Board President’s Message

O

n December 5, the Board of Directors held its first ever remote meeting to allow members to ask questions about the proposed 2021 budget. We were pleased to see many using this option given the challenges some may have, myself included, with using Zoom. At various points during the meeting I counted over 50 participants and saw many new faces.

We thank you for your participation and valuable input and questions. For those who were unable to join, a recording of the meeting can be found at The Hideout YouTube page. The Board will continue to meet on Zoom until Governor Wolf loosens restrictions.

The budget later adopted by the Board on December 19 keeps the operating budget flat with a $45 increase, the lowest in the past few years. It is fiscally prudent especially during times of uncertainty with COVID-19. This past year was challenging given a huge loss in amenity income and lower than usual dues payments, which the POA is addressing. While the vaccines have finally arrived, according to Dr. Anthony Fauci, we won’t be able to achieve herd immunity until late spring and that health measures are likely to continue “several months into the second half and beyond of 2021.’

But The Hideout is continuing to serve the membership and quickly adapt to new guidance issued from Harrisburg. As I write this article, Ski Hill staff have been busy preparing for the season as we await our first big snowstorm of the year. We are hoping the storm provides us a solid base of snow to kick-off the ski season, which will be unlike any other in Hideout history.

Like our other amenities, we must continue to follow COVID-19 restrictions imposed by Governor Wolf and the CDC which limits the amount of people on the hill and in the Ski Lodge. Unfortunately, indoor dining is not permitted including the lodge and indoor gatherings are limited to 10% of capacity of the building including staff. Despite these restrictions

the team at the Ski Hill are doing all they can to have a successful and enjoyable season.

We thank you in advance for your patience and understanding.

Due to recent orders by Governor Wolf, the Clubhouse is offering take-out services while indoor fitness activities are prohibited at least until January 4.

While the POA building is closed, POA staff are busy working as usual paying our bills timely, are available to answer your questions and concerns, and are continuing to keep the membership informed through the e-blast, Facebook and The Hideabout.

Maintenance has been keeping our roads cleared of snow and keeping our facilities clean and sanitized.

Public Safety is continuing to respond to calls and perform their life saving responses, despite current challenges.

The Board thanks all Hideout staff for their continuing efforts to keep our community the premier recreational community in the region.

Finally, we would like to thank the Governing Documents and Budget committees for their efforts to proposed changes to the bylaws which you will find in your dues package. If approved by the membership, it amends Article IX, Section 3 Preliminary Budget, and Article X, Section 5 Election of Directors of the bylaws. In essence it provides the Budget Committee, our Financial Manager, and the Board proper amount of time to plan new budgets and makes changes to certain aspects on the Board election process including allowing electronic voting.

Chairman's Message H appy New Year to all.

As we transition into 2021 we carry along a whole new vocabulary of words and phrases. Just a few examples are; wear a mask, six feet, social distancing, 25% capacity, zoom, 50% capacity, work from home, take-out only, limited seating, virtual learning, quarantine. These words will still be with us going into the new year.

Fortunately, due to vaccinations, many of the restrictions may be lifted by the summer or early fall. We can only hope and pray that happens, Many of the previously mentioned phrases impacts everything we do here at the Hideout. Much of the business of the POA is now done remotely. Staff works from home whenever possible. The

Clubhouse and Ski Hill Grill are bounced around between 50% capacity and takeout only. The Recreation Department goes from the gym and programs being open and maintaining social distancing, then closed, then 50%, then closed again. Our Housekeeping Department is constantly working to keep our facilities clean and safe using the latest CDC standards. Our Maintenance and Public Safety Departments have their own safety protocols which they must follow.

Unfortunately, the first half of the new year will be just as difficult as the last 9 months and I want to thank Larry Frotten, his management team, the department

When you read this message, we will have entered a new year. 2020 has certainly given us many challenges and we hope you have successfully met those challenges. The unfortunate pandemic we still confront has provided us with many days of concern and as we all know is still ever present. There is an old saying that says “the things that weaken us today will may us stronger tomorrow”. We hope this is the outlook you have chosen and carry forward into 2021. The 2020 holidays are now behind us and hopefully, they were a time of comfort and enjoyment for you. Spending time with family and loved ones is a remedy for most that pains us. We are in an age that even when we physically cannot be with each other, we can use modern technology for communicating with each other.

We have informed you Governor Wolf has mandated new restrictions in an effort to curb the COVID-19 virus. Our dining facilities have been closed to in house dining. We will continue to offer take out service at both the Clubhouse and Ski Hill Lodge until changes are required as authorized by the Governor or our Board of Directors. The POA office is following the mandate set forth by the Governor where in person business must be suspended and teleworking be used unless teleworking is impossible.

The Hideout has equipped its staff with the ability to telework and therefore the functions of the POA continue unimpeded.

Our Maintenance and Public Safety staff are essential workers and will continue to perform their duties. Our Recreation facility also had to be closed. We have kept the Recreation merchandise shop open during this time as allowed under the mandate. These mandates are in effect until January 4, 2021. Please stay tuned to the various venues where we publicize events and information, TV channel 920, The Hideout Facebook page and of course our email blasts.

This has been a year we will never forget. We would like to take this managers and the entire staff for their hard work and dedication to the Hideout and its membership.

Your Board of Directors is no exception to the list of new words. Board members are working from home too and all open Board meetings are now conducted live via Zoom. If you cannot link into a meeting live, they will be recorded and posted for viewing. Watch for the POA email blasts for more information and links to all open meetings of the Board of Directors. There are two types of open meetings held by the Board. One is a Board Workshop and the other is a public meeting of the Board of Directors.

The next meeting of the Board will be a Workshop scheduled for January 15th at 1pm. Workshops are where the Board receives updates from the Community Manager and other staff, reviews and discusses CMR’s (committee made recommendations), or a presentation

opportunity to thank our faithful employees who stood bravely by their commitment to The Hideout.

They worked tirelessly sometimes facing great risks and performed their duties as we have all come to expect and appreciate. We are all fortunate to have them in service to our community. Our message to staff at Public Safety, Maintenance, Food and Beverage, POA staff, Recreation and supporting staff involved with these functions, thank you and well done.

We commend and say thank you to our many members who let us know their appreciation for all The Hideout staff did during this past year. We are understanding of the tremendous sacrifice placed on our members and we know they understand decisions made were for the benefit of the membership as a whole. We are very grateful for their understanding.

Our staff gets so much empowerment when they are recognized by our members. We value the constructive comments made by our members and welcome them. We recognize that together we can continue to make The Hideout the jewel of Northeast Pennsylvania.

For our new neighbors, welcome.

Many of you have reached out to us and expressed your joy at choosing The Hideout. We know you will find The Hideout to be a place of relaxation and enjoyment offering many amenities and activities that will enhance your stay whether it be as a weekender or fulltime. We encourage you to become involved and assist us in maintaining and promoting our community.

On behalf of all the staff we wish you a safe, heathy 2021. May 2021 be a year full of only pleasant events and a year we will all remember as a year that brought good fortune to all of us. ■ may be made by an outside agency, the Board also reviews and sets the agenda for the next public Board meeting, and anything else a Board member wishes to discuss. By linking into a Board workshop, the membership has the opportunity to listen and observe the dynamics of the Board working for the betterment of the Hideout. While the meeting is public, it is important to remember that this is the Board’s opportunity to discuss items among themselves. Rarely is any public input allowed during a workshop. The membership is encouraged to ask their questions and make their comments during the public meeting of the Board of Directors. The next public meeting of the Board will be live via Zoom and is scheduled for January 23rd at 9am. See you on Zoom.

Public Safety Corner A s we get into the depths of winter I would like to remind everyone about the importance of not feeding wildlife.

The Hideout Public Safety Department is charged with the strict enforcement of the 2016 Board Regulation regarding the feeding of wildlife in The Hideout.

Although the resolution covers all wildlife, special attention will be given to the feeding of deer. This is due to the past deer cull and the possibility of performing future deer culls. Notwithstanding the new increased $1,000.00 fine, there are many other reasons not to feed the deer.

These reasons come directly from the Pennsylvania Game Commission which is the governing agency for whitetail deer in Pennsylvania. According to the Pennsylvania Game Commission, while feeding deer may enhance wildlife viewing, decades of research has clearly shown that supplemental feeding leads to increased disease risk, long-term habitat destruction, increased vehicle collisions, habituation to humans and alteration of other deer behavioral patterns and ultimately the demise of the value of deer and deer-related recreation.

Winter mortality within the deer herd will never be eliminated, its nature’s way of ensuring that only the strongest of the species survive to reproduce. Winter survival is determined by the availability of high quality fall food to ensure fat accumulation and winter thermal cover to conserve energy. By late-fall, deer instinctively reduce their food intake and continue to do so through most of the winter. In winter, deer normally move less and rest more as an adaptation for conserving energy and safeguarding their fat reserves. Activities that increase energy demands, that use those precious fat reserves, are detrimental. Feeding can

lure deer away from protected areas and entice them to move further than they otherwise would, several times a day, often for only a small amount of food or perhaps none at all. Supplemental feeding alters the normal avoidance behavior of deer toward humans. Animals conditioned to human food sources lose their natural wariness and may become aggressive toward people either in protection of, or in seeking human food sources. Feeding sites reduce animals’ home ranges, and deer that are fed continuously can become dependent on supplemental feed. Supplemental feeding also serves to concentrate deer in small areas year after year where animals do serious and possibly irreparable damage to native forage species, which in turn further reduces the carrying capacity of the range and makes deer increasingly dependent upon supplements. High densities of deer at feed sites create increased competition and stress within and among deer and other wildlife.

Social hierarchies prevent the deer most susceptible to starvation (fawns and those that are already weakened) from feeding. Most of the supplemental feed, in reality, is consumed by a small number of deer. Please remember that the Public Safety Department will be performing strict enforcement of this new resolution.

Everyone’s cooperation and adherence on this matter will greatly enhance the quality of life for all of the membership as well as it is in the best interest of our wildlife here in The Hideout. ■

Facilities Corner T he Hideout Facilities and Maintenance team has wrapped up our storm water projects for the 2020 season and will resume work in the spring of 2021. Our Maintenance Department has done an outstanding job with correcting culvert pipe issues as well as swales and drainage ditches within the community the past year. With the increasing number of strong storms our area has received over the past few years, we have been working diligently on correcting the depth of the storm water system to allow these heavy rain events to reduce the damage caused within The Hideout.

Craig Rafaniello, our Project Manager, has identified many issues that The Hideout will be correcting in 2021 and also working with our members to help alleviate the storm water threshold on their properties. Members are still responsible for the culvert pipe and drainage ditches on their property and we ask all members to please clean out those systems from debris so water can flow freely through. It is also important that all members inspect their culvert drainage system and increase the depth of the ditch to 24-36 inches. Most of our storm water issues arise from faulty culvert pipes and underdeveloped drainage ditches. It is vital that all members take a point of action to correct these areas to help your neighbor.

Our Maintenance Supervisor, Jim Aleckna and his team have geared up for the winter and we have all vehicles and equipment ready for all the snow events Mother Nature wants to throw at us. Snow and ice will always be a hazard when driving and moving within our community, so I urge all members and staff to take a careful approach when moving throughout our community and practice safe driving techniques to reduce injury or damage to property, humans, and animals.

Desiree Detres, our Maintenance Administrative Clerk, and our house keeping staff continues to perform outstanding work with the Covid-19 sanitation protocols at all of our facilities.

In December of 2020 The Hideout has purchased 3 ULV disinfecting foggers which have been used to sanitize all of our amenities to create a safer environment for our members and staff.

With the unknown of Covid-19 ending our staff will continue to maintain our facilities and amenities to keep everyone safe.

The Hideout Permitting Department now has online fillable permit applications available to members and contractors to help reduce the flow into our POA Office.

This process will be easier for members and contractors to improve their lots and get the work started sooner. Tina Fairfax has worked extremely hard in getting the Permitting Department in a better position to ensure the permit process is quicker than before. Most of our permit applications are non-fee but must be signed by members in good standings.

Permit applications that require the approval by the ECC before work can be started will also be available online and all other documents can be emailed to the ECC at enviromental@thehideout. us The ECC meets on the second and forth Friday of every month at 9 a.m.

I would also like to introduce our new Permitting Officer Mike Clark. If any member or contractor has any questions in regards to permits Mike Clarks ext. is 120. Welcome aboard Mike. The Public Works Department would like to remind members to use caution when the snowplow trucks are on the roads. It is very difficult for the plow drivers to see pedestrians during an active storm, especially at night. For both your safety and drivers, please refrain from walking on the roads.

Also, please be sure that all personal items such as cars, basketball nets, planters, and people are ten feet from the roadside edge.

Communications Corner W elcome 2021! As we say goodbye to 2020, I pause to remember the positives things this year brought us.

Babies were born, and some became parents, grandparents, aunts, and uncles, maybe for the first time. People married their best friends and reconnected with family and friends that there never seemed to be enough time to do in our busy lives. Parents spent more time with their children than ever, and I believe that many of us are no longer taking much for granted. I know I am not. I hope that we all have a peaceful, rewarding, and, most of all, a healthy and safe 2021.

The Community Relations Department continues to do its best to keep communication lines open between the Membership and Administration.

Facebook is a quick resource to see up-to-date information directly from the Administration. To date, we have over 2,780 members receiving email blasts from The Hideout. January is National Hobby Month.

With so many of us spending more time at home than ever, it has been a great time to begin a new hobby or get back into an old one from our past! Perhaps you already have! Hobbies are known to help relieve daily stresses, while giving

us a break from our everyday activities.

With this in mind, I am asking for anyone who would like to share a picture of their new or old hobby with the membership to send in a photo, and I will feature it in the February 2021 issue. From baking bread to making desserts, painting to ceramics, jewelry making to flower arranging, knitting to needlepoint, share your crafty creations with your fellow members, and maybe it will spark their creative interests too!

The Food & Beverage team hopes you all had a joyous and safe holiday season. As we look back on what 2020 had brought us, we try to remember the positives rather than the negatives. We have realized that when faced with an obstacle, instead of standing still and letting it defeat us we find a way around it, over it and eventually make it through it. The pandemic has taught us to take better care of ourselves, be mindful of how many people you affect when you are sick and continue to work and attend events and to always remember to think outside of the box when someone tells you no.

We are hopeful for 2021 to be a year of opportunities with new events, new menus and time spent doing the things we love; celebrating life’s events with

all of you! We have some great new events on the backburner just waiting for restrictions to change.

Until then we will continue our theme nights and specials!

Current mitigation orders are still in effect until January 4th. We will continue our curbside pickup at the Clubhouse and window service at the Ski Hill Grill. So, come and join us when restrictions lift or order take-out and settle in at home.

s we say good riddance to 2020, one can not help but have cautiously high hopes and expectations for what 2021 will bring. Revalidation for 2021 begins this month. All members will be receiving correspondence containing pertinent documents for the upcoming year, as well as the dues billing statements. In light of the multiple government mandates due to the Corona Virus and the health and safety of our Members and Staff, The Hideout Registration Department would like to strongly encourage our Membership to take advantage of the multiple options your forms and dues payment can be submitted.

Forms can be processed online at www.hideoutassoc.com. There is also the option of mailing your paperwork and payment to: The Hideout POA, 640 The Hideout, Lake Ariel, PA 18436. Forms can be faxed to: (570) 698-9457, or emailed to: registration@thehideout.us. In the event that the POA has re-opened and you choose to complete your transaction in person, please have your completed 2021 membership information form, copies of vehicle registrations, college student identifications, and permanent guest vehicle registrations in hand to alleviate extended wait times.

We also offer a mail-in/mail-out option to receive your 2021 stickers by mail.

This option is available for $7.00.

Your stickers will be mailed to you via Certified Return Receipt.

When choosing this option, please remember to include: the completed membership information form, vehicle registrations, and identifications needed to process your 2021 validation.

2021 dues can be paid by cash, check or credit card. As has been previously announced, the credit card convenience fee has been reduced from $50.00 to $30.00. If choosing to pay dues with a credit card, that can be done by calling the Registration Department: (570) 698-4100 ext. 0. In the event it is after hours or we are closed, please be sure to leave a message and we will call you back.

Lastly, I would like to thank my team, Barbara, Kelly, and Melissa, for doing such a spectacular job keeping everything operating seamlessly during these unprecedented times. They have been invaluable to the Registration Department, the Community, the POA, and most especially, myself. ■

• Churches, synagogues, temples, mosques, and other places of congregate worship are specifically excluded from the limitations set forth above during religious services, these institutions are strongly encouraged to find alternative methods for worship, as in person gatherings pose a significant risk to participants at this time. While this an incredibly difficult recommendation to make, particularly at this time of year, faith leaders must carefully weigh the health risks to their congregants given the immense amount of community spread of COVID-19.

Outdoor Gatherings and Events • Outdoor gatherings and events of more than 50 persons are prohibited.

Capacity Limits for Businesses • All in-person businesses serving the public may only operate at up to 50% of the maximum capacity stated on

the applicable certificate of occupancy, except as limited by existing orders to a smaller capacity limit.

Gyms and Fitness Facilities • Indoor operations at gyms and fitness facilities are prohibited.

• Outdoor facilities and outdoor classes can continue, but all participants must wear face coverings in accordance with the Sec. of Health’s Updated Order Requiring Universal Face Coverings, including any subsequent amendments, and practice physical distancing requirements.

My staff has done an excellent job with such new and creative events. We hosted our first ever virtual tree lighting, a snowman making contest, and a gingerbread house contest. As we hope the guidelines are removed after January 4th we will plan on more of these new events for the future. A new year brings new opportunities and given all that 2020 has thrown at us, change is most welcome.

So, what’s your New Year’s resolution for 2021? If you’re looking for an achievable and cost-efficient new hobby that is not only great for you but also for the environment, consider gardening!

Before you know it, springtime will be upon us and thus, planting season. Be sure to always opt for native flowers, grasses, and shrubs and avoid non-native or invasive species such as Japanese Barberry, which are harmful to our ecosystem. If visiting a local nursery, inquire with the staff about their native selections.

If you still need some additional recommendation’s and guidance, I encourage you to get involved with or contact the Wayne County Master Gardeners based out of Honesdale, Pennsylvania. They can be reached at waynemg@psu.edu and would be happy to answer any gardening questions you might have.

Until the ground thaws out, members could consider taking up birdwatching or outdoor photography to keep busy and continue connecting with nature. Snowy backdrops offer great scenery when snapping some truly beautiful images of waterfowl, songbirds, and a multitude of other wildlife.

Please be sure to stay safe if out and about in the community during these cold months. With the safety of the community in mind and as is indicated in our Consolidated Rules & Regulations, ice fishing is not permitted on any Hideout lake.

As we know, COVID has impacted everyone’s lives in a variety of ways but namely, our business operations here in the community.

We appreciate the memberships patience while we adapt to telework efforts and offer virtual ways of interacting with the community. We intend to continue offering environmentally based educational opportunities via Zoom, so be sure to keep an eye on the events calendar posted via The Hideout website to see what’s coming up and when.

The Common Loon, Gavia immer

W

hile not overly abundant in Pennsylvania, the Common Loon does tend to make guest appearances in states that neighbor the Atlantic coastline.

Here are some facts you might not have previously known about the Common Loon: * Emits a distinctive “yodeling” sound, which is used to identify its territory to other nearby loons. * Is a diver duck, meaning that it forages for the majority of its food underwater by propelling itself with its webbed feet. * Loons mostly feed on small fish, including those up to 10” in length but will also consume mollusks and other small crustaceans along with some types of aquatic vegetation.

* As a duckling, Loons will leave the nest roughly 1-2 days after hatching and can start diving within 2-3 days. Start flying around 10-11 weeks and are tended to and fed by the parenting loons until ready to venture off on their own. * Lay 2 eggs per brood and only 1 brood per year. * Human disturbance during the summer months have resulted in quite an abundance of loon nesting habitat along lakes and due to climate change, is projected to lose much of its breeding range.

Lastly, Spotted Lanternfly is still a real threat to The Hideout and our forest ecosystem as well as ornamental plantings. While SLF has been overshadowed by the COVID pandemic, this highly invasive insect continues to linger on the outskirts of our community and Wayne County. If you ever suspect SLF on your property, please try to capture it in a jar or other storage vessel and contact me at rhill@thehideout.us or ext. 122. ■

s winter weather hits Wayne County, so does the excitement for winter sports! From hitting the slopes on skis and snowboards to enjoying ice skating or a game of hockey, or just finding a good hill to do some sledding with friends - there are a few key safety tips to keep in mind.

As with any activity, proper warm up and stretching is important to reduce muscle strains. Muscles get tighter when the temperature drops, and your blood vessels contract. Spend more time on warm up exercises than you normally would. Due to the cold, your muscles are tighter, so they need more time to loosen up. Also, focus on the muscles that will get the most use in your activity. Some other common winter injuries are sprains, strains, fractures and dislocations.

Protective gear for each sport is also very important. Wearing a proper fitting protective helmet can help reduce any head related injuries in most of these sports. Skiers should have bindings adjusted every year. Snowboarders should wear gloves with built-in wrist guards, and use hip and kneepads.

Taking regular breaks is also important in injury prevention. Muscle exhaustion will put you at risk and increase the chance of injury. Knee injuries are some of the most common winter sports injuries, not just because they can occur in any sport, but also because there are so many different ways to get hurt that affect the knees. Skier’s thumb, shoulder injuries and elbow injuries are also some of the more common injuries caused by winter sports.

Physical therapy is a key treatment to getting you back in the snow! Remember, treating an injury sooner than later will usually get you back to your sport faster!

Board Meeting Minutes - December 5, 2020

Call to Order: 9:00 a.m.

Quorum: Yes Present: Richard Yocum, Chairperson; Andrew Miller, President; Michael Terranova, Vice President; Marie Krauss, Treasurer; Louis Delli Santi, Secretary; Jerry Restaino, Director; and Paul Spiese, Director.

Pledge of Allegiance

Board President Andrew Miller thanked everyone for attending the first Zoom meeting of the Board of Directors and their patience and understanding as some members and Board Members learn how to navigate Zoom meetings. Zoom meetings are being implemented under the Governor’s decrees on gatherings and teleworking and The Hideout hopes these meetings will encourage member participation. Andrew thanked the membership for social distancing and wearing masks and asked that these efforts continue. The Governor’s most recent order affected people coming from other states requiring negative testing or quarantining, remote work for employees unless impossible such as Clubhouse, Recreation, Public Safety and Facilities, and limited public gatherings to 10% of the occupancy rate. These are being adhered to as they are Pennsylvania mandates and also for the health and safety of members and staff. The Governor’s mandates and health indicators will be followed and updates made accordingly.

Andrew thanked the Board, Larry Frotten, and staff for their diligence in performing under adverse conditions concerning COVID. The POA is fully operational working remotely. Maintenance Department has been busy with stormwater efforts and sanitation and cleaning efforts. Public Safety continues efforts on member issues. Food and Beverage works to remain open. The golf simulator is a great addition to Recreation.

Andrew also thanked Jerry Restaino and the Governing Documents Committee for their efforts in amending the Bylaws for electronic voting.

Chat box and raised hand feature may be used by members to ask questions.

Please provide name and lot number when asking a question. Andrew thanked Ryan Hill for support in familiarizing the Board with the use of Zoom.

1. Approval of Minutes: 20-65 MOTION RESOLVED THAT the December 5, 2020 Board Meeting Agenda be approved.

Motion made by Michael Terranova, seconded by Andrew Miller, and passed 7-0.

Rick Yocum indicated that Motion 20-72 is set up for full approval or rejection of Committee Members without the option to vote yes or no on each appointment of

members. Michael Terranova indicated that this could be tabled for this time and pick it up at a later date.

Paul Spiese approved. Jerry Restaino agreed with Michael’s proposal.

Ski Hill. Six chair lifts are being sent for x-rays as part of the inspection process.

The private inspector has regrettably passed away after the initial inspection and the owner of the company used the inspector’s notes to complete the inspection. The Ski Hill is aiming to open.

This is an expensive amenity with and largely subsidized.

2. Board of Directors Comments: Rick Yocum thanked Board members for their efforts to get this meeting together and Ryan for his assistance in making this possible. Rick advised that questions from members will be limited to agenda items as the Agenda was posted on The Hideout website. At the end, members can ask general questions.

3. Management Reports: (Questions or Comments will be taken after each report- limited to 5 minutes each) a. Financial Manager, Debra Tramantano Debra Tramantano welcomed everyone joining the meeting. As of the end of November, there are 3,437 lots paid in full. There should be 3,500 paid in full through December to meet projected budget. 58 in the month of November.

There are 183 lots on payment plans and those payments have been coming in so we are confident that it is possible that the remaining 63 lots will pay in full in December. As of the end of November, the following funds are in the accounts: $263,380 in the Operating Account $2,151,739 in the NBT Wealth Operating Account $4,427,721 Wealth Capital Reserve Account $333,744 in Wealth Capital New $7,176,584 total funds available.

In December there will be three payrolls and normal operating expenses leaving an anticipated $1.4 million operating to carry over into 2021. The carryover is higher than normal due to postponing capital projects due to COVID. The capital reserve funds were not touched so far this year. Receiving the Payment Protection Loan of $801,000 helped this year to supplement amenity loss from closings. Year to date income of $633,958 in transfer fees from 345 improved and 25 unimproved lots which income was budgeted at $325,000. b. Community Manager, Larry Frotten Larry Frotten reported that through the year The Hideout has remained as safe as possible while opening amenities when possible. The Hideout, like all of Pennsylvania, must follows Pennsylvania laws and the Governor’s decrees. With

Environmental: The independent inspection report recommends a bacterial treatment for tent caterpillars at a cost of approximately $6,000 as opposed to the $85,000 budgeted cost for gypsy moth spraying.

Budget: The budget is on track.

Emergency repairs to equipment were made without additional reserve expenses.

The carry-over funds will be adequate to sustain The Hideout for the first 3 months of 2021. Larry encouraged the use of open amenities such as Ski Hill Grill, Clubhouse and Recreation. Employees have been innovative to create methods to increase income and reduce expenses to members.

Facilities: One employee left for a more lucrative offer that The Hideout could not match. Dennis Polhamus was promoted from within and is doing a fabulous job. One maintenance employee was promoted to Permit Officer and his maintenance position was filled with a new hire. The Maintenance staff is an excellent team and worked diligently to accomplish much needed stormwater mitigation. Two fogger machines were purchased for sanitizing. A new employee was hired for equipment maintenance. All equipment is now up-to-date and ready for use.

Public Safety: There is an increase in traffic violations so Public Safety will increase patrol and enforcement of traffic.

The Hideout is not in the business to fine, but to promote safety. Larry thanked the membership for their adherence to the requirement to wear masks.

(Questions or comments with regard to Unfinished Business) Lot 2584. Member questioned status of cover over pool which can be paid for with a fee for use or membership such as $300.00 a quarter as charged by Woodloch Pines. Larry indicated that the structure would cost anywhere from $30,000 to $400,000 and this is still being researched because the chemicals quickly erode the structures.

Lot 1706. Member questioned the use of electric vehicles and their use on the golf cart path as there is no regulation prohibiting this and he would still be willing to pay the golf cart fee so The Hideout would not lose income. Larry indicated

that this item is open for discussion and the Golf Manager needs to be consulted on this matter. Some concerns include the repair and maintenance of the golf cart path, liability and possible damage to the course if the vehicle is driven off the path and a concern of liability. Lou also indicated that another issue is that there are no motor vehicles on the golf cart path and LSV or electric vehicles are motor vehicles according to the DMV. Lot 1199. Member asked if the 1.4 Million in the accounts and the operations carryover contains the PPP loan and repayment. Debra Tramantano, Financial Manager indicated that the PPP is included in this amount. There is an anticipated 100% loan forgiveness for the PPP and payroll expenses used the full amount of the loan. December 16th Debra will meet with NBT Bank regarding the loan forgiveness application.

Unidentified Lot. Member raised concerns about the condition of the outdoor tennis courts. Larry reported that repairs to the tennis courts were budgeted for this year, but with the loss of amenity income, the repairs were rescheduled to next year with cleaning performed this year. Member raised concerns about non-notification of a COVID case in the tennis lessons. Larry indicated that legal counsel recommended against notification because of privacy laws and that the individual was always safe, wearing two masks, keeping minimum six feet social distance and not sharing equipment.

Lot 2584. Member requested a sail boat club funded by The Hideout to create income. He offered to give the lessons and provide the boat in exchange for a place to work on the boat and insurance.

Larry indicated that this was discussed previously and it was determined that there was not enough interest in sail boating, but this is still an option open for discussion with Recreation.

Member questioned if the Ski Hill is open to the public. Larry reported that due to the limited size of the amenity and under The Hideout governing documents, the Ski Hill, like all amenities, is open for member and member guest use only.

4.Unfinished Business: 20-68 MOTION RESOLVED TO approve the unbudgeted capital expense of an increase of $6,000.00 to the budgeted $30,000.00 for the purchase of a dump truck with the additional funds being offset by the sale of the dump truck currently owned by The Hideout.

Motion made by Michael Terranova, seconded by Lou Delli Santi, passed 7-0.

Larry Frotten reported that the Facilities Department was searching for a small dump truck. There are two large dump trucks that are not as maneuverable on The Hideout roads. Truck 6 needs significant repairs and an equipment trailer was replaced last year so these are being continued on page 40

----------------------------------------------------------------------------------November 30, 2020 Joseph Kozuch Public Safety Director Sir, I am writing this letter to commend the men and woman of the Hideout Public Safety Department who responded to Northwood Terrace on the evening of November 29, 2020.

My wife and I responded to our neighbor’s call that her husband was lying in the yard, unresponsive. We directed her to call Public Safety and we began administering CPR to her husband who was still not responding. I called 911 also, and within a few minutes, Hideout Public Safety Department Officers arrived.

The officers, who I regretfully cannot name, immediately took over the scene without hesitation. They knew exactly what to do, how to do it, and had the necessary emergency medical equipment. The officers worked and assisted the ambulance when they arrived to transport.

Sadly, all attempts to revive him were in vain, but the professionalism that was exhibited by your/our Public Safety Officers should not go unnoticed. I commend both you, and your staff for their dedication and training.

My husband suffered what was later identified as a fatal heart episode on Sunday November 29, 2020 at our home on Northwood Terrace.

The Hideout Patrol arrived in a timely fashion and sprang immediately into action. Securing the street and immediate area. My dear and skilled neighbors had begun CPR and were relieved by the Hamlin Ambulance team when they arrived on the scene. Public Safety and the Ambulance Squad worked together like a well-oiled machine. All working feverishly to aid my husband.

Although their tireless efforts did not result in a successful outcome for my husband, their actions on his behalf were, in my humble opinion, nothing less than heroic.

I am grateful to all those that responded in assistance from the North Gate Dispatcher to the Public Safety Officers, to the EMT’s. I cannot thank you all enough.

Hideout Domestic Pet Policies 1. Pets must be licensed, inoculated, leashed and kept under owner’s control at all times.

2. Dogs may be off leash when at the Dog Park Amenity.

3. To use the Dog Park Amenity, dogs must be registered annually.

4. It is the responsibility of the owner of the pet to clean up and remove animal excrement of their pet.

5. Dogs are only allowed at the Dog Park and Walking Trail, if they are registered with the POA, the owners pick up after their pets, and they are leashed at all times with the exception of the Dog Park.

(Exception: Guide Dogs) 6. It shall be a violation of Hideout Rules for any property owner, including their family, guests or renters to shelter or maintain more than five (5) pets (Dog and Cats combined total) on any Hideout property/dwelling lot unit. All puppies and kittens over the set limit of five (5) shall be properly removed by the tenth week of birth. a. All pets must be registered (NonFee) through the Hideout POA on a annual basis (see annual POA Registration Form). This registration does not pertain to the Dog Park amenity. Winter has arrived and many of you are anxious to get out on the slopes.

In December we were hit with Winter Storm Gail and many of you were wondering if the Ski Hill would open after the storm. While 18” of natural snow seems like an awful lot to most of us, especially when it needs to be removed from our driveways, the simple answer is that it really isn’t enough of a base for skiing. This is because there is a difference in the structure of machine-made snow versus natural snow. Natural snow is much more delicate, lighter and fluffier than machine-made snow.

Approximately 6 inches of natural snow is only equal to one inch of the machine-made snow. Natural snow is really great for skiing on, but won’t stick around as long as the machinemade stuff. Making machine-made snow is a complicated process with many variables. Snowmakers take into account the temperature, humidity, precipitation and the type of snowmaking system they have available to them. When all of the conditions are right you will see snow

being made on the hill.

We were all hoping that COVID would make a miraculous exit from our lives however, that has not happened. We are still dealing with restrictions and in some ways they have gotten even tighter. Currently, the Ski Lodge is only open for patrons picking up take-out orders from the Ski Hill Grill. Unless this is lifted on January 4 (fingers crossed) the Ski Lodge will be able to be used for restrooms and take-out only. Our other buildings are still operating at reduced capacity and we will all still be wearing masks. Due to the close contact of instructors and their students, lessons will not be offered this season. Chairs on the Ski Lift will be single riders only, with the exception of parent and child riders.

The Ice Skating Rink will be closed for the season. Reservations will still be required and can be made by visiting The Hideout webpage and filling out the Reservation form or by emailing skihillreservations@ thehideout.us. Please visit the website or facebook page for up to date information. ■

J A N UA RY 2 0 2 1 H I D E A B O U T N E W S PA P E R - S E C T I O N 2 The Hideout Santa 5k Run/Walk - December 5, 2020 By: Katy Foley - Recreation Programmer The Hideout Santa 5k Run/Walk December 5th, 2020 37-degree weather didn’t stop Hideout members from running and walking 3.1 miles around the North Section of The Hideout on Saturday, December 5th! The Hideout Recreation Department hosted their annual Santa 5k Run/Walk which started and ended at the Clubhouse. The course winded through large hills along Chestnut Road, down Navaho and back past the Golf Course. Hideout Security trailed behind the race and everyone successfully crossed the finish line.

People of all ages participated and even some staff members joined in on the fun. Families, friends and four legged pets watched from the sidelines and helped cheer the runners on. The first-place female runner is a collegiate cross-country runner who ran way ahead of the crowd from the early beginning. The first-place male finisher is a 17-year-old runner who ran alongside the collegiate athlete and managed to finish with a six minute, thirty second mile pace. Congratulations to you both! Some participants wore Santa-themed attire and all were given festive hats, a personalized completion certificate and a meal voucher for a delicious spaghetti and meatball dish from the Clubhouse. Participants will also receive a t-shirt for completing the race from the Recreation Department. Thank you to all of the runners and walkers that made our event a success! Please come by Recreation to pick up your shirt. We are open from 8 a.m. to 8 p.m.

The Hideout Tree Lighting Ceremony - December 12, 2020 By: Katy Foley - Recreation Programmer The Hideout’s 6th Annual Tree Lighting Ceremony was held on Saturday, December 12th right on the South side lake at Roamingwood Park. With the new Pennsylvania restrictions set in order by Governor Wolf, the Recreation Department had to plan a virtual Tree Lighting Ceremony in lieu of a community gathering. The event was streamed via Facebook Live, and over 60 community members logged in to view the sixteen foot tree being lit for the first time this season. We truly missed our members this year and were excited to see so many online interactions. We know how much the ceremony means to our community and we hope that next year we are able to hold a normal, Hideout Tree Lighting Ceremony.

The Lake Ariel Fire Department arrived at 6 p.m. to count our staff down for the holiday lights to turn on. We appreciate everyone’s understanding while we do our best to keep some normalcy in The Hideout in terms of events, especially when it comes to traditions. We also want to thank The Hideout Maintenance Department for supplying one of the largest trees we’ve ever had!

Please continue to stay safe, feel free to visit our tree at Roamingwood Park and donate an ornament if you wish! Happy Holidays from The Recreation Department. ■

Article IX Financial Management Sections 3: Preliminary Budget Proposed Bylaw Amendments In an effort to simplify and expedite the budget process, while ensuring continued transparency and timeliness budget process, the following changes are recommended by the Governing Documents Committee and P.O.A. Board of Directors for the benefit of the membership: SECTION 3, PRELIMINARY BUDGET CURRENT PROVISION: Section 3. Preliminary Budget

There is no requirement that all votes to which a member is entitled be cast; however, any ballot with more than one vote per Director or more votes than the number of open positions will be disqualified. The person(s) receiving the most votes will be elected to the vacant position(s). b) The Nominating Committee shall consist of five (5) members: i. Three (3) members in good standing elected by the membership at the Annual Meeting. In the event that all three (3) positions are not thereby filled, the remaining positions shall be appointed by majority vote of the Board of Directors for member(s) in good standing who are not currently serving on the Board. Such appointment(s) shall be made within sixty (60) days of the Annual Meeting. ii. Two (2) members, currently serving as Directors, shall be appointed by the Board. One or both of these shall have at least one (1) year’s experience as a Director. The Board shall make these appointments within sixty (60) days of the Annual Meeting. iii. The Nominating Committee shall, by majority vote, select one of the elected members as its Chair no later than the adjournment of the Committee’s first meeting each year. Said Chair shall not be a Director. By March 15th of each year, the Nominating Committee shall submit to the Board of Directors, for its approval, the Election/Campaign Rules and Guidelines.

Petition, as hereinafter provided. d) By April 15th of each year, any member in good standing seeking nomination by the Nominating Committee shall, via the POA Registration Desk or the POA Executive Assistant, file with the Secretary of the Association a personal statement of candidacy for election as a Director for the term beginning immediately upon the adjournment of the next Annual Meeting. All candidates seeking such nomination must sign the Affidavit approved by the Board of Directors on November 19, 2017 and shall abide by the stipulations therein. e) Commencing on April 15, 2020 and for each subsequent year, any member in good standing seeking nomination by petition shall, by May 15th, file with the Secretary of the Association a petition of personal candidacy endorsed and signed by not less than fifty (50) different voting members (one per Lot) in good standing; however, no member, regardless of the number of Lots owned, shall sign the petition more than once. The Secretary shall certify the validity of all signatures. Should a candidate’s petition be determined to have an insufficient number of valid signatures, that candidate’s name shall not be placed on the ballot.

All candidates by petition must sign the Affidavit approved by the Board of Directors on November 19, 2017 and shall abide by the stipulations therein. REASONING: The option of electronic voting has been added to encourage member voting.

Clarification is made to the candidate process to insure that all candidates are in compliance with the requirements in a timely manner to ensure eligibility for inclusion on the election ballot. The two Board of Directors as voting members of the Nominating Committee was changed to one nonvoting liaison to avoid any perception of favoritism in the election process. ■

Since our Zoom meeting was quite successful, going forward we will be scheduling them for the second Tuesday of every month.

A Message from the Communication Committee to Members of The Hideout

T

he Communication Committee of The Hideout’s mission is to enhance dialog between POA members and various departments within The Hideout.

Committee reviewed the summary provided by Tree Savers, LLC. based on their Hemlock Woolly Adelgid (HWA) inspection that occurred in early November. Observation for Winter 20202021 indicated HWA populations above 50% and needle drop below 25% among other variables.

Ended up ordering 21 different species types in varying amounts depending on what quantity they had in stock and to try and obtain a good variety of options that would do well in either moist sites or dry sites. Should receive that order in either late December or early January, along with a display stand. Committee will need to determine distribution date, advertising options, logistics, and if we want to conduct an additional, smaller order or not in Spring ‘21. Total of 965 seed packets ordered so far.

Community/Feral Cats: Ryan discussed that C Alley Cats was highlighted in the December Hideabout newspaper as having processed 39 cats, with 20 of those being kittens which were put into foster care and are up for adoption. As for adults, 19 were treated and returned.

Hemlock Trees at Roamingwood Park:

Committee discussed that HWA populations are back on the rise, which can be attributed to last winter’s mild temperatures. Tree Savers Inc. stated that overall, hemlock health is looking really good with minimal needle drop.

Winter fertilization was completed and next time they are on site, they’ll release predatory beetles in Spring ’21. HWA brochure will be updated to reflect these new stats.

Spotted Lanternfly: Ryan indicated that there are no real updates in the Entomology world on SLF. The 6 SLF signs have received the magnets that showcase the egg masses. To date, 26 PA counties are SLF quarantined, with more likely on the near horizon which will almost certainly include Wayne County.

Geese Management:

Ryan is still attempting to lock C Alley Cats in for a Zoom educational forum either in December or January.

No updates. Won’t revisit till Spring ’21 with Palmyra Wildlife. Currently solidifying 2021 contract.

Ryan has revitalized the 2021 contract with C Alley Cats to reflect transition from “pilot phase” to full “TNR program”, has been approved by Hideout counsel.

Committee discussed that 1 antlered deer was harvested over at the Miller Road DMAP parcel during the regular firearms season. No DMAP tags were filled at this DMAP parcel or at the campground DMAP parcel. All hunting efforts are being done in accordance with the 2020-2021 PA Game Commission’s rules and regulations for the harvesting of deer and is being completed on land not within the community, but on parcels of land approved for such activities that are owned by The Hideout adjacent to the community.

Cedar chips still need to be refreshed in late December. Ryan explained that he will try to document/video the process and add to the environmental Instagram page. Ryan is still exploring if we are able to acquire some materials to construct additional nesting boxes, which would be donated to Wildwood Hunting and Fishing Club. Ryan has spoken with the woodworker’s club and they are reviewing the possibility of assisting with 3 boxes to be constructed. If they are unable to assist, the boxes will not be able to be made this season. Increasing wood duck habitat at Wildwood Lake would benefit The Hideout since the ducks would overlap between our property and theirs in search of food, open water, and mates.

Gypsy Moths: Ryan elaborated that the NGMMG conducted their Fall 2020 analysis of the 98 sites and that they indicated that no spraying is needed for Spring 2021,

Ryan explained that the Nature Trail sign re-design is still on his to-do list, as well as planning efforts for Spring 2021.

A small budget has been approved for nature trail upgrades and educational signage. One member has even donated some wooden walking platforms that will be integrated into the trail system near traditionally muddy/wet zones.

Native Vegetation Meadow/Deer Exclusion Zone: Ryan discussed that we are looking at mowing down the native vegetation area in March – May of 2021, 2 or so times to help combat the invasive bindweed that unfortunately took root this past season. He will flag out blueberry bushes now so its known where they are come springtime. Lots of deer browsing pressure has occurred on the blueberry plants outside the fenced zone.

New Business/Comments/Questions: *Laura has been working on our National Wildlife Federation components, including a new brochure between us and NWF. Laura went on to elaborate on some of the many other items she’s working on via NWF and the 11 common areas we got certified + the brochure she created.

2 certified wildlife habitat signs should be arriving shortly and will be put up on display at Tract 29 as well as near Deerfield. Our IT Manger is working on running a report to confirm the total number of full time/year-round residents in the community which will help the NWF determine some of our remaining requirements for the approval process.

Laura requested that the National Wildlife Federation be documented as a standing discussion point for all future meetings to which the committee agreed.

Will be conducting 2 deer surveys and then assembling a summary report for the Board of Directors to review and vote if a Spring 2021 deer removal operation will occur or not if recommended by USDA and the Wildlife & Forestry Committee + Environmental Manager. Current deer population from Spring 2020 was at 68.4 deer per square mile. A healthy forest and deer herd should be between 10-15 or 20 deer per square mile. *Ryan discussed that the 2020 Bat Drawing Contest winners were provided with their bat boxes. Nice article was written up in the December Hideabout showing all of the submissions and the drawings are all on display on the front door of the POA. *Committee discussed that approximately 400 (18 Gallon) green colored recycling bins were purchased and that they are currently for sale at the Recreation Center and the Maintenance Complex for $15.00. Included with each bin are 8 National Wildlife Federation flyers.

PEDESTRIAN SAFETY

To stay safe walking, follow these rules of the road: 1. Walk Facing Traffic When Walking on the Side of the Road If there is no sidewalk and you must walk on the side of the road, choose the side where you are facing oncoming traffic. In North America, this is the left side of the road. This gives you the best chance to see traffic approaching closest to you and take evasive action when needed.

2. Walk Single File When Not Separated from the Road Unless you are on a sidewalk separated from the road or you are in a wide bike/ pedestrian lane, you should walk in single file. This is especially important on a road with lots of curves and where traffic has only a split second chance of seeing you before hitting you. While it can be enjoyable to walk down the road two to three abreast chatting merrily, drivers don’t expect it and you may lose your best walking buddies.

3. Stay Aware of Bikes and Runners Share the road and path with bikes and runners. Bike riders should alert you when approaching from behind with a bike bell or a “passing on the left/right.” Listen for them, and move to walk single file, allowing them to pass safely. Runners should also call out for passing. Bike-walker collisions can result in broken bones or head injury for either—and you aren’t wearing a helmet.

4. Be Visible Wear bright colors when walking. When walking at night, wear reflective clothing or a reflective vest to be visible. Drivers are often not expecting walkers to be out after dark, and you need to give them every chance to see you. Be just as cautious at dawn or twilight, as drivers still have limited visibility or may even have the setting or rising sun directly in their eyes.

5. Be Predictable Make a practice of staying on one side of the path while walking rather than weaving randomly from side to side. Watch your arm motions, or you may end up giving a black eye to a passing walker, runner, or biker.

6. Keep the Volume Down Don’t drown out your environment when listening to music with your earbuds or headphones. Keep the volume at a level where you can still hear bike bells and warnings from other walkers and runners.

7. Hang Up and Eyes Up Distracted walking due to chatting, texting, or playing games on a mobile device while you walk is as dangerous as doing those things while driving. You are distracted and not as aware of your environment. You are less likely to recognize traffic danger, tripping hazards, or passing joggers and bikers. Adopt habits that can keep your phone in your pocket, or at least make it a practice to stop in a safe place to complete your phone tasks before moving on.

8. Walk Dogs on Short Leashes It is terrifying and tragic to witness dogs running out in to traffic or getting into a fatal dog fight, whether on leash or off leash. But when walking your dog on a long leash there is also a danger that you will trip other walkers or bikers. You will keep your dog safer as well as those who pass by you if you use proper leash walking etiquette.

9. Know When to Stop Walking Heat sickness, dehydration, heart attack, or stroke can strike walkers of any age.

Learn the symptoms of medical emergencies and carry a cell phone to dial 911.

Even if you are a seasoned and well-trained walker, you may experience one of these problems and need to cut your walk short. Encourage your walking friends to stop when they show any concerning symptoms.

10. Be Aware of Stranger Danger Street safety is a concern for many walkers. Choose your walking route for paths frequented by other walkers, joggers, and bikers. If you see someone suspicious, be prepared to alter your course or go into a store or public building to avoid them.

Acting alert and aware can convince bad guys you are not an easy target.

Any individual obtaining a temporary hanging pass, at any of our gates, must provide the officer:

1. a valid state driver’s license

2. a valid state vehicle registration

3. a license plate number in order to obtain a pass.

HAMLIN LAKE ARIEL ROTARY Your Rotary club has been hard at work trying to keep the good deeds going amidst another near-shutdown. Our in person meetings have gone virtual to keep everyone safe. Thanks to ZOOM, we are able to keep in touch.

Volunteers from our group assisted Salem Township, the Masons, and Western Wayne School District in assembling food baskets for local families. Included were canned vegetables, stuffing, potatoes, bread, milk, cereal, cocoa, and even a Turkey! Each family received large bags with enough food for a week. The food was distributed by the district just prior to Thanksgiving.

In early December we adopted a family for Christmas as we do every year. This year were able to fulfil the Christmas wishes for a local mom and her 5 children. We also worked with KidCareGivers to distribute puzzles to Victims Intervention Center. We also donated 200 shopping bags to the WWSD Christmas food drive.

Understanding weather emergencies

W

eather emergencies can happen at any time of year and in any part of the world. Learning to recognize the most common weather hazards can help people confront adverse weather situations more capably.

High temperatures High temperatures are experienced during the summer in many parts of the world. Heat waves occur when high temperatures stick around for two or more days, advises the National Oceanic and Atmospheric Administration. To qualify as a heat wave, temperatures have to exceed the historical averages for a given area. Highpressure systems trap air in one place as it warms, leading to a heat wave. While heat waves may not seem especially dangerous, the NOAA says they kill more people than all other weather-related disasters combined.

Floods A flood is a major weather hazard that is caused by heavy rainfall over a given area in a short period of time. During a flood, water does not drain quickly enough. Flooding occurs rather suddenly and has the potential to cause loss of life and property damage. Raging torrents of water can form and rip through anything in their path, states the National Weather Service. Flooding is dangerous while it is happening,

but also afterwards, as live wires, waste and debris can pose their own hazards.

Hurricanes Hurricanes are destructive and dangerous storms that may be referred to as “cyclones” and “typhoons” in other parts of the world. These storms cause high winds, flooding, heavy rain, and tidal surges. Unlike some other storms, hurricanes can be tracked for days prior to making landfall. That means people have ample time to take the necessary steps to stay safe when they’re in the path of a hurricane.

Tornadoes Tornadoes form a concentrated, highly volatile and rapidly rotating column of air that is in contact with both the surface of the Earth and a cloud. National Geographic says their winds may top 250 miles per hour and affect pathways up to a mile wide and 50 miles long.

Tornadoes have been reported in various countries, but are most often seen in the United States.

Additional weather hazards include earthquakes, blizzards, wildfires, mudslides, and even run-of-themill thunderstorms. Understanding storms can help people recognize the appropriate measures they can take to stay safe should they find themselves in the line of an adverse weather event. ■

The many ways walking benefits your body

ife changed dramatically in 2020. When the World Health Organization declared a COVID-19 pandemic in March 2020, hundreds of millions of people across the globe were forced to change how they go about their daily lives, including how they exercise.

Health-conscious adults accustomed to exercising at local gyms had to find new ways to exercise in the wake of the pandemic.

Many gyms were forced to close in areas hit hard by COVID-19, and that left many people without access to fitness equipment like weights and cardiovascular machines. Resilient men and women soon found ways to exercise, and many of them embraced walking.

Though walking might not provide the same level of intensity that fitness enthusiasts are accustomed to, the Arthritis Foundation® notes the various ways walking benefits the body. · Walking protects against heart disease and stroke. Walking strengthens the heart and protects it against heart disease. The AF also notes that walking lowers blood pressure. In fact, post-menopausal women who walk just one to two miles per day can lower their blood pressure by nearly 11 points in 24 weeks, while women who walk for 30 minutes a day can reduce their risk of stroke by 20 percent. · Walking strengthens the bones.

New York-based Plancher Orthopedics and Sports Medicine notes that walking can stop the loss of bone mass for people with osteoporosis. In addition, post-

menopausal women who incorporate 30 minutes of walking into their daily fitness regimens can reduce their risk of hip fractures by 40 percent. · Walking can extend your life. Larry indicated that golf had a questionable, old system. The company contracted is a preferred vendor who The Hideout is working with to establish a maintenance contract. The old system was not worth fixing and may have been dangerous. The price was in line with the work and materials. The heating system will be propane as opposed to oil for additional savings.

20-70 MOTION RESOLVED TO approve the unbudgeted expense of $6,639.68, the lowest quote, for an outdoor curtain enclosure for the Outdoor Sports Complex to extend the use of the outdoor facility in light of COVID indoor gathering restrictions.

Larry stated that this purchase was to get extended use out of the OSC and allow more people to participate in meetings and events. After the contract to purchase the sides to the OSC, the restrictions for COVID changed and outdoor space was defined as an area with three open sides.

This is still a good purchase as it provides additional protection from the elements for stored equipment in the winter and will extend future use. The item can be installed in-house.

Lot 2585. Member questioned moving the Workshops to a more convenient date and time. Michael Terranova indicated that this could be reviewed for the future needs of the Board, but staff put a lot of effort and time into the schedule to avoid scheduling conflicts.

The proposed budget presentation to the Budget Committee will be June 30 and the Board vote will be in September. The third change allows for electronic voting and requires Board candidates a deadline to sign required documents. (General Comments and Questions)

Cell Tower: In response to a member question, Larry stated that improved cell service is an ongoing process. The Hideout is handicapped by political issues and cell carriers for this project. Larry met with Representatives and Commissioners.

A Petition will be started. Getting carriers to install antennae is the issue and not the cell tower. Michael reported that he is still in contact with Crown Royal, the premier cell tower builder who also secures providers. He provided GPSS coordinates for some recommended sites and with the help of Kelly Vaccaro provided the street addresses. The representative indicated that COVID is a factor, but this is not a moot item.

North Gate Entrance: There are plans for the water pooling at the North Gate entrance, but the main lines are going under this area so a trench is risky and may cost $26,000 to send the water across the road. There is the option to shovel out a hole and go from there or raise and tilt the asphalt, but this is costly.

Frost will be an issue soon and Penn DOT approval is required because it is along a state road.

Tiki Bar: The plan is to open the Tiki Bar next season and the Food & Beverage Department is working towards this with staffing in mind. Staff is being recruited to share the work at all Food & Beverage amenities.

20-74 MOTION RESOLVED TO accept the Governing Document Committee’s recommendation to approve the proposed Bylaw Amendment for Article IX, Section 3 Preliminary Budget, and Article X, Section 5 Election of Directors as presented in the 2021 dues mailing for membership vote.

Motion by e-mail vote on November 18, 2020 and passed 7-0.

Members’ questions & comments regarding the proposed 2021 Budget which has been posted for a minimum of 30 days and was available at the meeting for membership review.

Lot 1977. Member asked for an explanation of the recommended changes. Jerry reported that the first change involves the budget presentation

Larry reported that the Budget Committee has a good working relationship and the members are knowledgeable.

Commended the good job of the members: Frank Palm, Virginia Sabia, Peter Boyer, Barbara Kelczewski, Richard Straczynski and Judie Nuskey.

Complimented Debra Tramantano on putting together the budget after only being here 2-3 weeks. Larry reported this is a needs based budget and the process

will require some refining to be successful.

Debra Tramantano indicated that the budget is conservative in expense projections subject to COVID restrictions and mandatory closing. Capital was reviewed closely and is needs based and member requested. The budget was posted the minimum required 30 days.

Lot 1199. Member questioned the wage increase in the budget. Larry stated that the benefits were budgeted for an expected increase, but remained flat.

The projected 3-5% wage raise this year was not given due to decreased income.

The staffing improvements, transfers and promotions made will motivate the employees and show that there is room for advancement. The liability insurance quote was not received yet. There was a $28,000 healthcare rebate based on an allowable 85% expense received this year which was distributed to qualified employees. Debra said there is a projected 2-3% wage increase budgeted for next year if revenue permits in June.

The 4% projected for benefits is now flat.

Larry said The Hideout minimum wage for non-tip employees was raised to $10 per hour based upon the state’s projected wage increase anticipated to be $13 per hour. Every $1 per hour wage costs The Hideout approximately $2,800 for the year.

Lot 1977. Member inquired about a refund or credit due to limited amenity opening this year. Larry stated that the Board decided not to at this time because of the uncertainty what the next year will bring and the projects postponed due to limited amenity income this year.

Michael Terranova commended, Larry, Ryan and Debra on handling the budget on a daily basis.

Rick Yocum thanked the Board, Ryan and Larry for their efforts in establishing and running Zoom meetings.

Roamingwood Sewer and Water Association Notice of Rate Increase Our mission at RS&W is, and will always be, to provide the safest drinking water and most effective wastewater treatment to our customers. This is an increasingly more costly undertaking, as many more new regulations are implemented, within our industry. As your water & sewer service provider, we are committed to finding ways to offer the best quality and most cost-effective service.

In an effort to bring some financial reprieve to the community rate payers, RS&W had been able to hold the sewer & water rates, from increasing, since 2016. This enabled us to complete the final two stages of the infrastructure replacement project, without additional financial burden to our customers. This project was a major accomplishment for our organization & our community. As well as, an award winning endeavor, through American Water Works Association (AWWA), as the largest infrastructure replacement project in the United States.

Unfortunately, in order to keep up with the rising debt service payments and operational costs, RS&W will be implementing a 3% rate increase, effective 1st Quarter 2021. This will increase the Developed rate to $402.00 per quarter and Undeveloped to $258.00 per quarter. The rate change will take effect in the 1st Quarter billing on: April 1, 2021.

Homes are currently being sold, at record rates, within the community. When it comes to your RS&W account, there are few things you should know when selling your home/ property. Listed below are some key things that should be kept in mind when listing your home and when preparing for closing.

You may also contact our business office with any questions regarding the sale of your home/property.

Be sure there are no outstanding service/ delinquent payment issues pending:  Delinquent Action/Municipal Liens/ Collections Satisfied  Service line repairs  Meter Reading issues  Radio & Touchpad issues  Leaks that could lead to a high use bill and extra fees at closing.

IMPORTANT!!

Once a closing date has been set, any outstanding balances will be sent to the Title Company, upon their request, and collected at the closing. Please DO NOT PAY any balances without contacting RS&W first. The HUD, or closing documents, are finalized well in advance of the actual closing. Changing the amount due will affect the payout. What is listed on the final documents, must be collected and every attempt to avoid unnecessary overpayments, should be made.

Keep Your EcoTran & Curb Valves Safe This Winter!

Winter is upon us, and if December was any indication, we will be in for a snowy one this year. Many homeowners in the community rely on plowing contractors, to get them in and out, safely, from their homes after it snows. It is time to double check that the area around your water curb valve and EcoTran basin, are not in danger of being damaged or broken by a snow plow. Warning flags, cones or other markers, can be used to identify boundaries and for the plow to stay clear of these utility services. This will decrease the likelihood of any accidental damage and repair costs.

The regular monthly meeting of the Lake Township Board of Supervisors was held at the Lake Township municipal building on November 3rd, 2020. The Meeting was called to order by the Chairman, at 7PM Supervisors, Scottie Swingle, Timothy Jaggars, and Fred Birmelin were present. The Pledge of Allegiance was then recited.

T. Jaggars moved to approve the minutes of the October 3rd, 2020 regular monthly meeting, carried 3-0. F. Birmelin moved to approve the treasury report for October 2020, carried 3-0.

Public Comment: None .

Subdivisions: The Brian Black sub-division was reviewed with comments from the County was reviewed with Mr. Harsche surveyor, deed descriptions were prepared. F. Birmelin moved to approve carried 3-0.

Correspondence: 1) Lake Ariel Fire Company provided its October Activity Report showing 25 incidents.

They held 3 trainings and 7 meetings as well as 2 work details. 2) Maplewood Fire Company wrote providing its October activity report showing 40 Alarm responses of them 32 were medical.

Maplewood held 4 training and work nights.

Roadmaster’s Report: S. Swingle reported that during the month of October. They cleaned up from wind storms and brush along the roads. Took trees down and cleaned ditch work.

They made 1 truck ready for winter cleaned the garage area for setup for election. Sealed cracks in the parking lot. Held white goods clean up.

Old Business: 1) Winter parking ban will take effect November 15th and run through April 15th, 2021. 2) Budget 2021 reviewed F. Birmelin moved to advertise for adoption at the December 1st, 2021 meeting, carried 3-0. 3)

Hometown Heroes banners discussed having been working on the process with PPL for over a year. Engineering fees will be required for some PPL poles and will have a cost. F. Birmelin moved to approve paying for the Engineering fees required, carried 3-0. 4) Addition to Utility building discussed. Room for ease of storage for grader and other equipment. Will send out for bids, received preliminary drawing from Pioneer will need stamped engineer drawings for bid submittal. Open bid for December meeting noted to clarify last month’s motion. 5) T. Jaggars noted that last month the Lake Ariel Fire Company asked for assistance in the cost of painting the fire company’s new rescue. T. Jaggars moved to approve $7,500.00 towards the truck costs carried 3-0. 6) T. Jaggars advised he has meet with Township Engineer to start working on the new playground at this building. He noted the design will handicap accessible. T. Jaggars moved upon engineer review to purchase and install new playground, carried 3-0.

New Business: 1) CPA Legal Advertisement, F. Birmelin moved to approve the Advertisement for the intent to hire a CPA Brian Kelly and Assocs. to audit the 2020 Township Financials, carried 3-0.

Additional Public Comment: Dave Cummins questioned the engineer for poles required for the placement of the Military banners. It was discussed that poles have a classification number, distance requirements for placement.

Also noted that the Paul Sweeney Post Auxiliary are the people spear heading the project.

S. Swingle moved to pay the bills and approve the payroll and to adjourn the meeting carried 3-0.

n Sunday, December 20, members of the Public Safety Committee pulled the winners of the safety vest raffle. There were a total of 34 vests donated for the raffle and there were 36 people who filled out a raffle form. So the Committee decided to order 2 more vests, so that everyone who entered can receive one.

We would like to thank all our committee members who contributed funds to purchase the vests for this raffle and also our Community Manager Larry Frotten and POA members Chris & Elina Serrano who donated funds to purchase additional vests for the raffle.

A dangerous condition arises on busy weekends from vehicles parking on the side of the road on Lakeview and Woodpoint Court. Vehicles parked on the side of the road in this location impede traffic and could possibly block access to the area by emergency vehicles. Due to this condition the Board has passed a motion deeming Lakeview and Woodpoint Court “Emergency Access Roads.”

Please observe all signs and Association rules for the safety of our members, guests, and staff.

No parking will be permitted on the side of the road in this area. The Public Safety Department will aggressively enforce this rule. Anyone who parks in this location will be subject to a $125.00 fine and a $250.00 fine for repeat offenses.

GOOD NEIGHBORS CLUB The Hideout Adult Social Group (HASG) is expanding our recently-formed Good Neighbors Club. We are pleased to coordinate the following Good Neighbors Club services to all members of The Hideout Community: 1.

Many of us own wheelchairs, walkers and other medical equipment that we are not currently using. Others are in need of some of this equipment for a period of time. The HASG is compiling a list of such equipment.

The intent is to have a central contact point where those in need can inquire about who may have the equipment they need and be willing to loan it to a fellow Hideout member. This is a good time to review definitions of property lines, setback, and easements as applied in the Hideout. When you hear that someone has a setback, you usually expect something not so good. It’s a completely different case when the term is applied to property boundaries. Setback Lines actually protect your property!

Building set-back lines are usually intended to govern permanent structures like your house or garage.

What is a Setback? A setback is a defined space in which no structures (as defined by Land Use Code) may be located, except where specifically allowed by the Code. Setbacks are required along front, rear, side property lines and additionally with some “easements.”

How are Setbacks measured? In most cases, setbacks are measured from the property line. However, when measuring a front setback line abutting a public street the setback is measured from the center line of the right of way. Your property line is coincident with the edge of the right of way. Since the right of way can contain unimproved shoulders, you should not assume that your property line is at the edge of the curb or paved edge of the road. Typically, your property line is several feet from the road improvements.

Unlike rights of way, utility access easements do not always coincide with

property lines. The easement may be located partly or entirely on your property.

When a front yard setback is required from an easement located on a property, the setback is measured from the interior edge of the easement.

Are Setbacks required from anything else? In most cases, buildings may not be built over utility easements (e.g., power, water, sanitary sewer, storm sewer, and telecommunications) without written approval from the associated utility. We all have easements on our Hideout property lots. These easements are shown on your recorded plat Land Survey and title report.

How large a Setback is required? That depends on where the property is located and whether the setback is along a front, rear, or side property line. For example, in the Hideout, the following Setbacks are required: Front - 25’; Rear - 25’; Sides - 10’. Also, within these setbacks there are “easement lines” (Front - 10 feet, Rear - 10 feet, and each Side - 5 feet).

Please note that the 25 foot front area starts at your property line, not at the edge of the road. The property line to the road is POA property. Also, in Pennsylvania, only a state licensed surveyor may set the property corners.

What is an Easement? An easement is defined as a right that one party has to

use real estate that is owned by someone else. The rights of the easement holder regarding usage of the property are specific and typically limited. Property ownership or possession is not impacted by an easement. The property owner gives up only defined rights on that portion of the property that is used for purposes of the easement. Common easements are those that are given to public utilities such gas or telephone companies to run lines under/over private property.

Utility easements such as power, phone, water and sewer are examples of easements that benefit the Hideout. Such is the case with RS&W. As a general rule, the grantor of the easement can make any use of that property as long as it does not unduly interfere with the rights granted to the easement holder. Typically, the owner granting the easement cannot build/ place structures or obstructions within an easement area or otherwise hinder access to that area.

A utility easement grants the utility company the right to use and access a specific area of a property. The area covered by the easement is usually clearly defined in the text of the easement, and the easement is attached to the property deed so that it will persist even when the property is transferred or sold. Utilities can request an easement for any number

of reasons. A classic example of a utility easement is an easement which allows the power company to run electrical lines along a property, and to install utility poles if the property is long enough that the lines cannot pass over the property without support. The utility has the right to utilize a strip of land for the lines, and to enter the land to access the lines for maintenance and repair, which can include tree trimming, replacing rotted utility poles, and relocation of any conduits, cables, wires, towers, and poles.

What about these Property Easements?

Every Hideout property has “easements” – legal rights that others have to use parts of a land owner’s property.

Despite their prevalence, easements are often misunderstood and in some instances, people are not even aware that easements exist. As a property owner you can benefit from a basic understanding of easements. That understanding helps you avoid problems (permanent placement of landscaping, trees & shrubs, rock gardens, landscape lighting, fences, etc.) that can arise within the easement area.

By keeping these areas free of plantings or other obstructions, you can enjoy what you have planted without worrying that it may be in jeopardy in the future. ■
