Board President’s Message

H

appy Independence Day and summer 2021!

This year marks the 245 year of our great nation. This year takes on more significant meaning, as we celebrate independence from COVID restrictions, social distancing, mask wearing, fist bumps and Zoom. We can go back to school and work, hug a friend and relative, and go to our favorite restaurant and houses of worship. Unfortunately, it came at a high price and we must always remember the over 600,000 Americans lost during the pandemic. We are eradicating this disease, thanks to modern science and everyone’s efforts.

We appreciate the members patience and support during the past 17 long months of ever-changing lockdowns and restrictions.

We got through this together. So it is time to put our masks and hand sanitizer away, and as a community celebrate this Independence Day. While we want everyone to enjoy the holiday, we ask you to be kind to your neighbors and four-legged friends by refraining from using fireworks. Public Safety is actively pursuing members and renters using them. Instead, there are many planned activities including our Boat Regatta, the Beach Party and our Fireworks Display at Roamingwood Lake on July 3rd. Hope to see many of you there.

Our lakes are in great shape for the summer season. Assistant Community Manager, Ryan Hill and the Lakes Committee have been managing many projects to get us there. Our lakes have been stocked with fish to offer great recreational fishing for the membership while maintaining our lake water quality.

Several water sampling tests have taken place thus far, yielding good results which demonstrate good, clean, and safe water.

We also are on track to have the dam leaks repaired on Roamingwood, and the Brooks spillway rehab project completed this month.

As I stated previously, like most employers across the country, The

Hideout is facing post-pandemic staff shortages.

The POA and all of our departments have been actively recruiting talent to conduct essential work for the community, from wait staff and Public Safety to Maintenance and Recreation. We are still seeking additional staff. If anyone is interesting in working this summer and beyond, please go to https://www. hideoutassoc.com/Employment.

A big thank you to Board Vice President Michael Terranova. Through his strong persistence throughout the pandemic, we have identified a company interested in installing a cell tower someplace around the north section. While its too early to provide any details, this is welcome news to many of us who don’t get a cell signal at their home, the Golf Course, Clubhouse and Recreation. We look forward to updating the membership in the time ahead.

Community Manager’s Message

T

he warm sun is indicative of summer weather coming our way and giving us a chance to enjoy the outdoors. For those of us who travel throughout our community the work our Maintenance has been performing is quite evident.

From the significant work being done to provide safe stormwater remediation to making sure our amenities are ready for the summer months. These are just a few of the many tasks this staff is required to perform. The Hideout has provided this department with tools necessary to perform their function thereby alleviating the costly alternative of hiring outside contractors.

Our Public Safety Department has added staff to assist with their summer functions which include patrolling Roamingwood Lake. Last year and this year, The Hideout was able to budget for the replacement of both our patrol boats. The old boats had served The Hideout well for over 15 years and were in serious need of repair and updating, a costly matter which was not justified.

Public Safety is also increasing their traffic enforcement and members need to be And another big thank you to the Budget aware of the necessity to obey our traffic rules and regulations. Most of us have seen the many signs advertising open positions. We are fortunate The Hideout has maintained staffing in most departments. We welcome anyone who may be so inclined to work for The Hideout. We are doing the best we can to add to staff and we remind members some areas are not going to be fully staffed therefore service may be affected.

We ask for patience.

This time of year brings out the use of fireworks within communities. The Hideout prohibits the use of fireworks in our community unless approved by the Board of Directors. We have advertised on many platforms the prohibition of the use of fireworks and remind members significant fines will be assessed. Members are also reminded any violations assessed to renters are the responsibility of the member owner.

We wish all our members and guests a safe and enjoyable summer season.

May you find time to relax, refresh and moments to enjoy family and friends. We hope all will enjoy the many amenities and programs offered by The Hideout. ■

Cluster mailboxes within The Hideout are limited. The United States Postal Service has advised The Hideout that their policy is to revoke and/or reassign the box of individuals who do not retrieve their mail for a period of three or more C weeks. Please be sure to pick up your mail from your P box on a regular basis. There are many areas around the lake where you can view the fireworks. So, bring your chairs and blankets and come out to enjoy them with family, friends, and your Hideout neighbors!

Chairman's Message

J

uly is here and The Hideout’s summer season is in full swing. I want to send out a great big thank you to our Maintenance Department. They spend most of the spring getting our beaches, pools, and outside venues ready for us to enjoy. While we get to enjoy the result of their hard work this summer, they will be busy checking off a long list of storm water remediation projects along with their other responsibilities. Thank you again Maintenance.

This is also a busy time for our Recreation Department. Please take a good look at section 2 in The Hideabout to see all the activities and programs they offer our members. Also, if you are driving around, please stop by the Nubia Malkin Art Center and check it out. They offer crafts and programs for all ages Tuesday through Sunday 11 a.m.-5 p.m.

On a different subject, I have been encouraging members to get involved by joining a committee. This is a great way to learn what is going on in our

community while meeting fellow members. To join a committee, go to the POA and ask for a committee application. This form has a list of all the committees in The Hideout. Simply put a check mark for the committee(s) you wish to join.

Fill out the rest of the form and return it to the POA. Your application will be forwarded to the appropriate committee chairperson and committee. Most committees only meet once a month so a response may take a few weeks. Most committees are limited to nine members and many have openings. However, even if some may be full, there is always an opportunity to become an alternate committee member.

As we enjoy all that The Hideout has to offer, please be respectful of your fellow members and your community. ■

THE HIDEOUT GARDEN CLUB Is looking for new members (men and women) who are available on Monday or Saturday mornings for 1 hour at 9 a.m.

Many of our current members are getting older, and it is becoming difficult for some of them to participate. We are trying to enlist new members. While we will still meet on Monday mornings, we are hoping that those who are not available will be able to join if we add a Saturday morning group. We are trying to accommodate those who are not available Mondays or are part-timers and would like to have an opportunity to join the Garden Club. We would meet at 9 a.m. on Saturdays at the Arboretum by the south mailboxes for about an hour to maintain the garden there. This is a great way to meet some of your Hideout neighbors while making The Hideout a more beautiful place to live. If you would like to join us on Mondays simply show up at the arboretum. Or if you are interested in helping start a group on Saturdays or any questions, please email us at the address below.

Public Safety Corner

N

ow that the busy summer season has arrived and social distancing requirements have loosened, outdoor activities like riding a bike is a great way to get some fresh air. If the last bike safety tips you received involved your mother yelling “put your helmet on” when you were 10, here’s a little refresher.

Anyone under the age of 12 must wear a helmet when riding a bicycle.

This applies to anyone operating the bicycle, riding as a passenger, or riding in an attached restraining seat or trailer. The Pennsylvania Department of Transportation strongly recommends that all bicyclists wear helmets whenever they ride. Make sure your tires are fully inflated, Tires should have the proper PSI (pounds/square inch). The pressure rating will be printed on the sidewalls so you know how much to inflate to. Brakes, squeeze your brake levers to make sure the brakes are adjusted properly

for stopping your bike. If the levers depress all the way to the handlebars, you need a brake adjustment. Make sure your chain is set in place and not about to pop off when you begin pedaling. Ride with the direction of traffic, not against it, riding into oncoming traffic reduces everyone’s time to react if a bad situation develops.

Bicycling is one of the best ways to get exercise, see the sights and reduce your carbon footprint. However, bicyclists face a host of hazards. They often must share the road with vehicles, and injuries can happen even on a designated path.

So, let’s all stay healthy out there and share the road safely. ■

Any individual obtaining a temporary hanging pass, at any of our gates, must provide the officer:

1. a valid state driver’s license

2. a valid state vehicle registration

3. a license plate number in order to obtain a pass.

A

s summer 2021 proceeds, I can assure you that the Recreation Staff is working to create a great 2021 summer for everyone. With Kids camp, sports camps, sports camps with advanced instruction, summer concerts, beach parties, and so much more!

I want to take a minute and thank my staff for their dedication and the sacrifices that they make throughout the season.

These events call for a lot of planning, time, and thoughtfulness. They often spend evenings, weekends, and holiday hours here in the community to make sure these events and programs go on.

I would also like to thank the Aquatics Staff. They are tasked to keep the community safe at our pools and beaches, and they do just that. They often are problem solvers for community members as well as keep members safe.

As the summer has started it has been very clear that there is a lifeguard shortage across the state. I have received numerous phone calls from other communities and facilities asking how we have lifeguards and how we can keep our pools open when they can’t. We are very fortunate to have some amazing young men and women who take a lot

of pride in being lifeguards for The Hideout. With that being said they have an extremely tough job. They do amazing work.

Also, you will see as we move throughout the summer, we will have more lifeguards available to work. We offer in season training for new certifications and re-certifications. Also, note that in the beginning of the summer a lot of our staff is still in school and involved with other activities so as we move through the summer more lifeguards become available. We also offer an incentive program, which will give lifeguards with a certain number of hours worked a bonus of up to $600.00 at the end of the summer.

We hope to see you at our first ever “Concert on The Hill” with entertainment

by KARTUNE. This is one of the areas premier bands and we are excited to have them.

Also stay tuned for some announcements regarding pre-concert events, at the Ski Hill. ■

A

s we begin the month of July, which to me is the official start of summer but, more importantly, the beginning of a more “normal” summer; I reflect on the positive things that came from the lockdown. The Community Relations Department focuses on communication throughout The Hideout community and keeping the membership notified. While we were all, most of us, at home with our families, one thing that happened quite unexpectedly was better communication within our families. While trying to fill our days, we reached out to family and friends and spent time with them. We shared our lives. Something so simple yet often overlooked due to our jampacked lives. So, I hope we don’t lose sight of the value of family and friends that we regained during our time at home. Let us not get so busy that we forget to enjoy our lives.

I look forward to us finding a sense of community in The Hideout again and being able to spend time together at the beaches, parks, pools, Tiki Bar, and Clubhouse. I know that I have missed the sense of community that The Hideout gives us all, the reason I brought my family here.

ummer is in full swing and we are happy to be outside and restriction free. While we are still starting small until we are back to a full staff, we are happy to start welcoming new and old faces into our amenities. One of the new faces you will see is our new Clubhouse Operations Manager, Annmarie Rossitto.

Annmarie comes to us with several years of restaurant and hospitality experience. She will be focused solely on the Clubhouse to ensure the same great service, food, and beverages that have always been offered, continue.

Please help us to welcome her in to the Clubhouse!

With the addition of a Clubhouse Operations Manager this will mean that I will be relocating my office to the POA offices. Still very much involved with all of the Food and Beverage amenities, I will become the new Manager of Amenity Services. We are hopeful this position

will be able to better focus on how our amenities can function to achieve the best possible return for our members.

As a reminder, The Clubhouse is serving lunch and dinner Monday, Thursday 11am – 9pm, Friday, Saturday 11am – 10pm and lunch only on Sunday and Tuesday, 11am – 3pm. The Tiki Bar is open for lunch and dinner Saturday’s 12pm – 9pm and Sunday’s 12pm – 7pm. The Beach Snack Shop is now open five days a week, Wednesday – Sunday 11am – 5pm.

You will find different menu offerings at each but still the same great service! We are excited for a great summer at The Hideout! ■

The beaches, Main Pool and North Pool are open 11:00 a.m. – 7:00 p.m.

Members in good standing, 7 and older, must present a valid 2021 Member or Guest badge to use any amenity.

Seasonal pool stickers can be purchased at the Main Pool or the POA. Six pool stickers for $65.00 or $18.00 individually.

Guests may also purchase a day pass at the pool for $5.00. Members with a Hideout photo ID will be admitted to the pool free of charge.

The Hideout fireworks display will be held on Saturday, July 3 at dusk, with a rain date of Sunday July 4. Fireworks are

NOT permitted in The Hideout. Sparklers are allowed on your own property.

Please remember, the speed limit is 25 MPH in The Hideout.

Pedestrians, please be aware of traffic.

ummer is finally here!!

2021 started out slow with Covid-19 lingering and now that the restrictions have been lifted our team has grown and work within our great community has increased. Our staff has performed at a very high level and I can’t thank them enough for the work that they have performed.

Hideout Facilities Dept has been very busy the past few months preparing the beaches, parks, and pools for the season. Our staff has worked extremely hard to ensure everything not only looks amazing but is at full operation. Craig Rafaniello has done an outstanding job getting the pools ready and they look amazing. Jim Aleckna and his crew have also been doing some great things with getting the beaches and parks looking great. Our staff does not stop and the men and women at the Maintenance dept deserve an applause for the work that they have done. The Trash and Recycling Center is operating at full strength and the employees that work at this area also deserve a ton of praise. We have a few new faces at the maintenance complex this year. At the trash and recycling center Jordan and Peter have been doing great with assisting members in disposing of house hold trash and recyclables.

At the maintenance dept Katelyn, Cody, Jordan, Gavin, Nick, and Jared joined our team and all are performing amazingly. Our mechanic Mark has been doing some very impressive things to help keep our fleet operational. The team we have at maintenance deserves all the credit and that shows as you look around and see the improvements that have already been completed this year.

We have more improvements in the works.

The new bulk garbage process has been a huge success with our members and maintenance dept. Desiree Detres the maintenance dept admin has already issued a ton of passes and the new procedures has taken some of the burden away from our members that are not in the community often and has

helped ensure they can get rid of their bulk garbage on their schedule. Bulk garbage can be taken to the maintenance complex MondayFriday 11am-12:30pm and on Saturdays by appointment only by calling Desiree at Ext 133 or email at ddetres@ thehideout.us Bulk garbage without a pass can also be taken during this time for a fee that can be found on The Hideout website.

Housekeeping has done a great job sanitizing our facilities and amenities and protecting our staff and members with the work that they have done. Our lead custodian Margie and her team Laura and Sam have done so much to help us fight the covid battle.

The permitting dept welcomes our new permitting officer, Tim Kresge. Tim joined our team in May and has 21 years’ experience in code enforcement and permitting. Tim can be reached at Ext 120 tkresge@thehideout.us.

The permitting office has issued 633 permits this season so far. We have 10 new homes being built so far this year with more in the works. The permitting office admin Tina Fairfax can be reached at Ext 108 or tfairfax@thehideout.us.

Please remember any lot improvements require a permit the applications can be found at www. thehideoutassoc.com under the resources tab. These permit applications can be filled out online and once submitted they go to our environmental email. All permits once received by the member must be placed on the address post.

Please also remember that any lot improvement being performed without securing a permit will be given a non-refundable fine in the amount of $250.00. Most of the permit applications are non-fee permits. ■

Running in the 2021 Board of Directors Election Richard Yocum

Hello Hideout members, My name is Richard Yocum and I am running for election to the Hideout Board of Directors. I currently serve on your Board of Directors since being appointed to fill a vacancy in May of 2019. I would like to use this opportunity to introduce myself to the Hideout community by providing you with a little background. I grew up and lived on Long Island NY. I met my wife Beth during high school and this year we will be celebrating our 49th anniversary. We raised three wonderful children and have been blessed with six beautiful grandchildren. I worked for Nabisco in the sales division for 43 years before retiring. We purchased our home in the Hideout in 2013 and a year later we made The Hideout our permanent home.

We have a goldendoodle named Dolly

and most days you can find us enjoying the dog park.

After moving here full time, I was asked by a person at the dog park if I could take over filling the “doggie bag” dispensers. I said yes and continue doing that today. That was the beginning of my involvement in our beautiful community.

Prior to serving on the Board, I was a member of the Recreation Committee and then, when the Board decided to reactivate the Governing Documents Committee, I applied and was appointed to that committee as well. I joined the Garden Club 5 years ago and currently serve as its president. Every year I sign up to use the woodworking shop. Being able to use that impressive amenity has come in handy many times.

Since being appointed to the Board,

they have elected me to serve as Treasurer for a year and then this year as Board Chairperson. I am proud to be a member of this Board and what we have accomplished over the last few years.

Our community is celebrating its 51st anniversary and the need to maintain and update our facilities and amenities was and still needs to be a high priority. A cost effective way for us to accomplish this is to give our talented maintenance staff the right equipment. By doing this we would not have to pay outside contractors to do what we can do in-house. This community is now able to have many of our costly storm water and other projects, such as the lodge interior, performed by our own staff.

WILLING. . . . qualities you can expect from me as a Board member.

My professional and volunteer experiences evidence all three.

My move to the Hideout in 2018 followed an online search for a POA community in the Northeast that was within a reasonable commute to family in NJ. I specifically looked for a POA or HOA community rich in amenities and activities, one managed with fiscal responsibility and adequate reserves.

The Hideout met all my search criteria.

As a matter of fact, a survey recently conducted by the Board demonstrated that The Hideout definitely offers “the best bang for your buck”. Our well-maintained community provides recreation and social opportunities and we have more services for lower fees than any other POA/HOA community within 100+ miles. Serving on Committees gives residents a voice in the management and decision making, assuring that members have a say in the governing of our community. I currently serve on the Public Safety and Governing Documents Committees and enjoy socializing at Mah Jongg, Book Club, Sportsmen’s Association and artistic endeavors at the Art Center.

Volunteer Experience: My most relevant experiences occurred as a volunteer Board member for a Homeowners’ Association with 435 homes, serving consecutively as Grounds Chair, Secretary, Vice President, President and a second term as Secretary for a combined total of

Robert L. Tressler II My name is Bob Tressler and we purchased our vacation home in the Hideout August, 2011. We had spent the previous 13 years as seasonal campers at Keen Lake in Waymart. Life changes presented us with the opportunity to look for something more permanent, something we could use year-round. We are an active family of skiers, golfers and prefer lakes and mountains over oceans. Oddly enough, as close as we were to Waymart, and as many times as we have been to Hamlin, Hawley, Claws & Paws and Camel Beach, we never heard about the Hideout; even though we knew we had driven by the main entrance quite a few times. With the help of the internet, it was pure chance we came upon this community. After careful consideration, and looking at many other options in this area, we decided the Hideout had the best value for our money.

Under my leadership: established a Community Emergency Response System certifying 20-residents to form a Community Emergency Response Team (CERT); succeeded in reducing receivables (dues collections) by thousands of dollars and improved on-time payment of dues; led an in-house community reserve study resulting in fiscal responsibility in capital expenditures; fostered a collegial, solutions oriented team approach to Board operations resulting in realistic goal setting and successful outcomes; worked with local real estate agents to foster a positive relationship, resulting in higher occupancy and increased receivables; worked with Board Attorney and City Codes Department to mandate the cleanup of delinquent properties.

Although the community I served in Florida was much smaller than The Hideout, the challenges were the same, just on a smaller scale.

Professional Experience: As the Pupil Accounting/Transportation/ Security Supervisor in a school system of just under 10,000 students, projected class-by-class enrollment, ensuring compliance with State mandates for class size and conforming with teachers’ contract requirements. Projections were typically within a 3% margin of error.

I am very familiar with budgets, income/ expenses, hiring/firing employees, along with the day-to-day operations of running a multi-million-dollar company. I am very proud of my company that I have built, from a tiny desk in my basement to converting a two-car garage into an office space that is shared with five other independent sales contractors. I pay attention to the details, my word is my word, because without that, you really have nothing to stand on. My strongest assets are that I always do the math to find the most cost-effective way, I take care of problems that arise right away, and I hold my employees accountable. If an employee costs me more money than they make for my company, clearly, then this

The Hideout must continue to select qualified leadership to assure fiscal responsibility, thereby preserving our status as a Gold Star 4-season community where we vacation and/ or live full-time. Maintenance of our infrastructure is paramount and must be skillfully managed on a day-to-day basis insuring that major unexpected repairs/ expenditures are minimized and the need for increased or new assessments eliminated. Responsible long-range planning will provide a “road map” which, if followed, will assure a successful future for The Hideout. Community involvement through service on Board committees is critical to the success of The Hideout and I will work to increase participation.

Communication with the membership via email blasts and The Hideabout newspaper is vital. I will work with management to maximize the effective use of these tools. We have a state-of-

I like to ride around the Hideout, look at all the homes and their improvements, and how the Hideout looks overall, and what kind of impression we make for potential homebuyers. I always think to myself, we can do better. We can do better with how our money is spent.

We can do better with our amenities. Your home, whether primary or secondary, is an investment in itself, and you have also

Continuous maintenance and proactive scheduling of activities will encourage full participation and attract members to an active, healthy lifestyle.

Our dedicated security staff and local volunteer fire departments stand ready to serve and protect. We must continue to support their equipment needs and training programs to keep them prepared.

Owning a home in The Hideout not only gives us opportunities for recreation and socialization… it must also remain a sound investment. Only by continuing to select qualified leadership will we be able to guarantee members that our investments remain sound. Our staff must be viewed as community assets.

Competitive salaries and on-the-job supervision and training will assure retention and competency. We want our property values to increase and we must maintain our amenities and require adherence to our governing documents to keep The Hideout homes desirable and marketable.

Am I wearing the right clothing and shoes for the activity I’m about to do?

For those of you with green thumbs in the community, consider getting your garden certified via the National Wildlife Federation’s Certified Habitat program.

The Wildlife & Forestry Committee have been working hard to try to get the entire Hideout designated with Community Certification, but it takes individual members gardens, like yours, being registered to help get us there.

The Wildlife & Forestry Committee needs your help! The PA Game Commission conducts a Wild Turkey Sighting Survey each summer which has historically been performed throughout the months of July & August. They ask PA residents to provide information on observed turkeys so their Turkey Biologists can better analyze PA’s flock. To try and avoid multiple homeowners submitting data for the same flock of turkeys, which could bias their survey results, I ask that if you see any turkeys while in the community to reach

While there are many distinguishing features between a hen and male turkey, try to observe the color of their head, in which case males are typically bright red, blue, and/or white in color and hens are more of a drab color.

Male turkeys also have beards protruding from their chest area, whereas this is an untypical feature for hens. The youth will be very small, and brown in coloration.

Try your best to count accurately and not to disturb them. As always, DO NOT FEED our friends of the forest as there is a $1,000.00 citation for the feeding of wildlife throughout the community.

Please only provide accurate counts, not guesses, so that we can convey the most accurate information possible to the state on your behalf. Your assistance is greatly appreciated!

Our staff, with support from the Lakes Committee, offers a helpful brochure for lakefront homeowners to learn how to be the best stewards of their living shoreline. This document may be picked up at the POA Registration office, accessed digitally within the “lakes” amenity tab online, or by visiting the Main Marina and obtaining a copy from the brochure holder attached to the marina sign.

’m sure that many of our residents have at one point been enjoying a nice summer day sitting outside when all of a sudden, a flash of feathers zips by. A sight to behold, assuming it stays in one place long enough, is the majestic beauty of one of Pennsylvania’s smallest birds, the RubyThroated Hummingbird (RTH). Here are some facts you might not have previously known about this fast-paced flyer: • Over 330 species of hummingbirds reside throughout North and South America, but only the RTH is found east of the Mississippi River.

600 miles nonstop each fall to overwinter in Mexico and Central America, and return back to Pennsylvania around April to May following flower blooms back so they can feed off of the nectar with their long beaks and tongues.

• Male RTH’s will mate with several females, and are not committed to any one particular partner.

The history of America’s Independence Day

F

ew summertime holidays elicit as much excitement as the Fourth of July, also known as Independence Day in the United States. Each year, family, friends and revelers anticipate the arrival of the holiday so they can host barbecues, enjoy the sun, listen to their favorite summertime tunes, and commemorate the freedoms afforded by the monumental events that led to the holiday’s establishment.

Independence Day became a federal holiday in 1941, but July 4th has stood as the birth of American independence for much longer. July 4th marks a pivotal moment in the American Revolution. According to PBS, the colonies were forced to pay taxes to England’s King George III despite having no representation in the British Parliament. “Taxation without representation” became a battle cry and was one of several grievances colonists had with Great Britain.

Conflict between the colonies had been going on for at least a year before the colonies convened a Continental Congress in Philadelphia in June of 1776, says Military.com. On July 2, 1776, the Continental Congress voted in favor of

independence from England. Two days later, on July 4, 1776, delegates from the 13 colonies adopted the Declaration of Independence.

The Declaration of Independence is an historic document drafted by Thomas Jefferson. Jefferson was considered the strongest and most eloquent writer of the declaration writing committee charged with putting the colonies’ sentiments into words. Richard Henry Lee of Virginia was one of the first people to present a resolution for American independence, and his commentary was the impetus for the formal Declaration of Independence. A total of 86 changes were made to Jefferson’s original draft until the final version was adopted. The signing of the document helped to solidify independence, and eventually lead to the formation of the United States of America.

A total of 56 delegates signed the document.

Although John Hancock’s signature is the largest, it did not hold more weight than the other signatures. Rather, rumor has it, Hancock signed it so large so that the “fat, old King could read it without his spectacles.”

T

he golf season is in full swing and with the exception of Memorial Day weekend the weather has been favorable.

Golf leagues: The Tuesday morning and Thursday night men’s golf leagues are under way The Hideout Women’s Golf Association league plays on Monday mornings at 9am. This league started in early June and ends around Labor Day. Golf Tournaments: The HDA Tournament is scheduled for July 17th.

This is an 18 hole 4 person scramble.

Breakfast is at 8am with a Shotgun start at 9am. Hot dogs will be served at the turn and refreshments will be provided on the course. A luncheon and awards presentation will be held after golf. This tournament is open to the first 72 golfers who sign up. The cost is $60.00 for golf pass holders. $70.00 for members and $80.00 for guests.

A memorial tournament will be held on July 24th. This is a fund raiser for the Lake Ariel Fire Department. This is also an 18 hole event. Look for posted fliers Contact the Pro hop for additional information on this tournament.

On Friday, June 11th Nurnbergers Bierhaus hosted an 18 hole event with a BBQ and awards presentation held at their restaurant. 50 golfers participated and a great time was had by all.

Additional tournaments will be announced in the next issue of The Hideabout. Tournament sign ups can be made 30 days in advance.

Golf rates and passes remain the same this year. We have not had an increase in over 11 years. Summer hours of operation are Monday through Friday 8am until 5pm. Weekend and holiday hours are 7am until 5pm.

We take Tee times up to 7 days in advance. Please arrive at least 20 minutes prior to your scheduled Tee time.

If you need to cancel please call the Pro Shop so we can fill in the reservation

time. With COVID and a huge turnover in new members we are quite busy as compared to years past.

Remember to fix your ball marks on the greens replace divots on the fairways and rake sand traps. Please follow the cart restrictions posted each day in the Pro Shop as well as the signs posted on the course. Remember no driving of carts on the par three holes ever. That’s holes #3, #6, and #10.

If you wish to golf after normal operating hours you must call the Pro Shop and advise the staff. Walkers only.

You need to have a golf pass or make prior payment prior to starting your round.

No motorized carts after 5pm.

We are planning a golfers appreciation day to be held on Saturday, August 21st. Hot dogs and refreshments will be provided for all golfers that day. This year we are attempting to combine golf appreciation day with the final rounds of the club and senior club championships.

The club championships begin on August 7th and the senior club championships begin on the 14th of August. Look for the posters in the Pro Shop. Sign ups begin on July 7th. Trophies and gift cards will be awarded to the winners. These events are open to all Hideout members. With the exception of the championship flight we are looking to use a handicap system for all other flights to encourage more participation. Contact the Pro Shop for additional information.

We are now selling beer and snacks on the course in addition to the water and Gatorade that is available.

The golf club is looking for a few new members for this season. Become involved with your golf course and its operations. We meet once a month during the golf season. Contact the Pro Shop for additional information.

HASG GOLF

By: John Martino Here it is July already and the HASG golf league is in full swing! At the time of this writing, we have had great, fantastic, superb weather!!! We have played three rounds of Captain’s best ball golf and everyone is having a great time. I have had very experienced golfers tell me that “It is the most enjoyable” time of the week.

Just ask the Asher’s, they should, at this point, be “buying” at the pub since they have won or been part of all three pots of the “closest to the hole in two” all three weeks!

We have several new golfers in the league and are up to a total of 50 golfers. Many of the new golfers are not new to the Hideout but new to the league.

This year nearly everyone is showing up and we have had near full attendance at the shotgun starts. There is a real interest in the average total score contest, the closest to the hole pot with nearly 100% participation and the average lowest putts contest. The average lowest putts contest brings a whole new dimension to the golf game. Since these two contests are based on “averages” everyone has a chance from beginner to experienced. At the time of this writing, Marge Conlon is tied with Kenny Betros (last year’s winner) for lowest score. But--- all bring a lot of laughs.

We have been enjoying our golf and our time at the pub afterward where we get together for the sociable part of HASG golf. If you are curious as to how the league works, ask one of your neighbors or call me.

From a cash perspective The Hideout is doing well with enough funds to carry operations through to the end of the year as long as amenities perform to budget.

As of the beginning of May 3,187 lots are paid in full with is 87.5% of budgeted number for year. Registration is open for walk-ins for the rest of the month to finish registration process. b. Community Manager, Larry Frotten.

Larry gave highlights from the management.

Ski Hill. The renovations at the Ski Hill are moving forward. The second conveyor is now operational and will be inspected as required by the State in the fall. Some electrical work will be done on the storage shed on the Hill to store the groomers for the off season. The rope tows were sold.

A new shed will be put up for snow tube storage. The water pump system from

Deerfield Lake to make snow at the Ski Hill is being reviewed and prices obtained to upgrade the process for safety and regulatory compliance.

Maintenance. The issue of water at the North Gate entrance has been repaired by maintenance digging down 3 feet and putting in stone to drain into a vacant lot owned by The Hideout. At one time there was an estimate of $26,0000 at one time to fix the issue because of the utility lines 4 feet underground. The major work now is stormwater repair including a large project on Lakeview East and Lakeview West. Maintenance is mowing and setting up amenities for opening. This Hideout is looking to hire mowers.

Golf. Golf opened the earliest it has ever opened and is working well despite closing a few days because of inclement weather.

Employment. The Hideout is hosting a job fair today. Two employees went to a job fair at Woodloch which has 21 different vendors and only 6 potential applicants attended in 4 hours. Food & Beverage is short-staffed, but a schedule is still being established for the Tiki Bar. The Hideout is pushing the limits with staffing and badge checkers are needed. Members are asked to assist in recruiting or directing potential employees to Human Resources as the more staff, the better the services to the members. Pay is comparable to other employers and in some instances, compensation is better.

COVID Update. On Wednesday, the CDC agreed that fully vaccinated people are not required to wear masks. The CDC is an advisory board and not a governing body. However, Pennsylvania Governor Wolf adopted this policy so The Hideout is not requiring fully vaccinated people to wear masks and an e-mail blast went out to this effect. The wearing of masks is at each person’s discretion and should be honored. Signs regarding masks and social distancing will be removed over the next few days and stored.

Registration. Rentals and home sales are still going strong. There is some new construction in The Hideout with 8 new members developing on vacant lots. Several lots sold were previously abandoned.

Environmental & Lakes. The outlet structure at Roamingwood Lake is 50 years old and last year it was found to be leaking due to pitting in the concrete structure. The contracts are in place for the repairs which will cost approximately $160,000.

Public Safety. The second patrol boat was received and should be in the water today.

One boat was purchased last year and these boats should last 15-20 years.

Member Questions: Lot 2584 questioned what is going on in Deerfield Lake. Larry clarified that it is not Deerfield Lake itself, but the pumphouse that pumps water from the Lake to the top of the Ski Hill. There has been a lot of silt and damage done to tubing that goes into the Lake.

4. Unfinished Business: (Questions or comments with regard to Unfinished Business)

21-57 MOTION: RESOLVED THAT, pursuant to the 2021 Bylaw Ballot Vote Count Verification attached, the Bylaws Article IX, Section 3 and Article X, Section 5 be amended as circulated and attached hereto.

The vote results were reported and the changes were outlined. Jerry thanked the Governing Documents Committee for all the work on this and stressed that he is happy with the option of electronic voting.

2021 Bylaw Ballot Vote Verification 3,754 Ballots mailed with 898 qualified Ballots received and 9 disqualified Ballots received.

Article IX, Section 3 Preliminary Budget: 807 votes For and 91 votes Against.

Changes include extension of deadline dates to not interfere with annual audit.

Article X, Section 5 Election of Directors: 771 votes For, 116 votes Against, and 11 Blank.

Changes include reducing Board member from 2 to 1 and making them a non-voting liaison, set a deadline for candidates to execute mandatory documents, and allowing for electronic voting.

5. New Business: (Questions or comments with regard to New Business) 21-58 MOTION RESOLVED TO approve the expenditure of $60,000.00 over budget for dam safety and maintenance to repair the outlet structure at Roamingwood Dam by reallocating $60,000 from the front gate project fund previously assigned to the Ski Hill.

21-59 MOTION RESOLVED TO approve the exception from bid for Diving Services Incorporated (DSI) to perform underwater grout repair to the concrete outlet structure at Roamingwood Dam in an amount not to exceed $160,000.00 upon recommendation of management because this is a specialized service and DSI is a preferred vendor.

21-60 MOTION RESOLVED TO approve the exception from bid for JSD Electrical Construction to install electric service in the groomer/storage garage at the Ski Hill for an amount of $6,190.00 from the funds reallocated from the front gate project on management’s recommendation because JSD Electrical Construction is a preferred vendor.

Jerry questioned the allocations from the front gate and the necessity to have the funds when the project is ready. Larry reported that this year $300,000 was allocated but only $40,000 spent and

next year $250,000 is projected to be allocated to the gate in the budget as this is continuous funding.

21-61 MOTION RESOLVED TO approve the exception from bid for DemacLenco America, Inc. to lease three snow guns for the 2021 season at an amount of $21,000 including delivery with a buyout option of $69,000 to be paid by March 31, 2022 based on management recommendation, the limited vendors for this specialized equipment, and the lack of comparable equipment because the snow guns were demos.

Larry clarified that this is part of the funding of the Ski Hill from the Front Gate Project approved by Motion 21-52 at the April 17, 2021 meeting. The average snow gun at the Ski Hill is 20 years old so they need replacement or revamping. The water system can handle 8 snow guns at once.

21-62 MOTION RESOLVED TO approve the exception from bid for the budgeted amount of $4,885.00 for Diving Services Incorporated (DSI) to perform the Principal Engineer inspection report of the large concrete culvert pipe that runs from Roamingwood Lake outlet structure under Lakeview Drive East as required every five years by the Federal Highway Administration upon management’s recommendation because DSI is a preferred vendor for this specialized service and they will be on site for repairs to the Roamingwood Lake outlet structure.

Larry complimented Ryan Hill on his good research and efforts as he discovered this is required every five years and there is no record that this was done in the past.

DSI will already be on site for other work so this will be a savings. Rick Yocum thanked Ryan and Larry for bringing to the attention many items in the community that need to be updated.

21-63 MOTION RESOLVED TO rescind all previous investment policies and resolutions and approve the investment policy attached hereto.

Marie Krauss questioned why there is such a large difference in bids and whether The Hideout was accepting the lowest bidder or the most qualified. Larry indicated the Princeton Hydro evaluated the bids and determined this was a qualified bid. Paul asked for details on the project. Ryan reported that the nutrient separating baffle box was originally purchased for Deerfield Lake, but regulatory issues required reevaluation.

This originated as 2 grants that were merged together for a solidified budget.

This baffle box is specifically designed to aid in conveyance filter stormwater. Where Ridgeview and Lakewood meet there is historically significant washout and this project will help address that by redoing the swale along Lakeview Drive West towards the basketball court. This will benefit the Lake as a whole. The disparity in bids is because that company came up with a design that the other companies did not which will result in significant savings.

Marie questioned if there is a cap on any add-ons for this project. Ryan indicated that the bid amount is expected to be the total cost of the project, but the bid is under budget so any contingencies will still be covered under the budget. Ryan re-iterated that this grant requires The Hideout to pay a portion of costs which

was already expended, but the majority of funds are fully reimbursable after the project completion.

Richard Yocum indicated that this motion and the next motion are last minute additions so were not discussed at the last workshop like the other motions and that is why there are more questions.

21-66 MOTION RESOLVED TO approve the exception from bid for the budgeted amount of $12,200.00 under the Growing Greener/Act 13 Grant for Oldcastle Manufacturing to oversee the installation of a multi-chambered Nutrient Separating Baffle Box (NSBB) for the stormwater infrastructure upgrades along Ridgeview and Lakeview Drive West based on the recommendation of consultants Princeton Hydro and management as they are the manufacturer and this is required for the warranty.

Anglers 16 years or older must possess a current state fishing license and must abide by all Pennsylvania Fish and Boat Commission regulations.”

7. General Comments and Questions

INVESTMENT POLICY The investment policy is to be structured around three elements. The three elements are: safety, liquidity, and yield.

Investments are to be made to satisfy the needs in the various Hideout POA functions, e.g. Operations, Capital Reserves, and New Capital. Performance is to be measured on a return for each of the various accounts.

The liquidity will be determined by a yearly forecast provided by the Hideout POA utilizing the history of Operational Expenditures and a projected Five Year Plan for the Capital Reserves and New Capital.

The Hideout will require monthly account statements for each account and continuous access to its accounts via the Internet by password only.

The authorized signatories for bank accounts of the Hideout POA will be the signatories on the accounts.

The investments and their performance will be reviewed at the quarterly Budget Committee meetings and the Budget Committee will make any recommendations to the Board if required.

Lot 2584 questioned the status of the bubble over the pool for year-round use and whether this could be put in The Hideabout to poll members. Marie Krauss indicated that she is working with a couple staff and Board members to research indoor pool options including visiting other pools and discussing with a contractor.

The Board is waiting on more information to proceed. Member knows this was explored in the past and shot down so asked for a consensus from members.

Larry indicated that a proposal is required in order to survey members.

Lot 1017 asked for stairs to enter the Ski Hill building as he finds it difficult to walk up the ramps and basically is questioning ADA compliance. Larry indicated that this would require research. He agrees that it can be steep in that area, but is not sure how to add stairs.

- 60% or the long term portion that will not be needed within 3 years will be invested with an account manager with a proven, 10 year track record. ■

Community/Feral Cats: Committee discussed that there were no recent updates from C Alley Cats on the TNR program progress as of June but management is still receiving Consent to Trap forms.

Deer Management: Committee discussed DMAP coupon distribution and reviewed the outlined deer hunting seasons established by the PA Game Commission for the 20212022 season, and that hunting licenses go on sale June 14th throughout the commonwealth.

Gypsy Moths: Committee discussed the Entomophaga maimaiga fungal release was completed

by Biobase Pest Solutions and will replicate, helping to address the community’s gypsy moth problem.

Hemlock Trees at Roamingwood Park/ Landscaping Project: Committee discussed that the Roamingwood Park Landscaping Project is picking up pace, expected to be completed by June 18th. Scottie Swingle was given an exception to bid to perform the work since the formal bid process was unsuccessful. Area will be tilled with a mix of top soil and mushroom mulch, plants installed, natural wood mulch laid down and then public works will line both sides with rip rap rock for stormwater management and to stabilize the area.

Spotted Lanternfly Discussed that ECC had reviewed SLF contractor compliance topics at their May 14th meeting and that the SLF signs will get updated in July when the winged adults emerge. Cathy and Ryan will work on an educational session regarding circle traps, and sharing a Penn State Extension youtube video with the community on how to make their own.

A member residing along Boulder Court contacted management in the afternoon on 6/10 with a suspected SLF sighting.

Birth Control/Deer: No new updates. Committee has always kept this as a point of discussion as a potential non-lethal way of addressing deer. Fertility control tests and studies have yielded limited effectiveness. This approach has reduced applicability, especially for large populations of freerange deer. Implementation of such a program would be far more costly than that of lethal control methods, and herd reductions would still be necessary to reduce damage as fertility control does not directly reduce deer numbers.

Sterilized deer would still cause damage to the forest understory and deer to vehicle collisions, significantly limiting any sort of progress within a community’s deer management plan. The PA Game Commission offers a rigorous permit process in place for fertility control of white-tailed deer. However, the PA Game Commission considers all methods of fertility control (contraception and surgical sterilization) as experimental and as a research project. Results should not be expected in the short term, and it could take up to 10 years to see any real benefit. Clear goals, objectives, measures, and anticipated outcomes would need to be outlined in the proposal for fertility control to be considered. The Pennsylvania Game Commission is unaware of any fertility control that has been shown to have acceptable results (to a community) over the long-term in an open population setting (deer move, plus the infertile deer can still cause property damage or be hit by cars, and often no population impact is observed even in closed systems for a decade).

Nuisance Animals: Committee discussed that some fox kits were observed near holes #2 and #8 of the golf course. Management contacted PA Game Commission on 6/10 and they recommended implementing nonlethal deterrents. Golf Maintenance was provided with the PA Game Commissions NE Regional Office contact number in case any concerns arise, at which time the local game warden will lend assistance.

Wood Duck Boxes: Committee reviewed photos of the 6 nesting boxes that had been visited on 6/4/21. Four of the boxes showed signs of use with down feathers and/or egg casings. The Windemere Pond box and the Ariel Creek/Roamingwood box will be relocated to new areas, perhaps at the Brooks Lake island or near Deerfield Lake as they have not yielded any activity the past three years of being established in their current locations.

Eagle Cam/Bald Eagle Management: Committee discussed that the permitting department is cognizant of noise activities related to permitted work occurring around the eagles nesting site and will reiterate restrictions to homeowners and contractors based around the eagles breeding season. Modifications to future permit applications stressing as such will occur in 2022.

Nature Trail: Committee reviewed the new trail sign and approved the updated nature trail map. Management indicated that the other necessary items for the trail have been purchased or ordered. Remaining tasks are trail marker installation, sign/ boot brush installation, and educational signage with QR codes.

The work order to address a section of the trail where 3 culverts are located and getting washed out is being followed up with. The work order to address a tree that had fallen down across the trail was confirmed as completed. A work order was submitted on 6/10 for an area of the trail that appeared washed out near Rockaway Road. Public Works will address any mowing that is necessary along the length of the trail system.

Native Vegetation Meadow/Deer Exclusion Zone: Committee discussed that the area was actually looking really good and Cathy agreed that we should let it stay as is for now and continue monitoring.

Management indicated that a few of the wooden posts need to be straightened up with support posts and will address soon.

New Business/Comments/Questions: Acknowledged that an announcement went out on 6/4 regarding the NWF certified habitat program and that members should consider getting enrolled. The June and July news articles also discussed the project to encourage folks to get their gardens certified. Since 6/4, two lots have gotten their gardens certified and a third was confirmed on 6/11.

Committee indicated that the recycling bins are still selling for $12.00 and to please remind friends and neighbors. The Recreation Department will be assisting in creating a new advertising campaign and will feature some of John Goldman’s photographs.

One composter unit will be relocated down to the garden club for their use while the other unit will be relocated to outside of the harvester’s area. An educational composting related event is in the works.

Committee highlighted that the annual turkey sighting survey will commence in July and August for the community and details will be shared in the July Hideabout.

A meeting of the Hideout Woodworkers was called to order at approx. 7 pm on 5/11/21 at the woodworker shop by Ken Wenz.

Environmental Control Committee Meeting Minutes - April 23, 2021 Pledge of Allegiance: Present: Mike Burns -Chairperson, Larry Lieberher, Ron Phelps, Paul Spiese – Board Liaison, Dennis Polhamus – Facilities/Environmental Manager, Tina Fairfax Excused: N/A Motion to approve the meeting minutes of 4/9/2021: Minutes unanimously approved with correction made.

4. Main Gate Project (Dennis): We have received plans from Peter’s Consultants for construction of the Turn Lane at the Main Gate.

5. Road Repairs (Dennis): The committee discussed whether we could get a bulk rate for materials if we tried to consolidate with the townships. Dennis will look into this. He explained that we currently get salt from Cargill at a reasonable price and that we also have a backup company in the event Cargill can’t deliver.

New Business: Rules for Storing trailers, (specifically camping trailers), on owners’ lots: The Protective Covenants states: “Q. Restrictions on Temporary Structures.

No travel trailer or tent shall be placed or erected on any Lot, nor shall any overnight camping be permitted on any

Lot. No mobile home shall be placed or erected on any Lot except as permitted by the Committee, provided, however, that prior to the conveyance of all the Common Areas to the Association, the Committee shall not permit any mobile home to be placed or erected on any Lot.” The committee discussed possible reasons for not allowing camping trailers to be stored on lots: 1) Because someone could live in it which is not allowed. 2)To prevent people from buying a camper and never developing the lot.

Jim Fleming passed away while in Florida. He will be missed. Bob Wiegand fell. He is recovering and all is well.

The woodworkers sent a get well card to Bob.

Ray Lubanski read the meeting minutes from the last meeting held on 4/13/21.

The meeting minutes were accepted and seconded for the report as read.

After a brief discussion the committee of whether or not to allow this on lots, perhaps this should be looked at from a different angle. A discussion ensued about possible modifying and increasing the dry stock for storage at the Campgrounds. The area could be expanded, fenced, graded, and stone could be put down, as well as designated spots. Dennis informed the committee that he and Recreation Manager, John Boandl have been working on a plan to address this issue.

This issue will be revisited at the next meeting.

Fuel Storage Masking Rules: The committee was asked to consider expanding upon the existing rule to include any verbiage about not having to screen fuel storage tanks if they are not visible from the roadway. After a brief discussion the committee voted that the rule would remain as currently written.

Rules for children’s playground equipment on lots: The ECC Office has been getting questions regarding the rules for installing playground equipment on lots and if they are even allowed. Currently we have no rules concerning this. The committee will look into this further and consider whether permitting and rules are necessary.

Prior Meeting Minutes.

The Rebhune classic golf tournament is on for the early part of September.

There will not be a junior woodworker class this year. We will resume this class next year.

The planer has been fixed. A hearty thank you to Bob Fezza and Al Brookmeyer for their hard work on the machine.

The small planer needs to be checked.

It works OK for softer woods. The planer stops when trying to process any types of hard wood. The simple solution may be to rotate the blades. This needs to be checked.

Randy Rasure was generous enough to install a needed part on the radial arm saw. Randy donated the part. The saw was adjusted and is now working normally. Thank you, Randy.

The blades on the jointer were rotated and the machine is now working properly.

Treasurer’s report.

The Compressor has been fixed.

Dave Dimmick read the Treasurer’s Report. The report was accepted and seconded as read.

Ken will send a bill to Rec for Bob Fezza’s time in fixing the equipment.

Shop Needs / Old Business: Ken Wenz, Bob Addieg and John Gaspari had a meeting with Larry Frotten regarding the overall state of the woodshop. Some of the items discussed included: a. Siding for the building. b. Replacing at least (2) doors for the building. c. An awning over the doors. d. Painting the inside walls of the shop. e. Painting the shop floor. f. Some of the machines in the woodshop are 15 years old. They will need to be replaced sooner rather than later. g. Continued misuse of the machines.

This may lead to having limited hours of use and supervision while users are in the shop.

Larry Frotten stated that there was money in the budget for the doors but other circumstances may prevent the Hideout from getting to this project this year.

Overall, this was a positive meeting.

The Rail Riders will be opening up to 75% attendance and then 100% attendance at the end of May. We will discuss going to a game in July as a group.

The woodworker picnic may still be held in August. Needs further discussion.

The flag cases need to be refinished. Bob Wiegand will follow up here when he’s feeling better.

New Business.

Rick Yokum, the Hideout Board of Directors chairman, was a guest at this meeting. Rick has been a member of the woodworkers for the last 5 years. Rick commented on some of the topics. a. Some of the monies that were allocated in the budget and had to be reallocated were for a leak in the valves at the end of the dam at the end of Roamingwood Lake and for the “magic carpet” at the ski hill. b. The project to side the woodworker building is scheduled for this year. c. There are approximately 500 new families here in the Hideout. These are predominately working people with children. The Hideout is changing. d. Rick asked about a list of equipment within the shop. Bob Addieg noted that we had given a complete list of all equipment to REC two rec managers ago.

We should still have a copy of the list somewhere.

Long Range Planning Committee Meeting Minutes - May 8, 2021 Call to Order: 10:00 AM – Sharon Speise, Chairperson Pledge of Allegiance Present: Sharon Spiese, Bob Addieg, Walt Buda, Brian Carchedi, Richard Yocum, Dennis Polhamus – Facilities Manager – Larry Frotten – Community Manager, Ryan Hill – Assistant Community Manager.

Guests: Ron Molcho – American Homes Group Excused: Craig Rafaniello The minutes of the March 27th, meeting were reviewed and there were no errors found in the minutes.

DISCUSSION Miller Road: Ron Molcho from American Homes Group presented to the committee his proposal to purchase the Miller Road Property from the Hideout to develop a 55+ community, which would be self-governed with its own amenities and the possibility of the community to have reciprocity with the Hideout itself for the 55+ community members to utilize the Ski Hill, Lake, Clubhouse and Golf Course. A recommendation was made and approved for a Letter of Intent to be sent to the Board of the Hideout for their review, discussion and approval. Brian Carchedi abstained from voting.

Tiki Bar: Dennis – There wasn’t much advancement from the last meeting regarding the Tiki Bar. Dennis advised the committee members that an engineer came out to give a proposal on performing the upgrades. Any upgrades to the Tiki Bar will not be completed until the summer season is done, post Labor Day. Ski Hill: Dennis – Sent out an RFP this past week for the Ice Skating Rink to be converted into the new rental shop. The plan is to have an onsite meeting in the first week of June with contractors.

Main and North Gate: Larry - Due to the costs associated with the renovations of the gates and the requirements of PenDOT, the projects will be put on hold for now and the funds allocated for the gates will be utilized for the new Ski Hill Rental Shop.

Stormwater Management: Dennis advised the committee that there are fifteen (15) projects slated for the summer and fall season to correct water management issues across the community. With the new equipment purchased, the ease of performing these projects is better and takes less manpower to accomplish.

Roads: Dennis- there was a meeting with contractors to speak about tar and

chipping the roads and the Hideout was advised that will not work. The overall condition of our roads is found to be in good condition. The current cracks in the road are cosmetic in nature. The contracts presented the Hideout with a material that could be used to spray on the roads, which will give them a few more years of wear, if the Hideout sprays the material on the roads every few years, this will add to the overall lifespan of them.

Roamingwood Park: The Hemlock trees were removed due to being infested with a Hemlock Woolly Adelgid. RFP’s have been sent out for replanting options.

Kathy Long is assisting the Hideout in choosing native plants to the area.

Clubhouse: Dennis advised the committee that Ashley Fonzo (the manager of the Clubhouse) has chosen a remote control awning to be installed and sent the appropriate information to Larry Frotten to be approved. Maintenance will be able to install this, saving the community $500.00 for the installation portion.

Community Development Consultant (CMR): Dennis – We have heard back from Hawk Valley and had a Zoom meeting. They will be presenting us with a proposal within the next week or so.

NEW BUSINESS: The committee was addressed by the Board Liaison, Rick Yocum requesting the committee to look more towards matters of long-range planning and not that of public works in our meetings. We were further advised that the committee is currently operating under its guidelines for recommended members in attendance needs to advertise the committee vacancies to attract new members.

Mission Statement: Brian Carchedi suggested that the Committee review its current mission statement, as the last time it was revised was five to six years ago and make any necessary updates the committee sees fit to.

Road Map to the Future: Dennis distributed the Road Map to the Future, first written in 1993 by the Long-Range Planning Committee at the time. It was suggested that the committee take a closer look at this document to make updates and to better focus towards the committees’ goals of serving the community as a whole. It was agreed that this would be discussed the next meeting.

Public Works Committee Meeting Minutes - May 12, 2021 Call to Order:

10:00 AM

Any changes, questions or comments: The minutes were approved without any changes.

DISCUSSION Road Repair Dennis informed the committee that Total Asphalt came in to look at the roads. From their assessment our roads are in fairly good condition. The cracks in the road are mainly cosmetic. A few sections might need a little more work. They suggested we treat the roads with a green material instead tar and chip. They spray the roads with this and it helps to seal the roads and prevent further cracking and deteriorating. We are waiting on Board approval to begin the work. The work will be done in phases. Each coating will give our roads 3-5 years.

John Thompson : Will they crack seal before they do the roads? Also maybe before a decision is made look for more opinions. Green isn’t always better. I will gather numbers that might be able to help.

Michael Terranova : We did purchase a tar machine for crack sealing. Unfortunately we didn’t have the man power to operate it.

Dennis : If the Board decides to go with tar and chip for the roads they will crack seal before.

Laura Rusnak : I’m concerned that if the cracks in the road are considered cosmetic they might get ignored and get worse. Wil this green product help with the cracks and how long will it last?

Dennis : I don’t have an answer right now. Once the board approves we’ll have more information.

We have limited options when it comes to the roads unless we are going to mill and pave the roads again. We will go over this with the board and wait on the approval of the board.

Line Painting Dennis – We did hear back from the contractor.

Just waiting of a start date. Mail boxes and Trash recycling will be done.

Mike Terranova- We had a meeting with Public Safety. Thought it would be a good idea to paint 25MPH when coming into The Hideout. Hoping that would help with speeding.

Bob Addieg –Maybe increase fines for speeders. Public Safety needs to start enforcing it more.

Michael Terranova – Spoke with Joe Kozuch there is now enough man power to be able to put traffic detail on every weekend. A fine increase was also discussed.

Michelle Popadynec and Laura Rusnak – Maybe owners should also get a fine when their visitor receives a citation.

Michael Terranova – We discussed that also.

If there are repeat offending lots can lose their amenities privileges.

Storm Water Michelle Popadynec – Lot 1832 still has an issue with the storm drain that is collapsing. My swale (1833) in front of my house is filled with gravel from someone else driveway. I don’t see it on the list.

Dennis – It will be added to the list Bob Addieg – I noticed the standing water at North Gate has been fixed!

Dennis – Craigs team has done a great job with fixing the problem Michelle Popadynec –I noticed a ditch was that done by Maintenance?

Dennis – Yes, we own that property.

Maintenance dug the trench to divert the water.

Rich Straczynski - Where exactly is this? Where does the water go from the trench?

Dennis and Craig – When you enter North section the lot to the right is Hideout property.

Where the sign post is on the right is where we dug the trench. We have saved a lot of money. What was a temporary fix turned into a permanent fix. The water is considered ground water.

Maintenance Gate Dennis and Craig – The gate has been installed.

Controller has been ordered. Hopefully it will be completed in two weeks.

Bob Addieg – Are we putting a gate at trash recycling?

Dennis – No we are putting in concrete posts with chains connecting them. This way we don’t lose any parking spaces.

Wood workers Dennis- I have an RFP out. June 2nd we have an on site visit to do the siding on the POA, Clubhouse and Wood Workers. Once bids are in and we have board approval we can begin work. We are also working on entry doors.

Bob Addieg – Will this work include canopies?

Dennis- Not sure what kind yet.

Bob Addieg- Wood Workers Club and Wood Workers Shop are separate. We are a group of about 15 members. We have been caretakers of all the machines at the shop. It would be a great help if Maintenance could come once a week and pick up bags of saw dust and also empty vacuum and saw dust bins for exhaust.

Craig and Dennis- Maintenance will help with this.

Main Gate Mail Box Michelle Popadynec- There is a grate that has sunken in and is a safety issue.

Craig – I will add it to my list of repairs for Wilmont John Thompson- Risers would help with this problem.

Mini Golf Desiree and Craig- The plan is to separate the Mini Golf and place half over at the Main Lodge Beach.

Everyone agrees that this would be a great idea.

Rich Maxwell- Mini Golf signs need to be put up behind Club House. People are confused as to where to go.

Craig- We will go through our signs and put them up.

Maplewood Swale Dennis- We are waiting on information from Peters Consultants. Water goes from Maplewood Ct to the crossover at Lakeview Drive into a swale between two properties then into Roaming wood Lake. The swale is compromised. It is a Hideout swale.

Craig – They did determine where the easement is. It’s 15ft wide in between the two properties.

Two thirds of the creek is not within 15ft of the swale. It winds in and out so we can’t just work on swales. There is a storm water plan being drawn up.

Job Fair Dennis- Job fair is Saturday 5/15/2021 from 10-2 at the Main Lodge. We are looking to hire a few more people for Maintenance. Right now I have two people for Maintenance. I am still looking for grounds part timers.

Ski Hill Dennis- We are leasing new snow guns with an option to buy after a year.

Michael Terranova- The old Tow Rope system was sold. We will use the money from that to replace a building they were using to store equipment that was falling apart.

John Thompson- What is going on with the pipe work?

Craig and Dennis-We are halfway through repairs. Pipe is being worked on. They pump house is getting some upgrades.

Our Mechanic Mark Rivezzi came up with an

idea of a concrete holding tank in Deerfield Lake. The pipes will run from there to the pump house. This will prevent the buildup that is causing an issue. It will be a sealed tank with a lid. We’ll be working with DEP and Wayne Conservation District so see if we can get a more improved system.

Michael Terranova- There is also a Pole Barn being built to keep equipment out of the elements.

John Thompson –How is the new Snow Cat? Michael Terranova –It’s working great. Ski Hill did great this year despite Covid. Magic Carpet is also working now. The new groomer might be able to open new lanes for Snow Tubing.

Bob Addieg- What is the status on the Ice Rink?

Dennis- That will be turned into a Ski Rental shop. I have an RFP out now. That is scheduled for June to get some bids in. We send out about 40 to 50 RFPs and wait for responses. Problem is contractors are not calling back or showing up.

Bob Addieg- Make sure you have the end users review what you plan on doing.

Dennis- When it comes to the Ski Hill Charlie Swody the Ski Hill Manager has say in what goes on at the Ski Hill.

Michael Terranova- They are also are working on having the Ski Hill open all year long. There are a few ideas they are working on.

John Thompson-Sweeper is creating a problem with dust.

Craig- Water pump isn’t working properly. This is the last time it’s being used. It will then be put away to be worked on.

Lisa Rusnak- Are we doing anything with Stock Farm Gate? Are we redoing it? It needs some maintenance work. Sign is a little tilted. Aslo tennis courts at the Main Beach has a lot of sand on it. And the Kayak racks at the Marina will they be staying there because they are taking up a lot of parking spaces. Have we thought about splitting up the Hideout among the committee members?

Dennis- Stock Farm gate is not getting redone.

We will get Maintenance to work on those problem areas. They will also blow the sand off the tennis courts. Kayaks are staying at the Marina but will be shifted down.

Rich Maxwell- We have not discussed splitting up the Hideout yes. We will talk about in August.

Dennis- To touch on that a little, that falls under our reserve study. The last time it was done was 2018. I did update a little bit when I came on board in November. We will be doing a full reserve study this year of all our equipment, facilities, amenities, every tool. We will have everyone on board. Mangers of all facilities will be on a monthly bases handing in a report on any work that needs to get done.

Rich Stracyznski- Maybe remind managers that if they see anything wrong in or around buildings they can send in a work order.

Dennis-They are usually good at getting in work orders. We have gone through stacks of work orders that we have completed since January.

Rich Maxwell- I think the idea of splitting up was started originally with the dead trees and branches that were along the side of the road.

Making a note of things like that.

Committee did mention that there are a lot of branches and dead trees some leaning on power lines.

Dennis- This falls into the permit department.

I’ve been out working on permits and surveys while also working on Facilities. I’ve been quite busy. Thankfully we hired a new permit officer who has 21 years of experience. Hopefully when he gets in he can go right out into the field and start working.

Bob Addieg-What is the status on the rear staircase at the POA? And is it in this year’s budget? Also the property on Huron Ct will that be boarded up?

Dennis- Once the door is replaced we will work on the stairs. It is in this year’s budget.

Craig- I was told only to put plastic on the windows by PSP. He has a family member coming to take care of the property.

Rich Stracyznski- When the other departments are doing the capital budgets for next year do they contact you with any major projects?

Dennis-They do not. I haven’t heard anything from the budget committee yet. Once Debbie has time to work on that she’ll contact us. Once projects go to the board and are approved we will get the work orders and start working on them.

Rich Straczynski-Some of the buildings don’t have occupancy signs. This was discussed a while back is anything going to be done about this?

Dennis- Ryan Hill is working on those. There is a lot that goes into that like measurements.

Square footage per person.

Rich Straczynski-Are there any Standard Operating Procedures set in place that you can look at and know what should be done with road work, storm water damage, culverts etc..

Dennis- We do have an SOP in place for 20/21.

Jimmy, Craig and myself and update it for 21/22.

Now when it comes to culverts homeowners are responsible for that it’s in our protective covenants. There are a few storm water issues that the Hideout is responsible for. We have crossovers that lead into swales that lead into member’s lots. There is no drainage at all. So the Hideout is responsible for some culverts.

With the work Craig and the Maintenance team is doing it is saving us a lot of money and any future violations. We document all work being done in the community.

Rich Straczynski- Something that might benefit the Facilities is putting in the paper the work that is being done in the Hideout.

Dennis- Slowly but surely we are making changes. We are trying to make members happy as best we can. But with change there are new complaints. Not everyone likes change.

Just like trash and recycling. It took some adjusting and most members like it.

Michael Terranova-Maintenance is doing a great job maintaining the facilities best they can with what they have. The board is on board with getting any equipment that they need to make their life easier.

Craig and Dennis- We are working on getting that mini excavator.

Rich Maxwell- I remember sitting in a work shop and there was talk about problems at the Dam. Do you have any information on that?

Dennis- That is a project that Ryan Hill is working on. He is slowly trying to bring me into that project. There is some work that does need to be done but that’s about all I know right now.

Bob Addieg- Richard Yocum was at the work shop last night and informed us that out of the $300,000.00 allocated for the Main Gate $160,00.000 of it will be used for the Dam. Craig- The work that needs to be done at the outlet structure. It controls the levels of the water. The gates need repair.

Michael Terranova- Divers were down about 10 days ago and the new carp barricade that was put in a couple years ago was installed incorrectly. Winston Hydro will come back to put in properly at their expense.

Rich Maxwell- Is there an update with Penn Dot? Dennis- Nothing yet. We resubmitted the permits. Waiting on more information from Peters Consultants.

Lakes Committee Minutes May 22, 2021

The meeting was called to order at 9:00 in-person and on Zoom. The minutes of the previous meeting were approved as written with a motion by K. Greenfeld, a second by J. Silverman, and approval by all.

OLD BUSINESS: Outlet Structure: Normal pool was achieved for Roamingwood Lake the first week of May due to heavy precipitation events.

DSI was on site on April 27 & 28 for their annual inspection and maintenance of the outlet tower/gates/valves as well as inspecting the carp barrier. A repair to the side weir gate was delayed due to a delay of materials but will be done next week.

The carp barrier needs replacement of the shackles, mousing and net repairs, and DSI recommended upgrading the anchors to heavy duty ones and moving the barrier back 10-15’. These repairs will be done by DSI at no cost to the Hideout.

Underwater grout repairs will be addressed

by DSI in late June or early July. DSI will also conduct a FHWA culvert inspection under the roadway which is required every 5 years.

Fisheries Survey/Fish Stocking for 2021: The stocking event coordinated with Schultz Fish Hatchery will be split between spring and fall depending upon species available: in Roamingwood walleye, Deerfield and Brooks largemouth.

Act 13 + Growing Greener Grant Project: The Board of Directors approved Kohrs Excavating’s bid of $197,537.50 at their Saturday May 15th Community meeting.

Kohrs was the one recommended by PH. Management is setting a timeline for the work to commence. The deadline for completion is now the end of September 2021.

BioChar: The 15 BioChar socks will be installed around June to be suspended in the water column immediately where creeks feed into each respective water body and will be left there till end of September or beginning of October.

Stormwater BMPs/ Enhancement Around Lakes: The swale and shoulder restabilization efforts completed by Public Works held up well during recent storm event. Reminders have gone out to the community that they are responsible for keeping their swales free of leaf litter. A reminder will go out in the June Hideabout for those around waterbodies to keep trimmings from mowing from going into the lakes or streams. L. Muscaro suggested that residents need some ideas of where to dispose of leaves, etc.

Entrance Pond: Still working on access ramp – it might require permitting. The fountain was installed on May 10th, and Hideout staff were trained how to shut it down, clean the filtratioin screen and restart it.

Brooks Spillway: All regulatory permits are in order for the project to be completed in 2021. Bids are due by May 28th. $22,00 has been budgeted. A coffer dam will be installed.

Wood Duck Nesting Boxes: Members

should be able to see activity around the 6 boxes.

Microbac Laboratories: Sampling for E. Coli and Total Coliform will occur about 18 times May through September at main beach, north beach and marina. If unacceptable, beach closures will occur.

Truxor Work: Will resume later this season for aquatic vegetation control, mostly at Deerfield.

Eileen and Bill Culley attended the meeting to express their concern that their lakefront is being blocked by the amount of lily pads there. They feel as if the aerators are not working. R. Hill responded that he will ask Princeton Hydro to concentrate the Truxor in that area and can perhaps reposition the aerator tubes. He will also address a more permanent solution with PH. Dam Inspections: Still awaiting confirmation from Dam Safety that the updated EAPs (Emergency Action Plans) for Deerfield and Brooks are acceptable. Dr. Givler had created new O&M (Operations and Maintenance) manuals for all three dams as well as periodic inspection checklists.

Annual inspection of all three dams occurred om May 12th with nothing major to report.

Buoys/Floating Structures: Buoys were installed in Roamingwood by Facilities with some slight adjustments to ensure that they are no further than 100’ from the shoreline.

Docks at marina were also installed.

Floating Wetland Islands: Four new FWIs will be installed in Brooks this season, and Deerfield will get 4 new ones in 2022. A PALMS grant, which PH will submit for us, would cover FWIs if we receive it but it will be included in the 2022 budget in case we don’t receive the grant.

North Beach Stream Project: Princeton Hydro has been contacted to continue evaluating for possible remediation in 2013 via a Growing Greener Grant.

NEW BUSINESS/OPEN DISCUSSION: Alewife: An ailwife, a fish that in sufficient densities can do a number on zooplankton populations leading to impaired grazing on algae, was spotted in Roamingwood Lake by a member. It is important to continue monitoring in the next fishery survey and to discourage fishermen from using these fish as bait.

CMRs (Committee Meeting Report) For Ice Fishing and Ice Skating on Brooks: The Board approved both CMRs. Specifications for signage and procedures will be ongoing leading to winter months.

Spirogyra: Quite a bit was observed on Deerfield on May 13th. Nature works came out on May 17th for their first treatment on all 3 lakes and entrance pond and will return prior to Memorial Day. Spirogyra is a free floating, filamentous algae which forms dense masses near the surface. It is not considered a HAB (harmful algae bloom) but intentional contact should be avoided.

Life Preserver Rings: The twelve 24” rings, complete with protective cases and throw lines, have been delivered and have been installed at locations at each waterbody.

Lake Level Target: Management will continue to evaluate a first of the month lake level target to complement the yearly drawdown. They will need to confirm with an engineer.

Benthic Macroinvertebrates Samplings: On May 17th: Below Roamingwood discharge sites findings indicate poor water quality; below Deerfield discharge sites – poor water quality; below Brooks discharge sites - fair water quality.

Lakes Committee Mission Charter: The Board approved it at their Saturday, May 15th, meeting.

Shoreline Best Management Practices: Copies of the document were placed in the document holder at the main marina.

Aeration Units: The aeration units at both Brooks and Deerfield were started up on April 28th, and the FWIs were re-secured in both lakes.

Water Quality Monitoring: PH did their first monitoring of water quality on May 13th.

A preliminary report was provided. The algae community at Roamingwood was generally comprised of beneficial diatoms and green algae with minimal accumulation of cyanobacteria. The diatom and green algae were also the dominants types at the other three lakes.

Phoslock Treatment: First treatment for Brooks and Deerfield is scheduled for late May or early June.

Comments: J. Silverman suggested a reminder to the ISC to hand out the Lakes Rules to everyone who registers a boat.

The next meeting will be on June 19th.

The meeting was adjourned at 10:30 with a motion by K. Greenfeld, a second by R. Nolte and approval by all.

ith summertime comes a whole new group of sports and activities we can get outside to enjoy! Your beautiful Hideout Community has so much to offer to all ages in the great outdoors. It’s important to get your muscles warmed up before any activity.

Be mindful that many of your muscles may not have been used in the given motions in sometime throughout the long winter. Work to slowly build your flexibility, strength and range of motion to the muscles that get exerted most during your activity. Some of the most common summer sport injuries we see for physical therapy affect the knees, shoulders, neck and elbows. Knee injuries are among the most common because the knee joints take on the impact for explosive movements like sprinting across a field or court, pedaling a bicycle uphill, sliding into bases or squatting to water ski.

Even certain swim strokes such as the movement of the knee used in the motion of the breaststroke can create intense stress on the knee, causing strain to the MCL. Tennis and golf also bring in individuals struggling with elbow injuries.

Picking up the clubs and racquets after a long winter requires working your body back up the range of motion you had the previous summer. You can’t expect your muscles to pick up where you left off. These injuries are due to a lack of muscle strength in those areas. They are often associated with overuse; not necessarily from the sports alone. We’ve discussed the common shoulder injuries in the summer from swimming, baseball, volleyball and tennis. These can lead to shoulder impingements, tendonitis, instability, and rotator cuff tears. Water activities like tubing and water skiing can also cause neck injuries and whiplash, which can cause headaches, nausea, dizziness and impaired range of motion.

With such a variety of sports that are are for a variety of age groups, the one thing that remains in common to all is working to prevent an injury before it happens!

Addressing any aches, pains or injuries with your physical therapist sooner than later can usually resolve the issue faster and get you back out to the activity you enjoy! ■

Lake/Marina Rules ***** New for 2021 -All dock owners must identify their docks in a visible manner as recommended by management. The dock owners lot number must be displayed on their dock and visible to see from the lake side. Numbers will be available to purchase at Recreation, or at your own discretion.

1. All watercraft owners are required to register their boats and pay the appropriate fee(s) with the Hideout Recreation Department. Additionally, all owners of watercraft (20 horsepower or more) must have a minimum of $250,000 bodily injury liability insurance coverage and $50,000 property damage liability coverage. Owners of watercraft nineteen (19 horsepower) or less (not including electrically powered) must have at least $100,000 in liability insurance.

Electrically propelled watercraft(s) needs a State Registration but does not require a Certificate of Insurance.

2. A Certificate of Insurance for the appropriate amount of liability coverage from the insurance company listing the Hideout POA as a co-insured party must be presented at the time of registration.

3. Personal watercraft and motors must be available for inspection accompanied by a current State Registration.

4. The maximum size for any registered watercraft cannot exceed 90 horsepower unless registered before June 1983; Personal Watercraft, i.e. Jet Skis and Wave Runners are subject to a Maximum of 110 Horsepower, Provided the PWC has a 4 Stroke Engine, Maximum Horsepower for a 2 Stroke Engine is 85 Horsepower.

5. The maximum length of watercraft permitted on Hideout lakes is seventeen (17) feet unless registered before June of 1983.

6. All lake activities must comply with the Pennsylvania Fish and Boat Commission.

7. All power watercraft must travel in a counter-clockwise direction.

8. Double water skiing (including towing of two skiers/two tubes) is prohibited on Fridays, Saturdays, Sundays, and Holidays.

9. The PA Fish and Boat Commission regulated the minimum age of all watercraft/ PWC operators. No person 11 years of age or younger may operate a watercraft/ PWC propelled by a motor greater than 10 horsepower. No person 12 to 15 years of age may operate a watercraft/PWC propelled by a motor greater than 10 horsepower without obtaining a Boating Safety Certificate, a copy of which must be on file at the Hideout Recreation Department. Furthermore, anyone 12 to 15 years of age may not operate a PWC with any passengers on board 15 years of age or younger.

10. All persons in a watercraft must be seated while in operation.

11. Launching and landing of water skiers from docks or shoreline is prohibited.

12. All power watercraft must observe the

one hundred (100) foot minimum swell speed regulations when operating near all regulating buoys.

30. Watercraft may not be anchored within 100 feet of any roped swimming area or park areas.

13. Water skiers directly ahead of or behind another boat are prohibited.

31. A moving watercraft shall not overtake or pass another watercraft within the 100-foot swell rule.

14. Each water skier (including tubers) must wear U.S. Coast Guard approved personal flotation devices.

15. When water skiing or tubing, there must be one observer facing (spotting) the skier or tuber at all times.

16. Water skiing and/or use of personal watercraft(s) (PWC’s) is prohibited before 8:00 a.m. and after sunset or when visibility becomes poor.

17. All boating activity must cease on any lake during electrical storms or conditions that may result in personal injury.

18. All watercraft must be equipped with U.S. Coast Guard approved wearable personal flotation devices for each person on board.

19. Placing of buoys in Roamingwood Lake is prohibited except when authorized by Association management.

20. Inflatable rubber rafts, without attached motors, are to remain within one hundred (100) feet of the shoreline if they are approved to carry only two or fewer occupants. Rubber rafts approved for three (3) or more occupants may go beyond this limit and must be registered as a non-power boat with the Recreation Department.

21. Main Lodge docking facilities are reserved for all watercraft; these facilities are intended for temporary use only and are restricted to 30 minutes per watercraft.

22. All users of sailboats must maintain a proper lookout at all times.

23. Rowboats with or without motors are not to occupy marina dock slips.

24. Motorized vehicles are not permitted on frozen lakes at any time.

25. Guests are not permitted to register any type of power watercraft for use on any Hideout Lake.

26. Deerfield and Brooks Lakes are reserved for fishing and non-powered boating.

Electrically trolling motors are permitted.

27. An immediate fine of $500.00 and the potential suspension of lake privileges will be assessed for the following infractions (Amended by the POA Board/1998): •Operating a watercraft on any lake which is in excess of established horsepower and length regulations on any lake; •Misrepresentation of documents required for registration of watercraft.

28. Marina space renters failing to remove their watercraft by designated date shall be subject to a fine plus costs to remove and all subsequent costs incurred. This violation may result in suspension of future dock use.

29. Washing of watercraft in launching areas, beaches, and lakes is prohibited.

Exceptions: Use of Alewife and Golden Shiners for bait are prohibited No harvesting of Hybrid Striped Bass.

A fine of $125.00 per fish not immediately returned to the water will be imposed for failure to comply.

32. Personal watercraft operators must possess a Boating Safety Education Certificate pursuant to PA Commonwealth Statute, effective January 1, 2000. The Statute provides for a $50.00 fine for the first offense and a $100.00 fine for each subsequent violation of the Fish & Boat Commission Regulations. (Amended by the POA Board, April 29, 2000)

(Amended June 6, 2015).

33. A mandatory fine of $250.00 for the first offense and $500.00 for the second offense will be assessed to anyone who has not successfully completed the Boater Safety Education Course regarding the operation of PWC.

39. Members are urged to use extreme caution while fishing from rowboats or canoes. Coast Guard Approved Personal Flotation Devices are required for each occupant on all types of watercraft on all waters in the State. Any boats using a motor must be registered with the PA Fish Commission. All boats used on any waters in The Hideout must be registered with the Recreation Department and display the current year’s registration sticker.

34. A mandatory fine of $50.00 for the first offense and $100.00 for the second offense for anyone who fails to possess a Boating Safety Certificate while operating a PWC. 35. A mandatory fine of $500.00 will be assessed to anyone who operates a watercraft in a reckless manner. In addition, the Board reserves the right to suspend the Lake and Marina privileges of said violator.

36. Everyone fishing must display a current Membership Badge along with his or her Pennsylvania Fishing License (required of all persons 16 years of age and older). Violators are subject to fines by the Pennsylvania Fish and Boat Commission as well as the POA. 37. Roamingwood Park: Open fishery to harvest fish per Pennsylvania State Fish and Boat Commission Regulations but recommend catch and release. Follow state guidelines with the following exceptions: Exceptions: Use of Alewife and Golden Shiners for bait are prohibited Bass - Cut state limits in half. Therefore: Jan 1 - Apr 17 and Nov 1 - Dec 31: 15’, 2 (combined species) Apr 18 - Jun 12: NO HARVEST Jun 13 - Oct 31: 12’, 3 (combined species) Walleye - NO HARVEST (year round) No harvesting of Walleye or Grass Carp.

38. Fellow members for various recreation activities share the lakes in The Hideout. It is essential that all who fish clean up their sites before they leave. Litter, including bait containers, fishing line and plastic and paper wrappers are unsightly and a potential danger to our wildlife friends.

40. Ice Fishing is not permitted on any of the Hideout Lakes.

41. Dock spaces involve a waiting list for members that, once selected, dock space remains with the member in good standing each year, contingent upon payment of the yearly season rental fee.

CAUTION: ALL FUELING AND REFUELING OF WATERCRAFTS MUST COMPLY WITH BOATER SAFETY HANDBOOK WITH REGARD TO VENTILATION AND FUELING. *****NOTICE***** Effective September 28, 2013 – At the Executive Session of the Board of Directors the Board passed the following resolution to improve our lake water quality as well as boating safety on Roamingwood Lake. The motion reads as follows: To decrease both the noise on and oil pollutions in Roamingwood Lake, Effective January 1st 2014 all new gas powered boats being registered for the first time in the Hideout must be equipped with FOUR STROKE MOTORS. The maximum horse power remains at 90hp! The boat length restriction will remain at 17 foot, but will no longer be measured by the Recreation Department.

Also, to eliminate concerns and confusion on how a boats length will be measured before it can be registered in the Hideout, effective January 1st 2014 all new boats being registered in the Hideout for the first time must present official documentation (copy of title or registration) from the State in which the boat is registered that shows that the boat’s length does not exceed 17 feet. ****Used boats owned by a Hideout Property owner and were previously registered for Roamingwood Lake and are sold to another Hideout Property owner for use on Roamingwood Lake will be considered “grandfathered” and will be exempt from the Four Stroke Motor only restriction. ■

PROPERTY LINE INFORMATION This is a good time to review definitions of property lines, setback, and easements as applied in the Hideout. When you hear that someone has a setback, you usually expect something not so good. It’s a completely different case when the term is applied to property boundaries. Setback Lines actually protect your property!

Building set-back lines are usually intended to govern permanent structures like your house or garage.

What is a Setback? A setback is a defined space in which no structures (as defined by Land Use Code) may be located, except where specifically allowed by the Code. Setbacks are required along front, rear, side property lines and additionally with some “easements.”

How are Setbacks measured? In most cases, setbacks are measured from the property line. However, when measuring a front setback line abutting a public street the setback is measured from the center line of the right of way. Your property line is coincident with the edge of the right of way. Since the right of way can contain unimproved shoulders, you should not assume that your property line is at the edge of the curb or paved edge of the road. Typically, your property line is several feet from the road improvements.

Unlike rights of way, utility access easements do not always coincide with

property lines. The easement may be located partly or entirely on your property.

When a front yard setback is required from an easement located on a property, the setback is measured from the interior edge of the easement.

Are Setbacks required from anything else? In most cases, buildings may not be built over utility easements (e.g., power, water, sanitary sewer, storm sewer, and telecommunications) without written approval from the associated utility. We all have easements on our Hideout property lots. These easements are shown on your recorded plat Land Survey and title report.

How large a Setback is required? That depends on where the property is located and whether the setback is along a front, rear, or side property line. For example, in the Hideout, the following Setbacks are required: Front - 25’; Rear - 25’; Sides - 10’. Also, within these setbacks there are “easement lines” (Front - 10 feet, Rear - 10 feet, and each Side - 5 feet).

Please note that the 25 foot front area starts at your property line, not at the edge of the road. The property line to the road is POA property. Also, in Pennsylvania, only a state licensed surveyor may set the property corners.

What is an Easement? An easement is defined as a right that one party has to

use real estate that is owned by someone else. The rights of the easement holder regarding usage of the property are specific and typically limited. Property ownership or possession is not impacted by an easement. The property owner gives up only defined rights on that portion of the property that is used for purposes of the easement. Common easements are those that are given to public utilities such gas or telephone companies to run lines under/over private property.

Utility easements such as power, phone, water and sewer are examples of easements that benefit the Hideout. Such is the case with RS&W. As a general rule, the grantor of the easement can make any use of that property as long as it does not unduly interfere with the rights granted to the easement holder. Typically, the owner granting the easement cannot build/ place structures or obstructions within an easement area or otherwise hinder access to that area.

A utility easement grants the utility company the right to use and access a specific area of a property. The area covered by the easement is usually clearly defined in the text of the easement, and the easement is attached to the property deed so that it will persist even when the property is transferred or sold. Utilities can request an easement for any number

of reasons. A classic example of a utility easement is an easement which allows the power company to run electrical lines along a property, and to install utility poles if the property is long enough that the lines cannot pass over the property without support. The utility has the right to utilize a strip of land for the lines, and to enter the land to access the lines for maintenance and repair, which can include tree trimming, replacing rotted utility poles, and relocation of any conduits, cables, wires, towers, and poles.

What about these Property Easements?

Every Hideout property has “easements” – legal rights that others have to use parts of a land owner’s property.

Despite their prevalence, easements are often misunderstood and in some instances, people are not even aware that easements exist. As a property owner you can benefit from a basic understanding of easements. That understanding helps you avoid problems (permanent placement of landscaping, trees & shrubs, rock gardens, landscape lighting, fences, etc.) that can arise within the easement area.

By keeping these areas free of plantings or other obstructions, you can enjoy what you have planted without worrying that it may be in jeopardy in the future. ■

Water & Sewer Lateral Repairs Many of the homes in the Hideout are approaching the 20-30-year-old mark. Likely, so are their Water & Sewer laterals that run from the house to the service connection. This is the average lifespan of a water service line.

Sewer lines, generally being made of rigid plastic piping, tend to withstand a heartier lifespan, but are not immune to earth’s ever shifting surface.

Per RS&W Rules & Regulations, the service lines are the responsibility of the homeowner to maintain and repair. With the increasing number of houses in the above-mentioned age range, we are seeing a steady rate of water service line leaks. This often takes a homeowner by surprise, not only emotionally, but financially as well.

A repair / replacement usually consists of hiring an excavator to dig the line and lay a new one. It can become an expensive project. There are not many options available, other than putting aside funds for such emergencies or looking into a Service Lateral Insurance policy. RS&W encourages members to research their options and contact their own Homeowners Insurance Companies to educate yourself.

Unfortunately, most broken sewer laterals can go undetected for a long period of time. Homeowner’s who are notified of an immediate need must respond accordingly and have the lateral repaired. Fines and Fees will be RS&W’s staff is on-call 7 days per week; 24 hours per day. If you have a water or assessed to any noncompliant permits issued in these instances. Lake Township Board of Supervisor Minutes - May 4, 2021

T

he regular monthly meeting of the Lake Township Board of Supervisors was held at the Lake Township municipal building on May 4th, 2021. The Meeting was called to order by the Chairman, Supervisors, Scottie Swingle, Timothy Jaggars and Fred Birmelin were present. The meeting was called to order at 7PM and the Pledge of Allegiance was then recited.

T. Jaggars moved to approve the minutes of the regular monthly meeting held on April 6th, 2021, carried 3-0. F. Birmelin moved to approve the treasury report for April 2021, carried 3-0.

Public Comment: None Subdivisions: None

Correspondence: 1) Lake Ariel Fire Company provided its April Activity Report. They responded to 30 incidents, held 4 trainings, and 3 meetings. They received 1 new member and held a pancake breakfast fundraiser. 2) Maplewood Fire Co provided its April 2021 Activity report showing 39 alarmed responses 29 of them medical calls, they held 4 trainings. Maplewood Fire Co. noted their Annual Chicken Barbeque will be held July 17th, 2021 starting at noon.

Roadmaster’s Report: S. Swingle reported that during the month of April they cleaned up the trucks. They also took the cinder spreaders off. They cleaned brush, swept roads and took the old playground out that was located at the Lake Township building. They placed modified where the building addition will be located. The Lake School logging project had additional

tree cutting at the park area. S. Swingle moved to advertise to Tar and chip and line paint for Bid opening June 1st, 2021, Township roads to be determined, carried 3-0.

Back garage area ceiling project discussed and lighting upgrade. Bid for tin ceiling work, S. Swingle moved carried, 3-0. Gathering prices for excavator rental. Considering skid steer purchase.

Old Business: 1) Bid opening for Playground site work. Bids received as follows: Breymeier Masonry $ 24,200.00 Belles Property Management $ 35,685.00 Roger McKinney Jr. $ 27,200.00 After review T. Jaggars moved to award approve low bidder Breymeier Masonry, carried 3-0.

2) 2021 Road Projects will consist of Tar and Chip and line painting as previously approved.

3) Lake Ariel Fire House front area parking entrance paving. T. Jaggars reviewed the area at the Lake Ariel Fire Company’s building and noted the area needs attention. T. Jaggars moved the Township send out for bid to mill and resurface the area in front of the Fire house from right side property line to the telephone pole on the left side. Bids to be opened at the next Township meeting June 1st, 2021, carried 3-0.

Additional Public Comment: None

S. Swingle moved to pay the bills and approve the payroll and to adjourn the meeting carried 3-0.

Salem Township Board of Supervisor Minutes - May 11, 2021 John Edward Goldman John Edward Goldman, 81, of the Hideout, died May 23rd at his home. His wife of 57 years is Patricia Daniele Goldman. Born in Chicago, Illinois, he was the son of the late Edward and Margaret Rataczjak Goldman. He graduated from Hyde Park High School, Chicago. John was a proud Navy Veteran serving seven years stationed on the nuclear submarine USS Tinosa. He went on to receive his degree as a Metallurgist from the University of Illinois Champaign-Urbana; and was employed for several years with General Dynamics and Curtiss-Wright.

Prior to his retirement in 2000, John and his wife were the owners and operators of Carl’s Hobby Center in Randolph, NJ . He was a member of St. Thomas More Church in Lake Ariel.

Also surviving are two daughters, Laura Price, Hopatcong, NJ; and Linda Foster and her husband William, Jefferson NJ; a son John Goldman, Central NY; and seven grandchildren; Jessica, Brendan, Nathaniel, Caleb, Marlene, Joseph, and Luke.

John was an avid tennis player, although his greater passion was his photography. He was often seen throughout the Hideout with camera in hand waiting for that special image of an eagle or other wildlife. He was a volunteer at Eagle Institute Delaware Highlands and Lacawac Sanctuary.

As a member of the Hideout Wildlife and Forestry Committee, John loved sharing God’s creation through his photos; many of which were taken in the Hideout.

John treasured his retirement years here in the Hideout.

When speaking to his wife one day, he coined this phrase, “We Live Where People Come on Vacation!”

he regular monthly meeting of the Salem Township Board of Supervisors was held on May 11th, 2021. The meeting was called to order by the Chairman at 6:30pm with all members present and the Pledge of Allegiance was then recited. The minutes of the April 13th, 2021 meeting were approve as presented with no comments or corrections a motion made by Vincent Rivezzi 2nd by Robert Wittenbrader with all in favor.

There was no planning commission meeting.

Sub-Divisions: none New Business: 2021 Seal Coat project discussed.

Tar and chip J&J Road new pave area Tar and Chip all new pave from this year. Motion to advertise Seal Coat project for opening at the June 8th, 2021 meeting, noting the right to accept or reject and one road or roads or any one bid or bids was made by Robert Wittenbrader 2nd by Vincent Rivezzi with all in favor.

Old Business: Doug Dipalma noted cleaning up and needs to get direction from the Township. Gary Enslin to contact and go out to review plan.

Received notification of DEP filing for the Neville Trailer Park, also received the Monthly report from the Trailer Park Engineer.

Attorney Treat: None Correspondence: Real Estate transfer tax for the month of April received in the amount of $14064.02. Salem Township is $404,000.00. This amount will be split between this year and next year for potential funding. Requirements still to be

finalized. Non-profit and Volunteer Fire companies are potential recipients for this money. Submittal of Losses needs to be provided to the Township.

Bills were reviewed and with no comments or corrections a motion to approve and pay as presented was made by Robert Wittenbrader 2nd by Vincent Rivezzi with all in favor.

Park Updates: None Public Time: Kim Rickard of Wayne Tomorrow was present at the meeting to provide the Township with information of projects and availability of Wayne Tomorrow for assistance in projects and assistance in community coordination or services and people. They have many projects in the works. Agriculture initiative, community hubs and resource spaces to help getting started in business. Lynn of the Community Library spoke and noted that the Library is available for community help and will be assisting Wayne Tomorrow with a hub area at the Library.

Steve Price updated the Township on the Fire Station building. Slowly coming together working on a lot of little things. Will be meeting with Ledgedale Fire Company to possible work on some purchasing of supplies due to age of existing equipment.

With no other business or comments a motion to adjourn was made by Merel Swingle 2nd by Vincent Rivezzi with all in favor.

The Hideout Human Resources Department hosted a job fair on May 15, 2021 at the Main Lodge. This event turned out to be a success!

Unlike previous job fairs our department has attended this year, the turnout was great with our own members filling some needed positions within the community.

I want to thank our management team; Food and Beverage Manager, Ashley Fonzo, Public Safety Manager, Joseph Kozuch and Patrol Officer, Alex Badiu, Assistant Recreation Manager, Fallon Valentin, Recreation Office Coordinator, Tammi McCabe, Facilities Manager, Dennis Polhamus and Facilities Project Manager, Craig Rafaniello for all their efforts in assisting with this successful event.

Please watch for our pedestrians.

A dangerous condition arises on busy weekends from vehicles parking on the side of the road on Lakeview and Woodpoint Court. Vehicles parked on the side of the road in this location impede traffic and could possibly block access to the area by emergency vehicles. Due to this condition the Board has passed a motion deeming Lakeview and Woodpoint Court “Emergency Access Roads.”

Please observe all signs and Association rules for the safety of our members, guests, and staff.

No parking will be permitted on the side of the road in this area. The Public Safety Department will aggressively enforce this rule. Anyone who parks in this location will be subject to a $125.00 fine and a $250.00 fine for repeat offenses.

GOOD NEIGHBORS CLUB The Hideout Adult Social Group (HASG) believes in neighbors helping neighbors. Although the Good Neighbors Club is a function of the HASG, we are pleased to offer medical equipment to all Hideout residents.

Many people in the Hideout have donated medical equipment which they no longer have need of. These items are now being kept in a storage closet in the Indoor Sports Complex. There are lots of walkers and crutches, some canes, numerous potty chairs and shower seats, a few wheelchairs and a scooter. If you have need of any of these for yourself or if a guest is coming for the weekend and is in need of one for that time period, you may borrow one by stopping in at the Recreation office (570-630-3733), and someone will show you to the storage closet. Please remember to sign out whatever you are borrowing. If you are unable to get to the Indoor Sports Complex, please contact Judy Restaino at 570-698-9840, and she will arrange for you to get what you need.

1 head of broccoli ½ of a small onion – diced 1 cup of mayo 1 cup of raisins or craisins 1 cup of sunflower kernels – not salted ½ cup sugar 2 tablespoons white vinegar

Cut up broccoli into small pieces, discarding stems. Put into larger bowl. Add onion and sunflower kernels and raisins.

Mix together mayo, sugar, and vinegar and then pour over the other ingredients. Mix all together and refrigerate.

This is best if made at least 6 hours before serving.

It may be made the day before. Serves about 10.

Are Cash Offers Better for Sellers?

o matter what your listing price, in today’s strong seller’s market, you may find yourself getting at least one cash offer. I read in a report for the National Association of Realtors, that just in March of this year, 23% of home buyers (including investors) financed their purchases with cash. Real Estate sales in The Hideout are experiencing many cash offers as buyers strategize to become the winning bidder.

Traditionally, cash buyers seem to be either for the lower end housing…house flippers and investors, or the higher end where buyers may not need a mortgage because of an equity loan from their primary residence or home sale… Some receive gifts, loans from family, or simply by virtue of being wealthy. More and more we are seeing the more average home

buyers paying cash as well…sometimes the necessary ingredient to win a bidding war.

In any event, be sure a cash offer arrives with proof of funds to close the transaction. With cash, the buyer either has the money or they don’t. You may have greater confidence in the deal going through…the process is generally faster, you may avoid appraisal and inspection contingencies, and there’s much less to review and sign off on to close the deal so the closing is simpler and smoother.

Even though a cash buyer may seem like your golden ticket, be sure you review all offers carefully, as the cash buyer may not be the best option for your unique circumstances of timing and convenience.

uly 4th is a day when Americans celebrate their independence, but it’s also a day to commemorate two men who played vital roles in procuring that independence. Both John Adams, the second President of the United States, and his successor Thomas Jefferson passed away on July 4, 1826. The two men had an interesting relationship that became increasingly complex as the nation they helped to found developed.

According to History.com, Adams and Jefferson were confidantes in the 1780s. But as time wore on, each man developed a different view of what the United States government should be, creating a rift in their relationship that was only widened by the 1800 presidential election. The men ran against each other in that election, which is still considered one of the more contentious elections in American history. Jefferson ultimately claimed victory, a result so unnerving to Adams that he left Washington, D.C. prior to Jefferson’s inauguration. The two men would ultimately reconcile, exchanging more than 150 letters before dying within hours of one another on Independence Day in 1826. ■
