President’s Message

B

y the time most of you read this column the vote count for the Board of Directors election will have occurred.

Either I was re-elected to a 2nd 3 year term or I was defeated in that quest.

Nevertheless, every decision I made as a Director was made with one thought: is it good for the community? I never wavered from that thought/concept.

As a follow up to last month’s column about Lake Rules and boating requirements, our Public Safety Department was very aggressive in enforcing those rules. I was delighted that Lake Rules were being enforced for the safety of all boaters and swimmers.

The 50+1 Committee will reconvene in the fall to continue to plan for an extravaganza for our residents. The concerns raised by some residents about activities in the Hideout will be part of a survey that will be part of the packet mailed with the annual Dues Assessment in January 2021.

We are reviewing Governor Wolf’s mandate about in-person dining and serving of alcohol. We are duty bound to adhere to those mandates. For example, you cannot go to the Pub or Bistro and just order drinks. You must order a full meal and not snacks. Additionally, with a group of 8 residents, you cannot order 2 sandwiches and divide them into quarters and order your alcoholic drinks. Our rules allow for 1.5 hours from the time your order is taken to eat a meal and have a drink. You can order a 2nd drink if you are still eating. It is also against our rules to contend that a residents who owns 2 lots can eat and drink for 3 hours. The Governor’s mandates are based on common sense. Please simply practice common sense and do not create unnecessary pressure for our staff and other residents.

The new Board meets on October 18th. and shortly thereafter Committee appointments will be established. For those residents who have voiced a concern about any aspect of living in the Hideout, step up to the plate and volunteer for a committee opening.

Committee members are volunteers and do not receive any compensation. The same applies to all Board members.

The Community Budget Review will occur on Decembers 5th, and on December 19 the Board will publicly vote on the Budget. The Budget Committee, chaired by Frank Palm, put in many hours to establish the 2021 budget. Attend those

meetings and ask questions about how your dues money is spent.

Again through the efforts of master auction bidder Michael Terranova we purchased a used street sweeper, for $4,000, that will be a welcome addition to the Maintenance Department equipment.

We are continuing to address the lack of needed equipment.

Residents are wearing masks at Garbage/Recycling but we do need some improvement at the mailboxes. It is interesting to note that any resident that enters the POA offices is wearing a mask.

Maybe we need more signage. However, we did receive a complaint that we have too many signs in the Hideout. Being proactive is always helpful.

Section 2, Paragraph K of the Protective Covenants states: “Except as permitted by the Committee, no person, except Declarant shall erect or maintain upon any Lot or Improvement any sign or advertisement.” Committee refers to the Environmental Control Committee, (ECC) and Declarant refers to Boise Cascade Recreation Communities, or its successors. So clear and unambiguous are those words in italic that nothing need be used to interpret them. Nevertheless, there are a few instances of political signs (advertisement) in the Hideout. The ECC has not approved those signs, and the homeowners have been cited for violating the Protective Covenants. They paid the fine and kept the signs in place. More fines will be issued. How about a $150 fine being increased to $300, then $500 and $1000? The more devastating problem is when you allow a few to keep political sings on their properties, other residents will want to put a political sign on their lawn or house. Years ago For Sale signs were rampant in the community. That certainly gives a prospective buyer the wrong message when they visit with a realtor, friends or relative.

The ECC took decisive action and those signs were removed and are not on anyone’s property.

Let’s maintain what we have and what has been established for us over many years. Enforcement of rules has helped make us the premier Gold Star, 4 Season Recreational community in NEPA. Stay well and be safe Jerry ■

NOMINATIONS NEEDED The membership is requested to nominate three members for the Nominating Committee at the annual meeting. The Board of Directors is soliciting nominations beginning immediately through the date of the Annual Meeting scheduled for October 18, 2020. The Nominating Committee responsibilities include impartially vetting candidates for the Board, recruiting additional candidates if needed to meet minimum candidates, and overseeing the campaign process to insure compliance with established rules and guidelines.

B

y the time you read this message, Labor Day will have come and gone.

Hopefully you and your family had an enjoyable summer and Labor Day. We are all aware Covid-19 is still present and continues to impose on freedoms we have all been accustomed to. We are keenly aware of the demands being put upon our members and their families. This summer we enjoyed good weather; however, the constraints put on our amenity income has provided new challenges for the administration and all our employees. The summer is usually a time when we are able to garner significant income thereby allowing for The Hideout to provide added services and benefits to our members.

Unfortunately, this summer many of our amenities were restricted in their operations due to limited capacity. The restrictions imposed by the Governor’s office allowed for a maximum of 25% indoor occupancy, thereby limiting some of the amenities to 25% of production.

The administration has been working the last 2 months with the Budget Committee with the goal of putting together a budget for 2021 - a daunting task given all the unknowns because of Covid-19 and the economy. A budget for 2021 has been established and approved by the Budget Committee. The budget process now requires a presentation to the Board of Directors for approval and then a presentation to the membership for their review. We would like to recognize the Budget Committee under Chairperson Frank Palm for their hard work, cooperation and advice in providing The Hideout with a needs-based budget for 2021. We also commend Debbie Tramantano, Financial Manager, for her significant contribution to the process.

Debbie is new to her position and has shown remarkable skills in developing an understandable, detailed document our members will be able to review with understanding.

During the budget process, the administration provided a chart to the Budget Committee detailing a comparison of related HOA communities similar to The Hideout. These comparisons provided the Budget Committee and will provide the membership with a look at the many benefits The Hideout has as compared to some of our neighboring communities. Also provided to the committee is historical data regarding the dues’ assessments from 2015 to the proposed dues for 2021. This chart will show the proposed dues for 2021 will be an increase of 2.5%, the lowest increase in the last 6 years despite the state of our economy. The increase amounts to $3.75 per month. Both these charts are included on page 6 in the October issue of The Hideabout.

increases for 2020 and no across the board increases were awarded.

We have also combined some functions, reducing costs. We have changed the functions of one position and outsourced the work to a local business. For the first time in memory, The Hideout has outsourced services to a local business thereby providing significant reduction in costs and continuing to promote local businesses. With the help of Mike Terranova, Chairman of the Board of Directors, we have purchased used, but well-maintained equipment. These purchases include vehicles needed by the staff to perform their duties, eliminating mileage charges. We purchased a street sweeper so that our maintenance staff can clean our streets and make them safer eliminating the need to hire outside contractors. We purchased a used skid steer and a used wood chipper, both at substantial savings. As you drive throughout the Community, members can observe some of the excellent work done on culverts and swales, all done by our maintenance staff. Much of this work in the past would have been done by outside contractors; however, with the equipment provided to our employees, this work can now be done in house for significant cost savings.

We appreciate members’ understanding the amount of work needed to keep The Hideout in the proud condition it should be. Mother Nature does not always cooperate with our plans and when certain work is scheduled to be done, this schedule is thrown awry. Storm water projects are increasingly demanding and we attempt to respond as soon as possible. Some intended activities such a grass cutting and others have to be put on hold in order to address the more demanding emergencies such as storm water and storm damages. We continue to work at providing the best service to our members; however, The Hideout is a complex enterprise with many moving parts. We have heard people refer to The Hideout as a “mom and pop” small operation. We assure you this is not the case. The Hideout is a thriving, successful business providing a safe and comfortable environment for its members and their guests.

We are looking forward to a Fall with cooler, enjoyable weather and hope you and your families will venture out (wearing your masks, please) to enjoying the beautiful Fall colors and the many outdoor facilities offered by our Community.

Chairman's Message T he amazing members of The Hideout never cease to amaze me. During the age of face coverings and social distancing, our members turned out on September 11th to honor our fallen heros. Even with no provided seating, we had a great turn out. Thank you to all who organized the event and all who attended.

I am writing this in mid September. This could possibly be my last article. My seat on the Board of Directors is one of two seats up for election. I urge all members to utilize their vote. Let’s keep The Hideout moving forward.

As the liaison to the Facilities/ Public Works, I was directly involved in researching and purchasing a previously owned commercial street sweeper. I believe this will save time and money for The. Hideout. Currently to clean our parking lots and streets, we use man power. Perhaps you have seen our Maintenance staff with backpack blowers and brooms. Instead of many hours and three men, one man and a machine could cut the time down

significantly. Time is money. The Hideout spends thousands of dollars purchasing stone and gravel.

Only to be washed down the road. With the addition of this sweeper some of that material can be reclaimed. Another way to save money.

I would like to commend the staff at the Trash and Recycling Area. They did a great job on Labor Day weekend.

The area was kept clean and there was no pileup of trash. Housekeeping has continued to do a great job of keeping our common areas clean and sanitized.

Now that Governor Wolf has opened up dining to 50% capacity, please make a reservation at the Clubhouse and check out the great menu. Support our amenities.

As always I ask to please be kind to one another. Be mindful of our staff while in the performance of their jobs. A little kindness certainly goes a long way. ■

Facilities Corner H appy Halloween! The weather is turning colder and the leaves are starting to change. This is a really great time of year but it still seems too early!

I truly hope everyone had an amazing summer.

With the colder weather, our operations in the maintenance department have started winding down as we begin closing up some of the amenities, and preparing for winter. Our trucks, snow plows, and salt spreaders are being inspected and having repairs made where necessary so we will be ready to go when the first snow comes.

The Bulk Garbage Day event will be October 24, 2020 from 6:30 a.m. to 2:30 p.m. Please review the changes and rules that we have posted on page 34 of this month’s Hideabout.

Storm water projects are continuing. The maintenance staff has done a great job insourcing much of this work and this speaks for the skill set that we currently have with the maintenance team. We are doing our best to complete as many remediation projects as we can before the snow and ice sets in. Unfortunately we are at Mother Nature’s mercy as far as how long we will work into the fall months.

Don’t let the colder temperatures stop you from getting out and enjoying all The Hideout has to offer. Hike our trails, enjoy the fall foliage around the lakes, or visit our Clubhouse and have a delicious dinner. ■

MAILBOX ADVISORY

Cluster mailboxes within The Hideout are limited. The United States Postal Service has advised The Hideout that their policy is to revoke and/or reassign the box of individuals who do not retrieve their mail for a period of three or more weeks. Please be sure to pick up your mail from your box on a regular basis. If you are unable to retrieve your mail from your box for an extended time, you should make arrangements with the Lake Ariel Post Office to have mail held or forwarded and ask how to preserve your box assignment.

Public Safety Corner W ith the winter weather approaching quickly I would ask everyone to please slow down and allow yourself more time to reach your destination.

I would like to remind motorists that the speed limit in The Hideout is 25 mph with the exception of Antler Road, which is 15 mph. Motorists are reminded that the Public Safety Department strictly enforces the communities’ 25 mph speed limit in The Hideout with special attention given to the Safety Zones where speeding fines are doubled. To date there has been no serious motor vehicle accidents causing injury. Let’s try and keep it that way.

Please be mindful of your speed and courteous to the pedestrians while driving in The Hideout.

Also as a reminder with the upcoming winter weather and the need for snow plowing and snow removal members are reminded to park their vehicles no less than (5) feet from the edge of any

paved roadway in the community. The fine for parking on any street in The Hideout is $25.00.

During a snow emergency the fine is elevated to $50.00. This fine is imposed not only during the snow event but also stays in effect through out the winter months when there is a need for the Maintenance Department to keep the shoulders of the roads pushed back.

Members are also reminded that a major concern of the Maintenance Department during the winter snow removal season is the portable basketball hoops that seem to be popping up on the roadways especially in the cul-de sacs. All members are advised to please remove these basketball hoops which are not only hindrance to snow removal but also are a safety concern. ■

Registration Corner I t has been a bit hectic the last three months since moving from Recreation to Registration but my staff has helped immensely to iron out any kinks during my transition. Barb and Melissa, the very first faces the membership sees at Registration, have been amazing assets to me, and the Community.

Rentals have been in full swing all summer long and Debbie has handled them incredibly. Now that Fall has arrived with cooler temperatures, there still does not appear to be a slow down in rentals in The Hideout.

As temperatures dip, some may be planning on heading to warmer climates for the winter. Please be sure to update your contact information with Registration.

It is important that our records are current and up to date so we can contact you in the event of an emergency.

Resales and new member meetings have kept us very busy in the office.

There are many new faces in The

Hideout. Be sure to say hello to your new neighbors.

It has come to our attention that many vehicles in The Hideout do not have a sticker on their windshield.

Vehicles that are parked at any amenity can be issued a citation for not having a sticker or guest pass visible to Public Safety. If you do not have a vehicle sticker, please come in and visit us with a copy of your current vehicle registration and we will gladly issue you a sticker.

In our November 2020 Hideabout, I would like to highlight the veterans of our Hideout Community and extended Community. I invite our veterans and family or friends of veterans to send a picture of them with their name and military branch to lgreen@thehideout.us or bring a photo to the POA Office (the image will be available for pick up November 1st). Please send pictures by October 20th for inclusion in our Veterans Day 2020 highlights.

I would also like to ask our Hideout Members who like to cook, to send in a favorite recipe they would like to share with their fellow Hideout Members. These recipes will run in The Hideabout; I hope to receive enough that a few can run every month. Most of us have been home more than usual lately, and if you are anything like I am, you are looking for different meals to cook for dinner! Any and all recipes are welcome.

The Community Relations Department is doing its best to keep the lines of communication open between the membership and Administration. To date, we have over 2700 members receiving email blasts from The Hideout. This is

a great way to keep current with information directly from the POA. If you have not signed up for email blasts, you can call the POA Office at (570) 698-4100, ext. 107. The Hideout official Facebook page, (@ Hideout Property Owners Association), updated by The Hideout POA, has 300% more likes than last month. The post reaches are almost 4000, which is up by 28%. Facebook is a quick resource to see up to date information directly from the Administration.

The Communications Committee is still looking for some additional members. If you are interested in volunteering your time, please go to the POA Office to apply.

Take the time to go for a drive and enjoy the colors of the season. Before we know it, the only color we will see is white from all the snow!

In addition to this, the regulations, updated September 8th, restrict the sale of alcohol after 10 p.m. also beginning September 21st.

ENVIRONMENTAL PAGE From: Ryan J. Hill, M.S.Ed., Assistant Community Manager and Environmental Manager The Wildlife and folks, What’s “Hiding Out” in our Forestry CommitHIts eyofficially tee, along with POA Fall! With that in mind, Community this Month?

Management will there are a couple of items we would like you all to be mindful of while you start enjoying the brisker weather, as well as the upcoming fall themed holidays: • You are welcome to decorate the exterior of your lot! Be mindful of your decorations and ensure they are in good taste. Objects are, however, still not permitted to be permanently attached to trees. Please loosely tie your decorations if attaching them to a tree. Current policies indicate that holiday themed decorations must be taken down no later than 2 weeks after that particular holiday has passed.

• If you are putting up corn stalks, ensure that there are no corn cobs attached.

This can be perceived as feeding of wildlife, and could result in a feeding of wildlife citation. Likewise, if setting out pumpkins please be sure to properly dispose of them if they start decomposing.

• If enjoying an outdoor fire, ensure you are utilizing a manufactured device with a chimnea or screened cover. This is required for all exterior fire places per our Rules and Regulations to help reduce the chance of a forest fire from occurring.

A circle of rocks or cinderblocks is not a permitted fireplace, and is a citable ECC offense.

• Do not blow leaves out and onto the roadway. Ensure that all leaf litter/debris is not obstructing your ditches, culverts, or swales as is required per our Protective Covenants. It is a citable offense to not maintain these areas on your property as it will prevent stormwater from being conveyed away to where it needs to go. Do yourself, your neighbors, and our community’s lakes a favor by routinely removing leaves from your ditch areas. The burning of leaves in the community is not allowed.

by October 14th this year. As discussed in my September 2020 article, ensure your docks are properly labeled with your lot number if you are putting them into storage. This will ensure that you are all good to go for the 2021 season and are in compliance.

Where: Ice Skating Rink at the Ski Hill When: Friday October 2nd, 4PM – 7PM & Saturday October 3rd, Noon-4PM Several different species of native trees and shrubs will be provided to members in good standing, maximum of two (2) plants per lot. Please bring your member ID card and ensure a means of safely transporting your new plants. Most plants are small and easy to transport, but some species are in 3 gallon pots and are several feet tall so please plan accordingly. Educational information and tips for successful fall planting will be provided, as well as information on commonly encountered invasive/non-native plant species that might be on your lot and how to remove them.

Social distancing and the wearing of face masks is required when picking up your free plants.

The Red Fox, Vulpes vulpes

I

f you’ve lived in our community for any amount of time, chances are pretty good that you’ve caught a glance at a Red Fox darting through the woods. Here are some interesting facts you might not have previously known about the Red Fox: • Belongs to the same family as the dog, coyote, and wolf…. Canidae • They have extremely sharp hearing, eyesight, and sense of smell. For instance, a field mouse can be heard by a Red Fox up to 150 feet away.

• Red’s average only about 8 to 12 pounds once fully mature, and appear much larger than they actually are due to their thick fur.

• Are mainly nocturnal hunters, but you can routinely see them in the day time.

• They are opportunistic hunters as well as scavengers, eating whatever food resources they may discover in their travels. Interestingly, they will cache away uneaten food by burying it in loose dirt.

• Breeding season for Red Foxes usually occurs in February. Male foxes are referred to as “dogs” and the females as “vixens”.

• Red’s typically do not seek out dens or

burrows in the wintertime, but rather prefer to sleep in the open and use their large bushy tails to keep their faces warm.

• Red Foxes are unfortunately highly susceptible to mange as well as rabies and other diseases/parasites. This is often a sign, however, of an overpopulation of foxes in too small an area.

• At one point in PA’s history, there were actual bounties for foxes which lead to a drastic decline in their overall population throughout the commonwealth. By 1966, bounties were abolished.

• Red Foxes, and predators in general, tend to get a bad wrap in terms of impacting small game populations. From a wildlife management perspective, there always needs to be a balance of predator and prey to keep different populations of wildlife in check. More often than not, predators like Red Foxes capture and consume “surplus” game that otherwise would have died from vehicle collisions, disease, or starvation.

ack pain is one of the most common medical problems, affecting 8 out of 10 people at some point during their lives.

Although back pain is the number one cause of disability around the world, low back pain is often improperly addressed. Too often patients are sent for inappropriate tests and treatments, including being prescribed addictive opioids. Even though recent guidelines and studies recommend physical therapy and exercises for the treatment of back pain, those are not being widely prescribed. The United States prescribes more opioids for low back pain than any other nation, to the point it has become a national health crisis. Back pain can range from a dull, constant ache to a sudden, sharp pain. Acute back pain comes on suddenly and usually lasts from a few days to a few weeks. Back pain is considered chronic if it lasts for more than three months. Every patient is first evaluated. The physical therapist then decides the treatment plan based on the individual patient. The goals of physical therapy are to decrease pain, increase function and provide education on a maintenance program to prevent future recurrences. A physical therapy program includes stretching to improve mobility and flexibility, strengthening core muscle groups that support the low back, along with addressing proper posture. The physical therapist may focus on decreasing pain with passive physical therapy (modalities). These therapies are considered passive because they are done to the patient. Examples of modalities include: Heat/ice packs, Iontophoresis, TENS unit and Ultrasound. In addition to passive therapies, active physical therapy (exercise) is also necessary with aerobic exercises that may include walking or biking, to name a few, along with core exercises. Carbon Monoxide: The Silent Killer By: Joseph C. Koval, M.D., Hideout Resident

s cooler weather arrives, the risk of carbon monoxide (CO) exposure, poisoning and death increases. With some basic knowledge, common sense, and preventive maintenance, tragedies related to CO can be avoided.

affinity for CO than oxygen. So, when we breathe in CO, it strongly binds to the hemoglobin, preventing normal oxygen binding and transport. This results in a lack of proper tissue oxygenation and, ultimately, death.

CO is called the “silent killer” because it is a non-irritating gas that you cannot smell, taste or see that can kill without warning. According to the Centers for Disease Control and Prevention, more than 400 people die in the U.S. each year from accidental CO poisoning. And, approximately 50,000 people in the U.S. visit emergency departments each year due to accidental CO poisoning.

Symptoms of CO poisoning are headache, dizziness, weakness, chest pain, nausea, and vomiting, sleepiness and confusion. These symptoms are not specific and can often be confused with other illnesses such as the flu or food poisoning. The unborn, infants, and children, the elderly, people with chronic heart and lung diseases, and people with anemia are at increased risk for experiencing the effects of CO exposure. Also at risk are people who work in certain occupations such as garage mechanics, firefighters, welders, forklift operators, police officers, and taxi drivers, to name a few.

CO is produced whenever fossil fuels (gas, oil, kerosene, coal, wood) are burned. Furnaces, fireplaces, grills, stoves, and ranges, gas dryers, lanterns, cars and trucks, and small engines all produce fumes that contain CO. If these appliances and equipment are not properly used and regularly serviced, and exhaust fumes are not properly ventilated, the gas can build up indoors and can kill people and animals.

Normally, we breathe in oxygen which attaches to a protein called hemoglobin found in our red blood cells. The red blood cells carry oxygen to our tissues to keep them alive and functioning.

Poisoning and death due to CO exposure can be prevented. Every home and business in which fossil fuels are burned should have CO detectors installed. Placement of the detectors, and replacement of batteries, and cleaning and replacement of the detectors themselves, should be according to the manufacturers’ recommendations. Furnaces, water heaters, space heaters, and chimneys

should be routinely inspected and serviced at the beginning of each heating season and as recommended by the manufacturer. Portable electric generators, and portable gas and kerosene heaters should never be used indoors. Likewise, grills, camping stoves, and engine powered equipment (like pressure washers and leaf blowers) should never be used indoors or inside a camper or recreational vehicle, even with windows open. Never use a gas oven to heat your home. Never close a fireplace or stove damper until the fire is completely out. Never leave a car, truck, motorcycle or snowmobile running, even for a short period of time, in an enclosed or partially enclosed space like a garage.

If you suspect CO poisoning, immediately leave the enclosed area, go outside and call 911. Even minor cases of CO poisoning can cause brain, heart, and other organ damage.

Depending on the severity of the CO exposure, treatment may include giving supplemental oxygen, use of a high pressure oxygen chamber, and other supportive care.

You can prevent a carbon monoxiderelated tragedy by following some simple guidelines, being aware of the symptoms of CO poisoning, and acting quickly if you suspect CO poisoning. ■

13th Annual Andy Boandl Run

E

very year, the Hamlin Hawgs, a motorcycle family local to North Eastern Pennsylvania, dedicates an annual fundraising event for various charities or someone in need. This year the 13th annual Andy Boandl Run was held on Sunday afternoon, August 30th. The 13th annual event fundraising recipient was held for a Lake Ariel and Hideout resident named Angelina Freda, who is a remarkable and young woman. Angelina recently graduated from Western Wayne High School and: We are saddened to say that at the young age of 18, Angelina is battling brain cancer and all of the side affects that come with this unpredictable, terrible disease.

The idea of the Hamlin Hawgs originated with the tragic death of Mike “Beamer” Madden in 1991. Beamer’s sudden death hit his friends extremely hard, which provoked them to come together in his honor as a small, tight-knit group and do whatever they could to help others in need. Andy Boandl became the President of this charitable group. Together they participated in many charity motorcycle runs, including the Geisinger’s Children’s Hospital Run and the Ledgedale Fire Department’s Diver Down Run. Not too long after, under Andy’s leadership, the riders organized a charity run of their own for a family with a young child suffering from cancer. The group of friends often spoke about establishing themselves as a legitimate, fundraising riding group and naming their group “The Hamlin Hawgs”. Suddenly in the spring of 2007, Andy Boandl was diagnosed with cancer.

The outlook was not promising. After the shock of his diagnoses, Andy was more determined and motivated than ever to do what he dreamt of - establish the Hamlin Hawgs as their own charity team.

In the fall of 2007, the Hamlin Hawgs held their first official meeting and with its success, the group was able to donate, ride and fundraise ever since. It started

with a Spaghetti Dinner Benefit for Andy with numerous local businesses donating everything from the food, to gift certificates and raffle prizes. The dinner was a tremendous success, an event beyond anything they had imagined. When Andy passed away in 2008, the Hamlin Hawgs stayed together and renamed their annual riding fundraiser to “The Andy Boandl Run” in his honor. Every year, they have continued to raise money for a person or family in need.

This year marks the 13th year of this charity ride. The community came together yet again, even during a global pandemic, to show their support in this great event. With COVID-19 restrictions in place, planning the event was not an easy execution. Many things had to be changed in order to host an event this notorious and large and be able to raise money for Angelina and her family.

I would like to express my sincerest gratitude to all who made this annual event possible, even during this restricting time. The Hideout community and surrounding area was very generous and the event was a success. To the Hamlin Hawgs and The Ledgedale Fire Hall, we want to thank you for all of the incredible things you have done and continue to do.

It’s no doubt that this year was a tough one for everybody, so for the community to be so generous is simply amazing, inspiring and appreciated. Andy Boandl was my father and I know first that it’s not easy for a family to go through something like this. I also am the Recreation Manger at The Hideout and appreciate what a great place this is to live and work.

The Hideout is always willing to lend a helping hand, and that is a quality that really shows what we at The Hideout are all about. I am looking forward to seeing everyone at next year’s annual Andy Boandl Run!

The 2020 Hideout Fishing Derby was held bright and early on Saturday, September 5th. We couldn’t have asked for a better morning; the lake was still, the weather was beautiful, the fish were biting. The event was broken into two groups: 16 years of age and older and people under 16 years. Six younger contestants and 25 adults registered for this free event. Contestants were given five hours to fish on Roamingwood Lake and at noon, the winners were awarded. The Fishing Derby is always a fun, free, family event where all family members can participate. We hope to see you on the lake next year for the 2021 Hideout Fishing Derby!

The Hideout 2020 Boat Regatta

Aloha! This year The Hideout went with the theme “Aloha!” for their annual Boat Regatta. The 2020 Regatta took place in the afternoon on Saturday, September 5th at Roamingwood Lake and Marina. Contestants had the option to decorate their boats, their jet skis, and their docks with anything that they felt fell under the category “Aloha”. Contestants used faux palm trees, grass skirts, leis, flowers, and bright colors to stand out to the judges. Spectators watched the luau-looking contestants from the Marina, Roamingwood Park, on their boats and from all areas of the Roamingwood shore.

A total of six docks, seven boats, and two jet skis registered for this free event. The judges split the contestants into two groups: powerboats and lake front docks. The Miller Family took first prize for the powerboats with their creative “Moana” themed display. The family’s powerboat was decorated with a large, white, triangular sail with a red swirl, almost identical to the sail in the popular Disney movie “Moana”. The Blit family took first prize for the lake front docks. They showed their creativity by wearing bright colored clothes and decorating their resort-looking property with leis, tiki torches, and even a real-life Tiki Bar, complete with a vibrant Tiki Bar sign. Recreation Corner T he end of the summer 2020 has evoked many emotions: good, bad, happy, and sad. The summer is always a time when it’s “all hands-on deck” for the Recreation Department. Every year, we bring in seasonal staff, lifeguards, and aquatics office staff while trying to give every Hideout community member an amazing experience during our peak-season. As fall approaches, we have some employees leave for college, work, and eventually fulltime careers that are not affiliated with The Hideout. With that being said, we get to watch these valuable people grow into great men and women. Their absence will be felt as we continue to our next season, but I personally could not be any more proud of my summer staff, as we dealt with a mass amount of adversity and trying times this year.

Recreation has received an abundance of support from The Hideout in terms of training and certification for our staff. The Hideout has generously paid for certain lifeguard certifications, re-certifications, waterfront certifications and CPR/AED classes. These certifications are vital when it comes to keeping and retaining a solid, experienced, and knowledgeable staff. As we closeout the summer season, we are diligently communicating with other departments of The Hideout and our community members to see how we can improve upon our procedures, events,

rules and regulations for next year. We are very pleased with the way things are currently running, but there is always room for improvement.

I want to take this time to recognized and appreciate the work that Jillian Lambdin and Claire Pfaeffle have done during this summer season at The Hideout. Jill and Claire are The Hideout’s Co-Aquatics Coordinators who, although have left for the time being, have grown so much as individuals and professionals since the beginning of this unexpected, different, uncanny peak summer season.

They both started as lifeguards and swim team members at The Hideout and have taken their passion for aquatics and management to the next level over the last few months. They truly stepped up to the plate when times became tough and dealt with a lot of changes, new members, new guests and new procedures to the best of their ability.

It wasn’t always easy to accommodate everyone at times, but these two admirable young ladies helped make the summer enjoyable for not only our members, but our staff as well. They both have a ton of leadership and pride to show and will no doubt have very bright, successful futures. Thank you Jill and Claire.

PEDESTRIAN SAFETY

To stay safe walking, follow these rules of the road: 1. Walk Facing Traffic When Walking on the Side of the Road If there is no sidewalk and you must walk on the side of the road, choose the side where you are facing oncoming traffic. In North America, this is the left side of the road. This gives you the best chance to see traffic approaching closest to you and take evasive action when needed.

2. Walk Single File When Not Separated from the Road Unless you are on a sidewalk separated from the road or you are in a wide bike/ pedestrian lane, you should walk in single file. This is especially important on a road with lots of curves and where traffic has only a split second chance of seeing you before hitting you. While it can be enjoyable to walk down the road two to three abreast chatting merrily, drivers don’t expect it and you may lose your best walking buddies.

3. Stay Aware of Bikes and Runners Share the road and path with bikes and runners. Bike riders should alert you when approaching from behind with a bike bell or a “passing on the left/right.” Listen for them, and move to walk single file, allowing them to pass safely. Runners should also call out for passing. Bike-walker collisions can result in broken bones or head injury for either—and you aren’t wearing a helmet.

The Wednesday golf sessions may be extended. All is going well there.

A training class is scheduled for Saturday 8/16/20. The shop will be closed during this time.

4. Be Visible Wear bright colors when walking. When walking at night, wear reflective clothing or a reflective vest to be visible. Drivers are often not expecting walkers to be out after dark, and you need to give them every chance to see you. Be just as cautious at dawn or twilight, as drivers still have limited visibility or may even have the setting or rising sun directly in their eyes.

5. Be Predictable Make a practice of staying on one side of the path while walking rather than weaving randomly from side to side. Watch your arm motions, or you may end up giving a black eye to a passing walker, runner, or biker.

6. Keep the Volume Down Don’t drown out your environment when listening to music with your earbuds or headphones. Keep the volume at a level where you can still hear bike bells and warnings from other walkers and runners.

7. Hang Up and Eyes Up Distracted walking due to chatting, texting, or playing games on a mobile device while you walk is as dangerous as doing those things while driving. You are distracted and not as aware of your environment. You are less likely to recognize traffic danger, tripping hazards, or passing joggers and bikers. Adopt habits that can keep your phone in your pocket, or at least make it a practice to stop in a safe place to complete your phone tasks before moving on.

8. Walk Dogs on Short Leashes It is terrifying and tragic to witness dogs running out in to traffic or getting into a fatal dog fight, whether on leash or off leash. But when walking your dog on a long leash there is also a danger that you will trip other walkers or bikers. You will keep your dog safer as well as those who pass by you if you use proper leash walking etiquette.

9. Know When to Stop Walking Heat sickness, dehydration, heart attack, or stroke can strike walkers of any age.

Learn the symptoms of medical emergencies and carry a cell phone to dial 911.

Even if you are a seasoned and well-trained walker, you may experience one of these problems and need to cut your walk short. Encourage your walking friends to stop when they show any concerning symptoms.

10. Be Aware of Stranger Danger Street safety is a concern for many walkers. Choose your walking route for paths frequented by other walkers, joggers, and bikers. If you see someone suspicious, be prepared to alter your course or go into a store or public building to avoid them.

Acting alert and aware can convince bad guys you are not an easy target.

Communications Committee Draft Meeting - 8/18/20 Minutes of Communication Committee Meeting – August 18, 2020 Called to order at 11:40 a.m.

New garbage regulations were discussed and the need to keep control of the garbage in order to reduce costs.

There was a discussion about the littering problem in The Hideout which has gotten extremely worse in recent times. It was suggested that additional signs be erected which indicate that video evidence will be accepted for the

issuance of fines .

The “New Member Packets” were reviewed and updated with important phone numbers. Since many things have changed in The Hideout over the years, the question was asked if existing homeowners can get a new member packet. Lisa will check on this with registration.

Fire pit regulations should be published in the Hideabout and also be included in new member packets.

There has been some miscommunication regarding the renting of the OSC and the responsibilities of the departments involved leaving members without the requested items for their events. A clear understanding needs to be established between these departments. Lisa will follow up.

Amenity Openings: Gov. Wolf recently announced that restaurants will be able to open at 50% capacity with SelfCertification and no alcohol served after 10:00 pm.

Ski Hill: Working on the finishing touches to the Magic Carpet (Handrails).

Also working on the waterline project.

A new Side by side ATV has bee purchased. The towers are almost painted.

Line Painting: A proposal has been sent out for this project. Awaiting response.

Main Gate Entrance: The owner of Lake Genero been spoken to. It has been determined that repairs to the parking lot will have to be made. The rest of the project is moving forward.

Standing Water at North Gate: Heather informed the committee that she has with Sam Wilmot regarding this issue and two different scenarios have been suggested but that both will be costly.

She is awaiting numbers.

Committee Member Comments: Michelle P. informed the committee that the storm grate by the Main Gate Mailbox area needs to be filled in, and that the concrete at the dump area is broken. These issues pose a trip factor.

She also informed the committee that the lines around the walking path are faded and the marina wall has more cracks than before. This is unsightly.

INVASIVE TO NATIVE PLANT INITIATIVE: R. Hill is planning on stockpiling native plants at the ski hill ice skating rink with the giveaway being in late September or early October.

MICROBAC LABS: The Microbac test results were reported. If we ever exceed the thresholds for recreational waters, an announcement will go out to the community.

TRACT 29: Spraying for canary grass will occur behind Brooks in Tract 29 in late fall.

Removal of tree fencing will occur in winter or spring.

DAM INSPECTIONS/EAPS: Dr. Givler is finalizing the paperwork to reflect Heather Hopkins as the new Dam Director on our Emergency Action Plan notices.

PICKERELWEED TRANSPLANT: In the fall the Purple Loosestrife will be removed at Brooks and Pickerelweed transplanted.

WATER QUALITY MONITORING EVENTS AND TREATMENT EFFORTS: PH conducted the Roamingwood Lake tour on August 20th to survey submerged aquatic vegetation and found problematic tape grass. They will come to spray on the 24th.

NATUREWORKS: Copper sulfate was applied to the entrance pond and all three lakes at times in August and glyphosate to floating weeds at Deerfield and will be treating tape grass in the southwestern cove of Roamingwood.

BUOYS: It is likely that we will be adding 1 additional SLOW/NO WAKE buoy at the very northern end of the lake in 2021.

OUTLET STRUCTURE/DEERFIELD AERATION SHACK: The chain link door along the aluminum walkway, and the No trespassing sign on the door and entrance have been completed, and the solar powered light is in progress. H. Hopkins confirmed that the Deerfield shack overhaul will be completed by the end of the year.

FLOATING WETLAND ISLANDS: R. Hill has put in the 2021 budget $27,900.00 for replacement costs for the FWI at Brooks.

NORTH BEACH STREAM PROJECT: The project entails stabilizing a 750’ area of shoreline and 40 linear feet of streambank including the reestablishment of a vegetated buffer for which we would need several permits. R. Hill will continue talking to PH and the conservation district to see if we can accomplish this task for a reasonable price.

Lakes Committee Minutes - 8/29/20 Since the Board did not approve the Drone CMR but further research indicates that a municipality cannot regulate the ownership or operation of unmanned aircraft, R. Hill will coordinate with Public Safety to emphasize safe drone use and restrictions within our rules and regulations. They cannot be used to endanger other people nor near our eagles’ nest.

The eagles’ nest on Roamingwood has been under review as so many activities occur near the nest. However, they have not seemed to have disturbed the eagles so, other than advising the nearby homeowners, nothing will be done at this time.

The boat regatta with the theme “Aloha” will be held on September 5th at 2 PM. R. Hill is still working on a sign for Roamingwood to better highlight the lake, what it offers and best practices for lake users.

Diving Services Incorporated (DSI) is scheduled to be on site next week to clean the existing gate, frame and actuator

stem and inspect. On August 26th it was discovered that a little bit more water has been passing through the lower level gates. It also seems that the side weir gate never closed completely; something might have gotten bent. DSI will be here to investigate.

The requested date to lower Roamingwood between 5’ to 10’ is October 19th and will remain lowered till April 20th. This is a week earlier than last year to ensure that the lake is drawn down safely over a predetermined amount of time before the lake starts freezing over. Boats are to be off the lake by the 19th.

Suzanne DeLorenzo of Lake Ariel Fire Co-wrote as chairperson of the Penny House 5k. She asked the Township if they would fund the event insurance for this event as they had in the past. F. Birmelin moved to approve the Township funding the Insurance for the 5K, carried 3-0. 2) Maplewood Fire Company wrote providing its July activity report showing 39 Alarm responses of them 29 were medical. Maplewood held 4 training and work nights. Maplewood Fire Co will be holding a Chicken BBQ on Saturday, September 5th from Noon until sold out.

Roadmaster’s Report: S. Swingle reported that during the month of July all trucks were inspected. They took care of cutting brush along the roads.

The new chipper has been sent to the dealer because it was acting up. They have been spending time at the Lake

Salem Township Board of Supervisor Minutes - August 11, 2020

he Regular monthly meeting of the Salem Township Board of Supervisors was held on August 11th, 2020. The meeting was called to order by the Chairman at 6:30PM with all members present. The Pledge of Allegiance was then recited. The minutes of the July 13th, 2020 meeting were approved as presented with no comments or corrections on a motion made by Robert Wittenbrader 2nd by Dennis Chapman with all in favor.

Synopsis of Lake Township Minutes - August 4, 2020 he regular monthly meeting of the Lake Township Board of Supervisors was held at the Lake Township municipal building on August 4th, 2020. The Meeting was called to order by the Chairman, at 7PM Supervisors, Scottie Swingle, Timothy Jaggars, and Fred Birmelin were present. The Pledge of Allegiance was then recited.

School property. A new lawn mower has been purchased through a government purchase program. The lawns at both Township properties have been mowed.

Old Business: 1) None New Business: 1) Fall White Goods discussed. T. Jaggars moved to hold and advertise for Fall White Goods to be held on October 3rd and October 17th from 9am until 1pm carried 3-0. Noted no electronics will be accepted. Dave Cummins noted that Wallenpaupack High School is collecting electronics on August 15, 2020 with charges as applicable.

2) School Property Project. F. Birmelin reviewed the beginning stage of the Lake School recreation facility. The Township wishes to at this time to advertise for Stage 1 Tree cutting of areas in the property. E& S plan will be required at this time but no earth disturbance will be planned until a NPDES permit is obtained. F. Birmelin moved to advertise for bid opening of tree cutting Stage 1 to be opened at the September 1st, 2020 meeting, carried 3-0. Details will be available to prospective applicants.

3) Agreement with JHA Associates for Engineering. F. Birmelin moved to hire JHA as Engineers for the Lake School Project, carried 3-0.

Additional Public Comment: Dave Cummins asked the Board if there was a plan for the Lake School property, they are using the previously developed drawings to start.

Indian Rocks Winter Maintenance contract was noted with no changes for the 2020/2021 winter season. Motion to send Contract to Indian Rocks for signatures made by Dennis Chapman 2nd by Robert Wittenbrader with all in favor.

Old Business: The VanLeuvan CDBG 2018 contract was awarded through the Wayne County Redevelopment and Wayco Inc. was awarded the contract for paving.

The Hamlin Heights property has requested for the Bond to be lifted on its facility. After discussion it was noted to get Gary Enslin’s approval and confirm with Township Engineer Steve Knash their Ok. With their approvals a motion to release the bond was made by Dennis

Chapman 2nd by Robert Wittenbrader with all in favor.

Attorney Updates: Neville Trailer Park update. The Park received a Federal order to close if system is not in place

by April 2021. Attorney Treat advised to discuss with Nancy Neville her plans.

Concern over timing and plans for park residents. Attorney Treat was advised to look into the parks plan and advise. The Township received the monthly status report noting the design temporarily on hold until Ms. Neville receives a decision on her appeal request.

Attorney Treat updated the Supervisors noting Doug DiPalma of Doug’s Towing was being served by Constable Joe Cremona. It was noted he had been playing games hiding from the Constable.

Correspondence: Wayne County EMC meeting has been scheduled for August 19th, 2020.

Bills were reviewed motion to approve and pay as submitted with no comments or corrections was made by Robert Wittenbrader 2nd by Dennis Chapman with all in favor.

Park Updates: none Public Time: Mr. Jones questioned the Board as to their Health Insurance companies. Noted the over 65 receive a different policy.

Bulk Garbage Day - October 24th

OCTOBER 24, 2020 6:30 AM TO 2:30 PM MAINTENANCE YARD

T

he second Bulk Garbage Day event for 2020, has been scheduled for Saturday, October 24, 2020.

At the June event held earlier this year, The Hideout saw an overwhelming and unprecedented response to the Bulk Garbage Day event with over 480 members bringing bulk garbage.

We provided 23 40-yard dumpsters accumulating and discarding of more than 480 tons of bulk garbage. There were 16 maintenance staff in attendance, unloading vehicles, loading dumpsters, and assisting members. Not only is this a large financial undertaking for the Hideout but it is also very taxing on our employees.

While we would like to continue this event for the benefit of our members it seems the event has strayed from its original intent. The intent being to provide

RULES: 1. Members are limited to 1 truck load OR 1 trailer load. A truck AND trailer both loaded with bulk garbage will be charged $150.00.

2. No UHAUL trucks or enclosed box trucks permitted.

2. No contractor vehicles permitted.

3. No contractor or construction materials permitted, including but not limited to sheetrock, spackle buckets, tiles, plywood, construction lumber, etc.

4. All members must present their ID badge at registration in order to drop off bulk items.

5. Members not in good standing will not be permitted to bring bulk items.

Gate Road and Lakeview Drive East, you will then make a right and then a left into the Maintenance Yard.

There will be 3 public safety officers stationed to direct traffic. The first officer will be located at the intersection of Lakeview Drive East and North Gate Road directing traffic right towards the Maintenance Yard. A second officer will be at the intersection of North Gate Road and Lakeview Drive West, directing traffic from the North side right towards the Marina. The third officer will be located at the entrance of the Maintenance Yard, directing traffic into the Maintenance Yard as well as exiting the Maintenance Yard.

You may exit left or right when leaving the Maintenance Yard.

TRAFFIC PATTERN: Due to the congestion and hazardous

traffic conditions experienced in June, all traffic will now be required to enter into the Maintenance Yard from one direction. You may exit the Maintenance Yard from either direction. Public Safety will be directing traffic throughout the event. Please be patient and pay attention to the public safety officers and their directions.

All traffic will enter the Maintenance Yard from the intersection of Lakeview Drive East & North Gate Road.

If you are coming from the NORTH side, you will pass the Maintenance Yard and take a right onto Lakeview Drive West and follow the lake around, taking a left onto Lakeview Drive East, towards the Marina.

You will then take a right onto North Gate Road and a left into the Maintenance Yard.

If you are coming from the SOUTH side, you will make your way to Lakeview Drive West or Lakeview Drive East, towards the Marina. All traffic from the North must stay right on Lakeview Drive West or Lakeview Drive East. At the intersection of North

an opportunity for homeowners who have a home here in The Hideout to get rid of bulk garbage, removing the burden and cost of having to take it to a landfill or other waste management site. The event now seems to have become an opportunity for not only members but their guests, renters, family, and friends who reside outside The Hideout, as well as contractors, to discard their bulk garbage for free.

After considerable discussion between multiple departments, all of whom have a part in the Bulk Garbage Day event, it was agreed that changes to the event needed to be made to better benefit our members and The Hideout, in terms of proficiency and fluency.

Please be advised that the following rules will be in effect for the October 24, 2020 Bulk Garbage Day and all Bulk Garbage Day events going forward.

Directional signs will be posted across most intersections along Lakeview Drive West and Lakeview Drive East.

By: Al Lutzi, Pro Shop Manager The Golf Course and Pro Shop are open with restrictions. Everyone will practice 6 foot safe distancing. Face masks will be worn inside the Pro Shop. There is hand sanitizer outside the Pro Shop door, please utilize it.

Reservations are strongly encouraged as we may not be able to accommodate walk-ins. Our new hours of operation are 9 AM until 4:30 PM on weekdays and 9 AM until 4:30 PM on weekends and holidays.

Currently there is only one golfer per cart unless the two golfers agree to ride together. There are currently no club rentals. Only 4 customers in the Pro Shop at one time please.

The Hideout Club Championships and Senior Club Championships have been completed. The women’s club champion is Denise Guiffredo.

The men’s club champion is Marty O’Hora.

The women’s senior club champion is Marilyn Sevigny and the men’s senior club champion is Marty O’Hora. The super senior club champion is Bob Conti The Ciampa/ Miles Tournament was held on September 12th. The tournament was a complete sellout.

The breakfast and luncheon had to be moved outdoors due to the current restrictions in place. Everyone had a great time and the weather cooperated. The first flight winning team was comprised of Dennis Murray, Mike Barninger, Spencer Williams and Chris De Kenipp with a 9 under 61. A special thank you to

Dave Miles and Frank Ciampa for their continued support of golf at The Hideout.

Please be respectful of private property along the Golf Course. You may not enter private property for any reason. Private properties are identified by white stakes.

During this pandemic there is no touching or removing the flag from the hole for any reason.

You may now play from the bunkers. Smooth out your divot marks with your foot as there are still no rakes on the course.

The practice areas and nets are open with minimum physical distancing requirements followed.

The dress code rules remain in effect. Proper golf attire is required at all times.

There is no one allowed on the Golf Course after hours unless you have a golf pass and make arrangements with the Pro Shop prior to closing.

Because of the reduction in the number of Tee times, if you are a single or a two-some you may be paired up with other golfers. We are very busy and most tee times are being maxed out especially on weekends. Please bear with us.

The golf committee is looking for new members for next season.

Become involved with your golf course and its operation. We meet once a month during the golf season.

Roamingwood Sewer and Water Association Storm & Surface Water As we have reported in past articles, storm water runoff , surface and groundwater infiltration, were key culprits in the failing integrity of the old sewer conveyance system and the inefficiency RS&W was experiencing in its waste water treatment plant (WWTP). Prior to the Sewer & Water Infrastructure Replacement Project, investigations revealed that only 37% of our potable water pumped from our wells, was reaching the homes in the community, due to extensive degradation to the lines and over 300 main breaks per year. In addition, the influent volume reaching the WWTP was approximately 80% infiltration of water, leaving only 20% sewage by volume. The ultimate goal of the project was to eliminate both of these critical issues and return the system to its optimum operating standards. The byproduct of this corrective action, was the system would no longer be capturing the excess of water resulting from main breaks, rain, snow, and naturally occurring underground springs.

As we move further away from the final completion of the project, the effects of the natural storm water and surface water runoff, are becoming more clearly recognized. However, this is not the responsibility of RS&W to rectify. Any changes or, logistically, return of storm or surface water runoff’s natural pathways, is the responsibility of the homeowner and/or the Hideout POA, to create effective, environmentally sound diversions and remediation of any damages.

ATTENTION MEMBERS When your guests come to visit, please make sure that they know your lot number when registering at the gate. This will expedite entrance into the community.

LAKEVIEW AND WOODPOINT COURT A dangerous condition arises on busy weekends from vehicles parking on the side of the road on Lakeview and Woodpoint Court. Vehicles parked on the side of the road in this location impede traffic and could possibly block access to the area by emergency vehicles. Due to this condition the Board has passed a motion deeming Lakeview and Woodpoint Court “Emergency Access Roads.”

No parking will be permitted on the side of the road in this area. The Public Safety Department will aggressively enforce this rule. Anyone who parks in this location will be subject to a $125.00 fine and a $250.00 fine for repeat offenses.

AMENITY BADGES All Hideout Members must have a current Amenity Badge on their person in order to use any of the Hideout’s Amenities. Guests must also show their guest badges at all times. There are no exceptions to this rule!!!

The Hideout Adult Social Group (HASG) is expanding our recently-formed Good Neighbors Club. We are pleased to coordinate the following Good Neighbors Club services to all members of the Hideout Community: 1. Many of us own wheelchairs, walkers and other medical equipment that we are not currently using. Others are in need of some of this equipment for a period of time. The HASG is compiling a list of such equipment.

The intent is to have a central contact point where those in need can inquire about who may have the equipment they need and be willing to loan it to a fellow Hideout member. FINDING GUIDANCE DURING A DIFFICULT TIME IS COMFORTING.

C

ommittees are an important part of our association operations. Committee members help keep our community vibrant; and, by augmenting paid staff, they save the association thousands of dollars each year.

The association just wouldn’t be what it is without our active and effective committees. They deserve our sincerest thanks. However, to be successful, our association needs to cultivate fresh ideas and encourage additional resident involvement in our committees; so, we’d like your help on one of our committees.

Committees give the Board a way to gather information, offer new ideas and opinions and provide a training ground for future Board members. All committees are advisory to the Board unless given specific decision-making authority by the Board or our Governing Documents. Each committee has a goal and mission statement to help it succeed as a community resource.

Our association has three types of committees: • Board appointed committees, like our ECC, Disciplinary, Budget and Nominating, are established by the Board for a specific purpose under the supervision of the Board. These are required by our Protective Covenants or

By Laws. They often have clearly defined power and authority.

Our number one concern during this fundraiser is SAFETY! To ensure this, our collectors will always be in gloves and masks. We encourage everyone to continue their excellent efforts in reducing the spread of germs. We ask that anyone and everyone who can participate in this fundraiser please do so. When collecting cans to recycle if you can, please rinse with a small amount of water. After draining the water out please crush the can if you are able to. Now for the final and most important step please visit us at the locations above at the appropriate times to dispose of your cans! This doesn’t just end here. If you are, or know a business that would like to get involved (restaurant, store, bar, ect.) please start collecting and get in touch with any member of the Fire Company as they will steer you in the right direction.

ince the COVID-19 pandemic has impacted us all, including the need to move our residences, I thought I would share some information from an article on the Pennsylvania Association of Realtors by Kelly Leighton from Industry News which was published in the beginning of September, entitled “Is the Pandemic Driving More People to the Suburbs?”

HIDEOUT SPORTSMAN’S ASSOCIATION

Since 1995, the Hideout Sportsman’s Association has strived to improve the knowledge and skill of its members and neighbors in matters related to the proper care and handling of firearms, the management of shooting ranges and to develop fellowship, sportsmanship and good citizenship among its members. To that end, the Hideout Sportsman’s Association will partner with a local state-ofthe-art indoor shooting range to offer courses in basic beginners pistol shooting and safety classes.

The HASG was formed in 1980 to provide an opportunity for Hideout members, including renters, age 40 and over, to meet with and socialize with other members of our community. If you enjoy meeting new friends, socializing with old friends, and like to party, then the H.A.S.G. is for you. Typical events include dinner dances, picnics, luaus, a “social” golf league, local outings, travel, and anything else you can think of that involves socializing, dining, and just generally having a great time with wonderful friends new and old. The H.A.S.G. meets the second Thursday of each month (except December) at 1:00 p.m. at the Main Lodge.

This is a good time to review definitions of property lines, setback, and easements as applied in the Hideout. When you hear that someone has a setback, you usually expect something not so good. It’s a completely different case when the term is applied to property boundaries. Setback Lines actually protect your property!

Building set-back lines are usually intended to govern permanent structures like your house or garage.

What is a Setback? A setback is a defined space in which no structures (as defined by Land Use Code) may be located, except where specifically allowed by the Code. Setbacks are required along front, rear, side property lines and additionally with some “easements.”

How are Setbacks measured? In most cases, setbacks are measured from the property line. However, when measuring a front setback line abutting a public street the setback is measured from the center line of the right of way. Your property line is coincident with the edge of the right of way. Since the right of way can contain unimproved shoulders, you should not assume that your property line is at the edge of the curb or paved edge of the road. Typically, your property line is several feet from the road improvements.

PROPERTY LINE INFORMATION

property lines. The easement may be located partly or entirely on your property.

When a front yard setback is required from an easement located on a property, the setback is measured from the interior edge of the easement.

Are Setbacks required from anything else? In most cases, buildings may not be built over utility easements (e.g., power, water, sanitary sewer, storm sewer, and telecommunications) without written approval from the associated utility. We all have easements on our Hideout property lots. These easements are shown on your recorded plat Land Survey and title report.

How large a Setback is required? That depends on where the property is located and whether the setback is along a front, rear, or side property line. For example, in the Hideout, the following Setbacks are required: Front - 25’; Rear - 25’; Sides - 10’. Also, within these setbacks there are “easement lines” (Front - 10 feet, Rear - 10 feet, and each Side - 5 feet).

Please note that the 25 foot front area starts at your property line, not at the edge of the road. The property line to the road is POA property. Also, in Pennsylvania, only a state licensed surveyor may set the property corners.

What is an Easement? An easement is defined as a right that one party has to

use real estate that is owned by someone else. The rights of the easement holder regarding usage of the property are specific and typically limited. Property ownership or possession is not impacted by an easement. The property owner gives up only defined rights on that portion of the property that is used for purposes of the easement. Common easements are those that are given to public utilities such gas or telephone companies to run lines under/over private property.

Utility easements such as power, phone, water and sewer are examples of easements that benefit the Hideout. Such is the case with RS&W. As a general rule, the grantor of the easement can make any use of that property as long as it does not unduly interfere with the rights granted to the easement holder. Typically, the owner granting the easement cannot build/ place structures or obstructions within an easement area or otherwise hinder access to that area.

A utility easement grants the utility company the right to use and access a specific area of a property. The area covered by the easement is usually clearly defined in the text of the easement, and the easement is attached to the property deed so that it will persist even when the property is transferred or sold. Utilities can request an easement for any number

of reasons. A classic example of a utility easement is an easement which allows the power company to run electrical lines along a property, and to install utility poles if the property is long enough that the lines cannot pass over the property without support. The utility has the right to utilize a strip of land for the lines, and to enter the land to access the lines for maintenance and repair, which can include tree trimming, replacing rotted utility poles, and relocation of any conduits, cables, wires, towers, and poles.

What about these Property Easements?

Every Hideout property has “easements” – legal rights that others have to use parts of a land owner’s property.

Despite their prevalence, easements are often misunderstood and in some instances, people are not even aware that easements exist. As a property owner you can benefit from a basic understanding of easements. That understanding helps you avoid problems (permanent placement of landscaping, trees & shrubs, rock gardens, landscape lighting, fences, etc.) that can arise within the easement area.

By keeping these areas free of plantings or other obstructions, you can enjoy what you have planted without worrying that it may be in jeopardy in the future. ■
