President’s Message

H

appy New Year to all staff, residents and Board members.

As previously indicated 2019 was a banner year for the POA with revenues above 2018, amenities being used and new residents joining the premier Gold Star, Four Season Recreation Community in NEPA. We have a lot to be thankful for.

Many of our significant changes and financial increases are due to the following: Larry Frotten was promoted to the position of Community Manager Brooke Craven was promoted to the position of Human Resources Manager Frank Trinisewski was hired as our Interim Financial Manager Nick Ardito was hired as the Operations Lieutenant in Public Safety John Boandl was promoted to Recreation Manager Charlie Swody was promoted to Manager of the Ski Hill Brad Schumacher was promoted to Facilities Manager Karen Kegel was hired as the Food and Beverage Manager All of the above occurred with normal employment opportunities being presented. No one was terminated; employees voluntarily left for a higher paying job, family issues or relocation.

Employees on our payroll were able to apply for a management position and move into a higher paying position.

They are all very successful in their new positions.

The vacancies created by the upward mobility, were also easily filled by current staff, who are also successful in their positions. You do not have to interact with staff to discover their hidden talents and commitment to the POA. As you drive or walk through the community, just look and see how wonderful the POA is maintained.

You might want to say a simple thank you when the opportunity presents itself.

With the assistance of auction guru, Michael Terranova, we were able to replace some Maintenance vehicles.

Additionally, we were able to do some major repairs to vehicles, and most of the work was done by our maintenance staff saving us travel time and money.

The Ski Hill has enjoyed a facelift with a new snack bar, a new ice rink surface, and a new warming area with new heating and picnic tables for your enjoyment. In the coming year we will be adding 2 magic carpets, one for the bunny hill and one for the tube run. These enhancements will replace the current rope tows making the tube run and bunny hill safer and more efficient operations.

We are also looking forward this coming year to enhancing the Lodge with a new fire suppression system, new ceiling and new flooring. The Clubhouse will also see some enhancements such as a new floor in the pub and a floor to ceiling cleaning.

Our maintenance function will be adding some needed equipment - a skid steer - to its fleet thereby saving the Hideout resources allowing our staff to do more work, and providing for less employment of outside contractors. These and many other improvements are meant to provide safety and promote a more enjoyable experience for our members, as well as reduce costs. The Hideout is fortunate to have a talented Maintenance staff allowing for the completion of some tasks internally, thereby not requiring the hiring of outside contractors. We hope you get a chance to enjoy these and all the other improvements, some visible some not.

On behalf of our hard working employees, our hope for you and your family is that the new year will be all you want and need it to be. May you have good health and good fortune in 2020.

FROM JOE KOZUCH, PUBLIC SAFETY DIRECTOR

Public Safety Corner I n this month’s article, I would like to talk a little about the importance of knowing how to perform CardioPulmonary Resuscitation commonly known as CPR. Sudden cardiac arrest is one of the leading causes of death in the United States. Unfortunately, most people who suffer a cardiac arrest outside of a hospital do not get cardiopulmonary resuscitation (CPR) from a bystander, which significantly lessens their chances of survival. More than 300,000 people have cardiac arrests in the United States every year. Sudden cardiac arrest occurs when a person experiences an electrical rhythm problem and the heart is no longer able to pump blood effectively to the rest of the body. You may witness a person suddenly collapse, lose consciousness, and stop breathing. The longer the body goes without circulation, the lower the chance of survival.

By performing CPR, you are able to help the person’s blood keep circulating until an ambulance arrives and more advanced tools can be used. The chance of surviving a sudden cardiac arrest increases significantly when CPR is started early. More than 85 percent of cardiac arrests take place at home. If you don’t know CPR, you should learn CPR and gain the confidence in knowing that if you are ever needed, you too can save a life!

Our goal for The Hideout Public Safety Department, is to change the pattern of unnecessary deaths from sudden cardiac arrest by educating and empowering our community members to act during an emergency. Currently, all members of

The Hideout Public Safety Department are certified at a minimum of CPR, AED, and First Aid with most members of the department being Emergency Medical Responders. Also, members of the Public Safety Department Emergency Response Team are certified Emergency Medical Technicians (EMT’s). As part of our ongoing efforts in aiding the Membership in a time of medical crisis, members of The Hideout Public Safety Department, who are certified CPR and AED Instructors, have certified all Hideout Employees in CPR and the use of the AED. The Hideout equips most amenities with AED’s (Automated External Defibrillator) and these devices can be found within all Public Safety Department Patrol Vehicles. Currently, all Hideout Employees from all departments are certified in CPR and the use of the AED. We offer CPR / AED training and certification to our membership free of charge. hope everyone enjoyed the holiday festivities and the celebration of the new year. We have some changes coming to our trash recycling area. We will be moving to two new recycling containers that will crush the contents and will provide more room per single container. This is still single stream so no need to separate any of your recyclables, just place them in the bins. The new containers will allow us to hold more items, one of these new containers should be able to hold as much as all five of the containers we have used in the past.

Having two of these will effectively double our recycling intake and there should be less mess and confusion. An additional plus is we will have fewer container “pulls” which over the course of the year should result in a substantial savings for the community. We have also upgraded and added some LED lighting to the trash/ recycling area in an effort to make it safer.

With winter upon us, we should be mindful of the hazards it brings such as

ice, blowing winds, slippery roads, and cold temperatures.

Be mindful on the roads inside and outside the community, carry some extra supplies in your vehicle (water, blankets, snacks, a small shovel) in case you get stuck away from immediate help. If you have to be outside in inclement weather please ensure to take breaks and warm up.

When you are out walking, jogging, or taking your pets out along the side of the roads, please make sure you have a light or reflective vest. Low light and dark conditions make it very hard to see anyone walking along the roadway. Our plow drivers are concentrating on the road but blowing snow and ice can obstruct their view and make it impossible to see more than a few feet down the road.

Food & Beverage Corner H ello 2020! The Food and Beverage team is wishing you all a happy and healthy New Year! Cheers to all that spent New Year’s Eve with us. December sure did fly by. Our outlets were extremely busy last month with banquets, dinner’s, and events. The H.A.S.G Holiday party at the Main Lodge was truly a wonderful night, the decorations were so beautiful! We hosted the Ladies Auxiliary Lake Ariel Fire Department’s holiday dinner in the Bistro and the Woodworker’s holiday luncheon. Chef Brett, Chef de Cuisine, and I would like to thank all the community members for choosing to have these events with us. We are honored to have the chance to showcase our hospitality service and culinary skills form our kitchen’s. We look forward to all our upcoming journeys with the community.

2020 is a year of more additions to our menu’s. Keep an eye out for some changes like Haddock and crab & shrimp stuffed filet of sole to the Bistro menu.

Adding in some healthy options for our patrons. We are also gearing up for the opening of the ski hill snack shop. Again, we have changed our menu to appease our community. We will be offering fresh hot popcorn to our little ones while you enjoy the new atmosphere, so please come on down and say Hi.

Food and Beverage will be closed January 1st, but we are open for lunch on the 2nd and 3rd (Thursday and Friday) at the Clubhouse.

Just a reminder that all Social Membership need to be renewed as of January 1st through the Registration Department. If you need assistance please give us a call and we will be happy to guide you in the right direction.

The Main Lodge will be closed for a few month’s starting January 5th but rest assured in this time out we are working hard to make some much needed improvements in the dining area. Our team is working hard on creating a warm, inviting, functional area to host your events at. Chef’s and I will be going over party packages and making some wonderful changes and additions. We are also going over pricing for 2020 and some fair and needed changes will be made.

So again, we wish you the best 2020 has to offer, if you haven’t stopped by our food outlets please come out and see what all the buzz is about. Cheers to a new and exciting year.

Chairman's Message I hope everyone had a wonderful Holiday season. Let's hope 2020 brings great things to The Hideout members and their families. I want to address the new attitude that has embraced our employees over the last eight or so months. This was brought about by the outstanding policies and work ethics of our Community Manager, Larry Frotten. Larry has tapped into the positive potential of every employee here at The Hideout. Not just the employees of the POA building, but of everyone on staff. Outstanding job Larry.

Keep it going forward.

As always, this current Board of Directors is all about moving The Hideout forward. We are committed to stabilizing spending without cutting services to the members. If you are not aware, the cost of trash and recycling has significantly increased, partially due to unauthorized people using our trash compactors.

Thus our tonage has increased which directly impacts the cost. Over the last few months, the Public Safety and Public Works staff have caught several contractors and members filling construction debris into our compactors.

Actions like this result in citations and possible damage to the equipment.

Please use the compactors for household trash only.

I would like to acknowledge the newest member to the board, Andrew Miller. He is a wealth of knowledge, common sense, and experience. I look forward to working directly with Andrew on several upcoming items. Welcome aboard.

This winter season, I urge members and their families to stop by the Ski Hill. Many new things are happening there! We have a new warming building for families

to gather, all new concrete floors in the warming building and the ice skating rink, and new picnic tables constructed by our woodworkers. Plenty of room for families to gather for a snack. The Ski Lodge has had the kitchen updated and redesigned with new equipment to meet health department rules and regulations. So stop by and enjoy all that is offered there.

Our Public Safety Department, as always, is doing an outstanding job. As retired Law Enforcement, I frequently stop to speak to our patrol officers and administrators to get their input on any needed improvements. Our equipment is well maintained and cared for by the officers. Their training is current and documented. I am sure that they will continue to work hard on behalf of our members.

Our Facilities and Public Works Department has continued to keep our community well maintained. Not only our roads and trash and recycling center, but our buildings have never been in better condition. The vehicle maintenance shop has increased the amount of in-house service more than ever. The more things that we do in-house, the more savings for our members.

As always, I ask that the members be courteous to staff while in the performance of their jobs. I know that the staff always keeps the members first and foremost while doing their jobs.

Remember a little kindness can go a long way.

nother year has come and gone, and a New Year has begun. The month of January begins revalidation here in The Hideout. You will shortly be receiving your “packet” of information. Please take the time to read through the material.

Every member must complete the 2020 membership information form.

All of our forms, paperwork, and payment may be completed and processed online at www.hideoutassoc. com; mailed, faxed to (570) 698-9457 or e-mailed to registration@thehideout.us.

We offer a MAIL IN/MAIL OUT option to receive your 2020 stickers by mail.

This process is available for $7 and will be mailed back Certified Return Receipt to your mailing address. This option will alleviate you waiting in line for your stickers. When choosing this option, remember to include your updated vehicle registrations, guest vehicle registrations, and college student ID’s.

We offer several methods of payment;

cash, check or credit card. If you pay by credit card, there will be a fee of $50 added to the total.

We do accept all major credit cards.

Every member over the age of seven is required to carry a valid, updated badge. If your children have changed in appearance, they will need to obtain a new ID badge. Bring in the outdated badge and we will replace at no fee.

Remember, the 2019 stickers are valid until March 31, 2020.

Social Membership cards (Licensed Premises Associate Member) will expire on December 31, 2019.

Environmental Corner G reetings,

A new year brings new opportunities for all, especially when thinking of the outdoors and all it has to offer. I realize that looking outside right now, venturing through the woods or visiting our exterior amenity spaces may seem like the last thing on your mind. Perhaps one of your new years resolutions is finding ways for you and your family to spend more time outside! If so, you have plenty to consider.

We are fortunate that The Hideout offers numerous ways for the membership to connect with nature, even in the yucky winter months. Birdwatching is a favorite pastime for many, so keep an eye out for our colorfully feathered friends. Speaking of animals that fly, a variety of duck’s love to lounge about in small open pools of water that haven’t quite frozen over.

If you’re into outdoor photography, now is a great time to snap some really beautiful images of waterfowl near areas where creeks and streams feed into our lakes, especially around Roamingwood.

Deer and turkeys are still aplenty, making for great views as you venture throughout the community. As part of the natural process, antlered deer, “Bucks”, will begin dropping (shedding) their antlers

over the next few months. A fun activity for kids and adults alike is to look around your yard and wood lines for antler sheds, which make for good keep sakes and decorative items for around the household.

As a reminder, Board of Directors Motion 19-79 is effective January 1 2020, specific to the requirement that a current As-Built Survey, indicating property lines, setbacks, and final locations of all permanent structures, be required for residential resale inspections to occur.

My department has been working diligently on updating all of our Environmental Control Committee (ECC) Permit Applications. Be sure to visit The Hideouts website to take a look at all of the refreshed permit applications. Our intention was to streamline the permitting process, to provide a consistent delivery of information, and to make the user experience as easy as possible. Our ECC Manual has also been updated to reflect any changes in established policies and procedures since its last version.

What’s “Hiding Out” in our Environment this Month?

By: Ryan J. Hill, M.S.ED, Environmental Manager The Mallard Duck (Anas platyrhynchos)

E

ver been around one of our lakes and wondered what that beautiful looking duck was that boasts a dark green colored head, a thin white band around the neck, and a brownish colored chest? What you likely saw was a male (Drake) Mallard Duck. Here are some interesting facts about this species of waterfowl you might not have previously known: • Mallards are the most commonly encountered duck in not only the United States, but all of North America AND the Northern Hemisphere.

• This species of duck is known as “dabblers” which stems from their feeding characteristics of dabbling their bill in the shallow waters and then tipping it up to consume plant matter and other small organisms.

• Both male and female Mallards tip the scales with an average weight of around 2.5lbs.

• Female mallards are generally drab in color, with shades of tan and brown with the exception of a brightly colored violet blue patch of feathers boarded by a white strip near the tip of their wings, called the speculum.

• A hungry Mallard will travel up to 25 miles in search of food if resources are scarce.

• Female Mallards typically lay 8 to 12 eggs with most eggs hatching after an incubation period of around 23 to 29 days.

• The average lifespan of a Mallard is around 7 to 9 years under ideal conditions. However, most do not live beyond 2 years due to disease, predation, and hunting.

Draft Board Meeting Minutes - November 23, 2019

Chairman requested cellphones be silenced and explained when asking a question to use the microphone and state their name and lot number. Also, informed members the meeting is recorded for transcribing minutes and then is erased.

There were no objections to the recording of the meeting.

1. Minute Approval: 19-80 MOTION RESOLVED THAT the November 23, 2019 Board Meeting Agenda be approved. Motion made by Paul Spiese, seconded by Andrew Miller, and carried 7-0.

19-81 MOTION RESOLVED THAT minutes from the September 13, 2019 Workshop meeting be approved as submitted. Motion made by Richard Yocum, seconded by Jerry Restaino, and carried 6-0 with Andrew Miller abstaining as he was not present.

2. Board of Directors Comments: There were no comments from the Board of Directors.

3. Management Reports: (Questions or Comments will be taken after each report- limited to 5 minutes each) a. Food & Beverage, Karen Kegel: The Friendsgiving Pot Luck will be held on November 27, 2019 at the Clubhouse.

The Craft Fair is November 30th at the Main Lodge. There is a holiday brunch on December 1st at the Lodge and no breakfast at the Bistro. The Clubhouse is closed December 18th for the staff party. Jimmy Browns will be doing Christmas caroling at the Clubhouse on December 22nd from 6 to 10 p.m. The food and beverage facilities will be closed December 24th and December 25th.

Breakfast at the Bistro has been extended to Noon. New Year’s Eve at the Main Lodge sold out in 3 days and the Bistro is filling up.

b. Community Manager, Larry Frotten: Larry Frotten reported on the ongoing cell tower efforts including meeting with State Representatives and County Commissioners and a 911 service survey in the Community.

The 2020 Budget is in progress including being posted pursuant to Bylaws at the POA, Clubhouse, Recreation Center, Mailboxes, and printed in The Hideabout newspaper. The Member Review is December 7th and the Board vote is December 14th.

A major project at the Main Lodge for the installation of a fire suppression system, ceiling in the main room, LED lighting, an audio system, and flooring is scheduled to go to bid on December 4th with a deadline of December 10th. Work will commence January 6th with a completion date of May 1, 2020. The main event room will be closed from January 6 through March. The firemen’s installation dinner is scheduled for January 4th.

Charles Swody is the new manager of the Ski Hill with George remaining as an independent consultant.

Efforts are being made to reorganize the POA reporting structure which will require the added, budgeted function of Assistant Community Manager and more will be reported when the structure is finalized.

This is to add efficiency and productivity with the standard of one person handling a maximum of six reporting managers.

Monday the Board of Directors will be distributing turkeys or fruit baskets as appreciation to full time and year-round, part-time employees.

The disability insurance MOD is the score of claims history which dictates the insurance premium was reduced to a perfect score of 1 from 2.83 of 3 years ago thanks to the efforts of the Safety Committee led by Tina Fairfax. The premium this year is $100,000 which is $30,000 less than last year. Health insurance rate was estimated to be an 8% increase this year, but the representative worked hard to keep the premium level.

Larry acknowledged successful changes in management resulting in a solutionbased approach to challenges and successful staff implementation of the solutions. c. Financial Report: Larry Frotten, Community Manager, reported that Frank Trinisewski, the Interim Financial Manager, is finishing his MBA and is doing remarkable in this complex position.

As of October 31, 2019, there is $1.86 Million in operations, $4.52 Million in capital reserve and $333,000 in new capital reserve. The dues paid in full through October has decreased from last year, but this is offset by the outstanding amenity performance this year. Actual amenity income is $2,249,908 which is $106,000 over the budgeted $2,143,660.

Amenity expense was $6,070,395 which is $110,000 under the budgeted $6,181,014.

A non-comprehensive 3rd quarter audit was conducted by our accounting firm Zavada & Associates. Arrangements have been made to commence work on the 2019 audit immediately following the new year with anticipation that the 2019 final audit report will be issued within the 1st quarter of 2020. The audit being completed earlier than historically available will benefit us in 2020. The October 2019 financial statements are being prepared and will be posted in the next edition of The Hideabout.

d. Environmental Report, Ryan Hill: Ryan reported that things are slowing down with the weather. Roamingwood Lake will be drawn down 5 feet this year to reduce ice damage and facilitate homeowner maintenance of shorelines.

The National Gypsy Moth Monitoring Group has inspected the forested areas of the Community to monitor forest exfoliators (i.e. caterpillars) and reported egg masses are favorable for no aerial spray in 2020. This is partly due to the proactive approach of a controlled fungal release.

An educational component has been added to the side of Antler Ridge Road.

The invasive plants have been removed, the ground scraped and treated, and 11 pounds of native flowers planted to promote pollinators. A deer exclusion fence was installed on a portion of the area planted to show the damage deer can cause to foliage and the forest ecosystem. The Hideout is working with the Pennsylvania Game Commission to reduce the number of deer per square mile from 41 to 20.

Forest was added as a new Amenity on The Hideout’s webpage to provide more information on our forested Community.

There are plans to install 11 bluebird nesting boxes to the Hideout greenspaces. e. Recreation Report, John Boandl: John reported that there are 50 vendors for the November 30, 2019 Holiday Craft Fair and 20 were turned away due to lack of space.

December 4th is the New York City bus trip with 33 people attending and room for 10 more.

The 5th annual tree lighting ceremony is December 7th at 6:00 p.m. at Roamingwood Park.

There are plans to install more nonpowerboat racks to support 100 more units.

They are looking at options to upgrade the dog park, Laurel Park and the campgrounds.

A golf simulator is budgeted for 2020 with option to purchase additional programs for other sports. This will go in the multipurpose room.

A resident questioned permits and stickers on watercraft. It was noted that instructions are given with the stickers and the watercrafts are checked in March. f. Public Safety, Nicholas Ardito, Public Safety Director of Operations: At the end of October and beginning of November there were 2 major windstorms that

caused calls regarding house alarms.

Officer training will begin for Emergency Medical Rescue which is one step below EMT. Lighting issues at recycling and North Gate parking lot have been addressed thanks to facilities. Officers are beginning to survey lights at all community areas and put in work orders where needed.

Public Safety worked closely with Recreation for successful Halloween events and are working together on the tree lighting.

In October, Public Safety responded to 7 motor vehicle accidents, 10 burglar alarms, 30 injury calls, 1 fire, and conducted 63 investigations. Vehicle entrance numbers are: 42,787 at North Gate; 24,849 at Main Gate and 10,754 at Stock Farm. There were 5,614 guests that entered the Community. North Gate/ Dispatch received 3,900 calls. Public Safety had 5 patrol vehicles cover 12,191 miles and respond to 2,513 service calls resulting in 111 incident reports, 28 hours overtime, and the use of 971 gallons of gas.

Procedures were discussed regarding renters and Air B&Bs. There are procedures in place to prevent, catch and prove unregistered renters, but this is being re-evaluated. It was noted there are staffing limitations.

Nick requested that all members say something if they see something regarding any issues or concerns, not just renters. g. Registration Report, Kelly-Ann Vaccaro: There were 244 new homes sold in 2019 and 237 in 2018 with an average selling price of $132,423.53 based on deeds. In October, 38 new owners registered, and 28 in November with 6 more scheduled this month. Short term rentals for 2019 were 1,576 which is 287 higher than last year and generated $181,590.00 in revenues. There were 49 short term renters for November to date with 21 renters scheduled for Thanksgiving weekend. There were 111 long term renters for a total income of $44,710.00 with 13 renters for October and 6 for November. Resales to date are 274 which is 6 more than last year for a total income of $54,800.00. Members paid in full is 3,538 and 361 members have outstanding balances.

A member questioned where the money for registration and rentals is applied. It was noted that the funds are deposited into the general operating account and credited to POA Administration income. h. Facilities Manager, Brad Schumacher: In September, 143 tons of trash and 28 containers of recycling were removed.

In October, 81 tons of trash and 24 containers of recycling were removed.

There were 134 work orders submitted and 114 completed in October. The amenities are winterized, buoys are removed and lake is prepared for 5 foot draw down. Ski Hill kitchen renovations are almost complete and Ski Hill prep is underway. The lift evacuation training with maintenance and ski hill went well continued on page 21

The Hideout Elves

O

ur Hideout neighbors are truly a wonderful group of people! I want to take a moment to tell you about a few of these exceptional people, and their selfless acts during this holiday season. It began two years ago, when Joseph Inclan worked to gather donations for 2 families that otherwise would have had no gifts for their children at Christmas.

Last year, he worked behind the scenes again, and he was able to help six families!

This year, however, his little program grew beyond what he could have even imagined.

Earlier this year, Joseph put out a call for help through social media, and enlisted the help of several others who would work with him to help out a couple of families in our community.

Ashley Paciotti, Jamie Leiss and Elsie Medina quickly offered to help Joseph, and The Hideout Elves were born. Through word of mouth, and social media, the Elves began to seek out donations for two families that needed some help getting Christmas gifts for their children. The response to their quest was explosive, and they quickly realized that they would have more than enough donations to help out those two families. As a matter of fact, they had enough to add a third family, then a

fourth! Other Hideout neighbors wanted to help too – donating clothes and toys, gift cards and financial assistance. Local businesses soon joined in the fun, offering gift cards, monetary donations, plowing contracts, propane, even family passes to area attractions; everyone wanted to help. In the end, more than 25 people, and 16 businesses joined together to help make the 2019 holiday season a little brighter for others.

As I sit here writing this letter, The Hideout Elves were able to help out twelve Hideout families. And the response to their call for help was so great, that they were also able to help out 6 families living outside of the Hideout, as well as six residents of a nearby nursing home, a local domestic abuse program and a nearby animal shelter!

So, from helping two families in 2017, and to helping more than 24 families this year, our Hideout neighbors have banded together to help so many in need. I would personally like to thank The Elves, our neighbors and the local businesses that all pulled together to help spread so much cheer this holiday season!

Stop eye strain before it starts defined, and areas of contrast can be t’s that time of the year when many muted. Also, the presence of glare and areas of the country are under the cold Icloak reflections on the screen may make of winter. Unforgiving temperatures can translate into an increase in hours spent indoors, whether at work or at home, and more time relying on devices to pass the hours.

Spending more time watching television, playing video games, texting friends, or browsing the internet can lead to a condition known as “computer vision eye strain.” Eye strain also may be caused through intense eye use, such as while driving long distances or engaging in activities that require close attention, such as crafting or reading.

The American Optometric Association says digital eye strain can result in various forms of discomfort, which increase with the amount of screen use. The most common symptoms include: · headaches; · blurred vision; · dry, watery or burning eyes; · increased sensitivity to light; and · neck and shoulder pain.

The AOA says viewing a computer or digital screen often makes the eyes have to work harder. The AOA notes this is different from reading a printed page.

The letters are not as precise or sharply

viewing difficult. Furthermore, the Mayo Clinic says people tend to blink less while using digital devices, and view them at less than ideal distances or angles.

Alleviating eye strain from digital sources involves making changes in daily habits or the environment.

N

ow that the holidays are a “wrap”, for those considering a new joint in the new year, there are some important things to keep in mind! Most orthopedic surgeons will give their patients a prescription for a physical therapy visit before TKR (total knee replacement) and THR (total hip replacement) surgery, or “pre-hab.” The importance of this is to have the patient doing exercises to STRENGTHEN the knee/ hip area, working with them in different ways to improve FLEXIBILITY and TEACH the proper way to use the walker & cane for post-surgery.

Physical therapy is a critical part of a successful joint replacement. Getting up and moving soon after joint replacement surgery is the key to a successful outcome.

The new joints needs continued attention and care to function normally. During PT, the therapist will devise a plan of care that enables the patient to achieve goals and targets. Stretches and strengthening exercises help the patient regain balance, control and range of motion in the surgically replaced joint. Physical therapy sets the patient up for the physical activity they’ll be getting back to in their everyday life!

Internet safety tips for students T

he classrooms of yesteryear are distant memories. Gone are chalkboards, which have made way for smartboards.

Even textbooks are slowly being phased out in deference to online curriculums.

Modern classrooms are outfitted with digital devices that connect students to the internet. Each of these changes might surprise parents who haven’t stepped foot inside a classroom in decades.

A 2017 report from Common Sense Media said that children up to age eight spend an average of two hours and 19 minutes every day on screen media. Children between the ages of eight and 12 spend an average of four hours and 36 minutes on screens. Much of that time is spent online.

The internet can be a useful tool for students, who can go online when working on school reports. Some students even communicate online with their teachers, while others play interactive learning games that can supplement lessons taught in the classroom.

But the internet also puts students at risk of falling victim to online predators. The internet also keeps students in constant contact with their peers, which can be troublesome for students who want to get away when they get home at night. These reasons and more are motivation enough to encourage students to practice good digital citizenship and follow these safety tips when online. · Exercise caution with photos and videos posted online. These images, even when posted harmlessly, can weigh on a student’s reputation. They may even

The service eMarketer says that 75 percent of children are willing to share personal information online about themselves and their families in exchange for goods and services. Students need to be better educated about protecting their passwords, ages, addresses, and other personal information. · Stop cyberbullying before it starts.

Students can be educated about the correct way to use the internet and how to report cyberbullying. Students also can take pledges to never make others feel uncomfortable online.

Online safety is a growing concern for students, but there are ways to keep kids safe.

Continued discussion of the 50th Anniversary Celebration. The date of the celebration will be the weekend of July 18th and 19th and there will be a Golf Outing on July 11th. All committee members presented their findings of interesting articles in previous Hideabouts regarding the history of The Hideout and a list of these articles is being made for further perusal.

A question was raised as to what is an amenity versus a profit making facility at The Hideout. Are all facilities considered amenities in The Hideout?

The National Safety Council says that drivers should always keep emergency supply kits in the trunks or cargo areas of their vehicles.

Kits should be inspected every six months, and worn out items should be replaced.

Roadside emergency kits can make the difference between getting back on the road safely or being stranded for hours.

Such kits also may help prevent or treat injuries, potentially saving lives. Weather should be considered when preparing vehicle emergency kits, which should include the following. · A properly inflated spare tire and tirechanging equipment · Jumper cables · A multipurpose utility tool and/or tool kit · Flashlight and batteries · Flares or triangle reflectors

Store items securely in a milk crate, box or backpack so they are always readily available. People should familiarize themselves with the items in the kit so they know how to use them correctly and quickly.

With some planning and organization, drivers can have the supplies they will need to make it through roadside emergencies safely.

Plows and salt spreaders are ready for winter. The shed is full of salt and antiskid and there is a full container of brine.

In response to a member question, it was noted that in the past signs were taken down for winter, but the new sign material does not necessitate this.

Larry Frotten commended the expert, talented people who have completed work in-house instead of hiring out and acknowledged all the work done and Brad’s contribution to the efforts.

He mentioned the new heaters being installed in the Ski Hill warming hut.

Larry commended the woodworkers on the picnic tables for the Ski Hill. The ice skating rink was repaired with new drains and concrete and will be open this year.

The Ski Hill has also started replacing the skis and bindings and purchased a blade sharpener for the ice skates.

4. Unfinished Business: 19-84 - TABLED MOTION RESOLVED THAT the budgeted contract for trash and recycling removal be awarded to the lowest and most qualified bidder of three for a two-year term commencing 2020 pending a meeting with the bidder to discuss service requirements.

Larry gave a background that bids were opened this week. Trash and recycling is an expensive item. County Waste is the lowest bid and they have the equipment needed. Larry and Facilities will schedule a meeting with County Waste to re-iterate requirements that need to be met. This meeting, the good working relationship that Craig and Brad have with County Waste, and the proposal being developed for the trash facilities should address issues that happened this summer.

W

ith last year wrapped up and the New Year upon us, we are grateful for so much here at Recreation. First off I am blessed with a staff that’s second to none as they look forward to making The Hideout a better place every day. Secondly what a great community to work in.

2019 was filled with some amazing memories for me as I closed in on my first year as the Recreation Manager for The Hideout. I was born and raised about 6 miles from the main gate and I never really knew what The Hideout was all about, so I was a little hesitant on taking a position here. I could not have been more surprised by what an amazing community this is. I know that has a lot to do with the very kind, compassionate, hardworking, and amazing people that reside here. I am very grateful, appreciative, and excited to take my career to the next level in such

a great environment.

Enough about 2019. Let’s talk about 2020. We have been planning, researching, listening to community members input, and we are ready to make 2020 one of the best years for the Recreation Department yet. We look forward to upgrading by bringing new equipment and programs in, increasing revenue, as well as maximizing what is already existing to its full potential.

RECYCLING

Recycling is open Monday - Sunday 24/7 The Maintenance Department accepts Bulk Items Monday - Friday at the Maintenance Shop between 11:30 a.m. - 12 noon, Saturday morning by appointment only, (570) 698-4100, ext. 133. (fees apply) No electronics accepted, i.e., computers, televisions, refrigerators, air conditioners, dehumidifiers, etc. Also not accepted are tires, paints, thinners, oils, etc.

COMMINGLED RECYCLING Single stream (also known as “fully commingled” or “single-sort”) recycling refers to a system in which all paper fibers, plastics, metals, and other containers are mixed in a collection truck, instead of being sorted by the depositor into separate commodities (newspaper, paperboard, Corrugated fiberboard, plastic, glass, etc.) and handled separately throughout the collection process. In single stream, both the collection and processing systems are designed to handle this fully commingled mixture of recyclables, with materials being separated for reuse at a materials recovery facility.

PROPANE TANKS Safety Guidelines For Propane Tanks: Homeowners who decide to install a propane tank on their property need to be aware of the guidelines for such. A Propane Permit is needed. The National Fire Protection Agency (NFPA) has established a set of rules that govern

the requirements for the clearance around propane tanks in the NFPA 58 Liquified Petroleum Gas Code. Size of the clearance radius will depend on type of installation and the size of the tank.

Vertical Tanks – The requirements for the clearance around vertical propane tanks under 125 gallons depends on the location of ignition sources, venting windows and doors. The tank itself may be placed against the house or building, but it has to be at least ten (10) feet from an ignition source such as a water heater and three (3) feet from a venting window or door.

Horizontal Tanks – Horizontal tanks, also referred to as vessels, come in three main sizes: 330, 550 and 1,000 gallons. The size of the vessel normally depends on the propane requirements and the size of the structure using the fuel. The requirements for the clearance around the 330 and the 550 gallon propane tanks are at least ten (10) feet from the structure. Ten (10) feet from the property line and ten (10) feet from any ignition source. The 1,000 gallon propane tank requires at least twenty five (25) feet of clearance from the structure, the property line and any ignition sources.

Also, be aware that according to our Protective Covenants and ECC Manual, every fuel storage tank on any lot shall be either buried below ground or screened to the satisfaction of the Committee within 90 days of its installation.

MEMBERS AND CONTRACTORS Among the items that the Environmental Control Committee will look for when going over your permit application is an “As Built” survey. There are several reasons for this: • To be sure of the placement of any structures on your property.

• To be sure of setback lines.

When turning in an application for any of the below permits, you must have an “as built” survey. • Garages (both detached and attached) • Decks • Driveways • Sheds • Additions • Dock/Bulkhead • Gazebo, Patio, Sunroom • Major Landscaping. This survey will be marked as “existing” not proposed.

HIDEOUT PET REGULATIONS As defined in the Consolidated Rules and Regulations. Paragraph #8, Page 7 states pets will not be allowed to enter any facility controlled or owned by the Association. (Exception Guide Dogs).

Paragraph #9, Page 8 states pets must be licensed, inoculated, leashed and kept under the owners control at all times.

Paragraph #20, Page 8 states it is the responsibility of the owner of the pet to clean up and remove animal excrement of their pet.

Dogs are only allowed at the Dog Park and on the Walking Trail and must be registered with the POA. Please note, roads are not considered an amenity.

All Pet complaints are processed via the Hideout North Gate Control Center. The owner may be subjected to fines and or sanctions depending on the violation. In addition, the Wayne County Dog Warden has jurisdiction and will respond to animal complaints and take the appropriate action as deemed necessary. Pet regulations are in place for the protection of residents and guests and the ultimate goal is to seek voluntary compliance on the part of the membership.

HIDEOUT DOG PARK REGISTRATION Bring proof of Rabies and Distemper Shots from your Veterinarian to the Registration Department at the POA. Vet forms must indicate that males are neutered. You will be asked to complete a Hideout Pet Registration Form. The Dog Park Registration section of the form is optional for members wishing to join the Dog Park.

Registration will file copies of your documents, collect the $15 annual fee and issue a Dog Collar Tag authorizing membership and admission to the Dog Park. Your pets must be registered even if you are not applying for Dog Park membership-however, there is no fee unless you are joining the Dog Park. The Dog Park Tag must be affixed to your dog’s collar prior to entry to the Park. Note that a current amenity badge must also be carried in the Park at all times.

Dog Park Regulations - You must pick up after your dog. Owners ignoring this rule will be asked to leave and be denied future entry. Mutt mitts for waste disposal pick-up are available. Used Mitts must be placed in Trash containers. Aggressive dogs are not allowed and must be removed immediately. Each car must display a current Hideout Membership/visitor sticker on their vehicle. Each dog must display a Collar Tag issued by the POA Registration Office indicating Veterinary Certification that each male dog is neutered and has a current immunization for: Rabies and Distemper.

Female dogs in heat are not allowed in Park. Children under age of 12 may attend only under supervision of an adult and adult must be supervising the dog. Members may supervise no more than two dogs per adult.

Hours of operation are posted. The Park is self policing and dog owners using Park enforce these rules. Small dogs are free to use the Small Dog Area & all areas of the Park. Large dogs must be kept out of the Small Dog Area.

WILDLIFE ATTENTION MEMBERS

In support of our community’s wildlife management efforts and to reduce the need for future culls, that the feeding of any wildlife (with the exception of birds) within The Hideout is prohibited and is subject to an initial Citation and Fine in the amount of $1,000.00.

Anyone who chooses to feed birds can do so only if they use a bird feeder(s) unit that is kept at a minimum height of eight (8) feet above ground level, if not they will also be subject to a Citation and a $1,000.00 fine. LAKEVIEW AND WOODPOINT COURT A dangerous condition arises on busy weekends from vehicles parking on the side of the road on Lakeview and Woodpoint Court. Vehicles parked on the side of the road in this location impede traffic and could possibly block access to the area by emergency vehicles. Due to this condition the Board has passed a motion deeming Lakeview and Woodpoint Court “Emergency Access Roads.”

No parking will be permitted on the side of the road in this area. The Public Safety Department will aggressively enforce this rule. Anyone who parks in this location will be subject to a $125.00 fine and a $250.00 fine for repeat offenses.

AMENITY BADGES All Hideout Members must have a current Amenity Badge on their person in order to use any of the Hideout’s Amenities. Guests must also show their guest badges at all times. There are no exceptions to this rule!!!

The Hideout Adult Social Group (HASG) is expanding our recently-formed Good Neighbors Club. We are pleased to coordinate the following Good Neighbors Club services to all members of the Hideout Community: 1. Many of us own wheelchairs, walkers and other medical equipment that we are not currently using. Others are in need of some of this equipment for a period of time. The HASG is compiling a list of such equipment.

The intent is to have a central contact point where those in need can inquire about who may have the equipment they need and be willing to loan it to a fellow Hideout member. To stay safe walking, follow these rules of the road: 1. Walk Facing Traffic When Walking on the Side of the Road If there is no sidewalk and you must walk on the side of the road, choose the side where you are facing oncoming traffic. In North America, this is the left side of the road. This gives you the best chance to see traffic approaching closest to you and take evasive action when needed.

2. Walk Single File When Not Separated from the Road Unless you are on a sidewalk separated from the road or you are in a wide bike/ pedestrian lane, you should walk in single file. This is especially important on a road with lots of curves and where traffic has only a split second chance of seeing you before hitting you. While it can be enjoyable to walk down the road two to three abreast chatting merrily, drivers don’t expect it and you may lose your best walking buddies.

3. Stay Aware of Bikes and Runners Share the road and path with bikes and runners. Bike riders should alert you when approaching from behind with a bike bell or a “passing on the left/right.” Listen for them, and move to walk single file, allowing them to pass safely. Runners should also call out for passing. Bike-walker collisions can result in broken bones or head injury for either—and you aren’t wearing a helmet.

4. Be Visible Wear bright colors when walking. When walking at night, wear reflective clothing or a reflective vest to be visible. Drivers are often not expecting walkers to be out after dark, and you need to give them every chance to see you. Be just as cautious at dawn or twilight, as drivers still have limited visibility or may even have the setting or rising sun directly in their eyes.

5. Be Predictable Make a practice of staying on one side of the path while walking rather than weaving randomly from side to side. Watch your arm motions, or you may end up giving a black eye to a passing walker, runner, or biker.

6. Keep the Volume Down Don’t drown out your environment when listening to music with your earbuds or headphones. Keep the volume at a level where you can still hear bike bells and warnings from other walkers and runners.

7. Hang Up and Eyes Up Distracted walking due to chatting, texting, or playing games on a mobile device while you walk is as dangerous as doing those things while driving. You are distracted and not as aware of your environment. You are less likely to recognize traffic danger, tripping hazards, or passing joggers and bikers. Adopt habits that can keep your phone in your pocket, or at least make it a practice to stop in a safe place to complete your phone tasks before moving on.

8. Walk Dogs on Short Leashes It is terrifying and tragic to witness dogs running out in to traffic or getting into a fatal dog fight, whether on leash or off leash. But when walking your dog on a long leash there is also a danger that you will trip other walkers or bikers. You will keep your dog safer as well as those who pass by you if you use proper leash walking etiquette.

9. Know When to Stop Walking Heat sickness, dehydration, heart attack, or stroke can strike walkers of any age.

Learn the symptoms of medical emergencies and carry a cell phone to dial 911.

Even if you are a seasoned and well-trained walker, you may experience one of these problems and need to cut your walk short. Encourage your walking friends to stop when they show any concerning symptoms.

10. Be Aware of Stranger Danger Street safety is a concern for many walkers. Choose your walking route for paths frequented by other walkers, joggers, and bikers. If you see someone suspicious, be prepared to alter your course or go into a store or public building to avoid them.

Acting alert and aware can convince bad guys you are not an easy target.

Happy Holiday’s! A magical day was had by the children on a wintery weekend, on Saturday, December 14, 2019, when the Hideout Recreation Department held its annual Children’s Holiday Party co-sponsored by RE/ MAX BEST at the Main Lodge. The annual event included games, prizes, snacks, and a special appearance Santa Claus. This party is always one of the most highly anticipated events of the year for the children. This year was no exception, with over 70 boys and girls joining us at the Main Lodge.

The festivities kicked off at 1 p.m. with games and snacks for all the children. The children indulged in a variety of Holiday cookies and treats.

Once the snacks were finished it was time to have some fun! The games included a wheel of chance, snowman toss, mini golf, and a special Santa lollipop pick game. Each game had prizes and candy that the children won.

The highlight of the day for all the children was meeting Santa Claus.

Each child stood in line anxiously waiting to tell Santa what they wanted.

After the children got their chance to sit on Santa’s lap each child was able to choose a gift donated by RE/MAX BEST. A special thanks to RE/MAX BEST for sponsoring such an eventful Children’s Holiday Party at the Hideout this year. Also, the Recreation Department for setting up for the event and putting together goodie bags for the children. Finally, we want to thank everyone that attended and look forward to seeing you again next year.

The RS&W new Low Pressure Pump System was designed to work efficiently, for approximately 4000 homes,

providing a consistent type of hydraulics to make this $80 million plus dollar upgrade successful. Any pump that is not exactly to the specification can cause SEVERE backups and/or system failures.

This serves as FORMAL NOTICE to all residents. Any person(s) found to be disregarding this notice, resulting in system back-up or failure, will be held financially responsible for the monetary costs associated.

Is it unsafe to reuse plastic water bottles?

It could be. Once saliva, sweat, and bacteria get inside the bottle, there’s no way to completely clean or sanitize it. Also, after extended use and rewashing, the plastic starts to break down. That’s why commercial bottled water is stamped with a two-year (or less) expiration date. Although the water doesn’t really “expire”, it can acquire an off taste.

Stale Ice: Ever have problems with the cubes from your freezer’s icemaker smelling bad?

Ice cubes can absorb odors from uncovered food in the refrigerator or freezer. Always store leftovers in containers with tight-fitting lids and double-wrap any strong-smelling items. Clean up food spills immediately. Also, check to see if a filter needs to be cleaned or replaced. New plumbing connections such as PVC pipes or fittings could also be causing the problem. Fill the icemaker bin several times (use the ice to water plants) until there’s no bad odor or taste.

Salem Township Board of Supervisor Minutes - November 12, 2019

T

he regular monthly meeting of the Salem Township Board of Supervisors was held on November 12th, 2019 with all members present.

The Chairman of the Board called the meeting to order at 6:30pm The Pledge of Allegiance was then recited.

The minutes of the October 8th, 2019 were approved as presented on a motion made by Dennis Chapman 2nd

by Robert Wittenbrader with all in favor.

The Minutes of the CDBG hearing were approved as presented with no comments or corrections. On a motion

by Dennis Chapman 2nd by Merel Swingle with both in favor Planning Commission minutes were read.

Sub-Divisions: The Kirsch lot consolidation was reviewed and a motion to approve was made by Dennis Chapman 2nd by Merel Swingle with both in favor.

The Bonczek lot consolidation was reviewed and a motion to approve was made by Merel Swingle 2nd by Dennis Chapman with both in favor.

New Business: The 2020 Budget workshop was held. The Budget was reviewed as proposed. With no changes

or additions a motion to advertise for adoption with no tax increases at the December meeting was made by Merel Swingle and 2nd by Dennis Chapman with all in favor. The Supervisors also on a motion made by Merel Swingle moved to advertise for CPA Audit for 2019 fiscal year, 2nd by Robert Wittenbrader with all in favor.

The Annual Pension Municipal Minimum Obligation was noted and a motion to approve was made by Merel Swingle 2nd by Robert Wittenbrader with all in favor.

Weis Markets Inc. has requested a Public Hearing for Public review and discussion on the purchase of a Liquor License to be moved into Salem Township. The Supervisors requested that the Township SEO be in attendance for that hearing scheduled for November 19th, 2019 at 6PM. Hamlin Heights wrote in request of the Township reducing or releasing the current bond held for the property.

The Supervisor discussed and the Township Engineer previously noted the requirement of long term maintenance bond and in accordance with the Township ordinance a 10 year term

is noted. The Supervisors noted that they would revisit the request after a minimum of 5 years. At that time the Township will have the Township Engineer review the area and advise.

Motion to hold bond and revisit at 5 years made by Merel Swingle 2nd by Robert Wittenbrader with all in favor.

The Masons’ have asked to use the Township meeting room to hand out food baskets for Thanksgiving. Dennis Chapman moved to approve 2nd by Robert Wittenbrader with all in favor.

Old Business: Photos with Santa will be held on December 7th, 2019 Attorney Updates: None Correspondence: The Neville Trailer Park engineer wrote with his monthly update for the park septic system update. Real Estate transfer tax for the month of October received in the amount of $ 22765.11.

Salem Township received its Liquid Fuels audit for the period January 2017 through December 2018.

Bills were reviewed and a motion to approve and pay was made by Robert Wittenbrader 2nd by Merel Swingle with all in favor. With no other comments or business, a motion to adjourn was

Bowling Holiday Party December 4 at 5:00 p.m. at the Main Lodge in The Hideout was our Bowling Holiday Party. It was a time to gather together with our bowlers & spouses to celebrate the Season’s Most Wonderful Time of Year.

The room was filled with music, chatter, and laughter especially when Santa & his Elf made a surprise visit.

The buffet was delicious and plentiful and the wait staff did not disappoint.

Many thanks to Bret, Arlene, to name a few, of the many hardworking employees.

Hideout Building Permit is required for he installation/operation of any “non-portable” residential whole house/ stand-by electrical generator. Small portable units are excluded. A separate permit is required if you need to install a propane tank to fuel the generator.

So You Wanna Sell Your Home? Step 1: Whip It Into Shape By: Terri Ditty, Broker Associate If you’re looking to sell your home during prime house-shopping season this spring, you’d better get cracking now. After all, it’s not as easy as slapping an ad on Craigslist; if you want your humble abode to stand out from the competition, that could take months to do right.

Introducing (drum roll please) …a 2020 HomeSelling Guide-a series of articles to show you the next step to prep your house for sale and ace the deal.

Step 1 to selling a home is a New Year’s classic: Whip your place into shape by fixing any problems and upgrading the eyesores.

Because like it or not, your home has sustained some wear and tear over the years. Here’s how to assess the damage and find out which renovations will pay off down the road.

1. Tally the age of various items No matter how great your home looks at first glance, any savvy buyer will point to various parts and pop the question: How old? And since guesstimates won’t cut it, it’s time to gather some paperwork. If you’ve purchased your home in the past few years, check your home records or seller’s disclosure for the age or last repair of big items (namely your roof, HVAC system, water heater, and gutters), or dig up copies of your own maintenance records or receipts.

2. Do your own walk-through Channel Sherlock Holmes and go through your home, room by room. Look for signs of damage that might drag down its value.

• Wood rot around outside door frames, window ledges, and garage doors. Condensation and rain can cause these areas to weaken and rot.

• Water stains on the ceiling or near doors and windows. This can indicate a leaky roof or rain seeping in from outside.

• Leaks under sinks or around toilets.

• Bulges under carpet or discoloration on hardwood floors, which can indicate flooding problems or an uneven foundation.

Next, test what’s called the “functionality” in every room. For example, cracks visible in the walls and floor, doors that don’t shut right, broken handles on cabinetry, basically anything that doesn’t work perfectly should be repaired. And don’t forget to inspect the outside.

A lot of sellers skip the outside, but it is so important. That is where buyers will make their first impression

3. Bring in the pros Once you’ve done your own walk-through, you may want to have a pro take a second look.

These people can spot flaws you overlooked, because either you’re used to them or you didn’t realize they could cause trouble. You can enlist a Realtor or hire a home inspector to do an inspection (or pre-inspection) to pinpoint problems from bad wiring to outdated plumbing.

While the cost varies, people pay an average of $475 for a home inspection, according to Angie’s List. Go to the National Association of Home Inspectors or your local REALTOR to find an inspector in your area. It may cost a bit, but it will buy you the peace of mind of knowing you’re not in for any surprises down the road. In fact, having a home inspection report handy to show buyers can inspire confidence that they (and you by association) aren’t in for any nasty surprises as you move toward a deal.

4. Decide what needs renovating Once you know what in your house could stand for repairs or upgrades, it’s time to decide where to infuse some cash. Don’t worry, not everything needs to be done before your home’s on the market. And while you’re probably not jumping at the idea of renovating a property you’re going to sell, certain fixes will give you an edge over the competition, which means more/better offers.

Remember, real estate is an investment!

But don’t just obsess over the obvious—e.g., your kitchen could stand for new cabinets. After all, many buyers will want to tweak cosmetic details to their own tastes, so you could be throwing money down the drain. Instead, focus on fix-its that are less susceptible to personal preferences that buyers like to know are in good shape.

For example, a recent study by the National Association of Realtors® found that upgrading hardwood floors reaps an estimated 100% return on investment, essentially paying for itself.

Upgrading your insulation can net you a 95% ROI, a new roof a whopping 105%! Because what buyers don’t like to know they’ve got a solid roof over their heads?

John R. Armato 6/25/1943 – 12/16/2019

Born in Brooklyn, NY on June 25, 1943, John spent his youth on Long Island in Centereach, NY playing sports at Sachem High School and later football and track at Ithaca

College.

While starting out as a Physical Education Teacher in the Middle Island School District, John spent most of his career with Breon Laboratories and Winthrop Consumer Products both divisions of Sterling Drug.

John married his wife Diane in 1969. They had a son, John Nicholas, born in 1971 who lived for only 21 hours. In 1984, they were blessed with the birth of their only child Dominique (Niki).

John loved to travel with his wife, and sometimes Niki, they visited East Africa, Fiji, Hawaii, Ireland, England, Italy, Germany, Switzerland, Spain, Portugal, Morocco, various Caribbean islands, Canada and Mexico. They lived in Arlington Heights and Bloomingdale, IL, NYC, Novato, CA where he was President of the Madera Marin Homeowners Assc. and Ridgefield, CT where John was elected to the Board of Education and served 16 years. They moved to Lake Ariel, PA in 2007 to retire but John continued working as a Public Safety Officer and EMT at the Hideout Homeowners Association.

During this time, he received various citations and awards for life saving efforts.

John is survived by Diane and Niki, his sister Linda, his Uncle Ben, his Aunt Lee, and many cousins.

In lieu of flowers, the family is suggesting donations in John’s memory to the Light of Christ Church.

James D. Wolfe AGE: 92 • The Hideout, Edison, and Perth Amboy New Jersey James D. Wolfe, 92, a resident of the Hideout for over 30 years and Edison, New Jersey with his roots in Perth Amboy of the same state, passed peacefully on Saturday, November 23, 2019. He was a graduate of Perth Amboy High School’s class of 1944. He finished his military service as an occupation soldier in the Hawaiian Islands and Japan in 1948 then four years later joined the New Jersey Turnpike Authority where he remained for 33 years. After beginning his career there as a toll collector, he retired in 1985 as an Assistant Section Chief with responsibility up and down the roadway.

James was involved in sports, particularly track and field, for over 40 years and was a constant presence as an official at track and cross country events around the Tri-State area. He was a member and a past president of the N.J. Track and Field Association as well as a Charter Member of the Athletics Congress of the U.S.A. James is predeceased by his first wife, Ruby J. Wolfe, nee Miller of Edison with roots as well in Perth Amboy, brother Robert S. Carter, Perth Amboy, Irving Carter, Montebello, California and step-son William Ralph Birt of Baltimore.

He was a joyous man who met everyone with a smile and leaves behind his current wife of 26 years, Helen Birt-Wolfe, son Royce D. Wolfe and his wife Donna Harris Wolfe of Charlotte, NC, step-daughter Dr. Adriane R. Birt of New York City, daughter-in-law Barbara Birt of Baltimore and grandchildren, Danielle, Zachary, Taylor, Ralph, and Rodger as well as a host of nieces, nephews, and friends.

Ann (Liptak) Filippone October 23, 2019

It is with great sadness that we say goodbye to longtime Hideout resident, Ann (Liptak) Filippone. Ann passed away on October 23, 2019. She was 95.

Ann served as an RN for many years before retiring to The Hideout and was a member of the Gino J. Merli Veteran’s Center.

Funeral services were performed by the Very Rev. John D. Sorochka, rector of St. John’s Russian Orthodox Cathedral in Mayfield, followed by interment in St. Catherine’s Cemetery in Moscow.

Ann is survived by her loving husband, Sal, and a host of family and friends who will remember her fondly.

Synopsis of Lake Township Minutes November 5, 2019 The regular monthly meeting of the Lake Township Board of Supervisors was held at the Lake Township municipal building on November 5th, 2019. The Meeting was called to order by the Chairman, Supervisors, Scottie Swingle, Timothy Jaggars and Fred Birmelin were all present. The Pledge of Allegiance was then recited.

T. Jaggars moved to approve the minutes of the regular monthly meeting held on October 1st, 2019, carried 3-0. F. Birmelin moved to approve the treasury report for October 2019, carried 3-0.

Public Comment: None Subdivisions: Tigue/Straka – sub-division lot consolidation was reviewed and county comments were corrected, deeds were prepared. T. Jaggars moved to approve maps, carried 3-0.

Correspondence: 1) Lake Ariel Fire Company provided its October Activity Report showing 20 incidents.

They held 4 trainings, 4 meetings and 6 work details. Fundraiser held was an Octoberfest. 2) Maplewood Fire Co provided its October Activity report showing 32 alarmed responses 20 of them medical calls, they held 5 trainings.

The Supervisors wanted to commend the Fire Companies for their work at the Liberty Structure Fire. F. Birmelin noted the property owners are working towards a cleanup effort and plan on rebuilding.

Fund raisers are being held to benefit the residents as well as the restaurant.

Roadmaster’s Report: S. Swingle reported that during the month of October they rented a tar buggy for use in the Township at different locations. Cleaned

the garage for election use. Preparing trucks for snow. Metal cleanup was held. Cinders delivered. A new chipper was purchased from Marshall Machinery through the CoStars program. They attended a safety and training review for the new chipper. The township also bought a hydraulic hose maker for repair use and maintenance.

Old Business: 1) Winter Parking ban is in effect from November 15th, 2019 through April 15th, 2020. 2) The proposed Budget for 2020 has been prepared and with no changes a motion to advertise for adoption at next month’s meeting was made by T. Jaggars, carried 3-0. 3) Hometown Heroes banners were reviewed and available pole were counted at 45.

PPL allows 25 poles per year. Road crew asked to help get pole numbers, online application for needs to be filled out for use. F. Birmelin noted they met with the Legion Auxiliary ladies and reviewed with them the updates at that time.

New Business: 1) Advertise for CPA to conduct the 2019 Audit. F. Birmelin moved to advertise, carried 3-0.

Additional Public Comment: A question was asked as to the restrictions for the Liberty restaurant. Not allowed to build what’s there, can’t tear the whole building down. Holding tank for sewage to remain. It was noted that Lake Ariel Fire Co helped along with others from Wayne County at the Pocono Manor Fire.

S. Swingle moved to pay the bills and approve the payroll and to adjourn the meeting carried 3-0.

C

ommittees are an important part of our association operations. Committee members help keep our community vibrant; and, by augmenting paid staff, they save the association thousands of dollars each year.

The association just wouldn’t be what it is without our active and effective committees. They deserve our sincerest thanks. However, to be successful, our association needs to cultivate fresh ideas and encourage additional resident involvement in our committees; so, we’d like your help on one of our committees.

Committees give the Board a way to gather information, offer new ideas and opinions and provide a training ground for future Board members. All committees are advisory to the Board unless given specific decision-making authority by the Board or our Governing Documents. Each committee has a goal and mission statement to help it succeed as a community resource.

Our association has three types of committees: • Board appointed committees, like our ECC, Discplinary, Budget and Nominating, are established by the Board for a specific purpose under the supervision of the Board. These are required by our Protective Covenants or By-Laws. They often have clearly defined power and authority.

Appointments are made for a three year term; however, there are no term limits as to how many terms someone may serve.

• Standing committees, such as Food and Beverage and Recreation, are ongoing and have members who have expertise with a specific area within our community.

These committees generally make recommendations to the Board pertaining to the specific area.

• Ad-hoc committees, such as Governing Documents, are established by the Board as needed for specific projects and tasks. When the task is complete, the committee is disbanded.

So, if you’re thinking about running for the Board and want to learn a little more about the association’s operations or if you’re interested in helping improve your community, we would be thrilled to talk to you about committees and how you might be able to help. Since 1995, the Hideout Sportsman’s Association has strived to improve the knowledge and skill of its members and neighbors in matters related to the proper care and handling of firearms, the management of shooting ranges and to develop fellowship, sportsmanship and good citizenship among its members. To that end, the Hideout Sportsman’s Association will partner with a local state-of-the-art indoor shooting range to offer courses in basic beginners pistol shooting and safety classes.

When you hear that someone has a setback, you usually expect something not so good. It’s a completely different case when the term is applied to property boundaries. Setback Lines actually protect your property!

Building set-back lines are usually intended to govern permanent structures like your house or garage.

What is a Setback? A setback is a defined space in which no structures (as defined by Land Use Code) may be located, except where specifically allowed by the Code. Setbacks are required along front, rear, side property lines and additionally with some “easements.”

How are Setbacks measured? In most cases, setbacks are measured from the property line. However, when measuring a front setback line abutting a public street the setback is measured from the center line of the right of way. Your property line is coincident with the edge of the right of way. Since the right of way can contain unimproved shoulders, you should not assume that your property line is at the edge of the curb or paved edge of the road. Typically, your property line is several feet from the road improvements.

PROPERTY LINE INFORMATION

property lines. The easement may be located partly or entirely on your property.

When a front yard setback is required from an easement located on a property, the setback is measured from the interior edge of the easement.

Are Setbacks required from anything else? In most cases, buildings may not be built over utility easements (e.g., power, water, sanitary sewer, storm sewer, and telecommunications) without written approval from the associated utility. We all have easements on our Hideout property lots. These easements are shown on your recorded plat Land Survey and title report.

How large a Setback is required? That depends on where the property is located and whether the setback is along a front, rear, or side property line. For example, in the Hideout, the following Setbacks are required: Front - 25’; Rear - 25’; Sides - 10’. Also, within these setbacks there are “easement lines” (Front - 10 feet, Rear - 10 feet, and each Side - 5 feet).

Please note that the 25 foot front area starts at your property line, not at the edge of the road. The property line to the road is POA property. Also, in Pennsylvania, only a state licensed surveyor may set the property corners.

What is an Easement? An easement is defined as a right that one party has to use real estate that is owned by someone

else. The rights of the easement holder regarding usage of the property are specific and typically limited. Property ownership or possession is not impacted by an easement. The property owner gives up only defined rights on that portion of the property that is used for purposes of the easement. Common easements are those that are given to public utilities such gas or telephone companies to run lines under/over private property.

Utility easements such as power, phone, water and sewer are examples of easements that benefit the Hideout. Such is the case with RS&W. As a general rule, the grantor of the easement can make any use of that property as long as it does not unduly interfere with the rights granted to the easement holder. Typically, the owner granting the easement cannot build/ place structures or obstructions within an easement area or otherwise hinder access to that area.

A utility easement grants the utility company the right to use and access a specific area of a property. The area covered by the easement is usually clearly defined in the text of the easement, and the easement is attached to the property deed so that it will persist even when the property is transferred or sold. Utilities can request an easement for any number of reasons. A classic example of a utility

easement is an easement which allows the power company to run electrical lines along a property, and to install utility poles if the property is long enough that the lines cannot pass over the property without support. The utility has the right to utilize a strip of land for the lines, and to enter the land to access the lines for maintenance and repair, which can include tree trimming, replacing rotted utility poles, and relocation of any conduits, cables, wires, towers, and poles.

What about these Property Easements?

Every Hideout property has “easements” – legal rights that others have to use parts of a land owner’s property.

Despite their prevalence, easements are often misunderstood and in some instances, people are not even aware that easements exist. As a property owner you can benefit from a basic understanding of easements. That understanding helps you avoid problems (permanent placement of landscaping, trees & shrubs, rock gardens, landscape lighting, fences, etc.) that can arise within the easement area.

By keeping these areas free of plantings or other obstructions, you can enjoy what you have planted without worrying that it may be in jeopardy in the future.
