Board President’s Message

W

ith the pandemic hitting the 12-month point, what a year it has been. While we are happy to see family and neighbors getting vaccinated, we have been struck with many major snow events in North East Pennsylvania. I do not recall a winter like this in quite some time.

Throughout all of the storms, our Maintenance Department has been busy day and night treating and plowing our roads so we can make that vaccine appointment, send kids safely off to school, run errands and go to work. I am amazed at their hard work and dedication to the Hideout and our members. We ask that while our team is busy clearing our roads, that members who are physically able, to keep clear fire hydrants on their property. For those with elderly neighbors, if you can please help them clear the hydrants. During a snow event, the crew’s top priority is to keep the roads cleared so fire and EMS vehicles can make it to an emergency call. When conditions allow, our Maintenance Department assists in clearing some of the over 400 hydrants across the community which can take some time. We appreciate your understanding. Despite what Punxsutawney Phil says, hopefully Spring is on its way!!

Our other heroes throughout all of this are the Lake Ariel Fire Department volunteers. In 2020 they responded to 243 incidents and did not miss a single one! 2020 marks 17 years of them not missing an incident. Working closely with our amazing Public Safety Officers, they responded to 74 incidents in the Hideout, from residents needing medical assistance, to dealing with motor vehicle accidents and fires. This terrific band of volunteers are dedicated to

the Hideout and the surrounding communities.

Many non-profit organizations had challenges fund raising due to COVID-19 restrictions. So, whether you send a check or see boot-drop collections, please donate whatever you can. Donations can also be sent to Lake Ariel Fire Department: P.O. Box 31, Lake Ariel PA 18436. Another way we can help them and EMS services is ensuring that the emergency number on your post is above the snowline. We have been hearing about homes where the numbers are too low and covered up with snow, which can potentially make it difficult to locate a home during an emergency where seconds count. So, if necessary, please raise the number higher up on the post and shovel away some snow to make sure it can be seen.

Finally, I am pleased to announce that the Board of Directors is launching an initiative to recognize residents and their family members who are serving our nation overseas and celebrating important milestones such as a 50th wedding anniversary. Like efforts during my previous tenure on the Board, it wants to issue proclamations at Board meetings to recognize individuals. Chairman's Message

T

he past snowstorm made everything look beautiful. But it also created quite a monumental cleanup. I would like to take this opportunity to thank our Maintenance Department who worked long and difficult hours to plow our roads and amenities. Thank you to our Public Safety Department who continued to be out there during difficult conditions. Thank you to our physically able members who cleared the hydrants by their homes and on their blocks. Thank you to our Hideout Maintenance crew and RS&W crew and the Lake Ariel Fire Department who worked together to clear our hydrants.

To everyone who worked together under difficult, cold, and slippery conditions to keep us all safe…Thank You!

There are still members who comment about not knowing about some of the happenings and updates in the Hideout.

The Hideout uses many platforms to communicate with the membership. The Hideabout Newspaper and the bi-monthly Hideabout Extra provide a broad overview of the Hideout happenings.

These are available at the mailboxes, entrance gates, and amenities and online on our website. The Hideout also has its own Facebook page. The only official Hideout Facebook page is “Hideout Property Owners Association” with our flower logo. This site has more updated

Community Manager’s Message

A

s we write this message, we await another snow storm that will bring an unknown amount of snow to our area.

Snow can be a welcome addition to this season but too much is certainly not what we desire. The Ski Hill has the ability to make snow however the temperatures have to cooperate. This has been a cold and snowy winter season as you all know.

This type of weather is not in our best interest for several reasons but especially costs for snow and ice removal, sanding and salt expenses. Also, cold weather restricts the Ski Hill operation because members do not want to participate when it is perceived to be too cold.

Our Maintenance Department has performed remarkably during these trying winter months and we are grateful for their efforts. Members should know these employees sometimes have to work long, very long hours in an effort to keep our roads cleared. The Hideout has over 42 miles of road not to mention the many amenities and buildings the Maintenance staff has to clear. The last storm deposited over 2 feet of snow taxing our employees and equipment. We ask all members to clear the fire hydrants that are near their homes and to pay attention to making sure all vehicles are off the roadway at least 5 feet. Members who rent their homes are also responsible for advising their renters of our rules and regulations.

The Registration Department is currently processing all renewals and dues payments. The Hideout dues are required to be paid by on or before March 31 and as members have been informed the dues account for 63% of the costs of operating The Hideout. We are most grateful for members who have paid their dues on a timely basis. Members who wish to visit the Registration Department must make an appointment. Because of the times we find ourselves in and the restrictions placed upon us by the Governor, appointments are the safest way to have in person meetings. We regret this inconvenience but want members to know our goal has always been and continues information and changes. Visit our Facebook page often for the latest menu at the Clubhouse and updated events for the Recreation Department and the Nubia Malkin Art Center. The most updated information is transmitted by our email blasts. If you are not receiving the email blasts please contact the POA to make sure you are on our email list.

As I mentioned previously, the Hideout has its own website with a member only access section. The Hideout’s website can be found at www.hideoutassoc.com.

Here at the bottom you have access to The Hideabout Newspaper and the Hideabout Extra. At the top left corner are 3 bars. If you tap on them you can access some general information and, the favorite of many, the webcams. Here are real time views of the Golf Course, Main Beach and the Ski Hill. Then click back to the main page and at the top

Our amenities are performing well given the situation we are in, with regards to COVID19. Committee meetings must continue to be held through ZOOM and there are restrictions placed on group gatherings which The Hideout will continue to enforce. The Hideout does have a ZOOM account which committees are welcome to use.

Food and Beverage has a new menu which members are welcomed to enjoy.

And takeout service is still available. We have suspended delivery service as it did not yield sustainable results.

The Ski Hill continues to draw larger then expected participation. Members must understand our hill has a capacity limit and as much as we would like to let everyone on the hill, safety is the priority.

Reservations have to be made online and will only be accepted online. We have seen such a demand that many dates have been filled. We thank you for your support and hope you understand the limitations we have for use of the Ski Hill.

Our plan in the off season is to continue to make enhancements to the hill.

Some members compare our hill to Elk Mountain, Montage and other ski resorts.

As someone once said to me “we are not Vail”. The Ski Hill is an amenity that adds to the other many attractions The Hideout offers.

As winter continues, we urge you to be careful because of winter weather conditions and ever present COVID19. We have overcome a year of the pandemic and we are confident The Hideout will continue to overcome this threat in the coming year. When we receive updates from the Governor, we will share the information. If any member is in need of service during these cold winter months, please call our Public Safety Department. STAY SAFE ■ right of the main page there is a symbol for a lock. Tap on the lock icon and you will gain access to the members only section of our website (Member Central). If this is your first time you must register. The member number is your lot number preceded by zeros for a total of 7 numbers. Once inside the members section you have access to your statement and payment accounts. Click on calendar to view monthly events. At the top left click on the 3 bars and more options are available. Under resources are permit applications. There is also a Board tab. This area is being updated but there is access to the Board of Directors meeting schedule and agendas.

I

s it spring yet!

We have received a lot of snow this season and our maintenance crew has worked long hours to make sure our roads and amenities are cleared for our members and staff. March has always been a month where we see some of the heaviest snow fall amounts and with that the snow is usually wet and heavy and can cause some dangerous conditions.

Please allow yourself time to shovel and remove the snow from your vehicles to prevent injury and accidents. Safe winter driving procedures should also be applied during the remainder of the winter season.

With the spring approaching our crew is putting our stormwater management plan into place to get ready to go full speed ahead when the weather changes. We have a ton of storm water remediation to perform this season and as you drive around you will notice the improvements that we have corrected in 2020 and will continue for 2021. Culvert pipes, drainage ditches and swales on members lots are the responsibility of the member based on our protective covenants. With that being said The Hideout Facilities will be offering a program for members that have undersized, rotted and collapsed culvert pipes and under developed drainage ditches. To help alleviate the storm water issues on your property the program will replace the culvert pipe with a 15-18” HPE pipe as well as dig out the drainage ditch to a minimum 24” to help divert water away from your property.

There is a fee for this scope of work and information on the details as well as

being placed on the list can be found by calling Ext 136,108,120.

Storm water continues to be an issue in our community and will be for years to come until all the culverts and drainage ditches are corrected.

Our Maintenance Yard will be getting some much-needed renovations this season. The maintenance building will be getting a new roof and we will be replacing our out dated salt shed with a new state of the art building. The maintenance yard is in the process of cleanup and removal of old equipment and debris.

Trash and recycling continue to provide members with assistance in removing trash and disposing of it properly. Our trash and recycling hours have changed in January and the new hours seem to help assist members with getting their trash and recycling out easier. The hours will continue permanently MondayFriday 6am-8pm Saturday and Sunday 8am-8pm. Bulk Garbage can also be disposed of at the Maintenance yard Monday-Friday 11am-12:30pm and on Saturday by appointment only. There is a fee to dispose of bulk garbage.

The Team we have at facilities continues to grow and shows the type of work ethic that our community needs. This group of people deserves all the praise for the long hours and the dedication they have for what they do. ■

Any individual obtaining a temporary hanging pass, at any of our gates, must provide the officer:

1. a valid state driver’s license

2. a valid state vehicle registration

3. a license plate number in order to obtain a pass.

Public Safety Corner

T

his winter has been presenting us with many challenges. With the large amount of snowfall, with more on the way, along with new members to the community, issues have risen that need to be addressed. One of the issues that we are seeing is that members who are in fear of having their driveways blocked, after clearing them, are parking their vehicles with the front end of the vehicle protruding into the roadway. This prohibits the Maintenance plows from pushing back the shoulders of the roads causing a narrowing of our roads. This creates a major safety hazard.

Public Safety in cooperation with the Maintenance Department will be strictly enforcing our rules pertaining to “Parking on any street in development (Snow Emergency)” resulting in a $50.00 fine for the first offense and $100.00 for subsequent offenses. As per the Consolidated Rules and Regulations, Public Safety and Administrative Rules, Vehicle Rules, 11. Vehicles are prohibited from parking on any roadway in the Community. Vehicles shall not park less than [5] feet from the edge of any paved roadway in the Community. Public Safety Administrator may grant a variance by exception.

The second issue that has arisen this winter is due to the large snowfall and the need to keep our roads clear, fire hydrants are getting buried in the snow creating another safety concern. There is not one person or department that is responsible for clearing fire hydrants in the community. It takes cooperation from our membership, our Maintenance Department and RS&W to keep these hydrants accessible in a time of an

emergency. We ask members that have a hydrant on their property or in close proximity who are physically capable to assist in keeping the hydrants clear. RS&W along with our Maintenance Department with their limited manpower do assist in the clearing out of the hydrants but their primary responsibility during these storms is keeping the roadways clear for obvious safety reasons. Any assistance from the membership regarding this issue will be greatly appreciated.

Lastly we are having issues with members either plowing or throwing snow back out onto the roadways after they have been cleared by the Maintenance Department. This creates another major safety concern and adds an unnecessary additional workload on our already stretched Maintenance Department.

Please be advised that the plowing or throwing of snow onto our roadways carries a “Failure to Comply” citation with a $150.00 fine for the first offense and $300.00 fine for any subsequent offenses. Also members are responsible for the actions of their snow removal contractors, please be sure to stress the importance of adherence to our rules with your contractors. It is also the member’s responsibility to inform their renters regarding our Rules & Regulations pertaining to snow removal. If we all work together we can make it through this trying winter season and look forward to the warm summer days. ■

During the numerous snow storms we have had this season, all of their hard work keeping the community safe and secure proves their loyalty to The Hideout Community. Thank you!

The Community Relations Department communicates with members via the monthly Hideabout Newspaper, the bi-weekly Hideabout Extra, The Hideout TV Channel, email blasts, the calendar on The Hideout website, and The Hideout official Facebook page.

So whichever form you prefer, I hope you feel that you are being kept up to date on what's going on in The Hideout.

W

e have made it through another winter month here in The Hideout.

I want to thank our maintenance team for all their hard work in getting our roadways, parking lots and walkways cleared. With our new menu out, I hope many of you have had the chance to stop in and try some of the new items! If dining with us onsite isn’t something you are ready for yet, we are always offering take out as well. Each weekend, Chef features new specials along with some familiar favorites from menus past. This month, and throughout Lent, Chef will have fish specials on Fridays. You will also see some Irish classics the week of St. Patrick’s Day. While we try our best to get our specials out to all of you early, with some of our orders we are at the hands of Mother Nature and our purveyors. If you have any questions regarding the menus, please give us a call.

The Ski Hill Grill is still open Wednesday through Sunday, 8 a.m. 2 p.m. When the Ski Hill is operating on weekends, we are open right alongside of them until 4 p.m. should anyone need to grab a bite or warm up with some hot chocolate or fresh brewed coffee.

Breakfast and lunch items are sold all

day. We make the best breakfast sandwiches and burgers in town!

As a reminder, mitigation orders are still in effect.

The capacity in both the Clubhouse and the Ski Hill Grill is 50% of maximum occupancy. Both are always offering take-out should you be interested. A meal per person is still required to be purchased when each guest orders an alcoholic beverage. If you are starting to plan ahead for events, we would love to hear from you! Of course, there are still limitations on events both indoors and out. Currently, the limitations are 10% of maximum capacity for indoors and 15% for outdoors. If you have any questions, I would be happy to answer them.

As a final note, the Clubhouse will be going through their annual closing for cleaning and maintenance on the building. The Clubhouse will be closed March 22nd - March 31st. We will reopen on April 1st. ■

W

e have had a very snowy February.

The mass amount of snow gave our members the opportunity to enjoy outdoor activities such as sledding, skiing and cross-county skiing. Booking indoor court time is also a great way to keep busy during the winter season. The Indoor Sports Complex offers court rentals, tennis clinics, open play pickleball, fitness classes and more. Please call the Recreation office for rates and to reserve a time at 570-630-3733.

If booking a court doesn’t sound interesting, we also have a full arcade, ping pong, air hockey, fooseball and pool tables. Come play games, win tickets and cash them in for prizes.

If you enjoy golf, our new TruGolf simulator offers more than 70 courses and a virtual driving range. Come practice your swing and improve your game in time for spring. The simulator provides instant feedback on every swing (club face at contact, launch angle, club speed, ball speed, club path, and more).

You’ll be swinging like a pro in no time!

Also coming in the near future is a new

software system for the simulator, allowing you to play foot golf, frisbee golf, zombie dodgeball, soccer, breakaway hockey and baseball games. Get your family or friends together and try one of these exciting games. Stay tuned!

If you’re on the waiting list for a nonpower boat storage rack, this may be your year. The first several months of 2021 have been cold ones, filed with snowy days partnered by blustery winds. For most, this means staying indoors with a warm beverage and finally reading that book you’ve been putting off or binge watching a tv series. For others who are willing to brave the elements, now is still a great time to spend afield connecting with nature and viewing the many wildlife that inhabit our community.

If you needed some incentive to put on your snow gear and mittens, the PA Game Commission is currently hosting a “Shed Hunt Photo Challenge”. This virtual photo challenge commences Monday, February 8th on the agency’s Facebook page and comes to a conclusion on Friday, March 19th. Contrary to what you might initially think, their photo challenge doesn’t entail you submitting photos of your neighbor’s storage shed but does require you to photograph your success out in the woods if you happen to find a deer antler shed.

Deer are interesting in the fact that they shed their antlers each year. The older the deer, typically the larger the antlers will grow back. A combination of testosterone and ample food resources cause rapid antler growth in males for much of the spring and summer, but as the fall and winter months arrive, that testosterone peak they once had subsides and calcium is reabsorbed from the bone structure that surrounds the antlers pedicle. This then causes the antler to naturally fall off where a lucky passerby will find it laying on the ground. For more information on the Game

The Wildlife & Forestry Committee will be hosting Penn State Extension Master Gardener Mary Jo Gibson on April 22nd 2021 at 6PM via Zoom. She will be discussing Periodical Cicadas and will help provide information to the community on what to expect and how to prepare for the Brood X (17 year) cicada hatch that will be occurring across 15 states around May/June 2021. April 22nd also marks Earth Day so be sure to join us and learn about this ecological phenomenon. Zoom invite details will be made available via the events calendar.

Lastly, Spotted Lanternfly is still a concern for the communities’ environmental assets. This time of the year is vital in spotting their mud like egg masses on trees and other structures outside of the household. W

rist tendinitis is a condition that most commonly occurs in individuals who perform repetitive activities using the hand and arm. It’s a condition where one or more of the tendons in the wrist become inflamed and irritated. Often when we hear of “overuse injuries”, we associate them with athletes and sports. Not only do these include athletes that throw and catch balls and play racquet sports, but also factory workers and people using computers.

With so many people working from home during the pandemic and working from their computers twice as much as they normally would have on the job, we have seen an increase of patients complaining of wrist and forearm pain.

Each case of wrist tendinitis is different; therefore, treatment options vary between patients.

Some of the symptoms associated with this condition are: wrist pain which can also radiate up into the elbow, stiffness or swelling of the wrist, pain on the sides of the wrist, pain when the wrist is strained, pain putting pressure on the hand and tenderness to touch in the wrist and/or forearm muscles. Older people are often more at risk for wrist tendinitis due to a loss of elasticity in wrist tendons. Physical therapy is a highly effective treatment for wrist tendinitis. Through an evaluation, the physical therapist will help identify the individual’s movements causing the pain, along with teaching them ways to avoid them. Through one-on-one manual therapy, the PT may use soft tissue massage and gentle wrist movements and stretches. The PT will also determine which strengthening exercises are needed based on the areas of weakness. The entire arm including the shoulder, elbow, and wrist may be weakened and play a part causing the tendinitis. The sooner it is addressed, the better the chance of preventing it from becoming a chronic problem. ■

POA (Registration & Administration): Plans are underway to open the POA to the membership during the first week in February under the Governor’s guidelines.

Please watch for e-mail blasts updating the terms of opening to the membership.

The POA is staffed full-time with a rotating remote telework and in-office schedule.

Maintenance: PennDOT is requiring gate permits for the main gate (Route 590) and north gate (Avoy Road) to issue permits for upgrades to the main gate as gate permits and highway occupancy permits were not obtained at the time of installation. The permits necessitate reconfiguration of the north gate area including pushing the gate back 120 feet from the Road which is farther back than the driveways to some houses. The engineer is working on this process.

All equipment is working well. The roads are clean and credit goes to the maintenance crew. Recycling hours have increased with a new schedule of Monday through Friday from 6:00 a.m. to 8:00 p.m. and Saturday and Sunday from 8:00 a.m. to 8:00 p.m.

Food & Beverage: Takeout service will continue, but delivery will be discontinued because of lack of demand. A new football menu is available. Members are encouraged to visit Food & Beverage venues including the Clubhouse and Ski Hill Snack Bar. Public Safety: There has been some adjustments made to scheduling, and Public Safety is fully staffed with the exception of reserve employees. One vehicle is in the shop for parts in the wake of a deer related incident. There are enough vehicles to provide coverage.

Ski Hill: The Ski Hill is open today for the first time. It has been a long road between equipment preparation and weather issues. Today the bunny trail and main trail are open and the side trails will be hit with snow in the next week for plans to open the side trails next weekend. Cold weather should be consistent to make snow because one warm day may melt all of the snow made previously. There are currently six snow makers for the Ski Hill and only one is fairly new and high functioning with the other 5 being almost 20 years old. The Ski Hill could ideally use 8-10 high functioning snow makers.

There is some mechanical adjustments required on the second conveyer before a permit inspection can be performed to open the tube run. The second conveyer is longer and steeper and the adjustments are more difficult. The

company the conveyer was purchased from is located in Italy and they cannot send a representative out to make the adjustments.

At the close of this season, managers from several departments including Ski Hill, Recreation and Facilities will meet to discuss improvements to Ski Hill operations and functions. Ideas will also be discussed to expand the usage of this venue to year-round.

General: The 2022 budget process will begin in the next couple of weeks to meet the Bylaw budget deadlines. Larry noted that it is difficult to obtain quotes and bids as contractors are busy at this time. Employee evaluations are underway and wages adjustments are projected for approximately June barring any unforeseen financial changes due to COVID. Statements have been sent and members should receive the same in the next few days. Members are urged to pay their dues in a timely manner to properly fund Hideout operations such as resurfacing the tennis courts which is a necessity carried over from last year. The dues are determined in part by the dues payments, so dues not paid in a timely manner may necessitate an increase in the dues for the next year to make up the shortfall affecting all members. A law firm was retained to assist in collection of overdue membership dues.

Upon member request, The Hideout contacted the County Commissioners to offer The Hideout as a site to administer COVID vaccines. The Commissioners were pleased with the offer, but they have a plan in place which may include drive-up locations to administer the vaccine. The State supply of vaccine is unknown at this point.

(Questions or comments with regard to Unfinished Business) Why is the magic carpet broken before it had a chance to be open and there is no tubing open? Larry clarified that the magic carpet is not broken.

It was purchased from Italy by prior administration and was delivered. This administration spent the entire summer working on installation which was not included in the purchase contract. The magic carpet at the bunny hill was able to be adjusted by Hideout staff. The second magic carpet is 100 feet longer and the grade/pitch is steeper. Adjustment is required to function properly including centering the belt and preventing the belt from slipping to the side. The vendor in Italy cannot send a representative due to COVID and instructions by telephone are difficult. It was deemed unsafe to allow members to walk up the tube hill.

Will the Hideout be applying for the 2021 PPP loan? Debra Tramantano reported that the 2021 PPP loan requires a 25% or greater loss of overall income from the previous year to qualify making The Hideout ineligible.

4. Unfinished Business: Rick Yocum indicated that the Environmental Control Committee, Budget Committee and Disciplinary Committee are Board appointed committees. The remaining committee resolutions are voted on by the existing committee members and confirmed by the Board.

Rick encouraged members to volunteer for committees to share information and make recommendations to the Board for community improvement.

Andrew Miller concurred with the importance of the committees and thanked the members who submitted applications to volunteer for committees.

now, snow and more snow. While many of you may be wishing for it to stop snowing, over at the Ski Hill we are hoping that it keeps coming. All of the fresh snow makes for great conditions out on the hill. How long the season lasts this Spring is all in the hands of Mother Nature. The Ski Hill is a great place for beginners and we are thrilled to see so much interest in winter sports.

For the remainder of the season the Ski Hill will be open Saturdays and Sundays for one session each day. Reservations are still required for groups needing rentals and recommended for groups with their own equipment. Requests are accepted beginning 8:00 a.m. Monday prior to the weekend you plan on visiting. Please visit the Hideout website to fill out your reservation form.

Reservations are still filling up very quickly, so please submit your requests early. We do appreciate your patience as we process reservations as this does take some time. We are grateful to everyone for following our mask and social distancing guidelines as this helps to keep us all safe and ensures that the Ski Hill can remain open as long as possible.

21-14 MOTION: RESOLVED TO approve the Public Safety’s purchase of an 18 foot patrol boat for additional safety in their operations and to allow for the purchase of a boat with a canopy without a special order voiding the warranty.

Larry specified that this is needed to replace the current Boston Whaler which is 15 years old. Last year the Public Safety Pontoon boat was replaced. The longer boat will be more stable for its intended use and more platform area for rescues and operations. Boats usually come in even lengths. The motor size is the same as the 17 foot and the 18 foot and comes with the full equipment required such as a canopy as opposed to custom add-ons that will void the warranty.

The increased length is best for cost and safety.

21-15 MOTION: RESOLVED TO approve the Environmental Control Committee CMR to amend the definition of signs in governing documents and specifically amend ECCR Section 16015/15/98 for “ Signs” to now read: Except as permitted by the Committee, no person, Except Declarant, shall erect or maintain upon any lot or Improvement any sign or advertisement (PC 2K 5/11/70).

Not requiring prior Environmental Control Committee (ECC) approval, signs that display an owner’s name, lot number, emergency number and/or street name are permitted.

All other signs are prohibited unless approved by the committee.

Signs, banners, flags, or portrayal of such, which are forms of advertising or imply advertising, are not allowed in the community. This includes political material, names, and companies, which clearly imply advertising. Excluded would be sporting and non-advertising banners/flags.

All signs, with the exception of those displayed upon address posts, erected by or for the owner may not exceed 200 square inches in size or be nearer than eight (8) feet to the edge of any Hideout roadway. Signs may not be permanently attached to any trees, but may be hung independently on trees, posts, and ornamental columns within the member’s lot. Lighting for approved signs must be confined to illuminations of only the property in question.

No commercial signs are permitted in the residential sections with the following exceptions: • Builders are permitted to erect one sign per lot when a permit for a sign has been issued by the Environmental Control Committee.

• Said sign shall not be permanently attached to any trees.

• Said sign shall be no larger than 200 square inches.

• Said sign is to be removed the same day as project completion.

• Signs are not to be lighted in any way.

It was discussed that the fine for violations increases incrementally for each infraction or failure to comply and then the violation can be brought before the Disciplinary Committee for further action.

21-16 MOTION: RESOLVED TO approve the Public Safety Committee CMR to amend the Consolidated Rules & Regulations to add the following rule: The discharge of any firearm defined as an instrument used in the propulsion of shot, shell, bullet or any other object by the action of gunpowder exploded, explosive powder, the expansion of gas or the force of a mechanical device under tension as well as any type of Archery Bow is not permitted in The Hideout unless approved by the Board of Directors.

Motion made by Michael Terranova, seconded by Paul Spiese, and passed 6-0.

Larry stressed that the Board can allow permission in special circumstances such as dispatching of an injured animal.

Andrew indicated that this follows Pennsylvania regulations.

21-17 MOTION: RESOLVED TO approve the Wildlife & Forestry Committee CMR to have The Hideout obtain 60 deer tags from the PA Game Commission for USDA APHIS Wildlife Services to conduct deer removal operations in spring 2021, not to exceed $21,800.00 for total services rendered by the USDA and the processing of deer through a local butchery shop.

All venison will be donated to recognized

food banks/pantries throughout Wayne or Pike Counties.

21-18 MOTION: RESOLVED TO approve the Wildlife & Forestry Committee CMR for a controlled fungal release of Entomophaga maimaiga in an effort to significantly reduce populations of Gypsy Moths, a serious forest defoliator, at two focal areas that were observed with higher than normal densities as is recommended by the National Gypsy Moth Monitoring Group stemming from their 2020 Forest Insect Defoliator Risk Assessment Report.

COMMITTEE MEETING MINUTES

Environmental Control Committee Meeting Minutes - January 22, 2021 Call to Order at: 9:00 am Pledge of Allegiance: Present: Jeff Ross, Chairperson, Larry Lieberher, Mike Burns, Dennis Polhamus – Facilities Manager, Mike Clark – Permittibng Officer, Tina Fairfax Guest – Larry Frotten, Community Manager Excused: N/A Motion to approve the meeting minutes of 1/8/2021, with the correction of the spelling of Larry Lieberher’s name: Accepted by all Permits issued by ECC Permitting Officer Mike Clark: 3285 Northgate Road New Home Toraya Y D & D Homes Review/Discussion 1. Stormwater Update: Dennis informed the committee of the following: • There are a lot of projects planned for the spring.

• Some work has been done on Maplewood Court.

• Peters Consultants will be coming in to do some engineering work for us on LVDW ad Grandview.

• Our team has been doing a great job of addressing stormwater issues and that we have a good plan in place to deepen drainage ditches.

Paul complimented the team on the work that is being done.

2. File Room reorganization and file cleanup: All 2020 and 2021 Permits have been scanned into DocStar and we are working on getting preceeding years done. Five fireproof file cabinets have been ordered and when they come in we will be working on reorganizing the file room which is located in the basement of the POA.

3. Wading Pool CMR: This CMR needs to be updated with dimensions of allowable pools and resubmitted to the Board for approval. It was discussed that inflatable pools were put up last year – this will have to be monitored. It was quiered if this could be made permittable.

Dennis responded that a not fee permit will be required.

4. Fence at 2401: There is no additional information on this at this time. There was a complaint regarding septic. It was discovered that this was a drainage issue rather than septic and it will be taken care of.

New Business: 1. Committee Structure: Mike asked if it is necessary to make people wait for a committee meeting for permits to be approved. This lead to short a discussion of the possibility of restructuring the ECC Committee into more of an advisory committee with a summary of approved projects being presented at committee meetings. The thought process was that we have a good team in place and that permit approval can be made by them with the committee working on exceptions.

Dennis was asked to look into this idea ensuring that we are in compliance with the Protective Covenants.

2. Lot 3342: Dennis informed the committee that he had received a request from this lot to allow a 24 ft. RV/Motor Home remain on the lot as a permanent vehicle due to disability. Dennis explained to the homeowner that there is a 48 hr. limit on these type of vehicles on a lot.

There was a short discussion of this issue with the committee deciding if this was not allowed in the Covenants it would not be allowed.

Hideout Woodworkers Meeting Minutes - January 12, 2021

A meeting of the Hideout Woodworkers was called to order at approx. 7 pm on 01/12/21 at the woodworker shop by Ken Wenz.

Pledge of Allegiance: The group said the pledge of allegiance to open the meeting.

Sickness and Distress.

Nothing new to report.

Correspondence Nothing new at this time.

Prior Meeting Minutes.

Ray Lubanski read the meeting minutes from the last meeting held on 11/10/20.

The meeting minutes were accepted and seconded for the report as read.

Treasurer’s report.

Dave Dimmick read the Treasurer’s Report. The report was accepted and seconded as read.

-The catch for the sawdust on the chop saw is broken again.

New Business.

We will continue to meet on the second Tuesday of each month at 7 pm in the woodshop.

The following events are all on hold. This is due to the still unknown issues about Covid-19 The yearly golf trip to York is on hold. We will discuss further in March.

The yearly craft show is on hold. We will discuss further in March.

The yearly trip to the Railriders game is on hold. Baseball may not be allowing fans into the stadium.

Old Business: The woodworker holiday party was held as scheduled. Everything went well.

Thanks to Bob Addieg and John Gaspari for their help in organizing the event.

The toys for tots campaign collected 8 bags of toys for the children. This was another successful year.

The yearly picnic is on hold.

Shop Needs.

-A Hideout member called and said he has about $55 worth of nails he bought but does not need. He would like to donate them to the wood shop. He will drop them off at the shop in the morning.

-The light in the closet goes on and off on its own. We will call maintenance to check into this issue.

A request for additional wood boxes for the ducks is on hold.

The Rebhune classic golf tournament is on hold.

The December luncheon is on hold.

The Junior Woodworkers class is on hold.

Lou reported that the North Gate signage is under Penn Dot’s control and that and The Hideout cannot do anything without their approval.

Old Business:

Since the pool was opened for the 2020 season and the cost of maintaining this amenity is substantial, there will not be any refunds, etc.

BOD and Management are currently working on an “On Line Survey” and “On Line Voting”, as more information is available, it will be conveyed to the membership.

Complete Registration information for 2021 is printed in the February and March 2021 Hideabout issues.

In an effort in increase membership in various Hideout committees, information to join a committee will continue to be highlighted in The Hideabout.

It was also discussed that there should be more notices about the Nubia Malkin Art Center happenings and special activities.

This will be brought to Recreation attention.

The committee is still awaiting clarifications from our accounting firm regarding Article IX. Larry will obtain the information and report back.

A duly elected Board member shall not bid for nor be awarded any Hideout contract. All Board members accept this exclusion when they sign the affidavit declaring their intent to run for the Board.

Wildlife and Forestry Committee Zoom Meeting Minutes - February 11, 2021 Present: Paul Spiese, Ryan Hill, Cathy Long, Fred Sakacs, Laura Rusnak, John Goldman Absent: N/A Excused: N/A Start Time: 11:06 AM Pledge of Allegiance Motion to Approve January 14th Minutes: Made by Fred, Seconded by Cathy End Time: 12:26 PM Motion to Adjourn: Made by Cathy, Seconded by Fred ******************************** Next Giveaway Event: Committee discussed that an Environmental Instagram post went up on January 20th regarding the native seed packet giveaway event that will occur later this spring and had 20 likes as of February 6th. Committee discussed the upcoming event and preliminarily determined it should occur Friday April 23rd and Saturday April 24th between 1PM and 6PM both days at the Ski Hill’s Ice Rink. Management will verify with Ski Hill Staff that these dates and times work.

Half of the total seed packets would be reserved for both days to ensure equal opportunity for distribution. The dates, times, and location are still subject to change while the logistics are being worked out.

Community/Feral Cats: Management discussed that for January 2021, C Alley Cats processed and put 5 kittens up for adoption and they also processed and returned 6 adults. We are still working on setting up a date and time for a Zoom event so they can provide a community update on 2020’s efforts and successes. A 2021 contract was signed with C Alley Cats.

Deer Management: No DMAP tags were filled during the 2020-2021 season. Only 1 antlered deer was harvested. DMAP harvest reports have been submitted through the PA Game Commission as was required.

Committee discussed that the Board of Directors unanimously voted in favor of the CMR regarding a Spring 2021 deer removal service by USDA APHIS Wildlife Services at their Saturday January 23rd 2021 meeting for 60 deer to be removed.

Paul’s Custom Butchering will process all dispatched deer and Hunters Sharing the Harvest will cover $10/per deer. If all 60 tags are filled, The Hideout will see a savings of $600.00. All venison will be donated through Hunters Sharing the Harvest to recognized food banks and pantries within Wayne and/or Pike Counties as is required by the PA Game Commission. For safety reasons, exact dates and times of removal operations are not shared with the general public.

Committee should discuss ideas for 2021 Food Plots.

Gypsy Moths: Committee discussed that the Board of Directors approved the CMR on January 23rd 2021 regarding a Spring 2021 fungal release to occur by BioBase Pest Solutions, LLC. It should be noted that in the January 14th meeting minutes, it was thought that the National Gypsy Moth Monitoring Group would perform this service but that was incorrect. A 3-year contract has been signed with Biobase Pest Solutions LLC since the owner of the NGMMG will be retiring.

Same exact services will be offered so as to continue collecting data of 98 test sites in the community for Forest Tent Caterpillars, Eastern Tent Caterpillars, and Gypsy Moths. They offer additional services beyond just Gypsy Moths which may be prudent for the Wildlife & Forestry Committee to explore as we move forward and/or possibly explore management of other environmental pests.

Hemlock Trees at Roamingwood Park:

Management discussed that the HWA Brochure had been updated and printed off/provided at the sign/brochure holder at Roamingwood Park. One particular Hemlock tree is scheduled for removal from Roamingwood Park due to its health, as was recommended by Tree Savers Inc in Fall 2020. Committee discussed that the 22 declining hemlock trees that border Roamingwood parks parking lot are due for removal and should occur this spring. Removal can likely occur in house with facilities staff. Cathy will assist in helping determine what might be the best native species to replace the hemlocks with, that will also provide adequate privacy screening for the area. Will likely be a combination of tall native grasses and shrubs. Management recommended having Tree Savers staff participate in a Zoom session for the community to partake in so they can further explain why the trees need to be removed and answer membership questions since the area will be largely impacted with 22 trees being taken down.

Spotted Lanternfly: Management indicated that the only new updates for SLF have been some

Nuisance Animals:

Management noticed a muskrat below Deerfield Dam. Placed a service request call in to Palmyra Wildlife to try and trap.

Wood Duck Boxes: All 6 nesting boxes had the cedar chips refreshed on Jan 23rd and new zip ties installed on the latches. Educational video was put up on the environmental Instagram account and had 102 views and 23 likes as of Feb 6th Eagle Cam/Bald Eagle Management: No updates but Bald Eagles throughout PA are starting to lay their eggs.

Committee should keep an eye out for activity around the Roamingwood Lake Nest.

Nature Trail: Management reached out to local sign shop regarding the Nature Trail Sign design. They indicated that they had not previously made any trail signs but would be happy to work with us. Ryan will revisit with them to finalize a design and will then present it to the committee for feedback. Laura indicated she would lend assistance in solidifying possible purchases soon so we are ready to go for trail improvements once the weather improves. This will include trail posts for mileage markers, educational stations, and signage to point out native vegetation. Different types of native vegetation can also be acquired and planted if we want those included along the trail if so desired.

Native Vegetation Meadow/Deer Exclusion Zone: Area will remain as is until weather conditions improve. Controlled mowing will occur several times once things start emerging again. Blueberry bushes will be flagged out.

New Business/Comments/Questions: Laura indicated that right now, the priority with the National Wildlife Federation is ensuring our payment had been processed and accepted for the community common areas as part of the Community Certified Habitat program.

She indicated that we should anticipate achieving all of our required points by the end of 2021 given the variety of events we have in mind and are starting to plan (ie, native seed giveaway, natural trail rehab, etc…)

Geese Management: Management had no updates here till Spring 2021.

Birth Control/Deer: No updates.

Management indicated that there was an error was noted within the 2020 Wildlife and Forestry Committee Chairperson report. It was previously indicated that the Wildlife & Forestry Committee was “Board Appointed” but it is actually considered as

a “Standing Committee”.

Management discussed that sales are still occurring of the 400 (18 Gallon) green colored recycling bins. The $15 high quality bin includes 8 National Wildlife Federation flyers. Now that the POA has staggered hours Tues, Thurs, and Sat, the bins are also for sale there as well and will hopefully result in increased sales. Management will try and find new and creative ways to boost sales and committee suggested perhaps some new short videos like what was previously made.

Committee discussed that two (2) Mantis composter units have been purchased and are currently in storage with Facilities until ready to assemble and install behind the Clubhouse. Cathy indicated she will lend assistance in trying to obtain a fellow Master Gardner to host a Zoom session on composting and/ or we could do a recorded session with one of our units and make it available to the membership. Ryan indicated that the Food and Beverage Manager Ashley Fonzo, expressed interest and support in integrating their compostable kitchen scraps into the composter bins.

Signage will likely be created for each unit that will articulate what is and what isn’t compostable, and when the current “batch” should be ready to use. A short amount of extra training will likely be provided to the kitchen staff as well to ensure only compostable materials are going in.

Penn State Master Gardener, Mary Jo Gibson will present on the Brood X/ Periodic Cicada hatch that will occur this spring between May and June. She is currently scheduled for a Zoom session at 6pm on Thursday April 22nd 2021 and will provide a slide show.

The “Wildlife Management Documents” link within the BOD drop down tab on the members only log-in portal was removed and the subsequent links for deer documents + a few new ones were placed within the Forest Amenity tab. This way, the documents are publicly available and in the correct/relevant tab. All links will be accessible within the “Deer Impact on Forest Regeneration” link.

Next Wildlife & Forestry Committee meeting will occur on Thursday March 11th, 11AM via Zoom. ■

PEDESTRIAN SAFETY

To stay safe walking, follow these rules of the road: 1. Walk Facing Traffic When Walking on the Side of the Road If there is no sidewalk and you must walk on the side of the road, choose the side where you are facing oncoming traffic. In North America, this is the left side of the road. This gives you the best chance to see traffic approaching closest to you and take evasive action when needed.

2. Walk Single File When Not Separated from the Road Unless you are on a sidewalk separated from the road or you are in a wide bike/ pedestrian lane, you should walk in single file. This is especially important on a road with lots of curves and where traffic has only a split second chance of seeing you before hitting you. While it can be enjoyable to walk down the road two to three abreast chatting merrily, drivers don’t expect it and you may lose your best walking buddies.

3. Stay Aware of Bikes and Runners Share the road and path with bikes and runners. Bike riders should alert you when approaching from behind with a bike bell or a “passing on the left/right.” Listen for them, and move to walk single file, allowing them to pass safely. Runners should also call out for passing. Bike-walker collisions can result in broken bones or head injury for either—and you aren’t wearing a helmet.

4. Be Visible Wear bright colors when walking. When walking at night, wear reflective clothing or a reflective vest to be visible. Drivers are often not expecting walkers to be out after dark, and you need to give them every chance to see you. Be just as cautious at dawn or twilight, as drivers still have limited visibility or may even have the setting or rising sun directly in their eyes.

5. Be Predictable Make a practice of staying on one side of the path while walking rather than weaving randomly from side to side. Watch your arm motions, or you may end up giving a black eye to a passing walker, runner, or biker.

6. Keep the Volume Down Don’t drown out your environment when listening to music with your earbuds or headphones. Keep the volume at a level where you can still hear bike bells and warnings from other walkers and runners.

7. Hang Up and Eyes Up Distracted walking due to chatting, texting, or playing games on a mobile device while you walk is as dangerous as doing those things while driving. You are distracted and not as aware of your environment. You are less likely to recognize traffic danger, tripping hazards, or passing joggers and bikers. Adopt habits that can keep your phone in your pocket, or at least make it a practice to stop in a safe place to complete your phone tasks before moving on.

8. Walk Dogs on Short Leashes It is terrifying and tragic to witness dogs running out in to traffic or getting into a fatal dog fight, whether on leash or off leash. But when walking your dog on a long leash there is also a danger that you will trip other walkers or bikers. You will keep your dog safer as well as those who pass by you if you use proper leash walking etiquette.

9. Know When to Stop Walking Heat sickness, dehydration, heart attack, or stroke can strike walkers of any age.

Learn the symptoms of medical emergencies and carry a cell phone to dial 911.

Even if you are a seasoned and well-trained walker, you may experience one of these problems and need to cut your walk short. Encourage your walking friends to stop when they show any concerning symptoms.

10. Be Aware of Stranger Danger Street safety is a concern for many walkers. Choose your walking route for paths frequented by other walkers, joggers, and bikers. If you see someone suspicious, be prepared to alter your course or go into a store or public building to avoid them.

Acting alert and aware can convince bad guys you are not an easy target.

Maplewood: Dennis explained that the swale across the street from here is owned by The Hideout. Peters Consultants is in the process of engineering plans on reconstructing the swale to slow down the water and prevent further damage and gravel being dumped into the lake.

Lake Level & Condition (Dennis): The lake level is where it should be and the increase is scheduled for April. Dennis informed the committee that he has been contacted by members regarding shoreline improvements. He spoke with a representative from the Wayne Conservation District and learned that as long is the water is down, we can make shoreline improvements, (i.e. rocks at N. Beach area). He also clarified Hideout specifications and answered questions they had.

Review/Discussion Welcome new member, Ronald Phelps: The committee welcomed Ron Phelps to the committee and Dennis gave him an overview of how the committee works.

Election of Chairperson: Mike Burns was elected Chairperson by unanimous decision. Congratulations Mike!

Committee Structure: The committee structure will remain as is.

Lot Violations/Citations (Mike): Mike gave the committee and update on citations issued and informed them that he is continuing to be vigilant in his efforts to spot violations and cite when necessary.

Stormwater Update (Dennis): Dennis informed the committee that plans are being implemented to address stormwater issues this year. The plan will include offering to replace/install culverts and deepen drainage ditches (to a minimum of 24”) on member lots, for a fee. (This will be explained in greater detail in his March Hideabout article.) Once the work is complete, a Letter/Waiver/Release will be issued to the property owner acknowledging the work that was done and informing the member that future maintenance of culverts/ditches will be

Dennis will be taking over as dam operator. He and his team will be ensuring that a dam safety plan is in place.

Main Gate Project (Dennis): Dennis gave an overview of the permitting process. He explained that due to lack of obtaining permits years ago, PENNDOT is now requiring us to put in a turn lane at the Main Entrance as well as pushing back the island at the North Gate (Avoy Rd. entrance). We are awaiting new plans and cost estimates from Peters Consultants.

Miscellaneous: Maintenance Building will have a new roof and new salt shed installed (both under budget). The Maintenance Department has also purchased a new truck.

The Office Manager handles the daily operational tasks such as directing phone calls, answering member & guest questions, stocking, ordering merchandise, Jonas sales, office filing, statistical reports, inventory, and registration of all activities as well as non-power boats, Laurel Park campers, tennis clinics & lessons, summer camp, and all other Recreation Department responsibilities.

The meaning behind the shamrock

W

hen talking about Ireland and its culture and symbolism, many different images come to mind.

Affectionately known as the Emerald Isle, Ireland is perhaps best known for its bright green hue. Irish flags and even harps are symbolic of the nation, but there is perhaps one symbol that most widely represents the country: the shamrock.

A shamrock, by definition, is a young sprig of clover. However, plant experts actually have said that shamrocks are a distinct species of the clover plant, believed to be the white clover. The word “shamrock” is derived from the Irish “seamróg,” which translates as “young clover.” Over the centuries, this diminutive plant has come to symbolize Ireland and many things Irish. The shamrock also is a popular symbol of St. Patrick’s Day. The shamrock and Irish culture are so intertwined thanks to Ireland’s patron saint, St. Patrick. Legends attest to St. Patrick using the three petals of the shamrock to illustrate the mysteries of the Holy Trinity to the Celtic pagans. Each leaf represented the Father, Son, and Holy Spirit.

The shamrock of Ireland has three leaves, not four as many people believe. The number three had

significance in Ireland long before St. Patrick began to convert the masses. According to Blarney.com, the number three was believed to have magical properties and was a recurring theme in Celtic folklore.

Because the Celts were familiar with the shamrock, it became easy to convert their knowledge of the shamrock to the magic of the trinity.

The three leaves are also said to stand for faith, hope and love.

The four-leaf clover is a separate entity and a rarity.

That is why the fourth leaf is deemed to be “lucky.” But that lucky clover is not the traditional Irish symbol.

Thanks to their connection with Ireland, shamrocks are often gifted by the Prime Minister (Taoiseach) to the President of the United States in the White House each St. Patrick’s Day. They are presented in a special Waterford crystal bowl featuring shamrocks in the design. This practice started in 1952.

Shamrocks also can be seen on Irish clothing designs, the Erin go Bragh flag and the uniforms of several Irish sports teams. Of course they also are seen during St. Patrick’s Day celebrations. The shamrock and Ireland will always be linked. ■

Generator Permit

A

Hideout Building Permit is reqired for the installation/ operation of any “non-portable” residential whole house/stand-by electrical generator. Small portable units are excluded. A separate permit is required if you need to install a propane tank to fuel the generator.

ALL applications for permits are located on The Hideout website or you can get any permit application at the POA Office.

IMPORTANT PORTABLE GENERATOR SAFETY TIPS: - Never operate a generator indoors - it can cause unintentional carbon monoxide (CO) poisoning. Carbon Monoxide is a colorless, odorless gas which, if inhaled, can be fatal.

- Do not install a generator right next to your home - carbon monoxide can collect in the eaves of your home.

- Don’t refill the generator’s gas tank while the unit is running as this can cause a fire, leading to serious injury or death.

- Be sure to remove all gas from the tank when storing your generator.

HOW TO CHOOSE A GENERATOR - Identify the items you will need to run in the event of a power outage. Choose the generator that meets or exceeds the total wattage requirement.

- Assistance from a qualified electrician is also advisable.

• 5,000 WATTS (41.7/20.8 AMPS) Powers Refrigerator 700 watts, AM/ FM radio 50 watts, Color TV 450 watts, Eight 100-watt lights 800 watts, Microwave 1,000, Sump pump 1,000 watts, Water pump 1,000 watts • 6,800 WATTS (56.7/28.3 AMPS) Powers everything a 5,000 watt generator does, plus: Deep freezer 500 watts, Washing machine 1,100 watts • 8,000 WATTS (66.7/33.3 AMPS) Powers everything a 6,800 watt generator does, plus: Attic fan 300 watts, Clothes dryer (gas) 700 watts, Four 100 watt lights 400 watts NOTE - A simple formula to calculate how much combined power you’ll need to run appliances and tools is volts x amps = wattage. Check the power demands of your appliances to determine whether they can run simultaneously or intermittently. Always consult the data plate on the appliance for accurate electrical information.

Starting watts: Always plug in the appliance with the highest starting wattage first and add appliances in descending wattage order. ■

Lake Township Board of Supervisor Minutes - January 4, 2021

T

he regular monthly meeting of the Lake Township Board of Supervisors was held at the Lake Township municipal building on January 4th, 2021.

The Meeting was called to order by the Chairman, Supervisors, Scottie Swingle, Timothy Jaggars and Fred Birmelin were all present. .

T. Jaggars moved to approve the minutes of the regular monthly meeting held on December 1st, 2020, carried 3-0. F. Birmelin moved to approve the treasury report for December 2020, carried 3-0.

Public Comment: The Township noted a Thank You to the DeLorenzo family for their hard work and appreciates their commitment to the annual candle lighting. Jason DeLorenzo spoke noting appreciation to the Township for partnering with him and his family in helping with the candle lighting. He also provided a thank you letter to the Supervisors signed by his family. It noted all who assisted in the luminary display.

Subdivisions: None Correspondence: 1) Lake Ariel Fire Company provided is Activity report for December 2020. They responded to 23 incidents, received 1 new member held 4 trainings and 4 meetings along with 1 work detail. Officers list for 2021 was provided. 2) Maplewood Fire Co provided its December Activity report showing 26 alarmed responses 17 of them medical calls, they held 5 trainings.

3) Hamlin Ambulance provided a list of its 2020 annual calls. For 2020 the Ambulance had 1825 EMS calls for the year of them 748 were in Lake Township.

Roadmaster’s Report: S. Swingle reported that during the month of December they handled storms and a few wash outs. Maintenance was performed on the trucks for winter, as well as cleaning. The flags were changed. New Truck is now in service.

Will need to order salt and cinders.

Helped with the luminaries.

Old Business: 1) F, Birmelin moved to advertise the 2021 meeting dates and times and to include the change dates as well as the Planning Commission dates and times, carried 3-0.

2) T. Jaggars advised the Engineer drawing for the playground was received. T Jaggars moved to review next month for advertising of earthwork and open in March carried 3-0.

New Business: 1) F. Birmelin moved to make reservations for PSATS State Convention for Supervisors, Planning and Secretary and Auditors to attend if able with expenses to be paid, carried 3-0.

Additional Public Comment: Dave Cummins noted that the Township roads are being taken care of better than state roads, Ryan Hill Road in great condition.

Jason DeLorenzo noted that possibly the Township could put the Township roads on their Website so people will understand who is responsible for that area.

S. Swingle moved to pay the bills and approve the payroll and to adjourn the meeting carried 3-0.

he Annual reorganization meeting of the Salem Township Board of Supervisor was held on January 4TH, 2021 as advertised. The Board on a motion made by Merel Swingle 2nd Vince Rivezzi will all in favor to appoint Jennifer Wargo to run reorganization.

The reorganization meeting was called to order at 4pm.

Hideout Domestic Pet Policies 1. Pets must be licensed, inoculated, leashed and kept under owner’s control at all times.

2. Dogs may be off leash when at the Dog Park Amenity.

3. To use the Dog Park Amenity, dogs must be registered annually.

4. It is the responsibility of the owner of the pet to clean up and remove animal excrement of their pet.

5. Dogs are only allowed at the Dog Park and Walking Trail, if they are registered with the POA, the owners pick up after their pets, and they are leashed at all times with the exception of the Dog Park. (Exception: Guide Dogs) 6. It shall be a violation of Hideout Rules for any property owner, including their family, guests or renters to shelter or maintain more than five (5) pets (Dog and Cats combined total) on any Hideout property/dwelling lot unit. All puppies and kittens over the set limit of five (5) shall be properly removed by the tenth week of birth. a. All pets must be registered (Non-Fee) through the Hideout POA on a annual basis (see annual POA Registration Form). This registration does not pertain to the Dog Park amenity. All pets must be licensed from their State of origin including proper current vaccinations as required by law. ■

The HASG was formed in 1980 to provide an opportunity for Hideout members, including renters, age 40 and over, to meet with and socialize with other members of our community. If you enjoy meeting new friends, socializing with old friends, and like to party, then the H.A.S.G. is for you.

Typical events include dinner dances, picnics, luaus, a “social” golf league, local outings, travel, and anything else you can think of that involves socializing, dining, and just generally having a great time with wonderful friends new and old. A dangerous condition arises on busy weekends from vehicles parking on the side of the road on Lakeview and Woodpoint Court. Vehicles parked on the side of the road in this location impede traffic and could possibly block access to the area by emergency vehicles. Due to this condition the Board has passed a motion deeming Lakeview and Woodpoint Court “Emergency Access Roads.”

Please observe all signs and Association rules for the safety of our members, guests, and staff.

No parking will be permitted on the side of the road in this area. The Public Safety Department will aggressively enforce this rule. Anyone who parks in this location will be subject to a $125.00 fine and a $250.00 fine for repeat offenses.

GOOD NEIGHBORS CLUB The Hideout Adult Social Group (HASG) is expanding our recently-formed Good Neighbors Club. We are pleased to coordinate the following Good Neighbors Club services to all members of The Hideout Community: 1.

Many of us own wheelchairs, walkers and other medical equipment that we are not currently using. Others are in need of some of this equipment for a period of time. The HASG is compiling a list of such equipment.

The intent is to have a central contact point where those in need can inquire about who may have the equipment they need and be willing to loan it to a fellow Hideout member. THE VERY REAL BENEFITS OF WEARING SEAT BELTS The importance of wearing seat belts in vehicles has resonated with drivers and passengers across the globe. According to the National Highway Traffic Safety Administration, the national seat belt use rate in passenger vehicles in 2019 was 90.7 percent. And despite their simplicity, particularly when compared to the various other technologies available in modern vehicles, seat belts remain an incredibly

This is a good time to review definitions of property lines, setback, and easements as applied in the Hideout. When you hear that someone has a setback, you usually expect something not so good. It’s a completely different case when the term is applied to property boundaries. Setback Lines actually protect your property!

Building set-back lines are usually intended to govern permanent structures like your house or garage.

What is a Setback? A setback is a defined space in which no structures (as defined by Land Use Code) may be located, except where specifically allowed by the Code. Setbacks are required along front, rear, side property lines and additionally with some “easements.”

How are Setbacks measured? In most cases, setbacks are measured from the property line. However, when measuring a front setback line abutting a public street the setback is measured from the center line of the right of way. Your property line is coincident with the edge of the right of way. Since the right of way can contain unimproved shoulders, you should not assume that your property line is at the edge of the curb or paved edge of the road. Typically, your property line is several feet from the road improvements.

Unlike rights of way, utility access easements do not always coincide with

effective device against injury and even death, though only when drivers and their passengers remember to engage them.

For example, the NHTSA notes that seat belts saved an estimated 14,955 lives in 2017 alone. Unfortunately, the NHTSA also reports that 47 percent of the 37,133 people killed in motor vehicle crashes in 2017 were not wearing seat belts. Studies have indicated that front seat riders in cars who wear their seat belts can reduce their risk of fatal injury by 45 percent, while front seat riders in trucks can reduce their risk for fatal injury by 60 percent.

The WHO notes that 73 percent of all road traffic deaths occur among young males under the age of 25. In addition, male drivers under the age of 25 are nearly three times as likely to be killed in road traffic crashes as female drivers under 25. The WHO acknowledges that various factors can increase drivers’ risk of being involved

When a front yard setback is required from an easement located on a property, the setback is measured from the interior edge of the easement.

Are Setbacks required from anything else? In most cases, buildings may not be built over utility easements (e.g., power, water, sanitary sewer, storm sewer, and telecommunications) without written approval from the associated utility. We all have easements on our Hideout property lots. These easements are shown on your recorded plat Land Survey and title report.

How large a Setback is required? That depends on where the property is located and whether the setback is along a front, rear, or side property line. For example, in the Hideout, the following Setbacks are required: Front - 25’; Rear - 25’; Sides - 10’. Also, within these setbacks there are “easement lines” (Front - 10 feet, Rear - 10 feet, and each Side - 5 feet).

Please note that the 25 foot front area starts at your property line, not at the edge of the road. The property line to the road is POA property. Also, in Pennsylvania, only a state licensed surveyor may set the property corners.

What is an Easement? An easement is defined as a right that one party has to

use real estate that is owned by someone else. The rights of the easement holder regarding usage of the property are specific and typically limited. Property ownership or possession is not impacted by an easement. The property owner gives up only defined rights on that portion of the property that is used for purposes of the easement. Common easements are those that are given to public utilities such gas or telephone companies to run lines under/over private property.

Utility easements such as power, phone, water and sewer are examples of easements that benefit the Hideout. Such is the case with RS&W. As a general rule, the grantor of the easement can make any use of that property as long as it does not unduly interfere with the rights granted to the easement holder. Typically, the owner granting the easement cannot build/ place structures or obstructions within an easement area or otherwise hinder access to that area.

The area covered by the easement is usually clearly defined in the text of the easement, and the easement is attached to the property deed so that it will persist even when the property is transferred or sold. Utilities can request an easement for any number

What about these Property Easements?

Every Hideout property has “easements” – legal rights that others have to use parts of a land owner’s property.

Despite their prevalence, easements are often misunderstood and in some instances, people are not even aware that easements exist. As a property owner you can benefit from a basic understanding of easements. That understanding helps you avoid problems (permanent placement of landscaping, trees & shrubs, rock gardens, landscape lighting, fences, etc.) that can arise within the easement area.

By keeping these areas free of plantings or other obstructions, you can enjoy what you have planted without worrying that it may be in jeopardy in the future. ■
