President’s Message

B

ased upon current issues I think it is most appropriate for me to reference Lake/Marina Rules, wearing of masks and the odor emanating from RS&W. Personal Watercraft (PWC)

As I sit on my deck and watch the use of PWC by adults and teenagers, I have a sense it looks tempting to do. My sense of happiness quickly turns to the realization that it is another machine I would need to maintain and store. So much for that thought.

Nevertheless, I see serious safety and rule violations with the use of PWC. Rule # 10 of the Lake/Marina Rules states that “all persons in a watercraft must be seated while in operation.” That includes speedboats and pontoon boats for obvious reasons. However, PWC, which are wave runners or the original Jet Skis seem to enjoy pushing the rules to the outer limits.

It is not uncommon to see the operator of a wave runner standing up as they maneuver and traverse Roamingwood Lake. Not only is it wrong, improper and a violation of Rule # 10; it can be absolutely dangerous.

I recognize some residents including teenagers and millennials will strongly suggest I have no idea what I am talking about. I will probably be referred to as an “old fuddy duddy.” I can accept that because at the July 25th Board meeting I was referred to as “old.” Having done foolish things when I was young gave me the wisdom to recognize bravery was injurious to my well-being. It also gave me the opportunity to reach senior citizen status in one piece. Simply put, be careful when using PWCs, and remember Roamingwood Lake is not your private lake, and others are using the Lake for their enjoyment.

The original Jet Ski is a whole issue unto itself. These units are operated while standing up, which means Rule # 10 was written after Jet Ski’s appeared on the Lake. Therefore, it would be difficult to cite an operator of a Jet Ski if he/ she is standing. They can be cited for violating Rule # 12 which states: “All power watercraft must observe the one-hundred (100) foot minimum swell speed regulations when operating near all regulating buoys.”

This is not confusing. It simply means that within that one-hundred (100) foot area from the shore line to the buoy, is a no wake zone. It was designed for kayaks, canoes, paddle boats, paddle boards, and any other non-power watercraft I have not listed. The no wake zone was not designed for individuals to test the boundaries of aerodynamic limits. Yet that does happen and is dangerous to non-power boat operators as well as the Jet Ski operator.

While using a non-power boat (NPW) in that “no wake zone”, a NPW operator does not expect wakes that can rock their NPW. That is considered reckless and can result in a $500 fine and potential loss of Lake privileges. (Rule # 36: A mandatory fine of $500.00 will be assessed to anyone who operated a watercraft in a reckless manner.

In addition, the Board reserves the right to suspend the lake and Marina privileges of said violator.) Power boats are allowed in the (100) foot area if they do not make any

wakes.

The above is cautionary for all those who operate a PWC or any power boat and is fair warning to be cautious and vigilant when you are using any type of watercraft be it power or non-power.

You have the right to ignore my comments. You also have the right to be cited for being unsafe and reckless on the Lake. Not a threat, just a reality check.

Wearing of Masks I think it is terrific that so many of our residents are wearing masks when they enter the POA, go to trash/recycling and our other facilities. Yet not all residents are wearing masks when they pick up their mail. A recent study by Duke University showed that cotton masks are as effective as surgical masks. That study also indicated that N-95 masks which hospital workers are wearing (I think) are the most effective. In addition, neck gaiters, which are made of a thin, stretchy porous material do not provide an effective barrier as masks made of a tightly woven fabric.

Studies and opinions vary.

All the studies by CDC, Duke University, and many others will have no impact if people still refuse to wear a mask. In last month’s column I referenced that my wearing a mask is a level of respect I show to anyone near me regardless of the setting. I still see some residents leaving their cars at trash/recycling without wearing a mask. There is a large sign at trash/ recycling that informs you upon exiting your car to please wear a mask. The signs, email blasts, and this column is ample notice that you must wear a mask.

Wearing of masks was reviewed by the Board on August 14th. We are seeking voluntary compliance. PLEASE WEAR A MASK. Odor emanating from RS&W I have had numerous conversations with Jack Lennox from RS&W about the odor.

On page 41 of the August Hideabout Jack indicated how he is addressing the odor problem. I do not live by the marina and have experienced the odor either driving past the marina or in my pontoon boat in the vicinity of the marina. There is no simple answer to this odor problem. The POA does not have the power or authority that some residents think we do as it pertains to RS&W. Contrary to the view of some residents, the POA and RS&W are two separate entities with separate governing Boards. I welcome any scientific suggestions from our residents to combat this odor problem. Please email me with your suggestions or complaints about the odor.

Community Manager’s Message

W

e have enjoyed a warm summer so far, and some of our amenities, limited as they must be because of COVID-19, are doing well under these very unusual circumstances. Golf is enjoying a rewarding summer with many new faces using the course. The course is in excellent condition, and we have received very positive reviews by the members and guests using the amenity. The pools have reopened, and our aquatic staff has been cleared to return. Our employee who unfortunately suffered from the virus has recovered, and we are thankful for their return to health. Many members are enjoying use of our lakes and our outdoor facilities. Our maintenance staff has been busy keeping our outdoor amenities clean and in good order. The lakes are in great condition because of the oversight and care of the Environmental Department.

Besides their safety features, the carpets allow for more efficient use of the amenity. The Tube Run is one of the most sought after uses of the Ski Hill. The old rope tow allowed only 20 participants per hour while the new magic carpet will allow between 50 to 60 participants per hour.

We have enjoyed a very busy season in the Registration Department. The Hideout has seen an unusual amount of homes sold during the last months.

Chairman's Message I t was nice to see that after some trial and error, the hours for trash and recycling have been adjusted. I would like to think that anything new that we do within The Hideout is not carved in stone.

Adjustments will and have been made to ease in any new applications for the members.

I would like to commend our facilities manager and the supervisiors at Public Works and Maintenance. After the enormus storm on August 4th, the employees of The Hideout stepped up to the plate once again. After only several days, they had things repaired and back to normal.

The currect Board of Directors along with Community Manager, Larry Frotten and his staff, are constantly looking for ways to upgrade our equipment. I am happy to be directly involved in this process. Recently a piece of equipment was purchased for the ski hill. Our snow guns were being towed up the ski slope with our Snow Groomer. This type of vehicle was not designed to tow anything. Fearing damage to the Snow Groomer, a very expensive piece of equipment, I was approached by Community Manager, Larry Frotten to see if I could find a UTV (Utility Task Vehical) also known as a side by side for the Ski Hill. After researching the cost of a new unit, I was able to find a gently used 2015 Cub Cadet Challenger 500.

This unit had only 15 hours of useage.

It had upgraded wheels and tires, a

windshield, roof and rear window.

It also had side doors and a winch.

All of these items are add ons at an extra cost for each item. The cost of this used unit was only $6250.00.Another savings for The Hideout.

I would like to ask our members to please get involved in keeping our community moving forward. There is an upcoming election for two seats on the Board of Directors. I would hope that members in good standing would utilize their vote. We need more members to be involved.

Due to Covid 19 restrictions, our staff have to think ouitside the box.

The Registration Department has been greeting new members outside of the office on the front porch of the POA building. Masks and social distancing are utilized. Masks are mandatory when entering any building within the complex, including the mail boxes and Trash and Recycling. I wear a mask to protect others. I would hope others would do the same to protect me. It's a simple thing that will help stop the spread of this virus.

As always, I ask our members to please be kind to one another. Please be kind to our staff while in the proformance of their jobs. We are all in this together.

Public Safety Corner A s the busy summer season winds down and the leaves begin to change, I would like to talk about keeping The Hideout beautiful. We have been encountering some issues with people not cleaning up after their pets. Many communities and municipalities require cleaning up after your pets, as do we here in The Hideout. Failure to clean up pet excrement is a citable offense that carries a $50.00 fine for the first offense and a $100.00 fine for repeat offenses.

People often believe that leaving dog waste to decompose is good for the lawn, but the truth is that dog poop is toxic to grass. Unlike cow manure, which is basically composed of grass, a typical dog's poop, which is made acidic through natural digestive processes and their microbiome, is enough to destroy the grass underneath it. In fact, the Environmental Protection Agency describes dog waste as containing two types of pollutants: nutrients and pathogens. Dog waste that gets washed into waterways may carry pathogens that affect living things in the water and can make people sick that are in contact.

Also, nutrients released from dog poop can stimulate the growth of algae and

other plant life, making the water unsuitable for recreational uses.

Even if your dog doesn't show any symptoms of illness, their waste could still carry bacteria and parasites that are harmful to other pets and humans. And you don't need to come into direct contact with dog poop in order to contract an illness from it, diseases in poop can be transmitted by flies or other pets that come into contact with it. If you've ever had to clean dog poop from the bottom of your shoe, you don't need to be told stepping in the stuff can ruin an unsuspecting person's day. Add to that the impact dog waste can have on the environment and public health, and it's not hard to see that picking up after your dog makes you not only a responsible dog owner but also a considerate neighbor. So please, it's simply the right thing to do.

Facilities Corner A

ugust was a busy month for the facilities department as Mother Nature brought us considerable rain events that has resulted in a long list of stormwater repairs and maintenance projects for our team. We appreciate our members’ patience as we navigate through the multiple reports of damage and work to remediate the issues that caused the most damage and potential safety hazards. While on the subject of stormwater, it is paramount that our property owners share in the responsibility of helping us to maintain the stormwater issues by making sure that culvert pipes under driveways are cleared of debris, rocks, and accumulated sediment as well as cleaning out the ditch to either side of the culvert pipe so water can flow freely through the system. During these large rain events it becomes very apparent who is maintaining their culverts and ditches and who is not. If your culvert pipe is blocked, undersized, or collapsed it causes significant runoff issues to adjacent neighbors’ properties. If your ditch is full of debris, rocks, and sediment it cannot serve to divert the water away from your property and the property of your neighbors. The stormwater will overflow the banks of the ditch causing erosion along the edge of our roads as well as potentially causing extensive property damage to your neighbors’ property, downslope of you. If you do not have a culvert pipe or other drainage system installed, then you need to install one so the damage is minimized.

Under the Protective Covenants it states “Each owner shall keep drainage ditches and swales located on his Lot free and unobstructed and in good repair and shall provide for the installation of such culverts upon his Lot as may be reasonably required by the Committee.”

The Hideout is responsible for its swales, catch basins, and crossover culvert pipes throughout the community. We are working diligently to maintain, repair and/or replace our stormwater drainage systems. Please help us by doing your part, as is required under the Protective Covenants. We are actively enforcing

culvert pipe and drainage ditch violations including the issuance of citations. The ECC fine structure for any ECC violation is $150. Repeat violations are cited and incur the same penalty as the initial offense plus a $50 non-refundable administration fee. Total of fines will be in a cumulative amount (1st Fine: $150; 2nd Fine: $200; total $350).

I wanted to take just a quick minute to acknowledge one of our outstanding community members, Kurt Dietrich. It was brought to my attention that Mr. Dietrich has been spending his days walking around the community picking up trash along the roads, voluntarily giving his time and covering miles of our roads in an effort to clean up our beautiful community. He wasn’t seeking recognition and it was only by chance that our staff started noticing him walking around day after day with his trash picker and bag in hand. This act of kindness should not go unnoticed so I thank you, Mr. Dietrich, for your service to our community. May you inspire others to do the same. ■

Recreation Corner A s summer 2020 comes to an end, I would like to express my gratitude to all of our community members for their patience and cooperation. It has been a very unique, spontaneous, and difficult summer for everyone, and I would like to thank everybody for working with us to make the best out of the current situation.

The 2020 Hideout Boat Regatta will be held on Saturday, September 5th, on Roamingwood Lake. To participate and register your boat, dock, or jet ski, please call Recreation at (570) 630-3733.

The event will begin at 2:00 p.m. at the Roamingwood Marina. This year’s theme is “Aloha,” so wear your best Hawaiian shirt, decorate with fronds and flowers and let’s end the summer with some fin. Prizes will be awarded, including a free boat registration for the 2021 (a $95 value). We look forward to seeing how your boats, docks, and jet skis turn out.

The Recreation Committee meets every third Thursday of the month in the Multipurpose Room of the RSC. We are currently looking for several new members to join our committee. If you or anyone you know is interested in becoming a member,

The Hideout is excited to announce that we have a new Tennis Pro on board.

George Moukad comes with years of tennis experience and has been an absolute pleasure to work with. If you or anyone you know is interested in tennis lessons or clinics, please call Recreation at (570) 630-3733. These clinics are offered anywhere from beginners to advanced playing.

The 18 hole mini golf course will be open until late October. We also offer pickleball lessons on Friday at noon and Saturday at 1:00 p.m. We are working diligently to set up winter leagues for our brand new indoor golf simulator.

Communications Corner I hope this month finds you happy and healthy! During these ever-changing times, the Community Relations Department is doing its best to keep communication between the Membership and Administration timely and accurate.

Speaking of change, the POA Office staff has had some changes of our own.

Beginning in June, Vionette “V” Bourne has taken over the Registration Coordinator position. She has worked in The Hideout for eight years in both the Recreation and Food & Beverage departments before joining the POA Office team. She will begin writing the Registration Corner column in the October 2020 Hideabout. Debbie Henneforth is now exclusively focused on taking care of all rentals in The Hideout.

Melissa Walsh has joined the team as a Customer Service Representative, replacing Debbie upfront. Melissa has worked for Public Safety at the North Gate for three years. She may be a familiar face to some. Welcome, and congratulations to V, Debbie, and Melissa!

I am encouraged that, once again, The Hideout can open amenities and plan more events for the community, so I have resumed printing the bi-weekly Hideabout Extra. The function of The Hideabout Extra is to give you a day-by-day guide of what

is available to do in The Hideout.

Additionally, it provides updates that have occurred since the printing of the previous Hideabout Newspaper. You can find The Hideabout Extra in the “birdfeeders” at the Main, North, and Stock Farm Member Gates and at the Main and North Mailbox areas. You will know that it is an updated Hideabout Extra by its change in color.

Keep an eye out for the official Hideout Facebook page (Hideout Property Owners Association), The Hideout TV Channel (Adams 920), and Hideout email blasts for current information from the Administration.

f you have been to the Clubhouse in the past few weeks, you may have noticed a new face in the building. I am the new Food & Beverage Manager, and I am delighted to be a part of such a welcoming community! I come to you with an entire career in food and beverage, from restaurants and hotels to my latest as the Director of Sales & Events at The Irem Clubhouse in Dallas. My favorite part of this industry is getting to know so many new people and being a part of your lives, whether it is for an evening while you enjoy dinner or a year while we plan your wedding. For me, this position goes beyond the office door. It is a connection with the guests and staff that become your family. The front doors to the building are the entrance into my home, and you will always be welcome.

The Pandemic has truly turned our industry upside down, but we are moving forward and focused on being a part of the solution. We are continually checking

to make sure we are following the most up to date government guidelines and ensuring that our locations are clean and safe for our members. I would really like to thank our chefs and service staff for being so supportive and helpful during this time.

While dining at full capacity and social events are on hold for now, I am looking forward to bringing them back when restrictions begin to lift. In the meantime, the staff and I will be putting together some new specials to go along with our new menu. I am excited to be a part of an already amazing team of professionals.

The Facilities Maintenance Department The Facilities Maintenance Team

Maintenance Supervisors, Craig Rafaniello and Jim Aleckna

F

acilities Maintenance is one of the most important departments in The Hideout. Without this team of hard workers, The Hideout would not be the beautiful community that many of us call home. I am pleased to have the opportunity to shine the spotlight on these deserving men and women who work tirelessly to maintain hundreds of acres of land including several lakes, pools, beaches, a campground, a ski hill, a golf course, and multiple buildings, as well as more than 40 miles of paved roads. They all have a sense of pride for our community and it shows in their work each day. There are 19 employees in the Facilities Maintenance department and each one of them brings their own diverse skill set that complements the other team members and allows us to support the mission of the Association which is to maintain a Gold Star private four season gated recreational community.

Of the 19 employees in this department, five of them make up our Housekeeping/Custodian team. Desiree Detres, Laura Young, Donna DeKenipp, Margie Devincenzo, and Jean Bernowich are the ladies responsible for cleaning 17 areas within The Hideout, including bathrooms, offices, windows, floors, trash removal, and a long list of other tasks that make them valuable members of the Facilities Department. I’ve

personally witnessed these ladies having to face some very difficult cleaning tasks that I myself may not have been so agreeable to, especially during these unprecedented times of COVID-19.

Despite this, they show up every day, they go above and beyond, and they do what is required with pride.

The remaining 14 employees in the Facilities Department make up our Maintenance team. Lead by our two Maintenance Supervisors, Craig Rafaniello and Jim Aleckna, we have our Maintenance Technicians, Christopher Charles, Craig Mocerino, Mike Clark, Terry Rosch, Bill Block, Michael Goldstock, Jason Peterson, Joe Klepaldo, Lisa Aleckna, Wayne Balanovich, Casper Dalykas, and Nick Foster. The Maintenance Technicians have a vast amount of responsibility and each of them brings their own set of skills which allows us to keep much of this work in house, reducing costs spent on outside contractors. I wish I could list everything that these guys do and how many countless times I’ve called on them as has every employee in The Hideout and many property owners as well. During this past year with COVID-19 our guys were unable to return to work until an order was issued allowing essential workers to return to their jobs. Maintenance workers were deemed essential and our guys were

back to work but not without having lost weeks of precious time that is typically used to get ready for Spring.

In a normal year, once Spring arrives the team has 4-8 weeks to prepare the community for the summer. Debris from the winter gests cleaned up from the roads and common areas, streets are swept, washouts from rain or snow melt are repaired, buildings are opened and any preventative maintenance and repairs are made, and winter equipment is removed, cleaned and stored for the summer. Benches, tables and grills are cleaned and repaired before being placed back out to our recreation areas; trash cans are painted and returned to their places; docks, swim lines, and lifeguard chairs are repaired if needed, cleaned and returned for the start of the summer season; tennis nets, wind guards, and courts are restored for membership use. The pools are cleaned, treated, and readied for opening. The beaches are raked and sand added where needed. Landscaping and mowing are done by our grounds crew, including roadside mowing. As summer approaches and the amenities start being used, our maintenance team splits up with some spending their days making any necessary repairs throughout the common areas and buildings, responding to emergency repairs or maintenance. Some spend

their days doing trash rounds, cleaning litter from the roads, and monitoring the trash/recycling area. Then there is our grounds crew that keep all of our amenities looking beautiful with daily mowing and landscaping. Stormwater maintenance is a very large and timeconsuming task which seems to keep our road crew busy all year long. The fall season is a reverse of our spring start up and preparing for one of our most trying seasons of the year, winter.

The winter is spent plowing, salting, and cindering 40+ miles of roads and coming in at all hours of the night, weekends and holidays, away from their families, to keep the roads open during storms.

When they aren’t plowing there is never a shortage of work and this time is spent cleaning the maintenance shop, interior work or renovations to buildings, repairing and/or building picnic tables, cleaning vehicles, etc.

I’m sure I’ve failed to mention some task that this department does but the point really is to give you just a small glimpse into the Facilities Maintenance world and to really appreciate all that these employees do for this community.

They are always there when we need them and I am proud to lead a team as dedicated and hardworking as they are.

With the start of changing weather, boat owners are reminded of a few important items.

• All boats must be removed from the lakes no later than October 18 this year. We encourage owners of registered watercrafts to take advantage of storage facilities outside of the community so as to alleviate the number of devices being stored on any particular lot. The Recreation Department facilitates limited boat storage opportunities at the campground area, so be sure to contact them and inquire if any vacancies exist and to discuss associated costs. (570) 630-3733 • Roamingwood Lake will commence its drawdown activities this year starting on October 19, and will result in a 5’-10’ drawdown for ice damage prevention and shoreline vegetation control.

• Does your dock display your lot number? Board motion 01-25 requires that all dock owners are to identify their docks in a visible manner. As you are

dock with your lot number. The Environmental Department, in conjunction with Public Safety, will be enforcing this requirement moving forward.

• Cold water kills! If you are boating on any lake or waterbody, especially this coming Fall where water temperatures drop, always wear your life jacket.

Boaters are required by law to wear life jackets in vessels that are less than 16’ in length between November 1 and April 30.

Thank you to all of those that called or emailed us regarding wild turkey sighting’s in the community during July & August. All data has been submitted to the PA Game Commission for their biologist’s review and its safe to say that the community’s turkey flock is looking very healthy and are widespread.

The TNR Program to address feral cats had a late start due to COVID-19 restrictions, but is back in action. Want to get involved or donate? Be sure to contact C Alley Cats at calley@ptd.net or visit calleycats.webs.com/ or their Facebook page to see how you can assist their non-profit organization. Keep in mind that donations for the TNR Pilot Program to get additional cats spayed, neutered, and rabies shots, can be made at any point of sale location here in the community. ■

The Fall Webworm, Hyphantria cunea Drury

A

re you driving along our roadways and wondering what those large webbed tents are at the end of tree branches? What you are seeing is the webbed tents of Fall Webworms. Here in The Hideout, we have populations of Eastern Tent Caterpillars (who make similar webbed tents but only at the crotches of trees), Forest Tent Caterpillars (who spin silken mats but not tents), and Gypsy Moths (who do not make webbed tents at all). ETC, FTC, and GM are present as caterpillars in the spring and early summer, and are not active this time of the year.

The large webbed tents are indeed

unsightly, but do not suggest the tree is being killed. The larvae will consume and skeletonize leaves, forming a protective silken web up to 3 feet in length over an area of foliage they wish to consume.

So, what should you do if these are being seen on your tree? Best practice suggests that you simply poke or cut a hole in the webbed netting, if safe to do, which will expose the webworms and allow natural predators, such as birds and other insects, to prey upon them.

id you know that our Entrance Pond Fountain unit was upgraded this year? We opted for a 5 horsepower Aquacontrol brand fountain that processes 500 gallons of water per minute and projects the water in a Delmar style pattern 22 feet into the air. The unit came with a custom mounted LED light panel which allows our staff to select any color on the spectrum as well as 9 pre-programmed light displays. The unit will go into the water each year around April and gets pulled in late October to be winterized.

Aside from being visually appealing, the fountain helps to circulate the water body and helps to limit the growth of algae in the central area of the pond. From a fisheries standpoint, the fountain helps provide some aeration but is not as effective as our diffuser tubes/aeration pumps that we have at Brooks and Deerfield Lake.

Be sure to enjoy the different colors we program throughout the rest of the 2020 season and we look forward to some fun light displays moving forward! ■

Osteoporosis is a disease that causes bones to become thin, weak, and more likely to break. Although you can break a bone in any part of your body, the most common broken bones associated with osteoporosis are the hip, wrist, and spine.

The good news is it’s never too late to identify and treat osteoporosis or prevent falls to avoid broken bones. There are a few ways in which the two are related. One out of five falls among older adults causes serious injury such as a broken bone; so prevention of falls is the key! Vitamin D deficiency is a risk factor for both. Speak to your healthcare provider about how much Vitamin D and calcium is right for you, getting a bone density test, and about medications, if necessary, to treat osteoporosis.

Board Meeting Minutes - July 25, 2020

Call to Order: 9:00 a.m.

Pledge of Allegiance Chairman requested cellphones be silenced and explained when asking a question to use the microphone and state their name and lot number. Also, informed members the meeting is being video and audio recorded for streaming purposes to members not in attendance. There were no objections to the recording of the meeting.

2. Board of Directors’ Comments: Michael Terranova welcomed new faces and stated that the Board of Directors always welcomes new ideas. He then introduced the Board of Directors and Community Manager.

3. Management Reports: Community Manager, Larry Frotten reported on behalf of all managers in the interest allowing more members with social distancing.

Larry reported that under the Governor’s dictates for the maximum number of people in a gathering necessitated the outdoor location of the meeting. The Hideout must follow Commonwealth laws which reduce business by 75%. It is impossible for businesses to succeed at 25% capacity, but The Hideout is doing okay at this time.

Banking accounts are held with NBT Bank and investments with NBT Wealth Management. There is $1,950,000.00 in the operating account at NBT Bank. The investment accounts with NBT Wealth Management total $7,158,000 with $2,403,000 in operational, $4,385,000

in capital reserve and $334,000 in new capital reserve. Pursuant to the Bylaws there is a minimum $200,000 emergency fund to be carried over each year and which The Hideout may borrow from in times of need.

Dues collections are at 84% which is remarkable in these times. The budget is near $10,000,000 with 63% being covered by dues and the other $3,000,000 generated from amenity income. The Hideout is attempting to find ways to supplement the amenity income. The Hideout received the Governor’s offered payroll protection plan of $801,000 stimulus for wages. This is technically a loan for which forgiveness can be requested. The stimulus must be used for the benefit of employees with a minimum of 63% used directly for wages. The payback is 1% and the investments earn between 4% and 6% interest income.

Facilities: The ski hill magic carpet is a major renovation to replace two unsafe tow ropes. One installation is almost complete thanks to a great manager, Charlie Swody. This will allow the tube run to be more profitable and increase the use from 20 people per hour to almost 60 people per hour.

There is a shortage of staffing in facilities and attempts are being made to fill these positions. One position was eliminated and will be outsourced for savings. The costs will be reviewed in three months to determine actual savings.

The changes to trash and recycling such as the adjustment in hours so the facility can be monitored while in use have worked as hoped. The area is cleaner and the dumpsters are not full to overflowing.

The process is continually being reviewed for potential improvements. Bulk garbage day is a huge undertaking and expensive, so methods to control this service are being explored.

Environmental: The lakes are almost pristine. A lot of testing, stocking and other processes go into keeping the lakes clean. Testing has proved better than normal results for waters in our area.

Recreation: An employee in recreation contracted COVID. Action was taken quickly and pools were closed under the attorney’s recommendation and for the greater good of the Community as a whole. All aquatics staff were quarantined and tested negative. The facilities will be disinfected. The Hideout hopes to re-open the pools August 1.

There is a misconception among membership regarding rentals. The Hideout is governed by the Protective Covenants and Bylaws which transfers owner/member rights, with the exception of voting, to renters.

Recreation purchased a golf simulator at the beginning of the year and there are plans to add other sports to the simulator in the future.

The tennis courts are scheduled for cleaning to be done this year and resurfacing to be done next year.

Food & Beverage: The manager position is open and some great resumes were received for this position. The individual most qualified in all aspects of the position, Ashley Fonzo, was interviewed

by eight different people before being offered the job. Ashley is familiar with membership associations, has two culinary degrees, and a background in club management, catering, planning and Jonas. Ashley is scheduled to start on August 4, 2020.

The Governor’s decree changed again this week and The Hideout must adhere to this rule. Alcohol may only be served in conjunction with service and consumption of a meal. Once a meal is finished, no alcohol may be served.

Larry complimented the Board for recommending take-out service and encouraged membership usage of this service.

The Tiki Bar is not able to open with staffing shortage and dining requirements.

Meal service from the snack bar presents a safety concern. At this time, it is not viable to open the Tiki Bar, but this is constantly being re-evaluated.

Golf: Golf is getting a lot of use and is in excellent condition thanks to Al Lutzi and Michael Kline.

POA: Management is in the process of designing the budget. At this time, it is still being determined what projects budgeted for this year will be completed this year and which will be postponed until next year in response to reduced amenity income. The Budget Committee will have a meeting Saturday.

There have been staffing changes in Registration including a new Registration Coordinator, V. Bourne, from Recreation.

Registration process has been backed-up due to the shut-down. This process is being reviewed to increase computerization of documents and streamline the forms process.

The Hideout is experiencing a huge sale of homes right now. There are generally 150 homes on the market in The Hideout and now there are under 40. In 2019 there were 18 sales through July and this year there were 59 sales. Larry welcomed the new members. Rental income is down this year at a little less than an average of $380 per month due to the restriction on rentals while the Commonwealth was in shut-down for COVID-19.

Public Safety: Public safety is becoming well-staffed. The Hideout’s policy is to transfer and promote from within where possible. Public safety is hard-working, well-trained, and life-saving staff.

Fireworks are prohibited in The Hideout and this was publicized several times.

The greater percentage of members do not want fireworks other than the Board display. This year an increase in firework violations put a strain on the Public Safety Department who issued citations totaling $2,500.00. There are almost 4,000 homes in The Hideout and we request that everyone please respect their neighbors. Fireworks present several safety concerns.

Upon Larry’s recommendation, The Hideout is researching the possibility of providing their own ambulance service.

The estimated average is 28 medical calls per month. There is one ambulance service available to The Hideout through Hamlin Fire & Rescue and one paramedic ambulance service available through

Commonwealth which covers a wider area. This creates a delay or unavailability of ambulance services to The Hideout.

Initial inquiries report that insurance carriers pay approximately $800.00 per ambulance service on average. Additional costs, income and regulations are being researched by Ryan Hill and Joe Kozuch. Hemlock Farms was consulted and they reported that their ambulance services produces approximately $50,000 per year in profit. The Hideout is more concerned about protection and service of membership.

Public Safety has been significantly involved in pursuing and preventing illegal renters since the beginning of the year.

The rental process has been adjusted to prevent illegal renters and a process to detect non-compliance was instituted so it is known who is in The Hideout. The fine structure for illegal renters was adjusted to $1,000 for the first offense, $2,000 and a 6 month suspension of rentals for the second offense, and $3,000 plus a permanent ban on rentals for subsequent offenses.

Traffic enforcement will continue.

The new patrol boat is in the lake. The pontoons on the old boat were leaking.

A trade-in was determined not to be worth the credit so the pontoons were repaired and the old boat will be used as emergency back-up and for facilities purposes which sometimes involves messy jobs such as removing buoys.

While it is an inconvenience, the Governor mandated the use of masks in public areas. The Hideout amenities are common public areas and require a mask. The Hideout asks that all members wear masks in the common areas as a courtesy. The Hideout also appreciates everyone’s understanding if the staff or another member request masks be worn as a safety measure pursuant to Commonwealth regulations.

Larry indicated that next week is forecasted to be hot and asked all members to be cautious in the heat.

Questions & Comments: Lot 3421. Member requested that the field by the campground, or other safe area away from the residential area, be designated as a place where fireworks are allowed. The member also questioned what is being done to insure proper screening of new hires. Asked if an audit of food and beverage will be performed.

Larry responded that a designated area for fireworks can be researched. With regard to proper screening of employees, it is The Hideout policy to perform a Pennsylvania and FBI background check on all new hires. The Pennsylvania background report is returned to The Hideout while the FBI background check is sent to the employee to turn in to the employer. We missed that the FBI background check was not returned and failed in our follow-up procedure. To prevent this, the process was adjusted to be assigned to a single department instead of multiple and another step for in-house background checks was established. Lot 2584. Member commented that a car overturned in The Hideout and the traffic director on site was not properly trained and could have caused another accident.

Recommended have volunteer police reserves to relieve Public Safety in these instances. Member also recommended a bubble for over the pool to make it an indoor pool. Member also indicated that the mandatory two people at the woodworkers to use the equipment is inconvenient as there are not set hours of someone to be present.

Larry indicated that we do utilize reserves to assist public safety, but in this incident, facilities staff was assisting for immediate response and all public safety staff handled the situation admirably. One patrol officer got in the car with the driver to keep her calm while they worked to remove her from the car. The Hideout is not in a position to discuss a possible bubble over the pool as they are still exploring this and other options. The best way to schedule time in the woodshop is to contact Kenny Wentz to schedule or call before going to determine if someone is there. Larry will look into feasibility of hours of operation.

Lot 1367. Member questioned why Food and beverage is closed on Wednesday.

Larry indicated that it is the slowest day of the week and allows a rest for staff and reduces wear and tear on equipment not being used once a week.

Member disputed beer not being sold on the golf course. Larry indicated that the potential liability outweighs any potential income especially with one person per cart which means anyone consuming alcohol is also driving The Hideout equipment.

Member questioned why hydraulic compactors were added at the dump which require two people to work the site when the other compactors worked fine.

Larry indicated that the three trash compactors are the same that were there previously. The only compactors added were the two for recycling. Compactors allow a container to hold 4 to 5 times the amount of garbage reducing the need for pulls of containers which costs $400.00 each time. It was brought to our attention that the existing and new compactors are not allowed to be used by the general public under OSHA and by our insurance carrier. The issues with illegal dumping and overflow are addressed with the compactors and the attendants at trash and recycling. Other than high traffic times, there is only one attendant scheduled at a time.

Lot 2390. Member asked how the contractor problems and safety issues are being addressed. Reported that security was notified of one contractor working during COVID shut-down and Public Safety showed up, but nothing was done.

Wanted to know what is the Hideout’s oversight and discretion. Requested swift action especially for COVID violations.

Wanted to know what liability the contractor is exposing the Hideout to with their actions.

Larry & Jerry. It was noted that

homeowner rights are significant under Pennsylvania law and the contractor was also a property owner so could not be denied access to The Hideout. Actions taken in regard to this contractor and homeowner cannot be discussed due to privacy laws. Member was asked to contact Larry to set up a meeting to discuss outside of a public meeting. Most of the issues are outside of The Hideout’s jurisdiction and being addressed by the municipality and other regulating bodies.

Lot 3421. Member asked what is being done to address staffing issues.

Larry reported that advertising of positions is on Indeed.com, The Hideout publications, and local colleges.

Additional efforts may be employed by HR and member was invited to contact HR directly to share ideas.

Member questioned why we are reducing employees and outsourcing work and if the outsourced work was bid.

Larry reported that the service is restricted and limited to a three-month trial basis to obtain the information regarding scope and details of work and a baseline price or savings.

Member asked why the incorrect playground equipment was ordered and installed at the campsite.

Larry indicated that it was not the incorrect playground equipment, but the slide was removed because it gets hot in the sun and can burn a child.

Member recommended using the Miller Road property as an archery or shooting range if the Board does not already have plans. Larry reported that The Hideout is making an application to place this property in Green Space while the Board makes a final determination as there have been various suggestions made. While in Green Space, the property may be used as open space or green space.

Lot 619: Member suggested a system to freeze the ice at the ice skating rink to generate income. Member indicated that The Hideout needs more activities geared towards children and feels it is a waste to build the complex and not use.

Larry responded that the system was researched and the cost is approximately $100,000 which would require substantially more sales than this amenity generates. Last year concrete was installed to hold the water and prevent draining through holes. The concrete created heat while curing preventing the water from freezing but it should freeze this year. With the magic carpet purchase and installation this year, The Hideout cannot afford to address the ice skating rink this year. If the issue persists, this will be addressed next year. There are also several ideas being discussed for year-round use of the ski hill which require insurance research and legal advice.

Member suggested a guard rail where the car flipped.

Larry agreed this was a good suggestion and will look into the matter.

Member requested that boat slips be added. In 4 years, he went from being 214 on the wait list to 82. Larry responded that The Hideout must follow EPA and DEP regulations which prohibit more boat slips especially by the dam.

More storage was added at the marina for kayak and canoe storage.

Member questioned why masks are required at the garbage and not the clubhouse. Larry indicated that masks are required at the clubhouse also and if staff is not enforcing the wearing of masks then this will be addressed. The Governor decreed that masks are not mandatory at an eating establishment while seated and eating.

Lot 2391: Member asked for security purposes, who is in charge for the rental process. Suggested renters be given a packet with Rules & Regulations. Visitor’s don’t’ follow regulations.

Larry indicated that there is a rental packet given to all renters which includes The Hideout Rules and Regulations.

Member indicated that on Meadowview there was a POA or security vehicle driving fast. Feels that members, guests and renters will feel that if staff is speeding or disobeying the rules, they can also.

Larry asked the vehicle number, date and time to address the employee. Larry stressed that employees, renters, guests and members are all subject to The Hideout Rules & Regulations, but if they are not seen by Public Safety or reported, then nothing can be done. The Public Safety staff cannot be everywhere at once and relies on members reporting issues.

Lot 675: Member requested the grass be cut at the dog park and the holes filled.

The grass was high which hid a hole and she fell. Also requested security at the pool as her son was injured at the pool and there was no back-up lifeguard or security and no way to contact security since there is no cell service. Member further indicated that there is no one at the pools and beaches checking badges to verify member in good standing or status of persons at the locations.

Larry stated that there is more than one staff member scheduled at each pool location at a time and this should not have happened. Also, aquatic staff has two-way radios to radio other staff if assistance is needed. This will be looked into further to prevent this safety concern in the future. Badge checkers will also be addressed.

Lot 1830: Member requested that garbage trucks be directed to the North Gate as their acceptable route as the noise, pollution and speed is an issue on the hills.

Larry noted that trucks should only be going 10-15 miles per hour in a 25 mile per hour zone especially on downhill grades and approaching stop signs.

Lot 3421: Member questioned a citation for a tent on his property and under what authority this was issued.

Larry noted that temporary structures are not allowed under The Hideout governing documents which include the Protective Covenants, Bylaws, Rules and Regulations, ECC Manual, and Board Resolutions. Member disputed this stating that if he wants to dry out a tent by erecting the same on his property or put up a tent for shade then this should be allowed.

Member invited Public Safety to use his

property to monitor speed.

Larry asked that he go to Public Safety for the authorization form to allow use of property.

Lot 2525: Member addressed staffing issues suggesting other listing sources such as Craigslist and Facebook employment site.

Larry referred member to HR to discuss ideas.

Member suggested Board of Director meetings stream live and recommended Zoom or Go To Meeting.

Larry indicated that there are limitations and cost considerations with each of the live streaming options, but options are being researched for when weather does not permit outdoor meetings.

Riccio (could not determine lot number): Member welcomed new owners.

Requested rules on open fires.

Larry indicated that fires are allowed in a fire rated container with a screen cover.

Lot 839: Member requested a revote on the 2015 deer cull vote so that it is not set at removing 100 deer every year.

Larry indicated that the 2015 deer cull vote was to set the number of deer per square mile within The Hideout and that a survey is conducted each year and a mathematical formula used in conjunction with USDA Wildlife Services to determine the number of deer to be culled.

Lot 479: Member objected to restricted garbage hours as it is not conducive to her work hours. Feels this should be left open 24 hours, 7 days a week and the key removed so membership cannot press the compactor button.

Larry indicated that the hours will be reevaluated and the process is continually being assessed for possible improvement, but that having an attendant present keeps the area cleaner and avoids overflow of garbage and recycling.

Lot 3174: Member indicated that the current Board Workshop schedule of Friday afternoon meetings makes it impossible for working members to run for the Board.

Andrew indicated that, while it can be challenging, he works full-time and is a member of the Board. It should be noted that the meeting scheduled is voted on by the Board so may be adjusted if the majority of the Board agrees.

Member questioned why The Hideout has high-speed vehicles for Public Safety patrol.

Larry responded that these are similar to police cruisers used in cities and towns and are not high-speed vehicles, but designed for traversing many miles and the stop and go traffic of towns and cities.

General member questions or comments: The following were submitted by e-mail to the Board: Lot 567: The member requested that The Hideout restore the tennis courts at South Recreation. This was covered in Larry’s Manager Report.

Lot 839: Member made an inquiry into whether Board Members or management at The Hideout own rental properties and the Board’s recusal practices for conflicts of interest. It was noted that the Board members do not own rental properties, but there are policies in place concerning conflicts of interest requiring a Board member to abstain from voting.

Lot 2584: Member expressed an interest in expanding the use of the wood shop.

Member also wrote a recommendation for pool enclosures for year-round usage. These were addressed through the member’s in-person comments and questions.

Lot 1640: Member suggested a policy change that all managers have the ability to send e-mail blasts and not just the Communications Manager or IT Manager to promote e-mail blasts for last-minute event updates. Larry noted that the procedure that e-mail blasts go through the POA is to insure that all information sent out is in compliance with existing policies.

Lot 2990: Member requested an update on cell towers to improve cell phone signal on North Side and the idea of “boosters” at the Clubhouse for the golf course. Michael Terranova noted that The

Hideout approached every possible entity, including political representatives and emergency services, and were not able to obtain assistance in securing cell coverage options. The most promising option right now is that Crown, the premier company for cell tower construction and securing provider antennae, is scheduled to meet with The Hideout in August to scout possible locations. This company will do all the leg work. Unfortunately, the process to secure cell provider coverage is slow.

Lot 979: Member made suggestions regarding COVID-19 restriction compliance, and face mask and social distancing requirements, information and enforcement. The Hideout is determining the method of enforcement and its responsibility in regard to enforcing compliance with the Governor’s decrees for COVID-19.

Lot 675: Member commented on bulk garbage disposal and possible solutions, and requested clarification. This was addressed during member in-person comments.

Lot 4149: Member requested webcasting or otherwise live-streaming Board Meetings. This was addressed during member in-person comments.

Lot 3962: Member reported on the appearance of landscaping at the pro shop entrance. Larry indicated that The Hideout is in the process of fixing landscaping at the Clubhouse.

Lot 2692: Member inquired about possible amenity/pool pass credits for 2021 because of limited use this year. Larry indicated that

this was partially addressed in the financial report he gave and will be re-evaluated by the Board in the fall when there is a better understanding of where The Hideout stands in regards to the 2020 Budget.

Lot 2525: Member made inquiries and suggestions on the following items: a) Audio issues with the June 27, 2020 Board Meeting video stream b) Hiring process potentially resulting in staffing issues c) Online reservation system, mobile menu and payment, and other technology services for Food and Beverage d) Upgrade infrastructure of phone and computer system e) Remote conferencing for meetings Larry noted that technology is continually being looked researched and economics and efficiency weighed.

Understanding Functional Obsolescence and Your Home By: Terri Ditty, Associate Broker

C

an a perfectly useful home “expire”?

The answer is yes. If you’ve never heard of “functional obsolescence,” now’s a good time to familiarize yourself with the term.

Sometimes a perfectly nice home in fine shape simply won’t sell. Fresh paint, fine curb appeal, a solid neighborhood… and no offers. Sellers are baffled and irritated.

“But I’ve been living in this home ten years!

There’s nothing wrong with it!”

Often the culprit is “functional obsolescence.”

Never heard of it? You’re not alone.

Investopedia defines it this way: “A reduction in the usefulness or desirability of an object because of an outdated design feature, usually one that cannot be easily changed. The term is commonly used in real estate, but has a wide application.”

Functional obsolescence can creep up on a home owner, as when a built-in technological feature is no longer useful.

Some homes in the 1970s and 80s had old solid-state intercom systems for communicating between rooms. What was cutting edge then is a retro eyesore now.

Built-in entertainment center kiosks or furniture are also a good example of this.

Home owners can introduce functional obsolescence with poor renovation choices.

Renovations should always be made with an eye on the possibility that a home will be sold down the line, but occasionally an owner will ignore this. Take, for example, the massive kitchen renovation which takes an unreasonable bite out of the living room.

Inconveniences an owner has put up with over the years can be classified as functional obsolescence as well. If you have a second floor without bathrooms or a bedroom which must be accessed by walking through another bedroom? That’s a design flaw that can bite you when it’s time to sell.

Neighborhoods can introduce a degree of functional obsolescence as well. When a smaller, older home on a large lot is dwarfed by modern homes with more space, the home itself may lose appeal or value in buyers’ eyes.

If you’re thinking of selling or buying, you should be familiar with the idea of functional obsolescence. Either you’ll want to eliminate the problem or you’ll need to realize the problem will be an issue for you should you choose to sell one day. ■

he Hideout Recreation Staff is excited to introduce our new Tennis Pro, George Mouakad. George has been coming to The Hideout for many years and has been a property owner since 2002. A PTR-Certified Tennis Professional (Professional Tennis Registry) at the professional level, George served as the Head Tennis Professional at Orange Hollow Racquet & Fitness Club for 30 years. During his time there, he ran clinics, private lessons, and cardio tennis classes.

George has previously worked with many students and adolescents who have shared his love of tennis. Many of his students even became fulltime teaching professionals as adults. George enjoys working with players of all ages and skill levels and takes pride in seeing players develop a passion for the great game of tennis. He truly believes that “tennis is one of the most fun, healthy, and challenging sports, both physically and mentally”. He has trained numerous Orange County, New York Champions and New York section 9 Champions, multiple New York State qualifiers and ranked Sectional and National juniors and adults. Additionally, George was ranked #2 in singles for the USTA Eastern Section, top 30 Nationally and is a former USTA New Jersey State Championship Singles Champion.

George is excited to help serve The Hideout Community and share his teaching, expertise, and love of the lifelong game of tennis with anyone interested in playing tennis. LAKEVIEW AND WOODPOINT COURT A dangerous condition arises on busy weekends from vehicles parking on the side of the road on Lakeview and Woodpoint Court. Vehicles parked on the side of the road in this location impede traffic and could possibly block access to the area by emergency vehicles. Due to this condition the Board has passed a motion deeming Lakeview and Woodpoint Court “Emergency Access Roads.”

No parking will be permitted on the side of the road in this area. The Public Safety Department will aggressively enforce this rule. Anyone who parks in this location will be subject to a $125.00 fine and a $250.00 fine for repeat offenses.

AMENITY BADGES All Hideout Members must have a current Amenity Badge on their person in order to use any of the Hideout’s Amenities. Guests must also show their guest badges at all times. There are no exceptions to this rule!!!

The Hideout Adult Social Group (HASG) is expanding our recently-formed Good Neighbors Club. We are pleased to coordinate the following Good Neighbors Club services to all members of the Hideout Community: 1. Many of us own wheelchairs, walkers and other medical equipment that we are not currently using. Others are in need of some of this equipment for a period of time. The HASG is compiling a list of such equipment.

The intent is to have a central contact point where those in need can inquire about who may have the equipment they need and be willing to loan it to a fellow Hideout member. If you possess such equipment and are willing to help out by lending it to a Hideout neighbor, or if you are in need of same, please contact Louise Brevet, Chairperson at (570) 698-5102, or Judy Restaino, Co-Chair at (570) 698-9840.

COMMITTEE MEETING MINUTES

To stay safe walking, follow these rules of the road:

Call to Order: 10:00 AM – Sharon Speise, Chairperson

1. Walk Facing Traffic When Walking on the Side of the Road If there is no sidewalk and you must walk on the side of the road, choose the side where you are facing oncoming traffic. In North America, this is the left side of the road. This gives you the best chance to see traffic approaching closest to you and take evasive action when needed.

2. Walk Single File When Not Separated from the Road Unless you are on a sidewalk separated from the road or you are in a wide bike/ pedestrian lane, you should walk in single file. This is especially important on a road with lots of curves and where traffic has only a split second chance of seeing you before hitting you. While it can be enjoyable to walk down the road two to three abreast chatting merrily, drivers don’t expect it and you may lose your best walking buddies.

3. Stay Aware of Bikes and Runners Share the road and path with bikes and runners. Bike riders should alert you when approaching from behind with a bike bell or a “passing on the left/right.” Listen for them, and move to walk single file, allowing them to pass safely. Runners should also call out for passing. Bike-walker collisions can result in broken bones or head injury for either—and you aren’t wearing a helmet.

4. Be Visible Wear bright colors when walking. When walking at night, wear reflective clothing or a reflective vest to be visible. Drivers are often not expecting walkers to be out after dark, and you need to give them every chance to see you. Be just as cautious at dawn or twilight, as drivers still have limited visibility or may even have the setting or rising sun directly in their eyes.

5. Be Predictable Make a practice of staying on one side of the path while walking rather than weaving randomly from side to side. Watch your arm motions, or you may end up giving a black eye to a passing walker, runner, or biker.

6. Keep the Volume Down Don’t drown out your environment when listening to music with your earbuds or headphones. Keep the volume at a level where you can still hear bike bells and warnings from other walkers and runners.

7. Hang Up and Eyes Up Distracted walking due to chatting, texting, or playing games on a mobile device while you walk is as dangerous as doing those things while driving. You are distracted and not as aware of your environment. You are less likely to recognize traffic danger, tripping hazards, or passing joggers and bikers. Adopt habits that can keep your phone in your pocket, or at least make it a practice to stop in a safe place to complete your phone tasks before moving on.

8. Walk Dogs on Short Leashes It is terrifying and tragic to witness dogs running out in to traffic or getting into a fatal dog fight, whether on leash or off leash. But when walking your dog on a long leash there is also a danger that you will trip other walkers or bikers. You will keep your dog safer as well as those who pass by you if you use proper leash walking etiquette.

9. Know When to Stop Walking Heat sickness, dehydration, heart attack, or stroke can strike walkers of any age.

Learn the symptoms of medical emergencies and carry a cell phone to dial 911.

Even if you are a seasoned and well-trained walker, you may experience one of these problems and need to cut your walk short. Encourage your walking friends to stop when they show any concerning symptoms.

10. Be Aware of Stranger Danger Street safety is a concern for many walkers. Choose your walking route for paths frequented by other walkers, joggers, and bikers. If you see someone suspicious, be prepared to alter your course or go into a store or public building to avoid them.

Acting alert and aware can convince bad guys you are not an easy target.

Stormwater: Heather informed the committee that the Maintenance Department has been very busy working on stormwater issues within the community. Several issues have been addressed to date and the effort is ongoing.

A discussion ensued regarding the need to have a comprehensive Stormwater Plan in place. Heather informed the committee that we do have several plans and she is in the process of getting them organized into a cohesive whole.

The matter of responsibility, (who is responsible for what) was discussed.

Heather informed the committee that a large problem is that culverts are not being cleaned and maintained by property owners as outlined in the Protective Covenants.

Many property owners don’t seem to know that this is their responsibility or just expect that the Hideout is responsible. It was recommended that a letter could be included with the ballot package that explains property owner responsibility in this regard.

Heather was asked whether citations/ fines were issued for culverts as for other violations. Heather responded that, going forward, letters will be sent out to noncompliant property owners rather than verbal warnings. She also explained that citations are being sent and that property owners have 30 days to comply or additional citations/fines will be imposed.

The committee discussed means of ensuring that property owners maintain their responsibilities towards their lots. One recommendation was to: Issue 30-day citation, if still non-compliant send a letter from out attorney stating that the Hideout will have a contractor fix the issue and issue a bill to the property owner which can be put onto their account if not paid. This would allow the Hideout to enter a judgement against the lot if necessary.

Miller Road: Discussion of Miller Road has been tabled as it has been put into green space indefinitely.

Main Lodge: Heather informed the committee that renovations to the Lodge are almost complete. Items awaiting completion are: • Veterans Area: Awaiting input from Bob Weigand.

• Fireplace/bar staining: We are still looking for a contractor. It was recommended that we might consider approaching the daughter of one of our members who is an artist and does decorative painting. Heather will look into this.

• Chairs: The committee was informed that the original chair order had been cancelled but they have been requested for the 2021 budget.

DISCUSSION Heather informed the committee of the following: Stormwater: Heather informed the committee that the Maintenance Department has been very busy working on stormwater issues within the community. They are trying to get to the worst places first, and a list is being put together of all issues that need to be addressed. Most driveway washouts have been temporarily repaired.

She further advised that she will be meeting with Jeff Weinberg regarding Lakeview Drive East to see if it is in his wheelhouse. She went on to inform that these issues will take time but she is doing what she can within this year’s budget.

Amenity Openings: Due to updated COVID-19 regulations put in place by Gov. Wolfe, the Clubhouse/Bistro has been cut back to 25% capacity (including staff) and takeout is being encouraged.

Ski Hill: Heather informed the committee that both Magic Carpets have been installed with the exception of minor finishing touches. The next project for this area will be the waterline.

Trash & Recycling: Heather informed the committee that the trash/recycling area hours have been adjusted as follows: M/W 6am – 6pm. This area will be monitored for utilization. She further informed the committee that things are going well in this area with a few member issues pertaining to the wearing of masks. The committee commented that all staff manning this area are doing a nice job.

Staffing: Heather informed the committee that the Maintenance Department has undergone several staff changes, (including 2 new hires). The department is in a good place, with a good staff.

Line Painting: Heather informed the committee that she is has been in contact with a line painting company to do work in the community, and the project is ongoing.

Main Gate Entrance: Heather informed the committee that our permit has been extended and that she has received plans and costs for relocating the driveway at Lake Genero, as well as plans for Avoy Road and N. Gate. The driveway relocation and turning lane must be done before the rest of the project can proceed.

PICKERELWEED TRANSPLANT: Once pickerelweed has started to bloom, a few of the plants will be transplanted from Big Spring Pond to the Entrance Pond.

R. Hill is looking for a way to educate the community on the difference between pickerelweed and purple loosestrife, an invasive species.

NATUREWORKS: Roamingwood Lake – Water clarity is good.

Tapegrass is beginning to appear and will be monitored.

Deerfield – Dense filamentous algae has decreased; lily pads by boat ramp have been spot treated.

Brooks – Algae growth is responding to treatments; some Curly-leaf Pondweed still present.

Entrance Pond – Algae growth heavy BUOYS/DOCKS/BOATS: New Marina rules stress that lot numbers must be displayed on docks so that they can be seen from the water.

R. Hill is exploring adding a few additional buoys on Roamingwood. J. Silverman indicated that he feels that there are enough buoys on the lake already as they are choking the powerboating part of the lake. Don Mutch, who lives on the north shore of the lake, came to the meeting to speak about a near accident that occurred about three weeks ago. A boat towing three girls on a tube came very fast within 100’ of shore, and the girls flipped off the tube and were thrown very close to his dock. Public Safety needs to be more aware of boats in that area.

R. Hill also asked about the need for a regulatory buoy at Brooks and Deerfield Lakes near the spillways.

No one seemed to feel that it was urgent to install them.

OUTLET STRUCTURE: The upgrades which have been ordered are still waiting to be completed.

FLOATING WETLAND ISLANDS: The islands should be replaced on 2021 at a cost of $27,900. The plants that are on the current islands can be transplanted somewhere else in the community. (continued on page 33)

Lakes Committee Minutes - 8/1/20 PRINCETON HYDRO 2021 BUDGET: The proposed budget for 2021 is $88,100 which will cover Phoslock applications for Brooks and Deerfield, 4 water quality monitoring events, Truxor work at Brooks and Deerfield, general consulting, Tract 29 spraying and general maintenance of aeration systems.

NATUREWORKS 2021 BUDGET: R. Hill stated that we might need to wait till a bit further in the season.

NORTH BEACH, ROCKS ALONG STREAM: R. Hill is trying to obtain feedback from the Wayne Conservation District on our options from a regulatory standpoint to see if we can repair this area in 2022.

A CMR was approved by the ECC about the use of drones in the community and will be reviewed by the Board.

The Bald Eagle Nest on Roamingwood has been under review, and a buffer zone might need to be installed.

The Recreation Department is planning on a Bass Derby on Roamingwood in the near future around COVID restrictions.

Diving Services Incorpoated will be on the lake in late August or early September to complete the yearly inspection of the gates and valves on the outlet structure.

NEW BUSINESS/OPEN DISCUSSION: A Lakes Committee member noticed what appeared to be an oversized boat on Roamingwood. Although the boat was listed online at 17’4”, the legal documentation stated 17’ so the investigation was closed.

The meeting was adjourned at 10:50 with a motion by J. Silverman, a second by I. Rivera and approval by all.

Synopsis of Lake Township Minutes - July 7, 2020

T

he regular monthly meeting of the Lake Township Board of Supervisors was held at the Lake Township municipal building on July 7th, 2020. The Meeting was called to order by the Chairman, at 7PM Supervisors, Scottie Swingle, Timothy Jaggars, and Fred Birmelin were present.

The Pledge of Allegiance was then recited.

T. Jaggars moved to approve the minutes of the June 3rd, 2020 regular monthly meeting, carried 3-0. F. Birmelin moved to approve the treasury report for June 2020, carried 3-0.

Public Comment: None

Subdivisions: Kwiatek sub-division was reviewed again due to a resign requested. No changes were made to the plan the date for recording expired. With no changes or requirements a motion to approve a resign of the plan was made by T. Jaggars and carried 3-0.

The Fire Company held a drive thru breakfast fundraiser. Lake Ariel will be hosting a Chicken BBQ on July 11th from 1pm until sold out.

Mowed all roads and handled some washouts. Some ditch work completed as well as pipes and brush trimming handled for the tar and chip project. The lawns at both Township properties have been mowed.

Michelle P. mentioned the “Smoking Section” at Roamingwood Park is not effective as the ash trays in the area get moved all over the park. She also recommended that the Association put up “Pick Up After Your Dog” signs throughout the community. Heather will look into this.

Salem Township Board of Supervisor Minutes - July 13, 2020 The regular monthly meeting of the Salem Township Board of Supervisors was held on July 13th, 2020. The meeting was called to order by the Chairman at 6:30PM will Merel Swingle and Robert Wittenbrader present Dennis Chapman was called via phone. The Pledge of Allegiance was then recited. The minutes of the June 9th, 2020 meeting were approved as presented with no comments or corrections on a motion made by Robert Wittenbrader 2nd by Merel Swingle with all in favor. There was no planning commission meeting.

Attorney Updates: Attorney Treat requested Doug Dipalma to be served by the Constable for failing to clean up his dumpsite. Fines will be attached. Motion to approve made by Robert Wittenbrader 2nd by Merel Swingle with all in favor.

Attorney Treat then reviewed the previous bids from last month. The Advertised roof and refurbish of the Senior Center and Township Building. The Township Engineer had reviewed the bids and negotiated with the one bidder to change materials and modify the work done. The price was then altered accordingly. The Senior Center adjusted to $49,660.00 and the Township Building adjusted to $ 67,336.00. Attorney Treat noted that the Engineer reviewed and updated the changes and because they were the only bidder on the project the adjustments were acceptable. Will this completed Attorney Treat advised the Board to accept the bids as adjusted and sign the contract for the repairs. Attorney Treat then reviewed the Neville Trailer Park issue. The Federal court issued a contempt order against the Neville Trailer park. The order requires the new system installed by April 2021 or all trailers to be vacated if she doesn’t comply. Attorney Treat requested to send a letter to Ms. Neville requesting her intentions. The submittal will include PPE equipment for both the Township road crew and the Senior Center. A new shed for the Senior Center storage will also be included in the application.

Old Business: None Correspondence: Real Estate transfer for the month of June received in the amount of $ 10593.11.

Public Time: Patricia Farrell noted that the park was littered with debris from Fireworks. Mr. Jones commented on the use of outdoor wood stoves and the smoldering that causes air to sit and linger causing poor air quality. Seems to be a lot of those outdoor burners in Hollisterville.

It was noted that there is no regulation against them but possibly those could be asked to extend the length of the stacks.

Mr. Ujvari a resident of Salem Township questioned the Board as to the race track and the noise. It was advised the Noise Ordinance allows until 11pm. Mr. Ujvari thought it was 10pm. He asked if there is any way to change the ordinance advised that even if a change occurred the current track would not have to comply. he Golf Course and Pro Shop are open with restrictions. Everyone will practice 6 foot safe distancing. Face masks will be worn inside the Pro Shop. There is hand sanitizer outside the Pro Shop door, please utilize it.

Reservations are strongly encouraged as we may not be able to accommodate walk-ins. Our hours of operation are 8 AM until 5 PM seven days a week. Currently there is only one golfer per cart unless the two golfers are immediate family members or both parties agree to ride together.

There are currently no club rentals. Only 4 customers in the Pro Shop at one time please.

The first round of The Hideout Club Championships and Senior Club Championships are in progress.

The Ciampa Miles Tournament will be held on August 29th. As of this writing the tournament is a complete sellout with a long waiting list.

Please be respectful of private property along the golf course. You may not enter private property for any reason. Private properties are identified by white stakes.

During this pandemic there is no touching or removing the flag from the hole for any reason. You may now play from the bunkers. Smooth out your divot marks with your foot as there are still no rakes on the course. The practice areas and nets are open with minimum physical distancing requirements followed.

The dress code rules remain in effect.

Proper golf attire is required at all times There is no one allowed on the Golf Course after hours unless you have a golf pass and make arrangements with the Pro Shop prior to closing. Because of the reduction in the number of Tee times, if you are a single or a two-some you may be paired up with other golfers.

We are very busy and most tee times are being maxed out especially on weekends.

The golf committee is looking for new members for next season. Become involved with your golf course and its operation. We meet once a month during the golf season. Contact the Pro Shop for additional information. ■

A discussion was had as to why Committee Member and Golf Ranger Ron Tortoriello was removed from our Committee by

POA Community Manager Larry Frotten.

Member consensus was that having Golf Rangers as Committee Members is an asset not a conflict as we see it! We will address our concerns at a Board Meeting.

Golf Shop: Handi Cap Balance was not available at this time. One Hundred Twenty Five Members have paid the $ 5.00 Fee. Lou DelliSanti asked a question presented from POA President Jerry Restaino: What is the Handi Cap Annual Member Fee used for? The following Info was given: First off, Handi Cap Fee is basically a “ Petty Cash “ which saves money coming out of Operations. The Community

Manager approves all Purchasing Orders from the Handi Cap Balance. The following are various Items used and purchased: Coolers, Public Announcement Hand Held System, Golf Cart Ball Washers, Practice Facility Materials, Mats, Golf Shoe Cleaning Brushes, Bench for Sitting for various reasons, Plants for beautification of Tee Box Locations, Appreciation Day Event.

Stats To Date as of June 2020: over 800 Rounds of Golf surpassing last year to date. $ 9,600.00 down as a result of not having any Golf Tournaments but $ 1,000.00 ahead from last year as of date.

Al Lutzi announced that our Club Championship and Senior Championship will be in Operation and Sign up List with Golf Shop Attendant on Duty for the start in August, Dates will be Posted. Al will also be asking our Community Manager about the possibility to have a Member 18 Hole, Male, Female, Couple, Golf Tournament on August 29th.

Golf Superintendent Mike Kline reported that all Capital Budget Projects were Canceled for 2020 do to the Virus. The Golf Cart Path Project will have to be Resubmitted for the 2021 Budget.

Mike Kline purchased Blue Checkered Flags and all Members agreed that was a Positive addition and that the White and Red Flags will remain Solid Color as Is. The Hole #3 Wet Area was permanently corrected and is In great shape as well as the entire Golf Course. The Cross location from the Parking Lot for Golfing Members who Walk the Course for Play to the Golf Path crossing the Main Street will remain at the Current location. Their was some discussion for relocating and or making

alterations for different access for Crossing.

A discussion was had concerning our Storm Shelters and the need to Build a Third Shelter at another Location for ease of accessing. This Idea will be addressed again after Members spend time to review Location that would work well. A discussion was held concerning a recent Cell Phone Call for an Emergency on the Golf Course, made to our Public Safety Dispatcher and the unaware Location not having a Lot Number and a better SOP by our Public Safety responding Personnel getting to the Golfers Location on the Course! In conjunction with that situation, Ken Procopio mentioned the very poor Cell Service on most every location throughout the Golf Course, and the possibility to put out Signage at the Locations that have a Hot Spot. Our Committee has been for the least three years asking about getting a Repeater System and Better Radio Equipment.

Board Member DelliSanti mentioned that POA Management and other Board Members are having several meetings with various Communication Vendors to Address this on going Problem.

Additionally, both an Email and Phone calls were made to our Public Safety Manager concerning these important Issues. Joe Kozuch, Public Safety Manager will address our concerns at our next Golf Committee Meeting on August 19th.

Our current Golf Committee Chairperson, James Lagrosa will be stepping down. Our Committee will need a Chairperson for 2021.

FINDING GUIDANCE DURING A DIFFICULT TIME IS COMFORTING.

C

ommittees are an important part of our association operations. Committee members help keep our community vibrant; and, by augmenting paid staff, they save the association thousands of dollars each year.

The association just wouldn’t be what it is without our active and effective committees. They deserve our sincerest thanks. However, to be successful, our association needs to cultivate fresh ideas and encourage additional resident involvement in our committees; so, we’d like your help on one of our committees.

Committees give the Board a way to gather information, offer new ideas and opinions and provide a training ground for future Board members. All committees are advisory to the Board unless given specific decision-making authority by the Board or our Governing Documents. Each committee has a goal and mission statement to help it succeed as a community resource.

Our association has three types of committees: • Board appointed committees, like our ECC, Disciplinary, Budget and Nominating, are established by the Board for a specific purpose under the supervision of the Board. These are required by our Protective Covenants or

By Laws. They often have clearly defined power and authority.

Appointments are made for a three year term; however, there are no term limits as to how many terms someone may serve.

• Standing committees, such as Food and Beverage and Recreation, are ongoing and have members who have expertise with a specific area within our community.

These committees generally make recommendations to the Board pertaining to the specific area.

• Ad-hoc committees, such as Governing Documents, are established by the Board as needed for specific projects and tasks. When the task is complete, the committee is disbanded.

Upon a second service call and the cause is again deemed abuse of the equipment, it will be again flagged on the account, a letter will be sent to you and service call details will be recorded as a - Strike Two (2.) Toxic wastes containing cyanide or copper, chromium, nickel, zinc, or other metallic ions; h) Containing total solids of such character and quantity that unusual attention or expense is required to handle such materials at the sewage treatment plant; i) Containing noxious, malodorous gas or substance capable of creating a public nuisance.

Where wastes are of such character as to violate any of the preceding regulations, the wastes must be pre-treated to such a degree that they will comply with the preceding regulations prior to discharge into the sewer system. Violations of requirement “b)” will result in fines of one thousand dollars ($1,000.00) per occurrence. Violations of all other requirements may result in a fine not less than ten thousand dollars ($10,000.00) or the cost of repairing or restoring the sewer system, whichever is greater.

Roamingwood shall have the right to assess these fines and/or to direct any member to cease the discharge into the sewer system of any wastes not complying with these Rules and Regulations.

Honor America on Patriot Day

S

eptember 11, 2001, was a tragic day in American history. On that day, nearly 3,000 innocent lives were lost due to the terrorist attacks in New York City and Washington, D.C. as well as in rural Pennsylvania, where another plane en route for more destruction crashlanded.

· Engage in service projects that can help your community, including its underserved individuals, like veterans. National Day of Service, which is the same day as Patriot Day, asks people to do at least one good deed in honor of those who died on 9-11. · If you display a flag at your home or business, be sure to place it at half staff from sunrise to sunset to mourn the lives lost.

The indelible images of the World Trade Center collapsing in flames with crowds running for safety, as well as the ensuing visions of heroes and citizens working together, have created a lasting impression.

While buildings have been repaired and new sites erected in the wake of the attacks, there are many ways to continue to honor the fallen. Patriot Day, which takes place each year on September 11 to honor those who lost their lives in the 9-11 attacks, is one such example. The following are a handful of ways that people can honor 9-11 victims and their families. · Celebrate local heroes by making donations of food or supplies to local firehouses and police stations. · Commemorate the events of 9-11 by observing moments of silence at key times throughout the day: 8:46 a.m, 9:03 a.m., 9:37 a.m., 9:59 a.m., 10:03 a.m., and 10:28 a.m.

Hideout Building Permit is required for the installation/operation of any “non-portable” residential whole house/ stand-by electrical generator. Small portable units are excluded. A separate permit is required if you need to install a propane tank to fuel the generator.

The HASG was formed in 1980 to provide an opportunity for Hideout members, including renters, age 40 and over, to meet with and socialize with other members of our community. If you enjoy meeting new friends, socializing with old friends, and like to party, then the H.A.S.G. is for you. Typical events include dinner dances, picnics, luaus, a “social” golf league, local outings, travel, and anything else you can think of that involves socializing, dining, and just generally having a great time with wonderful friends new and old. The H.A.S.G. meets the second Thursday of each month (except December) at 1:00 p.m. at the Main Lodge.

Refreshments are always served.

NEVER FORGET On September 11th 2020, the 19th anniversary of the Terrorist attacks upon the United States of America, we will hold a ceremony at Reflection Park to fulfill our commitment to Never Forget. By gathering as a community each year, we can continue to renew our commitment to the values of Hope, Peace, Tolerance and Perseverance.

Help a Hero Fund Presentation On August 13, 2020 The Hideout’s Help a Hero Fund with Bob Wiegand and Bill Wagner, presented Commander Walter Hyzer of American Legion Post 807 -- Ssgt. Paul A Sweeney Memorial Post with a portrait of their namesake as a token of their appreciation for all of the Post’s contributions to our Communities Memorial Ceremonies.

The post has always participated in all of our Flag Pole dedications, the Field of Flags, Memorial Day, 9/11 and Veterans day Ceremonies.

This year's Ceremony will be starting at 8:30AM, and will include a prayer that we always start at 8:46AM. This is the exact time the first terrorist plane hit the World Trade Center. This prayer is read in front of every Firehouse in New York City at exactly the same time.

This year we will be honored to have members of the American Legion join us as we pause to pay tribute to all the victims who perished on that dark day. Please come to Reflection Park at 8:30 AM and renew our promise to Never Forget. All gave some and some gave all.

The Ceremony will end with the American Legion giving a rifle salute and playing Taps.

Due to the restrictions in place due to Covid -19 there will not be seating provided Please feel free to bring your own chairs.

The ceremony will be shorter and no Brunch will be provided after the Ceremony

FLAG RETIREMENT CEREMONY

The Hideout Help a Hero Funds Bob Wiegand and Bill Wagner participated in the American Flag Retirement Ceremony to honorably destroy damaged American Flags.

Each year the Help a Hero Fund has to retire oved 300 flags due to weather conditions after their placement for our Annual Field of Flags display for Memorial Day. After a short American Legion Ceremony, the flags are set on fire to destroy them.

This is a good time to review definitions of property lines, setback, and easements as applied in the Hideout. When you hear that someone has a setback, you usually expect something not so good. It’s a completely different case when the term is applied to property boundaries. Setback Lines actually protect your property!

Building set-back lines are usually intended to govern permanent structures like your house or garage.

What is a Setback? A setback is a defined space in which no structures (as defined by Land Use Code) may be located, except where specifically allowed by the Code. Setbacks are required along front, rear, side property lines and additionally with some “easements.”

How are Setbacks measured? In most cases, setbacks are measured from the property line. However, when measuring a front setback line abutting a public street the setback is measured from the center line of the right of way. Your property line is coincident with the edge of the right of way. Since the right of way can contain unimproved shoulders, you should not assume that your property line is at the edge of the curb or paved edge of the road. Typically, your property line is several feet from the road improvements.

property lines. The easement may be located partly or entirely on your property.

When a front yard setback is required from an easement located on a property, the setback is measured from the interior edge of the easement.

Are Setbacks required from anything else? In most cases, buildings may not be built over utility easements (e.g., power, water, sanitary sewer, storm sewer, and telecommunications) without written approval from the associated utility. We all have easements on our Hideout property lots. These easements are shown on your recorded plat Land Survey and title report.

How large a Setback is required? That depends on where the property is located and whether the setback is along a front, rear, or side property line. For example, in the Hideout, the following Setbacks are required: Front - 25’; Rear - 25’; Sides - 10’. Also, within these setbacks there are “easement lines” (Front - 10 feet, Rear - 10 feet, and each Side - 5 feet).

Please note that the 25 foot front area starts at your property line, not at the edge of the road. The property line to the road is POA property. Also, in Pennsylvania, only a state licensed surveyor may set the property corners.

What is an Easement? An easement is defined as a right that one party has to

use real estate that is owned by someone else. The rights of the easement holder regarding usage of the property are specific and typically limited. Property ownership or possession is not impacted by an easement. The property owner gives up only defined rights on that portion of the property that is used for purposes of the easement. Common easements are those that are given to public utilities such gas or telephone companies to run lines under/over private property.

Utility easements such as power, phone, water and sewer are examples of easements that benefit the Hideout. Such is the case with RS&W. As a general rule, the grantor of the easement can make any use of that property as long as it does not unduly interfere with the rights granted to the easement holder. Typically, the owner granting the easement cannot build/ place structures or obstructions within an easement area or otherwise hinder access to that area.

A utility easement grants the utility company the right to use and access a specific area of a property. The area covered by the easement is usually clearly defined in the text of the easement, and the easement is attached to the property deed so that it will persist even when the property is transferred or sold. Utilities can request an easement for any number

of reasons. A classic example of a utility easement is an easement which allows the power company to run electrical lines along a property, and to install utility poles if the property is long enough that the lines cannot pass over the property without support. The utility has the right to utilize a strip of land for the lines, and to enter the land to access the lines for maintenance and repair, which can include tree trimming, replacing rotted utility poles, and relocation of any conduits, cables, wires, towers, and poles.

What about these Property Easements?

Every Hideout property has “easements” – legal rights that others have to use parts of a land owner’s property.

Despite their prevalence, easements are often misunderstood and in some instances, people are not even aware that easements exist. As a property owner you can benefit from a basic understanding of easements. That understanding helps you avoid problems (permanent placement of landscaping, trees & shrubs, rock gardens, landscape lighting, fences, etc.) that can arise within the easement area.

By keeping these areas free of plantings or other obstructions, you can enjoy what you have planted without worrying that it may be in jeopardy in the future. ■
