? Come on, be innovative and support this great endeavor.

D

ear Hideout Members,

As always, it is our hope that you and your loved ones are safe and healthy.

It should go without saying, if these past few months have taught us anything, it is that our community has come together during an extremely trying time.

Our community is supported by a truly valued staff of employees, eager to provide a high quality level of service.

As has been the case since the first waves of this pandemic hit Pennsylvania, we are required to follow safety mandates and guidelines established at the local, state, and federal levels. This is an ever-evolving situation that has and will continue to require a team effort in our day to day decision making for the broader good of the association.

Please keep in mind that social distancing, the wearing of face masks, and thorough hand washing have been and still are critical defenses we need our membership to continue engaging in. This will ensure we successfully combat and overcome this invisible enemy.

On May 15th, Governor Wolf announced that effective May 22, 2020, Wayne County will transition out of the “red phase” and into the “yellow phase”.

What does this mean for our community and for you, the members? Like turning the dial on an appliance, we will slowly begin a strategic reopening of our various facilities and amenity areas in accordance with all CDC and Department of Health guidelines. This includes stringent cleaning measures of all touchable surfaces the membership might access, as well as increased safety protocols for all staff members reporting for duty.

The transition from red zone to yellow has some relaxing of Governor Wolf’s decree. This means the stay at home order is lifted, large gatherings of no more than 25 are approved, and in-person retail is allowable, however curbside and delivery is preferred. Gyms, spas, hair salons, nail salons, massage therapy, theaters, and casinos, will remain closed.

Restaurants and bars are limited to carry-out and delivery only. All businesses must follow strict CDC and DOH guidance such as social distancing and

cleaning. Citizens must continue to follow the guidelines referring to social distancing and wearing of masks when entering confined areas such as buildings. Any member entering a Hideout facility must wear a mask.

It’s important to note that given how this virus spreads, not all of our amenity areas are able to be fully opened for the 2020 season. Amenity openings and closings come at the forefront of your safety and the safety of our employees.

Closed off amenity areas will still continue to receive maintenance upkeep, repairs, and/or upgrades so that when the time is right, you and your loved ones can get right back to enjoying all of them safely.

We can take pride in that our staff has already implemented and rolled out numerous enhanced safety and cleaning features for the membership. Several announcements have already gone out through mass email communications and we will continue to keep the community abreast of all new developments. These messages have included or will include, information on various amenity openings/ closings, adjustments of departmental hours/staffing, and general information related to what makes The Hideout such a great place to continue to live in.

Please be sure to keep an eye out for these updates so that you can plan your activities accordingly.

While we are all excited at the notion of potentially returning back to normal business, the unfortunate reality is that it will likely be anything of the sort. Our staff and counsel have been working diligently to ensure proper safety procedures are in place for the membership, their guests, and our employees.

Lastly, the much welcomed warmth of summertime has finally arrived for all to enjoy. With the sun shining brightly down upon us, it’s a good time to reflect on how far we’ve all come during this pandemic and how fortunate we are to call The Hideout home. Stay strong and stay safe.

The Hideout Board of Directors along with the department managers have been and will continue to follow the recommendations of Governor Wolf and his staff. Therefore until further notice we must all abide by these recommendations. There has not been any decisions made concerning opening the pools or the beach. These will be made upon information received by the State and County guidelines.

Our boating enthusiasts have their sights on the water. Just as the boater must behave in a safe manner on the roads to get to the lake, the boater needs to navigate the water with caution. The captain of the ship, whether a rowboat or a powerboat is responsible for the safety of all on board. There are no marked lanes, yellow lines or speed signs to follow on the open water. However, there are laws that do apply and all boaters are responsible to navigate with caution.

The 50th Anniversary celebration of The Hideout, has been postponed until the summer of 2021. It will be advertised as the 50+1 celebration. Any of the 4th of July activities have been canceled until further notice.

Some of the amenities may become available as the restrictions are lifted. As of right now most of the world including The Hideout are in limbo.

As we continue to navigate through this pandemic together, we watch and wait for our county to move forward past the Yellow Phase. Food and beverage would like to thank all the members who have come to the Clubhouse and supported our curbside venture. Thank you so much for all the positive feedback. We will be adding hours to our operation. Curbside, starting June first will be available: Monday 4:00-8:00 p.m.

Friday 4:00-8:00 p.m.

Our menu will have additional items added so please look for the menu changes. Copy of the menus are located on the Facebook page, email blast, and also put by the mailboxes for your convenience. Due to food shortage through our vendors, we might have slight changes occasionally and I want to thank you in advance for understanding. Our Rep’s from our food vendors are working hand in hand with us keeping us informed every step of the way. Wayne county is in the Yellow Phase which still restricts us to take out only. Rest assured we are getting our menus and rooms ready for when we get that message to re-open. We wish you all the best of health and cheers to better days to come. ■

The Hideout Garden Club is a dedicated group of men and women volunteers who are committed to making our community a more beautiful place to live! The club plants and maintains the Arboretum at the main entrance as well as other areas such as the planters at the mailboxes, North Gate, Recycling Center, Recreation Center, Nubia Malkin Art Center, and more. We have members who meet to maintain the Arboretum every Monday morning during the growing season and other members who maintain the other planters around The Hideout when it is convenient for them.

Cabin fever? We will be meeting on Mondays at the Arboretum, by the Main Gate, at 9:00 a.m. beginning June 1st. If you are interested in joining us, you may email Rick Yocum at ryocum2014@gmail.com.

I

hope everybody is safe and well through these trying times. The RSC building will be open from 9:00 a.m.-5:00 p.m. We will continue to be open during that time period 7 days a week. The building will close at 5:00 p.m. every day until further notice.

We will be open in a limited capacity and the building will be sanitized and disinfected properly.

If you wish to enter the Recreation Sports Complex, you must wear a mask.

The Front Office will be open and you will be able to register your boats as well as anything else recreation related. The Indoor Tennis Courts will be open for socially distant walking from 9:00 a.m.- 11:00 a.m. The courts will then be closed.

If you wish to reserve a tennis court for tennis or something other than walking please call ahead as we only have limited openings and strict guidelines on how the courts can be used. Again, please call Recreation

ahead of time if you wish to reserve any court time.

As of right now, the Fitness Center is closed and we will update when the status changes. Anybody with a current membership will have the time that we were closed added onto their membership.

H

ello everyone and welcome to June!

The weather is finally getting nice and I hope you will find opportunities to get outside. There’s plenty to do outside here at The Hideout even though many of our buildings remain closed due to the COVID-19. There’s the Nature Trail, Golf Course, boating, or just going for a walk or sitting on your dock enjoying the sunshine. You can also visit the US Fish & Wildlife Service website for the Northeast Region, www.fws.gov/ northeast/ and explore their site under their “Get Outdoors” tab. Also, take a look at their Stay-at-home Science blog which will give you many ways to explore nature. Their Stay-at-home Science Series offers tips and resources to help you connect with nature and deepen your knowledge about the world around us.

Bathroom buildings were opened at the North Beach and Roamingwood Park. Our housekeeping staff has been doing a great job of keeping these buildings cleaned in accordance with CDC guidelines. If you see any of these ladies while you are out and about, feel free to thank them for their service.

The Main Lodge renovation project is nearly complete and we can’t wait for you to see the results. It really is a major improvement and I think you will be impressed. The Maintenance and Food & Beverage teams have worked hard to pull this all together and their hard work will not go unnoticed when you step inside for the first time.

May was Lyme Disease Awareness Month. We are into June but it is still just as important to remain vigilant about the presence of ticks and their negative impact to the health of humans and animals alike. Lyme disease affects thousands of Pennsylvanians each year. The Pennsylvania Department of Health is dedicating more resources to educate residents and raise awareness, prevent the spread of Lyme disease, and develop a surveillance network.

As you know, Lyme disease is transmitted to humans through the bite of infected blacklegged ticks. Some symptoms of Lyme disease, which can present themselves as early as 3 days after the tick bite, include fever, fatigue, headache, muscle aches, joint pain, skin rash that looks like a bull’s

eye, and other general symptoms occurring in the absence of a rash.

How can I prevent tick bites?

• Know where to expect ticks. Ticks live in grassy, brushy, or wooded areas, or even on animals. Many people get ticks in their own yard or neighborhood.

hey like to get in your garbage, burrow in your garden, they smell really bad, and for some reason dogs seem infatuated with these critters, much to their detriment (and yours). So, what is there to like about skunks and do they serve a purpose? Let’s find out!

• Treat clothing and gear with products containing 0.5% permethrin.

• Use Environmental Protection Agency (EPA)-registered insect repellents containing DEET, picaridin, IR3535, Oil of Lemon Eucalyptus (OLE), paramenthane-diol (PMD) or 2-undecanone.

• Check clothing, gear, and pets for ticks after going indoors.

• Shower within 2 hours of being outdoors.

• Check your entire body for ticks and immediately remove any that you find.

How do I remove a tick from my body?

The CDC recommends these steps to remove a tick: • Use fine-tipped tweezers to grasp the tick as close to the skin’s surface as possible.

• Pull upward with steady, even pressure. Don’t twist or jerk the tick; this can cause the mouth-parts to break off and remain in the skin. If this happens, remove the mouth-parts with tweezers.

If you are unable to remove the mouth easily with clean tweezers, leave it alone and let the skin heal.

• After removing the tick, thoroughly clean the bite area and your hands with rubbing alcohol or soap and water.

• Never crush a tick with your fingers.

Dispose of a live tick by putting it in alcohol, placing it in a sealed bag/ container, wrapping it tightly in tape, or flushing it down the toilet.

The striped skunk is the most common species in Pennsylvania.

Although skunks are often times seen as a nuisance, they are actually beneficial to farmers, gardeners, and landowners because they feed on a large number of agricultural and garden pests. The skunk has been cited by biologists as the carnivore that ranks highest as a destroyer of insects as it digs up and feeds on the larvae of the white grub (which can damage your lawn), cutworm, potato bug, Japanese beetle, tobacco worm, grasshopper, and other crop-destroying insect life. They also eat plant materials such as wild fruits and mushrooms, mice, frogs, and the eggs of birds that nest on the ground. Skunks hold down the rodent population.

Let’s explore some other fun facts about skunks that you may not know.

• A skunk’s sulfuric spray has a range of nearly 20 feet, and are impressively accurate up to about 10 feet. Its odor can be detected up to 1.5 miles.

• Skunks eat wasps and honeybees, and will often attack beehives.

• Immune to snake venom, skunks are known to eat poisonous snakes like rattlesnakes.

• Although skunks have very poor eyesight, they have excellent senses of smell and hearing.

• A group of skunks is called a surfeit.

• Skunks will roll caterpillars on the ground to remove the hairs before eating them.

• A skunk’s stripes point right to where the noxious spray comes out.

• A skunk’s spray is highly flammable.

• Skunks generally live within 2 miles of water.

• Skunks can dig their own dens but often use burrows abandoned by other animals.

Skunks are amiable mild-mannered critters and want to avoid us as much as we want to avoid them. These placid creatures prefer solitude and try to stay out of harm’s way. They don’t seek confrontation, and they spray only as their last resort.

If you want to prevent this nocturnal critter from taking up residence on your property, always seal garbage cans, dispose of any additional food sources skunks may use, and eliminate any possible shelter (such as woodpiles or an open tool shed). If they get into your garden or your garbage, rest assured they will be back!

NOTICE As of the printing of the June 2020 Hideabout, and directed by the Board of Directors and Governor Wolf, some of The Hideout amenities remain closed.

The POA Office is currently open Tuesday through Saturday 8:00 a.m. - 5:00 p.m.

The following amenities will be available for use in the manner described. Please note that these amenities will be available from dawn to dusk except where noted.

Please maintain social distancing in The Hideout.

ROAMINGWOOD LAKE WALKING PATH. Please park your vehicles in the Main Lodge parking lot and access the walking path from there. You may also park your vehicles at the Marina and enjoy the lake walk.

ROAMINGWOOD PARK. Please park your vehicle at Roamingwood Park or the Marina. Please maintain social distancing.

GOLF COURSE. The Golf Course is open with restrictions provided upon arrival at the Pro Shop. Members must follow social distancing requirements. The hours are 8:00 a.m. to 5:00 p.m. 7 days a week. The cart path is no longer open for walking. No pets are allowed on the Golf Course and the cart paths. No bicycles or rollerblading will be allowed.

DOG PARK. The Dog Park is open 7 days a week from dawn to dusk. The park will be limited to no more than 25 people.

Only dogs with Hideout Dog Park tags will be allowed. 2019 Dog Park tags will be accepted. Members must adhere to social distancing requirements.

RECREATION. The RSC building is open from 9:00 a.m.5:00 p.m.-7 days a week. The building will close at 5:00 p.m. every day until further notice. If you wish to enter the Recreational Sports Complex, you must wear a mask. The Office will be open and you will be able to register your boats and anything else recreation related. The Indoor Tennis Courts will be open for socially distant walking from 9:00 a.m.- 11:00 a.m. The courts will then be closed. If you wish to reserve a tennis court for tennis or something other than walking please call ahead as we only have limited openings and strict guidelines on how the courts can be used.

THE HIDEOUT GATES. Due to the deteriorating conditions of the emergency generators at The Hideout Gates, new emergency generators have been installed.

Even though The Hideout Community is an HOA, we are still guided by Governor Wolf’s directives.

Please keep in mind that we will enforce the social distancing mandates including the assembling of groups larger than 25 people. As you have been, we ask that you work with us in keeping all of us safe. We hope this relaxation of rules will help cure some cabin fever we are all experiencing.

We have created an efficient and safe way for our staff to execute this for The Hideout community.

The hours of operation will be as follows: Monday & Tuesday 4:00-8:00 p.m.

Closed Wednesday Thursday & Friday 4:00-8:00 p.m.

Saturday & Sunday 12:00-8:00 p.m.

This is for pick up only. The Chefs and I have created a limited menu.

All orders must be called into the Clubhouse. The Clubhouse will accept a credit card over the phone or check or credit card at the time of pick up ONLY. Please call (570) 698-4100, ext. 150 for your food order.

We will be using the side entrance, handicap ramp on the Bistro side as the designated pick up area. We have set clear policies and procedures with our staff on keeping themselves, our work counters, and all operating equipment sanitized for our safety and yours. Proper food handling policies will be heightened. All staff will be wearing gloves, sanitizing hands prior to entering the kitchen, and presanitizing all work counters prior to every shift. The Clubhouse will remain closed.

We understand this is a trying time for all, our team is happy to be offering this service to our community.

On April 19, Firefighter Frank Santulli, a long time Hideout resident, passed away following an illness. Frank was an active member of the Lake Ariel Volunteer Fire Company and was a Veteran of the US Air Force. He left his wife and 13 children behind. His wife remains ill at home.

On Monday, May 18, members of the Hideout’s Help A Hero Fund attended the monthly meeting of the Lake Ariel Volunteer Fire Company, where they presented a check for the Santulli family, to assist them in this time of need. The check will be given to the Santulli family when possible. ■

GOLF SIMULATOR The brand-new Golf Simulator is up and running. Groups will be limited to four and you must practice social distancing. If you wish to use the Golf Simulator please call Recreation to reserve a time.

The cost is $25 an hour per group and we also have different 9 and 18 hole specials.

The simulator will be open from 9:00 a.m.5:00 p.m., Tuesday through Sunday.

The deadline for boat registrations, dock spaces, non-power boats, and non-power boat racks will be extended until June 17, 2020. In the meantime, 2019 registrations will be accepted until June 17, 2020.

Boating - Lake/Marina Rules 1. All watercraft owners are required to register their boats and pay the appropriate fee(s) with the Hideout Recreation Department. Additionally, all owners of watercraft (20 horsepower or more) must have a minimum of $250,000 bodily injury liability insurance coverage and $50,000 property damage liability coverage. Owners of watercraft nineteen (19 horsepower) or less (not including electrically powered) must have at least $100,000 in liability insurance. Electrically propelled watercraft(s) needs a State Registration but does not require a Certificate of Insurance.

2. A Certificate of Insurance for the appropriate amount of liability coverage from the insurance company listing the Hideout POA as a coinsured party must be presented at the time of registration.

3. Personal watercraft and motors must be available for inspection accompanied by a current State Registration.

4. The maximum size for any registered watercraft cannot exceed 90 horsepower unless registered before June 1983; Personal Watercraft, i.e. Jet Skis and Wave Runners are subject to a Maximum of 110 Horsepower, Provided the PWC has a 4 Stroke Engine, Maximum Horsepower for a 2 Stroke Engine is 85 Horsepower.

5. The maximum length of watercraft permitted on Hideout lakes is seventeen (17) feet unless registered before June of 1983.

6. All lake activities must comply with the Pennsylvania Fish and Boat Commission. For a complete listing of PA Fish and Boat Commission Safety Rules and Regulations contact Northeast Region office at (570) 477-5717.

7. All power watercraft must travel in a counter-clockwise direction.

8. Double water skiing (including towing of two skiers/two tubes) is prohibited on Fridays, Saturdays, Sundays, and Holidays.

9. The PA Fish and Boat Commission regulated the minimum age of all watercraft/PWC operators. No person 11 years of age or younger may operate a watercraft/PWC propelled by a motor greater than 10 horsepower. No person 12 to 15 years of age may operate a watercraft/ PWC propelled by a motor greater than 10 horsepower without obtaining a Boating Safety Certificate, a copy of which must be on file at the Hideout Recreation Department. Furthermore, anyone 12 to 15 years of age may not operate a PWC with any passengers on board 15 years of age or younger.

10. All persons in a watercraft must be seated while in operation.

11. Launching and landing of water skiers from docks or shoreline is prohibited.

12. All power watercraft must observe the one hundred (100) foot minimum swell speed regulations when operating near all regulating buoys.

THE HIDEABOUT NEWSPAPER 13. Water skiers directly ahead of or behind another boat are prohibited.

14. Each water skier (including tubers) must wear U.S. Coast Guard approved personal flotation devices.

15. When water skiing or tubing, there must be one observer facing (spotting) the skier or tuber at all times.

16. Water skiing and/or use of personal watercraft(s) (PWC’s) is prohibited before 8:00 a.m. and after sunset or when visibility becomes poor.

17. All boating activity must cease on any lake during electrical storms or conditions that may result in personal injury.

18. All watercraft must be equipped with U.S. Coast Guard approved wearable personal flotation devices for each person on board.

19. Placing of buoys in Roamingwood Lake is prohibited except when authorized by Association management.

20. Inflatable rubber rafts, without attached motors, are to remain within one hundred (100) feet of the shoreline if they are approved to carry only two or fewer occupants. Rubber rafts approved for three (3) or more occupants may go beyond this limit and must be registered as a nonpower boat with the Recreation Department.

21. Main Lodge docking facilities are reserved for all watercraft; these facilities are intended for temporary use only and are restricted to 30 minutes per watercraft.

22. All users of sailboats must maintain a proper lookout at all times.

23. Rowboats with or without motors are not to occupy marina dock slips.

24. Motorized vehicles are not permitted on frozen lakes at any time.

25. Guests are not permitted to register any type of power watercraft for use on any Hideout Lake.

26. Deerfield and Brooks Lakes are reserved for fishing and nonpowered boating. Electrically trolling motors are permitted.

27. An immediate fine of $500.00 and the potential suspension of lake privileges will be assessed for the following infractions (Amended by the POA Board/1998):

• Operating a watercraft on any lake which is in excess of established horsepower and length regulations on any lake;

• Misrepresentation of documents required for registration of watercraft.

28. Marina space renters failing to remove their watercraft by designated date shall be subject to a fine plus costs to remove and all subsequent costs incurred. This violation may result in suspension of future dock use.

29. Washing of watercraft in launching areas, beaches, and lakes is prohibited.

30. Watercraft may not be anchored within 100 feet of any roped swimming area or park areas.

31. A moving watercraft shall not overtake or pass another watercraft within the 100-foot swell rule.

32. Personal watercraft operators must possess a Boating Safety Education Certificate pursuant to PA Commonwealth Statute, effective January 1, 2000. The Statute provides for a $50.00 fine for the first offense and a $100.00 fine for each subsequent violation of the Fish & Boat Commission Regulations. (Amended by the POA Board, April 29, 2000) 33. A mandatory fine of $250.00 for the first offense and $500.00 for the second offense will be assessed to anyone who has not successfully completed the Boater Safety Education Course regarding the operation of PWC. 34. A mandatory fine of $50.00 for the first offense and $100.00 for the second offense for anyone who fails to possess a Boating Safety Certificate while operating a PWC. 35. A mandatory fine of $500.00 will be assessed to anyone who operates a watercraft in a reckless manner. In addition, the Board reserves the right to suspend the Lake and Marina privileges of said violator.

36. Everyone fishing must display a current Membership Badge along with his or her Pennsylvania Fishing License (required of all persons 16 years of age and older). Violators are subject to fines by the Pennsylvania Fish and Boat Commission as well as the POA. 37. Roamingwood Park: Open fishery to harvest fish per Pennsylvania State Fish and Boat Commission Regulations but recommend catch and release. Follow state guidelines with the following exceptions: Exceptions: Use of Alewife and Golden Shiners for bait are prohibited Bass - Cut state limits in half. Therefore: Jan 1 - Apr 17 and Nov 1 - Dec 31: 15’, 2 (combined species) Apr 18 - Jun 12: NO HARVEST Jun 13 - Oct 31: 12’, 3 (combined species) Walleye - NO HARVEST (year round) No harvesting of Walleye or Grass Carp. A fine of $125.00 per fish not immediately returned to the water will be imposed for failure to comply Deerfield Lake: Open fishery to harvest fish per Pennsylvania State Fish and Boat Commission Regulations but recommend catch and release. Follow state guidelines with the following exceptions: Exceptions: Use of Alewife and Golden Shiners for bait are prohibited No harvesting of Grass Carp. A fine of $125.00 per fish not immediately returned to the water will be imposed for failure to comply Brooks Lake: Open fishery to harvest fish per Pennsylvania State Fish and Boat Commission Regulations but recommend catch and release. 38. Fellow members for various recreation activities share the lakes in The Hideout. It is essential that all who fish clean up their sites before they leave. Litter, including bait containers, fishing line and plastic and paper wrappers are unsightly and a potential danger to our wildlife friends.

39. Members are urged to use extreme caution while fishing from rowboats or canoes. Coast Guard Approved Personal Flotation Devices are required for each occupant on all types of watercraft on all waters in the State. Any boats using a motor must be registered with the PA Fish Commission. All boats used on any waters in The Hideout must be registered with the Recreation Department and display the current year’s registration sticker.

The maximum horse power remains at 90hp! The boat length restriction will remain at 17 foot, but will no longer be measured by the Recreation Department.

Also, to eliminate concerns and confusion on how a boats length will be measured before it can be registered in the Hideout, effective January 1st 2014 all new boats being registered in the Hideout for the first time must present official documentation (copy of title or registration) from the State in which the boat is registered that shows that the boat’s length does not exceed 17 feet. ****Used boats owned by a Hideout Property owner and were previously registered for Roamingwood Lake and are sold to another Hideout Property owner for use on Roamingwood Lake will be considered “grandfathered” and will be exempt from the Four Stroke Motor only restriction.

Synopsis of Lake Township Minutes Synopsis of Lake Township Minutes March 3, 2020 April 7, 2020

T

he regular monthly meeting of the Lake Township Board of Supervisors was held at the Lake Township municipal building on March 3rd, 2020. The Meeting was called to order by the Chairman, Supervisors, Scottie Swingle, Timothy Jaggars were present, and Fred Birmelin was absent.

S. Swingle moved to approve the minutes of the February 4th, 2020 regular monthly meeting, carried 2-0. S. Swingle moved to approve the treasury report for February 2020, carried 2-0.

Public Comment: None Subdivisions: The Kellogg Sub-division was reviewed this parcel is divided between Lake and Jefferson Townships and needs to be reviewed and approved in both. T. Jaggars moved to approve the Sub-division, carried 2-0.

Correspondence: 1) Lake Ariel provided their February 2020 Activity report showing 17 incidents. They held one fundraiser, 5 trainings, 3 meetings, and 3 work details. Lake Ariel Fire Company also received a donation from the Help A Hero fund which provided them a thermal imaging camera. 2) Maplewood Fire Co provided its February Activity report showing 17 alarmed responses 12 of them medical calls, they held 4 trainings.

3) The Wayne County Officials meeting is scheduled for March 18th with a snow date of March 25th. T. Jaggars moved to allow all interested to attend carried 2-0.

Roadmaster’s Report: S. Swingle reported that during the month of February they handle the storms. Maintenance to trucks and a hose issue fixed. A Tractor and Boom mower will be rented for 2 weeks use.

Old Business: 1) Road Materials Bid received the Township received only one bid for materials from Hanson Aggregates.

After review of the bid noting all items were bid was approved on a motion made

by S. Swingle with both in favor.

2) Truck Up fit Bid was received- RTS provided the bid at the amount of $52,780.00 the bid will be reviewed and a motion to approve after review completed was made by T. Jaggars carried 2-0.

3) CoStars winter Salt Contract was reviewed and T. Jaggars moved to set 2020/2021 contract at 150 tons for regular season purchases, carried 2-0. 4) Spring White Goods reminder set for April 4th & 18th from 9am until 1pm.

T. Jaggars moved to approve the 2020 donation as follows: Lake Ariel Fire Co, and Maplewood Fire Company to receive $18,000.00 each, Hamlin Ambulance to receive $12,000.00, motion carried 2-0. T. Jaggars commented and noted concern over the Fire Company and EMS loss of fund raising ability. T. Jaggars noted that this year Township road projects will be smaller so that the Budget would allow for moving money to assist with an additional funding to both Fire Companies and the Hamlin Ambulance. T. Jaggars moved to give an additional $10,000. One time donation to each Lake Ariel Fire, Maplewood Fire Company and Hamlin Ambulance due to the disaster, also noted in the motion that funds were not to be used for payroll or compensation, carried 2-0. 2) Road Projects were noted and S. Swingle moved to advertise for Seal Coat Project for opening at the May 1st meeting, carried 2-0.

Additional Public Comment: None S. Swingle moved to pay the bills and approve the payroll and to adjourn the meeting carried 3-0.

Salem Township Board of Supervisor Minutes - March 10, 2020

T

he regular monthly meeting of the Salem Township Board of Supervisors was held on March 10th, 2020. The meeting was called to order by the Chairman at 6:30PM with all members present. The Pledge of Allegiance was then recited. The minutes of the February 11th, 2020 meeting were approved as presented on a motion made by Dennis Chapman 2nd by Robert Wittenbrader with all in favor.

No Planning commission meeting was held.

Subdivisions: None New Business: Road projects were discussed. Seal coating also discussed will work on list and review next meeting for discussion and approval of project.

Old Business: Spring Cleanup discussed and set for May 16th from 8am until noon. No tires and no electronics.

Doug DiPalma junk issue Merel Swingle visited Doug and he state he will get a container and have the area cleaned up by next month completed. Mr. Swingle

noted Mr. DiPalma wants to get a permit and follow the Junkyard Ordinance.

Supervisors noted this is the deadline or else citations will be issued. New Backhoe will be arriving soon. The Supervisors noted in a motion to sell the current Case backhoe to Sterling Township for $50,000.00. motion made by Merel Swingle 2nd by Dennis Chapman with all in favor. The Supervisors then made a motion to purchase the 2006 John Deere Backhoe from Sterling for $25,000.00 this backhoe will be traded in to Medico Industries when the new backhoe arrives for $25,000.00 Motion made by Robert Wittenbrader 2nd by Merel Swingle with all in favor.

Attorney Updates: None Correspondence: The Wayne County Officials Spring meeting is scheduled for March 18th, 2020 with a snow date of March 25th at 7PM at the Seeleyville Fire Hall. Received from Doug Smith Engineer for the Neville Trailer park their monthly update. Election Day is scheduled for April 28th, 2020. Engineers for PPL

Borton Lawson provided the Township with its update of rebuild on current lines that cross through Salem Township.

Real Estate transfer tax for the month of February was received in the amount of $5,160.07. The Wayne Department of Planning provided the Township with its 2019 Annual report.

Bills were reviewed and a motion to approve and pay as submitted with no comments or corrections was made

by Dennis Chapman 2nd by Robert Wittenbrader with all in favor.

Park Updates: None Enforcement Officer: None

Public Time: Chris Leone questioned the Board as the wage tax and where that money goes. It was explained that money is included in the annual budget for General fund expenditures. It also provided so property tax has not been increased from the Township in 20 plus years. Other comments were on the concern of recent property tax increase noted that the County increased its tax by 1 mill for 2020.

Edward Kay of Sterling Shores noted complaints of sewage malfunction and running across the street. He further noted that the septic use to handle two homes but now only one because the second home is being removed. Mr. Kay noted concern over health and safety.

Gary Enslin Township SEO noted the water opposite the property in question is drainage issue caused by the installation of a wall that is holding water not sewage from the other property. Mr. Enslin noted he is working with the owner on fixing.

Concern over it not being fixed. Mr. Enslin if not fixed we would have to take them to court.

Salem Township Board of Supervisor Minutes - April 14, 2020

he regular monthly meeting of the Salem Township Board of Supervisors was held on April 14, 2020. The Meeting was called to order by the Vice-Chairman Robert Wittenbrader present in the Building were Robert Wittenbrader and Dennis Chapman. Present via phone was Merel Swingle. The pledge of Allegiance was then recited.

Minutes of the March 10th, 2020 Township meeting was approved as presented with no comments or corrections, on a motion made by Dennis Chapman 2nd by Robert Wittenbrader with all in favor.

No planning Commission meeting held – due to Covid-19.

Sub-divisions: Postponed New Business: Disaster Declaration was and noted will be revisited for possible extension at the May 12th, 2020 meeting.

Fire Company donations were discussed.

Supervisor Chapman noted the concern for the two Volunteer Fire Companies of Salem Township. He noted that due to the inability of fund raisers to be held the Township realized there losses.

Supervisor Chapman moved to donate to each Ledgedale and Hamlin Fire Company a one-time donation of $10,000.00 based on loss of fund raising with hope that it would help them maintain their operations, 2nd by Robert Wittenbrader with all in favor.

Old Business: Spring Clean-up Day cancelled on a motion made by Robert Wittenbrader 2nd by Dennis Chapman with all in favor.

Doug Dipalma junk clean up discussed still has a few vehicles on property, a big container. Will extend the cleanup until next month due to the current issues affecting everyone.

New Backhoe has been delivered and is in service.

Share the road and path with bikes and runners. Bike riders should alert you when approaching from behind with a bike bell or a “passing on the left/right.” Listen for them, and move to walk single file, allowing them to pass safely. Runners should also call out for passing. Bike-walker collisions can result in broken bones or head injury for either—and you aren’t wearing a helmet.

4. Be Visible Wear bright colors when walking. When walking at night, wear reflective clothing or a reflective vest to be visible. Drivers are often not expecting walkers to be out after dark, and you need to give them every chance to see you. Be just as cautious at dawn or twilight, as drivers still have limited visibility or may even have the setting or rising sun directly in their eyes.

5. Be Predictable Make a practice of staying on one side of the path while walking rather than weaving randomly from side to side. Watch your arm motions, or you may end up giving a black eye to a passing walker, runner, or biker.

6. Keep the Volume Down Don’t drown out your environment when listening to music with your earbuds or headphones. Keep the volume at a level where you can still hear bike bells and warnings from other walkers and runners.

7. Hang Up and Eyes Up Distracted walking due to chatting, texting, or playing games on a mobile device while you walk is as dangerous as doing those things while driving. You are distracted and not as aware of your environment. You are less likely to recognize traffic danger, tripping hazards, or passing joggers and bikers. Adopt habits that can keep your phone in your pocket, or at least make it a practice to stop in a safe place to complete your phone tasks before moving on.

8. Walk Dogs on Short Leashes It is terrifying and tragic to witness dogs running out in to traffic or getting into a fatal dog fight, whether on leash or off leash. But when walking your dog on a long leash there is also a danger that you will trip other walkers or bikers. You will keep your dog safer as well as those who pass by you if you use proper leash walking etiquette.

9. Know When to Stop Walking Heat sickness, dehydration, heart attack, or stroke can strike walkers of any age.

Learn the symptoms of medical emergencies and carry a cell phone to dial 911.

Even if you are a seasoned and well-trained walker, you may experience one of these problems and need to cut your walk short. Encourage your walking friends to stop when they show any concerning symptoms.

10. Be Aware of Stranger Danger Street safety is a concern for many walkers. Choose your walking route for paths frequented by other walkers, joggers, and bikers. If you see someone suspicious, be prepared to alter your course or go into a store or public building to avoid them.

Acting alert and aware can convince bad guys you are not an easy target.

In accordance with agreements under which lots were sold within the development known as The Hideout, and in accordance with the Declaration of Protective Covenants pertaining to The Hideout, the following minimum charges shall be payable by the Member for each lot, whether developed or undeveloped, which is located within The Hideout.

WATER AND/OR SEWER A3. “Undeveloped Rate” per quarter per lot for each lot upon which no Structure has been permitted and/or construction started. The fixed rate will be determined annually by the Roamingwood Board of Directors.

“Developed Rate” per quarter per lot for each lot upon which a Structure has been permitted and/or construction started. The rate will be based in part on metered usage, determined annually by the Roamingwood Board of Directors.

The Association of Property Owners of The Hideout, Inc. shall pay the POA Rate per quarter for Water and Sewer Services for the listed facilities owned and operated by them. The base rate and usage rate will be determined annually by the Roamingwood Board of Directors. Annual rates shall be set to provide sufficient revenues to balance the approved Annual Budget.

It is a legitimate question. After all, most municipalities do not operate this way. But you may not realize, we are not a typical municipality. Roamingwood Sewer & Water operates solely within the boundaries of the Private Community the Hideout. This prohibits expansion of our revenue potential, having a fixed customer base of 4,000 plus properties (Approximately 3,300 Developed).

To establish an equality within the community, and a secured revenue sufficient to maintain the system, undeveloped properties pay an administrative and maintenance assessment.

The expectation has always been, that properties will eventually be developed, and use of the infrastructure will then be needed. Therefore, contributing to the maintenance of the system was deemed, by both the Hideout and Roamingwood, necessary.

In 2009 Roamingwood took advantage of our Municipal Authority designation, to avail the mandated Sewer & Water Infrastructure Project for federal low interest loans and, more importantly, grants. To date, this has saved the members of the Hideout Community almost 20 million dollars in grants, awarded to Roamingwood. Yes, the remaining cost of the project was passed as a debt service assessment to the ratepayers, both developed and undeveloped.

Members have experienced a significant increase over the past 10yrs in their rates. This was, unfortunately, due to a managerial history of keeping rates too low. Historically, the organization did not set aside funds, to save or plan for the repairs to the failing system. As history cannot be rewritten, the task was left to the current Board of Directors, management of Roamingwood and the members. Therefore, developed and undeveloped properties are seeing what, seems to be, an inordinately large quarterly bill.

In addition, there has been an increase in delinquent undeveloped properties over the past 10yrs, the majority affected by the past housing market recession. The loss of this revenue, overflows into the yearly rates assessed, having increased the expectation of NOT receiving this delinquent revenue. Municipal Liens and Collections actions are taken, as diligently as possible, but having no mortgages or high demand for tax claim properties, this revenue is not recouped like it is with a developed property. Leaving several hundred properties in arrears with both the Hideout and Roamingwood. This loss is felt by the remaining members and the management of the organization. Some properties have been languishing on the Repository Sale list for years, unsold and unable to be billed.

Water and Sewer infrastructure costs are increasing at exponential rates, throughout the country.

We are no exception. However, as a member of this Hideout community, you have an advantage of having had the necessary work completed ahead of the majority and received an incredible amount of financial backing that will not be available, once the demand peaks. Even with our new system, that includes, all the planning, training and equipment, required to keep the system maintained for decades to come, our rates are competitive with many failing systems, throughout the region. There have also been many new PaDEP requirements to meet, such as, increased lab testing costs and reporting requirements in the past couple of years, these are also an integral part of the overall operational costs associated with your rates. As a smaller facility, these are more impactful on the financial budget.

FINDING GUIDANCE DURING A DIFFICULT TIME IS COMFORTING.

ommittees are an important part of our association operations. Committee members help keep our community vibrant; and, by augmenting paid staff, they save the association thousands of dollars each year.

The association just wouldn’t be what it is without our active and effective committees. They deserve our sincerest thanks. However, to be successful, our association needs to cultivate fresh ideas and encourage additional resident involvement in our committees; so, we’d like your help on one of our committees.

Committees give the Board a way to gather information, offer new ideas and opinions and provide a training ground for future Board members. All committees are advisory to the Board unless given specific decision-making authority by the Board or our Governing Documents. Each committee has a goal and mission statement to help it succeed as a community resource.

Our association has three types of committees: • Board appointed committees, like our ECC, Disciplinary, Budget and Nominating, are established by the Board for a specific purpose under the supervision of the Board. These are required by our Protective Covenants or

By Laws. They often have clearly defined power and authority.

Appointments are made for a three year term; however, there are no term limits as to how many terms someone may serve.

• Standing committees, such as Food and Beverage and Recreation, are ongoing and have members who have expertise with a specific area within our community.

These committees generally make recommendations to the Board pertaining to the specific area.

• Ad-hoc committees, such as Governing Documents, are established by the Board as needed for specific projects and tasks. When the task is complete, the committee is disbanded.

From The Pro Shop

T

he Golf Course and Pro Shop are open with restrictions.

Everyone will practice 6 foot safe distancing. Face masks will be worn inside the Pro Shop. There is hand sanitizer outside the Pro Shop door, please utilize.

Tee times have changed from 10 to 15 minute intervals to avoid congestion on the course Reservations are strongly encouraged as we may not be able to accommodate walk-ins. Our hours of operation are 8:00 a.m. until 5:00 p.m., 7 days a week.

Currently there is only one golfer per cart unless the two golfers are immediate family members.

There are no club rentals. Only 4 customers in the Pro Shop at one time.

Golf fees remain the same as they were in 2019. There have been no increases in over 10 years. Ten play cards for green fees and carts will still be available in the Pro Shop. You pay for 9 rounds of golf and receive the tenth one free. Same goes with the golf cart cards.

Golf tournaments are currently suspended.

The Tuesday and Thursday men’s leagues are currently playing adhering to all of the

safety guidelines.

On the course: Please follow distancing guidelines. First offence you will receive a verbal warning.

Any subsequent violations you will be asked to leave the course.

There is no touching or removing the flag from the hole for any reason.

No play from the bunkers, if your ball lands in the bunker, remove it and place the ball outside the bunker no closer to the hole.

The practice areas and nets are open with minimum physical distancing requirements followed.

The dress code rules remain in effect. Proper golf attire is required at all times. All changes and restrictions are subject to change as COVID-19 rules are modified.

There is no one allowed on the Golf Course after hours unless you have a golf pass and make arrangements with the Pro Shop prior to closing. Contact the Pro Shop for additional information.

Pray for an end to all this craziness and getting back to some type of a normal existence.

HASG GOLFERS

o our dismay, we have decided not to hold the social Golf League this year. Of primary concern was the consideration that almost all of our golfers are in the age category which is considered most susceptible and dangerous for the Covid-19.

We could not justify placing our HASG members at risk. This was a very difficult decision for us but I feel a prudent one. It was particularly difficult for me because last year was so successful in bringing back the league and I was looking forward to an even better year this year.

I would like to thank all the HASG members who came out to support us in the league last year and helped make it so much fun.

Remember, I will be looking for you next year!! LOL I have some more surprises in store for next year so practice up!

Also, remember there should be tee times available on Thursdays for those of you who want to play on your own. Please support the course and golf here in The Hideout!!! ■

As a golf course equipment operator you are responsible for keeping fairways and greens in optimal condition. Ideal candidates must be available weekends. Prior equipment operation experience is preferred.

EMPLOYMENT STANDARDS: • Knowledge of the safe mechanical operation of motorized equipment, ability to use hand and power tools.

PATROL OFFICERS (FULL-TIME/PART-TIME) Responsible and accountable to his/her immediate supervisor in the Chain of Command. Maintain the enforcement responsibility for adopted Rules and Regulations. Ensure the public safety of Association members, guests, employees, and contractors. Supervise department personnel on his/her assigned shifts.

EMPLOYMENT STANDARDS: • Must be 18 years or older, certified in ACT 235 and possess a valid PA driver’s license.

• May be asked to work overtime or double shift.

• Work is performed inside and outside with exposure to inclement weather and unpredictable situations.

• Must be in Hideout issued uniform while on duty. The Public Safety Director and/or the Operations Lieutenant must approve any exception to this rule.

• Attendance at Public Safety related seminars sponsored by The Hideout is recommended for all Officers.

RESERVE COMMUNICATIONS OFFICERS (FULL-TIME/PART-TIME) Acts in the capacity of Training Officer and Supervisor for all Public Safety Communication Officers. Responsible and accountable to his/her immediate supervisor in the Chain of Command. Maintain the enforcement responsibility for adopted Rules and Regulations. Salvatore Filippone, age 99 and a guest at the Gino J. Merli Veteran Center in Scranton, passed away Saturday morning.

He was preceded in death by his wife of 55 years, Ann (Liptak) Filippone, on October 23, 2019.

Born on January 31, 1921, in Bayonne, N.J., Salvatore was the son of the late Basilio and Carmella (Carfagna) Filippone.

Before relocating to Lake Ariel 31 years ago, he had owned his own landscaping business until his retirement. A decorated U.S. Army Veteran of WWII, he was also a member of St. Michael’s Orthodox Church in Jermyn. An amazing golfer in his younger days, he had won countless tournaments throughout his career.

He is now at peace reunited with his beloved wife.

He is survived by nieces and nephews.

A private funeral service, from the Kevin K. Kearney Funeral Home, Inc., 125 North Main Avenue in Scranton, was held followed by entombment in St. Catherine’s Cemetery in Moscow.

Generator Permit

A

Hideout Building Permit is required for the installation/operation of any “non-portable” residential whole house/ stand-by electrical generator. Small portable units are excluded. A separate permit is required if you need to install a propane tank to fuel the generator.

ALL applications for permits are located on The Hideout website or you can get any permit application at the POA Office.

IMPORTANT PORTABLE GENERATOR SAFETY TIPS: - Never operate a generator indoors - it can cause unintentional carbon monoxide (CO) poisoning. Carbon Monoxide is a colorless, odorless gas which, if inhaled, can be fatal.

- Do not install a generator right next to your home - carbon monoxide can collect in the eaves of your home.

- Don’t refill the generator’s gas tank while the unit is running as this can cause a fire, leading to serious injury or death.

- Be sure to remove all gas from the

tank when storing your generator.

HOW TO CHOOSE A GENERATOR - Identify the items you will need to run in the event of a power outage. Choose the generator that meets or exceeds the total wattage requirement.

Having vacationed in the Poconos, Billie knew that she wanted her three daughters to be able to enjoy lake life in the country, so to be near Lake Wallenpaupack, Billie moved her family down to Pennsylvania and escaped the bustle of New York. Billie worked as a stay at home parent until earning her Real Estate license in 2001. From there, she worked her way up diligently to serve as the President of the Pennsylvania Board of Realtors. Billie served on the Board of Realtors for five years.

When she moved to the area, Billie served on the board for the Pike County Building Association and The Red Cross, hosting annual galas. Today, Billie is a proud member of The Moose Club and American Legion.

HIDEOUT SPORTSMAN’S ASSOCIATION

Since 1995, the Hideout Sportsman’s Association has strived to improve the knowledge and skill of its members and neighbors in matters related to the proper care and handling of firearms, the management of shooting ranges and to develop fellowship, sportsmanship and good citizenship among its members. To that end, the Hideout Sportsman’s Association will partner with a local state-ofthe-art indoor shooting range to offer courses in basic beginners pistol shooting and safety classes.

HIDEOUT ADULT SOCIAL GROUP

The HASG was formed in 1980 to provide an opportunity for Hideout members, including renters, age 40 and over, to meet with and socialize with other members of our community. This is a good time to review definitions of property lines, setback, and easements as applied in the Hideout. When you hear that someone has a setback, you usually expect something not so good. It’s a completely different case when the term is applied to property boundaries. Setback Lines actually protect your property!

Building set-back lines are usually intended to govern permanent structures like your house or garage.

What is a Setback? A setback is a defined space in which no structures (as defined by Land Use Code) may be located, except where specifically allowed by the Code. Setbacks are required along front, rear, side property lines and additionally with some “easements.”

How are Setbacks measured? In most cases, setbacks are measured from the property line. However, when measuring a front setback line abutting a public street the setback is measured from the center line of the right of way. Your property line is coincident with the edge of the right of way. Since the right of way can contain unimproved shoulders, you should not assume that your property line is at the edge of the curb or paved edge of the road. Typically, your property line is several feet from the road improvements.

Unlike rights of way, utility access easements do not always coincide with

property lines. The easement may be located partly or entirely on your property.

When a front yard setback is required from an easement located on a property, the setback is measured from the interior edge of the easement.

Are Setbacks required from anything else? In most cases, buildings may not be built over utility easements (e.g., power, water, sanitary sewer, storm sewer, and telecommunications) without written approval from the associated utility. We all have easements on our Hideout property lots. These easements are shown on your recorded plat Land Survey and title report.

How large a Setback is required? That depends on where the property is located and whether the setback is along a front, rear, or side property line. For example, in the Hideout, the following Setbacks are required: Front - 25’; Rear - 25’; Sides - 10’. Also, within these setbacks there are “easement lines” (Front - 10 feet, Rear - 10 feet, and each Side - 5 feet).

Please note that the 25 foot front area starts at your property line, not at the edge of the road. The property line to the road is POA property. Also, in Pennsylvania, only a state licensed surveyor may set the property corners.

What is an Easement? An easement is defined as a right that one party has to

use real estate that is owned by someone else. The rights of the easement holder regarding usage of the property are specific and typically limited. Property ownership or possession is not impacted by an easement. The property owner gives up only defined rights on that portion of the property that is used for purposes of the easement. Common easements are those that are given to public utilities such gas or telephone companies to run lines under/over private property.

Utility easements such as power, phone, water and sewer are examples of easements that benefit the Hideout. Such is the case with RS&W. As a general rule, the grantor of the easement can make any use of that property as long as it does not unduly interfere with the rights granted to the easement holder. Typically, the owner granting the easement cannot build/ place structures or obstructions within an easement area or otherwise hinder access to that area.

A utility easement grants the utility company the right to use and access a specific area of a property. The area covered by the easement is usually clearly defined in the text of the easement, and the easement is attached to the property deed so that it will persist even when the property is transferred or sold. Utilities can request an easement for any number

of reasons. A classic example of a utility easement is an easement which allows the power company to run electrical lines along a property, and to install utility poles if the property is long enough that the lines cannot pass over the property without support. The utility has the right to utilize a strip of land for the lines, and to enter the land to access the lines for maintenance and repair, which can include tree trimming, replacing rotted utility poles, and relocation of any conduits, cables, wires, towers, and poles.

What about these Property Easements?

Every Hideout property has “easements” – legal rights that others have to use parts of a land owner’s property.

Despite their prevalence, easements are often misunderstood and in some instances, people are not even aware that easements exist. As a property owner you can benefit from a basic understanding of easements. That understanding helps you avoid problems (permanent placement of landscaping, trees & shrubs, rock gardens, landscape lighting, fences, etc.) that can arise within the easement area.

By keeping these areas free of plantings or other obstructions, you can enjoy what you have planted without worrying that it may be in jeopardy in the future. ■

ATTENTION MEMBERS When your guests come to visit, please make sure that they know your lot number when registering at the gate. This will expedite entrance into the community.

To register please visit the Hideout website http://www.hideoutassoc.com and click on “On-line Guest Registration” to fill out the form. Once signed up, you will receive an email with directions.

LAKEVIEW AND WOODPOINT COURT A dangerous condition arises on busy weekends from vehicles parking on the side of the road on Lakeview and Woodpoint Court. Vehicles parked on the side of the road in this location impede traffic and could possibly block access to the area by emergency vehicles. Due to this condition the Board has passed a motion deeming Lakeview and Woodpoint Court “Emergency Access Roads.”

No parking will be permitted on the side of the road in this area. The Public Safety Department will aggressively enforce this rule. Anyone who parks in this location will be subject to a $125.00 fine and a $250.00 fine for repeat offenses.

The Hideout Adult Social Group (HASG) is expanding our recently-formed Good Neighbors Club. We are pleased to coordinate the following Good Neighbors Club services to all members of the Hideout Community: 1. Many of us own wheelchairs, walkers and other medical equipment that we are not currently using. Others are in need of some of this equipment for a period of time. The HASG is compiling a list of such equipment.

The intent is to have a central contact point where those in need can inquire about who may have the equipment they need and be willing to loan it to a fellow Hideout member. If you possess such equipment and are willing to help out by lending it to a Hideout neighbor, or if you are in need of same, please contact Louise Brevet, Chairperson at (570) 698-5102, or Judy Restaino, Co-Chair at (570) 698-9840.

A number of us have survived major illnesses: cancer, heart attacks, strokes, etc. If you are a survivor of a life-threatening illness and are willing to talk, one on one, with others currently going through a similar situation, or if you are fighting such a situation and would like an opportunity to talk to someone who has “been there done that” please contact Louise Brevet, Chairperson at (570) 698-5102, or Judy Restaino, Co-Chair at (570) 698-9840. Confidentiality will be observed.

The HASG believes in neighbors helping neighbors. Although the Good Neighbor Club is a function of the Hideout Adult Social Group we are pleased to offer these services to ALL Hideout residents.
