President’s Message

SOME OF THE HAPPENINGS IN THE HIDEOUT Food and Beverage Department

Occasionally I hear some comments about our Food and Beverage Department that I am not happy about. While opinions will always vary, have a proper basis for any alleged criticism. Super Bowl Sunday was well received and thoroughly enjoyed by all attendees. In fact, a new 65 sq. inch TV was purchased for under $500.00.

No complaints. St. Valentine’s dinner at the Bistro was outstanding. The entrees were wonderful and Judy and I had the 32 oz. Cowboy steak for 2. It was awesome. A couple sitting by us said; “this steak is as good as you get in a top New York City steak house.” Attendance was close to full capacity at the Bistro.

The weekend of February 7-9 over 225 dinners were served at the Clubhouse; Bistro and Pub. Pretty impressive!!

Karen Kegel and her staff are working very cooperatively with the 50th Anniversary Committee and are planning an outstanding dinner for the dinner dance. They are also coordinating all of the food and beverages for that entire time period: July 11, 18 and 19 at various locations in the Hideout.

Consider this: If the nay-sayers assert that the Food is so bad and the atmosphere is non-existent, why are we so successful at the Clubhouse (Pub and Bistro)? Could it be that there has been a remarkable turnaround - one that was needed – to address the needs of our members and to keep moving forward?

For the future (this is from Jerry and not the Board) let’s look at assessing each household say $100.00 which will be part of the annual dues. With a simple tracking system you can draw down on the $100.00 at any Food and Beverage Site or any other location in the Hideout. While it might be controversial, it certainly will draw more residents into our amenities and particularly the Clubhouse.

By the way this is not new or novel; it was proposed a few years ago and did not get any traction. I will pursue this with the Board and recommend a committee of resident’s be created to study this issue.

Lodge Renovations The Fire Suppression System (dry using black pipe) is almost completed. A new 2’x2’ suspended ceiling is completed as well as the new LED lighting. By the time you read this column the walls will have been painted by our Maintenance Department which is also installing a new floor similar to the one in the Bistro. A new sound system, new drapery, and new doors going to the Tiki Bar will also be installed. Anticipated completion date is on or about March 15th. This is an example of a fast track construction project. You should know that the Food and Beverage Committee helped coordinate the color scheme for this project.

Recreation John Boandl, our Recreation Manager, is the pulse of the 50th anniversary committee.

Whatever the topic is, John has input and gets us great prices. He is also a phenomenal traffic manager, be it an antique car parade or determining where specific activities can take place. Rec will soon start coordinating readying the pools and all other recreational activities.

Ski Hill Presidents' Day weekend was incredible.

It was well attended and our new pole barn building was in use all weekend.

We put in a new window so members/ guests can sit on the new benches made by the Woodworkers and watch children and adults skiing. The Woodworkers also made 9 tables to go with the 18 benches.

We also installed a new concrete floor and lighting and a new skating rink. If Mother Nature would only cooperate a little more, the cash registers would be jumping for joy.

Community Manager’s Message

A

s we get closer to Spring, I am reminded that this Winter has been more like Spring than I can ever recall.

In previous articles, I have commented on how Mother Nature controls many of our amenities and their performances.

The Ski Hill is one of those amenities.

As I write this message, the Ski Hill has only been open five days. We have the equipment ready and we have the personnel ready, but we have not enjoyed ideal weather conditions. We have made snow when we could to add to our needed base; however, we are limited without the proper weather conditions.

Our skating rink is frozen one day and slush the next day. We are hopeful that our Presidents’ holiday and week will be rewarded with ideal weather conditions so our members can enjoy this great amenity. On the plus side, we have not had to spend time plowing our roadways which translates to cost savings for The Hideout.

Previously, we have discussed the addition of two recycling compactors.

Members should be aware that when using the compactors, if the receiving hopper where you deposit the recyclables is full, simply close the door and activate the mechanism that will then compress the material. The compactors can be I apologize to those who had to wait activated by going to the control panel for their food order at the Ski Hill snack situated next to the unit and activating bar. by The Hideout don’t take a holiday. The administration is especially vigilant and prepared to meet the demands of this time of year.

The fire suppression system for the Main Lodge is on schedule and most probably will be finished ahead of schedule. This will allow our excellent staff time to perform much needed updating to the facility. We are currently exploring, with our insurance broker, the possibility of insurance rate reductions.

The Main Lodge will have some very visible updates that will enhance the amenity and will certainly add to the enjoyment of all our members.

Many of you are aware this year is the 50th anniversary of The Hideout. A committee has been established and is in fact working very hard at planning events in celebration of this historic event. We urge you to consult the various communication avenues we use to inform our members so that you are aware of the many planned events. Over the years, The Hideout has evolved into the premier HOA community in Northeast Pennsylvania. Much of the success is because of our dedicated members, who offer their time and expertise in so many ways. We always welcome constructive suggestions because this community can only get better with the exchange of ideas. Our forefathers probably never envisioned a community that started with a few homes and now numbering near 4,000.

Public Safety Corner I t’s that time of year again, when membership fees are due and the membership needs to update their member vehicle sticker.

As of April 1st, the Public Safety Department will be monitoring vehicles entering the community for compliance with 2020 vehicle sticker policy. All vehicles entering the community must have proper Hideout Vehicle Identification.

As of April 1st, any vehicle entering the community without updated 2020 Hideout Vehicle Stickers must stop at either the Main or North Gate to obtain a temporary vehicle pass. The Hideout utilizes two types of vehicle identification. Members, Long Term Renters, Employees, and Contractors are required to obtain and utilize their vehicle window sticker. Any vehicle entering the community without a valid Hideout Vehicle Sticker must obtain a temporary pass which is issued at either of the gates and must be hung from the rearview mirror of the vehicle while within the community. A common problem, that we experience, is with members utilizing the card readers or remote access without proper vehicle identification.

Many members believed that if they have a current, valid gate badge or remote clicker they do not need to put a sticker on their vehicle or obtain a temporary pass.

The gate badge or the remote clicker are issued for the convenience of the

membership to allow them easier access to the community but alone does not constitute rules compliance for The Hideout. The Consolidated Rules and Regulations For the Association of Property Owners Of The Hideout, Inc., under Membership Identification for Use of Amenities, Rules and Regulations, #3 reads as follows; Current membership identification must be obtained at the Registration Office by March 31 of each year and be properly displayed in accordance with the registration guidelines. The guidelines from the Registration Office for the display of the vehicle sticker is that the sticker is to be placed on the inside of the windshield above the AS1 line in the top passenger side corner of the windshield.

In Pennsylvania, and mostly all other states, anything placed above the AS1 line will not constitute a violation of the Obstructed View Law. Your cooperation regarding this matter is appreciated.

Food & Beverage Corner F ebruary flew by…. Love was in air!

We had our Super Bowl Sunday Buffet at the Clubhouse and it was a success and enjoyed by many. Food & Beverage hosted the H.A.S.G. Valentine’s day luncheon and it was an absolutely wonderful afternoon. The Bistro was decorated so beautifully, such a good time. Our Valentine’s Dinner at The Bistro was a tremendous hit, thank you all who came and celebrated Valentine’s day with us. The Ski Hill Snack Shop got to open its doors and Arlene has been one busy lady! As we continue to make improvements and positive changes in our Food & Beverage areas, we would like to again thank the community for all your support and feedback.

Some reminders, our shut down period is March 3rd to March 14th 2020. We will be busy-busy here at the Clubhouse, extensive cleaning, menu changes/ additions, power washing, new flooring in the Pub and organizing. Our 2020 motto is to strive for excellence. We look forward to the Main Lodge opening in March with our first Event with the H.A.S.G. Towards the end of the month we encourage you to come see all the changes at the Main Lodge. We are super excited for the Main Lodge to open

its doors and give us a wonderful opportunity to have a revolving floor plan to suit all our Banquet needs.

Once again, the Woodworkers have created another wonderful addition to our department for our catering events.

Come join us at our next function and see firsthand. March 20th we will be celebrating Saint Patrick’s Day in the Pub with the Jimmy Brown Duo. Don’t forget to wear your green! Come by and enjoy some food and beverage specials.

Just wanted to end this with a Thank you to our staff. We had a very busy February up at the Clubhouse with events, the Ski Hill Snack Shop opening, holidays, and Presidents' Week.

Executive Chef Brett, Chef De Cuisine, and myself would like to thank our staff, all our Food and Beverage employees have done an outstanding job. We appreciate all your hard work, many hours and always doing it with a smile.

JOIN AND HELP THE HIDEOUT GARDEN CLUB The Hideout Garden Club is a dedicated group of men and women volunteers who are committed to making our community a more beautiful place to live. The club plants and maintains the arboretum at the main entrance as well as other areas such as the planters at the mailboxes, North Gate, recycling center, Recreation Center, Nubia Malkin Art Center and more. We have members who meet to maintain the arboretum every Monday morning during the growing season and other members who maintain the other planters around The Hideout when it is convenient for them.

If you are interested in joining us, our organizational meeting will be Wednesday, May 6 at 1 p.m. downstairs at the POA. If you are unable to attend this meeting and wish more information you may call Rick Yocum at (570) 251-1511.

Chairman's Message I hope everyone had a wonderful Valentine’s Day. A day to spend with your special someone. Moving forward to Saint Patrick’s Day. A day when everyone is Irish.

Recently there were new pieces of equipment placed at the trash and recycle area. These are new compactors for our recycling. Compacting our recycling will lower our costs. Please follow the simple instructions on the compactors for easy operation.

The Board of Directors has been attempting to contact all major cellular providers, as well as independent cell tower builders, hoping someone will realize our dilemma. Our lack of cell service is a safety problem. No service means no calls to 911. In our recent mailing of the annual dues, there was a survey about what cellular providers are used by our members. So, please fill out the survey and return it to the POA. The more information we can provide to the cellular companies, the better the chances of The Hideout getting better cellular service.

I would ask our members to be mindful of the vehicle traffic rules within The Hideout. We have many school buses entering and exiting the complex. This means that our school age “Yutes” will be walking throughout the community. Please look out for our kids. Please obey the speed limit.

There has also been complaints about members not authorized to use handicapped parking spots, parking in them. Especially at the mailboxes. Please keep these spaces open and available to authorized vehicles.

What’s “Hiding Out” in our Environment this Month?

I

f you are one of the many residents that enjoy watching your bird feeder get visited by our winged friends of the forest throughout the year, you have surely seen a cardinal or two. Here are a few facts about this beautiful bird that you might not have previously known: • Both male and female Cardinals have orange bills.

• Male Cardinals have a brilliant red plumage whereas females are a yellowish-brown color with red tints along the wings.

• Cardinals were once quite rare to see throughout the commonwealth prior to the 1900’s.

• Mating pairs typically hold a territory of between 3 and 10 acres.

• Cardinals have a vast diet aside from visiting bird feeders, and will often

feast on insects, berries, and grains when available throughout the changing seasons.

• Cardinal eggs are an off-white/lavender color with brown and gray speckles, with usually 2 to 5 eggs per clutch. Cardinals typically have 4 broods a year.

• Eggs hatch only after 12 days of incubation!

Please keep in mind that here in The Hideout, ALL birdfeeders must be a minimum of 8 feet off the ground, and cannot be permanently attached to trees. Squirrel guards are recommended.

Board Meeting Minutes - January 25, 2020

There were no objections to the recording of the meeting.

2. Board of Directors Comments: Michael Terranova commended the Ski Hill crew for their efforts and hard work without cooperation from Mother Nature.

3. Management Reports: (Questions or Comments will be taken after each report- limited to 5 minutes each) a. Community Manager, Larry Frotten: Larry Frotten reported: i. Staffing: There were changes in staffing including the promotion of Ryan Hill to Assistant Community Manager and restructuring of departmental reporting.

Brooke Craven, Human Resources Manager and Frank Trinisewski, Financial Manager were also assigned departments for each to have no more than 6 reporting departments to enhance performance and efficiency. Dennis Polhamus was hired to fill the new position of Permit Officer to assist the Land and Environmental Department. Amanda Creighton, a Food & Beverage employee, was commended for making the National Honor’s Society at Lackawanna College. The search for a financial manager is continuing.

Offices are being realigned in-house by maintenance to accommodate new staffing. Maintenance was recognized for their work on this. Plans for upstairs offices are almost done as the attic was already framed. There is room for 4 offices, but this will require both outside and inside stairwells. Larry commended the Registration Department for their work especially during this busy dues and registration period. ii. Ski Hill: This facility is dependent on Mother Nature as dry, cold weather is required to make snow. The minimum snow base to open is 18-24 inches. The Ski Hill was open last night and was successful; however, it is closed today because ice is a safety concern. Many enhancements to this facility were made this year including picnic tables provided by the Woodworkers for the warming hut, improvements to the ice skating rink, additional windows and improved heating in the warming hut, improvements to the sales area, snack bar kitchen, and paint in the Ski Hill Lodge. Future plans include another pole barn for rentals and possibly a temporary wood floor for the ice skating rink for roller skating in warmer weather. Discussions include addition of a zip line or alpine slide to increase usage throughout the year. iii. Main Lodge Fire Suppressant System: This project is well underway and ahead of schedule for the planned completion by mid-March. Additional work includes a new ceiling and audio system. The fire suppressant system was required by code before the blueprint can be changed.

Additional work for the Main Lodge under a separate budget line includes paint, mobile dance floor, buffet and up-lights. iv. Cell Tower: Larry met with County Commissioners and was advised that Verizon may be working on plans for the cell tower on Route 191 near the selfstorage and he was advised to contact Lake Township for information. v. Recycling: Larry noted that it is a constant effort to keep up with recycling.

County Waste submitted the lowest bid by a substantial amount. Larry and facilities met with County Waste to discuss the challenges which must be overcome and County Waste recommended a compacting unit which holds the equivalent of 5 regular bins. The contract is based on charges for weight and each pull so the reduction in pulls and lower strain on staff to keep area clear will mitigate the purchase of one of the two bins for $10,300.00. There will be a button there to compact if the recycling bin is full. vi. Larry noted that he has been meeting with members of Wayne Tomorrow in an effort to make The Hideout more of a presence in the surrounding Community for improved public relations.

b. Financial Report: Larry Frotten gave the financial report on behalf of Frank Trinisewski, Financial Manager, whose time is being devoted to the audit. The audit will be completed ahead of schedule compared to previous years, and the field work is almost complete. Larry noted that the auditor, Zavada & Associates, is insightful and helpful and recommended keeping the contract.

The dues went out 4 days later this year than last year due to a delay in the envelope order. The dues were

$1,805.00 which is a small increase of $60.00 over last year’s dues.

In February, employee raises will be assessed.

At the end of 2019, there is over $800,000.00 in the operation account, $4.4 Million in Capital Reserve and $330,000.00 in New Capital Reserve. It was a record year for amenity income.

Received $2.5 Million and the budget was $2.37 Million. The Main Lodge and Clubhouse combined brought in over $1 Million in revenue. Investment income of $149,000 was projected at $75,000.

Budgeted transfer fees of $325,000 versus actual $426,790. The excess income offset unfavorable budgeted income in dues collected, solid waste removal, snow removal and vehicle maintenance.

Virginia Sabia questioned when the Budget Committee will meet to go over the quarterly reports for the 4th quarter of 2019. Richard Yocum reiterated that the Financial Manager has been busy working with the auditors to finalize 2019, but the reports will be ready in the near future and he will follow through with this. Larry noted that the financials are printed in The Hideabout Newspaper.

Paula Romano, Lot 342, requested a review to extend the hours of amenities.

Larry noted that the hours of operation are based economic feasibility, but this will be reevaluated. Ms. Romano also recommended an indoor pool. Jerry Restaino stated that a committee was formed years ago and this amenity was not approved by membership, but this can be revisited.

c. Food & Beverage Report: Larry reported that Karen Kegel, the Food & Beverage Manager was unable to make the meeting due to inclement weather where she lives. Larry noted that the Food and Beverage amenities are doing well. d. Environmental Report: Ryan Hill, Environmental Manager, expressed his excitement for his promotion to the new role of Assistant Community Manager and his appreciation for the Board’s support. Ryan stated that with the addition of Dennis as Permitting Officer there are plans to improve the permitting process including follow-up to permits and projects. Jake Burns, Environmental Administrative Assistant, is attending an ISA arborist program. Ryan is looking to invest in employees through more training and learning opportunities.

Roamingwood Lake is on a draw down.

It was stressed that no one should ever go on the ice on the lakes as the ebb and flow and level fluctuations of the lake cause an unsafe depth of ice.

Ryan is working with the National Wildlife Federation to bring more programs to the Hideout. Gardens may be designated as Wildlife Habitat simply by completing a form and the ECC is streamlining to process to authorize these signs. Ryan is working to get The Hideout as a whole to be a recognized, certified wildlife habitat which will increase its standing.

Bluebird boxes have been acquired and will be installed. Bluebirds are native to the area, but are susceptible to losing their habitat. Bluebirds provide the benefit of controlling insects.

The TNR program was approved by the Board in the budget to continue for the

processing of approximately 200 cats.

The population of cats is stabilizing and on the decline, but this is a long term plan that will not adversely affect the ecosystem. It was noted that volunteers are needed to continue the feeding at approved stations for future trapping. It was noted that abandoned properties are a constant effort to keep up on. Michael Panula, Lot 2803, noted that there are more cats in the North section that need to be addressed.

e. Facilities: Brad Schumacher, Facilities Manager, gave the trash numbers for December: 11 pulls of trash for 99 tons and 29 recycling pulls. New containers were received for recycling and instructions will be circulated.

Construction on the fire suppressant system at the Lodge is well ahead of schedule. Other work at the Main Lodge will include LED lighting for brightness and savings, a new ceiling and sound system.

In December, 65 work orders were put in and 85 were completed.

Brad complimented the ski hill on their work.

Larry noted that the fire suppressant should reduce insurance which was already reduced due to the PA certified Safety Committee.

Brad stressed that for safety during winter maintenance of roads all pedestrians should wear reflective and/or light colored clothes and all vehicles should be a minimum of 5 feet off the road.

Barbara Pannone, Lot 1980, noted that the cell reception at the Nubia Malcolm Art Center is weak. John Boandl noted that there is wifi at the Art Center which can be logged into to improve service. It was noted this is a cell tower issue which efforts are being made to add a service provider and/or cell tower.

In response to a question from Virginia Sabia, Lot 2374, it was noted that the recycling center will still be manned from 7-4 or 703 for the next couple of weeks, but this will not be manned full-time due to personnel costs.

Larry noted that the equipment is being well maintained and he feels that the right tools and equipment help to get the job done efficiently and effectively in-house for savings. f. Public Safety: Joseph Kozuch, Public Safety Director, was out for 4 months due to back surgery, but is happy to be back.

(continued from page 6) Next week the new Ford hybrid police interceptor ordered under last year’s budget is scheduled to be delivered.

Another one is scheduled for March or April in an effort to go green.

There are issues with the main gate as a result of a motor vehicle hitting the gate and taking out an arm. Repairs were being put off for the main gate renovations, but one loop was replaced.

The driver’s insurance is being pursued to complete permanent repairs.

Vehicles must be registered as new stickers and vehicles from previous years were deactivated. s Speeding tickets will be given out.

It was reiterated that the ice is not safe and everyone should stay off the ice as it is unstable and puts rescuers at risk.

Condolences went out to John Armato’s friends and family. He passed away in December and served 13 years in the Public Safety Department at the gate, as a patrolman and EMT. He ran past car d shows at the campground. He will be sorely missed.

Larry noted that the patrol cars are not high speed and are specialized for general patrol with 4-wheel drive and for endurance not speed.

Andy Vuolo, Lot 3737, commended The Hideout for the green purchase of hybrids. He then questioned if security carries guns to which Joe noted that they do not. For dangerous situations that require guns, the State Police are called.

Patrol carries expandable batons, pepper spray and handcuffs.

The owner of Lot 1908 questioned the restriction on electric vehicles. It was noted that The Hideout is following Penn DOT guidelines where they are permitted on roads with a 25 mile per hour speed limit or less if licensed and registered, and operated by a licensed driver.

g. Recreation Report: John Boandl, Recreation Manager, stressed that there is free use of the recreation facilities with open gym after school 2 days a week from 3:00 p.m. – 5:00 p.m., the walking o for wellness program which is 5 days a week in the morning and 3 days a week in the evening, family open gym from 11:00 a.m. – 1:00 p.m. two days a month.

Pickle ball is available at a flat rate of $5.00 on Tuesday and Friday from 1:00 p.m. to 4:00 p.m.

The golf simulator was ordered and should be delivered in 2 to 4 weeks.

A bus trip is scheduled for the Philadelphia Flower Show on March 7th at 8:00 a.m. and arriving back at 5:00 p.m. The cost is $75.00 and members can register for the trip with Recreation.

Contract negotiations are underway for a new tennis coach, Sean Devine. Sean is a PTR certified professional with over 12 years teaching experience. He was a tennis pro at Dominion Club and has 8 division 1 players now. As a player, Sean was 2 time District 11 gold medalist, 8 time LBC gold medalist and a nationally ranked junior.

Bob Addieg, Lot 4193, noted that the weekly information online did not include the woodshop and he suggested that this continue and meeting dates be updated.

(Questions or comments with regard to Unfinished Business) Sharon Spiese, Lot 1221, questioned the increase in social membership fee to $10.00. It was noted that this is to cover administrative expenses and staff time

such as application processing including membership status and applicant incident history, printing cards, updating database, and paperwork and record keeping to comply with the Liquor Control Board regulations for clubs.

4. Unfinished Business: 20-05 MOTION RESOLVED THAT the 2020 Amenity Fee Guide published and approved as part of the 2020 Budget with one typographical error, be amended to reflect the correct Social Membership Fee of $10.00.

REVISED 19-102 MOTION: RESOLVED THAT in accordance with PA General Assemble Statute, Title 68, Section 5301, effective January 1, 2020, the transfer fee for all sales of lots shall be the full amount of the previous year’s dues for improved lots and half of the previous year’s dues for unimproved lots, the funds of which shall be kept separately and used solely for capital purchases. This will supersede Motion 19-201 passed on December 14, 2019.

Michael Panula, Lot 2803, expressed concerns that the Bylaw change for the Budget Committee takes away their ability to make recommendations. Jerry Restaino indicated that the purpose of this Bylaw change is not to remove powers of the Budget Committee, but to adjust the deadline dates so the Board is not voting on the new Budget in December. Mr. Panula still expressed his dissent with this suggested change.

Lot 4193 questioned whether the height of the ceiling at recreation would be high enough for the golf simulator.

John Boandl stated that it meets the specifications for the unit. The unit is 8 foot, 4 inches high and the specifications call for a 10 foot ceiling. John tested the golf swing of a tall member and determined that the ceiling has more than enough clearance.

20-12 MOTION RESOLVED TO approve the purchase of a Trugolf Vista Pro 12 indoor golf simulator and future software add-on from Shop Indoor Golf, the lowest qualified bidder, for an amount not to exceed $26,500.00 of the $27,555.00 budgeted capital funds based upon recommendation by management.

March in the Garden What Should I Be Doing?

I

t’s about 18 degrees outside as I write this and the wind is howling! No matter, I am surrounded by seed catalogues and making lists. This is what many gardeners do this time of year. However, there are a number of other gardenrelated tasks we could be doing, and probably should do before too many more days slip by. Most of these tasks are common to both vegetable and flower gardens.

There are 2 key factors to consider when planning your garden; Growing Zone and number of growing days. These 2 elements will help you select plants that should thrive with our weather conditions.

Wayne County, PA is located in USDA Zone 5b. Here’s a link that shows all the PA zones: USDA Growing Zones Map. If you are new to this area, knowing your Growing Zone helps you plan what you can plant, when you should plant and, if you are starting your own vegetable or flower seeds, when you should sow the seeds indoors. For Zone 5b, the average date of our last Spring frost is May 15 and the average date of our first Fall frost is October 15. From these 2 dates, we calculate we have 154 growing days. As you browse those seed catalogues, look for plants that mature within 154 days (DTM = Days to Maturity).

Armed with this information, you can begin to select seeds or plants you would like to grow this season. As you compile your list, remember to take into account how large your garden is, how much sun you have (6 - 8 hours of sun per day is considered Full Sun), how much time you want to spend taking care of the garden, how much food you can reasonably use and whether or not you want to grow from seed or purchase seedlings. You should also note the family of both vegetables and flowers because certain families grow well together.

In addition to deciding what to plant, try

your hand at sketching a garden plan. It’s much easier to decide now where you will place the plants rather than when you are standing in the middle of the garden, surrounded by plants. If you wait until you have plants in hand, it can be an intimidating process. As you sketch your garden plan, consider how you will rotate the vegetable families. Rotating plant families helps to reduce pest pressure and also allows you to add soil amendments as may be necessary (some plants are “heavy” feeders and others are light). Following a 3-year plant family rotation is most common. Reading up on crop rotation will help you construct your garden map.

In addition to selecting your plants and sketching your garden, this is a great time to make sure all your garden tools are clean, sharp and ready for spring! The tools should be washed and dried. Once dry, you can apply a thin coat of oil to help keep the metal rust-free.

You may wonder about testing your soil. Well, the best time to test your soil is in the Fall so you can amend the soil as suggested by the results of your soil test. Penn State Extension Service recommends soil be tested every 3 years and soil test kits are available at the County Extension office for $9.

Alternatively, local garden centers often sell commercial soil test kits. It’s best to test your soil before adding fertilizer or other soil amendments. It’s okay to test your soil now, it may be a bit harder to collect the soil sample if the ground is frozen.

Don’t mistake a shamrock for any old clover

uch like New York City’s Empire State Building or Egypt’s great pyramids are in their respective countries, the shamrock is an icon in Ireland that has grown to symbolize Irish heritage and culture. Many products, sports teams, and businesses with ties to Ireland feature shamrocks in their logos.

So it should come as no surprise that shamrocks also are a major part of St. Patrick’s Day celebrations. After all, this is a day to pay homage to Ireland’s patron saint - as well as the country itself.

Tickle from allergies or a cold?

It starts as something fairly innocuous, a small tingle or tickle in the back of the throat that occurs once in a while. After a few days, you may find yourself coughing and hacking when that tickle hits you at an inopportune moment. Soon that tickle is keeping you up at night with coughing attacks.

The common cold and allergies may be to blame for throat tickle. Gastroesophageal reflux disease, or GERD, also may be linked to chronic cough. The online medical resource Healthline.com defines a throat tickle as an irritation of the mucous membranes of the throat, which includes the trachea and esophagus. Some describe it as a feeling of an itch you can’t scratch or a tingling sensation. Coughing does not always remove whatever is causing the tickle, which can be uncomfortable and persistent. Medical News Today says that coughs are the most common symptom reported to primary care doctors.

Although rare, a tickle may be indicative of throat cancer. Oftentimes tickles and

garden resource The Spruce indicates that the term “shamrock” comes from the Gaelic word seamrog, meaning “little clover.” There is no consensus as to which species of clover is the true shamrock.

However, many botanists agree that the white clover (Trifolium repens) is the shamrock. However, the lesser trefoil, or hop clover, the black medick and red clover all can be contenders.

Four-leafed clovers of any variety are not shamrocks and should not be portrayed as such. That is because the shamrock is a three-leafed sprout that was believed to be utilized by St. Patrick to demonstrate the principle behind the Holy Trinity.

St. Patrick, pointing to the three leaflets united by a common stalk, used this visual analogy to spell out the mystery of Christianity’s doctrine of three entities making up one Lord: God the Father, God the Son, and God the Holy Spirit.

Therefore, for all of the purported good luck finding a four-leaf clover may bring - based on mythology imparted by ancient Celts called Druids - it cannot be passed off as a shamrock.

Both clovers and shamrocks hold special meaning to the Irish. However, it is the three-leaf variety of clover that defines the shamrock. chronic coughs are harmless, but a doctor should be consulted if one or both symptoms last for a while. Otherwise, these strategies may help with the tickle by aiming to resolve one of the underlying causes. · Address post-nasal drip: Postnasal drip occurs when extra mucus in the nose travels down into your throat. Normally, people do not notice the mucus that they swallow because it mixes with saliva. But when the body makes more mucus than usual, or if it’s thicker than normal, it can be noticeable and irritating. Decongestants, antihistamines or expectorants may help. · Identify allergies: If an allergy is causing the tickle, antihistamines may help. Avoiding substances that trigger allergies also is advised. · Treat sinusitis: Infected sinuses are another common cause of a tickle in the throat. Bacterial infections may be treated with antibiotics. · Clear the air: Environmental irritants like air pollution, cigarette smoke, dust, and other particles can cause a tickle. Quitting smoking and limiting exposure to irritants can help. · Add moisture: Dehydration or dry air may be contributing to that tickle. Moisturizing the air with a humidifier and increasing production of saliva through warm beverages or citrusy foods and drinks might be beneficial.

PHYSICAL THERAPY SUFFERING FROM SHOULDER PAIN? By: Bernard J. Povanda, PT, COMT, Direct Access Certified

I

f you are dealing with nagging shoulder pain, have you asked yourself the big question: What is causing it? Shoulder pain is an extremely common complaint among many ages. The shoulder is made up of many muscles and there are a variety of things that can affect them.

Often times this is caused by a part of the shoulder being compressed against another part. Anything that interferes with the gliding function of the shoulder can cause compression. This is known as shoulder impingement syndrome (SIS). The condition is especially common among people who do repetitive activities that involve raising their arms to or above shoulder level. When you picture this movement, a few sports immediately come to mind. Some of the most common are: swimming, throwing/ pitching, playing tennis, golf, volleyball, weight lifting and doing gymnastics.

Along with the many sports that involve this motion, there are also different job duties, such as painting and stocking shelves. Patients with impingement most commonly complain of shoulder pain, which is worse with overhead activity. It can be so severe, that it can wake you from your sleep. The first step is taking a break from the activity causing this pain. A physical therapist will evaluate you and identify the cause or contributing factor. Physical therapy is the main treatment of this condition. PT treatment will include many exercises to restore the normal strength and flexibility to the shoulder, including both the muscles of the rotator cuff and the muscles that move the shoulder blade. There are different stages of SIS. Stage 1 consists of swelling and inflammation. Stage 2 consists of weakening of the tendons in the shoulder, known as tendinopathy.

Tendons are strong bands of tissue that connect muscles to bones. Stage 3 consists of a rotator cuff tear, biceps tendon rupture, or changes to the bones in the shoulder. If you are suffering from shoulder pain, call your local physical therapist for an evaluation TODAY!

Public Works Committee Meeting Minutes - 2/12/20 Call to Order: The meeting began at 9:00

Woodworkers: Andy Vuolo thanked the Maintenance Dept. for the new lights at the Woodworkers amenity. He mentioned that the outside lights also need attention.

Brad informed the committee that the building is being looked at for new siding and the lights will be addressed at that time.

Any changes, questions or comments: The minutes were approved with changes being made to attendance.

DISCUSSION Brad informed the committee of the following: • Lodge Fire Suppression System: The lights and ceiling panels are going up.

The project is ahead of schedule and going smoothly.

• Main Gate: Bid Opening for this project will take place on Friday, 2/14/2020.

• Recycling/Trash: The new recycling compactors are in and working well. The old bins are being removed slowly to give people a chance to adjust to the new. We expect to see fewer pulls with the new compactors.

• Spring/Summer season: Equipment is being made ready for these seasons (mowers, etc.)

• Architectural Graphic Standards Book: The book has been received.

Trash & Recycling: Discussion on this issue included: • Recommendation that a cost comparison be done on the costs of dumping large items here at The Hideout and those of dumping large items at outside entities.

• Bulk Garbage Day: The committee discussed the possibility of revisiting alternate methods of conducting Bulk Garbage Days, (i.e. giving members tickets that would allow them to dump at a time convenient to them). The committee also discussed having an electronics collection day to allow members to dispose of this type of equipment. This will be looked into.

Further discussion of this issue was tabled until the next meeting.

Crack Sealing/Roads: It was suggested that we obtain a copy of the original contract for the road paving. Discussion

Safety Issues: Rich Straczynski advised the committee of the following safety issues: • The need to open and clean out the Fire Gates during snow storms.

• There are trees throughout the community that are near on powerlines that are being held up by other trees or the power lines themselves. Brad informed the committee that this will be addressed.

Holes in Road: Laura Rusnak informed the committee of holes on Split Rail and Hidden Lake. Brad informed the committee that this will be taken care of.

Culverts on LVDE: The committee discussed whether these culvers are too close to the road (from Roamingwood going towards North Gate. This will be looked at.

North Gate Mailboxes: The committee discussed having larger boxes added to the North Gate Mailbox area (as at the Main Gate). Further discussion was tabled until the next meeting.

New Structures for Committees: Rich Straczynski. informed the committee that there are some new structures in place for committees, one being that an individual can only be Chairperson of one committee at a time.

Eileen Simon volunteered to attend the next Food & Beverage meeting to address this concern.

New Business:

The Hideabout - Lisa will advise all Department Managers to send photos to her for inclusion in The Hideabout and/or Facebook that showcase their department activities. Committee Chairpersons should also reach out to members that have photos they would like to share with the membership Lisa Green is the committee chair of the 50th Anniversary Committee. The committee is formalizing plans for the celebration and she will be publishing all the details in the upcoming issues of The Hideabout Newspaper.

Email Blasts are sent out every Monday announcing upcoming events and every Thursday announcing weekend events.

Article IX, Sections 3, 6, 7, and 8: Financial Management Proposed Bylaw Amendments In an effort to simplify and clarify the language of Bylaws Article IX, Sections 3, 6, 7, and 8, while ensuring continued transparency and timeliness in the Financial Management process, the following changes are recommended by the Governing Documents Committee and P.O.A. Board of Directors for the benefit of the membership: SECTION 3, PRELIMINARY BUDGETS CURRENT PROVISION: Each calendar year the Association’s Community Manager shall prepare preliminary budgets, as designated below, for the next succeeding calendar year, to be presented to a Budget Committee for its review, modifications and recommendations on or by September 15th of each year; a) Annual Operating Expense Budget b) Annual Capital Expense Budget c) Annual Revenue Budget d) Annual Reserve Fund Budget The Budget Committee shall consist of not less than five (5) and not more than nine (9) members appointed by the board plus any current Board Candidates who shall be appointed to serve on said Budget Committee by the Association’s Board of Directors. The Budget Committee shall review each of the preliminary budgets as submitted and make such additions, deletions, modifications or corrections to them as it deems necessary and in the best interest of the Association, so that each of the preliminary budgets shall be available for submission to the Board, as proposed by the Budget Committee with its recommendations, if any, on or

by October 15 of each calendar year.

The proposed budgets, after submission to the Board for review, modification and approval, and prior to being adopted and accepted as final budgets by the Board, shall be published for a period of not less than thirty (30) days prior to the first day of the next succeeding calendar year to allow the members of the Association an opportunity to review same and to comment thereon, either at hearings held thereon or through such other means as the Board may determine. (As amended October 1989) (Amended March 31, 2004) SECTION 3, PRELIMINARY BUDGETS PROPOSED REVISION:

By April 1st of each year, the Community Manager shall prepare preliminary budgets, as designated below, for the next succeeding calendar year, to be presented to a Budget Committee for its review and recommendations. a) Annual Operating Expense Budget b) Annual New Capital Expense Budget c) Annual Revenue Budget d) Annual Capital Reserve Fund Budget

The Budget Committee shall consist of not less than five (5) and not more than nine (9) members appointed by the Board plus any current Board Candidates who shall be appointed to serve on said Budget Committee by the Board of Directors. The Budget Committee shall review each of the preliminary budgets as submitted to make its recommendations, if any, as it deems necessary in the best interests of the Association, so that each of the preliminary budgets shall be submitted by the Budget Committee along with any recommendations to the Board by June 15 of each calendar year.

REASONING: Budget development must, by its very nature, be an ongoing, dynamic process with periodic managerial assessment, input, and review during the year. Additionally, since this Section was last amended, The Hideout has enjoyed significant growth, and the current multimillion dollar budget reflects this. As such, it was recognized that the September deadline for Budget Committee review and the October deadline for submission to the Board do not allow sufficient time to accomplish the necessary work involved in the budgetary process.

Therefore, because of these constraints, the codification of the April 1st deadline for preparation of the preliminary budgets and the acceleration of the September 15th deadline to June 15th for submission to the Board reflect a more rational and workable budget process that also allows more time for Community review and input.

----------------------------------------------------SECTION 6, VARIATION FROM BUDGET - CURRENT PROVISION: A. Budget Review. Upon adoption of the budget the Board shall be bound by the same. The Board may not, over the calendar year period vary from the budget by more than 15% without following the budget procedures specified in Sections 4 and 5. Variation is defined as a 15% or greater difference from plan for the capital expense budget and for the net combined operating expense budget and the revenue budget. It shall be the responsibility of the Treasurer in conjunction with the Community Manager of the Association’s accounting personnel to make monthly reviews of actual budget performance and to

prepare on a monthly basis an annual budget projection which will project total revenue and expenses for the calendar year based on the best existing assumptions existing at the time of the forecast. It shall be the responsibility of the Treasurer to meet with the Budget Committee on a quarterly basis to review actual and projected budget performance.

As soon as practical, the Community Manager shall advise the Board and the Budget Committee if either the actual or the projected annual budget will vary greater that 15% over the calendar year.

The Board of Directors shall make such changes as the Board deems necessary to assure expenses do not exceed income for any given year. (Amended April 3, 2010) B. Prior Years Surplus/Deficit – The surplus or deficit (excluding depreciation) resulting each year from the budgeted operations, including Board directed funds, shall be identified. The Accounting firm producing the annual audited statements shall provide a separate schedule listing by department, all budgeted income and expenses versus actual income and expenses producing an annual surplus or deficit. This schedule shall be separate and included as part of the final audited financial report provided for membership distribution.

Any surplus identified will be first used to fund an Operating Contingency Fund, the balance of such fund not to exceed $200 thousand, which is to be used only for the purpose of reducing an identified deficit. Any surplus in excess of the amount needed to fund the Operating Contingency Fund, or any deficit in excess of the then existing balance in the Operating Contingency Fund, will become a line entry under the “Revenue Section” of the following years Proposed Budget.

(Amended April 3, 2010) SECTION 6, VARIATION FROM BUDGET - PROPOSED PROVISION: A. Budget Review - Upon adoption of the Annual Budget, the Board shall be bound by the same. The Board may not, over the calendar year period, vary from the budget by more than 5% without following the budget procedures specified in Sections 4 and 5. The Board of Directors, working with the Community Manager, shall support the implementation of any and all changes deemed necessary to meet the approved Capital and Operation Budgets.

B. Prior Years Surplus/Deficit – The surplus or deficit (excluding depreciation) resulting each year from the budgeted operations, including Board-directed funds, shall be identified. The accounting firm producing the annual audited statements shall provide, via separate schedule, a listing by department of all budgeted income and expenses versus actual income and expenses producing an annual surplus or deficit. This schedule shall be separate and included as part of the final audited financial report provided for membership distribution. Any surplus identified shall first be used to fund an Operating Contingency Fund, the balance of which shall not exceed two hundred thousand dollars ($200,000.00), to be used solely for the purpose of reducing an identified Operations deficit. Any surplus in excess of the amount needed to fund the Operating Contingency Fund, or any deficit in excess of the then existing balance in the Operating Contingency Fund, shall become a line entry under the “Revenue Section” of the following year’s Proposed Budget.

REASONING: Sound fiscal practice recognizes that allowing a 15% increase from the approved Capital and Operations Budgets would require a significant course correction, likely invoking special assessments and other drastic measures which the Board is loath to implement.

The tighter standard of 5% allows timely recognition of adverse developments before they become emergent or irreversible and ensures a more deliberate “hands-on” approach to our fiscal management. Other changes reflect correction of errors and redundancies, and clarify vagaries in the language of the cited sections.

------------------------------------------------ SECTION 7, AUDITING – CURRENT PROVISION: At the close of each calendar year, the books and records of the Association shall be audited by a certified public accounting firm whose report shall be prepared and certified in accordance with generally accepted accounting principles. Based on such reports, the Association will print and mail a copy of same to each member entitled to vote herein, or a copy of such report shall be published in the Association newspaper. In addition, the books and records herein may be inspected as prescribed in Article VIII. SECTION 7, AUDITING – PROPOSED PROVISION: At the close of each calendar year, the books and records of the Association shall be audited by a certified public accounting firm whose report shall be prepared and certified in accordance with generally accepted accounting principles. On October 25th of last year, a multiple alarm fire occurred at the Liberty Restaurant in Lake Ariel. Members of the Lake Ariel Volunteer Fire Department, along with members of many of the other local volunteer fire departments, responded to fight this fire, which by all accounts and due to the structure and type of building, was a very heat intense fire. So hot, in fact, that it melted and destroyed the Departments only thermal imaging camera, an important piece of firefighting equipment used to locate body heat of a trapped individual.

Pictured above are some of the Officers of the Lake Ariel Volunteer Fire Department who fought this fire, being presented with a brand new thermal imagining camera by Bill Wagner, VP of the Help A Hero Fund, which was pleased to donate it.

Recreation Corner

2020 Employee weight loss competition January 4, 2020 marked the start of our first ever employee weight loss challenge. With 15 employees ranging from public safety, maintenance, administration, recreation, and ski hill participating this was sure to be a fun and challenging way to bring some of our employees together.

The details; this was a 6 week weight loss competition that was broken up into five three person teams. The idea of this competition was brought to life by our fitness center coordinator Fallon Valentin, who did an amazing job running the competition. After number of pounds lost was calculated it was the percentage of body weight lost that was the final number.

was awesome to see healthier lifestyles by my employees and it allowed us to push each other to be better people every day. It was an awesome highlight to see some employees so proud of their hard work as the pounds began to get lighter every time they stepped on the scale.

The results; the winning team was made up Kelly Vaccaro, Fallon Valentin, and Vionette Bourne. Their team totaled a 21% weight loss over 6 weeks.

As much as I wanted my team to win that is a very impressive task - 21 %. When all the teams’ numbers are added together, there was a total of 53% and 89 pounds lost.

A lot of positives were brought forward by this competition. It

RECYCLING

Recycling is open Monday - Sunday 24/7 The Maintenance Department accepts Bulk Items Monday - Friday at the Maintenance Shop between 11:30 a.m. - 12 noon, Saturday morning by appointment only, (570) 698-4100, ext. 133. (fees apply) No electronics accepted, i.e., computers, televisions, refrigerators, air conditioners, dehumidifiers, etc. Also not accepted are tires, paints, thinners, oils, etc.

COMMINGLED RECYCLING Single stream (also known as “fully commingled” or “single-sort”) recycling refers to a system in which all paper fibers, plastics, metals, and other containers are mixed in a collection truck, instead of being sorted by the depositor into separate commodities (newspaper, paperboard, Corrugated fiberboard, plastic, glass, etc.) and handled separately throughout the collection process. In single stream, both the collection and processing systems are designed to handle this fully commingled mixture of recyclables, with materials being separated for reuse at a materials recovery facility.

TREES What To Do If A Tree Is About To Fall From One Lot To Another?

Even though The Hideout has an easement between properties, this matter is strictly between the parties involved.

This includes limbs, branches and trees. If you have this situation, notify the property owner whose property presents the hazard.

The Hideout does not provide information relative to the Membership.

You should call the Wayne County Tax Assessment Office at (570) 2535970 or the internet at taxassessment officewaynecountypennsylvania.com.

You should also contact your insurance company. Another resource is the internet for the purpose of researching Pennsylvania Real Estate Law on the subject. Again, this is a civil matter between the parties involved and cannot be resolved by The Hideout.

Note: In the event that the tree is on Hideout Common Property, the Environmental Manager should be notified so that the appropriate action can be taken to remove the hazard.

PROPANE TANKS Safety Guidelines For Propane Tanks: Homeowners who decide to install a propane tank on their property need to be aware of the guidelines for such. A Propane Permit is needed. The National Fire Protection Agency (NFPA) has established a set of rules that govern

the requirements for the clearance around propane tanks in the NFPA 58 Liquified Petroleum Gas Code. Size of the clearance radius will depend on type of installation and the size of the tank.

Vertical Tanks – The requirements for the clearance around vertical propane tanks under 125 gallons depends on the location of ignition sources, venting windows and doors. The tank itself may be placed against the house or building, but it has to be at least ten (10) feet from an ignition source such as a water heater and three (3) feet from a venting window or door.

Horizontal Tanks – Horizontal tanks, also referred to as vessels, come in three main sizes: 330, 550 and 1,000 gallons. The size of the vessel normally depends on the propane requirements and the size of the structure using the fuel. The requirements for the clearance around the 330 and the 550 gallon propane tanks are at least ten (10) feet from the structure. Ten (10) feet from the property line and ten (10) feet from any ignition source. The 1,000 gallon propane tank requires at least twenty five (25) feet of clearance from the structure, the property line and any ignition sources.

Also, be aware that according to our Protective Covenants and ECC Manual, every fuel storage tank on any lot shall be either buried below ground or screened to the satisfaction of the Committee within 90 days of its installation.

The ECC has to review the permit

application and then a permit is approved or denied. If you have been denied, The Hideout will send you a letter with the reason(s) why it was not approved. You can then make the corrections and it will be reviewed again at the next ECC meeting. Also, remember that nearly everything you do outside of your home requires a permit. Failing to pickup an approved permit within 20 days of its issuance will result in a $25 non-refundable administrative fee. Failing to return a signed & dated permit within 20 days of a projects completion will result in a $25 non-refundable fine.

MEMBERS AND CONTRACTORS Among the items that the Environmental Control Committee will look for when going over your permit application is an “As Built” survey. There are several reasons for this: • To be sure of the placement of any structures on your property.

• To be sure of setback lines.

When turning in an application for any of the below permits, you must have an “as built” survey. • Garages (both detached and attached) • Decks • Driveways • Sheds • Additions • Dock/Bulkhead • Gazebo, Patio, Sunroom • Major Landscaping. This survey will be marked as “existing” not proposed.

If you have any questions, please call Fran at (570) 698-4100, ext. 102. In some cases we might have a copy of the survey in our files. Please understand that this might not be an “as built” survey.

HIDEOUT PET REGULATIONS As defined in the Consolidated Rules and Regulations. Paragraph #8, Page 7 states pets will not be allowed to enter any facility controlled or owned by the Association. (Exception Guide Dogs).

Paragraph #9, Page 8 states pets must be licensed, inoculated, leashed and kept under the owners control at all times.

Paragraph #20, Page 8 states it is the responsibility of the owner of the pet to clean up and remove animal excrement of their pet.

Dogs are only allowed at the Dog Park and on the Walking Trail and must be registered with the POA. Please note, roads are not considered an amenity.

All Pet complaints are processed via the Hideout North Gate Control Center. The owner may be subjected to fines and or sanctions depending on the violation. In addition, the Wayne County Dog Warden has jurisdiction and will respond to animal complaints and take the appropriate action as deemed necessary. Pet regulations are in place for the protection of residents and guests and the ultimate goal is to seek voluntary compliance on the part of the membership.

HIDEOUT DOG PARK REGISTRATION Bring proof of Rabies and Distemper Shots from your Veterinarian to the Registration Department at the POA. Vet forms must indicate that males are neutered. You will be asked to complete a Hideout Pet Registration Form. The Dog Park Registration section of the form is optional for members wishing to join the Dog Park.

Registration will file copies of your documents, collect the $15 annual fee and issue a Dog Collar Tag authorizing membership and admission to the Dog Park. Your pets must be registered even if you are not applying for Dog Park membership-however, there is no fee unless you are joining the Dog Park. The Dog Park Tag must be affixed to your dog’s collar prior to entry to the Park. Note that a current amenity badge must also be carried in the Park at all times.

Dog Park Regulations - You must pick up after your dog. Owners ignoring this rule will be asked to leave and be denied future entry. Mutt mitts for waste disposal pick-up are available. Used Mitts must be placed in Trash containers. Aggressive dogs are not allowed and must be removed immediately. Each car must display a current Hideout Membership/visitor sticker on their vehicle. Each dog must display a Collar Tag issued by the POA Registration Office indicating Veterinary Certification that each male dog is neutered and has a current immunization for: Rabies and Distemper.

Female dogs in heat are not allowed in Park. Children under age of 12 may attend only under supervision of an adult and adult must be supervising the dog. Members may supervise no more than two dogs per adult.

Hours of operation are posted. The Park is self policing and dog owners using Park enforce these rules. Small dogs are free to use the Small Dog Area & all areas of the Park. Large dogs must be kept out of the Small Dog Area.

WILDLIFE ATTENTION MEMBERS

In support of our community’s wildlife management efforts and to reduce the need for future culls, that the feeding of any wildlife (with the exception of birds) within The Hideout is prohibited and is subject to an initial Citation and Fine in the amount of $1,000.00.

Anyone who chooses to feed birds can do so only if they use a bird feeder(s) unit that is kept at a minimum height of eight (8) feet above ground level, if not they will also be subject to a Citation and a $1,000.00 fine. ATTENTION MEMBERS When your guests come to visit, please make sure that they know your lot number when registering at the gate. This will expedite entrance into the community.

LAKEVIEW AND WOODPOINT COURT A dangerous condition arises on busy weekends from vehicles parking on the side of the road on Lakeview and Woodpoint Court. Vehicles parked on the side of the road in this location impede traffic and could possibly block access to the area by emergency vehicles. Due to this condition the Board has passed a motion deeming Lakeview and Woodpoint Court “Emergency Access Roads.”

No parking will be permitted on the side of the road in this area. The Public Safety Department will aggressively enforce this rule. Anyone who parks in this location will be subject to a $125.00 fine and a $250.00 fine for repeat offenses.

AMENITY BADGES All Hideout Members must have a current Amenity Badge on their person in order to use any of the Hideout’s Amenities. Guests must also show their guest badges at all times. There are no exceptions to this rule!!!

In order to use our food & beverage licensed facilities, you must either be with a member or have the member purchase a social membership card for you. The Hideout Adult Social Group (HASG) is expanding our recently-formed Good Neighbors Club. We are pleased to coordinate the following Good Neighbors Club services to all members of the Hideout Community: 1. Many of us own wheelchairs, walkers and other medical equipment that we are not currently using. Others are in need of some of this equipment for a period of time. The HASG is compiling a list of such equipment.

The intent is to have a central contact point where those in need can inquire about who may have the equipment they need and be willing to loan it to a fellow Hideout member. Reasoning: Last January’s Article X, Section 5e Bylaw Referendum was printed and mailed with an important Bylaw date change being accidentally omitted. This referendum is meant to correct the omission. By setting the deadline of May 15 ensures that a candidate(s), who runs by petition, is given the same opportunities to campaign as other Nominating Committee candidates. The May 15th deadline gives the Association Secretary ample time to validate the 50 signatures required.

This will allow the petition candidate to have their biographical and campaign information submitted in time for publication in the July and August Hideabout with all other candidates. Also, this deadline gives a petition candidate the opportunity to start participating in various meet and greets that may be organized by the Nominating Committee.

PEDESTRIAN SAFETY

To stay safe walking, follow these rules of the road: 1. Walk Facing Traffic When Walking on the Side of the Road If there is no sidewalk and you must walk on the side of the road, choose the side where you are facing oncoming traffic. In North America, this is the left side of the road. This gives you the best chance to see traffic approaching closest to you and take evasive action when needed.

2. Walk Single File When Not Separated from the Road Unless you are on a sidewalk separated from the road or you are in a wide bike/ pedestrian lane, you should walk in single file. This is especially important on a road with lots of curves and where traffic has only a split second chance of seeing you before hitting you. While it can be enjoyable to walk down the road two to three abreast chatting merrily, drivers don’t expect it and you may lose your best walking buddies.

3. Stay Aware of Bikes and Runners

Share the road and path with bikes and runners. Bike riders should alert you when approaching from behind with a bike bell or a “passing on the left/right.” Listen for them, and move to walk single file, allowing them to pass safely. Runners should also call out for passing. Bike-walker collisions can result in broken bones or head injury for either—and you aren’t wearing a helmet.

4. Be Visible Wear bright colors when walking. When walking at night, wear reflective clothing or a reflective vest to be visible. Drivers are often not expecting walkers to be out after dark, and you need to give them every chance to see you. Be just as cautious at dawn or twilight, as drivers still have limited visibility or may even have the setting or rising sun directly in their eyes.

5. Be Predictable Make a practice of staying on one side of the path while walking rather than weaving randomly from side to side. Watch your arm motions, or you may end up giving a black eye to a passing walker, runner, or biker.

6. Keep the Volume Down Don’t drown out your environment when listening to music with your earbuds or headphones. Keep the volume at a level where you can still hear bike bells and warnings from other walkers and runners.

7. Hang Up and Eyes Up Distracted walking due to chatting, texting, or playing games on a mobile device while you walk is as dangerous as doing those things while driving. You are distracted and not as aware of your environment. You are less likely to recognize traffic danger, tripping hazards, or passing joggers and bikers. Adopt habits that can keep your phone in your pocket, or at least make it a practice to stop in a safe place to complete your phone tasks before moving on.

8. Walk Dogs on Short Leashes It is terrifying and tragic to witness dogs running out in to traffic or getting into a fatal dog fight, whether on leash or off leash. But when walking your dog on a long leash there is also a danger that you will trip other walkers or bikers. You will keep your dog safer as well as those who pass by you if you use proper leash walking etiquette.

9. Know When to Stop Walking Heat sickness, dehydration, heart attack, or stroke can strike walkers of any age.

Learn the symptoms of medical emergencies and carry a cell phone to dial 911.

Even if you are a seasoned and well-trained walker, you may experience one of these problems and need to cut your walk short. Encourage your walking friends to stop when they show any concerning symptoms.

10. Be Aware of Stranger Danger Street safety is a concern for many walkers. Choose your walking route for paths frequented by other walkers, joggers, and bikers. If you see someone suspicious, be prepared to alter your course or go into a store or public building to avoid them.

Acting alert and aware can convince bad guys you are not an easy target.

Lots of new things happening at Nubia Malkin Art Center (NMAC) during the month of March.

First, we’d like to welcome our newest Art Center Assistant Karen Pass. Karen comes to us bearing many artistic talents.

She will be teaching Basket and Loom Weaving, Quilling, Dot Art, Acrylic and Watercolor Painting AND POTTERY!!!.

As a way of introducing Karen to the Hideout Community, she will be our ARTIST of the MONTH for March.

During the hiatus of CRAFTS with MARIE, Karen will of doing crafts on Wednesdays 11:00 a.m. to 1:00 p.m. starting with Basket Weaving. Bring 2 skeins of your favorite color yarn and a package of Craft Line (clothes line). I found some at Dollar General.

We will be continuing with our popular Beginner’s Stained Glass Classes, Acrylic Pours and Clay Hand Building Classes throughout March.

I’m Karen Pass and have been interested in art for over 25 years. I’ve studied under many masters in Haverford, Upper Darby and Wayne, PA. Decorative Painting sparked my passion for creating. I continue to enjoy trying new mediums, as well as, continuing in the other art forms I’ve learned.

Through the years I’ve learned water color, photography, wearable art, color pencil, and my favorite ceramics; slab work, coil building and wheel throwing.

My philosophy on art is everyone needs a creative outlet. In trying different art forms one can find their passion. Anyone can be an artist with the passion to learn, persevere and practice. The object is to enhance your enjoyment in life. I feel so happy to be given this opportunity to teach others at the Nubia Malkin Art Center.Hope to see you here to create!

Bad Medicine

Scientists are increasingly warning not to flush drugs. Antibiotics, hormones and other medicines are being found in waterways- -raising worrisome questions about potential health and environmental effects. The U.S. Geological Survey found traces of dozens (painkillers, estrogen, antidepressants, blood pressure medicines) in water samples from 30 states. A household faces a medication disposal dilemma between flushing medicines down the toilet versus placing the waste medicine in the trash. Both of these disposal routes have disadvantages. Placing substances in the household garbage can lead to inadvertent access by children and animals. While flushing the medicine down the toilet does prevent misuse of the substance, the practice can cause other problems. Specifically, when medicines are flushed down the toilet, they usually go to one of two places; a septic tank, or through a series of sanitary sewers into a wastewater treatment plant (WWTP).

Medicines can harm the beneficial bacteria that are responsible for breaking down waste in the septic system or at the WWTP. When medicines go to a WWTP several other problems can result. Many medicines are not captured or are only partially captured during a WWTP treatment process, so they can pass through a WWTP intact: municipal sewage treatment plants are not engineered for pharmaceutical removal. These substances are then released into a nearby stream, river, or groundwater with the treated wastewater.

Studies have linked hormone exposure to reproductive side effects in fish, for example, and environmental exposure to antibiotics may encourage development of drug-resistant germs. Some medications may contain heavy metals, such as mercury-containing compounds. For the past several decades, mercury has received increasing attention as a serious pollutant of concern due to its toxic and bio accumulative properties. In aquatic systems, mercury is often converted by bacteria to methyl-mercury which can be magnified up the aquatic food chain hundreds of thousands of times, posing a potential risk to humans and wildlife that consume fish. For all of these reasons, any and all disposal of drugs down a drain or toilet is strongly discouraged. Scientists are increasingly recommending that people put unused medications in the trash. The Environmental Protection Agency is currently considering the development of formal recommendations for what to do with old drugs.

For individuals, officials offer some disposal advice: •

Take all of a prescribed medicine so there aren’t leftovers, unless there’s a specific reason to quit, like a bad side effect.

•

Trash is better than sewer, with precautions in case children or animals are present. Tape it up and double bag it before tossing.

•

Alternatively, check if local household hazardous waste programs accept expired medicines. The FDA suggests asking if pharmacies will take back expired drugs, as is common in Canada and Australia.

Pharmacies have programs to incinerate or otherwise dispose of inventory they can’t sell, but the industry couldn’t say how many would accept consumers’ leftovers too.

Once a closing date has been set, any outstanding balances will be sent to the Title Company and collected at the closing. Please DO NOT PAY any balances without contacting RS&W first. The HUD, or closing documents, are finalized well in advanced of the actual closing. Changing the amount due will affect the payout. What is listed on the HUD must be collected and we make every attempt to avoid unnecessary overpayments on your part.

A final meter read will be done within 48 hours of the scheduled closing.

There will be a "Final Read" fee of $50.00 on your closing documents Whatever billing quarter the closing takes place in, you will be responsible for a prorated amount up to the date of closing. All previous outstanding balances will be your responsibility and RS&W will pursue collections if they are not paid.

Your account will be automatically Final Billed once the disbursements from the closing have been received and your account will be closed.

Synopsis of Lake Township Minutes January 6, 2020

T

he regular monthly meeting of the Lake Township Board of Supervisors was held at the Lake Township municipal building on January 6th, 2020. The Meeting was called to order by the Chairman, Supervisors, Scottie Swingle, Timothy Jaggars and Fred Birmelin were all present. .

T. Jaggars moved to approve the minutes of the regular monthly meeting held on December 3rd, 2019, carried 3-0. F. Birmelin moved to approve the treasury report for December 2019, carried 3-0.

Public Comment: Jason DeLorenzo spoke noting appreciation for partnering with him and his family in helping with the Christmas Eve candle lighting. He also provided a thank you letter to the Supervisors signed by his family. He noted it was the biggest display so far and looks forward to next year.

Subdivisions: None

Correspondence: 1) Maplewood Fire Co provided its December Activity report showing 23 alarmed responses 16 of them medical calls, they held 3 trainings. Maplewood Fire Company Chief wrote the Board request funding assistance with purchasing new pagers. Wayne County Communication Center is asking the Fire Co to program pagers with all alert tones which their current pagers are not capable of doing. T. Jaggars moved to fund the radio purchase with proper paperwork provided to the Township, carried 3-0.

Roadmaster’s Report: S. Swingle reported that during the month

of December they handled many little storms. Ordered and received more cinders and salt to refill shed. Helped with the luminaries as well as completed regular maintenance and cleaning of the trucks.

Old Business: 1) T. Jaggars moved to advertise the 2020 meeting dates and times and to include the change dates as well as the Planning Commission dates and times, carried 3-0.

2) Specifications for new truck up fit, S. Swingle moved to prepare and advertise specifications for up fitting the new 2020 F550 advertising for bid opening at the March 3rd, 2020 regular monthly Township meeting carried 3-0.

New Business: 1) S. Swingle moved to make reservations for PSATS State Convention for Supervisors, Planning and Secretary and Auditors to attend if able with expenses to be paid, carried 3-0. 2) Pension Disclosure Statement Act 44 2019 Requirement was reviewed and F. Birmelin moved to approve and adopt the provided Pension Disclosure Statement, Carried 3-0.

Additional Public Comment: Jason DeLorenzo noted at this time a Thank you to the Supervisors for attending the Lake Ariel Fire Company’s Installation dinner.

S. Swingle moved to pay the bills and approve the payroll and to adjourn the meeting carried 3-0.

Hideout Committee Volunteers

C

ommittees are an important part of our association operations. Committee members help keep our community vibrant; and, by augmenting paid staff, they save the association thousands of dollars each year.

The association just wouldn’t be what it is without our active and effective committees. They deserve our sincerest thanks. However, to be successful, our association needs to cultivate fresh ideas and encourage additional resident involvement in our committees; so, we’d like your help on one of our committees.

Committees give the Board a way to gather information, offer new ideas and opinions and provide a training ground for future Board members. All committees are advisory to the Board unless given specific decision-making authority by the Board or our Governing Documents. Each committee has a goal and mission statement to help it succeed as a community resource.

Our association has three types of committees: • Board appointed committees, like our ECC, Disciplinary, Budget and Nominating, are established by the Board for a specific purpose under the supervision of the Board. These are required by our Protective Covenants or

By Laws. They often have clearly defined power and authority.

Appointments are made for a three year term; however, there are no term limits as to how many terms someone may serve.

• Standing committees, such as Food and Beverage and Recreation, are ongoing and have members who have expertise with a specific area within our community.

These committees generally make recommendations to the Board pertaining to the specific area.

• Ad-hoc committees, such as Governing Documents, are established by the Board as needed for specific projects and tasks. When the task is complete, the committee is disbanded.

So, if you’re thinking about running for the Board and want to learn a little more about the association’s operations or if you’re interested in helping improve your community, we would be thrilled to talk to you about committees and how you might be able to help. olf fees and golf pass fees will remain the same as they were in 2019. There have been no increases in over 10 years.

Ten play cards for green fees and carts will still be available in the Pro Shop. You pay for nine rounds of golf and receive the tenth one free. Same goes with the golf cart cards.

The golf tournament rates for most events will increase next year by $5.00.

For most tournaments the cost for a golf pass holder will be $60.00, members will be $70.00, and guests will be $80.00. This is largely in part to increased food costs.

We have not raised tournament cost in over 8 years. Even with the rate increase you get a great bang for your buck.

Here is a list of the golf leagues for the 2020 season.

HWGA - Hideout Women’s Golf Association plays on Monday mornings at 9 a.m. from the first Monday in June and finishing around Labor Day.

TMML - Tuesday Morning Men’s league begins the Tuesday before Memorial Day and finishes around Labor Day. Start time is 9 a.m.

TNML - Thursday Night Men’s League begins the first week in May and ends around Labor Day. This league starts at 5:30 p.m.

HASG - Hideout Adult Social Group starts in early June and finishes around Labor Day. Start time 10 a.m.

All of the leagues are open to golfers of all ability levels. Our goal is to meet new friends and neighbors and have fun.

FACILITIES MANAGER Plan, direct, and coordinate, through staff activities concerned with the operation, repair, maintenance, and construction of facilities, equipment, buildings, and grounds to minimize interruption and improve efficiency. Assure a sufficient number of Maintenance members who are appropriately hired, trained, and managed. Obtain contractor bids (RFPs, BID package, etc.) to assure highest quality at lowest cost for all programs. Manage and oversee all in/out-of-house construction, including contractors, sub-contractors, or contracted vendors. Collaborate and consult with architects, engineers, and/or other consultants engaged to work on P.O.A. Facilities. In collaboration with the Environmental Manager, implement an ongoing road and storm management program. Develop, submit and maintain the annual maintenance budget and related expenditures. Develop and implement maintenance and preventative maintenance programs, including one-, three- and five-year plans. Approves plans and inspections for all road repairs. Oversee, develop and appropriately train all direct reports. Communicate to members the plans, programs and accomplishment of the facilities and grounds department in a way that informs, advises and solicits input from members. Supervise preparation and evaluation of inventory of Recreation Office merchandise and Art Center Merchandise in the form of a monthly inventory report. Hideout Building Permit is required for the installation/operation of any “non-portable” residential whole house/ stand-by electrical generator. Small portable units are excluded. A separate permit is required if you need to install a propane tank to fuel the generator.

HIDEOUT SPORTSMAN’S ASSOCIATION

Since 1995, the Hideout Sportsman’s Association has strived to improve the knowledge and skill of its members and neighbors in matters related to the proper care and handling of firearms, the management of shooting ranges and to develop fellowship, sportsmanship and good citizenship among its members. To that end, the Hideout Sportsman’s Association will partner with a local state-of-the-art indoor shooting range to offer courses in basic beginners pistol shooting and safety classes.

These courses and others will be offered through the Hideout Sportsmen’s Assoc. for a limited time. Interested individuals should contact Lyle at (570) 647-6270 for details.

Sit & Sew

We are starting a new group called “Sit & Sew.” If you quilt, knit, or sew, bring your own project and join us. We hope to exchange ideas, help each other, teach, and socialize.

We will meet in the Quilters room on Thursdays at 7:00 p.m.

Joseph T. Krasny August 15, 1928 - January 16, 2020 Joseph T. Krasny, 91, passed away Thursday, January 16, 2020 in Cedarbrook, So. Whitehall Twp. He was the husband of Jane (Barry) Krasny. They celebrated their 67th wedding anniversary in October 2019. Born in Newark, NJ, he was the son of the late Joseph F. and Amelia (Martin) Krasny. Joseph was a graduate of Bloomfield High School in NJ. He was a US Army veteran who served in the Korean War. He and his wife attended many reunions of the Company K, 31 Infantry Regiment. Mr. Krasny was a mechanic who owned a SUNOCO service station in Irvington, NJ, which was the largest gas station in NJ at one time. He later retired from General Motors. Joseph and his wife are formerly of The Hideout in Lake Ariel, PA where he was active in several community groups.

Dorothy Baron Williams September 15, 1926 - January 25, 2020 Our mother, Dorothy Baron Williams, born in McAdoo, Pennsylvania, September 15th, 1926, passed away on January 25th, 2020 due to complications from pneumonia. She was residing with my sister, Donna Romero Capasso, in Rockville Center, New York. She, my mother, had lived on her own for most of her full life. A great deal of the time in Brooklyn, New York, until she moved to Glen Cove, Long Island, New York to be closer to Donna.

My mother graduated from high school in Hazelton, Pennsylvania. She became a bookkeeper. She married our father, John Douglas Williams in 1946. After our father, who served in WWII, was tragically killed in a car accident, she worked as a bookkeeper and soon thereafter, an office manager for ‘Phyllis Sportswear’ in the garment district in New York until she retired.

She is survived by her two children, Donna and myself. Donna’s children, Jessica, Julia, and Nikolas. Jessica’s children, Henry, Freddie, George, and Evie. Julia’s daughter, Harper.

This is a good time to review definitions of property lines, setback, and easements as applied in the Hideout. When you hear that someone has a setback, you usually expect something not so good. It’s a completely different case when the term is applied to property boundaries. Setback Lines actually protect your property!

Building set-back lines are usually intended to govern permanent structures like your house or garage.

What is a Setback? A setback is a defined space in which no structures (as defined by Land Use Code) may be located, except where specifically allowed by the Code. Setbacks are required along front, rear, side property lines and additionally with some “easements.”

How are Setbacks measured? In most cases, setbacks are measured from the property line. However, when measuring a front setback line abutting a public street the setback is measured from the center line of the right of way. Your property line is coincident with the edge of the right of way. Since the right of way can contain unimproved shoulders, you should not assume that your property line is at the edge of the curb or paved edge of the road. Typically, your property line is several feet from the road improvements.

property lines. The easement may be located partly or entirely on your property.

When a front yard setback is required from an easement located on a property, the setback is measured from the interior edge of the easement.

Are Setbacks required from anything else? In most cases, buildings may not be built over utility easements (e.g., power, water, sanitary sewer, storm sewer, and telecommunications) without written approval from the associated utility. We all have easements on our Hideout property lots. These easements are shown on your recorded plat Land Survey and title report.

How large a Setback is required? That depends on where the property is located and whether the setback is along a front, rear, or side property line. For example, in the Hideout, the following Setbacks are required: Front - 25’; Rear - 25’; Sides - 10’. Also, within these setbacks there are “easement lines” (Front - 10 feet, Rear - 10 feet, and each Side - 5 feet).

Please note that the 25 foot front area starts at your property line, not at the edge of the road. The property line to the road is POA property. Also, in Pennsylvania, only a state licensed surveyor may set the property corners.

What is an Easement? An easement is defined as a right that one party has to use real estate that is owned by someone

else. The rights of the easement holder regarding usage of the property are specific and typically limited. Property ownership or possession is not impacted by an easement. The property owner gives up only defined rights on that portion of the property that is used for purposes of the easement. Common easements are those that are given to public utilities such gas or telephone companies to run lines under/over private property.

Utility easements such as power, phone, water and sewer are examples of easements that benefit the Hideout. Such is the case with RS&W. As a general rule, the grantor of the easement can make any use of that property as long as it does not unduly interfere with the rights granted to the easement holder. Typically, the owner granting the easement cannot build/ place structures or obstructions within an easement area or otherwise hinder access to that area.

A utility easement grants the utility company the right to use and access a specific area of a property. The area covered by the easement is usually clearly defined in the text of the easement, and the easement is attached to the property deed so that it will persist even when the property is transferred or sold. Utilities can request an easement for any number of reasons. A classic example of a utility

easement is an easement which allows the power company to run electrical lines along a property, and to install utility poles if the property is long enough that the lines cannot pass over the property without support. The utility has the right to utilize a strip of land for the lines, and to enter the land to access the lines for maintenance and repair, which can include tree trimming, replacing rotted utility poles, and relocation of any conduits, cables, wires, towers, and poles.

What about these Property Easements?

Every Hideout property has “easements” – legal rights that others have to use parts of a land owner’s property.

Despite their prevalence, easements are often misunderstood and in some instances, people are not even aware that easements exist. As a property owner you can benefit from a basic understanding of easements. That understanding helps you avoid problems (permanent placement of landscaping, trees & shrubs, rock gardens, landscape lighting, fences, etc.) that can arise within the easement area.

By keeping these areas free of plantings or other obstructions, you can enjoy what you have planted without worrying that it may be in jeopardy in the future.
