President’s Message

T

he COVID-19 pandemic brought a new perspective to our members.

Everyone was impacted and some went with the flow and some were against the decisions of the Board. It is understandable that all residents did not march to the same music. Nor should they. Individual expressions – free from scurrilous or defamatory comments – are always welcome by me. Nevertheless, once an issue is raised and answered by a Board member or the full Board, what is gained by constantly pushing that same issue?

Residents may not like our answer but we strive to address your concerns. We are all susceptible to varied interpretations of statues, rules or regulations.

Unfortunately, 5, 10 or more interpretations makes for chaos, which candidly we avoid.

While some members will disagree with me, the Board is elected to represent the interests of the community, and that principle is a determining factor in our decisions.

We complied with the mandates of Governor Wolf concerning red to yellow levels, social distancing and the opening of pools and beaches. Was everyone happy?

Of course not but the Board did not shirk its responsibilities to address these issues.

A handful of our members were annoyed that the beaches were closed but the Garden Club could have a flower sale on May 23rd. However, it rained that day so that issue is set aside. Remember, at that point in time, we did not have the authority to open the beaches and pools. Nevertheless, the 6 foot social distancing does in fact impact on opening the pools/beaches. I think the Recreation Department under the tutelage of Manager John Boandl did a terrific job of opening the pools and beaches. I am not aware of members being turned away because there was no room for them at the pools or beaches.

It is also important to recognize that in early June the Board had determined that guests and renters would not be allowed to use the pools/beaches. However, that was modified to allow members, guests and renters to use the pools and beaches, as evidenced by the email blast from Larry dated June 11th. There is no sense in reiterating what Larry said. Proper ID will be required and strictly enforced. Social distancing will also be strictly enforced.

Staff will check on and control occupancy of beaches and pools. Please remember we are required to follow the direction set forth by Governor Wolf, which is in the state of fluidity. As the Governor changes his policy/mandates, and we are notified of the change, that will be passed on to the members. Most importantly, we will continue to sanitize facilities.

The rental issue has taken on a life unto itself. The Protective Covenants

and Bylaws were not written to prevent anyone from renting their homes. However, we do have the right to establish a policy for rentals.

Currently there are approximately 120 rental units in the Hideout. We also have had some illegal renters which, with the help of Public Safety, was addressed by the Board.

The new policy approved by the Board established limitations on how many individuals can be in a rental home at any time. This is based on a formula of how many bedrooms are in a home, which translates to: each bedroom has 2 individuals, plus add 4 individuals for open space. A 3 bedroom house allows for 2 individuals per bedroom, plus 4 which means a 3 bedroom home can be rented to a maximum of 10 individuals. This also reduces the number of vehicles on a property.

I am not in favor of a referendum for rentals for the obvious reason that there are more non-renters than there are renters. We all have to live here cooperatively and communication plus enforcement will help us properly address the issue of rental units. Please be advised that if a homeowner or renter abuses our policy, rules or regulations, disciplinary action will be taken, which may include loss of opportunity to rent your home.

Violations will be subjected to the disciplinary code we have established which includes an appearance before the Disciplinary Committee. This issue has been reviewed by our attorney, and we are prepared, if necessary, to take appropriate legal action beyond the Disciplinary Committee.

By the time you read my comments the Board will have had a videotaped meeting which was held on June 27th and is available for viewing on channel 920.

As we begin to reopen our community and move toward our new “normal”, we must be mindful that residents need an opportunity to be heard. I think back to my November 26, 2013, (I was not a Board member) letter to then Community Manager Ed Latalladi about the elimination of the Letters to the Editor in The Hideabout. An adjustment was made, but now we need to enhance that adjustment.

ear Members,

We reach out to you this month with appreciation on how much our members and employees have worked to overcome these past few weeks together. We know there are new rules to follow but please be aware these rules are meant to keep us all as safe as can be expected.

With the transition of Wayne County’s status from Red, to Yellow, and now to Green as of June 12th, our valued staff has worked diligently to safely and gradually reopen our amenity areas and various facilities for your use and enjoyment during these hot summer months. By the time you read this article, we hope you will be enjoying the beaches and pools, albeit with restrictions.

Members should take pride in knowing that The Hideout has done exceptionally well in limiting the spread of this virus.

The amenity restrictions that were put into place were paramount for community and employee safety. We understand that this has been a frustrating experience for all, and again, wish to acknowledge the community’s patience and understanding.

Social distancing efforts by the membership are visible throughout the entire community. New safety features have been implemented in all of our buildings and increased sanitization efforts have been put in effect in all areas. We remind everyone a mask must be worn when entering any of our facilities. The Clubhouse and Pub have recently opened with guidelines required by the CDC and Governor Wolf.

We ask all to follow the guidelines and restrictions so all members can enjoy the Clubhouse.

As July arrives, we are all looking forward to making summertime memories with our friends and loved ones. Picnics, hosting family gatherings for the fourth, and enjoying a dip at one of our beaches or pools has been a staple for all at The Hideout for as long as we can remember. Of course, this July will be a bit different than years past. Our 50th Anniversary celebration has been postponed until further notice and the fireworks display will still not occur given the significant limitations imposed for such events. We remind all The Hideout prohibits the use of fireworks at any time unless the event is sanctioned by the Board. Please plan your travels and family events around current health guidelines to continue curbing the impact of the virus.

Aside from our success in handling COVID-19, new procedures have been implemented regarding both ShortTerm and Long-Term Rentals in the community. All related documents and procedures relevant to the new rental process have gone out in several email announcements and are accessible through our website for review and submission. We recognize the need for The Hideout to reinforce its policies regarding rentals because we have seen a surge of illegal rentals. These illegal rentals violate The Hideout policies and place an undue burden on resources.

Stay safe and we hope you enjoy a Happy 4th of July, one we are sure will long be remembered.

Public Safety Corner A s we get in to the heart of the busy summer season I would like to remind everyone about three important rules that need to be adhered to for the safety of all.

The first is the adopted “Zero Tolerance” policy regarding the discharge of fireworks in The Hideout. The use of fireworks is prohibited in The Hideout unless approved by the Board of Directors. The only exception is that sparklers are permitted on one’s own property but not at any amenity. The Public Safety Department is charged with aggressively enforcing this Rule. Anyone who discharges fireworks in The Hideout will be subject to a $150.00 fine for Failure to Comply with the discharge of fireworks rule and a $300.00 fine for repeated offenses.

The second rule deals with parking on the side of the road on Lakeview Drive Court and Woodpoint Court which are located near the Main Lodge. A dangerous condition arises on busy summer weekends from vehicles parking on the side of the road on Lakeview Court and Woodpoint Court. These vehicles parked on the side of the road in this location impede traffic and could possibly block access to the area by emergency vehicles.

Due to this condition Lakeview Court and Woodpoint Court have been deemed “Emergency Access Roads”. No parking will be permitted on the side of the road in this area. The Public Safety Department will aggressively enforce this rule. Anyone who parks in this location will be subject to a $150.00 fine and a $300.00 fine for repeated offenses.

The third rule deals with Reckless Operation of a Watercraft. The Hideout Public Safety Department will conduct strict enforcement of our Rules & Regulations pertaining to our waterways.

The Public Safety Department will be

proactive to clamp down on reckless and irresponsible behavior on the lakes. A mandatory fine of $500.00 will be assessed to anyone who operates a watercraft in a reckless manner. In addition the Board reserves the right to suspend the Lake and Marina privileges of said violator. Actions by boaters on our lakes that will constitute a “Reckless Operation of a Watercraft” citation to be issued are as follows: • Close calls with swimmers and boats operating too close to shoreline

A Board of Directors comprised of individuals with different backgrounds, philosophies and skills can organize themselves into a body that is solution oriented, forward thinking and responsive to the needs of the community. Our governing documents give us the foundation and structure for continued success and growth. The Board of Directors can and must oversee and direct our management team and the working committees to be sure The Hideout continues to grow and prosper.

Now, perhaps more than ever, the Board must lead with conviction and certainty, tempered with empathy and understanding.

We face new challenges this year. We must meet them with assurance, confident in our abilities, yet sensitive to the diverse needs of our members.

I know I have the talents you require in a Board member. Perhaps most relevant, my volunteer work as a Board Member for a Florida Homeowners’ Association with 435 homes, serving consecutively as Grounds Chair, Secretary, Vice President, President and a second term as Secretary for a combined total of thirteen years. The Board managed all areas of operation including grounds maintenance, security, equipment, facilities, communication and social activities

and finance (budget). Under my leadership, we established a Community Emergency Response System effecting certification of a 20-resident Community Emergency Response Team (CERT); succeeded in reducing receivables (due collections) by thousands of dollars and improved on-time payment of dues; led an in-house committee reserve study resulting in fiscal responsibility in capital expenditures; fostered a collegial, solutions oriented team approach to Board operations resulting in realistic goal setting and successful outcomes; worked with local real estate agents to foster a positive relationship, resulting is higher occupancy and increased receivables; worked with Board Attorney and City Codes Department to effect cleanup of delinquent properties.

The Hideout is a large community within both Salem and Lake Townships, Wayne County and the State of Pennsylvania.

We must continue to reach out to the leaders of these governing bodies to develop and maintain relationships and partnerships which will benefit The Hideout.

Collectively, the Hideout owners support the municipalities through our taxes. By reaching out to our local governing bodies and elected officials we can remind them that we are an important voting block

expecting fair and reasonable consideration and representation.

The Hideout must continue to select qualified leadership to assure fiscal responsibility, preserving our status as a Gold Star 4-Season community where we vacation and/or live full-time. Maintenance of our infrastructure is paramount and must be skillfully managed on a day-today basis insuring that unexpected major repairs are minimized and the need for new assessments are decreased or eliminated.

Responsible long-range planning will provide a “road map” which, if followed, will assure a successful future. Notably, the Board must continue to work with the members and our utility company, Roamingwood Water and Sewer, to resolve any existing issues and study the impacts of climate change and new construction on our water table and drainage systems. The Board must also continue to find ways to improve cell signal reception within the community.

We must continue our recycling and waste management protocols to reduce costs and lessen environmental impact. We must remain proactive in protecting our greatest assets, our lakes and streams and forests.

Only by continuing to select qualified leadership will be able to guarantee our

members that their investment remains sound.

My educational and work experiences all contribute to my qualifications for Board membership. My undergraduate studies were at Ithaca College and The University of Hartford. I hold an Associate’s Degree in Medical Assisting from City College of Gainesville, FL. My work experience is in banking, public school business administration, career counseling, small business management and medical assisting.

While I currently serve on the Governing Documents Committee and Public Safety Committee, I believe my skills, interests and abilities will be best utilized as your representative on the Board of Directors.

Jerry Restaino Hello friends, neighbors, and Hideout residents. My name is Gerard Restaino, but I am known as Jerry Restaino. I was elected to the Board of Directors in 2018 for a 3 year term that expires in October 2020.

In 2019 Board members elected me to be the President of the Board, and re-elected me as President for 2020. I have a simple philosophy: you pass this way once and must give back. My background and life experiences as set forth below certainly exemplify that philosophy. I am actively seeking re-election to preserve the Hideout as a Gold Star recreational community and to continue the forward thinking work this Board has accomplished.

I was born and raised in Newark, NJ, and graduated from Newark State Teachers' College in Union, NJ. I have a BA degree in Industrial Arts and began my teaching career in Newark, (1963-65) assigned to two elementary schools teaching deaf and physically handicapped students. It was challenging and emotional. I then taught Industrial Arts at a junior high school in Edison, NJ (1965-70) where I met my wife Judy, who taught German and later on ESL. We were married in 1967 and bought our first home in Metuchen, NJ. During the next several years our two sons, Gary and John, were born.

I was a member of the new Governing Documents Committee (GDC) and am currently the Board liaison to the GDC. Judy is the Secretary of the Lakes Committee, a member of the Hideout Adult Social Group, and is a volunteer at the library in Hamlin.

I consider my background to be unique and comprehensive. From 1963-1965 I was an Industrial Arts teacher (physically handicapped and deaf students) in Newark, NJ. 1965-1970. 1970-1975 I was the fulltime President of the Edison Township Education Association. 1975-1993 I was a member of the New Jersey Education Association staff responsible for bargaining contracts, filing grievances, contract enforcement via arbitration cases, and handling crisis situations.

In 1993 I became an arbitrator on a part time basis, and in 1998 I became a fulltime arbitrator, mediator, fact-finder and conciliator. I have reduced my arbitration, mediation, fact-finding and conciliation practice so I could devote more time to my Board responsibilities and obligations.

To avoid them I suggested, and it was agreed upon, that we establish a policy about our Special or Emergency meetings and prior to any such meeting we ask residents for suggestions that the Board may be able to address.

My wife, Deneen and I, and our three beagles have been permanent residents of The Hideout since 2018. We moved from South Plainfield, New Jersey to The Hideout after my retirement. Since moving to the Hideout, my family, including my granddaughters have been for many visits to enjoy the many features The Hideout has to offer. The many residents of The Hideout have been so welcoming and courteous which has made our experience here wonderful, and if elected as a Board Member I hope I can do the same for others and possibly even make

I have worked on both sides of the table, as a representative for the rank and file of the department as well as management representing the municipality.

I feel that my experience and training has been an essential part of the Board of Directors.

During my time on the Board of Directors, I have always stated that the goal of this current Board of Directors is to stabilize spending and not cut services to the members. I have personally represented The Hideout in purchasing 7 vehicles from the Government Surplus Administration at a cost of less than $70,000.00. One new four-wheel drive pickup truck costs more than $70,000, but The Hideout was able to purchase 7 vehicles. A definite way of stabilizing

Can you believe it’s July already?!

These past few weeks have shown the signs that summer has arrived and with it, the hot muggy weather. Members are reminded to utilize a high SPF sunscreen while enjoying the outdoors to protect yourself from the sun’s harmful UV rays.

The Environmental Department needs your help! The PA Game Commission conducts a Wild Turkey Sighting Survey each summer which has historically been performed throughout the months of July & August. They ask PA residents to provide information on observed turkeys so their Turkey Biologists can better analyze PA’s flock. To try and avoid multiple homeowners submitting data for the same flock of turkeys, which could bias their survey results, I ask that if you see any turkeys while in the community, to reach out to me directly with the following information: *Your name, the date you saw the turkeys, the lot number closest to where the turkeys were observed, and the total number of: Adult Hens, Adult Males, and Poults (the youth). While there are many distinguishing features between a hen and male turkey, try to observe the color of their head, in which case males are typically bright red, blue, and/or white in color and hens are more of a drab color.

Male turkeys also have beards protruding from their chest area, whereas this is an untypical feature for hens. The youth will

be very small, and brown in coloration. Try your best to count accurately and not to disturb them. As always, DO NOT FEED our friends of the forest as there is a $1,000.00 citation for the feeding of wildlife throughout the community.

Homeowners are encouraged to submit their turkey sightings within the community directly to me from July 1st up until August 31st at rhill@thehideout.us OR 570-698-4100, ext.166. Please only provide accurate counts, not guesses, so that we can convey the most accurate information possible. Your assistance is greatly appreciated!

Did you know that July is also Lakes Appreciation month? Our staff, with support from the Lakes Committee, has completed a helpful brochure for lakefront homeowners to learn how to be the best stewards of their living shoreline. This document can be picked up at the POA Registration Office OR members can access it digitally by visiting the community’s website, clicking on the “lakes” amenity tab, and opening up the “Shoreline Best Management Practices” link. ■

What’s “Hiding Out” in our Environment this Month?

The Blue Jay, (Cyanocitta cristata)

A

common staple of backyard bird feeders, the Blue Jay’s presence is not easily overlooked due to its bright blue features and physical stature. Here are some fun facts about this winged wonder you might not have previousy known: • Blue Jays belong in the same Family, Corvidae, as that of Crows, Ravens, and Magpies.

• This species of bird has some of the largest cerebrums out of all known birds, and as such, scientists believe them to be of superior intelligence.

• Blue Jays can be found all over North America and average 11 to 12 inches in length.

• Their straight and sharp beak is perfect for hammering, probing, and carrying away food sources. While the majority of their diet consists of vegetative matter, they will also often feast on various insects and even small rodents or the eggs/nestlings of other birds.

• One benefit of Blue Jays is that in the spring time, they particularly enjoy feasting on the caterpillars of both Gypsy Moths as well as Forest Tent Caterpillars, both of which are major forest defoliators if not kept in check.

• Blue Jays migrate in the spring and fall each year. If visiting the shoreline of Lake Erie in Northwestern PA around May, it is common to view well over 5,000 a day traveling together.

• The blue in this birds plumage is actually not a result of pigmentation but rather due to the feathers structure. The feathers do not absorb the blue part of the light spectrum but instead, cause it to scatter….giving off the apperance of blue.

W

elcome to July!

Facilities staff have been very busy getting The Hideout ready for the recreation season. With the COVID-19 restrictions being lifted and changed on an almost daily basis, I have to commend my team for their hard work this past month.

The pools and beaches were opened with restrictions in place for social distancing. The Housekeeping staff is diligently cleaning and sanitizing these areas to protect you and your families.

We are happy that we were at least able to get these two most important facilities open, even at a reduced capacity. Please adhere to the rules and posted signage not only for social distancing but the general rules and signage for the pools and beaches as they are there to protect you, your family, and guests.

Recycling and trash have continued to see its share of issues and a definite increase in the amount of trash and recycling being disposed of. We contribute this in part to COVID-19 in that many people have had several months of time to be at their homes, cleaning and decluttering. We have increased our staff at the recycling and trash area to better assist our members and we are working hard to keep the area clean and free of garbage and debris. I hope you will notice the difference. As always, we need our members to be mindful of placing their recycling in the correct containers and that only acceptable materials are being recycled. If you have any questions concerning the recycling program, please do not hesitate to ask one of our attendants or you can contact the POA.

With the hotter temperatures we are seeing storms and heavy rains.

Stormwater continues to be an issue through the community and while we are working on various stormwater projects, we are also asking for the members to do their part as well.

As you are likely aware members are responsible for keeping their drainage ditches and swales free and unobstructed with debris, including but not limited to, leaves, stones, gravel, sediment, etc. as well as keeping the pipes in good repair. By keeping your culverts clean and in good repair, we avoid severe runoff and overtopping of the ditches and swales due to a blocked culvert. Excessive runoff and overtopping of the ditches and culverts cause erosion and undermining of roads, driveways, and property, including that of your neighbors. So, help us help you and be kind to your neighbors. Clean out your culverts!

Bulk Garbage Day was held on June 13, 2020 and was only what I could call a success. I personally attended the event and while there were some bumps along the way and not everything ran entirely smooth, I call it a success because of the number of people who came out, the amount of trash we took, and my amazing team who worked tirelessly! We had almost 500 members and filled 14 40-yard dumpsters. Thank you to all of our members for your patience, your cooperation, and your positive feedback.

PHYSICAL THERAPY PREVENT AN OVERUSE INJURY FROM BECOMING A CHRONIC INJURY By: Bernard J. Povanda, PT, COMT, FAAOMPT

A

s we are all getting back outside to enjoy our favorite summer activities, there are a few things to keep in mind. A few of these summer activities and sports can lead to overuse injuries. Some of the most common overuse injuries we treat in my clinics this time of the year are: tennis elbow (lateral epicondylitis), swimmer’s shoulder (rotator cuff tendonitis and impingement), Little League elbow, runner’s knee, jumper’s knee (infrapatellar tendonitis), Achilles tendonitis and shin splints. These injuries are the result of repetitive micro-trauma to the tendons, bones, and joints. These are injuries that occur over time.

During exercise and activities, the body breaks down and then rebuilds tissue.

This is what builds strength in muscles, bones, tendons, and ligaments. If the body is not given adequate time for repair from the breakdown, injury occurs.

Factors that lead to these injuries are by trying to do too much, too soon, and poor technique. Increasing frequency, duration, and/or intensity too quickly is often the culprit. Imbalance between strength and flexibility around certain joints can also lead to injury. Proper footwear and equipment, as well as, proper stretching and warm-ups can also help to prevent these injuries. When an overuse injury is ignored, it often leads to a more chronic injury. The sooner you address the initial pain and seek treatment, usually means the faster you can return to your activity. Address any of those aches and pains now with your local physical therapist before it turns into a chronic injury and cuts your season short! ■

COMMITTEE MEETING MINUTES

Public Works Committee Meeting Minutes - June 10, 2020 Call to Order: The meeting began at 10:00 Pledge of Allegiance Present: Robert Addieg, Andy Vuolo, Rich Maxwell, Rich Straczynski, Laura Rusnak, Heather Hopkins – Facilities & Environmental Manager, Tina Fairfax – Facilities Coordinator Excused: John Thompson, Michelle Popadynec, Karl Englert, Mike Terranova, Craig Rafaniello Minutes from meeting on March 11, 2020 for approval. Any changes, questions or comments: The minutes were approved with no changes.

DISCUSSION Rich Maxwell introduced Heather Hopkins, new Facilities & Environmental Manager, gave her a brief overview of how the committee operates. The committee welcomed Heather.

Heather informed the committee of the following: • Swim Lines have been installed in preparation for pool opening.

• The Clubhouse is also being prepped for the summer season.

• Recycling is now being staffed from 8 am – 8 pm every day to assist membership.

• Stormwater: -Lot 2917 S. Fairway is being worked by Augello Excavating Inc. -We are getting approval for Greg Kovaleski Masonry & Excavating to repair the hole on S. Fairway.

-Work on Lot 1934 has been completed.

-1101 culvert upgrade has been completed.

Trash & Recycling: Mike Terranova appeared briefly from his other meeting and informed the committee that the Trash/Recycling CMR needs to be resubmitted to the Board. Tina will email the original CMR to Mike for review/ editing then prepare it for Rich Maxwell’s signature and resubmit it for Board review.

Hideout Roads: Bob Addig read a report regarding a survey of the roads he had conducted between North Fairway and the Woodworkers building.

A lengthy discussion ensued regarding maintenance of Association roads. A brief history of the road issues as well as the Maintenance Dept. crack sealing endeavor was given. A discussion from the February meeting was rehashed including, obtaining a copy of the original contract for the road paving, and the need for the Hideout to have independent inspectors for projects of this type.

Heather reminded the committee that the

Maintenance Department is working to their best capacity, but there is much work to do to prepare for summer as well as work that needs to be caught up on due to the COVID pandemic.

Laura informed the committee that parts of the edges of road on LVDW may be compromised. She also informed the committee that she had sent an email to Assistant Community Manager, Ryan Hill regarding this issue and will forward a copy to Heather for her review. Heather informed the committee that we are well aware of the stormwater issues in the community and there are many contributing factors including clogged culverts which need to be addressed by property owners. Clogged culverts lead to debris collecting in the catch basins.

She went on to explain that an engineer will be brought in to assist with plans for addressing stormwater issues throughout the community but this will be a huge undertaking and will take some time.

Clubhouse Ramp and Guardrail: Bob also alleged to the committee that the rehab of the ramp at the Clubhouse on the side of the Bistro and the guardrail is not up to code. He handed out copies of the code he was looking at. A discussion was held regarding which codes Wayne County is following. Heather informed the committee that we are in the process of procuring a complete copy of OSHA codes.

I. Rivera welcomed everyone back during a Zoom meeting for our first meeting since November.

A. Miller, our Board liaison, provided kind words and support for the Board and the Management team as they dealt with the COVID-19 pandemic.

Heather Hopkins, the new Facilities and Environment Manager, was introduced. She then provided some background information relevant to her time with Brookfield Renewable at Lake Wallenpaupack and her extensive experience in shoreline management.

UPDATES AS OF JUNE 6, 2020, FOR LAKES MANAGEMENT

The implementation of the socks is low tech, the materials are low cost and would result in an approximate cost about 1/3 of the budgeted amount of the Alum System.

We are waiting for additional details. Once further information is obtained, the Lakes Committee will be consulted to determine the best course of action to go forward.

RockFrac: During the last meeting, the committee was informed that this project would not be financially feasible so was tabled. H. Hopkins spoke with maintenance regarding our safety buoys along shoreline areas of most concern. She will consult with PA Fish and Game Commission and the Lakes Committee before adding any additional buoys. J. Silverman voiced concerns about adding additional buoys in Roamingwood as they could make it more dangerous for recreational boaters.

Stormwater BMP’s/Enhancements Around Lakes: A couple of culvert upgrades were started in late May and early June. It is hoped that the others will be completed in the near future.

Entrance Pond: A work order has been entered for maintenance to install a gravel access ramp for the entrance pond to be utilized by NatureWorks and PH. Brooks Spillway Rehabilitation Project: E&SC Plan for repairs were updated and emailed to Keith at the Wayne Conservation District in March but Dr. Givler has not had a response so R. Hill asked him to resend the email to Wayne Conservation District with a copy to H. Hopkins and R. Hill.

Bethnic Macroinvertebrate Study: Macro studies were conducted at Brooks and Deerfield Lakes. At Site #1 on Brooks the findings indicted poor/fair water quality, and at Site #2 good water quality. On Deerfield Site #1 indicated fair water quality, and at Site #2 it was poor/fair.

Wood Duck Nesting Boxes: They continue to be active, and an occupied nest at Deerfield was observed.

Vertex Aeration Units: A work order was entered for the maintenance staff to make some cosmetic upgrades to the Deerfield shed to match what was done at Brooks. H. Hopkins will ensure that it gets spruced up soon.

Pickerelweed Transplant: A few of the plants will be moved from Big Spring Pond to the Entrance Pond.

Invasive Plant Initiative: Plans are still being finalized with the Wildlife and Forestry Committee on logistics and timing for the dispersal of native plants to the membership. If they are able to get this project going for this summer, they are moving to more of a “giveaway” rather than a swap.

Microbac: Microbac was on site on May 28th and began their weekly sampling of the waters at North beach, Main Beach and Main Marina for the 2020 season. All levels were within acceptable limits.

5 Year Lakes Management Plan: This is a living document and will be added to or modified as new and best practices are considered. (continued on page 20)

GOLF SIMULATOR The brand-new Golf Simulator is up and running. Groups will be limited to four and you must practice social distancing. If you wish to use the Golf Simulator please call Recreation to reserve a time.

The cost is $25 an hour per group and we also have different 9 and 18 hole specials.

Again, you must call and reserve a time.

The simulator will be open from 9:00 a.m.5:00 p.m., Tuesday through Sunday.

As of this time, we will not be renting out any clubs and you must bring your own clubs and balls. This will be subject to change when the time is right.

s we move through the month of July, we are happy to announce that our Recreation Amenities are opening.

My staff has been working extremely diligently to implement new guidelines that allow our amenities to be open to The Hideout members. The safety of our community members (and our staff) is my top priority and I will do my best to enforce our new rules and guidelines.

These rules should be made clear to members and staff; I need everyone’s help to ensure these new rules are followed. With that being said, we have drawn up several proposals and ideas that will allow us to keep the amenities open.

We have worked very closely with the PPRS (Pennsylvania Parks and Recreation Society) and The Hideout Administration team to open amenities up in a safe and effective manner.

These amenities will be open at 50% capacity and social distancing will be enforced.

● The RSC will be open from 8 a.m. 5 p.m. daily with available court bookings until 8 p.m. ● The Fitness Center will be open: ○ Monday - Friday 7 a.m. - 7 p.m. ○ Saturday 7 a.m. - 4 p.m. ○ Sunday 7 a.m. - 3 p.m.

● The Woodworkers Shop will be open daily (regular rules apply) ● The Nubia Malkin Art Center will be open Tuesday - Sunday 12 p.m. - 5 p.m. ● The Pools and Beaches will be open daily from 11 a.m. - 7 p.m.

The Recreation Department has added four months on to everyone’s Fitness Center contract, or has added the remaining time left on the contract when the center closed. If you feel that this procedure does not accommodate your current situation, my team will handle any issues on a case-by-case situation.

I would like to thank the community members for their patience during the last few months. My staff is looking forward to bringing things back to normal and helping people make the best out of their Hideout experience. Boating - Lake/Marina Rules 1. All watercraft owners are required to register their boats and pay the appropriate fee(s) with the Hideout Recreation Department. Additionally, all owners of watercraft (20 horsepower or more) must have a minimum of $250,000 bodily injury liability insurance coverage and $50,000 property damage liability coverage. Owners of watercraft nineteen (19 horsepower) or less (not including electrically powered) must have at least $100,000 in liability insurance. Electrically propelled watercraft(s) needs a State Registration but does not require a Certificate of Insurance.

2. A Certificate of Insurance for the appropriate amount of liability coverage from the insurance company listing the Hideout POA as a coinsured party must be presented at the time of registration.

3. Personal watercraft and motors must be available for inspection accompanied by a current State Registration.

4. The maximum size for any registered watercraft cannot exceed 90 horsepower unless registered before June 1983; Personal Watercraft, i.e. Jet Skis and Wave Runners are subject to a Maximum of 110 Horsepower, Provided the PWC has a 4 Stroke Engine, Maximum Horsepower for a 2 Stroke Engine is 85 Horsepower.

5. The maximum length of watercraft permitted on Hideout lakes is seventeen (17) feet unless registered before June of 1983.

6. All lake activities must comply with the Pennsylvania Fish and Boat Commission. For a complete listing of PA Fish and Boat Commission Safety Rules and Regulations contact Northeast Region office at (570) 477-5717.

7. All power watercraft must travel in a counter-clockwise direction.

8. Double water skiing (including towing of two skiers/two tubes) is prohibited on Fridays, Saturdays, Sundays, and Holidays.

9. The PA Fish and Boat Commission regulated the minimum age of all watercraft/PWC operators. No person 11 years of age or younger may operate a watercraft/PWC propelled by a motor greater than 10 horsepower. No person 12 to 15 years of age may operate a watercraft/ PWC propelled by a motor greater than 10 horsepower without obtaining a Boating Safety Certificate, a copy of which must be on file at the Hideout Recreation Department. Furthermore, anyone 12 to 15 years of age may not operate a PWC with any passengers on board 15 years of age or younger.

10. All persons in a watercraft must be seated while in operation.

11. Launching and landing of water skiers from docks or shoreline is prohibited.

12. All power watercraft must observe the one hundred (100) foot minimum swell speed regulations when operating near all regulating buoys.

THE HIDEABOUT NEWSPAPER 13. Water skiers directly ahead of or behind another boat are prohibited.

14. Each water skier (including tubers) must wear U.S. Coast Guard approved personal flotation devices.

15. When water skiing or tubing, there must be one observer facing (spotting) the skier or tuber at all times.

16. Water skiing and/or use of personal watercraft(s) (PWC’s) is prohibited before 8:00 a.m. and after sunset or when visibility becomes poor.

17. All boating activity must cease on any lake during electrical storms or conditions that may result in personal injury.

18. All watercraft must be equipped with U.S. Coast Guard approved wearable personal flotation devices for each person on board.

19. Placing of buoys in Roamingwood Lake is prohibited except when authorized by Association management.

20. Inflatable rubber rafts, without attached motors, are to remain within one hundred (100) feet of the shoreline if they are approved to carry only two or fewer occupants. Rubber rafts approved for three (3) or more occupants may go beyond this limit and must be registered as a nonpower boat with the Recreation Department.

21. Main Lodge docking facilities are reserved for all watercraft; these facilities are intended for temporary use only and are restricted to 30 minutes per watercraft.

22. All users of sailboats must maintain a proper lookout at all times.

23. Rowboats with or without motors are not to occupy marina dock slips.

24. Motorized vehicles are not permitted on frozen lakes at any time.

25. Guests are not permitted to register any type of power watercraft for use on any Hideout Lake.

26. Deerfield and Brooks Lakes are reserved for fishing and nonpowered boating. Electrically trolling motors are permitted.

27. An immediate fine of $500.00 and the potential suspension of lake privileges will be assessed for the following infractions (Amended by the POA Board/1998):

• Operating a watercraft on any lake which is in excess of established horsepower and length regulations on any lake;

• Misrepresentation of documents required for registration of watercraft.

28. Marina space renters failing to remove their watercraft by designated date shall be subject to a fine plus costs to remove and all subsequent costs incurred. This violation may result in suspension of future dock use.

29. Washing of watercraft in launching areas, beaches, and lakes is prohibited.

30. Watercraft may not be anchored within 100 feet of any roped swimming area or park areas.

31. A moving watercraft shall not overtake or pass another watercraft within the 100-foot swell rule.

32. Personal watercraft operators must possess a Boating Safety Education Certificate pursuant to PA Commonwealth Statute, effective January 1, 2000. The Statute provides for a $50.00 fine for the first offense and a $100.00 fine for each subsequent violation of the Fish & Boat Commission Regulations. (Amended by the POA Board, April 29, 2000) 33. A mandatory fine of $250.00 for the first offense and $500.00 for the second offense will be assessed to anyone who has not successfully completed the Boater Safety Education Course regarding the operation of PWC. 34. A mandatory fine of $50.00 for the first offense and $100.00 for the second offense for anyone who fails to possess a Boating Safety Certificate while operating a PWC. 35. A mandatory fine of $500.00 will be assessed to anyone who operates a watercraft in a reckless manner. In addition, the Board reserves the right to suspend the Lake and Marina privileges of said violator.

36. Everyone fishing must display a current Membership Badge along with his or her Pennsylvania Fishing License (required of all persons 16 years of age and older). Violators are subject to fines by the Pennsylvania Fish and Boat Commission as well as the POA. 37. Roamingwood Park: Open fishery to harvest fish per Pennsylvania State Fish and Boat Commission Regulations but recommend catch and release. Follow state guidelines with the following exceptions: Exceptions: Use of Alewife and Golden Shiners for bait are prohibited Bass - Cut state limits in half. Therefore: Jan 1 - Apr 17 and Nov 1 - Dec 31: 15’, 2 (combined species) Apr 18 - Jun 12: NO HARVEST Jun 13 - Oct 31: 12’, 3 (combined species) Walleye - NO HARVEST (year round) No harvesting of Walleye or Grass Carp. A fine of $125.00 per fish not immediately returned to the water will be imposed for failure to comply Deerfield Lake: Open fishery to harvest fish per Pennsylvania State Fish and Boat Commission Regulations but recommend catch and release. Follow state guidelines with the following exceptions: Exceptions: Use of Alewife and Golden Shiners for bait are prohibited No harvesting of Grass Carp. A fine of $125.00 per fish not immediately returned to the water will be imposed for failure to comply Brooks Lake: Open fishery to harvest fish per Pennsylvania State Fish and Boat Commission Regulations but recommend catch and release. 38. Fellow members for various recreation activities share the lakes in The Hideout. It is essential that all who fish clean up their sites before they leave. Litter, including bait containers, fishing line and plastic and paper wrappers are unsightly and a potential danger to our wildlife friends.

39. Members are urged to use extreme caution while fishing from rowboats or canoes. Coast Guard Approved Personal Flotation Devices are required for each occupant on all types of watercraft on all waters in the State. Any boats using a motor must be registered with the PA Fish Commission. All boats used on any waters in The Hideout must be registered with the Recreation Department and display the current year’s registration sticker.

40. Ice Fishing is not permitted on any of the Hideout Lakes.

41. Dock spaces involve a waiting list for members that, once selected, dock space remains with the member in good standing each year, contingent upon payment of the yearly season rental fee.

CAUTION: ALL FUELING AND RE-FUELING OF WATERCRAFTS MUST COMPLY WITH BOATER SAFETY HANDBOOK WITH REGARD TO VENTILATION AND FUELING. *****NOTICE***** Effective September 28, 2013 – At the Executive Session of the Board of Directors the Board passed the following resolution to improve our lake water quality as well as boating safety on Roamingwood Lake. The motion reads as follows: To decrease both the noise on and oil pollutions in Roamingwood Lake, Effective January 1st 2014 all new gas powered boats being registered for the first time in the Hideout must be equipped with FOUR STROKE MOTORS. The maximum horse power remains at 90hp! The boat length restriction will remain at 17 foot, but will no longer be measured by the Recreation Department.

Also, to eliminate concerns and confusion on how a boats length will be measured before it can be registered in the Hideout, effective January 1st 2014 all new boats being registered in the Hideout for the first time must present official documentation (copy of title or registration) from the State in which the boat is registered that shows that the boat’s length does not exceed 17 feet. ****Used boats owned by a Hideout Property owner and were previously registered for Roamingwood Lake and are sold to another Hideout Property owner for use on Roamingwood Lake will be considered “grandfathered” and will be exempt from the Four Stroke Motor only restriction. ■

he regular monthly meeting of the Salem Township Board of Supervisors was held on May 12th, 2020. The Meeting was called to order by the Chairman with all members present and the Pledge of Allegiance was then recited. The minutes of the April 14th, 2020 meeting were approved as presented with no comments or corrections on a motion made by Dennis Chapman 2nd by Robert Wittenbrader with all in favor. There was no Planning Commission meeting.

he regular monthly meeting of the Lake Township Board of Supervisors was held at the Lake Township municipal building on May 5th, 2020. The Meeting was called to order by the Chairman, Supervisors, Scottie Swingle, Timothy Jaggars, and Fred Birmelin were present.

T. Jaggars moved to approve the minutes of the April 7th, 2020 regular monthly meeting, carried 2-0-1 abstaining. S. Swingle moved to approve the treasury report for April 2020, carried 3-0.

Public Comment: None Subdivisions: Clause/Quayle subdivision lot consolidation was reviewed.

This submittal was made previously but due to the sale names needed to be changed for proper filing and recording.

F. Birmelin moved to approve carried 3-0.

Correspondence: 1) Wayne County Recycling wrote noting the reopening of recycling at the Township locations.

Restarting May 9th 2020. T. Jaggars issued a Thank You to Bernice and Glen Fiorellii for the cleanup of Wallace and Miller Road. They noted a dump truck full of garbage was picked and bagged.

Roadmaster’s Report: S. Swingle reported that during the month of April they handled a few storms that caused a little wind and water damages.

T

he Golf Course and Pro Shop are open with restrictions.

Everyone will practice 6 foot safe distancing. Face masks will be worn inside the Pro Shop. There is hand sanitizer outside the Pro Shop door, please utilize it.

Tee times have changed from 10 to 15 minute intervals to avoid congestion on the course.

Reservations are strongly encouraged as we may not be able to accommodate walk-ins.

Our hours of operation are 8:00 a.m. until 5:00 p.m., 7 days a week. Currently there is only one golfer per cart unless the two golfers are immediate family members or both parties agree to ride together. There are currently no club rentals. Only 4 customers in the Pro Shop at one time.

Golf fees remain the same as they were in 2019. There have been no increases in over 10 years. Ten play cards for green fees and carts will still be available in the Pro Shop. You pay for 9 rounds of golf and receive the tenth one free. Same goes with the golf cart cards.

Golf tournaments are still suspended.

The Tuesday and Thursday

men’s leagues are currently playing adhering to all of the safety guidelines.

There is no touching or removing the flag from the hole for any reason.

You may now play from the bunkers. Smooth out your divot marks with your foot as there are still no rakes on the course.

The practice areas and nets are open with minimum physical distancing requirements followed.

The dress code rules remain in effect. Proper golf attire is required at all times.

All changes and restrictions are subject to change as COVID-19 rules are modified.

There is no one allowed on the Golf Course after hours unless you have a golf pass and make arrangements with the Pro Shop prior to closing.

Because of the reduction in the number of Tee times, if you are a single or a two-some you may be paired up with other golfers. We are very busy and most tee times are being maxed out especially on weekends. Please bear with us.

FINDING GUIDANCE DURING A DIFFICULT TIME IS COMFORTING.

C

ommittees are an important part of our association operations. Committee members help keep our community vibrant; and, by augmenting paid staff, they save the association thousands of dollars each year.

The association just wouldn’t be what it is without our active and effective committees. They deserve our sincerest thanks. However, to be successful, our association needs to cultivate fresh ideas and encourage additional resident involvement in our committees; so, we’d like your help on one of our committees.

Committees give the Board a way to gather information, offer new ideas and opinions and provide a training ground for future Board members. All committees are advisory to the Board unless given specific decision-making authority by the Board or our Governing Documents. Each committee has a goal and mission statement to help it succeed as a community resource.

Our association has three types of committees: • Board appointed committees, like our ECC, Disciplinary, Budget and Nominating, are established by the Board for a specific purpose under the supervision of the Board. These are required by our Protective Covenants or

By Laws. They often have clearly defined power and authority.

Appointments are made for a three year term; however, there are no term limits as to how many terms someone may serve.

• Standing committees, such as Food and Beverage and Recreation, are ongoing and have members who have expertise with a specific area within our community.

These committees generally make recommendations to the Board pertaining to the specific area.

• Ad-hoc committees, such as Governing Documents, are established by the Board as needed for specific projects and tasks. When the task is complete, the committee is disbanded.

A

Hideout Building Permit is required for the installation/operation of any “non-portable” residential whole house/ stand-by electrical generator. Small portable units are excluded. A separate permit is required if you need to install a propane tank to fuel the generator.

ALL applications for permits are located on The Hideout website or you can get any permit application at the POA Office.

IMPORTANT PORTABLE GENERATOR SAFETY TIPS: - Never operate a generator indoors - it can cause unintentional carbon monoxide (CO) poisoning. Carbon Monoxide is a colorless, odorless gas which, if inhaled, can be fatal.

MY OLD OAK TREE WHISPERS I know I hear her whisper as I hug my old oak tree That’s been growing by my window all my life so happily Its leaves just started blooming as it has throughout the years For just a week it brings on my allergic blooming tears It did not take till I was four to climb her with my friends We carved our many names some since have found their end

She grew so big my dad said “I’ll have to chop her down!”

We printed signs and ran around the town We all ganged up against my dad demanding she should stay And there she stands whispering as I hug her today We saved her for the birds who return to build their nests We saved her so they may sing and feed on nasty pests We saved her for the world to see Nature at her best Standing tall relentless passing every test I wonder if a tree can sense you near and know you care I wonder if they live as us feeling love and feeling fear When they lose their leaves in Fall and sleep the Winter through As they awake in Spring are they waiting there for you Who can say what Nature planned the day she brought her here Who can say or deny she knows you’re standing near On that day I pass away if her leaves still cast a shade Plant me near so I may hear her whisper from the grave.

HIDEOUT SPORTSMAN’S ASSOCIATION

Since 1995, the Hideout Sportsman’s Association has strived to improve the knowledge and skill of its members and neighbors in matters related to the proper care and handling of firearms, the management of shooting ranges and to develop fellowship, sportsmanship and good citizenship among its members. To that end, the Hideout Sportsman’s Association will partner with a local state-ofthe-art indoor shooting range to offer courses in basic beginners pistol shooting and safety classes.

These courses and others will be offered through the Hideout Sportsmen’s Assoc. for a limited time. Interested individuals should contact Lyle at (570) 647-6270 for details.

The HASG was formed in 1980 to provide an opportunity for Hideout members, including renters, age 40 and over, to meet with and socialize with other members of our community. If you enjoy meeting new friends, socializing with old friends, and like to party, then the H.A.S.G. is for you. Typical events include dinner dances, picnics, luaus, a “social” golf league, local outings, travel, and anything else you can think of that involves socializing, dining, and just generally having a great time with wonderful friends new and old. The H.A.S.G. meets the second Thursday of each month (except December) at 1:00 p.m. at the Main Lodge. Refreshments are always served. This is a good time to review definitions of property lines, setback, and easements as applied in the Hideout. When you hear that someone has a setback, you usually expect something not so good. It’s a completely different case when the term is applied to property boundaries. Setback Lines actually protect your property!

Building set-back lines are usually intended to govern permanent structures like your house or garage.

What is a Setback? A setback is a defined space in which no structures (as defined by Land Use Code) may be located, except where specifically allowed by the Code. Setbacks are required along front, rear, side property lines and additionally with some “easements.”

How are Setbacks measured? In most cases, setbacks are measured from the property line. However, when measuring a front setback line abutting a public street the setback is measured from the center line of the right of way. Your property line is coincident with the edge of the right of way. Since the right of way can contain unimproved shoulders, you should not assume that your property line is at the edge of the curb or paved edge of the road. Typically, your property line is several feet from the road improvements.

property lines. The easement may be located partly or entirely on your property.

When a front yard setback is required from an easement located on a property, the setback is measured from the interior edge of the easement.

Are Setbacks required from anything else? In most cases, buildings may not be built over utility easements (e.g., power, water, sanitary sewer, storm sewer, and telecommunications) without written approval from the associated utility. We all have easements on our Hideout property lots. These easements are shown on your recorded plat Land Survey and title report.

How large a Setback is required? That depends on where the property is located and whether the setback is along a front, rear, or side property line. For example, in the Hideout, the following Setbacks are required: Front - 25’; Rear - 25’; Sides - 10’. Also, within these setbacks there are “easement lines” (Front - 10 feet, Rear - 10 feet, and each Side - 5 feet).

Please note that the 25 foot front area starts at your property line, not at the edge of the road. The property line to the road is POA property. Also, in Pennsylvania, only a state licensed surveyor may set the property corners.

What is an Easement? An easement is defined as a right that one party has to

use real estate that is owned by someone else. The rights of the easement holder regarding usage of the property are specific and typically limited. Property ownership or possession is not impacted by an easement. The property owner gives up only defined rights on that portion of the property that is used for purposes of the easement. Common easements are those that are given to public utilities such gas or telephone companies to run lines under/over private property.

Utility easements such as power, phone, water and sewer are examples of easements that benefit the Hideout. Such is the case with RS&W. As a general rule, the grantor of the easement can make any use of that property as long as it does not unduly interfere with the rights granted to the easement holder. Typically, the owner granting the easement cannot build/ place structures or obstructions within an easement area or otherwise hinder access to that area.

A utility easement grants the utility company the right to use and access a specific area of a property. The area covered by the easement is usually clearly defined in the text of the easement, and the easement is attached to the property deed so that it will persist even when the property is transferred or sold. Utilities can request an easement for any number

of reasons. A classic example of a utility easement is an easement which allows the power company to run electrical lines along a property, and to install utility poles if the property is long enough that the lines cannot pass over the property without support. The utility has the right to utilize a strip of land for the lines, and to enter the land to access the lines for maintenance and repair, which can include tree trimming, replacing rotted utility poles, and relocation of any conduits, cables, wires, towers, and poles.

What about these Property Easements?

Every Hideout property has “easements” – legal rights that others have to use parts of a land owner’s property.

Despite their prevalence, easements are often misunderstood and in some instances, people are not even aware that easements exist. As a property owner you can benefit from a basic understanding of easements. That understanding helps you avoid problems (permanent placement of landscaping, trees & shrubs, rock gardens, landscape lighting, fences, etc.) that can arise within the easement area.

By keeping these areas free of plantings or other obstructions, you can enjoy what you have planted without worrying that it may be in jeopardy in the future. ■

ATTENTION MEMBERS When your guests come to visit, please make sure that they know your lot number when registering at the gate. This will expedite entrance into the community.

HAVE GUESTS COMING TO THE HIDEOUT FOR A VISIT? You can register your guest online or using your mobile device including Apple, Android and Blackberry. To register please visit the Hideout website http://www.hideoutassoc.com and click on “On-line Guest Registration” to fill out the form. Once signed up, you will receive an email with directions.

LAKEVIEW AND WOODPOINT COURT A dangerous condition arises on busy weekends from vehicles parking on the side of the road on Lakeview and Woodpoint Court. Vehicles parked on the side of the road in this location impede traffic and could possibly block access to the area by emergency vehicles. Due to this condition the Board has passed a motion deeming Lakeview and Woodpoint Court “Emergency Access Roads.”

No parking will be permitted on the side of the road in this area. The Public Safety Department will aggressively enforce this rule. Anyone who parks in this location will be subject to a $125.00 fine and a $250.00 fine for repeat offenses.

AMENITY BADGES All Hideout Members must have a current Amenity Badge on their person in order to use any of the Hideout’s Amenities. Guests must also show their guest badges at all times. There are no exceptions to this rule!!!

SOCIAL MEMBERSHIP CARDS All members and their guests must have their Amenity Badges at all times throughout the community. In order to use our food & beverage licensed facilities, you must either be with a member or have the member purchase a social membership card for you. Social Membership cards are available at the Clubhouse.

The Hideout Adult Social Group (HASG) is expanding our recently-formed Good Neighbors Club. We are pleased to coordinate the following Good Neighbors Club services to all members of the Hideout Community: 1. Many of us own wheelchairs, walkers and other medical equipment that we are not currently using. Others are in need of some of this equipment for a period of time. The HASG is compiling a list of such equipment.

The intent is to have a central contact point where those in need can inquire about who may have the equipment they need and be willing to loan it to a fellow Hideout member. If you possess such equipment and are willing to help out by lending it to a Hideout neighbor, or if you are in need of same, please contact Louise Brevet, Chairperson at (570) 698-5102, or Judy Restaino, Co-Chair at (570) 698-9840.
